A groundbreaking history of how the US Post made the nineteenth-century American West. There were five times as many post offices in the United States in 1899 than there are McDonald's restaurants today. During an era of supposedly limited federal government, the United States operated the most expansive national postal system in the world. In this cutting-edge interpretation of the late nineteenth-century United States, Cameron Blevins argues that the US Post wove together two of the era's defining projects: western expansion and the growth of state power. Between the 1860s and the early 1900s, the western United States underwent a truly dramatic reorganization of people, land, capital, and resources. It had taken Anglo-Americans the better part of two hundred years to occupy the eastern half of the continent, yet they occupied the West within a single generation. As millions of settlers moved into the region, they relied on letters and newspapers, magazines and pamphlets, petitions and money orders to stay connected to the wider world. Paper Trails maps the spread of the US Post using a dataset of more than 100,000 post offices, revealing a new picture of the federal government in the West. The western postal network bore little resemblance to the civil service bureaucracies typically associated with government institutions. Instead, the US Post grafted public mail service onto private businesses, contracting with stagecoach companies to carry the mail and paying local merchants to distribute letters from their stores. These arrangements allowed the US Post to rapidly spin out a vast and ephemeral web of postal infrastructure to thousands of distant places. The postal network's sprawling geography and localized operations forces a reconsideration of the American state, its history, and the ways in which it exercised power.

Paul Humphreys pioneered philosophical investigations into the methodological revolution begun by computer simulations. He has also made important contributions to the contemporary literature on emergence by developing the fusion account of diachronic emergence and its generalization, transformational emergence. He is the discoverer of what has come to be called `Humphreys'Paradox'in probability theory and has also made influential contributions to the literature on probabilistic causality and scientific explanation. Each of the four parts is followed by a comprehensive postscript with retrospective assessments of each of the papers, replies to some responses, and in some cases elaborations of the original arguments. An introduction to the volume provides a general perspective on unifying themes that run through Humphreys'philosophical work.

Leonid Hurwicz (1917-2008) was a major figure in modern theoretical economics whose contributions over sixty-five years spanned at least five areas: econometrics, nonlinear programming, decision theory, microeconomic theory, and mechanism design. In 2007, at age ninety, he received the Nobel Memorial Prize in Economics (shared with Eric Maskin and Roger Myerson) for pioneering the field of mechanism design and incentive compatibility. Hurwicz made seminal contributions in the other areas as well. In non-linear programming, he contributed to the understanding of Lagrange-Kuhn-Tucker problems (along with co-authors Kenneth Arrowand Hirofumi Uzawa). In econometrics, the Hurwicz bias in the least-squares analysis of time series is a fundamental and commonly cited benchmark. In decision theory, the Hurwicz criterion for decision-making under ambiguity is routinely invoked, sometimes without a citation since his original paper was never published. In microeconomic theory, Hurwicz (along with Arrow and H.D. Block) initiated the study of stability of the market mechanism, and (with Uzawa) solved the classic integrability of demand problem, a core result in neoclassical consumer theory. While some of Hurwicz's work were published in journals, many remain scattered as chapters in books which are difficult to access; yet others were never published at all. The Confederate States of America was born in defense of slavery and, after a four-year struggle to become an independent slaveholding republic, died as emancipation dawned. Between Fort Sumter to Appomattox, Confederates bought and sold thousands African American men, women, and children. These transactions in humanity made the internal slave trade a cornerstone of Confederate society, a bulwark of the Rebel economy, and a central part of the experience of the Civil War for all inhabiting the American South. The Unknown God is the first documentary study of Thelema, a twentieth-century religious movement in the'magical'family, founded by the occultist, poet, and prophet of a new age of personal freedom, Aleister Crowley (1875--1947). The tale of a legendary scholar, an unsolved murder, and the mysterious documents that may connect them In early 1991, Ioan Culianu was on the precipice of a brilliant academic career. Culianu had fled his native Romania and established himself as a widely admired scholar at just forty-one years of age. He was teaching at the University of Chicago Divinity School where he was seen as the heir apparent to his mentor, Mircea Eliade, a fellow Romanian expatriate and the founding father of the field of religious studies, who had died a few years earlier. But then Culianu began to receive threatening messages. As his fears grew, he asked a colleague to hold onto some papers for safekeeping. A week later, Culianu was in a Divinity School men's room when someone fired a bullet into the back of his head, killing him instantly. The case was never solved, though the prevailing theory is that Culianu was targeted by the Romanian secret police as a result of critical articles he wrote after the fall of dictator Nicolae Ceausescu. What was in those mysterious papers? And what connection might they have to Culianu's death? The papers eventually passed into the hands of Bruce Lincoln, and their story is at the heart of this book. The documents were English translations of articles that Eliade had written in the 1930s, some of which voiced Eliade's support for the Iron Guard, Romania's virulently anti-Semitic mystical fascist movement. Culianu had sought to publish some of these articles but encountered fierce resistance from Eliade's widow. In life, Samuel had done little to distinguish himself from other members of the South's elite slaveholding class. During the turbulent period between the Civil War and the rise of Jim Crow at the turn of the twentieth century, the Townsends carved out spaces where they were able to benefit from their money and mixed-race ancestry, pass down generational wealth, and realize some of their happy dreams of liberty.

Long before Wikileaks and social media, the journalist Drew Pearson exposed to public view information that public officials tried to keep hidden. A self-professed'keyhole peeper', Pearson devoted himself to revealing what politicians were doing behind closed doors. From 1932 to 1969, his daily'Washington Merry-Go-Round'column and weekly radio and TV commentary broke secrets, revealed classified information, and passed along rumors based on sources high and low in the federal government, while intelligence agents searched fruitlessly for his sources. For forty years, this syndicated columnist and radio and television commentator called public officials to account and forced them to confront the facts. Pearson's daily column, published in more than 600 newspapers, and his weekly radio and television commentaries led to the censure of two US senators, sent four members of the House to prison, and undermined numerous political careers. Every president from Franklin Roosevelt to Richard Nixon--and a quorum of Congress--called him a liar. Pearson was sued for libel more than any other journalist, in the end winning all but one of the cases. Breaking secrets was the heartbeat of Pearson's column. His ability to reveal classified information, even during wartime, motivated foreign and domestic intelligence agents to pursue him. Published in the isolated market town of Bijnor, Madinah grew to hold influence across North India and the Punjab while navigating complex issues of religious and political identity. In Print and the Urdu Public, Megan Robb uses the previously unexamined perspective of the Madinah to consider Urdu print publics and urban life in South Asia. Through a discursive and material analysis of Madinah, the book explores how Muslims who had settled in ancestral qasbahs, or small towns, used newspapers to facilitate a new public consciousness. An in-depth account--grounded in new archival discoveries--of the most consequential development in Mormon history since the end of polygamy On June 9, 1978, the phones at the headquarters of the Church of Jesus Christ of Latter-day Saints (LDS) were ringing nonstop. Word began to spread that a momentous change in church policy had been announced and everyone wanted to know: was it true? The answer would have profound implications for the church and American society more broadly. On that historic day, LDS church president Spencer W. Kimball announced a revelation lifting the church's 126-year-old ban barring Black people from the priesthood and Mormon temples. It was the most significant change in LDS doctrine since the end of polygamy almost 100 years earlier. Drawing on never-before-seen private papers of LDS apostles and church presidents, including Spencer W. Kimball, Matthew L. Harris probes the plot twists and turns, the near-misses and paths not taken, of this incredible story. While the notion that Kimball received a revelation might imply a sudden command from God, Harris shows that a variety of factors motivated Kimball and other church leaders to reconsider the ban, including the civil rights movement, which placed LDS racial policies and practices under a glaring spotlight, perceptions of racism that dogged the church and its leaders, and Kimball's own growing sense that the ban was morally wrong. Harris also shows that the lifting of the ban was hardly a panacea. The church's failure to confront and condemn its racial theology in the decades after the 1978 revelation stifled their efforts to reach Black communities and made Black members the target of racism in LDS meetinghouses. Vigilant members pestered church leaders to repudiate their anti-Black theology, forcing them to live up to the creed in Mormon scripture that'all are alike unto God.'Deeply informed, engagingly written, and grounded in deep archival research, Harris provides a compelling and detailed account of how Mormon leaders lifted the priesthood and temple ban, then came to reckon with the church's controversial racial heritage.

The woman scientist who saved Americans from thalidomide In the early 1960s, Dr. Frances Oldham Kelsey of the U.S. Food and Drug Administration became one of the most celebrated women in America when she prevented a deadly sedative from entering the U.S. market. A Canadian-born pharmacologist and physician, Kelsey saved countless Americans from the devastating side effects of thalidomide, a drug routinely given to pregnant women to prevent morning sickness. As the FDA medical officer charged with reviewing Merrell Pharmaceutical's application for approval in 1960-61, Kelsey was unconvinced that there was sufficient evidence of the drug's efficacy and safety. Despite substantial pressure, she held her ground for nineteen months while the extent of the drug's worldwide damage became known-thousands of stillborn babies, as well as at least 10,000 children across 46 countries born with severe deformities such as missing limbs, arms and legs that resembled flippers, and improperly developed eyes, ears, and other organs. As a result of Kelsey's efforts, thalidomide was never sold in the United States. The incident led Congress to pass the 1962 Drug Amendment, which fundamentally changed drug regulation in America. Those regulations, still in force today, required pharmaceutical companies to conduct phased clinical trials, obtain informed consent from participants in drug testing, and warn the FDA of adverse effects, and it granted the FDA important controls over prescription-drug advertising. One of a small minority of women to earn an advanced degree in science in the 1930s, Kelsey faced challenges that resonate with women scientists to this day. Revered by the public as a?good mother of science,? she went on to act as a formidable gatekeeper against other suspect drugs, such as diesthylstilbestrol (DES) and laetrile. As part of the team that tested anti-malarial drugs on prisoner volunteers during World War II, she later was instrumental in the formulation of ethical protocols for drug testing on prisoners and the vulnerable, including the elderly and children. Yet behind the public adulation, she faced professional jealousies and glass ceilings, political interference with FDA's actions, and ongoing hostility from pharmaceutical industry officials. She was sustained and supported by family and friends, co-workers and mentors, and a lifetime commitment to good science. Based upon FDA archival records, private family papers, and interviews with family and colleagues, this biography brings to light the efforts and legacy of a pioneering woman of science whose contributions are still influential today.

The story of the Combahee River Raid, one of Harriet Tubman's most extraordinary accomplishments, based on original documents and written by a descendant of one of the participants. Yet the many biographies, children's books, and films about Tubman omit a crucial chapter: during the Civil War, hired by the Union Army, she ventured into the heart of slave territory--Beaufort, South Carolina--to live, work, and gather intelligence for a daring raid up the Combahee River to attack the major plantations of Rice Country, the breadbasket of the Confederacy. Edda L. Fields-Black--herself a descendent of one of the participants in the raid--shows how Tubman commanded a ring of spies, scouts, and pilots and participated in military expeditions behind Confederate lines. On June 2, 1863, Tubman and her crew piloted two regiments of Black US Army soldiers, the Second South Carolina Volunteers, and their white commanders up coastal South Carolina's Combahee River in three gunboats. In a matter of hours, they torched eight rice plantations and liberated 730 people, people whose Lowcountry Creole language and culture Tubman could not even understand. Black men who had liberated themselves from bondage on South Carolina's Sea Island cotton plantations after the Battle of Port Royal in November 1861 enlisted in the Second South Carolina Volunteers and risked their lives in the effort. Using previous unexamined documents, including Tubman's US Civil War Pension File, bills of sale, wills, marriage settlements, and estate papers from planters'families, Fields-Black brings to life intergenerational, extended enslaved families, neighbors, praise-house members, and sweethearts forced to work in South Carolina's deadly tidal rice swamps, sold, and separated during the antebellum period. When Tubman and the gunboats arrived and blew their steam whistles, many of those people clambered aboard, sailed to freedom, and were eventually reunited with their families. The able-bodied Black men freed in the Combahee River Raid enlisted in the Second South Carolina Volunteers and fought behind Confederate lines for the freedom of others still enslaved not just in South Carolina but Georgia and Florida. After the war, many returned to the same rice plantations from which they had escaped, purchased land, married, and buried each other. These formerly enslaved peoples on the Sea Island indigo and cotton plantations, together with those in the semi-urban port cities of Charleston, Beaufort, and Savannah, and on rice plantations in the coastal plains, created the distinctly American Gullah Geechee dialect, culture, and identity--perhaps the most significant legacy of Harriet Tubman's Combahee River Raid.

Paper, bottles, metal scrap, kitchen garbage, rubber, hair, fat, rags, and bones--the Nazi empire demanded its population obsessively collect anything that could be reused or recycled. Entrepreneurs, policy makers, and ordinary citizens conjured up countless schemes to squeeze value from waste or invent new purposes for defunct or spent material, no matter the cost to people or the environment. As World War II dragged on, rescued loot--much of it waste--clogged transport routes and piled up in warehouses across Europe. Historicizing the much-championed ideal of zero waste, Anne Berg shows that the management of waste was central to the politics of war and to the genesis of genocide in the Nazi Germany. Destruction and recycling were part of an overarching strategy to redress raw material shortages, procure lebensraum, and cleanse the continent of Jews and others considered undesirable. Fostering cooperation between the administration, the party, the German Army, the SS, and industry, resource extending schemes obscured the crucial political role played by virtually all German citizens to whom salvaging, scrapping, and recycling were promoted as inherently virtuous and orderly behaviors. Throughout Nazi occupied-Europe, Jews, POWs, concentration camp inmates, and enemy civilians were forced to recycle the loot, discards, and debris of the Nazi race war. In the end, the materials that were fully exploited and the people who had been bled dry were cast aside, buried, burned, or left to rot. Nonetheless, waste reclamation did not have the power to win the war. Illuminating how the Nazis inverted the economy of value, rescuing discards and murdering people, Empire of Rags and Bones offers an original perspective on genocide, racial ideology, and World War II.

General Lord Ismay's name is little known today, but he participated in, and was witness to, decision-making at the highest level of government, before, during and after the Second World War. Immediately prior to the outbreak of hostilities, he was Secretary of the Committee of Imperial Defence responsible for advising government on strategy and preparations for war. As wartime Chief Staff Officer to Prime Minister Winston Churchill, he became a close confidant and rarely left Churchill's side, whether in Britain or abroad at international conferences. He was instrumental in conciliating the sometimes-fractious relationship between the Prime Minister and the Service Chiefs of Staff. In 1947, Ismay went to India as Chief of Staff to the Viceroy, Lord Mountbatten, and was closely involved in the drama of Partition. As the first Secretary General of NATO from 1952 to 1957, he was instrumental in building the foundations of the Alliance and preserving its unity and cohesion at the height of the Cold War. He also played a central role in reshaping the higher management of defence in Britain, including the creation of the Ministry of Defence. This fascinating book tells the story of his life and work.

Federal Ground depicts the haphazard and unplanned growth of federal authority in the Northwest and Southwest Territories, the first U.S. territories established under the new territorial system. The nation's foundational documents, particularly the Constitution and the Northwest Ordinance, placed these territories under sole federal jurisdiction and established federal officials to govern them. But, for all their paper authority, these officials rarely controlled events or dictated outcomes. In practice, power in these contested borderlands rested with the regions'pre-existing inhabitants-diverse Native peoples, French villagers, and Anglo-American settlers. These residents nonetheless turned to the new federal government to claim ownership, jurisdiction, protection, and federal money, seeking to obtain rights under federal law. Two areas of governance proved particularly central: contests over property, where plural sources of title created conflicting land claims, and struggles over the right to use violence, in which customary borderlands practice intersected with the federal government's effort to establish a monopoly on force. Over time, as federal officials improvised ad hoc, largely extrajudicial methods to arbitrate residents'claims, they slowly insinuated federal authority deeper into territorial life. This authority survived even after the former territories became Tennessee and Ohio: although these new states spoke a language of equal footing and autonomy, statehood actually offered former territorial citizens the most effective way yet to make claims on the federal government. The federal government, in short, still could not always prescribe the result in the territories, but it set the terms and language of debate-authority that became the foundation for later, more familiar and bureaucratic incarnations of federal power.

This book advances new answers to these questions by developing inferential expressivism, a novel approach to the study of meaning which combines elements of the expressivist and inferentialist programs. Expressivists explain the meaning of words in terms of the attitudes that words are used to express; inferentialists explain the meaning of words in terms of the inferences that words are used to draw. Reasoning with Attitude lays out the foundations of inferential expressivism by defending the view that the meaning of an expression is to be explained in terms of the inferences we draw involving the attitudes we express. As the book shows, by joining forces, expressivism and inferentialism can meet their key challenges whilst retaining their distinctive insights and advantages. Therefore, the pattern is labelled'adverbial V3 resumption'or'adverbial V3.'The present volume is an up-to-date overview of the subject featuring case studies of individual languages that display certain patterns of V3. The authors discuss this pattern in relation to several different languages, addressing among other things issues of microvariation in contemporary varieties and diachronic variation. Through analyses of adverbial resumptive V3 orders in Germanic and Romance, the contributors explore the nature of V2: while adverbial resumption only occurs in varieties that observe the V2 rule, in itself it leads to apparent violations of linear V2 order, namely to V3 orders. Adverbial Resumption in Verb Second Languages provides comparative analyses which touch upon the nature of sentence-external versus sentence-internal adjuncts, and the fine-grained architecture of the clausal functional hierarchy. An English?migr? who became America's first professional architect, Benjamin Henry Latrobe put his stamp on the built landscape of the new republic. Latrobe contributed to such iconic structures as the south wing of the US Capitol building, the White House, and the Navy Yard. He created some of the early republic's greatest neoclassical interiors, including the Statuary Hall and the Senate, House, and Supreme Court Chambers. As a young man, Latrobe was apprenticed to both a leading architect and civil engineer in London, studied the European continent's architectural and engineering monuments, worked on canals, and designed private houses. After the death of his first wife, he was bankrupt and emigrated to the United States in 1796 to restart his career. For the new nation with grand political expectations, he intended buildings and engineering projects to match those aspirations. Like his patron Thomas Jefferson, Latrobe saw his neoclassical designs as a way to convey American democracy. He envisioned his engineering projects, such as the canals and municipal water systems for Philadelphia and New Orleans, as a way to unite the nation and improve public health. Jean Baker conveys the personality of this charming, driven, and often frustrated genius and the era in which he lived. Latrobe tried to establish architecture as a profession with high standards, established fees, and recognized procedures, though he was unable to collect fees and earn the living his work was worth.
