Abstract: Coalbed methane (CBM) or coal seam gas (CSG) as it is known in Australia is becoming an increasingly important source of energy around the world. Many countries such as United States, Canada, Australia and China are investing in the CSG industry. A rise in the cost of conventional natural gas and many other energy resources, along with a decline in these conventional resources and issues such as climate change have encouraged a global interest in alternative sources of energy like CSG. The estimated quantity of CSG worldwide is around 1.4×1014 m3, it is clear that coal seam gas is a significant source of energy. The first section of this paper will discuss the production size of CSG worldwide and the future of the industry. The usage of the coal bed seam for the sequestration of CO2 is also an added benefit. The reduction of CO2 released to the environment may help in the future mitigation of global warming. In addition, the re-injecting of the co-produced CO2 enhances the commercial recovery and production of CSG wells. In the second section, the impact of the CSG industry's by-products on the environment, the freshwater ecosystem and human health are analysed. The second section includes issues associated with the large volume of co-produced water with undesirable composition in the CSG industry. The management of this enormous amount of water requires cost effective technologies and methods. Many methods for dealing with water problems are discussed and analysed in this paper. Purpose: This paper aims to: first, it studies expert opinions about the future of clean, decentralized energy technology in Australia; second, develop an interpretive and participatory foresighting methodology for a forthcoming study. Design/methodology/approach: This paper reports a forecasting study about the future of clean energy. Driven mostly by economics and changing carbon policies, the energy sector is currently moving from fossil fuels to a variety of cleaner technologies. Energy experts have several incommensurate interpretations of how this change will happen. This paper describes the first phase of an ongoing study that foresight clean energy futures in Australia. By building on a participatory method in a scientific expert community, it describes the path from technological presumptions into four parallel yet interconnected scenarios. The paper also explores the social drivers behind these scenarios. Findings: First, energy experts in Australia classify futures into four main scenarios: abundant, where energy will be mostly produced by solar cells; traded, where the future of energy lies in virtual power plants and microgrids; circular, which targets Australia's NetZero goals through biomaterials, carbon capture and new powerful; secure, which secures the country's energy supply through coal and nuclear energy. Second, they locate policy as the most important form of wildcards. The policy is multilayered from local to US politics and falls outside the scope of forecasting. Research limitations/implications: The most important limitations of the study are: first, its reliance on scientific and technological experts, which guarantees its scientific validity but may underrepresent the social drivers of energy; second, this study is a methodological pilot of a larger study that will target industrial, commercial and local drivers; third, its focus on Australia, where politics, the size of the country and climate shape the uptake of clean energy in specific ways, most notably in the case of rapid uptake of solar energy. Practical implications: The main practical implications of the paper are its broad focus on clean energy futures and its participatory foresighting approach, which can be repeated in other studies. Social implications: The main social implication of the study is that it clearly shows that a technological perspective is necessary but not sufficient in understanding the future of clean energy. The paper also shows that local drivers importantly mold the future and should be taken into account in future studies and policy. Originality/value: This paper makes two contributions. First, it organizes several technologies into four scenarios that clarify Australia's clean energy futures better than a piecemeal study would do. Second, it developed and piloted an interpretive participatory methodology for studying futures by building on references from design research. This methodology will be used in subsequent studies. Previously published studies on Australia's energy security did not examine the country's domestic energy security situation in tandem with its international energy statecraft. This paper fills this research gap. In order to provide a robust analysis of a country's strategic options in the energy sector, it is paramount to balance domestic and international dimensions, along with internal and external factors. The paper utilizes the strengths, weaknesses, opportunities, and threats (SWOT) method to review Australia's strategic options by balancing the inward-looking, domestic risk minimization dimension (energy security), with the outward-looking, international power projection dimension (energy statecraft). The paper also applies the 4A framework (availability, accessibility, affordability, and acceptance) to assess Australia's energy security performance. On the one hand, the results demonstrate that Australia has many strengths and opportunities as a reliable and stable energy supplier, endowed with traditional and renewable energy resources, and critical minerals. On the other hand, numerous internal weaknesses and external threats may affect Australia's strategic options in the future. The most pressing issue is the historical lack of strategic government intervention in the energy market, which has, paradoxically, resulted in domestic energy accessibility and affordability crisis. The market-based approach is also the main reason why Australia has not transformed its energy resources into capabilities to be used as instruments of statecraft. The paper uses the SWOT analysis and the 4A assessment as the basis for discussion on how Australia can transform its energy sector weaknesses and threats into strengths and opportunities, to benefit the national interest. This paper explores the enabling governance conditions for implementing green stormwater infrastructure to transform waterways. Using Australia's largest integrated stormwater management project in Adelaide's River Torrens Catchment as a case study, we explore four key governance dimensions and their shifts over time: actors, rules of the game, discourse, and resources and power. Overall, 11 enablers emerged from these dimensions. These include collaboration and coordination, bipartisan support, regulation enforcement, knowledge and beliefs, leadership and expertise, and incremental funding. The shift from large-scale centralised energy systems to smaller scale decentralised systems based on Distributed Energy Resources (DER) is likely to cause a sector-wide replacement of current electricity management practices and business models—creating a new energy paradigm. If handled well, such a transition will not be inherently disruptive; however, it can cause major disruption if long-held views and assumptions are not rapidly reconsidered and renewed, and new supporting structures are not swiftly put in place—hence, if disruption is experienced it will be due to a lack of strategic responses rather than the nature of the technology. This paper clarifies the nature of DERs and outlines key issues and opportunities associated with a range of associated service configurations and business models. The paper outlines key factors affecting the viability of such approaches and identifies leverage points for accelerating uptake. The paper concludes by considering how shifting landscape factors and related opportunities in the coming decades will shape the transition to a decentralised energy system. Accurate short-term power load forecasting is crucial to maintaining a balance between energy supply and demand, thus minimizing operational costs. However, the intrinsic uncertainty and non-linearity of load data substantially impact the accuracy of forecasting results. To mitigate the influence of these uncertainties and non-linearity in electric load data on the forecasting results, we propose a hybrid network that integrates variational mode decomposition with a temporal convolutional network (TCN) and a bidirectional gated recurrent unit (BiGRU). This integrated approach aims to enhance the accuracy of short-term power load forecasting. The method was validated on load datasets from Singapore and Australia. The MAPE of this paper's model on the two datasets reached 0.42% and 1.79%, far less than other models, and the R2 reached 98.27% and 97.98, higher than other models. The experimental results show that the proposed network exhibits a better performance compared to other methods, and could improve the accuracy of short-term electricity load forecasting. This paper establishes the concept of hybrid PV systems where the ratio of different photovoltaic (PV) technologies is optimized so that their combined output profile best matches user requirements. The method is presented and applied to a case study where a two‐axis tracking concentrating photovoltaic (CPV) and a single‐axis silicon photovoltaic (SiPV) system installed at a sub‐tropical location in Australia, are to power the production of hydrogen by electrolysis. The analysis quantifies the performance of the PV systems from data gathered at the site and reveals the complementarity of these two systems in their output at different timescales. An optimization problem is then defined that seeks the optimal ratio of CPV and SiPV to achieve high annual power output and, importantly, a good match between power supply and demand profiles. The benefits of this approach are illustrated for a green hydrogen power‐to‐gas‐to‐power plant under two operating modes. For this case study, the optimal PV ratio of 0.33CPV: 0.67SiPV leads to reduced dependence on the electricity grid, and a maximum guaranteed minimal take‐up of hydrogen over all months in a year. Solar PV enables the conversion of solar energy into electricity and has become a clean energy technology for economic development. The advantages and disadvantages of solar photovoltaic vary among CPTPP member nations; nevertheless, since the CPTPP's implementation, fewer researchers have evaluated the member countries' solar photovoltaic goods' level of international competitiveness. In order to correct the flaw that the RCA index can only be studied from trade volume, this study adopts the IRCA index method and the revised CMS model, which integrates a number of variables to analyze the competitiveness of solar photovoltaic in each country. The study's findings indicate that: (1) the structural effect has a significant impact on export growth, particularly during the epidemic period, when Australia's contribution rate reached 106.58%; (2) the competitiveness effect has a lesser impact on export growth, and the epidemic led to a decline in competitiveness, with Japan's contribution rate reaching -262.85%; (3) the second-order effect has a declining trend in its contribution rate of export growth; (4) the export competitiveness of solar PV products differs between CPTPP countries, with power supply products having the most export competitiveness and solar cells having a steady comparative advantage in a weaker state. Apart than Japan, the remaining nations' comparative advantages for PV products are less than 1. Offshore wind farms are a current area of interest in Australia due to their ability to support its transition to renewable energy. Climate reanalysis datasets that provide simulated wind speed data are frequently used to evaluate the potential of proposed offshore wind farm locations. However, there has been a lack of comparative studies of the accuracy of wind speed predictions from different reanalysis datasets for offshore wind farms in Australian waters. This paper assesses wind speed distribution accuracy and compares predictions of offshore wind turbine power output in Australia from three international reanalysis datasets: BARRA, ERA5, and MERRA-2. Pressure level data were used to determine wind speeds and capacity factors were calculated using a turbine bounding curve. Predictions across the datasets show consistent spatial and temporal variations in the predicted plant capacity factors, but the magnitudes differ substantially. Compared to weather station data, wind speed predictions from the BARRA dataset were found to be the most accurate, with a higher correlation and lower average error than ERA5 and MERRA-2. Significant variation was seen in predictions and there was a lack of similarity with weather station measurements, which highlights the need for additional site-based measurements. A dedicated grid-tied offshore hybrid energy system for hydrogen production is a promising solution to unlock the full benefit of offshore wind and solar energy and realize decarbonization and sustainable energy security targets in electricity and other sectors. Current knowledge of these offshore hybrid systems is limited, particularly in the integration, component control, and allocation aspects. Therefore, a grid-integrated analytical model with a power dispatch allocation strategy between the grid and electrolyzer for the co-production of hydrogen from the offshore hybrid energy system is developed in this paper. While producing hydrogen, the proposed offshore hybrid energy system supplies a percentage of its capacity to the onshore grid facility, and the amount of the electricity is quantified based on the electricity market price and available total offshore generation. The detailed controls of each component are discussed. A case study considers a hypothetical hybrid offshore energy system of 10 MW situated in a potential offshore off the NSW of Australia based on realistic metrological data. A grid-scale proton-exchange membrane electrolyzer stack is used and a model predictive power controller is implemented on the distributed hydrogen generation scheme. Background: This paper considers energy as a social and commercial determinant of health. Stable access to clean and sustainable energy is integral for human wellbeing yet public health rarely considers its importance. Methods: Using NVivo qualitative analysis software we analysed all Australian federal, state and territory strategic energy policies covering varying periods between 2016-2030. We defined strategic policy as including the goals, objectives and strategies of the department regarding a specific area of policy responsibility. This criterion excluded documents such as operational guidelines. 36 energy-related policies were analyzed. Results: While the nature of energy supply is crucial to determining the impact of human and environmental health, our analysis showed that health and wellbeing are only rarely considered in policy. We developed a conceptual framework to guide our work linking energy policy with health. Australia's continued reliance on fossil fuels evident in the policies poses health risks, especially as climate change threatens physical and mental health. Yet health considerations were mainly absent from the policies. However, some jurisdictions (South Australia and the Australian Capital Territory [ACT]) had policies encouraging a fast move to renewables. Energy pricing was a key focus in each jurisdiction and had become highly politicalized in the past decade. Little attention was paid to equity considerations in the policies. Conclusion: Energy policy would be more health promoting if public health perspectives were considered during its development. A significant contribution to the reduction of carbon emissions will be enabled through the transition from a centralised fossil fuel system to a decentralised, renewable electricity system. However, due to the intermittent nature of renewable energy, storage is required to provide a suitable response to dynamic loads and manage the excess generated electricity with utilisation during periods of low generation. This paper investigates the use of stationary hydrogen-based energy storage systems for microgrids and distributed energy resource systems. An exploratory study was conducted in Australia based on a mixed methodology. Ten Australian industry experts were interviewed to determine use cases for hydrogen-based energy storage systems' requirements, barriers, methods, and recommendations. This study suggests that the current cost of the electrolyser, fuel cell, and storage medium, and the current low round-trip efficiency, are the main elements inhibiting hydrogen-based energy storage systems. Limited industry and practical experience are barriers to the implementation of hydrogen storage systems. Government support could help scale hydrogen-based energy storage systems among early adopters and enablers. Furthermore, collaboration and knowledge sharing could reduce risks, allowing the involvement of more stakeholders. Tax law and policy can encourage investment in innovative research into biofuels as part of a just transition to a low carbon economy. This multi-disciplinary paper aims to re-think those fiscal levers. Biofuels such as ethanol can be categorised by the type of feedstock used for processing into the final product. Triggered by the rise in oil prices, many biofuel studies were conducted in Australia over the period 2007 to 2014. We ask whether there is a contemporary tax policy narrative to elicit from previous Australian studies on biofuel innovation, and take a qualitative research approach in our investigation. We next consider the type of fiscal support that might encourage further biofuels research. The framework of energy justice is used for analysis. Findings suggest that stability in contemporary government tax law, policy and national energy co-ordination is required for biofuel innovation. Australia needs to use a greater diversity of energy resources: the gap that this paper addresses. Globally, tax law and policy drive investment towards a sustainable energy mix. Developing a thriving hydrogen industry will depend on public and community support. Past research, mainly focusing on the acceptance of hydrogen fuelling stations and cars, suggests that people generally support hydrogen energy technology (HET). Few studies have, however, considered how people think about other components of the hydrogen supply chain (i.e., technologies required to make, store, transport and use hydrogen). Moreover, there has been limited research investigating how people interpret and develop beliefs about HET after being presented with technical information. This paper attempts to address these research gaps by presenting the findings from four face-to-face focus group discussions conducted in Australia. The findings suggest that people have differing views about HET, which depends on the type of technology, and these views influence levels of support. The study also revealed concerns about a range of other factors that have yet to be considered in hydrogen acceptance research (e.g., perceived water use, efficiency and indirect benefits). Market and network integration of distributed energy resources can be facilitated by their coordination within a virtual power plant (VPP). However, VPP operation subject to network limits and different market and physical uncertainties is a challenging task. This paper introduces a framework that co-optimizes the VPP provision of multiple market (e.g., energy, reserve), system (e.g., fast frequency response, inertia, upstream reactive power), and local network (e.g., voltage support) services with the aim of maximizing its revenue. To ensure problem tractability, while accommodating the uncertain nature of market prices, local demand, and renewable output and while operating within local network constraints, the framework is broken down into three sequentially coordinated optimization problems. Specifically, a scenario-based robust optimization for day-ahead resource scheduling, with linearized power flows, and two receding horizon optimizations for close-to-real-time dispatch, with a more accurate second-order cone relaxation of the power flows. The results from a real Australian case study demonstrate how the framework enables effective deployment of VPP flexibility to maximize its multi-service value stack, within an uncertain operating environment, and within technical limits. The rapid industrialization in recent decades has enormously increased demands for energy and mineral resources. At the same time, economically viable resources near the surface have been nearly depleted, and the mining industry is facing new challenges of processing low-grade ore, increasing depth, climate changes, and rigorous social and environmental constraints. Furthermore, accountability for major social and sustainable development problems in the mining sector has imposed a further economic burden on mining companies. These challenges in the mining industry can be solved through technical improvements and the optimization of the entire mining value chain using advanced information and communication technologies (ICTs) and automation techniques. This paper presents future prospects of the mining industry by reviewing the sustainable development in mining, the global trend of mining innovations and initiatives of major mining companies, and some new mining technologies in Australia. The literature on local government management of the environment in Australia has been limited in that it has typically focused on the urban sphere. In contrast, this paper places rurality at the centre of its inquiry. It uses data from 15 case studies of rural local governments in Australia to identify the main factors that inhibit natural resource management by rural councils. These barriers mobilise around four key themes: capacity, commitment, co-ordination and community. While many of the issues raised in this study of non-urban shires have been described in previous research, the paper argues that the geographic location of the areas under investigation aggravates barriers to engaging sustainability initiatives. It is contended that rural local governments need to be resourced accordingly to ensure that natural resource management at the local government level in Australia is not compromised. Australia has significant offshore wind resources that can support ever-increasing power demand and hence provide a long-term contribution to the net-zero target by 2050. Although some offshore wind farm projects are proposed in Australia, the industry is not mature enough to justify the benefits and display economic opportunities. More specifically, the techno-economic analysis of offshore wind energy has not been systematically mapped in Australia. Therefore, the investigation of the spatial variation of technical feasibility and economic potential of offshore wind is vital to identify the potential regions and to develop strategies for future offshore wind farm developments in Australia. This paper presents detailed mappings of the techno-economic potential of offshore wind energy in Victoria-Tasmania's exclusive economic zone. Offshore wind energy resources are assessed in the paper in terms of energy availability and variability and the feasibility of various offshore wind technologies is investigated, including turbines, foundation types and transmission topologies. In addition, the high-fidelity life-cycle cost models and two innovative evaluation matrices are developed to assess the economic potential of offshore energy farms in South-eastern Australia. The impact of local power system regulation costs and future carbon prices on the viability of offshore wind is also investigated in this paper. The transition from centralised, fossil fuel-powered generating units to distributed energy resources (DER) represents a significant step forward, offering numerous benefits. However, this shift also presents operational challenges for distribution network service providers (DNSPs) and the electricity markets. In this paper, we introduce our innovative solution for allocating network capacity in the form of operating envelopes, shaped to enhance customer participation in energy and reserve markets. Our approach also provides DNSPs with network support flexibility of DER which can be leveraged to either increase network throughput for market services or postpone network augmentation. • Qualitative outcomes of energy poverty across Australian climate zones are compared. • Outcomes influenced by energy costs and local energy, housing and welfare policies. • Measures of energy poverty and policy responses need to reflect local contexts. Academic interests into energy poverty have been growing since the 1990s. These have ranged from quantitative measures and qualitative reflections, as well as ones that aimed to provide more nuanced definitions. These studies have, however, typically focused on single jurisdictions or across national borders, with very few examining the issue across different climatic and policy contexts within the same nation. This paper aims to address this gap by focussing on differences in climate conditions, local policies and quality of the housing stock across Australia and reflects on how these factors each played a role, to varying degrees, in the prevalence of energy poverty amongst lower-income households across eight metropolitan and regional settings conducted as part of a recent study in Australia. Through a review of focus group, interview and workshop data, it especially highlights the more qualitative impacts of energy poverty, and how each of these factors come to influence the extent to which lower-income households experience energy poverty and the support they were able to access. Additional to the need for more contextualised measures of energy poverty, this paper calls for localised responses to alleviate the negative outcomes reflected by our participants in regard to both energy and housing policies. This paper outlines a methodology to determine the amount of renewable energy that can be accommodated in a power system before adverse impacts such as over-voltage, over-loading and system instability occur. This value is commonly known as hosting capacity. This paper identifies when the transmission network local hosting capacity might be limited because of static and dynamic network limits. Thus, the proposed methodology can effectively be used in assessing new interconnection requests and provides an estimation of how much and where the new renewable generation can be located such that network upgrades are minimized. The proposed approach was developed as one of the components of the AUSTEn project, which was a three-year project to map Australia's tidal energy resource in detail and to assess its economic feasibility and ability to contribute to the country's energy needs. In order to demonstrate the effectiveness of the proposed approach, two wide area networks were developed in DIgSILENT PowerFactory based on actual Australian network data near two promising tidal resource sites. Then, the proposed approach was used to assess the local tidal hosting capacity. • A new energy-as-a-service business model for aggregators of prosumers. • A new techno-economic simulation framework to compute business model benefits. • The new business model increases the average profitability of the aggregator by 438%. • The new business model provides free electricity to prosumers. Traditional retail business models price electricity using volumetric tariffs, which charge customers for the unit of energy consumed. These tariffs were designed for passive consumers with low flexibility. In this paper, we argue that these volumetric tariffs are unsuitable for prosumers with high flexibility since they are unable to adequately value the flexibility of their distributed energy resources in multiple electricity markets. This reduces the interest of prosumers participating in aggregators' business models. To address this issue, we propose a new business model for aggregators of prosumers, based on the concept of energy-as-a-service. In this business model, prosumers pay a monthly fee for aggregators to represent and optimize them in multiple wholesale electricity markets, including in energy and ancillary service markets. The monthly fee is computed by a new techno-economic simulation framework proposed in this paper, which can also be used to estimate the profitability of the new business model from the perspectives of both the aggregator and prosumers. Our experiments on a portfolio of real prosumers from Australia show that the new business model maximizes the economic benefits of both the aggregator and prosumers by increasing the average profit of the aggregator by 438% and reducing the average electricity cost of prosumers from $583/year to $0 when compared to two of the most common retail business models available in the Australian market. In other words, the economic benefit for prosumers is free electricity. In addition to this benefit, the new business model also provides simplicity and predictability to prosumers, as they are offered a guaranteed outcome before providing the services. Superconducting devices have emerged in many applications during the last few decades. They offer many advantages, including high efficiency, compact size, and superior performance. However, the main drawback of these devices is the high cost. An option to reduce the high cost and improve the cost-benefit ratio is to integrate two functions into one device. This paper presents the superconducting fault current limiting transformer (SFCLT) as a superior alternative to normal power transformers. The transformer has superconducting windings and also provides fault current limiting capability to reduce high fault currents. The SFCLT is tested in two power system models: a 7 bus wind farm-based model simulated in PSCAD and on the 80 bus simplified Australian power system model simulated in real-time digital simulator. Microgrids are extensively integrated into electrical systems due to their many technical, economic, and environmental advantages. However, they encounter a challenge as they experience high-frequency fluctuations caused by the stochastic nature of renewable energy generation, electric loads, and the presence of Electric Vehicles (EVs). Therefore, various techniques, algorithms, and controllers have been introduced to ensure effective Load Frequency Control (LFC) and maintain a stable power system in microgrids. These methods aim to ensure that the system's frequency remains stable and within an acceptable range, especially when faced with changing load demands and other factors. This paper presents a novel enhanced control approach, Particle Swarm Optimization-Trained Artificial Neural Network (PSO-TANN), to optimize the load frequency model of a microgrid with vehicle-to-grid integration. The results are then compared under various scenarios, including renewable energy integration, EV charging and discharging dynamics, and varying load demands. The comparative analysis involves assessing the performance of the conventional Proportional–Integral–Derivative (PID) controller, the PSO-PID controller, and the newly proposed controlling technique. The suggested controller attains 99.904% efficiency with a negligible mean squared error of 1.1112 × 10−7, decreasing the integrated time absolute error to 1.0 × 10−4. It shows rapid response, precise targeting, and quick peak output ability, with marginal overshoot and undershoot, and a transient time of 28.5626 s, efficiently controlling microgrid frequency. Stability analysis validates the effectiveness of the proposed PSO-TANN controller in ensuring stability within the microgrid's LFC system during uncertainties and disturbances. Offshore wind energy and wave energy are two exploitable sources of renewable energy available in the same marine environment. A co-located energy harvesting system of these two resources has the potential to play a leading role in the recent renewable energy mix mandate. A co-located system of mature offshore wind technology and a nascent wave energy technology can exploit the synergies of the two technologies, including the reduced cost, the easy operation and maintenance, and more importantly the potential of decreased power variability. This paper deals with a multi-site analysis of wind and wave power resources, and the estimation of exploitable energy through different wind turbines and wave energy converters (WECs). Results are presented for NSW Australia, but the devised strategy is generic and can be implemented in any region. Ten WECs, with different operating principles, are used for the estimation of the exploitable wave power, and the best performing converter is considered for the co-located wind-wave farm. A power fluctuation factor is introduced to quantify the reduction in power variability of the co-located wind-wave farm. The peaking of world oil supply will have significant economic and social impacts for rural Australia. This paper looks at the peaking of world supply, the role of energy in our global industrial society and its use in agriculture. It further looks at replacement fuels and how we will be unable to sufficiently replace conventional oil in its role as a transport fuel or in our society as a key driver of our industrial economy. It then considers Australia's awareness, planning and policy responses and argues that this represents a critical risk management failure. It concludes by looking briefly at what this may mean for rural Australia and options for response that could build an economically and ecologically sustainable future for rural society. Effective water governance is essential for sustainable global futures. However, conflicting water values increases tension in water governance, highlighting the need for governance systems able to cope with competing objectives. In this paper, we explore the potential for ‘localism’ to improve water governance through increased social learning and institutional integration. We argue that localism can provide a bridge between policy-makers and policy-implementers, as long as there is sufficient capacity to effectively engage. Following the work of Orsini [2013. “Multi-Forum Non-State Actors: Navigating the Regime Complexes for Forestry and Genetic Resources.”Global Environmental Politics13 (3): 34–55], we consider that this capacity is influenced by the availability of ‘power resources’; namely material, ideational and organizational power. Using a conceptual framework combining power resources and localism strategies, two examples of localism in the implementation of the Murray–Darling Basin Plan are explored. We find that localism can provide the necessary resources for effective water governance, although consideration of the challenges of localism highlights the need for a mix of localism strategies due to variable resource availability. Background: Since 2005, the Australian Government has subsidized the production and distribution of Low Aromatic Fuel (LAF) as a deterrent against petrol (gasoline) sniffing in remote Indigenous communities. LAF is used in place of unleaded petrol as a fuel for vehicles and other engines. This paper reports findings from an independent evaluation of the LAF rollout.Methods: Forty one Indigenous communities were surveyed between 2010 and 2014, with each community being visited twice at a two yearly interval. Quantitative data on prevalence of petrol sniffing were collected, as well as qualitative data on the acceptability of LAF, evidence of substitution for inhaled petrol with other drugs, and programs such as recreational, training and employment opportunities. Prevalence rates of sniffing per 1000 population for each survey year and community were calculated by dividing the total number of sniffers by the population aged 5-39 years and multiplying by 1000.Results: Between 2011-12 and 2013-14, the total estimated number of people sniffing petrol declined from 289 to 204, a fall of 29.4%. At both times, the median petrol sniffing prevalence rate was lower in communities with LAF than in communities without LAF. In 17 of the 41 communities, comparable data were available over a longer period, commencing in 2005-06. Fifteen of these communities stocked LAF over the entire period. In these communities, the median rate of petrol sniffing declined by 96%, from 141.6 per 1000 population in 2005-06 to 5.5 in 2013-14 (p < 0.05). LAF was widely accepted, although acceptance was often qualified by a belief that LAF harmed engines. Anecdotal reports suggest that the fall in petrol sniffing may have been offset by increased use of cannabis and other drugs, but the relationship is not one of simple cause-and-effect, with evidence that an increase in cannabis use in communities commenced before the LAF rollout began. Provision of services in communities has improved in recent years, but many programs continue to be inadequately resourced.Conclusions: The rollout of LAF appears to have contributed to reducing petrol sniffing and associated harms in Australian Indigenous communities. Assessments of hydrogen project viability typically focus on evaluating specific sites for development, or providing generic cost-estimates that are independent of location. In reality, the success of hydrogen projects will be intimately linked to the availability of local energy resources, access to key infrastructure and water supplies, and the distance to export ports and energy markets. In this paper, we present an economic model that incorporates assessments of these regional factors to identify areas of high economic potential for hydrogen production – the so-called "Economic Fairways" for such projects. In doing so, the model provides a tool that can be used to inform investors and policy makers on the available opportunities for hydrogen development and their infrastructure requirements. The model includes analysis of the regional economic potential for both blue and green hydrogen projects. It accounts for hydrogen production from renewable (wind and solar) sources, as well as non-renewable sources (steam-methane reformation and coal gasification) combined with carbon capture and storage. Global climatic change is driving research and development in low emissions technologies. One such technology is the use of charcoal from biomass in steelmaking. This paper adapts social life cycle assessment methodologies to analyse the social dimensions of energy supply alternatives in steelmaking using regionalised production scenarios in Australia. Three energy supply alternatives are investigated: charcoal produced from Radiata pine plantation forestry; charcoal produced from Mallee eucalypt revegetation on agricultural land; and metallurgical coal. Impact indicators analysed include land-use, employment, workplace health & safety and a qualitative analysis of identified stakeholder issues. The research finds that biomass alternatives are significant generators of direct employment at the regional level; have concomitantly higher rates of workplace injuries and represent a significant change in land-use. Charcoal produced from Mallee biomass planted as a conservation measure on farmland, however, has the benefit of representing a shared land-use that provides an additional farm revenue stream and assists dryland salinity management. The paper finds that full substitution of coal by pine or Mallee charcoal does not provide a unique solution for optimising the social performance of the energy supply alternatives across all indicators. Australia has committed to reducing its greenhouse gas emissions in a manner consistent with limiting anthropogenic climate change to no more than 2 degrees Celsius. One of the ways in which this commitment is being realised is through a shift towards variable renewable energy (VRE) within Australia's National Electricity Market (NEM). Substituting existing dispatchable thermal plant with VRE requires consideration of long-term energy resource adequacy given the unpredictability of solar and wind resources. While pumped hydro and battery storage are key technologies for addressing short-term mismatches between resource availability and demand, they may be unable to cost effectively address 'energy droughts'. In this article, we present a time sequential solver model of the NEM and an optimal firming technology plant mix to allow the system to be supplied by 100% VRE. Abstract: Wave energy is increasingly being seen as an alternative source of low-emissions power particularly for Australia, as Australia has abundant wave resources. This paper, using the performance characteristics of wave energy converters (WEC), resource measurements along Australia''s southern coastline and global resource estimates, models projections of the future uptake of wave energy globally and in Australia. Globally, wave farms are projected to be installed up to a presumed maximum limit of 500 GW. In Australia there is more variability in the amount of wave farms installed, with differences across the different WEC. The outcome globally and in Australia depends on variations in the average power generated by the WEC and the carbon price path. In Australia, the majority of projected WEC installations are in the state of Victoria, which has relatively high demand and currently highly-emissions intensive sources of generation compared to states with better wave resources. When a dispatchable, or continuous power ability is added to wave energy''s output the uptake of wave energy increases in Australia, in those states with the best resources. When the amount of wave energy extractable in any region is increased or decreased it has a large effect on output in Victoria in particular, which generates power from wave energy up to 30% of the total extractable resource under the dispatchable power scenario. Abstract: Narratives and discourses are central to how we interpret and understand the world. The capacity to construct and disseminate compelling stories about particular issues is hence critical to an agent''s capacity to advance their interests. This paper examines some of the main narratives through which the conversation about renewable energy in Australia takes place. We label these narratives feasibility (‘Pie in the Sky’); security (‘Keeping the Lights on’); cost (‘Costing the Earth’); and employment (‘Jobs Carnage’). Some of the most effective narratives are those that are constructed around some of the ‘legitimate’ concerns that pertain to an issue. The renewable energy narratives identified in this paper build on ‘reasonableness’ and ‘common sense’ concerns, and their effectiveness is determined as much by contextualising information absent from the energy conversation as present. While our focus is Australia, some of the narrative dynamics revealed have application to energy politics more broadly. [Copyright &y& Elsevier]

Abstract To support alternative forms of energy resources, the prediction of global incident solar radiation (I rad) is critical to establish the efficacy of solar energy resources as a free and clean energy, and to identify and screen solar powered sites. Solar radiation data for construction of energy feasibility studies are not available in many locations due to the absence of meteorological stations, especially in remote or regional sites. To surmount the challenge in solar energy site identification, the universally gridded data integrated into predictive models used to generate reliable I rad forecasts can be considered as a viable medium for future energy utilization. The objective of this paper is to review, develop and evaluate a suite of machine learning (ML) models based on the artificial neural network (ANN) versus several other kinds of data-driven models such as support vector regression (SVR), Gaussian process machine learning (GPML) and genetic programming (GP) models for the prediction of daily I rad generated through the European Centre for Medium Range Weather Forecasting (ECMWF) Reanalysis fields. The performance of the ML models are benchmarked against several statistical tools: auto regressive moving integrated average (ARIMA), Temperature Model (TM), Time series and Fourier Series (TSFS) models. To train these models, 87 different predictor variables from the ERA-Interim reanalysis dataset (01-January-1979 to 31-December-2015) were extracted for 5 solar-rich metropolitan sites (i.e., Brisbane, Gold Coast, Sunshine Coast, Ipswich and Toowoomba, Australia) targeted against surface level I rad available from the measured Scientific Information for Land Owners dataset. For daily forecast models, a total of the 20 most important predictors related to the I rad dataset were screened with nearest component analysis: " fsrnca " feature selection, and partitioned into training (70%), validation (15%) and testing (15%) sets for model design. To benchmark the ANN, TSFS and TM models were developed with Fourier series and regression analysis, respectively and the statistical performance was benchmarked with root mean square error (RMSE), mean absolute error (MAE), Nash-Sutcliffe efficiency (E NS), Willmott's Index (WI), Mean Bias error (MBE), Legates and McCabe Index (E 1), and relative MAE , RMSE and diagnostic plots. The performance of ANN was significantly better than the other models (SVR, GPML, GP, TM), resulting in lower RMSE (1.715–2.27 MJm−2/day relative to 2.14–5.90 MJm−2/day), relative RMSE (9.07–12.47 vs 10.98–29.15), relative RMAE (7.97–11.74 vs 9.27–33.96) and larger WI, E NS and E 1 (0.938–0.967 vs. 0.462–0.955, 0.935–0.872 vs. 0.355–0.915, 0.672–0.783 vs. 0.252–0.740). Additionally, models assessed with predictors grouped into El Niño, La Niña and the positive, negative and neutral periods of Indian Ocean Dipole, affirmed the merits of ANN model (RRMSE ≤ 11%). Seasonal analysis showed that ANN was an elite tool over SVR, GPML and GP for I rad prediction. The study concludes that an ANN approach integrated with ECMWF fields, incorporating physical interactions of I rad with atmospheric data, is an efficacious alternative to forecast solar energy and assist with energy modelling for solar-rich sites that have diverse climatic conditions to further support clean energy utilization. Abstract: Over the past decade, several new approaches have emerged to renewable energy education that seek to address the needs of the 21st century for sustainable energy supply systems. In addition, unlike conventional architectural education which does not cover renewable energy issues in its curriculum, these days, renewable energy education has an identity of its own within the discipline of architecture. This paper will clarify academic obstacles that are impeding the development of sustainable architectural education. These obstacles include: ambiguous definitions of sustainable architecture, confusion over the meaning of sustainability, and lack of experts in this field. In the last part of this paper we compare academic architectural education in the field of renewable energy in two countries, Iran as a developing country in Asia and Australia as a developed country in Oceania. Solar and wind are now the fastest-growing power generation resources, being ecologically benign and economical. Solar and wind forecasts are significantly noteworthy for their accurate evaluation of renewable power generation and, eventually, their ability to provide profit to the power generation industry, power grid system and local customers. The present study has proposed a Prophet-model-based method to predict solar and wind resources in the Doomadgee area of Far North Queensland (FNQ), Australia. A SARIMA modelling approach is also implemented and compared with Prophet. The Prophet model produces comparatively less errors than SARIMA such as a root mean squared error (RMSE) of 0.284 and a mean absolute error (MAE) of 0.394 for solar, as well as a MAE of 0.427 and a RMSE of 0.527 for wind. So, it can be concluded that the Prophet model is efficient in terms of its better prediction and better fitting in comparison to SARIMA. In addition, the present study depicts how the selected region can meet energy demands using their local renewable resources, something that can potentially replace the present dirty and costly diesel power generation of the region. Increasing levels of photovoltaic (PV) penetration to the electricity grid brings challenges to both design and operation of the grid due to its vulnerability to climate change. A crucial aspect of PV operation is power ramps leading to variability and instability in the grid. With notable large-scale PV deployment planned, including the world's largest planned solar energy infrastructure in Powell Creek Australia, characterising future ramps is crucial for ensuring stable power generation to support large-scale economic development. Using CORDEX-Australasia projections under RCP8.5 and RCP4.5 emission scenarios, future solar ramps across Australia have been characterised up to 2100. Results predict a reduction in ramp magnitude across Australia, with changes in frequency and period length varying with the location. This work highlights the importance of considering future changes in climate when designing large-scale solar farms to ensure the incorporation of frequency control devices and storage plans for a reliable power supply. Recent years have seen a rapid uptake in distributed energy resources (DER). Such technologies pose a number of challenges to network operators, which ultimately can limit the amount of rooftop solar photovoltaic (PV) systems that can be connected to a network. The objective of this industry-based research was to determine the potential network effects of forecast levels of customer-owned rooftop solar PV on Energy Queensland's distribution network and formulate functions that can be used to determine such effects without the requirement for detailed network modeling and analysis. In this research, many of Energy Queensland's distribution feeders were modeled using DIgSILENT PowerFactory and analyzed with forecast levels of solar PV and customer load. Python scripts were used to automate this process, and quasi-dynamic simulation (QDSL) models were used to represent the dynamic volt–watt and volt–var response of inverters, as mandated by the Australian Standard AS/NZS 4777. In analyzing the results, linear relationships were revealed between the number of PV systems on a feeder and various network characteristics. Regression was used to form trend equations that represent the linear relationships for each scenario analyzed. The trend equations provide a way of approximating network characteristics for other feeders under various levels of customer-owned rooftop solar PV without the need for detailed modeling. When distributed solar photovoltaic systems (PV) provide the majority of supply in electricity grids, system operators and network service providers require increased control of customer-owned assets to maintain system security, reliability and equity. Several programs of reform for distributed energy resources (DER) in Australia, USA and Europe have emphasised the importance of placing customers at the centre of any energy transition, but this has occurred against a haphazard backdrop of proposed solar export taxes, decreasing feed-in tariffs, time-varying export incentives and updated inverter standards. Absent is a conversation of how the social contract of connecting to the electricity grid is evolving beyond the passive expectation of electricity supply of the 19th and 20th centuries to a two-way engagement that must support fairness for both DER-owners and non-owners in grids that are at times dominated by DER. This paper proposes a first attempt at a 'DER Bill of Rights and Responsibilities' to provide a template for this required social-license, distinguishing between passive grid participation (passive loads, traditional use, PV self-consumption) and active grid participation (grid interaction for remuneration). Guiding principles of fairness are presented with practical definitions for implementation, referencing existing instruments including inverter standards, network connection agreements, reliability standards, and central ancillary service markets. The intent is that clarity on rights to self-consumption and passive participation will support customer trust in the responsibilities for active DER integration and control. We highlight how proposed rights are already being breached regularly in Australia, as an example jurisdiction, before outlining a pathway to enshrine them for a DER-dominated future with broad sector endorsement. Given that metals, minerals and energy resources extracted through mining are fundamental to human society, it follows that accurate data describing mine production are equally important. Although there are often national statistical sources, this typically includes data for metals (e.g., gold), minerals (e.g., iron ore) or energy resources (e.g., coal). No such study has ever compiled a national mine production data set which includes basic mining data such as ore processed, grades, extracted products (e.g., metals, concentrates, saleable ore) and waste rock. These data are crucial for geological assessments of mineable resources, environmental impacts, material flows (including losses during mining, smelting-refining, use and disposal or recycling) as well as facilitating more quantitative assessments of critical mineral potential (including possible extraction from tailings and/or waste rock left by mining). This data set achieves these needs for Australia, providing a world-first and comprehensive review of a national mining industry and an exemplar of what can be achieved for other countries with mining industry sectors. How employer associations deploy their power resources to frame and pursue members' interests in the making of public policy is of marked importance in many economies. This is strikingly so in Australia where employer associations have, over a 30-year period, shaped a critically important industrial relations policy space – climate change. In exploring this issue, in this article the authors combine studies from industrial relations and political science to show that, despite suggestions of employer association decline, these organisations exert influence over policymaking in both 'noisy' and 'quiet' ways. These forms of influence can be understood as linked to specific sources of power – structural, associational, institutional, societal – as employer associations define and pursue members' interests.
