Given the intense politicisation of education, many teacher educators are caught in the cross-hairs of government's reform agendas, university expectations and student teacher needs. This paper reports on a study of 28 literacy teacher educators in four countries (Canada, US, Australia and England). This paper reports on the broad question: How is politics affecting literacy teacher educators? Three specific aspects are considered: their pedagogies, identity and well-being. It describes how their pedagogy (goals and teaching strategies) has narrowed because of mandated curriculum and exit exams. It shows how their identity as academics is being complicated because they often do not have time for their research. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. Building on the recent studies revealing that official bilingualism policies in Canada are often used to reinforce a specific racial and linguistic order, this paper addresses the impact of these federal-level policies on education policies at the provincial level. From the policy genealogy perspective, we examine Ontario's Heritage Languages Program (HLP), a highly contentious provincial policy that is still in place today. By analysing the discourses circulating in public and within the Ontario Ministry of Education around a proposed bill in the legislature to bolster heritage-language instruction and a subsequent Ministry initiative, we argue that official bilingualism and policies of multiculturalism functioned as discursive vehicles for resisting an enhanced HLP and to heritage-language education per se in politically more tolerable ways. The first part of the paper describes the research design, and introduces the historical context which produced the HLP and the early conflicts over it. The second part discusses three specific findings: (1) a discussion of the Proposal and its relationship to Bill 80; and (2) the discourses present in the general public; and (3) the discourses present in Ministry-internal deliberations of the HLP in Ontario. The 2022 Educational Policy and Accreditation Standards (EPAS) from the Council on Social Work Education (CSWE) definitively identifies anti-racism as a necessary component of social work education. This change supports an effort to ensure that coming generations of social workers are more than culturally competent, but rather actively anti-racist in their practice across the micro, mezzo, and macro spectrum. While some social work programs have already embraced anti-racist education, many still have significant work to do. The fact remains that every accredited school will be required to make this shift to stay in compliance with CSWE accreditation once the newly ratified EPAS comes into effect. Although changes are expected of social work schools/programs, guidance on how to make such changes has been scarce. This paper provides an overview of what is meant by anti-racist social work education and why it is important, inclusive of emphasizing the difference between rhetoric and praxis. Based on a narrative review of the literature related to social work schools/programs in the U.S. and Canada that began incorporating anti-racism prior to EPAS 2022, suggestions for encouraging strategies within both the implicit and explicit curricula that align with anti-racist social work education are offered. This paper explores the past, present, and future directions of tourism education in Canada, from its origins in the late 1960s until today. The study reviews the development of tourism education over four decades, with a particular focus on developments in Ontario. The influence of tourism organizations, and the impact of legislation on tourism and hospitality education in developing future industry leaders capable of sustaining and growing Canada's tourism industry are discussed. The paper also reflects on the current status of tourism education in Canada, the lack of government support for tourism research initiatives, and the loss of research talent to overseas universities. The research discovered a paucity of past historical documentation of tourism education in Canada and this paper is perhaps the first concerted effort to chronicle the 40-year cumulative history of formal tourism education in Canada. This article explores the role of affect in influencing whether and how education policy on sustainability is circulated, adopted or resisted. Drawing on empirical data from K-12 education across Canada, the paper examines the mobility of sustainability in education policy in relation to i) collective affective conditions, ii) the mediating influences of affective bodily encounters, and iii) affect as a target of apparatuses of power. The analysis suggests how collective conditions of precarity or environmental responsibility, policy actors' attachments to nature and relationships with other policy actors, and the affective mediations of technologies of power such as eco-certification programs, all contribute to mobilizing sustainability in education policy in the schools, divisions, and ministries under study. Drawing from a review of studies and reports on teacher diversity in the Canadian public education sector, in this paper, I argue that the underrepresentation of minority teachers in the public education workforce cuts across all public educational system levels. To address this institutional dilemma, I suggest that lawmakers should inspire provincial ministries of education to enforce cross-cultural accountability policies on schools and universities in order to increase the hiring and the integration of minority teachers in the school and academic workplace. • 43 % of WHO member states have school vaccine mandates, but policy details vary. • Some mandates have begun to include education components for non-vaccinating parents/guardians. • Currently, education components are used only in Canada and the U.S.; most are online modules. • Evidence suggests in-person counseling is associated with decreased non-medical exemptions. • Additional research, especially on online module education components, is required. School vaccine mandates (SVMs) are population health interventions that require monitoring and communicating about vaccination of school-aged children, with an aim of controlling infectious disease outbreaks. While 43 % of World Health Organization member states report having some sort of SVM, their details vary. A newer element of some SVMs is an "education component" requiring compulsory information, education, or counseling of parents/guardians who decline to vaccinate their children for non-medical reasons. This environmental scan sought, mapped, and synthesized evidence on the existence, format, and impacts of education components of SVMs in 18 affluent Organization for Economic Co-operation and Development comparator countries. We found current SVMs in nine of the 18 comparator countries, but education components to those SVMs only in Canada (n = 2) and the U.S. (n = 9), where such policies were made at the provincial/state level. The earliest was implemented in 2011 and most recent has not yet been implemented. Education components were used as requirements for obtaining non-medical exemptions from SVMs, and involved either an informational paper to be read and signed, a counseling or information session from a health professional (public health worker or licensed provider such as family doctor), or an online module to be completed. Peer-reviewed research on in-person sessions suggests association with at least short-term increased vaccine uptake and reduction of non-medical exemptions. Available data on online module education components suggests similar impacts, but research to date is limited. SVMs with educational components are uncommon but have been increasing since 2011. The details of these education components vary, although topics covered in online modules are relatively consistent. Evidence to date suggests at least short-term reduction in non-medical exemptions associated with implementation of SVM education components, but additional research is required to follow-up and confirm, especially as regards online education modules. Purpose The purpose of this paper is to report on the policy and practice contexts for school autonomy and twenty-first century learning in Canadian provinces.Design/methodology/approach This paper reports on an analysis of policies in Canadian provinces (particularly the provinces of Alberta and Saskatchewan). The authors review policies related to school autonomy and twenty-first century learning initiatives.Findings In this paper, the authors argue that autonomy is a complicated and multi-levelled phenomena with a measure of autonomy devolved from the state to local school divisions, and yet other elements of autonomy devolved to the school and to individual teachers. The link between autonomy and twenty-first century learning are unclear as yet. This paper attempts to establish the policy contexts for school autonomy and twenty-first century learning without making claims about a causal relation between the two.Originality/value The originality of this paper lies in its description of autonomy beyond the school level. There has been increased attention to the importance of teachers and teacher quality in developing and sustaining successful education systems for some time now (Barber and Mourshed in How the world’s best performing school systems come out on top, McKinsey & Company, New York, 2007; Darling-Hammond et al. in Empowered educators: how high-performing systems shape teaching quality around the world, Jossey Bass, San Francisco, 2017). Germaine to the issue of teacher quality, however, is an acknowledgement of the value of supporting educator’s ongoing professional learning (PL). Drawing on findings from a large-scale case study of Ontario, Canada, this paper attempts to shed light on the question of how systems of PL can be developed and scaled? The research was conducted in several phases, including an extensive document analysis, followed by interviews with key respondents across the sector. The paper is framed within the notion of large-scale system change, with a focus on the importance of inter-professional relationships and joint work in establishing shared goals for educational improvement. As we noted in the larger study, a theory of action linked to knowledge of educational change and professional capacity building has informed the mindset, values, and strategies developed and implemented. This paper examines educational policies toward indigenous minorities in Japan and Canada during the period of nation-building, from the latter half of the nineteenth century to the first half of the twentieth century. Both Japan and Canada first segregated indigenous children into separate educational institutions and then tried to assimilate them into mainstream society. Beneath these broad policy similarities, however, lie different rationales, with substantially different implications for education and social policy in diverse societies. In Japan, national integration was promoted through a cultural or ethnic rationale, a socially coherent approach that nonetheless allows little room for minorities. Canada approached national integration using a notion of citizenship that both allows considerable space for minorities but is challenged by unity. These two strategies can be seen in two polar models of the state - a civic-assimilationist approach of the 'French model' and an ethnocultural exclusionist model of the formation of the German state. This paper examines Canadian federal and cross-provincial higher education policy from 1960 to 1990, a critical time when provisions for vocational and adult training came under the auspices of governmental concern, justified under both an economic rationale and as a way to address persistent forms of inequality. The problematisation of skill during this period had particular gendered implications, as addressing inequality through education subsidies intersected with the perceived training needs of employers and the market. Employing Nancy Fraser's theory of a ‘triple movement’, the following paper ‘takes stock’ of how the three political forces of social movements, marketisation, and social protection have shaped gendered discourses of education and training, the implications for which are of continued relevance to those trying to understand the education and training within the contemporary neo-liberal state. Purpose – This paper aims to report on a census of high-level sustainability initiatives at all accredited post-secondary institutions in Canada by documenting the institutions that have undertaken sustainability assessments, have signed one or more sustainability declarations, have sustainability offices or officers or have sustainability policies. The aim was to better understand the broad-scale patterns of commitments by post-secondary institutions to these sustainability initiatives by exploring the interrelationships among them, and with geographic and institutional characteristics. Design/methodology/approach – Data were collected on existing high-level sustainability initiatives at Canada’s 220 accredited post-secondary institutions. Patterns in the data were analyzed using exploratory statistical techniques. This paper proposes a sustainability initiative score to help understand the diversity and patterns of sustainability initiative uptake. Findings – Institutions located in larger communities, and in British Columbia and Québec, tended to have higher sustainability initiative scores. Institutions in Saskatchewan and the territories had the lowest sustainability initiative scores. It was found that sustainability office(r)s, assessments and policies co-occurred disproportionately, potentially suggesting positive reinforcement mechanisms. On the other hand, having signed a declaration was not strongly linked to other sustainability initiatives. Terminological preference had shifted from “environment” and “sustainable development” to “sustainability”. Research limitations/implications – The scope was limited to a discrete set of high-level sustainability initiatives appropriate for a nation-wide census, at a moment in time, and is therefore not exhaustive in subject or temporal extent. This broad-scale comparative analysis compels further study into the relationship between the sustainability policy environment and sustainability practices on the ground, as well as implications for how post-secondary institutions engage with sustainability. The patterns and interrelationships this paper discovered help to structure future critical and comparative in-depth analyses of sustainability policies and practices within post-secondary education. Originality/value – Almost no extensive, comparative empirical studies of sustainability policy and practice in post-secondary institutions exist. This paper is concerned with the twinning of sustainability with priorities of economic neoliberalization in education, and in particular via the mobility or diffusion of education policy. We discuss the literature on policy mobility as well as overview concerns regarding neoliberalism and education. The paper brings these analyses to bear in considering the uptake of sustainability in education policy. We ask to what extent sustainability as a vehicular idea may be twinning with processes of neoliberalization in education policy in ways that may undermine aspirations of, and action on, environmental sustainability. Toward the end of the paper, we draw on data from an empirical study to help elucidate how the analytic frames of policy mobility can inform our analyses of the potential concerns and possibilities of sustainability as a vehicular idea. In particular, we investigate how sustainability and related language have been adopted in the policies of Canadian post-secondary education institutions over time. The paper closes by suggesting the potential implications of the proceeding analyses for policymakers, practitioners, and researchers concerned with sustainability in education policy. This narrative paper investigates a number of enduring and emerging themes reflecting teacher education in Canada over the past 40 years, including changes in information and communication technology, bridging gaps in theory and practice, English as a second language, French immersion and multicultural teacher development. Canadian teacher education programmes have become famous for their long-standing commitment to public education and social welfare. This paper examines the way in which over the past four decades such a commitment has led to effective leadership, multiculturalism, racial tolerance and global citizenship education, as well as comprehensive curriculum, teaching and learning, all figure prominently in Canadian teacher education. Drawing on data from three levels of education policy-making in Canada, in this paper we identify variegated interactions of global circulations of sustainability discourses in education in relation to priorities and responses at subnational levels of government, including provinces and territorial ministries of education, local school divisions, and schools. Understanding 'scale' as mutable and practiced vs. fixed, we discuss instances of policy recoding or mutation when global UN priorities have been shifted to reflect language or priorities suited to education ministries and school divisions; as well as examples of policy immobility, where subnational education bodies did not engage with UN sustainability approaches. Cases of policy amplification are also highlighted, in which school division policy priorities appeared to increase the influence of provincial policy. In some cases, intentional efforts of 'rescaling' seemed to influence policy responses, such as through processes of school division amalgamation, or the growing attempts to relocalise policy in Canada's north. We draw on data from across six Canadian provinces and territories and 10 school divisions to better understand the mobilities of sustainability in education policy in relation to subnational policy practice, including via topological influences such as policy actors and certification programmes. In Canada’s first-ever strategy, international education (IE) is linked to immigration policy with international students (IS) recruited as ‘ideal’ immigrants. This paper engages in policy sociology and Ball's concepts of 'policy as text' and 'policy as discourse' (10). It follows three stages of critical policy discourse analysis. The first a simple tally of the most commonly used words/phrases in the Strategy; the second analyses it using Van Leeuwen’s framework and the third presents results from a study on the perception and experiences of IS, exposing the gap between policy rhetoric and practice. The paper concludes that critical discourse analysis is a powerful tool to uncover policy values/ideologies, identify legitimation strategies and reveal perpetuation of power relations/status quo within Canadian society. This paper explores the role of media in shaping adult literacy discourse and policy in Canada. The authors show how journalists, newspapers and other media personalities have directly and indirectly influenced (1) government and public perception of adult literacy and (2) the creation of the Organisation for Economic Cooperation and Development's (OECD) International Adult Literacy Survey (IALS). Purpose – The purpose of this paper is to provide to First and non-First Nation educators, scholars, and policy makers alternative perspectives that can reshape research on educational leadership in First Nation education with new imaginings that question fundamentally the cultural-political-economic-space defined by Euro-centred notion of modernity. Design/methodology/approach – The paper addresses two questions in dealing with issues of conceptions of educational leadership in a First Nations setting: first, in what socio-cultural paradigm and epistemic framework, should the paper ground the view of relations among persons and between them and their environment, in a way that opens up spaces for prospects for action of those located outside a Euro-centric epistemic and ontological field; second, how could this paradigm assist us in formulating a conception of educational leadership that increases the leverage of First Nations education in constructing alternative sociocultural and educational worlds not grounded in the Eurocentric modernity? Findings – For non-First Nation educators, power brokers, and policy makers who want to create alliances with First Nation people, this paper outlines the necessity to consider cross-cultural dialogue about conceptions of educational leadership as an “opportunity to challenge conventional assumptions about knowledge, power, and a sense of place” (Marker, 2006, p. 21). Originality/value – The originality of this paper resides in its presentation of alternative conceptual horizons for educational leadership, horizons that acknowledge power inequities between mainstream societies and institutions on the one hand and First Nations peoples and their institutions on the other. In this paper, we will analyze the inclusive education policies and practices of a Province in Canada. Qualitative methods were used to analyze the planning of teaching and learning for students, with a focus on those with a Personalized Learning Plan (PLP). The process involved extended school and classroom observation, completion of questionnaires and analysis of documents, including lesson plans, individual student records, and PLPs of specific students. An observation grid and questionnaires were designed ad hoc. This province was an early adopter of an inclusive educational model. Schools in the province have a long tradition of developing accommodations for individual students in a 'common learning environment'. In this article, we analyze learning and curriculum planning and its influence on the development of inclusive practices in the classroom. We found that teachers continue to struggle to develop effective individual learning plans. Our analysis leads us to suggest a model for teachers to conceptualise appropriate strategies and accommodations for students in their daily lesson plans. [ABSTRACT FROM AUTHOR]

Purpose This paper aims to explore the concept of sustainability imaginaries – unifying core assumptions on what sustainability entails held by stakeholders – set within a large suburban Canadian university. The study aims to expand the field of research into imaginaries by focusing on imaginaries within an institution as opposed to a societal or national level.Design/methodology/approach The paper is conceptual in nature and draws upon empirical tools, such as collaborative thematic coding of interviews of university community members, to illustrate emergent imaginaries around sustainability at the institution.Findings This paper identifies four core sustainability imaginaries in an analysis of the interview data: sustainability as performance, sustainability as governance, sustainability as techno-efficiency and sustainability as community organizing. The paper then uses these imaginaries to analyse two recent university-wide events: the establishment of a high-level sustainability council and an energy management program.Research limitations/implications Because of the institutional focus of this study, the research may lack generalizability to other institutions. Thus, researchers are encouraged to explore what other imaginaries may exist at other institutions.Practical implications This paper includes implications for how universities can manage conflicting expectations and definitions in relation to new sustainability initiatives on campus.Originality/value This paper offers reflections on the concept of sustainability imaginaries and what they might offer the field of sustainability in higher education. This paper draws on ideas of assemblage to examine the contingency and (in)coherence of education policy. The paper is a conceptual and thematic attempt to understand the policy terrain, broadly conceived, pertaining to opposition to the establishment of private Islamic schools in Australia and public Afrocentric schools in Canada. This opposition is located within complex policy terrains relating to multiculturalism, whiteness and race/racism. The paper focuses on the complex racialised politics surrounding education policy initiatives that support marketisation and choice in private and public K-12 schooling – with an interest in what forms of choice are legitimated in and by a racialised education market. The paper concludes that opposition to Islamic and Afrocentric schooling highlights the ambiguity of equity, and the fragility of identity in racialised education policy environments. This paper provides an analysis of international literature and focus group data arising from a three-year critical ethnographic study with 795 young people, educators and parents speaking about transitions through public education in Canada. It fills fissures in qualitative and process-based sociological work on youth transitions and redresses school transitions as critical, nested social ensembles. Moving from elementary to secondary school evokes emotional, social and academic paradoxes for young people. Policy and practice shifts are required and a policy activist stance begins to cut through embedded ideological and practical goings-on surrounding youth. The paper takes particular aim at that which continues to encourage individualised and pathologised treatment of this social transition, including the continued use and abuse of ‘at-risk’ labels, and the need to support transitions teams with and for youth living through complex resiliency. This paper addresses foundational issues of purpose and paradigm in aboriginal education in a way that deals overtly with self-government issues, including claims and counterclaims regarding them that are largely neglected in the aboriginal-education literature. In this paper, the authors have constructed a conceptual "place to stand" for their analysis from several contributions to educationalpolicy theory generally, and from current discourse and debate on First-Nations identity and selfgovernment, particularly in an educational context. The authors argue that only such paradigmatic grounding can provide a conceptual "place to stand" for useful and coherent critical analysis of past and current policy directions on First-Nations education in Canada and thus provide a space for a dialogue between aboriginal and non-aboriginal groups about future educational policy directions for aboriginal people. In an era where Home Economics classrooms still reverberate with colonial conceptions of home and family and the traumas associated with the residential school project in Canada, this analysis of Vaines' Human Ecology cannon is weighed for its potential to achieve Two-Eyed Seeing, a curricular framework from Indigenous Scholar Marie Battiste (Mi'kmaq, Potlotek First Nation). By proposing Vaines' Human Ecology as one eye and Nation-specific kinship and land-based ontologies as one eye, this paper calls Home Economists to action, to question, face, and supplant violence present in Home Economics ontologies that continue to disrupt Indigenous family integrity, moving towards trauma-wise curriculum in collaboration with Neighbour Nations. An ontological framework from the Blackfoot Confederacy is used as an example to model bedrock values for any community who has been the target of colonial educational assimilationist policies. This paper reports on the development of a 'suitability for practice' policy in a large Canadian school of social work. Pertinent gatekeeping issues are reviewed and the results of a survey on suitability polices in Canadian social work schools are presented. The paper concludes with a discussion of the University of Calgary's Faculty of Social Work Suitability Policy. This policy integrates current research on gatekeeping, the results of the Canadian schools survey and input from primary stakeholders: the students, faculty members, the professional association and the community. This paper provides a detailed account of the Queensland education system's engagement with reforming curriculum, pedagogies and assessment. In so doing, it responds to the University College London's Institute of Education report on ‘high-performing’ jurisdictions, of which Queensland, Australia, was identified as one. In this report, nine issues and choices in relation to ‘instructional systems’ confronting a new education minister (or secretary) are considered. This paper details the strengths of the Queensland education system in relation to curriculum, pedagogy and assessment, whilst acknowledging that particular aspects of the global and national Australian contexts, alongside internal Queensland politics, can inhibit the ongoing work of the very processes that led to Queensland being identified in the Institute of Education report as a ‘high-performing jurisdiction’. We conclude by arguing that minsters of education need to take a longer view of educational reform than is currently the case and that quick fixes determined by electoral policy cycles need to be avoided. Uptake of sustainability into campus administration has been identified as important for establishing and maintaining campus sustainability initiatives because of its ability to institutionalize sustainability on campuses. This paper explores how higher education institutions (HEIs) are defining and enacting sustainability in campus administration, using policy documents as a tool to achieve this. This paper analyzes the sustainability policies of 21 Canadian HEIs that have used the Sustainability Tracking, Assessment and Rating System from the Association for the Advancement of Sustainability in Higher Education. The policies were coded thematically with a focus on the conceptualizations of sustainability, conceptualizations of campus sustainability, and how the documents address the dominant themes found in the sustainability in higher education scholarly literature. This paper finds that most policies conceptualized sustainable development using the Brundtland definition, with aspects of environment, society, and economy. Policies conceptualized campus sustainability as including teaching, research, operations, and community outreach, with policy goals that emphasize facilities initiatives. This paper contributes to our understanding of the challenges and priorities associated with integrating sustainability into the administration of Canadian HEI institutions at the end of the DESD. Recent historical studies on the topic of the Council of Ministers of Education, Canada looked mostly at the era of the 1960s and the 1970s. Some work has also been completed on the institution's role in international education and its responsibilities during the economic crises of these decades. This paper proposes to take this research one step further and now look more specifically at the decade of the 1980s. This paper will argue that in this era the CMEC found its raison d'être in several fields. These included official languages, and oversight of the testing programs run by the Organization for Economic Cooperation and Development (OECD). It also found its niche, to a lesser extent, through refining its connections to international education organizations. Finally, the decade saw the CMEC experimenting with a national agenda for education in conjunction with the provincial premiers and ministries of education. [ABSTRACT FROM AUTHOR]

Harvey Graff in his 1979 study of literacy taught in common schools in mid-nineteenth century Canada, demonstrated that beliefs in the acquisition of literacy for upward mobility and economic success were a myth. Moreover, literacy instruction was promoted by educational reformers and manufacturers as a means of controlling the working class masses and instilling in them the traits, including thrift, order, and punctuality required for employment in factories. In this paper, we consider how this thesis can be adapted to describe contemporary national adult literacy policy discourse in Australia. The main drivers of Australia’s national policy are peak industry associations and skills agencies, and the human capital rationale for their promotion of literacy is derived largely from the powerful influence of the Organisation for Economic Cooperation and Development (OECD). We critique this discourse on literacy through reference to studies which conceptualise literacy as social practices, including one recent Australian study of three manufacturing companies. We reinforce the claim that the literacy myth in relation to economic development continues in contemporary adult literacy policy, and we explain how the social control function of adult literacy education continues in the interests of industry elites and the capitalist relations of production. The paper addresses the intersections between research findings and Canadian educational policies focusing on four major areas: (a) core and immersion programs for the teaching of French to Anglophone students, (b) policies concerning the learning of English and French by students from immigrant backgrounds, (c) heritage language teaching, and (d) the education of Deaf and hard-of hearing students. With respect to the teaching of French, policy-makers have largely ignored the fact that most core French programs produce meager results for the vast majority of students. Only a small proportion of students (<10%) attend more effective alternatives (e.g., French immersion and Intensive French programs). With respect to immigrant-background students, a large majority of teachers and administrators have not had opportunities to access the knowledge base regarding effective instruction for these students nor have they had opportunities for preservice or in-service professional development regarding effective instructional practices. Educational policies in most jurisdictions have also treated the linguistic resources that children bring to school with, at best, benign neglect. In some cases (e.g., Ontario) school systems have been explicitly prohibited from instituting enrichment bilingual programs that would promote students? bilingualism and biliteracy. Finally, with respect to Deaf students, policy-makers have ignored overwhelming research on the positive relationship between academic success and the development of proficiency in natural sign languages, preferring instead to leave uncorrected the proposition that acquisition of languages such as American Sign Language by young children (with or without cochlear implants) will impede children?s language and academic development. The paper reviews the kinds of policies, programs, and practices that could be implemented (at no additional cost) if policy-makers and educators pursued evidence-based educational policies. The past two decades have seen considerable growth in new apprenticeship registrations in Canada. However, this has not been matched by a corresponding increase in completions. Across provinces, trades and time, there is considerable variation in apprenticeship completion rates. In Canada, apprenticeship programmes are provincially regulated and there are differences in programme requirements across trades, provinces and time. This paper asks to what extent the differences in completion rates are related to differences in the structure of apprenticeship programmes. There is little evidence to support the view that either the length of the work experience term or the technical training requirement acts as a barrier to completion. Substantial historical research indicates that during World War II Canadian schools were considered optimal sites for fostering nationalistic sentiments in teachers and learners. Policymakers directed educators and students to collect scrap metals, purchase war savings certificates, salute the flag, and undertake marching drills. These wide-reaching directives give the impression that schools were considerably reshaped during the war. Nevertheless, since much of the literature has used official information sources, such as curriculum documents and government missives, it is unclear to what extent teachers implemented such directives. No Canadian scholarship has tapped the memories of former teachers to determine their compliance in promoting nationalistic sentiments and activities. Nor have existing histories categorised activities by geographic area (such as rural versus urban; coastal versus inland) or school level (elementary versus secondary). Thus, the “unity of purpose and experience” implied by some of the literature may be overemphasised. This paper challenges the suggestion that throughout Canada all children and teachers in schools fervently engaged in nationalistic behaviour during World War II. To supplement government perspectives found in newspapers, magazines, curricular documents, and other Department of Education sources, I interviewed two dozen teachers who taught in 40 schools throughout British Columbia between 1939 and 1945. Despite policymakers’ intentions, there were many factors influencing schools’ abilities to support the war effort. These included a community’s geographic proximity or access to centres of larger war-related activity, such as munitions factories or collection stations; the values and social circumstances of families and communities; and teachers’ individual preferences, often reflecting their career stage. This research explores responsible investment practices at Canadian and international universities. We analyze universities' Statement of Investment Policy and Procedures and Responsible Investing Policies to understand how responsible investing is included and how this varies by region. Our results show that most university investment policies are lacking in content and specificity. We compare four different regions, Canada, the United States (USA), the United Kingdom and Ireland (UK-I) and Australia New Zealand (ANZ) in terms of responsible investment integration. We find a clear international hierarchy, with the UK-I as the most advanced region in responsible investing integration, followed by Canada and ANZ with the USA a distant last place. We develop recommendations which act as tools to help mobilize university knowledge in responsible investing, drawing on globally recognized frameworks, in two areas: governance and policy. Our recommendations are broadly applicable to any post-secondary institution and also expand to other sectors attempting to incorporate responsible investing. In this paper, we undertake a particular policy critique and analysis of the gender achievement gap discourse in Ontario and Canada, and situate it within the context of what has been termed the governance turn in educational policy with its focus on policy as numbers and its multi-scalar manifestations. We show how this 'gap talk' is inextricably tied to a neoliberal system of accountability, marketization, comparative performance measures and competition within the context of a globalized education policy field. The focus initially is on how the gender achievement gap has emerged in the Organisation for Economic Co-operation and Development's (OCED) publication of the 2009 Program For International Student Assessment Results, but attention is drawn to questions and categories of equity that are used to define and measure socioeconomic disadvantage. We illustrate that such measures and categories in use function to eschew important aspects of maldistribution, with important consequences for understanding the significance of the interlocking influences of race, social class, gender and geographical location, where there is evidence of spatial concentrations of poverty and histories of cumulative oppression. In the second part of the paper, we focus on the Canadian data to illustrate the multi-scalar dimensions of global/national/provincial 'policyscapes' through a politics of numbers. Contrary to the ways in which Canada and specifically Ontario have been marketed and celebrated by OECD and other stakeholders for their high performing, high quality education system in terms of achieving equitable outcomes for diverse student populations, we illustrate how the 'failing boys' discourse and achieving 'gap talk' have actually functioned to produce a misrecognition of the gender achievement gap, with boys emerging as a disadvantaged category in the articulation of equity policies. Education policy should be informed by research that distinguishes school-based learning from learning that occurs during non-school time. American studies find that socio-economic disparities in learning tend to widen over the summer months, the longest continuous stretch of non-school time. This paper analyzes the first large-scale Canadian study of summer learning. We collected data on literacy growth for a non-random sample of 1,376 Ontario children in Grades 1-3 during the summers of 2010 and 2011. Summer learning was widely dispersed with a mean of zero, and equal proportions of children had substantial learning gains and losses. There were strong disparities by family socio-economic status (SES), as affluent children gained literacy while those from poorer families lost literacy. We attributed 25 percent of the gap between the top and bottom SES quartiles at the start of the school year to the previous summer. In this paper we contend neo-liberal education policy which supports the creation of schooling choices in public education systems is reshaping, conflating and branding ethnicity. We make these points in reference to school choice in Toronto, Canada, and the establishment of an Africentric ethno-centric school. We argue that one of the registers within which education and ethnicity in Toronto operates relates to the conflation of commodification, ethnicity and geography, and that this conflation indicates one of the limits of school choice as a possible way to redress Black student disadvantage. We suggest education policy, which enables the establishment of ethno-centric schools, enters the realm of other debates about race, equity and difference that include the practices of marketing and branding. This paper provides a historical review of the education system in Canada and its impact on Indigenous women. By doing so, I hope to address the inequities that surround current educational policies and practices. Also in this paper, I critically investigate the salient aspects of the educational experiences of the women in a contemporary context, with their voices and experiences at the forefront, thereby challenging all of us to envision a formal education system that creates space in which women of Aboriginal ancestry are treated fairly and equitably. This paper draws on findings from a research project funded by the Scottish Executive which analysed the gender balance in teaching and explored the underlying reasons for the decline in the number and proportion of men, particularly in secondary schools. As in other developed countries, such as Australia, the USA and Canada, the proportion of men entering teaching has declined fairly rapidly over a ten-year period. At a time when women are participating in paid work in greater numbers than ever before, their concentration in certain areas of work, particularly in the service sector and the 'caring' professions, is increasingly apparent. Despite the clarity of this trend, it is evident that responses from academics and policy-makers have been very different, with some policy-makers linking the declining proportion of men in teaching with the problem of boys' underachievement and a perceived 'crisis in masculinity', whilst some feminist writers have questioned these views, drawing on recent gender theory which questions the utility of the binary categories of 'man' and 'woman', instead suggesting that gender is performed and may have little to do with the body of the person who is involved in the particular performance. Sex and gender thus become decoupled, with the focus on individual actors freely choosing the version of gender they wish to practice. This line of argument suggests that the sex of the teacher is irrelevant; what really matters is the way in which they perform gender in the classroom. Work on the gender balance in teaching therefore provides an opportunity to reflect on underlying tensions in gender theorising and policy-making. The paper begins by considering tensions between modernist and post-structuralist accounts of sex and gender. Having outlined the underlying theoretical tensions, it then goes on to consider the accounts given by teachers and students of the reasons for their own choice of teaching as a career, their experiences in teaching and their views of the reasons underlying the declining proportion of men in teaching. The aim is to consider whether students and teachers believe that sex is an important variable structuring their lives, including their decision to become a teacher and their experiences of working as a teacher, or whether they regard gender as something which is chosen from a wide repertoire of options and is relatively free from the constraints of embodiment. In relation to research on the gender balance in teaching, the paper concludes by suggesting that there is a need to make use of the idea of gender as performance, whilst at the same time holding on to the foundational concepts of 'woman' and 'man'. Public schools have historically been key sites where children learn of and adopt a common national identity. In states where multiculturalism plays a central role in the articulation of a national identity, schools actively recognize and support the diverse cultures of their students in fulfilling this function. Canada is a state where, via federal policy, multiculturalism has been identified as a fundamental element of the national ethos. Formal education has been a key area in which the government has implemented this policy. However, public education in Canada is also committed to secularism, and this has been a cause for resistance by diverse immigrant groups. This paper examines resistance among traditional Muslim groups to Toronto school policies and practices that reflect an avowedly secular orientation. It focuses on the experiences of one Muslim group in particular, Somali immigrants, and their encounters with school policies and practices that both supported and challenged their identities. In doing so, the paper exposes the schools as sites of countervailing policies and practices within which students must nonetheless forge new and meaningful identities. [ABSTRACT FROM AUTHOR]

This paper reviews Canada's market-based childcare 'system' and considers its capacity to deliver universal services. Canada mainly relies on parent-controlled centres for delivery, in the near absence of publicly-provided services. Canadian childcare is characterized by frustrated national and provincial policy capacity, a high degree of commercial childcare, inequities in service distribution, and the burdening of parent-users (particularly mothers). This form of co-production poses considerable problems for the federal government, which has recently declared its intention to build a national system of early learning and care. The policy architecture makes a national system of early learning and childcare structurally unobtainable. This gap between political vision and local feasibility is explained through an analysis of service delivery, management and policy development. The paper concludes that co-production must shift if Canada is to implement a universal early learning and childcare program, but warns such change does not appear to be forthcoming. The paper seeks to highlight government's constitutional obligation in Canada to disadvantaged children and street children with regards to this group's Charter right to a complete and quality compulsory basic education up to completion of secondary school and all services needed to support their enjoying the right. The first part of the paper addresses the need for revision of the Education statutes in Canada to require compulsory secondary school attendance until graduation or until 18 with only a few categories of reasonable exception to this requirement. The second part of the paper sets out the Charter basis for the right to education as a right to completion of secondary school. The right to a basic education as including completion of secondary school is here viewed as a fundamental human right. This paper suggests that Canada's disadvantaged youth and street children are entitled to have government at the federal and provincial level meet not simply its moral obligation in ensuring their right to education, but also its constitutional obligation in this respect. In Canada, as in poorer countries, educational attainment is a determinant of labor force prospects even when one considers very basic rather than tertiary education. It is of interest that the obvious strategy of compulsory secondary schooling is a strategy that only one Canadian province, New Brunswick, has adopted to address the problem of school drop-out with its attendant high costs to the individual and the community.

This paper problematises the politics of inclusion in education by examining how minority groups in Toronto attempt to 'negotiate equity' in response to the school board's release of a draft policy on anti-racism and ethno-cultural equity in education. A competing policy document challenging the specific focus on race, ethnicity and faith communities as being 'too narrow' argued that the notion of equity should be broadly construed to accommodate the categories of other 'historically disadvantaged groups', such as women, the disabled and gays and lesbians, under a single comprehensive policy. A debate over the implications of broad-based equity has polarized communities along racial, ethnic and religious lines. Religious and ethnic communities objected to the displacement of race, ethnicity and religion and what they regarded as the centring of sexual orientation in a policy which would integrate gay and lesbian issues into the curriculum. Advocates for separate policies argued that all forms of difference could not be equated and should be dealt with separately in terms of policy and practice. This paper will explore the dynamics of community engagement with this issue and will examine the politics behind the shifting discourse of anti-racism toward the paradigm of broad-based equity through political and discursive practices at both the community and institutional level. This paper examines levers or drivers that have influenced the direction of educational development in Canada over the last 40 years and also tries to predict what will be the impact of some current levers on changing the work of developers in the next 20 years. Reflecting on those years, it is apparent our work in the 1980s was very focused on the individual and gradually shifted to become more organizational and sector focussed, particularly as the work of developers moved from the periphery to the center of our institutions. The challenge of the next 20 years will be responding to the breadth of areas we are being drawn into in the academy yet, the diversity of our work is one of the strengths of our profession. Despite an abundance of evidence-based intervention programmes available to schools across the country, childhood bullying persists in Canada. This paper looks at various types of bullying behaviour and its often devastating and far-reaching effects. It examines the common characteristics of children who bully as well as the reasons for, and causes of, bullying behaviour and summons more heightened attention to its root causes namely poverty, homelessness and disconnection. The moral obligations of parents, teachers, schools and governments and their roles as team players in raising sociable, compassionate and confident moral citizens in a world in which bullying behaviour is not only unacceptable but unthinkable, is also discussed.
