Despite decades of European social dialogue, little is known about the social policy preferences of EU employers' organizations (EEOs). Building on the literature on industrial relations and the role of business in welfare state development, this article explores the preferences of key EEOs (BusinessEurope, SGI Europe and SMEunited) in vocational education and training (VET), active and passive labour market policies, pensions and work–family reconciliation. Software-based qualitative content analysis of 75 position papers and 19 joint declarations, triangulated with four elite semi-structured interviews, is employed to assess employers' preferences along four national and two European dimensions. Largely in line with the power resources theory, EEOs favour cost containment and social investment, by strengthening labour market flexicurity and reducing skills mismatches through VET. Conflicting logics of membership and influence guide the actions of EEOs: members are wary of legislation impinging on national social policy traditions; yet, greater European assertiveness makes lobbying efforts unavoidable. Climate change mitigation in the tourism sector is expanding research areas due to the importance of this sector and its rapid expansion. Aviation's contribution was found to be the most important source of GHG emissions from tourism. Also, the hospitality sector contributes a lot to GHG emissions in tourism destinations. Hospitality, constituting an essential component of the tourism industry, is a sector that has a high potential to reduce GHG and use of energy and water resources. Therefore, it is important to monitor the climate change mitigation performance of tourism destinations to achieve decarbonization of the tourism sector. The main objectives of this paper are to develop indicators of climate change mitigation performance of tourism destinations based on GHG indicators for the transport and hospitality sectors and apply this framework to assessment and ranking based on climate change mitigation performance of 4 main EU geographical regions as tourism destinations: Central, Northern, Southern, and Western Europe. This paper's main methodological approach is comparing and ranking different geographical regions in the European Union by assessing their climate change mitigation performance as tourist destinations. The study's main results showed that Finland, representing North Europe, is the best-performing country in climate change mitigation in tourism destinations. The second-best-performing geographical region is Western Europe. The worst-performing EU region based on climate change mitigation in tourism destinations was Central Europe. The South Europe region was found to be in a slightly better position than Central Europe but worse in comparison with Western Europe and especially in comparison to Northern Europe. The study's main implications provide policy recommendations for Central Europe as a tourism destination to increase energy and water use efficiency and the carbon footprint of the tourism sector. DC railway electrification was deployed at the beginning of the 20th century in several countries in Europe. Today, this power system is no longer adapted to the demands of increased rail traffic. Due to the relatively low voltage level, the current consumed by the trains reaches several kAs. So, in the worst case, the locomotives cannot operate at their rated power due to the voltage drop along the contact line. Conventional solutions to reduce the voltage drop consist of increasing the cross-section of overhead lines or reducing the length of sectors by installing additional substations. Nevertheless, these solutions are expensive and not always feasible. The implementation of a Modular Battery Energy Storage System (MBESS) can be an alternative solution to reinforce the railway power supply. This paper first presents an MBESS based on elementary blocks associating Full-SiC Isolated DC-DC converter and battery racks. The electrical models of a railway sector and an elementary block are described, and simulations are performed considering real railroad traffic on two sectors of the French National Rail Network, electrified at 1.5 kV. The results show that the installation of an MBESS in the railway sector boosts the locomotive's voltage while also increasing overall system efficiency. [ABSTRACT FROM AUTHOR]

Global energy consumption is growing rapidly, with the frequency and intensity of extreme events constantly increasing, posing a long-term threat to power supply and consumption. Therefore, analyzing the spatiotemporal characteristics of electricity consumption and quantitatively assessing the impact of extreme events on electricity consumption are of great significance. Based on fine-grained electricity consumption data from Europe for the years 2019–2022, this paper employs a data mining perspective and four methods including Z-score, Isolation Forest, Local Outlier Factor, and Autoencoder to detect abnormal electricity consumption during extreme events. Additionally, it combines indicators such as elastic loss, vulnerability, and duration to measure the impact of extreme events on electricity consumption. It is found that low temperatures could lead to abrupt changes in electricity consumption, with Northern Europe being more significantly affected by low temperatures. The COVID-19 pandemic had the most significant impact on electricity consumption in Europe, with the middle part of Europe being the hardest hit during the first wave of the pandemic. Electricity anomalies during the pandemic period were related to national pandemic control policies and exhibited some lag. Summary: Arguably, the most important challenge nowadays in the energy industry is the utilization of intermittent renewable energy sources. On the one hand, renewable sources are the future in terms of sustainability. While on the other hand, several questions remain unanswered in connection with their day‐to‐day operation and system integration. Creating microgrids with local control of the distributed energy resources seems to offer solutions but there is a lack of practical experience. Especially in Europe, where a microgrid with islanding capability is connected to a widespread, synchronously operating grid, it is a complicated task, owing to the control methods. In this paper, the technical possibilities are presented, which are necessary to allow island mode operation of a microgrid. The case study discusses a "living lab" in which several energy generation technologies have been deployed thus it is a good representation of future renewable‐based microgrids. To support the island operation, numerical calculations and simulations are used to determine power and energy needs of necessary flexibility measures. Basis of the calculations is the year‐long data measured on‐site. Sizing and operation modes for energy storage and demand‐side resources and an architectural scheme are presented. Net present value for all technological options are compared to aid the selection of the best option. A sensitivity analysis is also performed to assess how potential change in various parameters of the economical calculation affect the results. It is shown that provision of uninterruptible power supply and thus island operation of the site can be provided within reasonable techno‐economical limits. [ABSTRACT FROM AUTHOR]

Hydropower has played an important role in Europe in recent decades, offering a unique combination of safe, low-cost, and clean power generation. Today, it is still one of the largest renewable energy sources (RES), accounting for about 35 % of RES electricity generation. However, grid stability is threatened by the increasing amount of undispatchable RES. Flexibility and dynamics such as energy storage and rapid response are urgently needed to achieve EU policy goals. In such a context, hydropower can play a key role, not only as a provider of regulated renewable energy but also due to its ability to balance a renewable energy system in the short term and the medium/long term by pumped storage technology. All these aspects underline the new role of hydropower, which aims to strengthen grid stability and power supply resilience and to enable higher penetration of volatile RES. In this context, the aim of this paper is to demonstrate the role of hydropower at the European level as well as the needs and opportunities of modernization to fully exploit its potential. In particular, this study provides, the assessment of the today flexibility offered by hydropower to the power system at the European level by leveraging a database of information collected through the participants to the working groups of the COST Action Pen@Hydropower which includes stakeholders in the hydropower sector of 34 European countries. The study confirms the key role of hydropower in future energy scenarios with 30 % of the flexibility demand at all time scales met by hydropower. Furthermore, the paper presents a review of the digitalization solutions and innovative technologies that support the growth of a new generation of sustainable hydropower together with the modernization opportunities for existing hydropower plants. The results of this work have practical implications for stakeholders in the hydropower sector and policymakers as it provides evidence at the European scale of the role of hydropower technology in balancing the power system and the need to have supportive frameworks and adequate markets to fully exploit the European hydropower potential to achieve the energy transition goals. The aim of this paper is to assess the contribution of European Territorial Cooperation (ETC) programmes operating in the Mediterranean area as a supporting way to achieve the renewable energy objectives established in European Union Directive 2009/28/EC. It addresses a combination of impact and thematic assessment applied to projects tackling solar energy over the period 2007-13. Observations indicate that although not always measurable, ETC contributions to the use and promotion of solar energy in the Mediterranean represent a key step forward in higher deployment. Electricity markets are increasingly influenced by variable renewable energy such as wind and solar power, characterized by a pronounced weather-induced variability and imperfect predictability. As a result, the evaluation of the capacity value of variable renewable energy, i.e., its contribution to security of supply, gains importance. This paper develops a new methodology to endogenously determine the capacity value in large-scale investment and dispatch models for electricity markets. The framework allows balancing effects to be accounted for that arise due to the spatial distribution of generation capacities and interconnectors. The practical applicability of the methodology is shown with an application for wind power in Europe. We find that wind power can substantially contribute to security of supply in a decarbonized European electricity system in 2050, with regional capacity values ranging from 1-40%. Analyses that do not account for the temporal and spatial heterogeneity of the contribution of wind power to security of supply therefore lead to inefficient levels of dispatchable back-up capacity. Applying a wind power capacity value of 5% results in an overestimation of firm capacity requirements in Europe by 66 GW in 2050. This translates to additional firm capacity provision costs of 3.8 bn EUR per year in 2050, which represents an increase of 7%. [ABSTRACT FROM AUTHOR]

Many countries have some kind of energy-system transformation either planned or ongoing for various reasons, such as to curb carbon emissions or to compensate for the phasing out of nuclear energy. One important component of these transformations is the overall reduction in energy demand. It is generally acknowledged that the domestic sector represents a large share of total energy consumption in many countries. Increased energy efficiency is one factor that reduces energy demand, but behavioral approaches (known as “sufficiency”) and their respective interventions also play important roles. In this paper, we address citizens’ heterogeneity regarding both their current behaviors and their willingness to realize their sufficiency potentials—that is, to reduce their energy consumption through behavioral change. We collaborated with three Swiss cities for this study. A survey conducted in the three cities yielded thematic sets of energy-consumption behavior that various groups of participants rated differently. Using this data, we identified four groups of participants with different patterns of both current behaviors and sufficiency potentials. In its Green Paper on a 2030 framework for climate and energy policies, the European Commission calls for a framework for the future development of environment and energy policy beyond 2020. However, much like the Energy Roadmap 2050 adopted by the Commission in December 2011, the Green Paper is based on scenario assumptions that are, to a great extent, not up-to-date. The European Commission would need to provide updated model calculations rapidly to enable energy policy decisions to be taken on the basis of transparent and comprehensible scenarios. A comparison of recent estimates conducted by DIW Berlin indicates that the Commission systematically underestimates the cost of nuclear power and carbon capture, transport, and storage (CCTS), while the cost of renewables tends to be overestimated. In particular this applies to photovoltaics where current capital costs are, to a certain extent, already lower than the Commission's estimates for 2050. In contrast to renewables, neither nuclear energy nor carbon capture, transport, and storage are cost efficient enough to play a central role in the future European electricity mix. It is therefore vital for Europe to continue to focus on the further development of renewables. This paper addresses the bidding problem faced by a virtual power plant (VPP) in a joint market of energy and spinning reserve service. The proposed bidding strategy is a non-equilibrium model based on the deterministic price-based unit commitment (PBUC) which takes the supply-demand balancing constraint and security constraints of VPP itself into account. The presented model creates a single operating profile from a composite of the parameters characterizing each distributed energy resources (DER), which is a component of VPP, and incorporates network constraints into its description of the capabilities of the portfolio. The decarbonization of the economy, for which the contribution of power systems is significant, is a growing trend in Europe and in the world. In order to achieve the Paris Agreement's ambitious environmental goals, a substantial increase in the contribution of renewable sources to the energy generation mix is required. This trend brings about relevant challenges as the integration of this type of sources increases, namely in terms of the distribution system operation. In this paper, the challenges foreseen for future power systems are identified and the most effective approaches to deal with them are reviewed. The strategies include the development of Smart Grid technologies (meters, sensors, and actuators) coupled with computational intelligence that act as new sources of data, as well as the connection of distributed energy resources to distribution grids, encompassing the deployment of distributed generation and storage systems and the dissemination of electric vehicles. The impact of these changes in the distribution system as a whole is evaluated from a technical and environmental perspective. Summary: In this survey, the objective is to identify current trends in the smart grid research by exploring the work carried out in numerous smart grid labs worldwide. For this purpose, a large number of smart grid labs are identified, and a short description of their activities is given. Fifty‐eight out of the 75 identified labs are located in Europe. Smart grid research is divided into categories, which represent popular topics of research in the field. The predominant category of research is identified to be generation and distributed energy resources (Gen & DER) with 91% of the labs conducting research in this field. Aggregated information is presented regarding the labs, providing a clear idea of the topics of research carried out. Connections between different topics of research are presented, which reveal synergies or collaboration gaps among various smart grid topics. Grid management and Gen & DER and energy storage and Gen & DER have been found to be popular combinations of topics with 55 labs active in both, respectively. In addition, we provide insights on the entities at which research is targeted and consider the evolution of publications produced by the labs on the different categories. An overall increase in publications was observed over the past 11 years in virtually all categories of smart grid research with the most published scientific papers in Gen & DER and electromobility. Collaborations between research institutes have been analyzed, pointing out existing joint research conducted and the huge potential to explore synergies between institutes further. Our work is useful in order to identify the smart grid areas where research is focusing on. The energy marker liberalisation process in Europe is increasingly focused on electricity market integration and related cross border issues. This signals that the liberalisation of national electricity markets is now closer to the long-term objective of a single European energy market. The interface between the national electricity markets requires physical interconnections and technical arrangements. However, further progress towards this objective also raises important issues regarding the framework within which the integrated market is implemented. This paper reviews the progress towards a single European electricity market. We then discuss the emerging issues of market concentration, investments, and security of supply as well as some aspects of market design and regulation that are crucial for dynamic performance of a single European market. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. Europe assumed to become the first climate neutral continent but, due to the political situation on the eastern border, the security of the energy supply is threatened and it is possible that the existing coal installations will be used for more than originally expected. The paper exposes the ways in which the carbon dioxide resulting from the combustion of fossil fuels can be separated and thus the greenhouse gas emissions of the power plants can be close to zero. 'Energy' presents a number of complex and interrelated challenges regarding the environment, economy, and politics. In this paper, we argue that cartography should help clarify our understanding of energy issues, but ask whether this has in fact been the case. In a review of over 100 articles pulled from twenty-three peer-reviewed geography journals, we qualitatively assess energy maps published since the early 20th century, examining trends in topic and cartographic technique. Energy maps in geography journals have focused on North America and Western Europe while relying on proportional symbols, grayscale production, and the analysis of energy phenomena at the national scale-tendencies that in many instances have limited our understanding of the ways in which energy is actually consumed. Simultaneously, cartographers are limited to the energy data available to them, frequently precluding small-scale consumption analysis or consideration of diurnal and seasonal trends. The recent geopolitical conflicts in Europe have underscored the vulnerability of the current energy system to the volatility of energy carrier prices. In the prospect of defining robust energy systems ensuring sustainable energy supply in the future, the imperative of leveraging renewable indigenous energy sources becomes evident. However, as such technologies are integrated into the existing system, it is necessary to shift from the current centralized infrastructure to a decentralized production strategy. This paper presents a method to identify a panel of technological solutions at the district level, intended to reduce complexity for the integration of decentralized models into a national-scale model. The framework's novelty lies in combining a global sensitivity analysis for solution generation with clustering to identify typical configurations. The global sensitivity analysis is performed on a mixed integer linear programming model, which optimally sizes and operates district energy systems. The sensitivity analysis determines the most influential parameters of the model using the Morris method and provides a representative sampling of the solution space by leveraging the Sobol sampling strategy. The latter is then clustered using a density-based algorithm to identify typical solutions. The framework is applied to a suburban and residential Swiss neighborhood. The first outcome of the research is the high sensitivity of the model to energy carrier prices. As a result, Sobol's sampling space separates itself into two system types: those based on a natural gas boiler and those relying on a combination of electrical heaters and heat pumps. For both types, the electricity demand is either fulfilled by PV panels or electricity imports. The identified configurations showcase that the framework successfully generates a panel of solutions composed of various system configurations and operations being representative of the overall solution space. • Energy carriers' retail prices are the most influential parameters of a district energy system. • Energy system configurations differ according to the consumed energy carrier and PV penetration. • PV deployment is affected by electricity tariffs but not by technological implementations. The energy performance of buildings is strongly influenced by several foreseeable and unforeseeable events during the operation phase, including natural hazards or energy supply disruptions. The increase of these events has raised attention on resilience, identified as the capability of buildings to react to such events guaranteeing the continuation of their operations. This paper investigates the resilience of residential reference buildings sited in different European climates (Athens, Berlin, Madrid, Turin, Stockholm). It simulates an eventual disruption of gas supply during winter carrying out energy dynamic simulations. Proposing new metrics to assess the building resilience, this paper quantifies the passive and active resilience of the main building components, both envelope and HVAC systems. It also analyses the effect of retrofit interventions on building resilience depending on climate. Results enlighten possible emergency interventions with backup electricity solutions to be activated to guarantee minimum services during the disruptive event associated with climate or geopolitical issues. The importance of increasing self-sufficiency in buildings through renewable energy sources is emphasized to favour the continuation of services in case of energy supply interruption. In this article the authors reflect on the increased emphasis on the security of energy supply on its political agenda by European governments. The authors cites the example of the 2001 Green Paper on Energy Security in Europe. It warns that without an active energy policy, the European Union (EU) will not be able to free itself from its increasing energy dependence and highlights the urgent need to diversify the various sources of supply. The article also mentions the interruption of energy supplies from Russia to EU member states during the Russia-Ukraine gas disputes of 2006 and the Russia-Belarus oil dispute of 2007 which fuelled discussions in the EU about a energy crisis and the long-term security of energy supplies to Europe.

This paper investigates the effect of electricity generation on countries' economic efficiency. By using a sample of 42 World and East Asian countries for the time period 1996-2006 the paper employs Data Envelopment Analysis (DEA) window analysis and econometric panel techniques. The results reveal that there is an inverted U-shape relationship between electricity generation and countries' economic efficiency. Finally, the turning point for the European countries is much smaller compared to the one of East Asian countries indicating that the European countries shift in energy use from electricity to other sources of energy. Background: The production of fuel-grade ethanol from lignocellulosic biomass resources has the potential to increase biofuel production capacity whilst minimising the negative environmental impacts. These benefits will only be realised if lignocellulosic ethanol production can compete on price with conventional fossil fuels and if it can be produced commercially at scale. This paper focuses on lignocellulosic ethanol production in Europe. The hypothesis is that the eventual cost of production will be determined not only by the performance of the conversion process but by the performance of the entire supply-chain from feedstock production to consumption. To test this, a model for supply-chain cost comparison is developed, the components of representative ethanol supply-chains are described, the factors that are most important in determining the cost and profitability of ethanol production are identified, and a detailed sensitivity analysis is conducted. Results: The most important cost determinants are the cost of feedstocks, primarily determined by location and existing markets, and the value obtained for ethanol, primarily determined by the oil price and policy incentives. Both of these factors are highly uncertain. The best performing chains (ethanol produced from softwood and sold as a low percentage blend with gasoline) could ultimately be cost competitive with gasoline without requiring subsidy, but production from straw would generally be less competitive. Conclusion: Supply-chain design will play a critical role in determining commercial viability. The importance of feedstock supply highlights the need for location-specific assessments of feedstock availability and price. Similarly, the role of subsidies and policy incentives in creating and sustaining the ethanol market highlights the importance of political engagement and the need to include political risks in investment appraisal. For the supply-chains described here, and with the cost and market parameters selected, selling ethanol as a low percentage blend with gasoline will maximise ethanol revenues and minimise the need for subsidies. faces a growing import dependency over the next decades. Europe's neighbouring regions are endowed with substantial reserves and resources which can cover the increasing European import requirements in the medium to long term. With the development of its different uses, especially for power generation, gas is increasingly gaining importance for European energy security of supply. A substantial captive demand has indeed developed during the past decade, which explains the essential role the EU gives to natural gas in its energy policy. Securing and increasing gas supply will, however, require huge investments on all the segments of the gas chain, namely exploration and development, international transit and downstream infrastructures (gas lines and storage). These investments will be realised by energy companies and will, therefore, require an appropriate investment climate, which not only involves economic considerations but also a stable environment, a clear regulation and the possibility for operators to develop necessary strategic partnerships. This paper assesses the future long term (2010-2020-2030) gas import requirements and external supply potential for Europe, and identifies future gas corridor infrastructure needs taking into account a reserve/resource analysis, production and demand outlooks, export infrastructure and projects, supply costs as well as institutional, strategy and geopolitical issues, etc. Finally, the paper identifies investment barriers for different types of gas corridor infrastructure projects and proposes issues to be addressed by policymakers in order to put in place a favourable environment regarding investment promotion and to create a sustainable gas market for the long term. Biomass has become a popular alternative to satisfy expanding energy demand and as a substitute for fossil fuels and phased-out nuclear energy in Europe. The European Union White Paper stipulates that the utilization of biomass shall increase to 1566 TWh by 2010. However it is often overlooked that the forest resources are already, to a large extent, used by the forest industries. When promoting biomass for energy generation the consequences for the forest industries also need to be considered. Sweden is an excellent case study, as there are vast quantities of forest resources, nuclear power is starting to be phased out, there are restrictions on expanding hydropower and the political desire exists to “set an example” with respect to carbon dioxide emissions. This paper attempts to estimate and analyse the supply of two types of forest resource, namely, roundwood and harvesting residues derived from final harvesting and commercial thinnings. Two separate supply curves are estimated: one for roundwood and one for harvesting residues. The cost structure is based on an economic-engineering approach where the separate cost components are constructed from the lowest cost element into aggregates for labour, capital, materials and overhead costs for each forest resource. The results indicate an unutilized economic supply of 12 TWh of harvesting residues in Sweden. However, after these 12 TWh have been recovered it becomes more profitable to use roundwood for energy purposes than to continue extracting further amounts of harvesting residues. Public support schemes for electricity from renewable energy sources (RES-E) are undergoing a period of change. Two interrelated processes can be discerned at both the EU and member state (MS) levels. On the one hand, the RES-E Directive sets targets for consumption of renewable electricity for the year 2010 and opens the possibility that the European Commission sets a community support framework for RES-E promotion in the future. On the other hand, different types of support scheme have been and are used by countries in order to promote the deployment of renewable electricity. A move from tendering/bidding systems and feed-in tariffs to tradable green certificates can be observed in some MSs. This move may take place in the future in some other MSs while others will certainly continue to rely on their current scheme. This paper provides an overview and assessment of the instruments currently used to promote renewable electricity in Europe and considers some possible trends in the choice of support schemes in the future. The diffusion of photovoltaics still rests strongly on the availability of suitable support programmes. This suggests a closer look at their function as a catalyst for the spread of the technology. The paper defines this function, gives hints for the programme design, and identifies six different variables of a catalyst. These are then related to concrete programmes in Germany and Switzerland, the two countries showing the highest diffusion of photovoltaics in Europe. The analysis embraces the '1000 Roofs Programme', 'rate-based incentives', 'utility programmes' and 'large scale photovoltaic programmes'. In spanning the last decade the study provides a historic perspective unfolding from the past to the present. A variety of programmes are compared so as to determine their effect on the actual installation of photovoltaics. The paper elucidates some of the inner structure of programmes and portrays their changing landscape and approaches in space and time. Electric vehicles (EVs) can play an important role in improving the European Union's (EU)'s energy supply security, reducing the environmental impact of transport, and increasing EU competitiveness. The EU aims at fostering the synchronised deployment of EVs and necessary recharging infrastructure. There is currently a lack of studies in the literature for analysing the societal impacts of EV and infrastructure deployment at continental scale. In our paper, we analyse the likely impact of related plans of the EU member states (MSs). With the help of qualitative and quantitative analyses, we study the impact of plans on recharging infrastructure deployment, contributions to the EU climate and energy goals, air quality objectives, and reinforcement of the EU's competitiveness and job creation. We soft-link a fleet impact model with a simplified source receptor relationship model, and propose a new model to calculate job impacts. The results overall show modest impacts by 2020, as most member states' plans are not very ambitious. According to our analysis of the plans, a reduction of CO2 emissions by 0.4%, NOx emissions by 0.37%, and PM2.5 emissions by 0.44%, as well as a gross job creation of more than 8000 jobs will be achieved by 2020. The member state plans are very divergent. For countries with more ambitious targets up to 2020, such as Austria, France, Germany, and Luxemburg, the climate, energy, and air quality impacts are significant and show what would be achievable if the EU would increase its pace of EV and infrastructure deployment. We conclude that more ambitious efforts by the member states' to deploy electric vehicles could accelerate the reduction of CO2 emissions and lead to less dependence on fossil oil-based fuels, along with air quality improvements, while at the same time creating new job opportunities in Europe. In regards to the ratio of publicly accessible recharging points (RPs) per EV, we conclude that member states have to come up with more ambitious targets for recharging point deployment, as the current plans will lead to only one recharging point per every 20 EVs by 2020 across the EU. This paper can serve as useful input to the further the planning of EV and recharging infrastructure deployment in the EU and elsewhere. Our study highlights that the different strategies that are followed in the EU member states can be a fertile ground to identify best practices. It remains a challenge to quantify how different support policies impact EV deployment. In terms of further research needs, we identify that more detailed studies are required to determine an appropriate level of infrastructure deployment, including fast chargers. Hydrogen storage is expected to play a crucial role in the comprehensive defossilization of energy systems. In this context, the focus is typically on underground hydrogen storage (e.g., in salt caverns). However, aboveground storage, which is independent of geological conditions and might offer other technical advantages, could provide systemic benefits and, thereby, gain shares in the hydrogen storage market. Against this background, this paper examines the market relevance of aboveground compared to underground hydrogen storage. Using the open-source energy system model and optimization framework of Europe, PyPSA-Eur, the influence of geological independence, storage cost relations, and technical storage characteristics (i.e., efficiencies) on mentioned market relevance of aboveground hydrogen storage are investigated. Further, the expectable market relevance based on current cost projections for the future is assessed. The studies show that in terms of hydrogen capacities, aboveground hydrogen storage plays a considerably smaller role compared to underground hydrogen storage. Even when assuming comparatively low aboveground storage cost, it will not exceed 1.7% (1.9 TWh H2,LHV) of total hydrogen storage capacities in a cost-optimal European energy system. Regarding the amounts of annually stored hydrogen, aboveground storage could play a larger role, reaching a maximum share of 32.5% (168 TWh H2,LHV a-1) of total stored hydrogen throughout Europe. However, these shares are only achievable for low cost storage in particularly suited energy system supply configurations. For higher aboveground storage costs or lower efficiencies, shares drop below 10% sharply. The analysis identifies some especially influential factors for achieving higher market relevance. Besides storage costs, the demand-orientation of a particular aboveground storage system (e.g., hydrogen storage at demand pressure levels) plays an essential role in market relevance. Further, overall efficiency can be a beneficial factor. Still, current projections of future techno-economic characteristics show that aboveground hydrogen storage is too expensive or too inefficient compared to underground storage. Therefore, to achieve notable market relevance, rather drastic cost reductions beyond current expectations would be needed for all assessed aboveground hydrogen storage technologies. Wind energy resource assessment typically requires numerical modeling at fine resolutions, which is computationally expensive for multi‐year timescales. Increasingly, unsupervised machine learning techniques are used to identify representative weather patterns that can help simulate long‐term behavior. Here we develop a novel wind energy workflow that combines the weather patterns from unsupervised clustering with a numerical weather prediction model (WRF) to obtain efficient long‐term predictions of wind farm power and downstream wakes, which provide a good approximation to full WRF simulations at vastly reduced computational cost. We use ERA5 reanalysis data and compare clustering on low altitude pressure and wind velocity, a more relevant variable for wind resource assessment. We also compare varying domain sizes for the clustering. A WRF simulation is run at each cluster center and the results aggregated into a long‐term prediction using a novel post‐processing technique. We consider two case study regions and show that our long‐term predictions achieve good agreement with a year of WRF simulations in 2% of the computational time. Moreover, clustering over a Europe‐wide domain produces good agreement for predicting wind farm power output, but clustering over smaller domains is required for downstream wake predictions which agree with the year of WRF simulations. Our approach facilitates multi‐year predictions of power output and downstream farm wakes, by providing a fast, reliable, and flexible methodology applicable to any global region. Moreover, this constitutes the first tool to help mitigate effects of wind energy loss downstream of wind farms. Plain Language Summary: With the need to transition to renewable energy, wind energy is becoming increasingly important. However, the build‐out of wind farms must be carefully planned, not least because entire wind farms extracting energy from the atmosphere cause large scale wind velocity deficits downstream. Wind energy resource assessment typically relies on numerical models, but these are computationally expensive to run for the multi‐year predictions required for sustainable development. It is therefore common to use a smaller set of weather conditions that are representative of a longer period. Here, we develop such a workflow based on identifying characteristic weather patterns using a clustering technique from the machine learning literature. Based on the characteristic patterns identified, we perform a small number of short numerical model experiments, one for each weather pattern. By applying a novel post‐processing technique to combine the outputs from these experiments, we obtain predictions of wind farm power and downstream wakes over the original multi‐year period, using just 2% of the computation time required by a purely numerical modeling approach. Our workflow thus constitutes a fast, reliable, and flexible methodology that is applicable to any global region, which can be used for the sustainable development of wind energy. External energy security has gained importance within the EU due to the current Russian-Ukrainian natural gas dispute, but also because of mid- and long-term issues connected to the availability of energy supply in Europe. The Energy Union proposal is supposed to increase the coherence of the EU in external energy, thus contributing to the energy security of the Community. However, various member states have already expressed different (not always positive) views, concerning this project. In order to shed light on the further development of the Energy Union, the present paper – based on 52 semi-structured interviews – examines members states' support for and opposition to the further deepening of integration in external energy security. By analysing Austria, the Czech Republic and Slovakia, this paper argues that member states' preferences depend at least partly on the decision-makers' perceptions of their state's ability to cope with three energy security challenges (external, internal and business). States whose decision-makers believe that their countries are able to successfully cope with these challenges are more likely to oppose further integration in energy security area, while member states whose decision-makers view these tasks as challenging are more likely to support the transfer of competences to the EU. The increasing share of renewable energy sources on the supply side, as well as the so-called electrification pathways on the demand side, has led to peculiar challenges for electrical systems: Indeed, the increasing load demand has to be balanced from the supply-side viewpoint. In particular, the residential sector contributes to nearly 26% of the final energy consumption in Europe, suggesting that a further understanding of households' consumptions and load profiles is needed to support an energy transition. In this context, this paper contributes to the existing discussion by proposing a sociodemographic analysis of Italian households' load profiles using a smart metering experimental study, while also considering the households in energy poverty conditions. For the sake of generality, results are presented based on a previously proposed household segmentation of the Italian residential sector. The outcomes point out three prominent peaks on load profiles for all the identified clusters, with a notable distinction in intensity. Where children are present, a higher load profile is noted, reaching a maximum value of 600 W of absorbed power between 19:30 and 22:30. Conversely, households in an energy poverty condition show a relatively regular load profile, ranging from a minimum of 110 W of absorbed power in baseload conditions at night time to a maximum of 280 W in the evening hours. The findings in this paper are in agreement with existing research in the field, and accordingly the study proposes a better focus on domestic appliances and sociodemographic parameters. This paper examines how power generation in the European Union (EU) can be modernised along the lines of a sustainable solution pursuant to WEC principles. This means a re-design with the goal of implementing the EU's internal market and far-reaching decarbonisation.The example of Germany's energy U-turn shows one possible route, one that is marked by a massive expansion of renewable energies coupled with a phase-out of nuclear energy. Other European countries are pursuing different strategies. Current developments show that solutions chosen in any one country have direct implications for its neighbours. This is because electricity markets are continuing to grow together. In a spirit of solidarity between the member states, the closest possible review and coordination and/or harmonisation of policies are needed. This will allow the conversion process, which is associated with macro- economic costs, to be shaped on a cost-efficient basis.For utilities, the energy turnaround brings with it a multitude of challenges. Utilities must convert their generation portfolio and, in particular, perceptibly increase their share of low- carbon energies. Conventional power plants must be designed flexibly, so that - besides volatility in consumption - fluctuations in the feed-in of renewable energies, too, can be offset. In addition to this technical requirement, energy suppliers are facing a situation in which the utilisation period of conventional power stations is falling as a result of the growing feed-in of renewables. On top of this comes the fact that wholesale electricity prices on sunny days are pushed down despite high demand owing to the growing feed-in of electricity from photovoltaic systems. Both factors limit the options for obtaining the necessary contributions to cover fixed costs on the market. This raises the issue of the market design of the future. The launch of capacity mechanisms, ie remuneration for the product 'firm capacity' supplementing the income obtained from the sale of electricity, could help. At the same time, capacity mechanisms could be a suitable instrument for coping with power failures.This brings politics into the game. With electricity markets growing together, the central requirement to be met by a capacity-market mechanism is that harmonised regulations, a discrimination-free design and technology neutrality are ensured throughout Europe. This is regarded as indispensable for creating a level playing field.Also as regards reaching the goal of Europe's climate policy, viz. a lowering of greenhouse- gas emissions by at least 80% by 2050 compared with 1990, the rule must be to prioritise European solutions over any national regulation. In addition, a procedure in climate policy that is more stringently reviewed at international level is considered unavoidable. Cost efficiency in reaching climate goals means backing market instruments. CO2 emissions trading should be accorded the role of leading instrument in climate protection. The instrument can be used to achieve agreed quantity targets for CO2 emissions reliably and at the least possible costs.One argument in favour of anchoring the trade in emissions as leading instrument to shape a sustainable energy supply is that the costs of transforming the energy system can be kept within bounds. Renewable energies enter the system with rising CO2 prices on a market- driven basis. The various technologies compete with one another and with other CO2- avoidance technologies, like increases in efficiency, utilisation of nuclear energy and CO2 capture and storage (CCS).One current study says that the expected growth in electricity consumption in the EU by some 1,000 TWh by 2050 will be covered by adding renewable energies if the focus is on trade in emissions as leading instrument. This doubles the share of renewables in power generation by 2050 to about 50%. After 2030, with rising CO2 prices, CCS, too, becomes profitable. The twenty-first century must see a decarbonisation of electricity production to mitigate the flow of greenhouse gas emissions into the atmosphere. This paper presents an econometric analysis of the factors that motivate the use of renewable energy in electricity production using panel data from European Union Member States during the period 2000–2015. The research extends the literature in this area in several ways. Firstly, the econometric analysis is focused on the electricity sector rather than on the overall primary energy supply, which also includes the diverse heating and transport sectors. In addition, an alternative public policy variable is proposed using the tax and levy component of electricity bills. Furthermore, an alternative econometric approach is employed using a hybrid mixed effects estimator. The results of this analysis are found to be broadly as expected. Electricity grid interconnection and higher levels of greenhouse gas emissions both motivate the development of renewable electricity, with point elasticities of 0.55 and 0.87 respectively. In the twentieth century national social policies stabilized the European state systems, favouring domestic concordance and citizens' support to the nation-building process. Welfare institutions have historically served this key political function also in federal systems, where social citizenship has been used as a tool to foster unity. In contrast, even though the EU devotes a consistent part of its (however limited) budget to social cohesion and inclusion programmes, it takes little credit for such efforts. Building on original survey data on public opinion collected in 2019 across ten EU countries, this article shows that, indeed, only a limited number of citizens are aware of the social role played by the EU in their local community. On the other hand, it demonstrates that citizens' awareness of EU programmes strengthens the individual perception of power resources stemming from euro-social initiatives, the feeling of 'being heard' by the EU and, ultimately, the support for the European integration project as a whole. Abstract: With a high penetration of intermittent energy sources in Europe, the relevance of the balancing mechanisms increases, as these sources may require additional balancing actions and increase network congestions. Germany has experienced a significant penetration of intermittent energy sources and network congestions. This paper analyses the functioning of the German balancing mechanisms, with a special focus on the interplay between imbalance pricing and network congestions. We demonstrate the existence of adverse price signals caused by a flawed design of imbalance pricing in relation to network congestions. The political will to reduce global GHG emissions has largely contributed to increased global biofuel production and trade. The expanding cultivation of energy crops may drive changes in the terrestrial ecosystems such as land cover and biodiversity loss. When biomass replaces fossil energy carriers, sustainability criteria are therefore crucial to avoid adverse impacts and ensure a net positive GHG balance. The European Union has set mandatory sustainability criteria for liquid biofuels in its Renewable Energy Directive ( RED) 2009/28/ EC to ensure net positive impacts of its biofuel policy. The adoption of sustainability criteria in other world regions and their extension to solid and gaseous biomass in the EU is ongoing. This paper examines the effect of the EU RED sustainability criteria on the availability of biomass resources at global and regional scale. It quantifies the relevance of sustainability criteria in biomass resource assessments taking into account the criteria's spatial distribution. This assessment does not include agricultural and forestry residues and aquatic biomass. Previously unknown interrelations between sustainability criteria are examined and described for ten world regions. Abstract: Biomass is one of the major sources of renewable energy in the World. This paper aims at observing primary biomass energy supply in some EU countries within periods1971–2009 and 1982–2009. Following related two panel data sets for biomass in EU, this work employs linear models and nonlinear threshold autoregression (TAR) models to test linearity against nonlinearity and nonstationarity against stationarity. If nonlinearity is found, then, the next step is to search transition variable and threshold value of the panel data sets. This paper eventually has the purpose to reveal if EU countries converge in the production of biomass in a linear form or nonlinear form. Findings show that panel of Austria, Denmark, Finland, France and Portugal follows nonlinear process and reaches partial convergence in per million primary solid biomass energy supply. However, the involvement of Belgium, Greece, Norway, Poland and Sweden to the panel yields linearity and divergence. One may suggest policy makers of EU and/or OECD, upon conclusion of this paper, to revise their energy policies to stimulate both production and consumption of biomass energy source. Europe has been in the forefront of the development and implementation of the peaceful use of nuclear energy since the beginning, with the commissioning of the first nuclear plants in the world in the early fifties; today, nuclear power represents a significant contributor to the global energy supply in the continent (around 30%, i.e., almost twice as much as the world average). This paper investigates the current situation of nuclear in Europe, and whether there is a future for nuclear after the 2011 events. In preparation for the ASME PVP2013 conference to be held in Paris, France, next year, the paper aims at introducing our colleagues from all over the world into the European nuclear issues. Abstract: The paper analyses the issues for consideration listed in the stock taking document “New Energy Strategy for Europe 2011–2020” and explores the impact of their implementation on the use of renewable energy sources. The main objective of the paper is to introduce and provide a summary of the theoretical and methodological achievements required for an analysis of the implications of such an EU level strategy. It also provides a summary of the results of the analysis of the impacts of the Strategy on a specific field; namely, on the use of renewable energy sources. Contradictions inherent in the Strategy are discussed as well, and a proposal is put forward to aid the resolution of these contradictions. The paper also points out that the further development of the theoretical and methodological achievements may result in the creation of a simulation model, the application of which could effectively aid the process of strategic planning and the testing of strategies prior to approval. Finally, the paper discusses how an EU level and/or a global network of energy security centres could promote the development and implementation of an energy policy ensuring the appropriate utilization of renewable energy sources. Abstract: Large scale integration of wind energy poses new challenges to the European power system due to its stochastic nature and often remote location. In this paper a multivariate uncertainty analysis problem is formulated for the integration of stochastic wind energy in the European grid. By applying copula theory a synthetic set of data is generated from scarce wind speed reanalysis data in order to achieve the increased sample size for the subsequent Monte Carlo simulation. In the presented case study, European wind power samples are generated from the modeled stochastic process. Under the precondition of a modeled perfect market environment, wind power impacts dispatch decisions and therefore leads to alterations in power balances. Stochastic power balances are implemented in a detailed model of the European electricity network, based on the generated samples. Finally, a Monte Carlo method is used to determine power flows and contingencies in the system. An indicator is elaborated in order to analyze risk of overloading and to prioritize necessary grid reinforcements. Implications for the Swiss power grid are investigated in detail, revealing that the current system is significantly put at risk in certain areas by the further integration of wind power in Europe. It is the first time that the results of a probabilistic model for wind energy are further deployed within a power system analysis of the interconnected European grid. The method presented in this paper allows to account for stochastic wind energy in a load flow analysis and to evaluate deterministic indicators, such as the N −1 criterion, on a probabilistic basis. In order to maintain the existing pattern of international interests and dominate the technologies and markets of new energy in the future, some developed countries in Europe and the Americas have carefully designed a disastrous and even lethal climate trap for the developing countries including China. This paper elaborates on the building and cracking of the climate trap from the philosophical point of view, especially from the relationship between the natural nature and the artificial nature. It then proposes such concepts as climatic natural nature and climatic artificial nature, and analyzes the characteristics of their reciprocal effects. On this basis, this paper respectively gives detailed analyses of the building and cracking of the profit-making climate trap, the fear-causing climate trap and the guilt-provoking climate trap so as to clarify the confusions in understanding these issues. Currently, the States and regions around the world face with several economic, environmental, social challenges etc. The increase in the demand for power supply, for primary resources (agriculture, forestry and fishing), for industrial products and services, sets a significant pressure on the ecosystems sustainability. One of the solutions to support the sustainable development process may be the transition towards the bio-economy, innovative sector focused on the production of biotechnologies and biomass. The bio-economy is the field comprising all economic activities related to the use of biological renewable resources. Considering this, the goal of this paper is to draw the attention on the importance of bio-economy in the effectiveness of the use of natural resources and in the current context of obvious and irreversible climate changes. Moreover, lately, the concept of bio-economy gained the attention of the scientific and political environments, both in Europe and at worldwide level. Abstract: For many, the supergrid is seen as the solution that allows the massive integration of renewable energy sources in the European power system. It connects different remote energy sources to the existing grid while offering additional control. It offers balancing through geographic spread and allows a more diversified energy portfolio. In the meanwhile it increases the security of supply. However, technical limitations exist, and it is not yet possible to construct such a supergrid. Several outstanding issues need to be solved. This paper first describes the potential and need for a supergrid. The paper focuses on a meshed, multi-terminal VSC HVDC, and it is explained why this relatively new technology is believed to be the best suitable one for such a grid. The different difficulties or challenges that still exist are addressed. The central aim of this paper is to present an intergovernmentalist evaluation of the prospects for the European Union (EU) member states to pursue a common energy security policy at the supranational level. Particularly, the analysis seeks to address the demands for a common EU stance concerning the issue of energy supply security. Abstract: Issues related to the unsustainable use of natural resources are currently high on the policy agenda both in Europe and in other world regions. A large number of studies assessed past developments of material use and resource productivities. However, little effort has so far been devoted to forecasting future patterns of natural resource use and to provide ex-ante assessments of environmental and economic effects of different resource policies. This paper presents results from the international research project “MOSUS” (Modelling opportunities and limits for restructuring Europe towards sustainability), which was designed to fill some of these research gaps. In this project, a global economy–energy model system was extended by a worldwide database on material inputs, in order to run three scenarios for European development up to the year 2020: a baseline scenario without additional policy intervention and two so-called “sustainability scenarios”, simulating the implementation of six packages of policy measures geared towards decoupling economic activity from material and energy throughput. These measures included, amongst others, taxes on CO2 emissions and transport, measures to increase metal recycling rates, and a consulting programme to raise material productivity of industrial production. This paper presents the evaluation of the three scenarios with regard to the extraction of natural resources on the European and global level. In the baseline scenario, used domestic extraction within the EU remains roughly constant until 2020, while unused domestic extraction decreases (particularly overburden from mining activities). The stabilisation of domestic extraction, however, is accompanied by growing imports of material intensive products. This indicates that the material requirements of the European economy will increasingly be met through imports from other world regions, causing shifts of environmental pressures related to material extraction and processing away from Europe towards resource-rich countries. The implementation of the six sustainability policy measures applied in the sustainability scenarios results in a slight absolute reduction of domestic extraction in all European countries and significantly increased resource productivities. The results suggest that policy instruments aimed at raising eco-efficiency on the micro level can be conducive to economic growth. To limit rebound effects on the macro level, these instruments must, however, be accompanied by other policies influencing the prices of energy and materials. With regard to global resource use trends, the baseline scenario forecasts a significant growth of resource extraction, particularly in developing countries, reflecting the growing demand for natural resources of emerging economies such as China and India. Abstract: The need for diversification of energy sources is an immanent goal in long term energy strategy. In particular, this is of great importance for the natural gas supply. In this respect, evaluation and assessment of potential natural gas resources and their relation to consumers is of great importance. The natural gas supply in Europe is one of the main issues of European energy strategy to be followed in the future. In particular, the natural gas supply in the southeast countries is important. This paper provides a framework for understanding how much natural gas is available for use in south east and central Europe as well as the links to the recent supply of natural gas and its transport. The analysis is focused on evaluation of the potential routes for natural gas supply to the south east and central European countries. The potential options included in this analysis are the Yamal Route; Nabucco Route; West Balkan Route; LNG NEUM Route and Gas by Wire Route. In this analysis, attention is focused on the following indicators for assessment of potential options: environmental indicator; NG cost indicator; NG transport and royalty indicator; investment indicator; and NG demand indicator. The author talks about the management of windpower deployment in Europe. The European Union (EU) Heads of State came up with an agreement that EU should adopt its target of utilizing its 20 percent of energy consumption from renewable sources by the year 2020. In line with the European energy policy agendas, wind power comes near the top. The author comments that several governments perceive wind power to be the most economically and technically feasible option for the supply of clean energy.
