This study aimed to enquire about the English foreign language (EFL) doctoral students' perspective, especially in the non-English department, concerning the Indonesian government policy, which obliges an article published in a reputable international journal as a requirement to receive a doctoral degree. Their challenges in publishing their papers in Scopus or Web of Science (WOS)-indexed journals and their resolutions were also analyzed. A mixed-methods technique was used to obtain quantitative and qualitative information. The study consisted of 57 respondents, comprising 25 males and 32 females, who were EFL doctoral students of education departments from five universities. The purposive sampling method with several criteria was used to determine the study participants. Data were then collected through questionnaires and semi-structured interviews. Subsequently, the findings showed that the policy of publishing a paper in Scopus or WOS-indexed journals to obtain an EFL doctoral degree was burdensome to the majority of the students. Other findings showed that the students faced several challenges in publishing their papers in these journals, including language problems, cost of publication, journal selection, lack of experience, duration to publish, writing difficulties, revising, and stress. The article presents comments on sociologist Bernard C. Go's paper "The Chinese in the Philippines: Facts and Fancies," which was published in the October 1972 issue of the journal "Philippine Sociological Review." The author limits the discussion to one area touched upon by Go's paper, namely, certain aspects of the formal educational arrangements of the Chinese in the Philippines which may help or hinder integration. The distribution of Chinese schools in the country is as follows 25 in Manila, 10 in the Manila suburbs, 45 in Luzon, 15 in the Bicol Region, 30 in the Visayas, and 26 in Mindanao. This gives a total of 151 schools in the whole country. A significant trait of the Chinese school is that it offers a double curriculum. The standard curriculum prescribed for the public and private schools by the Philippine Department of Education is offered in the morning by Filipino teachers. The material used in Chinese schools for courses in Chinese originate in Taiwan, much of it produced by the education section of the Overseas Chinese Affairs Commission in Taipei. The management of many schools has been under boards of trustees compliant with policies of China's Nationalist government and party.

A major admissions reform was carried out in Finnish higher education at the end of the last decade. This paper focuses on three main policy papers connected to the reform and examines the use and production of evidence therein. Drawing on bibliometric research and research on educational policy, we aim to provide insight into how to utilize citation analysis when examining evidence in educational policymaking. In the three policy papers, domestic legislature was cited the most frequently, and research from higher education institutions was cited the least. Affirmational citations were the most prominent; perfunctory, assumptive, conceptual, persuasive, contrastive, and negational citations were found to a lesser extent. When cross-examined in relation to citation types, sources were mostly cited as affirmational, with the exception of research from higher education institutions, which was cited as conceptual information. We also found that the writers cited their own previously written ministry-affiliated policy brief as central information in one of the policy papers connected to the reform. Our study is in line with the earlier literature showing that certain sources, such as domestic publications, are favoured over others. This is a quantitative study that focuses on the language education policy of distance learning classes with particular attention to the policies regarding the use of the first language in teaching the second language. Previous studies show that the viewpoint of teachers and students, who are involved in distance learning, towards policies of the English language departments of Saudi universities has not been explored before. The main objective of this paper is investigating teachers’ and students’ awareness of the English department’s policy regarding L1 in distance learning classes and the participants’ attitudes towards using L1 in the distance learning classes of L2. Teachers of English as a foreign language with various academic ranks and undergraduate students from different colleges took part in this study. The main research tool of this study is an online questionnaire. The same questionnaire was given to the two types of participants. Data analysis shows that the majority of the participants were not familiar with the policy of the English language department regarding the use of L1 in distance learning classes. Data analysis indicates that both teachers and students acknowledged that they use L1 in the distance learning classes. On the other hand, half of the teachers contended that L1 enhances students’ comprehension in the distance learning classes whereas the vast majority of the students supported this argument. Policy-makers in the English language department are invited to implement an “English-mainly” policy that perceives students as bilinguals. [ABSTRACT FROM AUTHOR]

Analyses of policy documents and interviews with three Norwegian politicians revealed differences in how school leaders were described, positioned and ascribed responsibility in Norwegian education policy between 1990 and 2017. While how politicians positioned school leaders changed substantially during the period, a stable trait was vague descriptions of school leaders' responsibility. In 1990, school leaders were envisioned in a managerial position, above teachers, as employers. A more recent White Paper, from 2017, positioned school leaders closer to the teaching profession. The interviews showed that after the PISA-shock in 2001, politicians united across party lines in a 'new regime of understanding', downplaying traditional conflicts between Norwegian politicians. While Parliamentary politicians rhetorically disagreed, there was, underneath the policy discourse, a growing realpolitik consensus in questions of education policy. The study investigates policy descriptions of school leaders after 1990, when Management by Objectives was introduced in education. To position Norway in the international policy context, we draw on Stephen Ball's concepts fabrication, managerialism, magical solutions and neoliberal performativity. Three periods, with simultaneously appearing residual and emerging tendencies were identified. In conclusion, we question an apparent lack of ambitions for school leadership in Norwegian education policy. The article contributes with new insights into education policy fluctations. The OECD is an inevitable force in contemporary education. This paper illustrates how the OECD affects recent education policy-making in Iceland with a particular focus on recent documents establishing the new Education Policy 2030 in Iceland and on OECD reports that directly relate to this policy. We illustrate the relationship between these documents both topically and chronologically and use Marilyn Strathern's (2006) reasoning about policy making by bullet-points to understand these policy products. Our conclusions are that education policy 2030 is a clear step into a more Nordic tradition of policymaking, in terms of basing policy in previous works and official reports as well as increasing involvement by stakeholders. However, they are characterized by politically admirable, albeit lofty, formulations of ambitions and focus areas, rather than measurable, actionable and implementable policies. The OECD is given a great influence not only as a referential point and a tool to legitimate particular policies, but also a post-hoc policy-implementation adviser and auditor of the policy. Even though the OECD is asked for evaluation of the visionary policy and seems to be the solution to the perceived lack of professional procedure in Icelandic governance, the time-frame seems not to have allowed a thorough use of their advice. This paper analyzes stakeholder engagement in educational policymaking in Singapore and Finland, two countries renowned for successful education systems. While both countries achieve high academic standards, they employ distinct approaches to engage stakeholders in shaping educational policies. Singapore adopts a centralized model where policymaking is primarily directed by the Ministry of Education (MOE), with limited participation from external stakeholders. In contrast, Finland adopts a decentralized approach, empowering local authorities and schools with significant autonomy and actively involving stakeholders in policymaking. Key stakeholders, including teachers, parents, students and the private sector, play different roles in each country's education governance. In Singapore, stakeholders are consulted through formal channels but have limited influence on decision-making, whereas, in Finland, stakeholders actively steer fundamental policy directions through extensive participation and consensus-building. The paper highlights the strengths and weaknesses of each approach and their impacts on education outcomes. Despite differences in governance models, both countries prioritize inclusive education, social cohesion, and holistic development. The analysis underscores the importance of meaningful stakeholder engagement in crafting effective education policies that align with national values and visions. [ABSTRACT FROM AUTHOR]

Teachers in South Africa are under great pressure from the state to improve their qualifications, one of the state`s strategies for improving education standards The pressure u felt more acutely by black teachers who were previously allowed to teach with lower qualifications than their white counterparts In-service teachers, irrespective of their age or length of experience, are required to obtain the school leavers' certificate post hoc to earn a salary commensurate with their duties Their duties are heavy the pupil-teacher ratio is about 451, and teachers teach between 42 and 50 periods a week, without many basic facilities Consequently, many teachers are neglecting their pupils to concentrate on their studies The call for qualifications can be viewed as a component of the South African state`a reform initiative, and, as such, is yet another cosmetic amelioration of black people`s status because it does not address their needs. The article presents the author's commentary on the theories of development underlying the Educational Sector Policy paper of the World Bank. The two main aims of education according to the paper are as follows: contribution of education to the achievement of social justice and role of education in economic development. The author criticizes the strategies derived from the new theories of development which link the achievement of economic development and social justice. According to him, it does not follow from the newer theories of development that equality will contribute to economic development. He also claims that the paper makes the methodological mistake of attempting to derive policies directly from descriptive social theory.

Artificial intelligence (AI) has emerged as a pivotal force in modern society, significantly impacting various sectors, including academia. This paper examines the broad implications of AI, particularly Large Language Models (LLMs), and their transformative potential across educational institutions. The San Jose State University's iSchool is highlighted as a case study, demonstrating its proactive approach to integrating nascent technologies and revising curriculum competencies to address AI's influence. As AI reshapes library and information science (LIS) education, the development of new competencies, such as data privacy and ethical AI use, becomes essential. Furthermore, the ethical and societal implications of AI, including potential inequalities and biases, are explored. The response of scholarly publishing communities, illustrated by the iSchool's Student Research Journal's policies, underscores the need for adaptable frameworks to manage AI's impact on research integrity. This paper advocates for immediate curriculum design adjustments and ongoing policy reviews to ensure responsible AI integration, emphasizing the importance of equitable access and the ethical use of AI technologies. Inclusive education stands as a beacon of progress in ensuring the holistic development of children with neurodevelopmental Disorders. Ghana has made significant strides in promoting inclusive education through the inclusive education policy developed in 2015. Central to the successful implementation of inclusive education is the attitude and competence of teachers in managing children with special needs. Notable progress has been observed among teachers, reflecting a growing recognition of the importance of inclusive practices and a willingness to embrace diversity within the classroom. Yet, the journey toward successful policy implementation is fraught with substantial institutional challenges, such as inadequate resources and curriculum rigidity. This paper contends that addressing the complexities of inclusive education demands a comprehensive strategy that extends beyond the realm of teacher attributes alone. Recognising that the barriers to inclusive education in Ghana are multifaceted and encompass various systemic, environmental, and attitudinal factors is imperative. The article uses R Studio Bibliometrix, VOSviewer, and Connected Papers to structure the scientific work of scientists on the development of educational systems during socio-economic, political, migration, pandemic, and climate crises in the 2020s. The research is based on more than 970 publications (articles, conference abstracts, monographs, and their sections) indexed by Scopus in 2020--2024, selected by keywords: "educational crisis," "education policy response," "education disruption," and "learning loss." The publication activity grew at an annual rate of 16.45%, peaking in 2023, while the peak of public interest (determined by Google Trends) was in 2022. The study consists of seven parts: the first examines shifts and patterns in the fields of educational crisis; the second analyzes influential publications; the third identifies key research institutions; the fourth explores various counties; the fifth highlights prominent researchers in these fields; the sixth delves into key areas of study; and the seventh uncovers core themes and insights in the research. The study identifies a number of important areas of concentration for the study of educational crises from a thematic perspective. These include education disruption and learning loss, and the broader impact of these issues on inclusive growth and sustainable development. Among all the crises that took place in the world in 2020--2024, COVID-19 and the full-scale war in Ukraine had the greatest impact on the transformation of education systems. China and the United States dominate the world in terms of publication activity and citation of articles by scientists from these countries (their point of view actually determines the emphasis with which the scientific world speaks about challenges in education), while scientists from Australia, India, and the United Kingdom have significantly increased their research activity in this area over the study period. In accordance with contemporary educational policy, changes have been made to the requirements of initial teacher education (ITE) with the aim of promoting the development of digital competence among pre-service teachers (PSTs). This paper explores what it means for a primary PST to develop digital competence and posits that programmes of ITE should develop the digital teaching competence of PSTs, alongside positive attitudes toward digital technology use. This is a complex and under-researched process involving multiple actors, including higher education institution tutors, school placement tutors, and cooperating teachers. This research gap is addressed within this paper by examining these actors and unpacking the key issues which may prevent PSTs from developing and enacting digital teaching competence. It appears there is a lack of alignment across these actors, which may negatively impact the digital competence of PSTs. Consequently, we propose that the conceptualization of digital competence across programmes of ITE needs to be brought into alignment. Actions including the establishment of a shared vision of pedagogical use of digital technology, formal induction, and ongoing transformative professional learning for all actors across a programme of ITE are proposed if PSTs are to be enabled to develop the digital competence required by policy. The article focuses on the resolution, submitted by the North American Assembly of State Arts Agencies, regarding arts and education in the U.S. The resolution aims to create a better learning environment for students and to support the teachers working toward better educational quality in American schools. The North American Assembly believes that arts are fundamental in American public education to encourage an open society and that they give way to the acceptance of cultural democracy. In addition, the committee considers an open teaching method in schools as a way to nurture students' capacities.

This paper gives a short overview of the UK government’s STEM agenda and then considers one aspect in depth – the STEM Advisory Forum. It explains how the Forum operates to draw together views from across the STEM community through online discussions and face-to-face events. Four examples are given of topics that have been dealt with by the Forum. Firstly the topic of engineering, enrichment and engagement is covered through samples of various events and discussions. A major issue covered is the number of young people taking A Level mathematics. The background to the issue is explained and how views expressed on the Forum might have had some influence upon the Government’s advanced level target and may yet impact on admissions behaviour in universities. A third short example of impact on the number of university places for STEM subjects is given and the piece finishes with an example of impact at local level in schools. [ABSTRACT FROM AUTHOR]

This study examines and explores the challenges, issues, and problems with their solutions regarding Science, Technology, Engineering, and Mathematics (STEM) education along with the awareness enjoyed by science teachers. The selection of papers for this study was done through systematic literature review techniques. The 11 themes were generated through the thematic analysis of the papers that is, STEM education and its awareness; its challenges, issues, and problems; its curriculum; inquiry and learning environment; technologies; learning and models of integration; a blended learning approach; students' problem-solving abilities and skills; its implementation and evaluation; it's research and current trends; and interdisciplinary collaboration and intervention. Policy and planning, infrastructure, and the state of society were found the main factors of the poor conditions of STEM education. STEM research studies suggest that a curriculum with a blended learning approach has to be integrated by interventions of models depicting technological and inquiry-based environments to bring awareness among teachers, which strengthens the students' problem-solving abilities and skills.
