1. Student Engagement in a Brazilian Research University. Research & Occasional Paper Series: CSHE.3.2023

Abstract

Research universities enable students to have a unique learning environment and other experiences. This article aims to analyze student engagement in one research university in Brazil, the effects of student socioeconomic and academic characteristics and their associations with university structures (curriculum), and student trajectories. The data comes from the Student Experience in the Research University, an international survey administered in 2012 at the University of Campinas and longitudinal academic registers. The study used both Principal Component Analysis and also Multiple Linear Regression Models. Five modes of engagement were found: two related to curricular engagement (engagement with faculty and engagement outside the classroom), social and leisure engagement, curricular disengagement and co-curricular engagement. The main effects are associated with the disciplines. Regarding student trajectories, there was a negative association between academic engagement and dropout students and those still enrolled seven years after the survey application. The results align with other studies that associate disciplines with student engagement and student engagement with student success.

2. A Half Century of Progress in U.S. Student Achievement: Ethnic and SES Differences; Agency and Flynn Effects. Program on Education Policy and Governance Working Papers Series. PEPG 21-01

Abstract

Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

3. Classroom Segregation without Tracking: Chance, Legitimacy, and Myth in 'Racial Paradise.' CEPA Working Paper No. 21-04

Abstract

Though schools do not track in Brazil, I find that black/white classroom segregation in Brazil is greater than recent estimates from North Carolina high schools (Clotfelter et al., 2020). How does race-based classroom segregation occur without tracking, and in a supposed "racial paradise," no less? Using national, student-level data spanning from 2011 to 2017, I describe racial classroom segregation among Brazilian 5th and 9th graders and assess potential mechanisms identified in the literature. The findings are consistent with a segregation by chance regime in which (1) schools typically assign students to classrooms arbitrarily, producing initial assignments that are sometimes segregated by chance, and (2) schools choose to move forward with the racially segregated "draws" rather than make race-conscious adjustments.

4. Is School Funding Unequal in Latin America? A Cross-Country Analysis. CEPA Working Paper No. 20-11

Abstract

Public spending on education has increased significantly in Latin America over the last several decades. Yet, the question remains as to whether greater spending translates into a more equitable distribution of resources. We address this issue by measuring inequality in per-pupil spending between regions of varying socioeconomic status (SES) within five different countries: Brazil, Chile, Colombia, Ecuador, and Peru. The results show that while Brazil's funding gap has narrowed over time, this federal nation has the widest socioeconomic spending divide, due to large inequalities in local revenues between high and low SES regions. School funding in Colombia has become more regressive over time, though its gap is half the size of Brazil's. Meanwhile, the distribution of school funding in Peru has changed, shifting from regressive (benefiting the richest regions) to progressive (benefiting the poorest regions). Education spending in Chile and in Ecuador have instead been consistently progressive. However, while the progressiveness of funding in Ecuador is driven by transfers targeting disadvantaged rural areas, the funding formulas in Chile address socioeconomic inequalities beyond the rural-urban gap.

5. Measuring and Explaining Management in Schools: New Approaches Using Public Data. CEP Discussion Paper No. 1656

Abstract

Why do some students learn more in some schools than others? One consideration receiving growing attention is school management. To study this, researchers need to be able to measure school management accurately and cheaply at scale, and also explain any observed relationship between school management and student learning. This paper introduces a new approach to measurement using existing public data, and applies it to build a management index covering 15,000 schools across 65 countries, and another index covering nearly all public schools in Brazil. Both indices show a strong, positive relationship between school management and student learning. The paper then develops a simple model that formalizes the intuition that strong management practices might be driving learning gains via incentive and selection effects among teachers, students and parents. The paper shows that the predictions of this model hold in public data for Latin America, and draws out implications for policy.

6. Equivalent Years of Schooling: A Metric to Communicate Learning Gains in Concrete Terms. Policy Research Working Paper 8752

Abstract

In the past decade, hundreds of impact evaluation studies have measured the learning outcomes of education interventions in developing countries. The impact magnitudes are often reported in terms of "standard deviations," making them difficult to communicate to policy makers beyond education specialists. This paper proposes two approaches to demonstrate the effectiveness of learning interventions, one in "equivalent years of schooling" and another in the net present value of potential increased lifetime earnings. The results show that in a sample of low- and middle-income countries, one standard deviation gain in literacy skill is associated with between 4.7 and 6.8 additional years of schooling, depending on the estimation method. In other words, over the course of a business-as-usual school year, students learn between 0.15 and 0.21 standard deviation of literacy ability. Using that metric to translate the impact of interventions, a median structured pedagogy intervention increases learning by the equivalent of between 0.6 and 0.9 year of business-as-usual schooling. The results further show that even modest gains in standard deviations of learning--if sustained over time--may have sizeable impacts on individual earnings and poverty reduction, and that conversion into a non-education metric should help policy makers and non-specialists better understand the potential benefits of increased learning. 7. Entrepreneurial Learning in TVET. Discussion Paper

Abstract

As a result of its direct link to the labour market, technical and vocational education and training (TVET) plays an important role in equipping the modern workforce with in-demand skills. This discussion paper aims to inspire the introduction of entrepreneurial learning in TVET towards a fully mainstreamed approach, whereby entrepreneurial learning is integrated into the role, function and delivery of TVET systems for the benefit of all learners. The paper provides insight into the different approaches to mainstreaming entrepreneurial learning and illustrates the contribution of the key pillars that make up the entrepreneurial learning ecosystem. This is supported by a series of practical examples from TVET systems around the world, illustrating how entrepreneurial learning is being transformed into reality by governments, TVET systems, communities, networks, institutions, teachers, trainers and TVET learners. This paper explores five elements of the entrepreneurial learning ecosystem: (1) Developing policy for entrepreneurial learning; (2) Curricula and pedagogies; (3) Supporting teachers and trainers; (4) Learning modes other than formal curricula; and (5) Career paths and start-ups.

8. Hit and Run? Income Shocks and School Dropouts in Latin America. Policy Research Working Paper 8344

Abstract

How do labor income shocks affect household investment in upper secondary and tertiary schooling? Using longitudinal data from 2005-15 for Argentina, Brazil, and Mexico, this paper explores the effect of a negative household income shock on the enrollment status of youth ages 15 to 25. The findings suggest that negative income shocks significantly increase the likelihood that students in upper secondary and tertiary school exit school in Argentina and Brazil, but not in Mexico. For the three countries, the analysis finds evidence that youth who drop out due to a household income shock have worse employment outcomes than similar youth who exit school without a household income shock. Differences in labor markets and safety net programs likely play an important role in the decision to exit school as well as the employment outcomes of those who exit across these three countries.

9. Money, Politics and the Rise of For-Profit Higher Education in the US: A Story of Supply, Demand and the Brazilian Effect. Research & Occasional Paper Series: CSHE.2.12

Abstract

For-profit colleges and universities in the US have been growing at a staggering pace in enrollment, in profits, and in the corporate value of those traded on the New York Stock Exchange. From 2000 to 2010, the sector grew by some 235 percent in enrollment, increasing its market share from 3 to 9.1 percent of all tertiary enrolled students. What accounts for this rapid growth in the For-Profit (FP) sector in the US? How will such growth influence educational opportunity and degree attainment rates in a country that first pioneered a mass higher education built largely around expanding public colleges and universities? As discussed in the following essay, there are specific characteristics of the FP sector that are peculiar to the US; others reflect global trends largely seen in developing economies. Simply put, in the US as in other parts of the world, the FP sector is a modern feature of changing market dynamics related to demand and supply--or the lack thereof. As discussed in this essay, the current US experience is a version of what I call the "Brazilian Effect": when public higher education cannot keep pace with growing public demand for access and programs, governments often allow FP's to rush in and help fill the gap, becoming a much larger and sometimes dominant provider. This is the pattern in many developing economies such as Brazil where some 50 percent of student enrollment is in profit-like private institutions also found in Korea, Poland and many other parts of the world. Despite concerns about the economic model of For-Profits which rely heavily on taxpayer funds, their low degree completion rates, the quality of those degrees, their high tuition and fee levels, the high levels of debt and poor employment record of graduates, and new federal regulations and a series of lawsuits, my prediction is that the FP sector will continue to grow over the long-term not so much because it meets societal demands for diverse forms of higher education, but because of the inability of the public sector to return to the levels of public subsidies and program growth they had in the past--the Brazilian Effect. The result now, and in the future, is a kind of policy default: the future tertiary market will not be the result of a well thought out policy at the national or state levels, but a quasi-free market result that will foster lower quality providers and fail to meet national goals for increasing the educational attainment level of Americans. As this paper discusses, higher education policy is about broad issues of socioeconomic mobility and economic competitiveness, but it is also about money, big business, and political influence. Abstract

This paper describes important issues in the promotion of the development of children 0 to 6 years of age in Brazil, particularly in education, health, children's rights and public policy. Brazil exhibits tremendous disparities and some of the worst welfare indicators in Latin America. Much of the population faces poverty, limited educational opportunities, and inequitable access to services and basic protections. The youngest children are disproportionately affected. Indicators of malnutrition remain high. Despite the efforts of dedicated teachers and officials, the public education system is not providing an adequate foundation so that children from low-income families may one day rise out of poverty. Education has been a key area of public policy under several government administrations, but early childhood development has not been underscored. Nonetheless, there are reasons for optimism. This paper includes numerous examples of good practice in early childhood education in Brazil, including children's participation, progressive pedagogies that build on local cultures and well-designed, publicly funded early childhood education strategies. 11. Internationalizing Brazil's Universities: Creating Coherent National Policies Must Be a Priority. Research & Occasional Paper Series: CSHE.11.11

Abstract

It is estimated that approximately 3 million students are enrolled as international students, and it is possible to project that this number may reach more than 7 million by 2025. As global demand exceeds the supply, competition is building for the best of these students. Some countries (or regions) clearly envisage the opportunity this represents and have been strongly stimulating student mobility. There is a race for "brains", be it for professors at the end of their careers looking for new professional opportunities and/or the opportunity to return to their native countries, or for researchers at the beginning of their careers, looking for a place that might offer them a better future, or even for students, who seek more appealing alternatives. How will Brazil fare in this competition for talent? If it is to internationalize its higher education study programs, Brazil must deal with a number of practical problems, including a lack of specific policies and guidelines. Bureaucracy, for instance, is one major problem. A foreigner who comes to live in Brazil faces many obstacles, mainly due to the bureaucracy involved in everything from getting a Visa through the Federal Police office, to opening up a bank account, renting an apartment, registering at school, amongst many other processes and regulations that make it difficult for anyone to come and live in Brazil. One rarely finds a course offered in English or Spanish in a Brazilian university and the selection of faculty are normally held in Portuguese. Currently, there are no plans or projects at either the federal or state level, to address these obstacles. This should be a major concern to all who hold positions of responsibility in the educational process, as Brazil is not keeping pace with higher education reforms found globally. The internationalization movement is growing, and Brazil must actively seek reforms to keep pace with economic competitors.

12. Master Planning in Brazilian Higher Education: Expanding the 3-Year Public College System in the State of Sao Paulo. Research & Occasional Paper Series: CSHE.10.10

Abstract

Until recently, Higher education (HE) in Brazil had been, identified with colleges and universities running traditional academic undergraduate programs, with expected graduation time of 4 years or more. The universities in the state of Sao Paulo are at the top of international rankings among Brazilian HEIs, accounting for about half of all indexed research done in Brazil and responsible for 40% of all PhD degrees granted in the country. They have a total enrolment of almost 200,000 students, about 1/3 of those in graduate programs. However, by 2000, with pressure for expansion of the HE system in Brazil and in Sao Paulo increasing, it became clear that the singular model of the research-oriented HE institution was no longer a viable one to meet enrollment demand and labor needs. In 2001, Sao Paulo's state government initiated its first attempt at a "Master Plan" focused on how to expand its network of Higher Education institutions. The main target was to achieve a net enrollment rate of 30% for the whole system (private sector included) by 2020, twice the 2005 figure of 15%. At first, plans were made to create a new 2-year college system similar to that of the United States. But that proved infeasible. By 2005 a new plan emerged to expand the existing system of public State Technological Colleges (FATECs) composed of local or regional, colleges which offer 3-year programs, usually related to the economic and development needs of a particular area. Thus far, this program of expansion been a success, while preserving the function of the universities as more selective and research oriented enterprises. A relatively quiet revolution is under way in Brazilian HE, reflecting a global trend in many emerging economy countries where institutional diversification, including the development of a strong system of HEIs offering vocational programs, has played a key role in expanding HE access. 13. Primary Education in Latin America: The Unfinished Agenda. Sustainable Development Department Technical Papers Series.

Abstract

This paper assesses progress made in elementary education in Latin America from 1990-2000. Besides examining completion rates, it looks at four critical indicators: the extent to which repetition rates have declined over the decade; the extent of timely access and on-time ages of elementary school students; the level or elementary school students' learning achievement; and changes in expenditures and other inputs into elementary education. The paper focuses on four countries (Brazil, Chile, Costa Rica, and Honduras), which represent a wide spectrum of education conditions in the region. It uses data collected from a variety of sources, with the main criterion being reliable observations from 1999-2000. Results indicate that overall, the region has made progress in elementary education. More children complete their elementary schooling. They are also more likely to begin their schooling at appropriate ages, and they are less likely to repeat a grade. Most countries have increased their investments in education. However, 18 percent of children in the region do not complete 6 years of elementary education, and 16 percent repeat a grade. Progress in terms of learning has been slow or nonexistent. 15. A Paradigm Shift: From Paper-and-Pencil Tests to Performance-Based Assessment

Abstract

This article describes how The Language Center at the Espirito Santo Federal University changed from using traditional pencil-andpaper tests to performance testing, based on authentic tasks. The change was prompted because people thought that their testing did not reflect a communicative approach to language teaching. The Assessment Project lasted for two years; the author discusses its participants, goals, stages (including pilot testing), and results. Content and construct validity improved, leading to positive washback. Learning objectives and criteria for passing were clarified.

"The Mediators: Providing Access To Texts in English in a Semi-Urban Maharashtrian College Community" (Grace Plamthodathil Jacob) examines the teacher's role in mediating cultural awareness as part of English second language education in a multilingual, non-western society. "Gender Distribution of Negative Judgments" (Dom Berducci) examines how male and female college students make negative judgments, and discusses possible sociolinguistic rules for the use of such judgments. "Distance Learning and Second Language Acquisition: The Role of Input and Interaction" (Thomas Hickey) suggests that distance learning might be a fruitful area of inquiry for second language learning researchers. "Educational Alternatives for Elementary School Students in Spanish-Speaking Communities" (Daphne Katranides) considers four educational programs available to elementary school children of Spanish-English bilingual communities in the United States. "Literacy in Brazil: For What Purposes?" Abstract

This combination report/guide summarizes practical "how-to" information on the development and operation of national training boards that was gathered in a series of case studies of the effectiveness of national training boards in Canada, Singapore, Sweden, and the United Kingdom and in studies of training boards in Australia, Brazil, Colombia, Germany, and South Africa. The introductory chapter describes the research on which the guide is based, discusses common themes affecting the quality of training in the countries studied, and examines the rationale for training programs. Chapter 2 summarizes the subsequent discussion of the effectiveness of national training boards in the form of a checklist and guidelines for use by countries considering establishing a national training board. Chapters 3-9 synthesize research findings into practical recommendations dealing with the following aspects of initiating and operating national training boards: enabling legislation, training board composition, training board structure, financial resources, delivery of training, institutional planning and operations, and testing and certification. Chapters 10 and 11, which are more analytical than the chapters preceding them, examine the perception and images of national training boards and lessons learned from the case studies. Abstract

In Brazil, electronic technicians are increasingly being asked to perform a number of technical and nontechnical tasks, for which they need complex education and training or multiskilling. The typical tasks faced by electronic technicians require a relatively high level of abstraction and symbolic learning. Required skills cover a broad range of intellectual and technical abilities. Electronics is expected to keep changing, and technicians should be able to keep up with these developments and to learn how to learn. Employers value technicians with general abilities and knowledge subsumed under the general term of trainability. They are also concerned with two major categories of theoretical knowledge: the basic principles behind the functioning of electronic systems and equipment and the specific disciplines that impart knowledge, information, and technical skills in electronics, automation, pneumatics, and mechanics. Both employers and students expect electronics to be a lifelong experience. An analysis of 30 years of curriculum change in the electronics school of Santa Rita do Sapucai shows that pure theory in the 1960s became applied in the 1970s. The critical challenge of multiskilling is to overcome the tension between the employer's demand for increasingly highly qualified technicians and the immediate realities of the workplace where repetitive jobs predominate and limit the extent to which higher skills can be used and developed. Abstract

Brazilian environmental education and training experience is recent but has a concrete base of generating awareness among all levels of the population and also aims to train people to protect, control and manage the use of environmental resources. Several visits were made by the author to organizations, enterprises and institutions from federal, state and municipal governments that are directly and indirectly involved with environmental affairs. Contacts were also made with non governmental organizations (NGOs) and private environmental initiatives to analyze and compare alternative paths in the Brazilian environmental education and training process. This study surveyed the institutions dealing directly or indirectly with environmental concerns of the Brazilian states of Minas Gerais, Parana, Rio de Janeiro, Rio Grande do Sul, and Sao Paulois including the Federal District of Brasilia. The institutions were mainly environmental agencies, federal universities, state or federally-owned enterprises, research and scientific financing agencies, schools, research centers, and alternative initiatives. The report is organized in seven chapters containing a description of activities developed by the organizations including illustrative schemes and drawings, statistical data and concluding remarks. Abstract

Having the South American Amazon as our spatial cut, this paper aims to discuss it as a space of physical, environmental and socioeconomic relevance to regional rearticulation, highlighting the issue of transport infrastructure and the importance of Brazil to boost this process in contemporary times. With the end of the Union of South American Nations (Unasur) in 2019, several of its councils were paralyzed and discontinued, such as the Infrastructure and Planning Council (Cosiplan), reflecting the abandonment of efforts built since the beginning of the 21st century. In addition, relations between national preferences and the indispensable search for development, and mechanisms of cooperation and regional integration, which are fundamental instruments to meet such demands, were stressed. In turn, a scenario of discredited institutions made room for greater action by multiple public and private, internal and increasingly international and multinational actors who, in a way disconnected from regional arrangements, directed infrastructure investments focusing on their own interests, resulting in expiation of the the socio-environmental vulnerability in the Amazonian territories. We argue that it is necessary to integrate to preserve and develop. Regional governance and institutionality are central pillars for the resumption of a more resilient South American integration process, aimed at protecting and developing the Amazon, in which Brazil has an important driving role to be exercised and a directive leadership to retrieve.

23. Language Instructors on Their Emergency Remote Teaching Pedagogy during the Pandemic

Abstract

In this paper, we report on a study that took place during the COVID-19 pandemic and for which we interviewed ten experienced, university level, language instructors about their digital practices as they found themselves teaching in an Emergency Remote Teaching (ERT) mode. The study sought to describe how, through their professional activities and experiences, they developed new and/ or further online competencies and how the ERT context brought them to rethink their pedagogical practices and namely, their Written Corrective Feedback (WCF). Our results show that language instructors' digital competencies are on a dynamic continuum of changes with some who faced challenges, while others sought opportunities or provided solutions during that unprecedented period. An adapted version of the SAMR (Substitution, Augmentation, Modification, and Redefinition) model (Puentedura, 2010) is suggested, which takes into consideration this ERT context. 26. The Impact of Emerging Technology in Physics over the Past Three Decades

Abstract

As humanity reaches the 5.0 industrial revolution, education plays a critical role in boosting the quality of human resources. This paper reports bibliometric research on emerging TiP during 1993-2022 in the educational field to analyse its development on any level of education during the last three decades. This study employed a Scopus database. The findings are that the trend of TiP publication in educational fields has tended to increase every year during the past three decades and conference paper became the most published document type, the USA is the country which produces the most publications; "Students" being the most occurrences keyword and total link strength. The publication of the TiP is ranked to the Quartile 1, which implies that a publication with the cited performance is a publication with credibility because the publisher has a good reputation. Researchers can find the topics most relevant to other metadata sources such as Web of Science, Publish, and Perish.

30. 'American by Paper': Assimilation and Documentation in a Biliterate, Bi-Ethnic Immigrant Community

Abstract

Calls from policymakers to assimilate immigrants through English literacy have grown urgent. Yet the 2007 U.S. Census has reported that one in five U.S. residents speaks a language other than English at home. What's more, new immigrants often settle in long-standing immigrant communities in which these non-English languages are the lingua franca. These demographic trends call for a reconceptualization of the problematic relationship of literacy to immigrant assimilation. To whom, precisely, are immigrants assimilating, especially in multi-ethnic communities? And how exactly does literacy, especially biliteracy, shape this process? Through an ethnographic investigation of how two different immigrant groups form biliterate partnerships in the quest for legal immigration papers, this essay examines how literacy and assimilation function in light of the changing writing demands of contemporary immigrant life. Abstract

Over the course of less than a quarter of a century, two Brazilian Heads of State – Fernando Collor in 1992 and Dilma Rousseff in 2016 – have been removed from office by impeachment. There has been much controversy surrounding both proceedings, particularly the latter. The article seeks to discuss briefly the history of the proceeding of impeachment in Brazil and its significance for the country’s political life after 1988. Through an analysis of the impeachment cases of President Fernando Collor and President Dilma Rousseff, and overview of the literature on impeachment in Latin America, the paper will address the similarities and differences present in both cases in which a Brazilian Head of State was removed from office. The last part of the article will further discuss the disputes among Brazilian jurists triggered by differing evaluations of this legal measure and, in particular, the more recent case of its implementation in Brazil.

Abstract

Summary: In 2023, Economies celebrates its 10th anniversary. Thanks to the incredible support from all of you, the journal has developed into a well-respected academic journal. Economies has been included in several journal rankings, has a decent and growing number of submissions by well-known experts, and obtains very satisfactory citation scores given its young age. We acknowledge these achievements with a dedicated Special Issue. Therefore, researchers from all areas of economic research have been invited to submit their contributions to this Special Issue. The Special Issue is titled "Recent Topics in Economic Research" and covers a broad range of topics that are currently at the forefront of economics research and that are within Economies' scope. This includes original research papers as well as comprehensive review papers on topics of actual importance in economics.

Abstract

Case studies and seminar reports are provided that were presented at an international seminar to examine field experiences in using a culture-based approach to nonformal education. Part I, containing an introductory paper and nine case studies, focuses on indigenous institutions and processes in health, family planning, agriculture, basic education, and conscientization. The introductory paper discusses indigenous sociocultural forms as a basis for nonformal education and development. Seven countries are represented in the case studies: Indonesia, Bolivia, Java (Indonesia), Upper Volta, Botswana, India, and Bali (Indonesia). Section II focuses on the performing arts in both mass campaigns and community nonformal education programs. An introductory paper overviews folk media, popular theater, and conflicting strategies for social change in the third world. The seven case studies consider the specific strategies used in Brazil, Sierra Leone, China, India, Mexico, Jamaica, and Africa. Section III contains the seminar reports developed from discussions of the four regional working groups: Latin America, Africa and the Caribbean, South Asia, and Southeast Asia. 34. Strategy, Structure and Style in Brazilian Universities. ASHE Annual Meeting Paper.

Abstract

Configuration, strategy, and leadership style in five Brazilian universities are examined. Though research tends to focus on the university as a professional bureaucracy, it is demonstrated that other configurations are also applicable. The link between configuration and strategy making is traced, with insights into how strategies are formed in universities provided. Ways in which leaders set strategic direction are examined. Topics of discussion are: (1) decision making and structure in higher education (bureaucracy, collegiality, political model, organized anarchy, mixed models, and models of governance in higher education); (2) the business literature; (3) configuration: a framework for analysis; (4) strategy making in the university; (5) Brazil's universities; (6) university configurations (organized anarchy, the political arena, the adhocracy, the missionary organization, and the machine bureaucracy); (7) strategy making (disconnected academic strategy, emergent strategy, umbrellas and ideology, and planned and unrealized strategy); and (8) leadership style and strategy. Administrators may focus on elements other than academic strategy. Academic strategy corresponds to university outputs (research and teaching) and inputs (staff and students). Physical strategy is related to the various support components on which the university relies to get its work done (physical facilities, fund raising, and support staff). They are usually centralized functions and are more amenable to central intervention. A third area concerns the governance of the university which can facilitate the work of the university or perhaps impede it. Contains 86 references. (SM)

35. Managing Racial Integration in BRICS Higher Education Institutions

Abstract

The Sustainable Development Goals (SDGs) were developed by the United Nations in 2015 to encompass universal respect for equality and non-discrimination regardless of race, gender, ethnicity, and cultural diversity. Since 2000, Brazil, Russia, India, China, and South Africa (BRICS) have aligned with SDG 4.3 by developing higher education institutions (HEIs) which aims to "By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university". This was intended to create equal opportunities and permit full realisation and prosperity of human rights and human dignity. This paper explores the effectiveness of managing racial integration in BRICS HEIs and illustrates remarkable progress in research and policy enactment. Particular attention is devoted to the period from the mid-2000s when evidence around the globe exposed the presence of many forms of violence, which inhibit management of effective racial integration. Based on case studies from selected BRICS countries (South Africa, Russia, and Brazil), this paper explores how the management of racial integration is being addressed within these contexts. Abstract

The study deals with the development of skilled industrial manpower in Sao Paulo, Brazil, and with the Federal government's SENAI (Service Nacional de Aprendizagem Industrial) industrial apprenticeship and trainign program. An analysis of six variables among lathe setter-operators showed that: present work situations among the operators varied greatly, especially regarding wages; present work situation controls (Physical conditions on the job, length of employment, entry level) also varied greatly; initial socioeconomic conditions were better for the operators than for the general population; formal educational level of the operators did not differ from that of the general labor force; the work experience of most operators was primarily industrial; and only 11.5 percent of the operators reached the skilled occupational level without some form of specialized industrial training. A linear regression model was used to determine the effect of the six variables on wage per hour, number and difficulty of operations performed, and time taken to reach the skilled occupational level. Since industrial training is required to reach the skilled occupational level and since private schools train many more persons than do SENAI schools, some types of private school training may provide acceptable alternatives to some types of SENAI training. Abstract

Hospitality patterns of the Bororo Indians are illustrated in two examples: the etiquette due to a visiting chief from another Bororo village, and the etiquette due any common visitor from another Bororo village. Formal hospitality differs greatly from the usual etiquette. At a visiting chief's arrival, he enters as the last of his group and waits in a central location until the village chief arrives to have an oral duel with him, which establishes their wisdom and rights; the last to speak is the winner. In this duel the importance of names, titles, ornaments, and other social codes of ownership symbolic of survival is expressed. A common visitor goes to the central plaza and shouts out all his personal names and waits to be invited into the meetingplace of the men's council for a long and detailed interview, focusing on his family's names, in order to be placed properly for eating and sleeping in a home of his name-category ("mother,""father,""godmother,""godfather"). Name categories also determine seating. Every person a Bororo may call by a kinship term is inserted into a system of food, shelter, and gift reciprocity. The origin of the kinship ties is in the tradition that a Bororo is not just a descendant of an ancestor but a representative of a mythological hero associated with the name-category. In naming a child the Bororo attempt not to "lose names." A hierarchy of social prestige is expressed in kin terms. However, naming practices do not reflect any formal kinship system--kinship is a secondary effect of naming practices. (MSE)

41. The Semiotics of Two Speech Styles in Shokleng. Sociolinguistic Working Paper Number 103.

Abstract

Two speech styles, origin-myth telling and ritual wailing, found among the Shokleng Indians of south Brazil are analyzed from the perspective of two specific functions of speech style: (1) for indexing or highlighting the subject matter in certain contexts, and (2) for relating the contexts and subject matters to other contexts and subject matters based the iconicity of its signals (pronunciation differences, distinct intonational patterns, etc.) with other linguistic and nonlinguistic signals employed in the culture. It is argued that there are certain formal-functional regularities in the relation between the special speech style and the everyday code, characterized as expressive restriction and formal amplification, and that the Shokleng speech styles use pragmatic (nonsemantic) features, taking the marked value of some pragmatic variable in everyday code and fixing it in the speech style. Formal amplification, an alternative form of marking, is found in the alternating use of semantically equivalent forms. The indexing function of the speech styles, which is stated as a hypothesis about the Shokleng styles, is seen to have a more general relevance in that speech styles tend to occur in connection with contexts or subject matters that are areas of cultural emphasis. The second speech style function considered, the iconic function, works both to lead to meanings in various directions and to pull together or bring into focus those diverse regions of the system to which it leads. 43. Students' Perception of an Inquiry-Based Metavisual Activity about Concepts of Chemical Kinetics

Abstract

Students' perceptions of an activity involving visualization are important in assessing their learning of the task. In view of this, this study was developed with undergraduate students from different courses at a public Brazilian university. The research objective was to determine how three students, who are majoring in different courses (chemistry graduation and engineering), perceive their participation in an inquiry-based metavisual activity (IBMA). For this, the students were interviewed and data were categorized according to similarities and differences in the reports. The findings indicate that the IBMA was able to facilitate the reconstruction of concepts with an emphasis at the submicro level, for the students that were majoring in chemistry. The engineering student reported a partial construction of concepts. The student's learning may have been compromised due to the smaller repertoire that he had in chemistry and on models at the submicro level. [For the full proceedings, see ED629086.]

44. Prior Knowledge about Science from Drawings by a Group of Deaf Students

Abstract

The construction of a concept can be developed from the students' prior knowledge. Regarding deaf students, it is considered their conceptions conceived through vision. Given this, the present research was conducted with a group of deaf students in the 7th year of elementary school with the aim of verifying what ideas these students had about science. The research was carried out with a qualitative approach, using action research. For data collection, an activity was proposed with the elaboration of drawings, carried out in three stages: (1) initial conversation and elaboration of the drawings; (2) explanation of the drawings (in Libras); (3) closure of the activity. Drawings were prepared, speeches (in Libras) transcribed and notes from the logbook were used for analysis. The analyzed data revealed three categories in which students conceived decontextualized views, also demonstrating a distance from science and applications in everyday life. In relation to the visuality of the deaf student, the difficulty was evidenced in selecting and interpreting the various information that was conveyed around them. 45. The Natural Sciences Curriculum of Public Network of São Paulo: Conceptions of Teachers Who Teach Natural Sciences in the Early Years of Primary School

Abstract

Science education objectives in Brazil have evolved over time. Initially, the focus was on creating scientifically literate citizens who could relate scientific concepts to their daily lives. In 2017, the São Paulo City Curriculum for Natural Sciences was introduced to teach students scientific literacy through inquiry-based teaching methods. This study focused on the perceptions of teachers from an primary school in São Paulo who participated by filling out a Google Forms questionnaire. The findings revealed that the majority of participating teachers had undergone curriculum implementation training. While they considered the organization of disciplinary content to be similar to their previous teaching methods, they struggled with implementing inquiry-based teaching strategies and linking scientific content to the United Nation Foundation 2030 sustainable development goals. 46. Use of the Game 'Mathematical Rods' in the Teaching and Learning of Basic Education in Brazil

Abstract

As imperceptible as it is, mathematics is fundamental and is present on several occasions in our daily lives, but among 65 countries Brazil still ranks 53rd in education. The lack of investment in primary education has affected students learning since the early years. From this perspective, this paper proposed to verify teaching/learning in mathematics discipline for elementary school students through playful games, a fun method that can be used at various times and aims to review and fix the content in a practical way and interactive. For this, a game named "Mathematical rods" was elaborated a renewal of the hobby "Cat rods". The operations present in the game are simple, focused on basic mathematics and can still be adapted depending on the level of knowledge of the students. The game was applied to three groups of six 9th grade students of the State College Professor Izidoro Luiz Ceravolo, located in the city of Apucarana, Paraná in Brazil. Therefore, in addition to dynamic and creative, we conclude that this educational interpretation is easy and accessible, a tool that can be used in any public institution, contributing to the learning process of students. 47. Knowledge as Currency: A Comparative Exploration of the Relationship between Education Expenditure and Gross Domestic Product in the European Union and BRICS Countries

Abstract

The purpose of this paper is to explore the relationship between the percentage of expenditure on public education of a country and the effect that each percentage mark has on the economic growth, and therefore Gross Domestic Product (GDP) of a country. The goal of this paper is to explore how investment in education impacts the economic growth of a country through the production of more skilled workers in the workforce. This paper aims to draw a comparison between the BRICS countries, and a representative number of the countries in the European Union to compare the investment, process and product delivered through these groupings. By looking at the production function from a Marxist perspective it is inevitable to notice that the error coefficient is significantly higher within the BRICS countries than in the European Union, which is reflected in the rate of economic growth. This paper would be of interest to economists, education policy makers, researchers, and scholars.

48. Brazil and Colombia Virtual Exchange Project: The Brazilian View

Abstract

The objective of this paper is to report the preliminary results of a telecollaborative project between a Brazilian university (UTFPR) and a Colombian university (Universidad de Pamplona) that both offer a Licentiate degree in English. The project had two purposes: a pedagogical one to show student-teachers how they can develop their communication skills in English in a collaborative way by sharing information with other student-teachers from a different culture, and a technological one to put future teachers in contact with some technological tools. The paper is divided into three parts: (1) a brief description of the context and the participants; (2) the project itself -- the first steps, the objectives, and the tasks; and (3) the Brazilian view of the whole process/project as well as the students' feedback. Abstract

This document contains seven papers about and from an international meeting on promoting linkage between technical and vocational education and the world of work. 50. Technology in the Perception of English Teachers in Southern Brazil Schools

Abstract

Due to the advance of technologies and the increase of their use around the world, it shows a need to include them in education, as tools that could help the current teaching methods. Taking into account that most English classes in Brazilian public schools have been happening in the same way for many years, and considering the importance of learning a foreign language in this new technological world scenario, the objective of this study, that is part of a Master Degree dissertation, is to understand the perception of Brazilian English teachers in relation to the use of games and digital technologies, in the practice of face to face and remote language teaching classes, in different educational environments. Based on the participation of English teachers in the research stages, it is possible to explore their experiences and points of view, directly related to the English teaching and the use of technologies and digital games. This research collected information through a focus group research method. In this way, it was possible to verify that teachers, together with technologies and digital games, are very important in the classroom and those are extremely important tools to be used in teaching, including English. It was also noticed that keeping learning and qualifications are very important for the updating and practice of teaching. In addition, it was possible to conclude that, through the planning of activities, visualizing the right moment to insert digital games and technologies in their classes, teachers have support tools in these, which will help to engage and motivate students in learning a new language.
