The Forest Fire Danger Index (FFDI) is the main measure used in Australia for estimating fire risk. Recent work by the authors showed that the FFDI forms stable state regimes, nominated as fire climate regimes. These regimes shifted to greater intensity in southern and eastern Australia around the year 2000 and, a decade later, further north. Reductions in atmospheric moisture were the primary contributor. These changes have not been fully incorporated into future projections. This paper compares the recent regime shifts with the most recent national projections of FFDI, published in 2015. They show that for most states and regions, the 2030 upper limit is approached or exceeded by the recent shift, except for two states with large arid zones, South Australia and Western Australia. Methods for attributing past changes, constructing projections, and the inability of climate models to reproduce the recent decreases in atmospheric moisture, all contribute to these underestimates. Racialised and culturally distinct refugee groups increasingly face hostilities and negative representations in countries of resettlment. The experience of African refugee youth in Australia illustrates this general trend. This paper explores how racial Othering discourse seriously undermines the group's wellbeing. The article concentrates in particular on two aspects of relational wellbeing, the capacity to move in public without fear or shame and the ability to feel a sense of belonging to the place where one lives in. Theoretically, the paper draws together work on wellbeing from a capability approach and relational perspective with interdisciplinary literature on racial Othering. Empirically, the paper demonstrates the pervasive culture of racial Othering through media identifications of African youth with criminality and gang violence and illustrates impacts on young people's wellbeing through data from interviews with African refugee youth. Previously published studies on Australia's energy security did not examine the country's domestic energy security situation in tandem with its international energy statecraft. This paper fills this research gap. In order to provide a robust analysis of a country's strategic options in the energy sector, it is paramount to balance domestic and international dimensions, along with internal and external factors. The paper utilizes the strengths, weaknesses, opportunities, and threats (SWOT) method to review Australia's strategic options by balancing the inward-looking, domestic risk minimization dimension (energy security), with the outward-looking, international power projection dimension (energy statecraft). The paper also applies the 4A framework (availability, accessibility, affordability, and acceptance) to assess Australia's energy security performance. On the one hand, the results demonstrate that Australia has many strengths and opportunities as a reliable and stable energy supplier, endowed with traditional and renewable energy resources, and critical minerals. On the other hand, numerous internal weaknesses and external threats may affect Australia's strategic options in the future. The most pressing issue is the historical lack of strategic government intervention in the energy market, which has, paradoxically, resulted in domestic energy accessibility and affordability crisis. The market-based approach is also the main reason why Australia has not transformed its energy resources into capabilities to be used as instruments of statecraft. The paper uses the SWOT analysis and the 4A assessment as the basis for discussion on how Australia can transform its energy sector weaknesses and threats into strengths and opportunities, to benefit the national interest. A significant contribution to the reduction of carbon emissions will be enabled through the transition from a centralised fossil fuel system to a decentralised, renewable electricity system. However, due to the intermittent nature of renewable energy, storage is required to provide a suitable response to dynamic loads and manage the excess generated electricity with utilisation during periods of low generation. This paper investigates the use of stationary hydrogen-based energy storage systems for microgrids and distributed energy resource systems. An exploratory study was conducted in Australia based on a mixed methodology. Ten Australian industry experts were interviewed to determine use cases for hydrogen-based energy storage systems' requirements, barriers, methods, and recommendations. This study suggests that the current cost of the electrolyser, fuel cell, and storage medium, and the current low round-trip efficiency, are the main elements inhibiting hydrogen-based energy storage systems. Limited industry and practical experience are barriers to the implementation of hydrogen storage systems. Government support could help scale hydrogen-based energy storage systems among early adopters and enablers. Furthermore, collaboration and knowledge sharing could reduce risks, allowing the involvement of more stakeholders. This paper presents the results of a research project which investigated permeability prediction for the Precipice Sandstone of the Surat Basin. Machine learning techniques were used for permeability estimation based on multiple wireline logs. This information improves the prediction of CO2 injectivity in this formation. Well logs and core data were collected from 5 boreholes in the Surat Basin, where extensive core data and complete sets of conventional well logs exist for the Precipice Sandstone. Four different machine learning (ML) techniques, including Random Forest (RF), Artificial neural network (ANN), Gradient Boosting Regressor (GBR), and Support Vector Regressor (SVR), were independently trained with a wide range of hyper-parameters to ensure that not only is the best model selected, but also the right combination of model parameters is selected. Cross-validation for 20 different combinations of the seven available input logs was used for this study. Based on the performances in the validation and blind testing phases, the ANN with all seven logs used as input was found to give the best performance in predicting permeability for the Precipice Sandstone with the coefficient of determination (R2) of about 0.93 and 0.87 for the training and blind data sets respectively. Multi-regression analysis also appears to be a successful approach to calculate reservoir permeability for the Precipice Sandstone. The dairy industry can be considered a contributor to biodiversity loss in Australia. To address this, many forms of governance can be enlisted, including traditional legislation and regulations, persuasive techniques such as publicly funded subsidy programs or education, and participation in voluntary stewardship programs. This paper explores the benefits of collaborative governance programs, which have international applications to reduce the impact of the dairy industry on biodiversity loss. However, as the Australian sector is unique, the specific opportunities and present challenges are discussed. This paper reports three important objectives that could underpin industry-led initiatives by supporting improved biodiversity conservation on dairy farms: (1) Increase the personal and financial capacities of individual farmers to operate profitable, biodiverse farms; (2) Facilitate market rewards to incentivise pro-conservation behaviours; and (3) Improve the effectiveness of the implementation of biodiversity protection laws and regulatory objectives via collaborative governance arrangements. Existing environmental programs that have been developed by the dairy industry could be suitable for incorporation into more formal co-governance structures sympathetic to biodiversity conservation. However, to be successful in addressing sustainability issues, including biodiversity loss, strengthening the integrity mechanisms around farmers' self-reporting of performance is required to ensure that the industry can credibly refute claims of greenwashing and defend their environmental credentials in the global marketplace. This paper provides a critical study of current Australian and leading international policies aimed at supporting electrical energy storage for stationary power applications with a focus on battery and hydrogen storage technologies. It demonstrates that global leaders such as Germany and the U.S. are actively taking steps to support energy storage technologies through policy and regulatory change. This is principally to integrate increasing amounts of intermittent renewable energy (wind and solar) that will be required to meet high renewable energy targets. The relevance of this to the Australian energy market is that whilst it is unique, it does have aspects in common with the energy markets of these global leaders. This includes regions of high concentrations of intermittent renewable energy (Texas and California) and high penetration rates of residential solar photovoltaics (PV) (Germany). Therefore, Australian policy makers have a good opportunity to observe what is working in an international context to support energy storage. Australian media invests considerable attention in asylum seekers and their children, especially those arriving by boat. In this paper, we provide an analysis of Australian newsprint media published during the term of Australia's Gillard's government (2010–2013). This period is critical as it coincides with rising numbers of boat arrivals to Australian shores, fear towards Muslims, and growing Islamophobia. At the time, there were government promises to move children from offshore immigration detention into community-based detention, that would involve living among mainstream Australian society. A data set of 46 articles from major Australian newspapers articles was subject to a discourse analysis of representations of children in both the written texts and in silences. Manipulative tactics of 'risk framing' and 'dispersed intentionality' were identified as discursive acts aimed to confuse compassion and deviancy with respect to asylum seeker children presumed to be from Islamic backgrounds. We argue that this was achieved through binary characterizations in which Muslim parents and people smugglers were constructed as deviant alongside intentional silences, that may have otherwise elicited compassion for asylum seeker children. We propose that this period of media reporting is foundational to understanding the rise of Islamophobic discourses and the implication of Muslim children in Australia. [ABSTRACT FROM AUTHOR]

Simple Summary: Religious slaughter has recently attracted public attention as a result of media portrayal of several high-profile Australian and international events. The requirements of domestic religious slaughter practice, including animal welfare provisions, appear to be poorly understood by the Australian public. This paper summarizes the welfare science and regulatory framework around halal and shechita slaughter in Australia. Current knowledge on public viewpoints on these practices is examined, and areas for future social science research are proposed. In spite of wide-ranging and extensive animal welfare protection being provided by the law, we propose that the complexity of the legislative arrangement reduces transparency and undermines the strength of protection to animals provided by law. Avenues for legal reform are proposed. There is also a need for more active public engagement to increase community knowledge about religious slaughter practices, and to counter Islamophobia and anti-Semitic attitudes. While religious slaughter is not a new practice in Australia, it has recently attracted public concern regarding questions of animal welfare following unfavourable media coverage. However, the details of religious slaughter practices, including related animal welfare provisions, appear to be poorly understood by the Australian public, and no existing literature concisely synthesises current regulations, practices, and issues. This paper addresses this gap by examining the processes associated with various types of religious slaughter and associated animal welfare issues, by reviewing the relevant legislation and examining public views, while highlighting areas for further research, particularly in Australia. The paper finds shortcomings in relation to transparency and understanding of current practices and regulation and suggests a need for more clear and consistent legislative provisions, as well as increased independence from industry in the setting of the standards, enforcement and administration of religious slaughter. A starting point for legal reform would be the relocation of important provisions pertaining to religious slaughter from delegated codes to the responsible act or regulation, ensuring proper parliamentary oversight. In addition, more active public engagement must occur, particularly with regard to what constitutes legal practices and animal welfare standards in the Australian context to overcome ongoing conflict between those who oppose religious slaughter and the Muslim and Jewish communities. This paper provides insight into senior secondary learners' views on Islamic Studies (IS) in three large Australian Islamic schools. This study offers a 'dialogic alternative' of 'speaking with' rather than 'speaking for' learners in Islamic educational research, planning, and renewal within K-12 Islamic schools. The study privileges learners' voice and enables an insight to their experience with one of the most important features of Islamic schools—Islamic Studies. Using phenomenology as a methodological framework, learner voice was elicited through focus groups where 75 learners (years 10, 11, and 12) provided information describing their experience with Islamic Studies. Thematic content analysis of the textual data suggests that learners' dissatisfaction far outweighs their satisfaction with Islamic Studies. Simple Summary: Animal cruelty or neglect is an emotive social issue. Animal welfare legislation is the primary tool for defining, penalizing and hopefully deterring animal cruelty. A number of issues arising at all stages of the animal law enforcement process have been previously identified. These issues contribute to a discrepancy between the written law and the realities of the animal law enforcement process: the 'enforcement gap'. This paper reviews the available resources to identify the causes of this 'gap'. It is argued that the 'gap' is caused by numerous factors derived from all stages of the enforcement process: (1) reporting acts of animal cruelty, (2) ambiguity and shortcomings derived from the language used in animal welfare legislation (3) the nature of enforcement authorities, and (4) court determination on the matter. In order to reduce the enforcement gap and bring the expectations closer to reality, further research is needed. Previous research has identified a number of issues arising at all stages of the animal law enforcement process. These issues contribute to an enforcement gap between the written law, as it relates to the penalties laid out in statutes, and the reality of the animal law justice system. This paper identifies and investigates the contributors to this gap. The identified factors discussed are (1) the role of the public in reporting animal cruelty, (2) the ambiguity of the language used in animal welfare legislation, (3) the nature of enforcement authorities, and (4) the role of the courts. Thus, the causes of the enforcement gap are multifactorial, derived from all stages of the enforcement process. This paper argues for a reconsideration of social cohesion as an analytical concept and a policy goal in response to increasing levels of religious diversity in contemporary Australia. In recent decades, Australian has seen a revitalization of religion, increasing numbers of those who do not identify with a religion (the "nones"), and the growth of religious minorities, including Islam, Buddhism, Hinduism, and Sikhism. These changes are often understood as problematic for social cohesion. In this paper, we review some conceptualizations of social cohesion and religious diversity in Australia, arguing that the concept of social cohesion, despite its initial promise, is ultimately problematic, particularly when it is used to defend privilege. We survey Australian policy responses to religious diversity, noting that these are varied, often piecemeal, and that the hyperdiverse state of Victoria generally has the most sophisticated set of public policies. We conclude with a call for more nuanced and contextualized analyses of religious diversity and social cohesion in Australia. Like many immigrants to Australia, I came to establish a new better life for myself and for family. In this paper, I share my challenges of being different, and of being black and the experiences of black Africans in Australia. The paper invites more conversations on finding ways forward to change the system that favours some and disadvantages others. Hydrogen is fast becoming a new international "super fuel" to accelerate global climate change ambitions. This paper has two inter-weaving themes. Contextually, it focuses on the potential impact of the EU's new Carbon Border Adjustment Mechanism (CBAM) on fossil fuel-generated as opposed to green hydrogen imports. The CBAM, as a transnational carbon adjustment mechanism, has the potential to impact international trade in energy. It seeks both a level playing field between imports and EU internal markets (subject to ambitious EU climate change policies), and to encourage emissions reduction laggards through its "carbon diplomacy". Countries without a price on carbon will be charged for embodied carbon in their supply chains when they export to the EU. Empirically, we focus on two hydrogen export/import case studies: Australia as a non-EU state with ambitions to export hydrogen, and Germany as an EU Member State reliant on energy imports. Energy security is central to energy trade debates but needs to be conceptualized beyond supply and demand economics to include geopolitics, just transitions and the impacts of border carbon taxes and EU carbon diplomacy. Accordingly, we apply and further develop a seven-dimension energy security-justice framework to the examples of brown, blue and green hydrogen export/import hydrogen operations, with varying carbon-intensity supply chains, in Australia and Germany. Applying the framework, we identify potential impact—risks and opportunities—associated with identified brown, blue and green hydrogen export/import projects in the two countries. This research contributes to the emerging fields of international hydrogen trade, supply chains, and international carbon diplomacy and develops a potentially useful seven-dimension energy security-justice framework for energy researchers and policy analysts. This paper aims to evaluate the life cycle greenhouse gas (GHG) emissions of importing electrical power into Singapore, generated from a large-scale solar photovoltaic (PV) power plant in Australia, through a long-distance subsea high-voltage direct current (HVDC) cable. A cost optimization model was developed to estimate the capacities of the system components. A comprehensive life cycle assessment model was built to estimate emissions of manufacturing and use of these components. Our evaluation shows that, for covering one fifth of Singapore's electrical energy needs, a system with an installed capacity of 13 G W P V , 17 GWh battery storage and 3.2 G W subsea cable is required. The life cycle GHG emissions of such a system are estimated to be 110 g CO 2 eq/ kWh , with the majority coming from the manufacturing of solar PV panels. Cable manufacturing does not contribute largely toward GHG emissions. By varying full-load hours and cable lengths, it was assessed that sites closer to Singapore might provide the same energy at same/lower carbon footprint and reduced cost, despite the lower insolation as compared to Australia. However, these sites could cause greater emissions from land use changes than the deserts of Australia, offsetting the advantages of a shorter HVDC cable. [ABSTRACT FROM AUTHOR]

Mean sea level rise is a significant emerging risk from climate change. This research paper is based on the use of artificial intelligence models to assess and predict the trend on mean sea level around northern Australian coastlines. The study uses sea-level times series from four sites (Broom, Darwin, Cape Ferguson, Rosslyn Bay) to make the prediction. Multivariate adaptive regression splines (MARS) and artificial neural network (ANN) algorithms have been implemented to build the prediction model. Both models show high accuracy (R2 > 0.98) and low error values (RMSE < 27%) overall. The ANN model showed slightly better performance compared to MARS over the selected sites. The ANN performance was further assessed for modelling storm surges associated with cyclones. The model reproduced the surge profile with the maximum correlation coefficients ~0.99 and minimum RMS errors ~4 cm at selected validating sites. In addition, the ANN model predicted the maximum surge at Rosslyn Bay for cyclone Marcia to within 2 cm of the measured peak and the maximum surge at Broome for cyclone Narelle to within 7 cm of the measured peak. The results are comparable with a MARS model previously used in this region; however, the ANN shows better agreement with the measured peak and arrival time, although it suffers from slightly higher predictions than the observed sea level by tide gauge station. This paper develops new practical rule-based energy management systems (EMSs) for typical grid-connected houses with solar photovoltaic (PV) and battery by considering different rates for purchasing and selling electricity. The EMSs are developed to supply the household's loads and reduce operating costs of the system based on different options of flat and time-of-use (ToU) rates for buying and selling electricity prices. Four different options are evaluated and compared in this study: (1) Flat-Flat, (2) ToU-Flat, (3) Flat-ToU, and (4) ToU-ToU. The operation cost is calculated based on the electricity exchange with the main grid, the equivalent cost of PV generation, as well as the degradation cost of battery storage. The operation of the grid-connected house with rooftop solar PV and battery is evaluated for a sunny week in summer and a cloudy week in winter to investigate the proper performance for high and low generations of PV. While the developed rule-based EMS are generic and can be applied for any case studies, a grid-connected house in Australia is examined. For this purpose, real data of solar radiation, air temperature, electricity consumption, and electricity rates are used. In Australia, bushfires are a natural part of the country's landscape and essential for the regeneration of plant species; however, the 2019–20 bushfires were unprecedented in their extent and intensity. This paper is focused on the 2019–20 Australian bushfires and the resulting surface and column atmospheric carbon monoxide (CO) anomalies around Wollongong. Column CO data from the ground-based Total Carbon Column Observing Network (TCCON) and Network for the Detection of Atmospheric Composition Change (NDACC) site in Wollongong are used together with surface in situ measurements. A systematic comparison was performed between the surface in situ and column measurements of CO to better understand whether column measurements can be used as an estimate of the surface concentrations. If so, satellite column measurements of CO could be used to estimate the exposure of humans to CO and other fire-related pollutants. We find that the enhancements in the column measurements are not always significantly evident in the corresponding surface measurements. Topographical features play a key role in determining the surface exposures from column abundance especially in a coastal city like Wollongong. The topography at Wollongong, combined with meteorological effects, potentially exacerbates differences in the column and surface. Hence, satellite column amounts are unlikely to provide an accurate reflection of exposure at the ground during major events like the 2019–2020 bushfires. [ABSTRACT FROM AUTHOR]

The massive property development of high-rises and complex structures above and below the ground surface in cities indicates the lack of land and high demand to use spaces. However, the existing land and property administration systems are mainly two dimensional and not capable of efficiently managing these complex spaces. As ownership rights on plans are recorded in paper or PDF, understanding these rights and making effective decisions and analyses can be difficult without having experience in the art of reading and interpreting plan information. This paper attempts to address these issues by presenting a prototype for visualizing three-dimensional land and property information. The aim of this prototype is to illustrate and communicate the requirements and benefits of a 3D digital cadastre platform. The prototype is a web-based application and includes functionality to display both legal and physical data, interact with 3D models, display administrative data, identify objects and search objects, visualize cross-sections, and undertake measurements in 3D. For this prototype, a multi-story building was selected as a case study and its 3D model was imported into the prototype to display ownership rights. A long-term archive of cloud properties (cloud top pressure, CTP; and cloud effective emissivity, ε) determined from High-resolution Infrared Radiation Sounder (HIRS) data is investigated for evidence of regional cloud cover change. In the 17 years between 1985 and 2001, different cloud types are analysed over the Australian region (10° S–45° S, 105° E–160° E) and areas of change in total cloud frequency examined. Total cloud frequency change over the Australian region between two adjacent eight-year time periods (1994 to 2001 minus 1985 to 1992) shows the largest increases (ranges between 6% and 12%) of average HIRS total cloud cover occurring over the offshore regions to the northwest and northeast of the continent. Over land, the largest reduction of average HIRS total cloud frequency is in the southwestern region of Australia (between 2% and 8%). Through central Australia, there is a 2% to 7% increase in average HIRS total cloud frequency when comparing these eight-year periods. This paper examines the regional cloud changes in 17 years over Australia that are embedded in global cloud statistics. Examining total HIRS cloud cover frequency over Australia and comparing two different eight-year time periods, has highlighted notable areas of average change. Preliminary reporting of satellite-derived HIRS cloud products and Global Precipitation Climatology Project (GPCP) rainfall products during La Niña seasons between 1985 and 2001 has also been undertaken. Offshore the emissions of dihydrogen are highlighted by the smokers along the oceanic ridges. Onshore in situ measurements in ophiolitic contexts and in old cratons have also proven the existence of numerous H2 emissive areas. When H2 emanations affect the soils, small depressions and vegetation gaps are observed. These depressions, called fairy circles, have similarities with the pockmark and vent structures recognized for long time in the sea floor when natural gas escapes but also differences. In this paper we present a statistic approach of the density, size, and shape of the fairy circles in various basins. New data from Brazil and Australia are compared to the existing database already gathered in Russia, USA, and again Brazil. The comparison suggests that Australia could be one of the most promising areas for H2 exploration, de facto a couple of wells already found H2, whereas they were drilled to look for hydrocarbons. The sum of areas from where H2 is seeping overpasses 45 km2 in Kangaroo Island as in the Yorke Peninsula. The size of the emitting structures, expressed in average diameter, varies from few meters to kilometers and the footprint expressed in % of the ground within the structures varies from 1 to 17%. However, globally the sets of fairy circles in the various basins are rather similar and one may consider that their characteristics are homogeneous and may help to characterize these H2 emitting zones. Two kinds of size repartitions are observed, one with two maxima (25 m and between 220 m ± 25%) one with a simple Gaussian shape with a single maximum around 175 m ± 20%. Various geomorphological characteristics allow us to differentiate depressions of the ground due to gas emissions from karstic dolines. The more relevant ones are their slope and the ratio diameter vs. depth. At the opposite of the pockmark structures observed on the seafloor for which exclusion zones have been described, the H2 emitting structures may intersect and they often growth by coalescence. These H2 emitting structures are always observed, up to now, above Archean or Neoproterozoic cratons; it suggests that anoxia at the time the sedimentation and iron content play a key role in the H2 sourcing. According to the 2020 Climate Change Performance Index, Australia was ranked as the worst-performing country on climate change policy. The country has an ambivalent record of climate policy development as well as implementation, and has been criticized for its inaction. This paper considers why the country has been locked in climate policy "paralysis" through analyzing defining attributes of such a paralysis, and the tentative connections between domestic energy policies and international trade and development. We conducted a media content analysis of 222 articles and identified media narratives in three cases of energy projects in the country involving thermal coal exports, domestic renewable energy storage, and closure of a domestic coal power station. The analysis reveals that policy paralysis in Australian climate change policy can be traced back to the countervailing arguments that have been pervasive around domestic energy security, rural employment and international energy poverty. The political establishment has struggled to develop a sustainable consensus on climate change and the citizenry remains polarized. We also discuss how a "focusing event," such as a major natural disaster can break the impasse but this is only possible if energy security at home, energy poverty abroad and employment imperatives across the board are clearly delineated, measured and prioritized. Spatial metadata is a critical part of any spatial data infrastructure, which enables the organising, sharing, discovery and use of spatial data. This paper highlights a knowledge gap in the usability of the metadata systems for the end–users. It then addresses the gap by applying the User Centred Design approach to investigate the usability of metadata records. The research engages with end–users concerning efficiency and effectiveness of metadata systems, and end–users' satisfaction and expectations. The results indicate significant gaps with the effectiveness and efficiency of metadata systems for spatial data discovery and selection. Inconsistency and irrelevant information in the metadata records were found in the title, keywords, abstracts, data quality and other elements of the metadata. Additionally, essential improvements were identified for user interfaces. Discouraging presentation of the metadata is a prominent problem found in the interface of the metadata systems. Rapid and widespread monitoring of inland and coastal water quality occurs through the use of remote sensing and near-surface water quality sensors. A new addition is the development of smartphone applications (Apps) to measure and record surface reflectance, water color and water quality parameters. In this paper, we present a field study of the HydroColor (HC, measures RGB reflectance and suspended particulate matter (SPM)) and EyeOnWater (EoW, determines the Forel–Ule scale—an indication to the visual appearance of the water surface) smartphone Apps to evaluate water quality for inland waters in Eastern Australia. The Brisbane river, multiple lakes and reservoirs and lagoons in Queensland and New South Wales were visited; hyperspectral reflection spectra were collected and water samples were analysed in the laboratory as reference. Based on detailed measurements at 32 sites, covering inland waters with a large range in sediment and algal concentrations, we find that both water quality Apps are close, but not quite on par with scientific spectrometers. EoW is a robust application that manages to capture the color of water with accuracy and precision. HC has great potential, but is influenced by errors in the observational procedure and errors in the processing of images in the iPhone. The results show that repeated observations help to reduce the effects of outliers, while implementation of camera response functions and processing should help to reduce systematic errors. For both Apps, no universal conversion to water quality composition is established, and we conclude that: (1) replicated measurements are useful; (2) color is a reliable monitoring parameter in its own right but it should not be used for other water quality variables, and; (3) tailored algorithms to convert reflectance and color to composition could be developed for lakes individually.
