Carbon abatement efforts in China are penetrating to sub-national level. Zhejiang province, as the 4th wealthy region in China and important player in global market (e.g., textiles, cloth, petroleum, and chemical products), lacks in-depth study of its climate change mitigation efforts, especially after China's accession to the WTO in 2001. This paper analyzed carbon emissions and intensity in Zhejiang province using most comprehensive and time-series dataset available to date since 2002. Its carbon emissions were growing at a declining speed, and carbon intensity was almost halved. The leading emitters largely agglomerate around Hangzhou Bay, close to Zhoushan Port and Shanghai Port. The growth in absolute emissions primarily arose from higher investment (323.1 Mt) and exports (280.6 Mt), while the slower growth was mainly due to efficiency improvements (− 245.7 Mt) stemming from energy and carbon abatement policies and inflows of emission-intensive products from the rest of China. Similarly, declined carbon intensity was mainly attributed to efficiency improvement. Major contributors were sector S13-Non-metallic minerals, S12-Chemicals, S26-Transport, storage and post, S07-Textiles, and S10-Paper. Economic restructuring played different roles on emissions and intensity during various development stages. Policy implications of the findings are discussed for future developments. Purpose: In the winding process of chemical fiber production, the winding machine was responsible for winding the post-treated primary fiber. The winding machine clamp head was used as the direct winding part, and its running state would directly affect the quality and production efficiency of the chemical fiber cake. With the increasing complexity and precision of chemical fiber equipment, the traditional method of fault diagnosis relying on manual experience has been unable to meet the needs of intelligent production. The winding equipment also has some problems, such as few fault samples, strong background noise interference and large speed fluctuation. Therefore, the study of a better intelligent fault diagnosis method is of great significance to improve the winding reliability of the clamp head and ensure the quality and production efficiency of the chemical fiber cake. Methods: In this paper, a fault diagnosis method based on Empirical Mode Decomposition Order Spectrum of vibration signal and Dual-Channel Convolutional Neural Network (EMDOS-DCCNN) was proposed and the corresponding fault diagnosis model was designed. The trigger interval sampling scheme was designed according to the characteristics of the changing working conditions of the winder. The vibration data at the base of the winder's clamp head was collected by data acquisition equipment from Zhongli Winder in a chemical fiber production plant in Zhejiang Province as the real measured data for rolling bearing diagnosis. The strong background noise and the influence of the variable speed of the winder were removed by Empirical Mode Decomposition (EMD) reconstruction of the original signal and order spectrum analysis. The dual-channel convolutional neural network model was used for fault diagnosis, and the dual-channel data was fused to further improve the fault diagnosis accuracy. Order analysis and validation set confusion matrix were used to evaluate the diagnostic model proposed in this paper. Results and Conclusion: The model was trained with vibration data collected at three rotational speeds and verified on data sets collected at other rotational speeds. The results showed that the fault diagnosis model of rolling bearings based on EMDOS-DCCNN could effectively remove noise, and a single diagnosis model could be used to diagnose rolling bearings at different rotational speeds. In the model evaluation experiment, the accuracy of the dual-channel CNN model was stable at 98.6%, which was 3.1% higher than that of the single-channel model. It had high fault identification accuracy and adaptability at different speeds, and the model was suitable for variable working conditions and had better robustness. [ABSTRACT FROM AUTHOR]

Industrial parks, characterized by the clustering of multiple factories and interconnected energy sources, require optimized operational strategies for their Integrated Energy Systems (IES). These strategies not only aim to conserve energy for industrial users but also relieve the burden on the power supply, reducing carbon emissions. In this context, this paper introduces an optimization strategy tailored to clustered factories, considering the incorporation of carbon trading and supply chain integration throughout the entire production process of each factory. First, a workshop model is established for each factory, accompanied by an energy consumption model that accounts for the strict sequencing of the production process and supply chain integration. Furthermore, energy unit models are devised for the IES and then a low-carbon and economically optimized scheduling model is outlined for the IES within the industrial park, aiming to minimize the total operational cost, including the cost of carbon trading. Finally, case studies are conducted within a paper-making industrial park located in the Zhejiang Province. Various scenarios are compared and analyzed. The numerical results underscore the model's economic and low-carbon merits, and it offers technical support for energy conservation and emission reduction in paper-making fields. In today's increasingly complex stock era, resilient community planning for uncertainty risks is important for building resilient cities and communities and for realizing the refinement, process, and systematization of planning. Therefore, this paper proposes the concept of community planning resilience based on resilience theory and explores a framework system for evaluating the planning resilience of renewal and transformation community by taking renewal and transformation future community planning of Zhejiang as the research object. At the same time, the technical path of realizing public participation in community planning is explored through the method, mechanism, and technical platform of fuzzy group decision-making. Finally, the feasibility of the aforementioned framework and approach is experimentally explored and verified based on a typical case of renewal and renovation of future community planning. In order to make community regeneration planning more planning resilient, this paper develops a community planning group decision-making study from the perspective of community planning resilience, which provides a new research perspective for the field of community resilience and provides a reference for community planning evaluation and the construction of resilient communities. Practical Applications: In China's advancing urbanization, major cities are grappling with diverse risks, necessitating urban planning and governance with heightened resilience to face unforeseen black swan events and foreseeable gray rhinoceros challenges. This urgency is particularly pronounced in community renewal, prompting a vital shift from rigid to resilient planning methodologies. To address this shift, this paper advocates for resilient community construction to be a focal point in both policy and practical implementation of community regeneration. A novel approach utilizing the fuzzy decision-making method is proposed to establish a comprehensive resilient community renewal decision-making technology support system. This system employs a fuzzy comprehensive evaluation method, integrating an empowerment approach to simplify the complexities of a multicriteria index system. By mitigating the risks inherent in resilience planning, our approach enhances the scientific foundation and feasibility of decision-making in community renewal. A case study on the Future Community in Zhejiang Province validates the effectiveness of our approach, providing practical insights for constructing resilient community renewal models and system technology platforms. This study discusses the mechanism of social trust and legal institutions and their impact on farmers' contract selection in the farmland transfer market from the perspective of contract governance. Using data from a survey of 128 villages in Heilongjiang, Henan, Zhejiang, and Sichuan provinces, this study empirically tests the impact of social trust and legal institutions on the binding force of contracts, and the proportions of paper and long-term contracts in the farmland transfer market. The results showcase, first, that improvement in social trust and legal institutions can strengthen the binding force of farmland contracts. The strength of legal institutions, as embodied in regulation files and execution, and of social trust, as embodied in village neighborhood relations and loan relations, have significant positive impacts on the binding force of contracts in the farmland transfer market. Second, the binding force of contracts positively impacts both paper and long-term contracts in the farmland transfer market. Whether contract execution or dispute resolution rates are selected as the proxy variables for the binding force of contracts, the stronger the contract binding force, the higher the proportion of both paper and long-term contracts in the farmland transfer market. Therefore, improving formal and informal social systems to enhance contractual binding force is of great importance in standardizing contracts and improving the efficiency of market resource allocation. The marine economic development demonstration zone (MEDDZ) is the regional marine functional policy that assumes the significant tasks of innovation in the system and mechanism of the marine economy, optimization of the marine industrial structures, and the construction of marine ecological civilization. This paper constructs a panel database of 11 coastal provinces in China from 2006 to 2019, takes the Zhejiang Marine Economy Development Demonstration Zone Plan officially approved by the State Council of China in 2011 as a quasi-natural experiment, applies the synthetic control method (SCM) to evaluate the effect of implementation of the MEDDZ policy on marine industrial structure optimization in Zhejiang. The results show that: (1) The MEDDZ policy significantly promotes the structure optimization of the marine industry in Zhejiang and the existence of the policy lag phenomenon. (2) Based on the results of the robustness tests, we find that the fitted path of policy effects is better when the time of MEDDZ implementation is adjusted to 2012. (3) Government financial support and marine cargo capacity play a role in implementing the MEDDZ policy, positively affecting and optimizing the coastal marine industry's structure. Therefore, we make some suggestions from the perspectives of strengthening the policy implementation process, focusing on the policy lag phenomenon, and broadening funding sources, thus enriching theoretical research on policies in the field of the marine industry and providing practical references for the development of other coastal demonstration zones. In the study of the defense capacity of ancient military settlements, most existing studies have evaluated the defense capacity of citadels qualitatively from a historiographical perspective. There are fewer quantitative studies on defense efficiency in a specific regional context. This paper takes the coastal defense citadels system of Zhejiang in the Ming Dynasty of China as the research object. It adopts a combination of digital historical data mining and quantitative research to study the defense efficiency of the military defense area in Zhejiang in the Ming Dynasty. This paper first analyzes the defense pattern of Zhejiang's sea defense citadels system in the Ming Dynasty. It determines the control points of defense groups, quantifies the defense group area with a Voronoi diagram, and classifies and assigns the entropy value to the deployment data of guard forts in historical data. Finally, the assigned forces are superimposed on the defense area to obtain the quantified defense efficiency of each defense group, and the defense results are verified. This paper innovatively proposes an "area-force" perspective. It introduces spatial segmentation and quantitative research methods to study the defense efficiency of a specific regional defense group system in ancient times. It proves that this method is feasible and can be applied to the study of other ancient military defense areas. It also expands the scientific perspective of ancient military fortification systems, which can contribute to systematically preserving ancient military settlement heritage on a larger scale. To control heavy metal pollution effectively, prevention of heavy metal accumulations in agricultural soils should be the priority rather than remediation of heavy metal contamination. In this research, papers which contained input and output fluxes of Cd, As, Cr, Hg, and Pb in topsoil (the plough layer) of agricultural lands in Hunan, Zhejiang, the Yangtze River Delta, Hainan, and China as a whole were explored. Fluxes of heavy metal species were recalculated, and future trends of pollution were predicted. Also, cases regarding the application of technologies to control the input and output of heavy metals were analyzed. Results indicated that atmospheric decomposition was the dominant input source of heavy metals in all study sites except Hainan. The relative contributions of fertilizers, irrigation water, and straw returning fluctuated greatly among different sites. Cd pollution in all sites was the most serious, followed by Cr and Pb. In Hunan, Cd has already exceeded the maximum limit value and needs to be controlled urgently. The input of heavy metals from irrigation water, fertilizers, and straw returning could be controlled by proposing more policies to manage their quality and application amounts. The amount of heavy metals absorbed by plants could be increased by cultivating crops with hyperaccumulators and high-biomass plants. [ABSTRACT FROM AUTHOR]

Landslides not only cause great economic and human life losses but also seriously affect the safe operation of infrastructure such as highways. Rainfall is an important condition for inducing landslides, especially when a fault and weak interlayer exist on the slope, which can easily transform into a landslide and cause instability under the action of rainfall. To explore the effects of a soft interlayer, a fault, and extreme rainfall on slope stability, this paper takes the landslide on the right side of the G104 Jinglan Line in Shengzhou City, Shaoxing City, Zhejiang Province, China, as an example. The cause, failure mechanism, and characteristics of the landslide are analyzed through field investigation and borehole exploration in the landslide area. The slope is simulated by numerical analysis, and the stability of the landslide under natural conditions and extreme rainstorm conditions is calculated using the strength reduction method. The stability of the slope before and after treatment is compared, and the effectiveness of the treatment measures is verified by combining the field monitoring data. At the same time, the complex geological structure and rainfall are considered to have been the main factors leading to the G104 landslide. Near the fault, the weak interlayer of the landslide was easily disturbed, the deformation trend of the deep displacement was consistent with rainfall, and the axial force of the anti-slide piles at the weak interlayer was correspondingly large. For a wedge rock slope, "excavation unloading" and "prestressed anchor + prestressed anchor cable + anti-slide pile" are effective treatments. This paper reveals the effects of a weak interlayer, a fault, and strong rainfall on a rocky high slope, providing predictions of instability modes and time evolution patterns for similar complex geological slopes under rainfall infiltration conditions and providing references for their treatment measures. Scientific and accurate estimation of rice yield is of great significance to food security protection and agricultural economic development. Due to the weak penetration of high frequency microwave band, most of the backscattering comes from the rice canopy, and the backscattering coefficient is highly correlated with panicle weight, which provides a basis for inversion of wet biomass of rice ear. To solve the problem of rice yield estimation at the field scale, based on the traditional water cloud model, a modified water-cloud model based on panicle layer and the radar data with Ku band was constructed to estimate rice yield at panicle stage. The wet weight of rice ear scattering model and grain number per rice ear scattering model were constructed at field scale for rice yield estimation. In this paper, the functional area of grain production in Xiashe Village, Xin'an Town, Deqing County, Zhejiang Province, China was taken as the study area. For the first time, the MiniSAR radar system carried by DJI M600 UAV was used in September 2019 to obtain the SAR data with Ku band under polarization HH of the study area as the data source. Then the rice yield was estimated by using the newly constructed modified water-cloud model based on panicle layer. The field investigation was carried out simultaneously for verification. The study results show: the accuracies of the inversion results of wet weight of rice ear scattering model and grain number per rice ear scattering model in parcel B were 95.03% and 94.15%; and the accuracies of wet weight of rice ear scattering model and grain number per rice ear scattering model in parcel C+D+E were over 91.8%. In addition, different growth stages had effects on yield estimation accuracy. For rice at fully mature, the yield estimation accuracies of wet weight of ear and grain number per ear were basically similar, both exceeding 94%. For rice at grouting stage, the yield estimation accuracy of wet weight of ear was 92.7%, better than that of grain number per ear. It was proved that it can effectively estimate rice yield using the modified water-cloud model based on panicle layer constructed in this paper at panicle stage at field scale. Mafic microgranular enclaves (MMEs), commonly found in granitoid intrusions, can provide unique perspectives on the nature of magma sources and evolution, physicochemical properties of magmas, and geotectonic dynamic evolution. However, their origin and generation remain under debate. In this paper, the Cretaceous Tongkeng pluton with MME occurrence located in the Xiaojiang area of Zhejiang Province, SE China, was examined. Zircon U-Pb dating indicates that the gabbroic diorite, MMEs, and their host quartz diorite all crystallized at 107-106 Ma. All samples from the Tongkeng pluton show a comparable range of initial 87Sr/86Sr values (0.70746-0.70841), eNd(t) values (-4.9 to -2.9), and zircon eHf(t) values (-7.3 to -2.9) with the peak value of - 6 to - 4. In addition, Pb isotope compositions are fairly consistent. Petrology, geochemical and isotopic compositions, and geochemical modeling suggest that the gabbroic diorite, MMEs, and their host rock were cognate and their primary magma was derived from the mixing between a mantle-derived magma and a crustal magma. The "magma differentiation and convection" model, proposed in this paper to improve our understanding of the origin of the MMEs and their host rock, suggests that the gabbroic and quartz dioritic magmas were formed by cognate magma differentiation, and the MME magma is a portion of the gabbroic dioritic magma that is incorporated into and mingled with the quartz dioritic magma. Misjudgment in the origin and generation of MMEs leads to an erroneous understanding of mantle properties, the genesis of granitoids, and therefore, many other geological processes. Hence, caution is needed when considering the relationship between the host granitoid and its associated MMEs with similar chemical and isotopic compositions, particularly for those exposed in areas where mafic rocks are absent (or undiscovered). Government supervision is the highest level of construction quality management system. Due to a large number of constructions in progress, timely and accurate risk early warning is imperative for improving the efficiency of supervision. Aiming at the small-scale, ordinal, and unequal length multivariate time series of government supervision data, this paper proposes a construction quality risk early warning method based on ordinal multivariate grey incidence analysis. Firstly, to measure the dynamic similarity between risk indicators of projects, the proximity grey incidence model based on ordinal dynamic time warping (DTW) and the similarity grey incidence model based on ordinal L1 norm DTW are constructed respectively. Then, the two models are integrated to construct a comprehensive similarity model for construction quality risk warning. Combining the comprehensive similarity and k-nearest neighbour (k-NN) algorithm, a method of construction quality risk level classification and early warning is constructed. Finally, the method is applied to the quality supervision of water conservancy and hydropower projects in Zhejiang Province, and the results show that the proposed method can effectively solve the problem of construction quality risk early warning based on small-scale and ordinal data. Promoting teacher professional learning by empowering established master teachers as leaders is a priority in many societies, including America, Australia, and Canada. Yet, few systems have implemented strategies that allow this to happen at scale. China is one of the few societies that engage master teachers in spreading learning. They do this through several initiatives, one of which is through Master Teacher Studios (MTSs). This article investigates how teacher leadership is enacted in an MTS and how the studio leader nurtures teacher learning across schools. Teacher leadership is widely touted as powerful means for improving teacher professional learning within and beyond schools. However, relatively few empirical studies have examined how teacher leaders promote teacher professional learning, especially in China. This paper uses one provinciallevel MTS in Zhejiang province, an economically and educationally advanced region in China, to explore the leadership practices of the MTS host, a master teacher in promoting the MTS members' professional learning. The paper identifies three major leadership strategies adopted by the host of MTS: acting as a conduit between local government and studio members, yanchuan shenjiao ('mentoring in words and demonstrating in deeds'), and providing studio members with intellectual, social, and emotional supports. In the post-COVID-19 era of green economic recovery, this paper analyses the elderly care environment of cities in the Yangtze River Delta (YRD) region and investigates the future development direction of the elderly care industry based on comparative advantages and resource endowment. Firstly, an evaluation index system of the elderly care environment is constructed, then the entropy weight method is used to calculate the weight, and finally the comprehensive evaluation index of the elderly care environment in each city is obtained by weighted calculation. The development directions of the elderly care industry for each city in the YRD region are proposed based on the results. The study shows that the suitable development direction of the elderly care industry differs among cities. Cities suitable for residential elderly care are mainly distributed in the central and western regions, cities fit for the leisure and tourism of elderly care are mainly located in the southeast, and cities suitable for the treatment and rehabilitation of elderly care are mainly provincial capitals and cities with better economic development levels. Marine fishery is a highly mechanized sector, Industrialization and industrialization "Big agriculture. Among them, marine fishing is the main part of the fuel consumption of fishing vessels, which will produce a large amount of carbon emissions; the electricity consumption of advanced pond aquaculture and factory aquaculture in seawater will also bring high indirect emissions. It is of great practical significance to study the optimization of marine fishery industrial structure for promoting the high-quality development of marine fishery. Based on the data of marine fishery in Zhejiang Province from 2008 to 2017, this paper calculates the carbon emission efficiency of marine fishery and discusses the impact of industrial structure optimization of marine fishery on carbon emission efficiency. Based on the analysis of the research results, this paper puts forward some suggestions on optimizing the structure of marine fishery industry: increasing the technical input and personnel introduction of energy intensive industries, and developing five high-tech pillars strategically. From the perspective of regional industrial structure optimization, high-efficiency areas should enhance the ability of modern manufacturing industry to undertake international industrial transfer and form innovation clusters; the medium-efficiency areas should use industrial bases to develop characteristic leading industries and modern service industries; low-efficiency areas should develop high-tech industries in line with local resource endowments and advantageous industries, and improve the allocation efficiency of environmental protection investment expenditure. By optimizing the industrial structure of Zhejiang Province, carbon emission efficiency can be improved. Zhuma Township, which is located in Jinhua City, Zhejiang Province, has a long history of camellia cultivation, holds the title of "the hometown of camellia in China", and is an agricultural town with a strong history characterized by its camellia industry. This paper first overviews the development and application of the theory of "socio-spatial" relationships and then formulates a theoretical framework for analyzing characteristic industrial villages according to this theory. Following the study of Zhuma Township, the process of local, industry-driven rural development is divided into three periods: slow growth, rapid expansion, and orderly transition. Then, we summarize the construction mechanism of characteristic industrial villages from the four levels of social relationship reorganization, industrial value increase, local culture reshaping, and spatial order reconstruction. Finally, we present a guide to the practice of rural construction. Arable land protection is essential for Zero hunger the Sustainable Development Goals of United Nations, and the arable land protection includes two aspects, non-farming and non-grain. We try to monitor the arable land protection in Zhejiang with domestic satellite imagery. Satellite remote technology has become an essential way to monitor the land cover change (for non-farming) and grain crops (for non-grain). However, current monitoring frequency and scale were unable to satisfy the needs for non-farming monitoring. The low-resolution image cannot satisfy the feature of land fragmentation of Zhejiang for non-grain monitoring. To address the above problem, this paper proposes a land cover change method to monitor non-farming purposes based on deeplabv3+ with monthly coverage 2 meters resolution images. By focusing on rebuilding training data set and improving training strategy with hard example training, the difficulty of the spurious change caused by the adjustment of farming structure is solved. At the same time, this paper builds three training processes (Initial training, Fine training, Retraining for promotion) based on Fully Convolutional Neural Network FCN-8S to monitor the main grain crops in Zhejiang. The phenological features are added into the process of training to further improve the accuracy. At present, land cover change method of this paper has been applied in Zhejiang province and the monitoring of grain crops has been carried out in some regions according to the specific requirements. Sports culture industry (CI), as a new sunrise industry, has achieved unprecedented development in the world, and many developed countries regard it as a pillar industry. In our country, the sports CI is quickly growing and contributing significantly to national economic growth. The layout mode of the sports CI is crucial in identifying regional growth advantages and resource development, as well as maximizing industrial function allocation and creating sports CI development strategy. This paper takes Dalian's sports CI as the research object and expounds the concept of sports culture, sports CI, and spatial layout of sports CI through analyzing and sorting out previous research results. This study analyses the evolution and spatial distribution of the Dalian sports CI, as well as the current challenges, using theories and methodologies from sports science and economic geography and proposes countermeasures for Dalian to develop its sports CI. Regional development theories, such as central place theory, growth pole theory, point axis theory, and Maslow's hierarchy of needs theory, have important theoretical value and practical guiding significance for the rationalization of spatial distribution of Dalian sports CI. On the basis of analyzing the resources, traffic network, and economic development of Dalian sports CI, the paper constructs the spatial distribution mode of Dalian sports CI, namely, two core points, three development axes, and multiple nodes, and puts forward the measures to optimize the spatial distribution of Dalian sports CI. This paper examines the current condition, resource architecture, and major structure of supply of leisure sports service items in the Zhejiang coastline area using the literature and field inquiry methodologies. On this basis, the optimization countermeasures of combining Zhejiang coastal leisure sports service products with recreational fishery and yacht economy are put forward to perfect the system of coastal leisure sports service products and improve the supply capacity. In this paper, a novel numerical model for characterizing the seepage and dissolution coupling effect on the durability of anti-seepage walls of earth-rock dams is proposed. The model considers the influence of hydraulic gradient-driven seepage on the non-equilibrium decomposition of the calcium dissolution in concrete, as well as the effects of seepage dissolution on pore structure, permeability, and diffusivity. The reasonableness of the model is validated by experimental and literature data, which is then applied to analyze the deterioration and failure processes of a concrete cutoff wall of an earth-rock dam in Zhejiang Province, China. On this basis, the seepage dissolution durability control indices of anti-seepage walls are identified. The findings demonstrate that the suggested method accurately explains the calcium leaching process in concrete. Under the seepage and dissolution coupling effect, calcium in the wall continuously decomposes and precipitates, leading to varying degrees of increases in structural performance parameters, which weaken the seepage control performance of the walls and consequently result in an increase in seepage discharge and hydraulic gradient. By proposing the critical hydraulic gradient as a criterion, the service life of the wall is projected to be 42.8 years. Additionally, the upstream hydraulic head, the initial permeability coefficient, and the calcium hydroxide (CH) content are three crucial indices affecting the durability of walls, and these indices should be reasonably controlled during the engineering design, construction, and operational phases. Simple Summary: In this paper, a three-round nested PCR assay with high specificity and sensitivity (2.62 copies/reaction), employing the Pseudomonas plecoglossicida sctU gene, was established. The detection system was used to detect large yellow croaker samples in the Zhejiang and Fujian areas. It was found that March and April were the peak times of visceral white nodules disease, which was inversely related to temperature. Using this detection method, early detection of visceral white nodules disease in large yellow croakers could be realized. The visceral white nodules disease in the internal organs of Larimichthys crocea has caused significant harm in the aquaculture of this species, with Pseudomonas plecoglossicida considered one of the core pathogens causing this disease. In this study, we designed three pairs of specific nested PCR primers targeting the sctU gene of P. plecoglossicida, a crucial component of the Type III secretion system (T3SS), which is instrumental in bacterial pathogenesis and virulence. Through the optimization of PCR reaction conditions, specificity testing, and sensitivity determination, a method was established for the accurate detection of P. plecoglossicida. This method yielded single amplification products, exhibited a false positive rate of zero for reference bacteria, and achieved a detection sensitivity of a minimum of 2.62 copies/reaction for the target sequence. Using the detection method, we conducted analyses on the diseased populations of L. crocea, involving a total of 64 screened fishes along the southeast coast of China from 2021 to 2023. The results revealed that the infection rate of P. plecoglossicida in diseased L. crocea exceeded over 90% in March and April, while in other months, the maximum recorded infection rate was merely 10%. The detection method developed in this study shows potential for early warning and routine monitoring of visceral white nodules disease in the internal organs of species such as L. crocea. At present, the marine ecological environment is facing enormous pressure from human activities, and there is an urgent need for coordinated governance by multiple entities to ensure that the marine ecological environment can continuously meet the needs of sustainable development. Marine ecological environmental governance plays multiple roles in the sustainable development of the ocean characteristics. Most existing studies have explored this field from the perspective of the government and public, while failing to adequately account for the factors influencing enterprises' participation in marine ecological environmental governance. This paper is an effort to provide some empirical research on the influencing factors of enterprises' participation in marine ecological environmental governance. Based on existing literature, empirical research (213 middle managers were surveyed from 68 coastal enterprises in Zhejiang, China), this study extracts eight core factors that influence corporate participation in marine ecosystems and uses the Fuzzy Decision-making Trial and Evaluation Laboratory approach (Fuzzy DEMATEL). Furthermore, experts from Chinese backgrounds elucidated the complex interdependencies among the factors, based on which key influencing factors were identified. The empirical results indicate that government attention and support, legal and regulatory requirements, and cost-benefit accounting have a positive net effect on corporate participation in marine ecosystem management; when these factors are improved, they drive improvements in other factors(Corporate Capital Capability, Corporate Social Responsibility, Government Enforcement and Appraisal, The Attention of Corporate Leaders, Corporate Internal Management System). Additionally, interviews with Chinese business people support the robustness of the findings and suggest that policymakers cannot ignore government enforcement and assessment efforts. All provinces of China respond to the central government, predict future carbon dioxide emissions, and formulate action plans detailing how the province intends to fulfill its target of carbon emission peaking before 2030. Based on the bottom‐up energy consumption prediction and top‐down goal verification, this paper constructs a set of regional carbon dioxide emission prediction methods. Compared to the traditional bottom‐up prediction method, this method could simplify the parameters while improving the prediction accuracy. This model is used to predict and analyze the process of carbon dioxide emission peaking in Zhejiang. The results show that the mean absolute percentage error of the retrospective prediction value is only 1.56%. Zhejiang will reach carbon dioxide emission peaking around 2029–2030, and the peak value will be 569.7 million tons. Different factors have different effects on the process of carbon dioxide emission peaking. There is a strong correlation between the peak time of carbon dioxide emission and the production time of major energy‐consuming projects in Zhejiang. Meanwhile, if the 16 nuclear reactors are not put into operation, Zhejiang will not be able to achieve the goal of carbon dioxide emission peaking. In the midst of China's ongoing rural–urban integration and development, a pivotal transformation involving the realignment of labour dynamics and land utilisation is underway. This paradigm shift has substantial implications for rural land use and agricultural productivity. Drawing from the field survey conducted in Zhejiang Province in 2019, this study puts non-agricultural employment, land transfer, and land efficiency into one econometric model and establishes a comprehensive framework to explain the mechanisms. Unlike existing research, this paper delves into the impact of different land-transfer behaviours, namely inflow and outflow, on land efficiency. The findings indicate that non-agricultural employment has no significant impact on land efficiency. Rural households acquiring land significantly enhance land efficiency, whereas relinquishing land shows no significance, thus addressing the gap in existing literature regarding the study of different transfer behaviours. Furthermore, to explore the underlying mechanisms, we investigate the mediating effect of land inflows on land efficiency, finding that it operates through plot size. In light of this, we propose that, in guiding land inflows, more emphasis should be placed on the integration and reorganisation of fragmented land rather than simply expanding the total land area, aiming to create large, well-managed areas of arable land by achieving concentrated and contiguous transferable land parcels. Quantifying the drivers of water footprint evolution in the Yangtze River Delta is vital for the optimization of China's total water consumption. The article aims to decompose and predict the water footprint of the Yangtze River Delta and provide policy recommendations for optimizing water use in the Yangtze River Delta. The paper applies the LMDI method to decompose the water footprint of the Yangtze River Delta and its provinces into five major drivers: water footprint structure, water use intensity, R&D scale, R&D efficiency, and population size. Furthermore, this paper combines scenario analysis and Monte Carlo simulation methods to predict the potential evolution trends of water footprint under the basic, general, and enhanced water conservation scenario, respectively. The results show that (1) the expansion of R&D scale is the main factor promoting the growth of water footprint, the improvement of R&D efficiency, and the reduction of water intensity are the main factors inhibiting the increase of water footprint, and the water footprint structure and population size have less influence on water footprint. (2) The evolution trend of water footprint of each province under three scenarios is different. Compared to the basic scenario, the water footprint decreases more in Shanghai, Zhejiang, and Anhui under the general and enhanced water conservation scenario. As China's urbanization accelerates, ecological environmental issues have become increasingly prominent, and how to achieve the synergistic development of urbanization and ecological environment is worth exploring. The paper uses the Super-SBM model and the improved entropy method to calculate the ecological efficiency and the new urbanization in 63 counties in Zhejiang Province from 2000 to 2019. Furthermore, the coupling coordination degree between new urbanization and ecological efficiency is discussed with the coupling degree model, Markov chain, and spatial correlation methods, and its influencing factors are explored by the geographic detector. The results show that: (1) The development trends of new urbanization and ecological efficiency in Zhejiang Province counties both present a "U" shape. Their inflection points appeared in 2005 and 2006, respectively. The gap between counties is gradually narrowing. (2) The coupling coordination degree between new urbanization and ecological efficiency in Zhejiang Province counties also develops in a "U" shape with the minimum value appearing in 2006. Its temporal evolution is dominated by advancement towards a higher level and maintenance of the original type, with most countries advancing from General Disorder to Preliminary Coordination. There is a good positive correlation in the spatial distribution, showing significant High-High and Low-Low agglomeration. (3) In detecting the driving factors, the explanatory power of economic development, natural conditions and social conditions diminishes sequentially. The interaction groups mostly are nonlinear enhancements, and the rest are all two-factor enhancements. Social factors are the main interaction objects. Virtual water exerts an essential effect on water resources, yet such effect is rarely considered in current studies on water rights allocation in transboundary rivers. Hence, this paper ran a case study on Taihu Lake Basin, collecting data from 2017 to make clear the physical water rights of four regions—Jiangsu Province, Zhejiang Province, Anhui Province, and Shanghai City—in the Basin. After that, the multiregional input–output (MRIO) approach was utilized to measure the trade in value-added (TiVA) transfer and virtual water transfer (VWT) and construct an inequality index of VWT (VWI). Next, water efficiency coefficient was employed to convert the VWT into riparian level. Finally, VWT and VWI were incorporated into the water rights allocation model to form up a water rights allocation scheme for Taihu Lake Basin. Results showed: (1) Jiangsu enjoys the most allocated physical water rights, followed by Zhejiang, and Anhui ranks the lowest; (2) Anhui and Jiangsu are net virtual water exporters (2.259 billion m3 and 1.78 billion m3, respectively), while Zhejiang and Shanghai are net importers (2.344 billion m3 and 1.695 billion m3, respectively); (3) Anhui suffers the most inequality—0.4401—followed by 0.5076 of Jiangsu, while Zhejiang has the most equal environment—0.7012; (4) after the inclusion of virtual water, the quantity of water rights allocation changes, whereas Anhui experiences the largest growth—144 million m3—due to the dual effects from the highest VWT and inequality. As a new form of e-commerce, digital industry will become a tool to enhance regional competitiveness and win the allocation of resources, and its advanced degree is the standard to measure economic strength. In the process of development, countries and regions need to master their development status, so a set of digital industry evaluation index system is necessary to help various fields monitor the development status of e-commerce industry, aiming at providing more targeted services. Therefore, the establishment of regional digital industry progress index is conducive to evaluating and improving the development level of e-commerce. Because of the unbalanced development among different regions and the diversity and fuzziness of evaluation indexes, how to evaluate the development degree of cross-border electronic commerce in a region has become the main problem at present. In this paper, the evaluation index of regional promotion degree in cross-border electronic commerce is constructed, and on this basis, the intuitionistic fuzzy multiattribute group decision-making method based on induction is used to evaluate the promotion degree of regional cross-border electronic commerce. By analyzing the actual situation of cross-border Internet e-commerce comprehensive evaluation cases in various regions of Zhejiang Province, it is proved that this method is really effective. In view of this, this paper constructs an integrated multiangle monitoring index system of regional digital industry progress index, puts forward a subjective and objective method based on the principle of the minimum distance between the evaluated object and the ideal point, and combines the regional digital industry progress index with the comprehensive index method. The measurement model is used to measure the progress of digital industry in this region from June 2019 to June 2020, as an empirical object. Most of the existing studies on maker-space focus on internal subjects (such as makers) or external factors (such as policy support, ecological environment, and more). There has been relatively little discussion on the design of a series of mechanisms of maker-space. This paper theorizes the operating mechanism for platform services, resource gathering, network connections and endogenous cultural protection for the maker-space. It uses the method of fuzzy set qualitative comparative analysis (fsQCA) to analyze data from 63 maker-spaces in Zhejiang Province. The study proposes a reasonable mechanism design scheme for maker-space. The results show that the innovativeness of a maker-space is the result of the synergistic effect of various operating mechanisms. Among them, the platform service function, the channel for gathering resources, the formal linkages, and the culture for sharing achievements are indispensable support mechanisms for maker-spaces. Two effective ways to promote innovation in maker-space are outlined: first, preventing interventions from external resource providers; second, building an inclusive culture of trial and error. With the continuous development of urbanisation, the economic level of rural areas has improved greatly. However, due to the development of industry and the leap in the economy, the rural environment has suffered unprecedented damage. Taking Zhejiang Province as an example, this paper explores the rural environmental pollution control path under the government intervention mechanism. Firstly, it analyses the functions of the government in rural environmental pollution control. Then, taking Huzhou as an example, this paper empirically evaluates the willingness to pay for the treatment of living environment pollution in rural areas of Huzhou based on the CVM (Contingent Valuation Method) and analyses the decentralised domestic sewage treatment mode, multi household domestic sewage treatment mode, and waste collaborative treatment mode from the perspective of treatment technology and policy system. Finally, it is proposed that to speed up the governance of the rural environment, and we must strengthen the administrative intervention of the government in rural environmental governance. The government should improve the environmental protection awareness of leaders at all levels and the masses and enrich farmers' environmental governance knowledge and technical training. Based on the theory of environmental economics, agricultural economics, and decision-making behaviour, this paper analyses the influence mechanism of farmers' decision-making behaviour and government intervention in rural non-point source pollution control. The weak consumption of rural residents has become an important factor restricting the healthy development of the Chinese economy. With the continuous development of digital construction in rural areas, its role in the upgrading of rural residents' consumption is becoming more and more important. Based on the mechanism of 164 administrative villages in the pilot area of Zhejiang Province, and using staggered cluster analysis, MLR analysis, mediation effect model, etc., this paper discusses the impact and transmission mechanism of digital villages on rural residents' consumption upgrade. The results show that farmers' wage income, property income, and total income all play a significant positive mediating role in the process of promoting consumption upgrading in digital villages; information literacy is a latent variable in the process of promoting consumption upgrading in digital villages. It also played a significant positive mediating role. The research provides the micromechanism of the digital village affecting the consumption upgrade of rural residents and puts forward to promote the process of infrastructure construction, improve the construction of e-commerce system, pay attention to the differences among residents and other suggestions. With the progress of economy, people have more and more leisure time and higher income. More and more people choose rural tourism and experience rural life when they choose to travel. This paper takes Zhejiang rural tourism as an example, based on the theory of complex ecosystem and Butler's theory of tourism destination life cycle. First of all, through literature research, find out the development status of rural tourism in China and elaborate its influencing factors and finally put forward targeted suggestions. Secondly, through on-the-spot investigation, taking the villages in Zhejiang Province as the investigation objects, the relevant information is obtained through questionnaire survey and other methods. Finally, according to the results of literature research and field survey, taking Guzhu village and Jiaxing City in Zhejiang Province as examples, the tourism data over the years show that rural tourism can promote employment, provide multiple jobs, and improve farmers' income. The proportion of rural tourism income in local tourism income has increased year by year. This paper discusses the impact of the development of rural tourism behavior on the ecological environment in Zhejiang Province and tries to find the perfect combination point of the coordinated development of rural tourism and environment. Vegetation phenology and its spatiotemporal driving factors are essential to reflect global climate change, the surface carbon cycle and regional ecology, and further quantitative studies on spatiotemporal heterogeneity and its two-way driving are needed. Based on MODIS phenology, meteorology, land cover and other data from 2001 to 2019, this paper analyzes the phenology change characteristics of the Yangtze River Delta from three dimensions: time, plane space and elevation. Then, the spatiotemporal heterogeneity of phenology and its driving factors are explored with random forest and geographic detector methods. The results show that (1) the advance of start of season (SOS) is insignificant—with 0.17 days per year; the end of season (EOS) shows a significant delay—0.48 days per year. The preseason temperature has a greater contribution to SOS, while preseason precipitation is main factor in determining EOS. (2) Spatial differences of the phenological index do not strictly obey the change rules of latitude at a provincial scale. The SOS of Jiangsu and Anhui is earlier than that of Zhejiang and Shanghai, and EOS shows an obvious double-clustering phenomenon. In addition, a divergent response of EOS with elevation grades is found; the most significant changes are observed at grades below 100 m. (3) Land cover (LC) type is a major factor of the spatial heterogeneity of phenology, and its change may also be one of the insignificant factors driving the interannual change of phenology. Furthermore, nighttime land surface temperature (NLST) has a relatively larger contribution to the spatial heterogeneity in non-core urban areas, but population density (PD) contributes little. Food is vital to the people, and safety comes first in food. Food safety is crucial to people's livelihood, economic development, and social stability. It represents people's aspiration for a better life and grabs great public attention. In recent years, while China has achieved significant progress in food safety, the situation remains severe, with incidents such as excessive residues of agricultural and veterinary drugs, as well as illegal addition of toxic and harmful substances. As an important technical support for ensuring food safety, food safety inspection and testing institutions also exhibit a mixed bag of performance. Problems such as inadequate personnel management, improper use of facilities and equipment, weak legal awareness resulting in issuance of false reports have frequently occurred, seriously disrupting the normal order of the inspection and testing market and affecting the authority and accuracy of food safety testing. Based on the capacity verification of inspection and testing organizations in Zhejiang Province in recent years, this paper studies the typical problems faced by food inspection and testing institutions in terms of management level and testing capabilities, analyzes the root causes in depth, and proposes specific strategies from three aspects: Strengthening the main responsibility of inspection and testing institutions, combining regulatory departments with supervision and guidance, and enhancing industry self-discipline, aiming to continuously improve their inspection and testing capabilities, promote the high-quality development of food inspection and testing institutions, and effectively ensure the safety of every bite of food. Nickel (Ni) is a silver-white metal with high antioxidative properties, often existing in a bivalent form in the environment. Despite being the fifth most abundant metal on Earth, anthropogenic activities, including industrial processes, have elevated Ni levels in environmental media. This study investigated Ni contamination in various food groups in Zhejiang Province, China, mainly focusing on Ni levels in beans, vegetables, aquatic foods, meat products, cereal products, and fruits. A total of 2628 samples were collected and analyzed. Beans exhibited the highest Ni content in all samples. The overall detection rate of Ni was 86.5%, with variation among food categories. For plant-origin foods, legumes had the highest Ni concentration while for animal-origin foods, shellfish showed the highest median Ni concentration. The results indicate generally acceptable Ni exposure levels among Zhejiang residents, except for children aged 0–6. Beans were identified as the primary contributor to high Ni exposure risk. In large-scale water conservancy and hydropower projects, complex rock structures are considered to be the main factor controlling the stability of hydraulic structures. The classification of rock mass structure plays an important role in the safety of all kinds of large buildings, especially underground engineering buildings. As a quantitative classification index of rock mass, the rock block index is very common in the classification of borehole and dam foundation rock mass structures. However, there are few studies on the classification of underground engineering rock masses. Moreover, their classification criteria have disadvantages in spatial dimension. Therefore, this paper takes the long exploratory cave CPD1 in the water transmission and power generation system of the Qingtian pumped storage power station in Zhejiang Province as the research object and launches a study on the structural classification of the rock mass of a flat cave based on the 3D rock block index. According to the group distribution of joints, the sections are statistically homogeneous. Additionally, the Monte Carlo method is used to carry out random simulations to generate a three-dimensional joint network model. The virtual survey lines are arranged along the center of the shape of the three different orthogonal planes of the 3D joint network model to represent the boreholes, and the RBI values of the virtual survey lines on each orthogonal plane are counted to classify the rock mass structure of the flat cave in a refined manner using the rock block index of the rock mass in 3D. The above method realizes the application of the 3D rock block index in underground engineering and overcomes the limitations of traditional rock mass classification methods in terms of classification index and dimension. The results show that: (1) Three-dimensional joint network simulations built on statistical and probabilistic foundations can visualize the structure of the rock mass and more accurately reflect the structural characteristics of the actual rock mass. (2) Based on the 3D rock block index, the rock mass structure of the long-tunnel CPD1 is classified, from that of a continuous structure to a blocky structure, corresponding to the integrity of the rock mass from complete to relatively complete. The classification results are consistent with the evaluation results of horizontal tunnel seismic wave geophysical exploration. (3) Based on the 3D joint network model, it is reasonable and feasible to use the 3D rock block index as a quantitative evaluation index to determine the structure type of flat cave rock masses. The escalation in carbon dioxide concentration has precipitated global climate warming, accentuating ecological and environmental concerns. Notably, China stands as the world's largest carbon emitter, with the Taihu Lake basin emerging as a carbon-intensive region within the country. This paper undertakes a comprehensive analysis spanning 2005 to 2020, calculating the economic contribution coefficient of carbon emissions and the ecological carrying coefficient of carbon absorption in the Taihu Lake basin. The study includes a delineation of carbon balance zones and an exploration of the geographical and spatial influences of both ecosystem and economic factors. The overarching trend in carbon emissions within the Taihu Lake Basin initially exhibited rapid growth, followed by a fluctuating decline, with the pivotal year being 2012, recording the apex of emissions at 575.8293 million tons. Concurrently, total carbon absorption demonstrated a fluctuating growth trajectory, ascending from 82.3503 million tons in 2005 to 85.6488 million tons in 2020. The carbon emission intensity in the basin manifested a pattern of high concentration in the northeast and low concentration in the southwest, while the carbon absorption intensity displayed the inverse pattern. The carbon balance across the Taihu Lake Basin revealed a spatial incongruity, characterized by a suboptimal pattern in the northeast and a favorable pattern in the southwest. Zhejiang Province emerged as an ecological stronghold within the basin, acting as the primary carbon sink functional area. Urban built-up areas and forested regions emerged as principal influencers of carbon balance in the Taihu Lake basin. Urban construction land, population density, and arable land area were identified as primary contributors to carbon emissions, whereas per capita GDP, forests, grasslands, and water bodies were identified as main contributors to carbon absorption in the watershed. A three-dimensional representation of the random distribution of fractures in rock masses, known as the discrete fracture network (DFN), is widely used to analyze the stability of jointed rock slopes. In this paper, a new framework for constructing three-dimensional DFN models in rock masses has been proposed to overcome the limitations of conventional circular or polygon-based models. The framework utilizes the universal elliptical disc (UED) model and integrates it with the discrete element method in 3DEC for the stability evaluation of jointed rock slopes. This paper starts by introducing the basic principles of the UED model. The procedures for constructing a three-dimensional DFN using the UED model is then outlined. In the present study, a case study of a rock slope in Zhejiang Province, China is used to demonstrate the implementation of the proposed framework. A comprehensive comparative study is conducted to investigate the impacts of several UED model parameters, including the ratio of major axis to minor axis and rotation angle, and discontinuity density, on the stability of rock slopes and compared to the conventional Baecher disc model. The results show that the framework can effectively integrate the UED model into 3DEC and provide a realistic representation of the three-dimensional DFN, leading to improved accuracy and efficiency in the stability evaluation of jointed rock slopes. The framework also shed light on the interactive effects of the UED model parameters and discontinuity density on the rock slope stability, providing a strong reference for using the UED model in constructing DFN models for rock slopes. The concrete-filled steel tubular (CFST) arch bridge has achieved significant development in recent years due to its unique mechanical performance and technical advantages. However, due to the lagging theoretical research compared to engineering practice, many problems have been exposed in the existing bridges, resulting in adverse social impacts and enormous economic losses. With the increasing prominence of safety issues in CFST arch bridges, it is necessary to assess their safety condition in service. This paper establishes a safety assessment index system for CFST arch bridges using the fuzzy analytic hierarchy process (AHP) based on an exponential scale. The assessment method proposed includes the following main points: (1) Bridge safety assessment is closely related to the load-bearing capacity of components. This study proposes an assessment index that comprehensively considers both the defect conditions and the design load-bearing capacity of components for the safety assessment. (2) The exponential scale method is introduced to safety assessment for the first time, and the AHP based on an exponential scale is applied to calculate the component weights. (3) Considering the specific structural characteristics of CFST arch bridges, this study provides a detailed division of component types and calculates the component weights. By combining the component assessment indexes, a comprehensive safety assessment index system is established, and a safety assessment method for CFST arch bridges is proposed. (4) Taking the Jiantiao Bridge in Zhejiang Province as an engineering case, the load-bearing capacity of components is calculated using finite element software ANSYS 19.1. Based on the established safety assessment index system, the safety of the bridge is assessed by integrating the inspection results. Amid the flourishing digital economy, digital finance overcomes the constraints of the conventional financial model and largely improves the supply efficiency and use of funds. This provides new opportunities for manufacturing corporations to improve their green innovation efficiency. Employing Chinese Shenzhen and Shanghai A-share listed manufacturing corporations between 2011 and 2021, this paper conducts an empirical analysis to study the effect of digital finance on corporate green innovation efficiency. Discoveries suggest that digital finance significantly improves manufacturing corporations' green innovation efficiency. After a few robustness tests, the results are still accurate. According to a mechanism analysis, digital finance increases the effectiveness of green innovation in manufacturing corporations by removing financing constraints. According to the heterogeneity analysis, the impact of digital finance on manufacturing corporations exhibits distinctive financial and geographical regional heterogeneity, particularly accentuated in Zhejiang Province and the central and western regions. This paper can provide a valuable reference for digital finance in supporting manufacturing corporations in green innovation ventures and improving the level of green innovation in the context of digitalization. The sustainable development of enterprises is the driving force of national economic growth. The main objectives of this paper are to find what are all the influencing factors of enterprise sustainable development, how to produce the influence, and how to carry out effective strategy combination. This paper investigates 321 enterprises and analyzes their financial data from the aspects of market, internal management, industry, scale, products, and innovation ability. We find that fixed assets, information management level, and the overall quality of employees have the best driving force, reaching 0.132, 0.195, and 0.874, respectively. Enterprises also put more efforts on the improvement of internal management level and the expansion of industrial chain, which were 0.3778 and 0.2138, respectively. As far as the government's strategy of supporting and promoting tax policy is concerned, tax policy has a good independent impact, but when combined with other indicators, the impact effect is not significant. This shows that the promotion efficiency of the policy is low, and the applicability and pertinence need to be optimized. In addition, the promotion effect of innovation investment on sustainable development is poor, which shows that the innovation efficiency of small and microenterprises in Zhejiang Province is not high, and the ability to transform innovation resources into innovation output is insufficient. As more attention is given to green and sustainable industries, an analysis of the industrial impacts on all aspects of life, including inclusive affluence, is gradually developing. Idle rural residential land is a valuable resource and an important factor in promoting sustainable development. Balanced urban and rural development contributes to inclusive prosperity, so understanding the relationship between industry and the balanced development of urban and rural can significantly impact social development. In China, achieving the balanced development requires narrowing the urban-rural income gap. This paper analyzed the impact of reallocating idle rural residential land on promoting the balanced development. The study found that industry development has a positive impact on the balanced development, with a regression coefficient of 1.478. Regions with higher industry indices in counties had better outcomes regarding the balanced development. When the development of rural industry derived from idle residential land was in good condition, the effect increased by 3.326 percentage. The results showed heterogeneity, with the regression coefficient of industry development on the balanced development in county-level cities being 0.498 larger than in urban areas. In summary, the reallocation of idle residential land can promote sustainable development, increase residents' income, and improve overall regional economic development. The ICT service industry has become a burgeoning industry at a high and stable speed. Their equitable distribution can improve national and global positive peace. This paper aimed to verify the characteristics of spatio-temporal evolution and its influencing factors in the ICT service industry. Based on the data from 31 Provinces in China from 2015 to 2019, this paper uses location quotient, spatial autocorrelation methods and spatial econometric analysis to explore the development characteristics, evolution and influencing factors of the ICT service industry, respectively. The main results are shown as follows: (1) China's ICT service industry is mainly concentrated in Beijing, Shanghai, Zhejiang, Tibet, and Guangdong, with a trend of specialisation development. They are not only distributed in cities with relatively superior overall development but also those with superior industrial and development carrier elements. Technological relevance, aggregation, and political difference might have an impact on promoting the emergence and development of these industries. (2) ICT service industry is characterised by stable and highly concentrated development. Numbers between three to five significant provinces and types with high-high (HH) and high-low (HL) clusters of local spatio-temporal association kept stable in the period. The HH was in eastern coastal areas, including Zhejiang, Shanghai, Jiangsu, and Shandong, and the HL was in Guangdong in 2015. There is a definite spatial correlation in spatial distribution with constant strengthening. (3) TUR, NDN, MIAT and the area were shown to have a significant role in promoting the ICT service industry, while NW, GDP and ICT Employment were shown to have a significant negative impact on this industry. Correspondingly, two strategies were put forward here: (1) accelerating the inter-provincial networking development of the ICT service industry, and (2) strengthening government policy guidance for the ICT service industry. These outcomes can not only provide a scientific basis and theoretical support for the distribution of strategies and resources for these industries at the theoretical level but also improve resource integration from the national perspective and the efficiency of resource use at the practical level. Global warming, white pollution, ecological degradation and other environmental and resource issues have become the focus of attention in all areas of society today, and sustainable development is no longer a slogan. Design practitioners are committed to developing new visions and approaches. The application of materials is an important part of realising a circular economy. Sugar cane is the world's number one sugar crop and the second largest bioenergy crop, while bagasse is one of the most produced agricultural wastes in the world. This study is located in the hometown of brown sugar in China - Yiwu City, Zhejiang Province. The research objective is to develop the design and application of bagasse fibre composites in the brown sugar industry of Yiwu using waste bagasse materials as a starting point. The aim is to use design to drive the circular flow of waste resources, extend the economic chain of the brown sugar industry, and help build a local ecological civilisation and sustainable economic development. The researcher used theoretical framework, qualitative research and data analysis as research methods. In this study, the theoretical framework of sustainable development of the brown sugar industry in Yiwu is proposed, and the circular path diagram of the brown sugar industry ecological park. With theory guiding practice, and successfully developed bagasse paper material and bagasse bioplastic material and applied them in the field of lamps and brown sugar product packaging. The traditional meaning of ecological efficiency generally considers only the ratio of economic output to environmental input. This paper expands the meaning and the evaluation system of ecological efficiency from the perspective of improving people's livelihoods. Not only are the discharge of wastewater, waste gas, and solid waste included in the undesired output, but the output index also takes full account of the overall development of the economy, innovation, society and the environment from the perspective of high-quality development. Under the assumption of variable returns to scale, a super-efficiency slack-based measure model based on the undesirable output and Malmquist index is introduced to measure the spatial and temporal variation of ecological efficiency of Zhejiang Province in China, and the panel Tobit method is used to study the key factors affecting ecological efficiency. The results include the four following findings: (1) In the past 12 years, the ecological efficiency of Zhejiang Province has steadily increased, except in 2019 and 2020, when seven cities in Zhejiang Province experienced a decline or near stagnation due to the impact of the economic slowdown and the COVID-19 epidemic. (2) The ecological efficiency of Zhejiang demonstrates a severe regional imbalance, showing a high level in the northeast and a low level in the southwest. (3) Malmquist index analysis shows that the improvement of ecological efficiency in Zhejiang Province has shifted from mainly relying on the dual drivers of pure technical efficiency and scale efficiency in the early stage to relying on technological progress in the later stage. The COVID-19 pandemic posed huge hurdles to green economic recovery and the tourism sector. This paper examines challenges in the Zhejiang, Fujian, and Shandong provinces of China' coastal tourism and green economic growth in the wake of the COVID-19 pandemic. To assess this impact, the study used econometrics models based on the Chinese provincial data from March 2020 to April 2021. According to the results, coastal tourism's related income fell drastically regardless of where the people live. Fisherman's earnings dropped by 26%, while captains and owner's earnings dropped by 49% on average. This also resulted in a shortage of food supply that endangered food security. During the pandemic, the number and duration of tourism trips dropped in all study locations. In addition, results indicated that in the wake of COVID-19, lower economic growth and recessions resulted in a significant decline in green investments. The paper proposes that to achieve green recovery and the recovery of the tourism sector, the local and central governments need to increase green investments and the literacy of the people in charge of coastal tourism.
