This paper describes an empirical case study of the Subiaco town centre in Western Australia. The research method employs geospatial mapping of archival and contemporary data sources to explore the town centre's changing spatial structure and high street morphology at the micro-scale over the past century. Once a thriving retail and business centre, Subiaco's (and possibly the state's), premier retail high street destination is now being compromised as the disruptive influence of online retailing gains further traction in the marketplace. Retail disruption provides the paper's conceptual foundation. Agents of disruption include the processes of creative destruction and innovation diffusion, which together with macro-economic factors help to explain the centre's evolution over time and space. The paper examines changes in the town centre's morphological character including residential gentrification, a growing dominance of fast food outlets, an overabundance of comparison stores and a more gendered offering in retail and personal services establishments. The paper also refers to the potential of the town centre to regain its past residential status as a means of fostering economic growth and renewal and suggests that this will only be achieved with radical intervention at the policy and planning level. In 2008, the Western Australian State Government initiated its Royalties for Regions Program to fund its regional development mandate. The program, an outcome of an electoral commitment, reallocated 25% of the state's prodigious mineral royalties to non-metropolitan regions, with supporters applauding the improved regional conditions and critics claiming fiscal irresponsibility. Numerous reviews, mostly qualitative, were undertaken, but the state's Auditor-General asserted that the program remained unmeasured. This paper presents a quantitative analysis of the program's outcomes as framed by the state's regional development policies. It investigates the program's influence on populations in small local governments (with fewer than 5,000 residents), where its effect would be most prominent, to determine whether the program prompted population growth. The research uses census data to examine how these municipalities' population growth deviated from their projected growth while discounting for major resource projects – the mainstay of these local governments. The research concludes that the sampled populations typically declined more than projected. The region-building process in Western Australia is examined using Paasi's theoretical framework of ‘regional institutionalisation’. The paper examines the formalisation of the regions in Western Australia from the 1940s with the first attempts to regionalise the State, through to the recent political and policy shifts. A particular focus is given to the pivotal legislation passed in 1993 which created nine Regional Development Commissions, and the implications of the post-2008 Royalties for Regions program. The discussion examines the trajectory of the Western Australia regions through the lens of Paasi's model. This paper charts major changes in the locational distribution of female prostitution in the Perth metropolitan area during the twentieth century, and aims to explain why these changes took place. The study confirmed that there is a positive relationship between changes to law enforcement policy and changes to the spatial distribution of the sex industry. Factors that affect law enforcement policy (and thus the location of prostitution) include the social stigma associated with prostitution, economic forces that compete for urban space and political pressures to contain and occasionally relocate the trade. At the same time, and despite a number of major spatial redistributions caused by changes to law enforcement policy in Perth, the central city area has remained the sex industry's geographical focus throughout the twentieth century. This strong preference to be centrally located is related to the sex industry's primary locational imperatives, being access to major client catchments and availability of appropriate operational premises. The paper argues that a complex set of endogenous and exogenous factors contribute to the locational behaviour of prostitution, and that these forces and their associated dynamics need to be understood in order to successfully integrate the sex industry into an equitable and orderly town planning process. This paper focuses on a case study of local postcard production in a rural community in Western Australia. Drawing on in-depth interviews with key producers of these postcards, the analysis presented explores perceptions of and contexts for the emergence of this production, in turn examining the notion of 'creativity' articulated and privileged by this cultural work. Connections are identified between the making of postcards, the broader historical field of local cultural work and the construction of community. This paper examines the attempt by mining management in Western Australia's Pilbara to replace mining unions--quite literally--by removing them from the processes of representation and bargaining. It analyses the way in which those unions have tried to re-place themselves, in the senses of transforming themselves in those spaces in which they were already operating and reviving themselves where they were not. Where unionists have succeeded in these engagements, it has been by working at a range of geographical scales, using the 'power of place' in the Pilbara and reshaping traditional geographies of union organisation. It is suggested here that many of these emergent outcomes are the result of the embeddedness of geographically specific historical structures along with new intersections of nationally and locally scaled labour politics. Over the past century the cultural and physical landscape of the Shire of Denmark on the south coast of Western Australia has been transformed by successive waves of in-migrants. The paper examines the period since the early 1970s when alternative lifestylers and early retirees, attracted by the district's natural beauty and low land prices, began moving in and acquiring former Group Settlement holdings. The activities of these and subsequent 'alternatives' and 'cashed out' early retirees settling in the district have raised the marketability of the Shire's cultural capital. These changes have occurred in association with broader processes of rural restructuring and changing notions of 'rurality'. Increasingly, Denmark's cultural and physical landscape has become a highly marketable product for consumption by Perth's affluent middle classes. In recent years land prices have risen rapidly as speculators and financiers seek to 'cash in' on the 'cashed out' society. Rottnest Island is a popular holiday destination offshore from Perth, the capital city of Western Australia. Rottnest (or Rotto) attracts approximately 500 000 visitors annually. The island is managed by a statutory government authority, the Rottnest Island Authority (RIA), for the purposes of providing recreation and holiday facilities and services, and protecting its natural and cultural values. While there are advantages in management by one body, there appears to be a conflict in managing both the tourism business and the environment, largely as a result of funding issues. While further tourism development would boost the RIA's self-funded operating budget, increased pressures may compromise the island environment and the Rottnest ethos, which revolves around a relaxed and casual social ambiance. The RIA aims to develop Rottnest as a model for sustainability, but are dilemmas surrounding economic sustainability potentially risking the island's environmental and social sustainability? This paper concludes that in the pursuit of economic returns from tourism, Rottnest Island's environmental and social values face an uncertain future. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to examine the changing dynamics of housing markets in an Australian rural community. With reference to the case of Narrogin, Western Australia, it argues that there is an increasing disjuncture between the social and demographic characteristics of rural residents and the modal form of housing in country towns, namely the detached family house. Factors contributing to this disjuncture include the ageing of the population, the loss of traditional blue-collar employment, sub-regional restructuring of service provision, retirement migration patterns, and growing acceptance of the particular housing needs of groups such as the aged, the disabled, young and indigenous people. While it is clear that there is currently something of a mismatch between the characteristics of the population and the housing stock in Narrogin, it is also evident that a combination of political, cultural and economic factors form a significant barrier to adjustment in the local housing market. Construction of access tracks in national parks and other reserves in the south-west of Western Australia is an essential feature of park management. However, their construction was often carried out with little or no appreciation of soil and slope characteristics and potential erodibility, or the effect of slope and stream sedimentation on terrestrial and aquatic flora and fauna. This paper reports on the findings of a study carried out in Kalamunda National Park, a small reserve in the Darling Ranges east of Perth. Tracks were surveyed and the extent of erosion and sedimentation measured. Erosion-indicating and erosion-influencing variables were measured. Track alignment angle (to the contour) and track gradient were the two site variables most significantly correlated with measures of erosion severity. The most important upslope (on-track) factor was track length, and the most important upslope (off-track) factor was the abundance of granite outcrops. Seasonal conditions were important, particularly in relation to soils with relatively high clay contents. When wet, these soils were more likely to suffer from surface drainage problems and increased runoff, associated with decreased cohesion. On the other hand, the more common sand-textured soils are generally more erodible when wet. Several management measures are recommended. These fall into three categories: those relating to track closure or realignment (to avoid the most erosion-susceptible sites); those relating to actual track design and maintenance, or site management; and those relating to modification of visitor behaviour . Adoption of fly-in/fly-out (FIFO) or commute work systems in the Western Australian mining industry has increased rapidly over the last decade, with metropolitan Perth becoming the main source of labour and the base for major mining supply and service companies in the state. This situation has led to increasing concern on the part of many regional authorities about the loss of local benefits through 'fly-over' effects, and implications for regional development in their smaller resource-based communities. To date, the state government has paid little attention to these issues, but, at the same time, the regions have done relatively little to help themselves. Australian non-capital cities are overshadowed by their state capitals. High state-level urban primacy is especially true of Western Australia. Various theories in economic geography might explain the west Australian settlement pattern. Few are grounded in the experience of those with power over and/or knowledge of development. To study this experience and compare it with theory we conducted 37 in-depth interviews with decision-makers and subject matter experts to understand their explanations of Western Australia's settlement pattern. In addition to well-known determinants of settlement, such as environmental constraint and first-mover advantages, a majority of participants attributed Perth's dominance to centralised political institutions, poor infrastructure provision to non-capital city regions, few bottom-up growth avenues, and an unmet need to devolve power. The Kwinana Industrial Area is nearing its 60th anniversary as a resource-processing industrial cluster. Its longevity may be understood in the traditional terms of industrial inertia resulting from three types of agglomeration economies: localisation, transfer, and urbanisation economies. However, industrial ecology provides an alternative approach to describe the environmental impacts of interplant linkages: utility/infrastructure sharing, supply-chain synergies, by-product exchanges, and joint provision of services. The Kimberley coast in Australia's far north-west is the traditional country and home of a number of Indigenous groups and hosts some of the country's richest cultural heritage, most spectacular rock art, scenery and wildlife, making it an attractive tourism destination. A growing expedition cruise industry provides the main means of visitor access to remote coastal sites and offers excursions to shore-based attractions in what are mostly Aboriginal Reserve lands. In light of concerns about environmental and cultural site impacts resulting from increasing visitor numbers, this study examined biophysical site impacts along access trails to shore-based attractions and used qualitative methods to ascertain cultural impacts. The synthesis of the findings highlights that cultural concerns arising from visitor access without having sought traditional owner consent for such access, combined with a lack of traditional owner involvement in the planning, management or running of visitor activities, overshadow currently low environmental impacts of onshore expedition cruise activities. To overcome the continuing impasse regarding the issue of unsanctioned visitor access, the Kimberley urgently needs a coordinated approach by key stakeholders and the traditional owners which recognises and acknowledges the historical context. Since 2002, the Australian Natural Heritage Trust Phase 2 (NHT2) has required community groups seeking funds for natural resource management projects to have developed nationally accredited regional strategies and investment plans. This case study reports on the progress of one such regional (and sub-regional) group, examining in particular the perceptions of the community group members and other stakeholders of the overall process. Through interviews, participant observation and document analysis in 2004-05, the process of developing a regional strategy and an investment plan by the Northern Agricultural Catchments Council in Western Australia, and the involvement of regional stakeholders in the process, were examined. While the concept of regional-scale management was perceived favourably by community interviewees, their concerns related to increasing bureaucracy, the need for further local involvement, more on-ground action instead of further planning, the relevance of the regional Council to local communities, and the motives of Council members. Communication with regional stakeholders was extensive in preparing the regional strategy, but fell short during the development of the investment plan. The success of the regional planning process will be evidenced by whether members of the regional community actively implement regional priorities, and whether long-term funding and support from the State and Australian governments are provided.
