Global energy consumption is growing rapidly, with the frequency and intensity of extreme events constantly increasing, posing a long-term threat to power supply and consumption. Therefore, analyzing the spatiotemporal characteristics of electricity consumption and quantitatively assessing the impact of extreme events on electricity consumption are of great significance. Based on fine-grained electricity consumption data from Europe for the years 2019–2022, this paper employs a data mining perspective and four methods including Z-score, Isolation Forest, Local Outlier Factor, and Autoencoder to detect abnormal electricity consumption during extreme events. Additionally, it combines indicators such as elastic loss, vulnerability, and duration to measure the impact of extreme events on electricity consumption. It is found that low temperatures could lead to abrupt changes in electricity consumption, with Northern Europe being more significantly affected by low temperatures. The COVID-19 pandemic had the most significant impact on electricity consumption in Europe, with the middle part of Europe being the hardest hit during the first wave of the pandemic. Electricity anomalies during the pandemic period were related to national pandemic control policies and exhibited some lag. Hydropower has played an important role in Europe in recent decades, offering a unique combination of safe, low-cost, and clean power generation. Today, it is still one of the largest renewable energy sources (RES), accounting for about 35 % of RES electricity generation. However, grid stability is threatened by the increasing amount of undispatchable RES. Flexibility and dynamics such as energy storage and rapid response are urgently needed to achieve EU policy goals. In such a context, hydropower can play a key role, not only as a provider of regulated renewable energy but also due to its ability to balance a renewable energy system in the short term and the medium/long term by pumped storage technology. All these aspects underline the new role of hydropower, which aims to strengthen grid stability and power supply resilience and to enable higher penetration of volatile RES. In this context, the aim of this paper is to demonstrate the role of hydropower at the European level as well as the needs and opportunities of modernization to fully exploit its potential. In particular, this study provides, the assessment of the today flexibility offered by hydropower to the power system at the European level by leveraging a database of information collected through the participants to the working groups of the COST Action Pen@Hydropower which includes stakeholders in the hydropower sector of 34 European countries. The study confirms the key role of hydropower in future energy scenarios with 30 % of the flexibility demand at all time scales met by hydropower. Furthermore, the paper presents a review of the digitalization solutions and innovative technologies that support the growth of a new generation of sustainable hydropower together with the modernization opportunities for existing hydropower plants. The results of this work have practical implications for stakeholders in the hydropower sector and policymakers as it provides evidence at the European scale of the role of hydropower technology in balancing the power system and the need to have supportive frameworks and adequate markets to fully exploit the European hydropower potential to achieve the energy transition goals. It is urgent to make a change of strategy that successfully faces the energy transition to achieve the 2030 sustainable development goals, the armed conflict in Europe, the high price of energy supply and the high energy dependence at European and national level. In this scenario, the energy community, as a new legal entity, driven by European regulations, can be considered an effective tool to fight against climate change, accelerating the energy transition and guaranteeing a fair and inclusive energy system so necessary in our country. At the national level, the legal framework that regulates energy communities is insufficient. Thus, is it necesary a legal, technical and financial development to promote the constitution of such entities. In this paper, we study their legal nature, proposing, within the framework of Social Economy organisations, the associations and cooperatives as suitable legal formula. They have similar characteristics, provide environmental, social and economic benefits for their members, under principles of voluntary, inclusive and democratic participation; in order to improve the quality of life of citizens; in short, to work on behalf of people and our planet. The recent geopolitical conflicts in Europe have underscored the vulnerability of the current energy system to the volatility of energy carrier prices. In the prospect of defining robust energy systems ensuring sustainable energy supply in the future, the imperative of leveraging renewable indigenous energy sources becomes evident. However, as such technologies are integrated into the existing system, it is necessary to shift from the current centralized infrastructure to a decentralized production strategy. This paper presents a method to identify a panel of technological solutions at the district level, intended to reduce complexity for the integration of decentralized models into a national-scale model. The framework's novelty lies in combining a global sensitivity analysis for solution generation with clustering to identify typical configurations. The global sensitivity analysis is performed on a mixed integer linear programming model, which optimally sizes and operates district energy systems. The sensitivity analysis determines the most influential parameters of the model using the Morris method and provides a representative sampling of the solution space by leveraging the Sobol sampling strategy. The latter is then clustered using a density-based algorithm to identify typical solutions. The framework is applied to a suburban and residential Swiss neighborhood. The first outcome of the research is the high sensitivity of the model to energy carrier prices. As a result, Sobol's sampling space separates itself into two system types: those based on a natural gas boiler and those relying on a combination of electrical heaters and heat pumps. For both types, the electricity demand is either fulfilled by PV panels or electricity imports. Summary: Arguably, the most important challenge nowadays in the energy industry is the utilization of intermittent renewable energy sources. On the one hand, renewable sources are the future in terms of sustainability. While on the other hand, several questions remain unanswered in connection with their day‐to‐day operation and system integration. Creating microgrids with local control of the distributed energy resources seems to offer solutions but there is a lack of practical experience. Especially in Europe, where a microgrid with islanding capability is connected to a widespread, synchronously operating grid, it is a complicated task, owing to the control methods. In this paper, the technical possibilities are presented, which are necessary to allow island mode operation of a microgrid. The case study discusses a "living lab" in which several energy generation technologies have been deployed thus it is a good representation of future renewable‐based microgrids. To support the island operation, numerical calculations and simulations are used to determine power and energy needs of necessary flexibility measures. Basis of the calculations is the year‐long data measured on‐site. Sizing and operation modes for energy storage and demand‐side resources and an architectural scheme are presented. Net present value for all technological options are compared to aid the selection of the best option. A sensitivity analysis is also performed to assess how potential change in various parameters of the economical calculation affect the results. Hydrogen storage is expected to play a crucial role in the comprehensive defossilization of energy systems. In this context, the focus is typically on underground hydrogen storage (e.g., in salt caverns). However, aboveground storage, which is independent of geological conditions and might offer other technical advantages, could provide systemic benefits and, thereby, gain shares in the hydrogen storage market. Against this background, this paper examines the market relevance of aboveground compared to underground hydrogen storage. Using the open-source energy system model and optimization framework of Europe, PyPSA-Eur, the influence of geological independence, storage cost relations, and technical storage characteristics (i.e., efficiencies) on mentioned market relevance of aboveground hydrogen storage are investigated. Further, the expectable market relevance based on current cost projections for the future is assessed. The studies show that in terms of hydrogen capacities, aboveground hydrogen storage plays a considerably smaller role compared to underground hydrogen storage. Even when assuming comparatively low aboveground storage cost, it will not exceed 1.7% (1.9 TWh H2,LHV) of total hydrogen storage capacities in a cost-optimal European energy system. Regarding the amounts of annually stored hydrogen, aboveground storage could play a larger role, reaching a maximum share of 32.5% (168 TWh H2,LHV a-1) of total stored hydrogen throughout Europe. However, these shares are only achievable for low cost storage in particularly suited energy system supply configurations. For higher aboveground storage costs or lower efficiencies, shares drop below 10% sharply. The analysis identifies some especially influential factors for achieving higher market relevance. Besides storage costs, the demand-orientation of a particular aboveground storage system (e.g., hydrogen storage at demand pressure levels) plays an essential role in market relevance. Further, overall efficiency can be a beneficial factor. Still, current projections of future techno-economic characteristics show that aboveground hydrogen storage is too expensive or too inefficient compared to underground storage. Therefore, to achieve notable market relevance, rather drastic cost reductions beyond current expectations would be needed for all assessed aboveground hydrogen storage technologies. Electricity markets are increasingly influenced by variable renewable energy such as wind and solar power, characterized by a pronounced weather-induced variability and imperfect predictability. As a result, the evaluation of the capacity value of variable renewable energy, i.e., its contribution to security of supply, gains importance. This paper develops a new methodology to endogenously determine the capacity value in large-scale investment and dispatch models for electricity markets. The framework allows balancing effects to be accounted for that arise due to the spatial distribution of generation capacities and interconnectors. The practical applicability of the methodology is shown with an application for wind power in Europe. We find that wind power can substantially contribute to security of supply in a decarbonized European electricity system in 2050, with regional capacity values ranging from 1-40%. Analyses that do not account for the temporal and spatial heterogeneity of the contribution of wind power to security of supply therefore lead to inefficient levels of dispatchable back-up capacity. Applying a wind power capacity value of 5% results in an overestimation of firm capacity requirements in Europe by 66 GW in 2050. This translates to additional firm capacity provision costs of 3.8 bn EUR per year in 2050, which represents an increase of 7%. [ABSTRACT FROM AUTHOR]

The twenty-first century must see a decarbonisation of electricity production to mitigate the flow of greenhouse gas emissions into the atmosphere. This paper presents an econometric analysis of the factors that motivate the use of renewable energy in electricity production using panel data from European Union Member States during the period 2000–2015. The research extends the literature in this area in several ways. Firstly, the econometric analysis is focused on the electricity sector rather than on the overall primary energy supply, which also includes the diverse heating and transport sectors. In addition, an alternative public policy variable is proposed using the tax and levy component of electricity bills. Furthermore, an alternative econometric approach is employed using a hybrid mixed effects estimator. The results of this analysis are found to be broadly as expected. Electricity grid interconnection and higher levels of greenhouse gas emissions both motivate the development of renewable electricity, with point elasticities of 0.55 and 0.87 respectively. Summary: In this survey, the objective is to identify current trends in the smart grid research by exploring the work carried out in numerous smart grid labs worldwide. For this purpose, a large number of smart grid labs are identified, and a short description of their activities is given. Fifty‐eight out of the 75 identified labs are located in Europe. Smart grid research is divided into categories, which represent popular topics of research in the field. The predominant category of research is identified to be generation and distributed energy resources (Gen & DER) with 91% of the labs conducting research in this field. Aggregated information is presented regarding the labs, providing a clear idea of the topics of research carried out. Connections between different topics of research are presented, which reveal synergies or collaboration gaps among various smart grid topics. Grid management and Gen & DER and energy storage and Gen & DER have been found to be popular combinations of topics with 55 labs active in both, respectively. In addition, we provide insights on the entities at which research is targeted and consider the evolution of publications produced by the labs on the different categories. An overall increase in publications was observed over the past 11 years in virtually all categories of smart grid research with the most published scientific papers in Gen & DER and electromobility. Collaborations between research institutes have been analyzed, pointing out existing joint research conducted and the huge potential to explore synergies between institutes further. Our work is useful in order to identify the smart grid areas where research is focusing on. Many countries have some kind of energy-system transformation either planned or ongoing for various reasons, such as to curb carbon emissions or to compensate for the phasing out of nuclear energy. One important component of these transformations is the overall reduction in energy demand. It is generally acknowledged that the domestic sector represents a large share of total energy consumption in many countries. Increased energy efficiency is one factor that reduces energy demand, but behavioral approaches (known as “sufficiency”) and their respective interventions also play important roles. In this paper, we address citizens’ heterogeneity regarding both their current behaviors and their willingness to realize their sufficiency potentials—that is, to reduce their energy consumption through behavioral change. We collaborated with three Swiss cities for this study. A survey conducted in the three cities yielded thematic sets of energy-consumption behavior that various groups of participants rated differently. Using this data, we identified four groups of participants with different patterns of both current behaviors and sufficiency potentials. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. External energy security has gained importance within the EU due to the current Russian-Ukrainian natural gas dispute, but also because of mid- and long-term issues connected to the availability of energy supply in Europe. The Energy Union proposal is supposed to increase the coherence of the EU in external energy, thus contributing to the energy security of the Community. However, various member states have already expressed different (not always positive) views, concerning this project. In order to shed light on the further development of the Energy Union, the present paper – based on 52 semi-structured interviews – examines members states' support for and opposition to the further deepening of integration in external energy security. By analysing Austria, the Czech Republic and Slovakia, this paper argues that member states' preferences depend at least partly on the decision-makers' perceptions of their state's ability to cope with three energy security challenges (external, internal and business). States whose decision-makers believe that their countries are able to successfully cope with these challenges are more likely to oppose further integration in energy security area, while member states whose decision-makers view these tasks as challenging are more likely to support the transfer of competences to the EU. Abstract: With a high penetration of intermittent energy sources in Europe, the relevance of the balancing mechanisms increases, as these sources may require additional balancing actions and increase network congestions. Germany has experienced a significant penetration of intermittent energy sources and network congestions. This paper analyses the functioning of the German balancing mechanisms, with a special focus on the interplay between imbalance pricing and network congestions. We demonstrate the existence of adverse price signals caused by a flawed design of imbalance pricing in relation to network congestions. This paper reviews European land and bioenergy potential studies to 1) identify shortcomings related to how they account for agricultural intensification and its associated environmental effects, and sustainability constraints, and 2) provide suggestions on how these shortcomings can be improved in future assessments. The key shortcomings are: The environmental impacts of intensification are nearly always ignored in the reviewed studies, while these impacts should be accounted for if intensification is required to make land available for energy cropping. Future productivity developments of crops and livestock, and the associated land-use and environmental effects are currently limited to conventional intensification measures whereby the proportion between inputs and outputs is fixed. Sustainable intensification measures, which increase land productivity with similar or lower inputs, are ignored in the reviewed studies. Livestock productivity developments, livestock specific intensification measures and their environmental effects are poorly or not at all covered in the reviewed studies. Most studies neglect sustainability constraints other than GHG emissions in the selection of energy crops. This includes limitations to rainfed energy crop cultivation, a minimum number of crop species, the structural diversity within cropping areas and the integration of energy crops in existing or new crop rotations, while simultaneously considering the effects on subsequent crops. These shortcomings suggest that the identification of sustainable pathways for European bioenergy production requires a more integrative approach combining land demand for food, feed and energy crop production, including different intensification pathways, and the consequent direct and indirect environmental impacts. A better inclusion of management practices into such approach will improve the assessment of intensification, its environmental consequences and the sustainable bioenergy potential from agricultural feedstocks. Abstract: Biomass is one of the major sources of renewable energy in the World. This paper aims at observing primary biomass energy supply in some EU countries within periods1971–2009 and 1982–2009. Following related two panel data sets for biomass in EU, this work employs linear models and nonlinear threshold autoregression (TAR) models to test linearity against nonlinearity and nonstationarity against stationarity. If nonlinearity is found, then, the next step is to search transition variable and threshold value of the panel data sets. This paper eventually has the purpose to reveal if EU countries converge in the production of biomass in a linear form or nonlinear form. Findings show that panel of Austria, Denmark, Finland, France and Portugal follows nonlinear process and reaches partial convergence in per million primary solid biomass energy supply. However, the involvement of Belgium, Greece, Norway, Poland and Sweden to the panel yields linearity and divergence. One may suggest policy makers of EU and/or OECD, upon conclusion of this paper, to revise their energy policies to stimulate both production and consumption of biomass energy source. Reanalysis models are rapidly gaining popularity for simulating wind power output due to their convenience and global coverage. However, they should only be relied upon once thoroughly proven. This paper reports the first international validation of reanalysis for wind energy, testing NASA's MERRA and MERRA-2 in 23 European countries. Both reanalyses suffer significant spatial bias, overestimating wind output by 50% in northwest Europe and underestimating by 30% in the Mediterranean. We derive national correction factors, and show that after calibration national hourly output can be modelled with R 2 above 0.95. Our underlying data are made freely available to aid future research. We then assess Europe's wind resources with twenty-year simulations of the current and potential future fleets. Europe's current average capacity factor is 24.2%, with countries ranging from 19.5% (Germany) to 32.4% (Britain). Capacity factors are rising due to improving technology and locations; for example, Britain's wind fleet is now 23% more productive than in 2005. Based on the current planning pipeline, we estimate Europe's average capacity factor could increase by nearly a third to 31.3%. Countries with large stakes in the North Sea will see significant gains, with Britain's average capacity factor rising to 39.4% and Germany's to 29.1%. [ABSTRACT FROM AUTHOR]

Abstract: The paper analyses the issues for consideration listed in the stock taking document “New Energy Strategy for Europe 2011–2020” and explores the impact of their implementation on the use of renewable energy sources. The main objective of the paper is to introduce and provide a summary of the theoretical and methodological achievements required for an analysis of the implications of such an EU level strategy. It also provides a summary of the results of the analysis of the impacts of the Strategy on a specific field; namely, on the use of renewable energy sources. Contradictions inherent in the Strategy are discussed as well, and a proposal is put forward to aid the resolution of these contradictions. The paper also points out that the further development of the theoretical and methodological achievements may result in the creation of a simulation model, the application of which could effectively aid the process of strategic planning and the testing of strategies prior to approval. Finally, the paper discusses how an EU level and/or a global network of energy security centres could promote the development and implementation of an energy policy ensuring the appropriate utilization of renewable energy sources. Abstract: Large scale integration of wind energy poses new challenges to the European power system due to its stochastic nature and often remote location. In this paper a multivariate uncertainty analysis problem is formulated for the integration of stochastic wind energy in the European grid. By applying copula theory a synthetic set of data is generated from scarce wind speed reanalysis data in order to achieve the increased sample size for the subsequent Monte Carlo simulation. In the presented case study, European wind power samples are generated from the modeled stochastic process. Under the precondition of a modeled perfect market environment, wind power impacts dispatch decisions and therefore leads to alterations in power balances. Stochastic power balances are implemented in a detailed model of the European electricity network, based on the generated samples. Finally, a Monte Carlo method is used to determine power flows and contingencies in the system. An indicator is elaborated in order to analyze risk of overloading and to prioritize necessary grid reinforcements. Implications for the Swiss power grid are investigated in detail, revealing that the current system is significantly put at risk in certain areas by the further integration of wind power in Europe. It is the first time that the results of a probabilistic model for wind energy are further deployed within a power system analysis of the interconnected European grid. The method presented in this paper allows to account for stochastic wind energy in a load flow analysis and to evaluate deterministic indicators, such as the N −1 criterion, on a probabilistic basis. Abstract: For many, the supergrid is seen as the solution that allows the massive integration of renewable energy sources in the European power system. It connects different remote energy sources to the existing grid while offering additional control. It offers balancing through geographic spread and allows a more diversified energy portfolio. In the meanwhile it increases the security of supply. However, technical limitations exist, and it is not yet possible to construct such a supergrid. Several outstanding issues need to be solved. This paper first describes the potential and need for a supergrid. The paper focuses on a meshed, multi-terminal VSC HVDC, and it is explained why this relatively new technology is believed to be the best suitable one for such a grid. The different difficulties or challenges that still exist are addressed. Not only the remaining technical limitations are addressed, but also the techno-economic, control and operational issues are discussed, as well as some regulatory obstacles. [Copyright &y& Elsevier]

Abstract: The need for diversification of energy sources is an immanent goal in long term energy strategy. In particular, this is of great importance for the natural gas supply. In this respect, evaluation and assessment of potential natural gas resources and their relation to consumers is of great importance. The natural gas supply in Europe is one of the main issues of European energy strategy to be followed in the future. In particular, the natural gas supply in the southeast countries is important. This paper provides a framework for understanding how much natural gas is available for use in south east and central Europe as well as the links to the recent supply of natural gas and its transport. The analysis is focused on evaluation of the potential routes for natural gas supply to the south east and central European countries. The potential options included in this analysis are the Yamal Route; Nabucco Route; West Balkan Route; LNG NEUM Route and Gas by Wire Route. In this analysis, attention is focused on the following indicators for assessment of potential options: environmental indicator; NG cost indicator; NG transport and royalty indicator; investment indicator; and NG demand indicator. Biomass has become a popular alternative to satisfy expanding energy demand and as a substitute for fossil fuels and phased-out nuclear energy in Europe. The European Union White Paper stipulates that the utilization of biomass shall increase to 1566 TWh by 2010. However it is often overlooked that the forest resources are already, to a large extent, used by the forest industries. When promoting biomass for energy generation the consequences for the forest industries also need to be considered. Sweden is an excellent case study, as there are vast quantities of forest resources, nuclear power is starting to be phased out, there are restrictions on expanding hydropower and the political desire exists to “set an example” with respect to carbon dioxide emissions. This paper attempts to estimate and analyse the supply of two types of forest resource, namely, roundwood and harvesting residues derived from final harvesting and commercial thinnings. Two separate supply curves are estimated: one for roundwood and one for harvesting residues. The cost structure is based on an economic-engineering approach where the separate cost components are constructed from the lowest cost element into aggregates for labour, capital, materials and overhead costs for each forest resource. The results indicate an unutilized economic supply of 12 TWh of harvesting residues in Sweden. However, after these 12 TWh have been recovered it becomes more profitable to use roundwood for energy purposes than to continue extracting further amounts of harvesting residues. In this paper different window energy rating systems (WERS) are evaluated and compared. The comparisons are made for different European climates, types of buildings and orientations. The purpose of the paper is to evaluate how complex a WERS needs to be in order to be able to provide a reliable energy rating which can be applied to different buildings in different climates and orientations. The results indicate that Europe needs to be separated into several different climate zones. A simple linear heating energy-rating model of the form Ag–BU (where g is the total solar energy transmittance, U is the thermal transmittance of the window, and A and B are empirical coefficients), may be sufficient within certain regulations. For warm locations a linear cooling energy rating, depending only on the g factor may also yield an acceptable rating. To achieve the European climate targets and the Paris Agreements, at least 65% of the electricity needs to be generated from renewable energy sources by 2030. This requires a significant increase of distributed energy resources, posing a challenge for distribution system operators to integrate them into existing hierarchical grids. The concept of Local Flexibility Markets has recently gained attention as a market-based tool to tackle this challenge, making use of demand side flexibility. In this paper a Delphi method has been performed, showing that there are still numerous barriers in place preventing a widespread adoption of such markets in Europe. The main obstacles for market participants refer to standardisation issues. Based on that, a hybrid market model has been developed, comprising elements of a Local Flexibility Market and a Local Energy Market. To activate demand side flexibility from local energy transactions, spatio-temporally varying price signals are introduced, reflecting the constraints of the distribution grid. The paper shows, that this novel market approach helps to overcome relevant standardisation issues, but also certain barriers regarding end-users' lifestyles, which is because prices are comprehensible signals that can motivate end-users to participate. Moreover, a set of numerical examples is provided to illustrate the monetary benefits that could be gained by consumers and prosumers in the proposed hybrid market model. The examples show that the major share of the cost savings result from local energy trading, but the hybrid market model is also able to accumulate additional smaller revenues from providing flexibility. It is no doubt that the rise of new energy actors in post-Soviet geographic space such as Azerbaijan, Kazakhstan, and Turkmenistan was welcomed by Western power centers. Those emerging actors were assessed as partners in diminishing Europe's energy dependence to a single supplier; the Russian Federation. In this context, the main Western initiatives to challenge Russian energy dominance regarding the Caspian Basin were the Baku-Tbilisi-Ceyhan (BTC) oil pipeline, and South Caucasus gas pipeline. These two strategic pipelines pass through the territories of Samtskhe-Javakheti region of Georgia - a tiny administrative unit adjacent to the Turkish city of Ardahan and Armenian city of Gyumri. Because of that, any political turmoil in that strategic region should easily turn into a factor endangering both already unsatisfactory regional stability and European energy security. In this article, Samtskhe-Javakheti region's economic and demographic characteristics that make it unique and prone to instability are analyzed and European Union's Samtskhe-Javakheti policy is evaluated through the lens of security of energy supply. The conclusion of the paper is that, the European Union failed to establish influential cooperation mechanisms to avoid political and economic instabilities in this transit region. Increasing the share of renewable energy is deemed essential to reduce the carbon intensity of the current electricity mix. The promotion of renewable energy technologies should thus be as effective and efficient as possible. Therefore, support schemes should explicitly consider the balance between demand-pull (e.g. production subsidies) and supply-push efforts (public RD&D investments). In this paper we estimate the deployment costs for renewable generation technologies between 2005 and 2030 in the EU-27. Then, we relate our findings to public RD&D expenditures (2005–2010) on these technologies. Based on several “lags” between RD&D spending and market impact, we obtained cumulative pull/push ratios between 100 and 190 for wind technologies and between 80 and 210 for PV. For solid biomass, pull/push ratios are lower, in a range of 60–120. The imbalance for biogas is much larger; the cumulative pull/push ratio for biogas is about 700 in the ‘5 year lag’ case and about 1200 in the other cases (10 yr. lag or more). Although the debate on optimal RD&D efforts is not conclusive and very sector-specific, it is relevant to compare our findings to average pull/push ratios of about 20 in the engineering sector. Overall, we can safely conclude that European governments should critically evaluate current renewables subsidy schemes, and increase public RD&D investments to support next waves of renewable energy technologies. 'Energy' presents a number of complex and interrelated challenges regarding the environment, economy, and politics. In this paper, we argue that cartography should help clarify our understanding of energy issues, but ask whether this has in fact been the case. In a review of over 100 articles pulled from twenty-three peer-reviewed geography journals, we qualitatively assess energy maps published since the early 20th century, examining trends in topic and cartographic technique. Energy maps in geography journals have focused on North America and Western Europe while relying on proportional symbols, grayscale production, and the analysis of energy phenomena at the national scale-tendencies that in many instances have limited our understanding of the ways in which energy is actually consumed. Simultaneously, cartographers are limited to the energy data available to them, frequently precluding small-scale consumption analysis or consideration of diurnal and seasonal trends. The political will to reduce global GHG emissions has largely contributed to increased global biofuel production and trade. The expanding cultivation of energy crops may drive changes in the terrestrial ecosystems such as land cover and biodiversity loss. When biomass replaces fossil energy carriers, sustainability criteria are therefore crucial to avoid adverse impacts and ensure a net positive GHG balance. The European Union has set mandatory sustainability criteria for liquid biofuels in its Renewable Energy Directive ( RED) 2009/28/ EC to ensure net positive impacts of its biofuel policy. The adoption of sustainability criteria in other world regions and their extension to solid and gaseous biomass in the EU is ongoing. This paper examines the effect of the EU RED sustainability criteria on the availability of biomass resources at global and regional scale. It quantifies the relevance of sustainability criteria in biomass resource assessments taking into account the criteria's spatial distribution. This assessment does not include agricultural and forestry residues and aquatic biomass. Previously unknown interrelations between sustainability criteria are examined and described for ten world regions. The analysis concludes that roughly 10% (98.5 EJ) of the total theoretical potential of 977.2 EJ occurs in areas free of sustainability concerns. [ABSTRACT FROM AUTHOR]

Abstract: European energy policy pursues the objective of a sustainable, competitive and secure supply of energy. In 2007, the European Commission adopted an energy policy for Europe, which was supported by several documents on different aspects of energy and included an action plan to meet the major energy challenges Europe has to face. A farsighted diversified yearly mix of energies was suggested to countries, aiming at increasing security of supply and efficiency, but a wide and contemporary view of energy interchanges between states was not available. In a previous work of the same authors, energy import/export interchanges between European States were used to develop a geographic overview at one-glance. In this paper, the enhanced Interchange Energy Network (IEN) is investigated from a modelling point of view, as a Small-World Net, by supposing that connections can exist between States with a probability depending also on economic/political relations between countries. In this article the authors reflect on the increased emphasis on the security of energy supply on its political agenda by European governments. The authors cites the example of the 2001 Green Paper on Energy Security in Europe. It warns that without an active energy policy, the European Union (EU) will not be able to free itself from its increasing energy dependence and highlights the urgent need to diversify the various sources of supply. The article also mentions the interruption of energy supplies from Russia to EU member states during the Russia-Ukraine gas disputes of 2006 and the Russia-Belarus oil dispute of 2007 which fuelled discussions in the EU about a energy crisis and the long-term security of energy supplies to Europe.

This paper addresses the bidding problem faced by a virtual power plant (VPP) in a joint market of energy and spinning reserve service. The proposed bidding strategy is a non-equilibrium model based on the deterministic price-based unit commitment (PBUC) which takes the supply-demand balancing constraint and security constraints of VPP itself into account. The presented model creates a single operating profile from a composite of the parameters characterizing each distributed energy resources (DER), which is a component of VPP, and incorporates network constraints into its description of the capabilities of the portfolio. Abstract: In transmission and distribution systems, the high number of installed transformers, a loss source in networks, suggests a good potential for energy savings. This paper presents how the Spanish Distribution regulation policy, Royal Decree 222/2008, affects the overall energy efficiency in distribution transformers. The objective of a utility is the maximization of the benefit, and in case of failures, to install a chosen transformer in order to maximize the profit. Here, a novel method to optimize energy efficiency, considering the constraints set by the Spanish Distribution regulation policy, is presented; its aim is to achieve the objectives of the utility when installing new transformers. Abstract: Since the turn of the 21st century, the onshore wind industry has seen significant growth due to the falling cost of wind generated electricity. This growth has coincided with an interest in the development of offshore wind farms. In Europe, governments and developers have begun establishing small to medium sized wind farms offshore to take advantage of stronger and more constant winds and the relative lack of landowner conflicts. In the U.S., several developers are in the planning and resource evaluation phases of offshore wind farm development, but no wind farms are currently operational or under construction. In this paper, we analyze the patterns of development in Europe and compare them to the U.S. We find significant differences in the patterns of development in Europe and the U.S. which may impact the viability of the industry in the U.S. We also discuss the policies used by European nations to stimulate offshore wind development and we discuss the potential impacts of similar policies in the U.S. [Copyright &y& Elsevier]

Background: The production of fuel-grade ethanol from lignocellulosic biomass resources has the potential to increase biofuel production capacity whilst minimising the negative environmental impacts. These benefits will only be realised if lignocellulosic ethanol production can compete on price with conventional fossil fuels and if it can be produced commercially at scale. This paper focuses on lignocellulosic ethanol production in Europe. The hypothesis is that the eventual cost of production will be determined not only by the performance of the conversion process but by the performance of the entire supply-chain from feedstock production to consumption. To test this, a model for supply-chain cost comparison is developed, the components of representative ethanol supply-chains are described, the factors that are most important in determining the cost and profitability of ethanol production are identified, and a detailed sensitivity analysis is conducted. Results: The most important cost determinants are the cost of feedstocks, primarily determined by location and existing markets, and the value obtained for ethanol, primarily determined by the oil price and policy incentives. Both of these factors are highly uncertain. The best performing chains (ethanol produced from softwood and sold as a low percentage blend with gasoline) could ultimately be cost competitive with gasoline without requiring subsidy, but production from straw would generally be less competitive. Conclusion: Supply-chain design will play a critical role in determining commercial viability. The importance of feedstock supply highlights the need for location-specific assessments of feedstock availability and price. Similarly, the role of subsidies and policy incentives in creating and sustaining the ethanol market highlights the importance of political engagement and the need to include political risks in investment appraisal. For the supply-chains described here, and with the cost and market parameters selected, selling ethanol as a low percentage blend with gasoline will maximise ethanol revenues and minimise the need for subsidies. We carried out bibliographic searches in PubMed and Embase.com for the period from 1996 to 2008 with the aim of reviewing the scientific literature on the relationship between various sources of indoor air pollution and the respiratory health of children under the age of five. Those studies that included adjusted correlation measurements for the most important confounding variables and which had an adequate population size were considered to be more relevant. The results concerning the relationship between gas energy sources and children's respiratory health were heterogeneous. Indoor air pollution from biomass combustion in the poorest countries was found to be an important risk factor for lower respiratory tract infections. Solvents involved in redecorating, DYI work, painting, and so forth, were found to be related to an increased risk for general respiratory problems. Abstract: Wind generation is growing rapidly in all the world, especially in Europe. The power produced by this kind of generation is difficult to predict and the predictions are not very accurate. In most systems these imbalances are costly. These penalties reduce the revenue for the wind generation company (WGENCOs). An option to solve this problem would be to work together with another agent. In this paper, a combined strategy for bidding and operating in a power exchange is presented. It considers the combination of a WGENCO and a hydro-generation company (HGENCO). There is considerable interest in the potential impact of climate change on the feasibility and predictability of renewable energy sources including wind energy. This paper presents dynamically downscaled near-surface wind fields and examines the impact of climate change on near-surface flow and hence wind energy density across northern Europe. It is shown that: Simulated wind fields from the Rossby Centre coupled Regional Climate Model (RCM) (RCAO) with boundary conditions derived from ECHAM4/OPYC3 AOGCM and the HadAM3H atmosphere-only GCM exhibit reasonable and realistic features as documented in reanalysis data products during the control period (1961–1990). The near-surface wind speeds calculated for a climate change projection period of 2071–2100 are higher than during the control run for two IPCC emission scenarios (A2, B2) for simulations conducted using boundary conditions from ECHAM4/OPYC3. The RCAO simulations conducted using boundary conditions from ECHAM4/OPYC3 indicate evidence for a small increase in the annual wind energy resource over northern Europe between the control run and climate change projection period and for more substantial increases in energy density during the winter season. However, the differences between the RCAO simulations for the climate projection period and the control run are of similar magnitude to differences between the RCAO fields in the control period and the NCEP/NCAR reanalysis data. Additionally, the simulations show a high degree of sensitivity to the boundary conditions, and simulations conducted using boundary conditions from HadAM3H exhibit evidence of slight declines or no change in wind speed and energy density between 1961–1990 and 2071–2100. Abstract: The conversion of primary energy from natural sources and the subsequent utilisation of secondary forms of energy are basically related to the development of our society with its continuous change of requirements. Consequently the consumption of primary energy resources rose drastically especially during the last five decades. However, the increasing awareness of environment pollution from the use of, e.g. fossil fuels, the limitation of the availability of such sources as well as market considerations and costs forces governments to re-orientate their energy policy in order to ensure a sustainable supply for the future of their societies. The paper will start with an overview of the energy market development in general and by comparing certain key areas in the world. Abstract: Congestion on power grids seems a physical reality, a “hard” fact easy to check. Our paper models a different idea: congestion signal may be distorted by transmission system operators (TSOs). Indeed, congestion signals are not physical data but “home made” conventions directly set by the TSOs in charge of the security of the system. These security norms are not stable and invariable because some flexibility is needed by the very nature of the power flows and because lines capacity limits are not constant. TSOs, therefore, define the congestion signal on a variable, complex and non-transparent constraint and may manipulate it for monetary purposes or for other personal agenda. In Nordic countries the coexistence of two congestion management methods in a “Light Handed Regulation” framework makes this opportunistic behaviour even more likely. [Copyright &y& Elsevier]

The energy marker liberalisation process in Europe is increasingly focused on electricity market integration and related cross border issues. This signals that the liberalisation of national electricity markets is now closer to the long-term objective of a single European energy market. The interface between the national electricity markets requires physical interconnections and technical arrangements. However, further progress towards this objective also raises important issues regarding the framework within which the integrated market is implemented. This paper reviews the progress towards a single European electricity market. We then discuss the emerging issues of market concentration, investments, and security of supply as well as some aspects of market design and regulation that are crucial for dynamic performance of a single European market. This paper presents a robust controller designed to address both local and interarea oscillations. It is an extension of the "desensitized four-loop regulator" (DFLR) that has been developed by Electricité de France. The suggested controller is a second-order state-space regulator which will be called the "extended DFLR" (EDFLR). As the DFLR, the EDFLR can be converted to an AVR+PSS structure. Electric vehicles (EVs) can play an important role in improving the European Union's (EU)'s energy supply security, reducing the environmental impact of transport, and increasing EU competitiveness. The EU aims at fostering the synchronised deployment of EVs and necessary recharging infrastructure. There is currently a lack of studies in the literature for analysing the societal impacts of EV and infrastructure deployment at continental scale. In our paper, we analyse the likely impact of related plans of the EU member states (MSs). With the help of qualitative and quantitative analyses, we study the impact of plans on recharging infrastructure deployment, contributions to the EU climate and energy goals, air quality objectives, and reinforcement of the EU's competitiveness and job creation. We soft-link a fleet impact model with a simplified source receptor relationship model, and propose a new model to calculate job impacts. The results overall show modest impacts by 2020, as most member states' plans are not very ambitious. According to our analysis of the plans, a reduction of CO2 emissions by 0.4%, NOx emissions by 0.37%, and PM2.5 emissions by 0.44%, as well as a gross job creation of more than 8000 jobs will be achieved by 2020. The member state plans are very divergent. For countries with more ambitious targets up to 2020, such as Austria, France, Germany, and Luxemburg, the climate, energy, and air quality impacts are significant and show what would be achievable if the EU would increase its pace of EV and infrastructure deployment. We conclude that more ambitious efforts by the member states' to deploy electric vehicles could accelerate the reduction of CO2 emissions and lead to less dependence on fossil oil-based fuels, along with air quality improvements, while at the same time creating new job opportunities in Europe. In regards to the ratio of publicly accessible recharging points (RPs) per EV, we conclude that member states have to come up with more ambitious targets for recharging point deployment, as the current plans will lead to only one recharging point per every 20 EVs by 2020 across the EU. This paper can serve as useful input to the further the planning of EV and recharging infrastructure deployment in the EU and elsewhere. Our study highlights that the different strategies that are followed in the EU member states can be a fertile ground to identify best practices. It remains a challenge to quantify how different support policies impact EV deployment. Building integrated photovoltaics is one of the key technologies when it comes to electricity generation in buildings, districts or urban areas. However, the potential of building façades for the BIPV system, especially in urban areas, is often neglected. Façade-mounted building integrated photovoltaics could contribute to supply the energy demand of buildings in dense urban areas with economic feasibility where the availability of suitable rooftop areas is low. This paper deals with the levelised cost of electricity (LCOE) of building integrated photovoltaic systems (BIPV) in the capitals of all the European member state countries plus Norway and Switzerland and presents a metric to investigate a proper subsidy or incentive for BIPV systems. The results showed that the average LCOE of the BIPV system as a building envelope material for the entire outer skin of buildings in Europe is equal to 0.09 Euro per kWh if its role as the power generator is considered in the economic calculations. This value will be 0.15 Euro per kWh if the cost corresponding to its double function in the building is taken into the economic analysis (while the average electricity price is 0.18 Euro per kWh). The results indicate that the BIPV generation cost in most case studies has already reached grid parity. Furthermore, the analysis reveals that on average in Europe, the BIPV system does not need a feed-in tariff if the selling price to the grid is equal to the purchasing price from the grid. In light of the advancing energy transition and an increasing amount of intermittent renewable energy to be integrated, flexibility from distributed energy resources will be key. In this paper, the Italian UVAM (Unità Virtuali Abilitate Miste, i.e., virtually aggregated mixed units) project, one of the biggest pilots in Europe to serve this purpose, is critically reviewed and mapped after two years of operation. The pilot is analyzed on a global level as well as the individual participant level. Based on the extensive analysis of actual market data, different strategies of participating companies to obtain capacity in accordance with the pilot project's design are identified. Furthermore, the specific bidding strategies of individual participating units on the balancing market are outlined. Alongside this, the overall pilot project's market integration, in terms of offered and accepted bids, is depicted. The thorough data analysis, therefore, serves as an input and fundamental building block for future electricity market modeling. Comprehending specific data from the coronavirus disease 2019 (COVID-19) pandemic, provides insights for future high renewable-energy scenarios. Providing more affordable and cleaner energy for all raises complex and significant financial, political, technical, and institutional issues, which must all be addressed to ensure sustainable development. Energy technology innovation has a critical role to play as one of the best pathways to achieve the transition to a global clean energy system. This paper is an endeavor to study the impact of government energy technology research, development, and demonstration (RD&D) budget, which is the primary input of energy technology innovations on cleaner energy supply and carbon footprints (CFP). In this study, a cleaner energy supply is measured as the contribution of renewable energy to total primary energy supply (RE). We assumed that the effect of energy innovation is not uniform but varies according to the descending and ascending movements in a government's energy technology RD&D budget. To this end, we distinguished the impact of the descending and ascending movements in government energy technology RD&D budgets on cleaner energy supply, and CFP in Europe over the period 1985 to 2016. Additionally, we carried out a comparative examination of the effects of energy technology RD&D expenditures on RE and CFP under both linear and nonlinear panel techniques. To increase room for policy implications, we also controlled for the role of economic growth and trade openness and performed several robustness check analyses. We found that the reduction of carbon footprints associated with an increase in public support to energy technology RD&D is more pronounced than the contribution of energy technology innovation to the deployment of renewable energy in Europe. This study provided little evidence in favor of the effectiveness of a government energy technology RD&D budget to substantially boost renewable energy in Europe.
