This paper addresses the international and internal digital divides that exist across and within the European member states according to the educational attainment of their populations. Our results suggest that even for those European countries that are outperforming their counterparts in terms of digital development, such as Finland, some internal gaps still remain and need to be addressed. In other countries, as in the cases of Malta, Spain, and Portugal, the divides are a matter for concern. These findings would probably be overlooked if we worked only with aggregate levels, as is usual. This paper applies theories of international socialization to examine the impact of European Union contact on the professional socialization of public officials in Central and Eastern Europe. Based on a survey of officials in seven new member states, the paper finds that daily work on European Union issues is associated with favourable attitudes towards merit-based civil service governance. The distinction between types of European Union contact shows that officials dealing with ‘reception’-related European Union activities such as the transposition and implementation of European Union policies develop more meritocratic attitudes. By contrast, ‘projection’-related activities that involve personal contact with European Union officials have no effect. The paper concludes that the small but consistent impact of European Union contact on professional socialization promotes the silent professionalization of public administration in Central and Eastern Europe. The recent financial crisis has triggered considerable concerns about the activities of credit rating agencies (CRAs), which has led to a shift away from self-regulation based on voluntary compliance with the IOSCO Code to the implementation of a regulatory framework at EU level under the supervision of the European Securities and Markets Authority. Against the background of the role CRAs play in the financial market system and how they have failed to fulfil their intermediary function, this paper examines the main weaknesses attributed to the operation of CRAs before and during the financial crisis and assesses the EU's regulatory response to these weaknesses. As the paper will elucidate, many of the major concerns identified have been addressed following consecutive regulatory amendments, albeit to differing degrees and levels of satisfaction, which in the future will require redress and further improvements to be implemented, including, but not limited to, the issuer-pays model, over-reliance on ratings, ratings shopping and private enforcement. The Integrated Pollution Prevention and Control Directive is one of the most relevant environmental regulations in Europe. It affects approximately 50,000 installations belonging to the most polluting industrial sectors. Several scholars have studied the effects of the Directive at the firm level, investigating its effects on environmental performance and competitiveness. Despite this, few studies have focused on experiences related to the transference of the Directive's principles to countries beyond the borders of the European Union. This paper describes a case study that assessed the transposition of the European Union Integrated Pollution Prevention and Control scheme to Egypt, Morocco and Tunisia by means of a method designed for this purpose, which provides the guidelines for analysing and benchmarking policy and legislative frameworks in these Mediterranean Partner Countries by supplying information on the European integrated system for Pollution Prevention and Control. The paper outlines the methodological approach adopted in the two-year international 7th Framework Programme project, Boosting Best Available Techniques in the Mediterranean Partner Countries , pointing out various policy scenarios suitable for implementing the key principles of this scheme in Southern Mediterranean countries. The evaluation of these scenarios establishes the steps to take in order to gradually approach the adoption of the most relevant aspects of the European Union's Integrated Pollution Prevention and Control system and the adoption of the Best Available Techniques in the Mediterranean Partner Countries. By 2020 Europe has to increase its energy efficiency and share of renewables in 20%. However, even accomplishing these challenging objectives Europe will be effectively wasting energy as we demonstrate in this paper. In our way towards a fully renewable scenario, we need at least to stop wasting energy in order to guarantee the energy supply needed for growth and comfort. We waste energy when we employ more primary energy than the final energy we ultimately use and this excess cannot be reutilized. In this paper we propose the WE (wasted energy) as a novel metric to measure the performance of energy systems and set up appropriate targets. The WE incorporates information about energy efficiency and renewable sources. Unlike European legislation, the WE considers them in an integrated way. This approach will help Member States to exploit their intrinsic capabilities and design their optimum strategy to reach their objectives. Using the information in Eurostat, we calculate the WE of Member States in EU-28 and their evolution. We also analyze illustrative examples to highlight strategies to reduce the WE, study the connection between economic development and WE, and provide a tool to diagnose the potential of improvement of an energy system. Purpose – The purpose of this paper is to investigate how trade unions may address the questions of inclusion of vulnerable employees in low-wage “anchored” sectors in the European Union. Design/methodology/approach – The findings presented in the paper are mainly results of the analysis of stakeholder policies and strategies on the national level and on the European level, including both desk research and interviews with social partner representatives and other experts in the sectors as well as company case studies carried out in the examined countries in three selected sectors: cleaning, waste collection and catering. Findings – The main findings of the paper refer to the indirect way in which trade unions try to promote the inclusion of vulnerable groups in the examined sectors. On this basis are formulated policy recommendations. Research limitations/implications – The paper is based on case study research that does not cover all possible “anchored” services, vulnerable groups and types of countries, according to their employment and social models. Practical implications – This paper formulates practical recommendations to European trade unions in the services. Originality/value – The originality of the paper is related to comparative research focused on services sectors and the consequences of the spatial reorganisation of sectors for the trade union actions. This paper analyzes the recent cooperation of Spanish territories (mainly the Canary Islands and Deputation of Barcelona) with Canelones, Uruguay from 2005 to 2010. The study uses information from in depth interviews, a survey to key actors, as well as bibliographical sources. The aim is to contribute to understand the motivations and foundations of cooperation between these territories, in order to analyze the advantages and opportunities of territorial cooperation to support processes of local and regional development. The paper argues that the most important contribution of territorial cooperation is not the support in physical infrastructure or the monetary amount of aid itself (funds), but refers to the generation of intangible assets for development. Efficient transport is the key of a developed economy. Every society searches alternatives for road transport which is polluted and with higher costs. A successful solution is combined transport, which is friendly for the environment, economy and the society as a whole. Combined transport improves the green performance of freight transport in Europe. The present study approaches the forms of combined transport and the standards for efficient combined transport services. It gives a statistical overview of European Union combined transport and it concludes on solutions to boost the efficiency in combined transport. The main objective of this paper is to highlight the effectiveness and importance that has combined transport for the transport industry, but also for the entire society. In support of this scientific approach are legislation and research studies and reports conducted by various organisations of the European Union in this area. The final purpose of the paper is to transmit the essence data about combined transport in Europe to interested parts, in order to bring a small contribution to their decision making. The paper analyses the legal significance of subsidies from the aspect of provision of free and fair competition in international trade. Due to its implications and significance, both in terms of liberalisation of international trade and in terms of protection of national economic interests against unfair acts of foreign importers, this issue belongs to the corps of current and disputable issues in foreign trade law. The paper analyses primarily the concept of protection of subsidies in our new foreign trade legislation, naturally in correlation with supra-national international legal rules in the subject field that have emerged within the World Trade Organisation and European Union. Our legal system has long been handicapped because of the lack of quality pieces of legislation that would sanction unfair competition in international trade based on the above-mentioned grounds. The process of liberalisation of our foreign trade system and constant foreign trade deficit make the problem of protection of our own economy and creating of appropriate defence instrumentation more and more urgent. That is why the development of adequate rules on subsidies through enactment of the Law on Foreign Trade Operations from 2005 makes a significant step forward in this field. The relevant legal rules of our positive law observe basically the standards of the EU and WTO legislation. However, it is not sufficient to enact new regulations harmonised with international standards but it is necessary to provide conditions and accompanying institutional capacities for their interpretation and implementation, which is the field that we are traditionally in deficit with. Permanent grasslands cover 34% of the European Union's agricultural area and are vital for a wide variety of ecosystem services essential for our society. Over recent decades, the permanent grassland area has declined and land use change continues to threaten its extent. Simultaneously, the management intensity of permanent grasslands increased. We performed a systematic literature review on the multifunctionality of permanent grasslands in Europe, examining the effects of land use and management on 19 grassland ecosystem service indicators. Based on the evidence in 696 out of 70,456 screened papers, published since 1980, we found that both land use change and intensification of management decreased multifunctionality. In particular, preventing conversion of permanent grasslands to croplands secured the delivery of multiple ecosystem services. A lower management intensity was associated with benefits for biodiversity, climate regulation and water purification, but impacted the provision of high-quality animal feed. Increasing the number of species in the sward enhanced multifunctionality of permanent grassland without significant trade-offs such as losses in production. Our review covered many aspects of land use, management and ecosystem services, but we also identified areas with no or only few studies. The most prominent gaps were related to comparisons between permanent and temporary grasslands, and effects of management practices on the provision of cultural values, and on erosion and flood control. We suggest that, despite apparent changes in human dietary preferences, the protection of permanent grasslands in Europe must be prioritised. Soil is a multifunctional, non-renewable natural resource for Europe as clearly expressed in the European Union (EU) Thematic Strategy for Soil Protection (COM (2006)231). Soil carries out multiple functions, including the support of food production. Urban development and its associated land take poses a major threat to soil and could have significant effects on agricultural production. This paper aims to evaluate the potential productivity losses in European agriculture due to land-take processes between 1990 and 2006. Agricultural land take was calculated using CORINE Land Cover maps of 1990, 2000 and 2006. For 21 of the 27 EU member states, agricultural land take was computed to be 752,973 ha for 1990–2000 and 436,095 ha for 2000–2006, representing 70.8% and 53.5%, respectively, of the total EU land take for these periods. The impact of this land take on the production capabilities of the agricultural sector for the period 1990–2006 for 19 of the 21 states was estimated to be equivalent to a loss of more than six million tonnes of wheat. Entrepreneurship is an important driver of development, employment and productivity. Economic system in modern and developped countries is founded on a dynamic "entrepreneurial system", where innovation plays the role of main driver of economy and society. First part of the paper intends to analyze the structure of REDI index elaborated by a team of experts for measuring entrepreneurship in 125 macro-regions of European Union. This index has the objective of capturing differences in the quality of entrepreneurial activity, taking in account the different environmental factors. Second part of the paper is dedicated to a comparative analysis of the REDI index calculated for Italian macro-regions and Romanian ones. The response by regional and national economies to exogenous impulses has a well-established literature in both spatial econometrics and in mainstream econometrics and is of considerable importance given the post-2007 economic crisis, which is characterized by a period of severe global instability resulting from unprecedented economic shocks. This paper focuses on dynamic counterfactual predictions and impulse-response functions derived from appropriate econometric models. These provide insight regarding the question of whether responses to economic shocks are transitory or whether they have a permanent effect. Analysis shows that output shocks have had permanent effects on productivity so that economies have tended not to return to the pre-shock path but rather adjust to new levels. This suggests that the current recession will be embodied permanently within the memory of some of Europe's leading economies as a hysteretic effect. [ABSTRACT FROM AUTHOR]

Based on the Eurobarometer data from 2009 (N = 26,788), this paper investigates the correlates of sports participation. In addition to examining standard socio-demographic, economic and lifestyle factors, the paper also focuses on the impact of motivational factors, the availability of sports infrastructure and government support, for the first time collectively at the European level. A further contribution of the paper is that it simultaneously investigates both the decision to participate in sport and the frequency of sports participation in this context. This is made possible through the application of a Zero-Inflated Ordered Probit estimator. This estimator also takes into account two types of non-participants: those who have never participated in sport and those who did not participate at the time of the survey. The results show that the decision to participate in sports and the frequency of sports participation of males and females are affected by different factors, therefore distinct government policies should be applied to attract new, and retain the existing, participants. For example, women are affected more by a need to improve self-esteem, while the men to produce social integration. The provision of sports facilities is of more importance for males, which may indicate a male-oriented nature of the sports facilities, for example, the gym. However, the number of adults and the number of children in the household reduce the probability of sports participation by females. This paper explores the effect of national partisanship and Euroscepticism on individuals’ causal responsibility attribution in European multilevel democracies. It is particularly focused on the average differences in responsibility attribution in federal and non-federal states, as well as in countries belonging to different European Union enlargement waves. Using a pooled dataset of the 2004, 2009, and 2014 European Election Studies, results show that when poor economic outcomes are at stake, partisans of the national incumbent in federal states are more likely to assign responsibility to regional governments following a blame-attribution logic, while this logic is absent in non-federal states. Likewise, Eurosceptic individuals are more likely to assign responsibility to European authorities when they hold negative views of the economy and they belong to countries that have been European Union members for a longer period. Beside traditional motives of giving - namely, altruism and donors' self-interest, foreign aid also serves to encourage poor countries to liberalize trade. In this paper, I use recent foreign aid data from 15 European donors to 45 African, Caribbean and Pacific countries (ACP) to assess the importance of each motive. Although all the motives are important, their relative importance varies from one sub-group of donors to another. In particular, big donors such as France, Germany and the United Kingdom seem toweight more their commercial interests than other European donors; besides, recipient needs appear to be less important. Contrary to other European donors, international cooperation, measured by the correlation in the votes at the United Nations General Assemblies influences their decision to allocate aid to ACP recipients. This last finding probably reflects their relatively high political power in international fora. Finally, I introduce a dummy variable for economic partnership agreement (EPA) and find that donors do not give to support trade liberalization per se. However, large donors give more aid to ACP exporters of raw materials that engage in the EPA. This result implies that foreign aid is a device to secure access to raw materials. This paper examines the crisis governance of the refugee and migrant influx into Europe in 2015 through the lenses of Kooiman’s modes of governance. The key theoretical perspectives rest upon the crisis and crisis governance literature and are applied to the initiatives taken by the European Commission and the Council in response to the so-called 2015 migrant and refugee crisis. This article questions the mode(s) of crisis governance applied by the EU to govern the massive influx of migrants and refugees. The main findings indicate that a mixed mode of governance should have been applied strategically, mainly inside the Council, in order to avoid national fragmented responses. [ABSTRACT FROM AUTHOR]

Agriculture is widespread across the EU and has caused considerable impacts on freshwater ecosystems. To revert the degradation caused to streams and rivers, research and restoration efforts have been developed to recover ecosystem functions and services, with the European Water Framework Directive (WFD) playing a significant role in strengthening the progress. Analysing recent peer-reviewed European literature (2009–2016), this review explores 1) the conflicts and difficulties faced when restoring agriculturally impacted streams, 2) the aspects relevant to effectively reconcile agricultural land uses and healthy riverine ecosystems and 3) the effects and potential shortcomings of the first WFD management cycle. Our analysis reveals significant progress in restoration efforts, but it also demonstrates an urgent need for a higher number and detail of restoration projects reported in the peer-reviewed literature. The first WFD cycle ended in 2015 without reaching the goal of good ecological status in many European water-bodies. Addressing limitations reported in recent papers, including difficulties in stakeholder integration and importance of small headwater streams, is crucial. Analysing recent developments on stakeholder engagement through structured participatory processes will likely reduce perception discrepancies and increase stakeholder interest during the next WFD planning cycle. Despite an overall dominance of nutrient-related research, studies are spreading across many important topics (e.g. stakeholder management, land use conflicts, climate change effects), which may play an important role in guiding future policy. Our recommendations are important for the second WFD cycle because they 1) help secure the development and dissemination of science-based restoration strategies and 2) provide guidance for future research needs. At its inception in 1993, the European Union (EU) did not consider education one of the pillars of its regional cohesiveness and identity. As time went by, recognition of the potential role of education at individual and social levels increased. This concern for education, however, is much more centred on the acquisition of knowledge and skills towards developing a competitive labour force than towards facilitating the integration of all citizens in the European community - a bias which is reflected in EU policies and recommendations. At local levels, communities need to offer educational opportunities to all members of society, irrespective of their social, cultural and linguistic background and their level of education. In many EU member countries, this kind of learning is offered by popular universities (PUs), which are not state-funded and run in close collaboration with their respective local communities. The authors of this paper carried out a qualitative survey, collecting data on PUs in Spain and France. Their purpose was to examine how European PU offerings align with community needs, and to what extent they address emerging issues such as immigration, the refugee crisis, an aging population and youth unemployment. In the evaluation of their comparative survey, the authors link the grassroots approaches of PUs in Spain and France to the broader European Union (EU) discourse on lifelong learning (LLL) as seen in policy documents such as the European Commission's Memorandum on Lifelong Learning. Finally, they examine the ways in which PUs' approach to LLL works to contest the dominant consensus on the meaning and scope of lifelong learning, offering an alternative way forward. In the context of an ageing population in Europe, our aim in this paper is to establish the extent to which national governments accommodate mobility among older people by promoting specific, age-friendly qualities of transport systems. We identify 11 qualities that help to promote mobility, and hence independence and social/economic inclusion, for older people. We analyse national-level government documents across the EU, Norway and Switzerland to determine how far they address each quality and conclude that disproportionate emphasis is currently being placed on the tangible and easily understood aspects of safety, barrier freedom and affordability. The paper analyzes the impact of economic crises on organized civil society. A number of empirical studies have shown that a financial crisis can inflict a serious damage on the nonprofit sector-mainly through a sharp decline in revenues. However, the Greek case shows that a crisis can also have some positive effects on NGOs: many nonprofits introduced reforms that increased efficiency, the number of volunteers reached record levels, and there was a spectacular rise in funding by private philanthropic foundations. However, Greek NGOs continue to be dependent on external funding, unable to raise large sums from their members and the wider public. Organized Greek civil society continues to be turned upside down: dependency on EU and state funds is being replaced by dependency on private foundations. [ABSTRACT FROM AUTHOR]

Suicides and trespassing accidents result in more than 3800 fatalities in Europe, representing 88% of all fatalities occurring within the EU railway system. This paper presents a problem-solving model, which consists of a multistep approach structuring the analysis of a suicide or trespass-related problem on the railways. First, we present the method used to design, evaluate and improve the problem-solving model. Then we describe the model in detail: it comprises six steps with several subsequent actions, and each action is approached through a checklist of prompting questions and possible answers. With the institutional setting for the Banking Union having been established and become fully operational, market participants, supervisory staff, and academics are gradually getting to terms with the reality of the new two-tier system of supervisory and resolution authorities within the Eurozone. Drawing from media coverage, input from practitioners and the on-going academic debate, the present article seeks to present an-inevitably provisional-assessment of the new regime from a German perspective. While regulatees and their advisers within the country appear to have got used to the new reality, the paper also identifies a number of residual concerns, some of which are attributable to the specific characteristics of the German financial sector, others indicative of broader problems. This article examines the administrative remedy provided by the Administrative Board of Review (ABoR) of the European Central Bank (ECB), as part of the broader issue of the right of defence of natural and legal persons vis- à- vis ECB supervisory decisions within the Single Supervisory Mechanism (SSM). After presenting an overview of the review panels established in the financial sector in the EU, the article describes the experience with the ABoR by analysing its composition, its mandate and scope of review, the main procedural aspects and the relationship with judicial proceedings before the European Court of Justice. Particular attention is given to the substantial issues dealt with by the ABoR in its Opinions and to some of the major challenges faced in the first 2 years of practice. Among them is the assessment of the correct application of national laws implementing EU legislation by the ECB. The paper identifies two aspects giving particular cause for concern and requiring legislative reforms: (1) the assessment of the suitability of the members of management bodies (fit and proper assessment) and (2) the inclusion of bank holding companies within the scope of banking supervision. This paper analyzes links between eco-innovation performance and selected competitiveness issues perceived by managers in the 26 EU member states. Different dimensions of eco-innovation performance in individual EU member states were examined based on the Eco-Innovation Scoreboard. The country-specific data on selected competitiveness issues were obtained from the survey of business leaders carried out by the IMD World Competitiveness Center. The data on the Summary Innovation Index applied in the European Innovation Scoreboard were also used. The results of the cross-country analysis indicated that overall eco-innovation performance is strongly correlated with ethical practices, social responsibility of business leaders, health, safety and environmental concerns, as well as with corporate values. Moreover, it was found that the lack of pollution problems affecting economy, credibility of managers in society, environmental laws that do not hinder competitiveness of businesses, positive attitudes toward globalization in society, sustainable development being a priority in companies, and need for economic and social reforms are of particular importance in achieving better eco-innovation performance. Land taken by artificial surfaces has an impact on the quality of life and ecosystems. To reduce possible negative impacts of land take, the European Commission proposed setting a milestone objective for 2020 in terms of future rates of land take. This paper describes a methodology to model the impacts of the 2020 land-take milestone proposed in the RERM in the European Union 27 MS. An integrated modelling framework was configured to assess the spatial impact of two land-take scenarios: a ‘Reference’ scenario, which is driven by demographic and economic trends, and a ‘Target 0’ scenario that follows the 2020 land-take milestone proposed in the RERM. We conclude that the implementation of the 2020 land-take milestone, by reducing future land take in Europe, will foster more efficient use of land (less land taken for the same activity levels) and minimise negative impacts on non-artificial land uses. Posing arguments against statistical evidence picturing the European Union as the key world economy, the research views the economic model of the EU through the prism of Hofstede's cultural dimensions, explaining its lower resistance towards the global economic crisis and comparing it to China - a country with authoritarian governmental methods - that suffered to a significantly lesser extent. Based on the example of these two entities, the paper views the topic of the current refugee crisis in Europe representing it as a new crucial trial for the EU that potentially checks classical economic theory for consistency. According to the author, if found effective, in the foreseeable future it will form a sound basis for further development, if not - it will likely be replaced by the Keynesian paradigm. Thus, with the current refugee crisis in Europe, the author juxtaposes liberal economy with the state-regulated one.
