Background: Universal health visiting has been a cornerstone of preventative healthcare for children in the United Kingdom (UK) for over 100 years. In 2016, Scotland introduced a new Universal Health Visiting Pathway (UHVP), involving a greater number of contacts with a particular emphasis on the first year, visits within the home setting, and rigorous developmental assessment conducted by a qualified Health Visitor. To evaluate the UHVP, an outcome indicator framework was developed using routine administrative data. This paper sets out the development of these indicators. Methods: A logic model was produced with stakeholders to define the group of outcomes, before further refining and aligning of the measures through discussions with stakeholders and inspection of data. Power calculations were carried out and initial data described for the chosen indicators. Results: Eighteen indicators were selected across eight outcome areas: parental smoking, breastfeeding, immunisations, dental health, developmental concerns, obesity, accidents and injuries, and child protection interventions. Data quality was mixed. Coverage of reviews was high; over 90% of children received key reviews. Individual item completion was more variable: 92.2% had breastfeeding data at 6–8 weeks, whilst 63.2% had BMI recorded at 27–30 months. Prevalence also varied greatly, from 1.3% of children's names being on the Child Protection register for over six months by age three, to 93.6% having received all immunisations by age two. Conclusions: Home visiting services play a key role in ensuring children and families have the right support to enable the best start in life. As these programmes evolve, it is crucial to understand whether changes lead to improvements in child outcomes. This paper describes a set of indicators using routinely-collected data, lessening additional burden on participants, and reducing response bias which may be apparent in other forms of evaluation. Background: The 2022/23 influenza season in the United Kingdom saw the return of influenza to prepandemic levels following two seasons with low influenza activity. The early season was dominated by A(H3N2), with cocirculation of A(H1N1), reaching a peak late December 2022, while influenza B circulated at low levels during the latter part of the season. From September to March 2022/23, influenza vaccines were offered, free of charge, to all aged 2–13 (and 14–15 in Scotland and Wales), adults up to 49 years of age with clinical risk conditions and adults aged 50 and above across the mainland United Kingdom. Methods: End‐of‐season adjusted vaccine effectiveness (VE) estimates against sentinel primary‐care attendance for influenza‐like illness, where influenza infection was laboratory confirmed, were calculated using the test negative design, adjusting for potential confounders. Methods: Results In the mainland United Kingdom, end‐of‐season VE against all laboratory‐confirmed influenza for all those > 65 years of age, most of whom received adjuvanted quadrivalent vaccines, was 30% (95% CI: −6% to 54%). VE for those aged 18–64, who largely received cell‐based vaccines, was 47% (95% CI: 37%–56%). Overall VE for 2–17 year olds, predominantly receiving live attenuated vaccines, was 66% (95% CI: 53%–76%). Conclusion: The paper provides evidence of moderate influenza VE in 2022/23. Simple Summary: Existing cross-cultural research on animal welfare often overlooks the way that policy and law are not the exclusive domain of central government. This can result in an over-simplification or misrepresentation of the true situation. The political culture and institutional arrangements for governing the modern state are more complex than a "one-size-fits-all" approach. It is argued that cross-cultural research needs to give greater attention to differences within as well as between unitary states. Specifically, it needs to examine developments in constituent nations and territories. Here we illustrate this by drawing on new research in the United Kingdom, and examine how 'devolution'—or decentralized government for Wales and Scotland—is providing contrasting opportunities for NGOs, campaigners, and the public to lobby to improve animal welfare policy based on local practices, beliefs, and demands (collectively known as the "political culture"). Our findings show how this is important because it results in contrasting animal welfare policies and laws in the constituent nations of the UK. It is argued that extant cross-cultural research on animal welfare often overlooks or gives insufficient attention to new governance theory, civil society, politics, and the realities of devolved or (quasi-)federal, multi-level governance in the modern state. This paper synthesizes relevant social theory and draws on new empirical findings of civil society accounts of campaigning on animal welfare policies and law in the United Kingdom. It is presented as a corrective to arguably reductive, earlier unitary state-based analyses. Our core, evidence-based argument is that cognizance of civil society activism and the contrasting institutional governance structures and political cultures of constituent nations in unitary states—such as the UK—are providing opportunities for the territorialization of legally grounded animal welfare regimes, and culturally distinctive practices. There are many mature oil fields in the North Sea. One of them is the Clair Oil Field, located on the United Kingdom Continental Shelf (UKCS) in Scotland. This oil field is unique because of the results of failure studies of several fluid injections, constituting secondary and tertiary oil recovery techniques, on increasing oil production. Only waterflooding has shown a promising future. In this paper, three-dimensional (3D) numerical simulations investigate the influence of infill drilling optimization by waterflooding in the Clair Oil Field so as to maximize net present value (NPV). An important goal of this study of reservoir management was to determine optimal well locations and optimal operational parameters (production constraints) that maximize cumulative oil production. Theoretical ideas and mathematical models with field data performance demonstrated the factors that can be considered in infill drilling so as to increase oil reserves. Most of the factors were related to reservoir heterogeneities and were important quantitatively for fluid injection and production. The results revealed that the four infill wells added in this study led to an increase in the field's total cumulative oil production from 7.91×106 to 9.39×106 m3. The NPV after infill drilling optimization by waterflooding increased by 54.4% over the base case. The oil recovery factor rose from 17.2% to 20.2%, while the gas oil ratio (GOR) fell from 1,000 to 840 SCF/STB. After combining infill drilling with waterflooding, the horizontal infill producers outperformed vertical infill producers by 5.5%. The field water cut was reduced from 95% to 88%. In addition, an analysis of cumulative production between parent and child wells was made. It was found that child wells produce less cumulative oil production than do parent wells. This paper reveals the greater success of a combination of infill drilling with waterflooding in enhancing oil production compared to other findings where the influence of infill drilling and waterflooding were analyzed separately or compared. It can be concluded that the Clair Oil Field has great potential to increase oil production by combining infill drilling with waterflooding, after other improved oil recovery techniques fail. The UK refugee sector encompasses welfare provision, systems advocacy, capacity development and research. However, to date there has been little attention on refugees' experiences of the support provided by these services or on the views of the practitioners who deliver them. This paper draws from interviews and workshops with thirty refugee beneficiaries of an integration service in Scotland and twenty practitioners to shed light on how refugees and practitioners perceive and provide meaning to the work of the refugee sector. We identify refugee sector organisations as crucial nodes in refugees' social networks and explore the multiple roles they play in the integration process. Firstly, we confirm that refugee organisations act as connectors, linking refugees with wider networks of support. Secondly, we demonstrate that the work of the refugee sector involves acts of care that are of intrinsic value to refugees, over and above the achievement of tangible integration outcomes. Finally, we demonstrate that this care also involves acts that seek to overcome and subvert statutory system barriers. We propose to understand these acts as forms of "practice-based resistance" necessitated by a hostile policy environment. In 2022, the UN marked the International Year of Glass, celebrating the essential role glass has, and will continue to have, in society. One element of this celebration was the importance of glass within art and its history, which the Craft Scotland 2022 Conference: The Power of Glass looked to explore. The aim of the conference was to allow a range of individuals, be they academics, researchers, or students of glass and art history within Scotland and the UK, to access contemporary thought within an under-represented field in the UK craft sector. In this paper, we look to highlight the links between the aims of the International Year of Glass and the proceedings of The Power of Glass Conference, demonstrating how glass artists, makers, and designers are part of a growing international body of creatives who are using the communicative possibilities of glass as a vehicle in which to raise pertinent questions and platform unheard and overlooked narratives. Moreover, they seek to overturn perceived biases of what glass is and its future potential by placing their craft within an arena of judgement beyond discussions of process and technique and by elevating socio-political glass art on par with other forms of artistic protest and commentary. Offshore wind is in a rapid transitional phase, pushed worldwide by efforts of those to reduce climate change. Wind power is becoming a commercialised, unsubsidised competitive form of low carbon generation of renewable energy. Marketplaces reflect this growing trend with the first introduction of subsidy free bids in a tender for the Dutch and German governments. The analysis of surrounding literature of subsidy free bids and governmental policies revealed that integration of subsidy free bids have been carried out to various extents. Bids like those seen in the German and Dutch governments have been done in accompaniment with supportive policies and measures. For the UK, a possible subsidy free bid could be developed under the Scottish Sectoral Marine Plan. Owing to that, this paper investigates the feasibility of a subsidy free bid for the Scottish government. Utilising the Department for Business, Energy and Industrial Strategy (BEIS) levelised cost of electricity (LCOE) metric were inserted into a detailed excel spreadsheet. This paper calculates multiple financial scenarios under the LCOE metric to provide an insight into the possible scenarios of which different models of subsidy free bids can be implemented. The main parameters associated with the BEIS metric and calculator design were investigated. These included financial cost predictions, discount rate, generational capacity and net capacity factors. The final conclusion of the generated output data, showed it was indeed possible to adopt a subsidy free bid under the current UK contract for difference (CfD) scheme under strict and favourable conditions. In Part I of this paper we have introduced the closed-form conditions for guaranteeing regional frequency stability in a power system. Here we propose a methodology to represent these conditions in the form of linear constraints and demonstrate their applicability by implementing them in a generation-scheduling model. This model simultaneously optimises energy production and ancillary services for maintaining frequency stability in the event of a generation outage, by solving a frequency-secured Stochastic Unit Commitment (SUC). We consider the Great Britain system, characterised by two regions that create a non-uniform distribution of inertia: England in the South, where most of the load is located, and Scotland in the North, containing significant wind resources. Through several case studies, it is shown that inertia and frequency response cannot be considered as system-wide magnitudes in power systems that exhibit inter-area oscillations in frequency, as their location in a particular region is key to guarantee stability. In addition, securing against a medium-sized loss in the low-inertia region proves to cause significant wind curtailment, which could be alleviated through reinforced transmission corridors. The British seismologist John Milne (1850-1913) is a dominant and celebrated figure in historical accounts of seismology. In this paper I use evidence from seismographs preserved in the collections of the Science Museum Group to reconsider his contribution, particularly to the progress of international collaboration in seismology. These instruments were installed at Eskdalemuir Observatory in Dumfriesshire, Scotland between 1908 and 1925; not only were they situated far from Milne's private observatory on the Isle of Wight, but they represented examples of Russian, Japanese and German seismograph design as well as Milne's own. No other site in Britain boasted such an international suite of earthquake instruments. Together, they reveal an alternative vantage-point from which to view his influence. By attending closely to the instruments' provenance, I show how the collection can be a powerful tool for decentring the hagiography that surrounds the so-called 'Father of Modern Seismology'. A primary requirement for policy objectives is reliable figures on the composition of any region. Currently there is no comprehensive, definitive set of statistics for the British Uplands, hence the present paper. An overview of the background to the region is first provided, together with some examples of the available figures and a discussion of their limitations. The paper uses a formal structure, with landscapes at the highest level followed by habitats, then vegetation, and finally species, with exact definitions of the categories applied at all levels. The figures are produced from a survey of stratified, random one kilometre squares. The tables give comprehensive figures for Great Britain (GB) as a whole, and also England, Wales and Scotland. The Uplands are shown to cover 38 % of the country. In terms of UK Broad Habitats, Bog is the most common overall (2062 k ha). It is estimated that 41 % of upland vegetation in Britain is grazed by sheep, and Cervus elephus (red deer) are particularly evident in Scotland. Walls (mainly drystone) are the most important linear feature (84 k km) but hedgerows (30 k km) are also widespread. The major vegetation classes are those linked to moorlands and bogs (about 25 %) but those associated with fertile soils are also common (10 %). In terms of species, Potentilla erecta (tormentil) is the most frequent species with four other acid grassland species in the top ten. Calluna vulgaris (ling heather) has the highest cover in Great Britain (14.8 %). [ABSTRACT FROM AUTHOR]

This special issue of the National Institute Economic Review is being published at an unsettled and uncertain time for the United Kingdom. In June 2022, the First Minister of Scotland Nicola Sturgeon called for a second referendum on Scottish independence to be held in October 2023. While it is unlikely that the referendum will be granted by the UK government, current polling suggests the outcome of such a referendum would be too close to call. Eight years after Scotland voted 55%–45% to stay in the Union, independence remains a live issue, which raises fundamental questions about economic and governance arrangements between Westminster and the UK's constituent parts. Background: Numbers of urgent short stay admissions (SSAs) of children to UK hospitals are rising rapidly. This paper reports on experiences of SSAs from the perspective of parents accessing urgent care for their acutely unwell child and of health professionals referring, caring for, or admitting children. Methods: A qualitative interview study was conducted by a multi-disciplinary team with patient and public involvement (PPI) to explore contextual factors relating to SSAs and better understand pre-hospital urgent care pathways. Purposive sampling of Health Board areas in Scotland, health professionals with experience of paediatric urgent care pathways and parents with experience of a SSA for their acutely unwell child was undertaken to ensure maximal variation in characteristics such as deprivation, urban-rural and hospital structure. Interviews took place between Dec 2019 and Mar 2021 and thematic framework analysis was applied. Results: Twenty-one parents and forty-eight health professionals were interviewed. In the context of an urgent SSA, the themes were centred around shared outcomes of care that matter. The main outcome which was common to both parents and health professionals was the importance of preserving the child's safety. Additional shared outcomes by parents and health professionals were a desire to reduce worries and uncertainty about the illness trajectory, and provide reassurance with sufficient time, space and personnel to undertake a period of skilled observation to assess and manage the acutely unwell child. Parents wanted easy access to urgent care and, preferably, with input from paediatric-trained staff. Healthcare professionals considered that it was important to reduce the number of children admitted to hospital where safe and appropriate to do so. Conclusions: The shared outcomes of care between parents and health professionals emphasises the potential merit of adopting a partnership approach in identifying, developing and testing interventions to improve the acceptability, safety, efficiency, and cost-effectiveness of urgent care pathways between home and hospital. Background: There is considerable geographic variation in stroke mortality around the United Kingdom (UK). Whether this is due to geographical differences in incidence or case-fatality is unclear. We conducted a systematic review of high-quality studies documenting the incidence of any stroke and stroke subtypes, between 1985 and 2008 in the UK. We aimed to study geographic and temporal trends in relation to equivalent mortality trends. Methods: MEDLINE and EMBASE were searched, reference lists inspected and authors of included papers were contacted. All rates were standardised to the European Standard Population for those over 45, and between 45 and 74 years. Stroke mortality rates for the included areas were then calculated to produce rate ratios of stroke mortality to incidence for each location. Results: Five papers were included in this review. Geographic variation was narrow but incidence appeared to largely mirror mortality rates for all stroke. For men over 45, incidence (and confidence intervals) per 100,000 ranged from 124 (109-141) in South London, to 185 (164-208) in Scotland. For men, premature (45-74 years) stroke incidence per 100,000 ranged from 79 (67-94) in the North West, to 112 (95-132) in Scotland. Stroke subtype data was more geographically restricted, but did suggest there is no sizeable variation in incidence by subtype around the country. Only one paper, based in South London, had data on temporal trends. This showed that there has been a decline in stroke incidence since the mid 1990 s. This could not be compared to any other locations in this review. Conclusions: Geographic variations in stroke incidence appear to mirror variations in mortality rates. This suggests policies to reduce inequalities in stroke mortality should be directed at risk factor profiles rather than treatment after a first incident event. British supermarket-panel data suggest no increases in overall sales and purchases of alcohol following COVID-19 lockdowns, yet survey and mortality data suggest otherwise. This paper attempts to unravel the paradox. Based on purchase data of 79,417 British households from Kantar Worldpanel, we undertake controlled interrupted time series analysis of the impact of COVID-19 confinement introduced on 23rd March 2020, and variably applied during 2020, compared to purchases during 2015 to 2019 as controls. We also undertook Poisson regression analyses to estimate if changes in purchases differed by household socio-demographic and economic factors. Excess off-trade household alcohol purchases (expressed as grams of ethanol) following the introduction of confinement, were 29.2% higher (95% CI = 25.8% to 32.5%) for the post-confinement months of 2020, being larger until mid-July 2020 (37.5%, 95%CI = 33.9 to 41.26%) when pubs re-opened with restrictions, and smaller (24.6%, 95%CI = 21.6 to 27.7) thereafter. During the time of complete pub closures, and fully adjusting for no on-trade purchases, household purchases of alcohol did not change when compared with the same time period during 2015–2019 (coefficient = -0.9%, 95%CI = -5.6 to 3.8). Excess purchases from 23rd March to 31st December 2020 varied by region of Great Britain, being higher in the north of England, and lower in Scotland and Wales. Excess purchases were greater in the most deprived households, compared with the least deprived households. Excess purchases increased substantially as the amount of alcohol normally purchased by a household increased, with the top one fifth of households that normally bought the most alcohol increasing their purchases more than 17 times than the bottom one fifth of households that bought the least alcohol. That the heaviest buyers of alcohol increased their purchases the most, with some independent impact of socio-economic disadvantage, might explain why reported alcohol problems and recent alcohol-related death rates might have increased. A conclusion of this is that alcohol policy to reduce high consumption of alcohol, and the availability of help and treatment to reduce alcohol consumption become more important during extraordinary times, such as COVID lockdowns. Purpose |!|#8211; The purpose of this paper is to discuss performance in postgraduate education in Sweden and Scotland. Drawing on two cases, the paper considers three themes: differences in students|!|#39; performance by study mode, differences in students|!|#39; performance by length of study, and finally comparing performance by study mode between modules in Scotland with an entire programme in Sweden. Design/methodology/approach |!|#8211; The empirical setting from Scotland builds on an evaluation of online and on-campus study groups with exactly the same module syllabus. The Swedish setting is also based on an evaluation of distance and on-campus study groups with exactly the same module syllabus. The data compiled in both countries arise from student performance scores and grades. Findings |!|#8211; The results indicate that students in both countries foremost use the virtual learning environment (VLE) as a forum for accessing information, to access asynchronous postings in the forums and access streaming-synchronous online lectures which are also accessed asynchronously in the VLE. The results show that there are no differences between the grades or test scores between campus students with face-to-face education and distance students with electronically (VLE) mediated education. These differences and similarities will form the basis of these reflections in this paper. British forestry is threatened by numerous pests and diseases. This study investigated the potential for re-introduction of aerial pesticide applications for landscape-scale disease management. In North Scotland in 2013 and 2015, copper oxychloride was applied to Pinus sylvestris L. stands infected with Dothistroma septosporum (Dorogin) Morelet. Helicopters distributed ultra-low-volume (ULV) applications of product via Micronair rotary atomisers, following methods used against D. septosporum in P. radiata D. Don stands in New Zealand. Product deposition was quantified on paper catchers and in foliage, soil and water. Catchers 100 m beyond the plot boundaries intercepted 0.5 per cent of within-plot mean deposition. Foliar analysis revealed slightly elevated copper concentrations (+0.07 μg g−1 dw) 250 m outside plot boundaries. Copper in foliage and needle litter remained above background levels for 109 and 157 weeks after application, respectively, longer than recorded during New Zealand operations. Concentrations in the soil increased over 3 years' monitoring, whilst deposition into water traps resulted in copper concentrations well within limits set by the Scottish Environmental Protection Agency. No deleterious impacts on vascular and non-vascular ground and canopy flora were recorded. Copper fungicide applications significantly reduced foliar infection at both sites but did not affect needle retention. Further ground-based trials will investigate the efficacy of other actives. In Britain, such aerial operations have not occurred for two decades: this study demonstrated aerial and ground teams have the necessary expertise for their re-introduction, whilst highlighting areas needing further optimization. A Travel Plan is a travel demand management tool which has the potential to alter the means of travel to or from any destination or origin of movement to modes of transport other than the private car. A Travel Plan typically comprises of a package of measures which interact to achieve such modal shift. Travel Plans or their equivalents have been used successfully in various parts of the world to manage travel demand. Ultimately however, the success or failure of a Travel Plan meeting its intended objectives hinges on an appropriate mechanism, usually legal, to ensure that the measures within the plan are observed and properly implemented. Although both are constituent parts of the UK, England and Scotland operate under separate legal and governance systems. In the international context of Travel Planning, this results in the unique and novel situation of two countries of virtually identical demographics but with potentially different implementation systems. This paper investigates the differences between the two approaches adopted, making reference to best practice examples from local authorities in both countries. Firstly, the legal position of Travel Plans is investigated through a comparison of the relevant English and Scottish legislation. Particular reference is made to the ability of such legislation to facilitate ‘soft’ measures and secure a long term agreement with owners or occupiers. Both of these aspects are critical to the successful enforcement of Travel Plans. Evidence from previous research suggests that central government policy can be used as an incentive to ensure that local authorities promote and monitor Travel Plan activity associated with development. However, given the legal complexities of land use planning and the limited resources of local authorities, clear and direct national government guidance is also considered an important factor. In recognition of these facts, the paper goes on to compare and contrast the approaches to policy and guidance adopted by the two countries. Through a combination of desktop and interview surveys, the practical application of the legal, policy and guidance aspects of travel planning in the two countries is reviewed. Using a review of local authority approaches in England and Scotland, conclusions are drawn with regard to the relevant strengths and weaknesses of approaches adopted in each country. Previous research suggests that the implementation of single-use development Travel Plans is now widely observable across the UK, albeit with varying degrees of long-term success. However, implementation of Travel Plans across wide area, mixed use development carries with it additional challenges, both in legal and practical terms. Specific reference is made to how local authorities are able to address these issues. The paper concludes with a discussion of these findings and makes a number of suggestions on how the processes may be improved to facilitate better application, monitoring and enforcement of Travel Plans across the UK and internationally. Substantial effort has been applied to researching government initiatives aimed at increasing efficiency and cost effectiveness within the U.K. healthcare system, particularly in terms of medical practice. However, little attention has been paid to the impact of these on the boundaries of authority within the setting of hospital pharmacies. This paper utilizes the sociology of the professions to analyze and report on hospital pharmacist prescribing in Scotland. The findings indicate a reduction in the authority of the medical profession and that medical practice can be subjected to rationalization in the same way as other occupations, which is of sociological importance. Deemed consent for organ donation has long been discussed as a potential solution to the shortage of organs for transplantation, with several countries having implemented it. In Great Britain, Wales was the first nation to introduce such a system, having done so in 2015. Now, the other two nations are following suit. In this paper, I compare the approaches of England and Scotland in moving to systems of deemed consent for organ donation. After outlining both sets of legislation, I focus on three points on which the two nations differ. First, the role of those close to the deceased in the consent process and the extent to which clinicians are required to consult them ahead of consent being deemed. Second, the role of government ministers in ensuring widespread public awareness. Third, the ways in which the two nations responded to the challenge of the COVID-19 pandemic in relation to the implementation of deemed consent. Despite the period after the Great Highland Famine being labelled by some historians as a period of relative prosperity for the crofting and cottar community of north-west Sutherland, poverty and occasional destitution remained the norm. This article examines the structural causes and social consequences of this recurring pattern, principally from the perspective of the owners and managers of the Sutherland estate. The views of those factors 'on the ground' revolved around the organisation of immediate assistance for the people, as well as a fear of a 'dependency' culture being the permanent result of landlord charitable aid. These views clashed with those of the estate commissioner and ducal family, who were concerned with their public image, especially in the wake of unfavourable comment on the clearances. These contrasting views were further complicated by contemporary debates about charity and Poor Law reform which, although often metropolitan in focus, had a direct impact on the Sutherland estate's response to destitution in the mid-nineteenth century. A geodemographic classification aims to describe the most salient characteristics of a small area zonal geography. However, such representations are influenced by the methodological choices made during their construction. Of particular debate are the choice and specification of input variables, with the objective of identifying inputs that add value but also aim for model parsimony. Within this context, our paper introduces a principal component analysis (PCA)-based automated variable selection methodology that has the objective of identifying candidate inputs to a geodemographic classification from a collection of variables. The proposed methodology is exemplified in the context of variables from the UK 2011 Census, and its output compared to the Office for National Statistics 2011 Output Area Classification (2011 OAC). Through the implementation of the proposed methodology, the quality of the cluster assignment was improved relative to 2011 OAC, manifested by a lower total within-cluster sum of square score. Across the UK, more than 70.2% of the Output Areas (OAs) occupied by the newly created classification (i.e. AVS-OAC) outperform the 2011 OAC, with particularly strong performance within Scotland and Wales. Background: Over 30,000 people experience out-of-hospital cardiac arrest in the United Kingdom annually, with only 7–8% of patients surviving. One of the most effective methods of improving survival outcomes is bystander intervention in the form of calling the emergency services and initiating chest compressions. Additionally, the public must feel empowered to act and use this knowledge in an emergency. This study aimed to evaluate an ultra-brief CPR familiarisation video that uses empowering social priming language to frame CPR as a norm in Scotland. Methods: In a randomised control trial, participants (n = 86) were assigned to view an ultra-brief CPR video intervention or a traditional long-form CPR video intervention. Following completion of a pre-intervention questionnaire examining demographic variables and prior CPR knowledge, participants completed an emergency services-led resuscitation simulation in a portable simulation suite using a CPR manikin that measures resuscitation quality. Participants then completed questionnaires examining social identity and attitudes towards performing CPR. Results: During the simulated resuscitation, the ultra-brief intervention group's cumulative time spent performing chest compressions was significantly higher than that observed in the long-form intervention group. The long-form intervention group's average compressions per minute rate was significantly higher than the ultra-brief intervention group, however both scores fell within a clinically acceptable range. No other differences were observed in CPR quality. Regarding the social identity measures, participants in the ultra-brief condition had greater feelings of expected emergency support from other Scottish people when compared to long-form intervention participants. There were no significant group differences in attitudes towards performing CPR. Conclusions: Socially primed, ultra-brief CPR interventions hold promise as a method of equipping the public with basic resuscitation skills and empowering the viewer to intervene in an emergency. Background: This article reports on a mentoring programme which was implemented in selected Scottish secondary schools with the view to supporting students with school work, transition to further education/higher education, careers, and interpersonal skills. Mentoring students can enhance their academic, social, career and other outcomes. Mentoring relationships, when properly implemented, have been found also to yield positive results for mentors. Purpose: This paper is an investigation into a school-based mentoring programme which was implemented in 6 selected Scottish secondary schools. In so doing, we hope to contribute to an evolving framework for designing and implementing successful school-based mentoring. Sample: The sample for this study included 10 students aged between 16 and 17 years old in the second year of a broader 2-year business/education project, which aimed to promote student uptake of science, technology, engineering and mathematics (STEM) careers after secondary school. There were 11 mentors, who were drawn mainly from the science, health and the education sectors. Design and method: Methodologically, this study was qualitative interpretivist in nature. Data collection involved focus group discussion and individual semi-structured interviews. Results: The findings show mentee and mentor preparation, clarity of expectations, mentee–mentor matching, mentee motivation, appropriateness of meeting spaces and power relations, modes of communication including the use of social media, and the role of schools as essential conditions which influenced the quality of mentoring relationships. Conclusion: The findings suggest that mentoring programmes involving students in school and ‘external’ adult mentors need to consider a range of factors to achieve success when designing and implementing mentoring. In the light of the Scottish Government's commitment to the principles enshrined in the Christie Commission and developing approaches worldwide to public administration, this article considers the forces at work and the major arguments for suggesting the need for increased and enhanced participation by parents in educational decision-making and school governance by focusing on the early 1980s. This was another period when participative democracy and partnership between lay-persons and public ofticials was widely supported at a theoretical level but often met resistance on the ground. An analysis of the responses to the abortive School Council consultative exercise of 1984 conducted by the Scoftish Education Department (SED) is oftered. The period before the emergence of Michael Forsyth as Education Minister in the Scoftish Office in Mrs Thatcher's era as UK Prime Minister is reviewed. Forsyth's controversial proposals for the establishment of School Boards that caused such consternation among the educational establishment and parents have subsequently been replaced by Parent Councils. Aim: The aim of this study was to uncover perspectives on the COVID‐19 pandemic and the responses implemented by the UK and Scottish Governments to help control the spread of infection. Such understanding could help to inform future responses to pandemics at individual, community and national levels. Method: Q methodology was used to elicit perspectives from people in England and Scotland with different experiences of the pandemic including public health officials, key workers, those on furlough, those who were unvaccinated or vaccinated to different levels, those who were 'shielding' because they were at higher risk and people with different scientific expertise. Participants rank‐ordered phrases about different aspects of COVID‐19 according to their viewpoint. Factor analysis was then conducted in conjunction with interview material from the same respondents. Results: A four‐factor solution was statistically supported and was interpretable alongside the qualitative accounts of participants loading on these factors. These four perspectives are titled Dangerous and Unaccountable Leadership, Fear and Anger at Policy and Public responses, Governing Through a Crisis and Injustices Exposed. Conclusion: The four perspectives demonstrate plurality and nuance in views on COVID‐19 and the associated policies and restrictions, going beyond a binary narrative that has been apparent in popular and social media. The four perspectives include some areas of common ground, as well as disagreement. We argue that understanding the detail of different perspectives might be used to build cohesion around policy initiatives in future. Patient or Public Contribution: The development of the statement set, which is rank‐ordered by participants in a Q study, and factor interpretations were informed by views of the general public. The statement set was initially developed using existing publicly available material based on members of the general public experiencing the pandemic first hand. It was then piloted with members of the public experiencing different challenges as a result of COVID‐19 and the subsequent lockdown and updated based on feedback. In this paper, aircraft measurements are presented of liquid phase (ice-free) wave clouds made at temperatures greater than -5 °C that formed over Scotland, UK. The horizontal variations of the vertical velocity across wave clouds display a distinct pattern. The maximum updraughts occur at the upshear flanks of the clouds and the strong downdraughts at the downshear flanks. The cloud droplet concentrations were a couple of hundreds per cubic centimetres, and the drops generally had a mean diameter between 15-45 µm. A small proportion of the drops were drizzle. The measurements presented here and in previous recent studies suggest a different interaction of dynamics and microphysics in wave clouds from the accepted model. The success of practitioner involvement in a policy consultation process is usually taken to be evident in the extent to which the resulting policy document is shaped by their views. Taking as its case study a public consultation for a new Scottish mental health policy, and drawing on theories of knowledge, this paper finds that for practitioner involvement in this consultation it is not possible to measure impact in this way. This is because the experiential and verbal knowledge of practitioners is not easily transferable through the different stages of the consultation process and into the final policy document. Instead, another significant effect resulting from practitioner involvement in the consultation is identified. Practitioner participation in the consultation is found to be a productive process of learning or education which produces a policy community more aware of its role in relation to the new policy. Debates surrounding the ostensibly ‘transformative’ potential of personalisation for social work services, and service users, have variously illustrated the risks and opportunities this presents, although the implications for criminal justice social work services have received comparatively limited attention. By extending the concept of ‘service user’ to include not only offenders, but wider stakeholders (victims and communities), this paper considers the practical application of theories of personalisation and co-production by reviewing proposed and extant strategies for maximising stakeholder involvement in criminal justice services. It is argued that, in progressing beyond the more individualistic interpretations of this somewhat controversial reform agenda—in prioritising not only the individual, their rights, strengths and subjective identities, but locating the individual in situ, in the concrete realities and textures of their lives and communities—the strength of the personalisation agenda rests in its potential to develop and strengthen the collective organisation of service users, service providers and communities in a co-productive endeavour. It is argued that both this reading and the principles underpinning it resonate more widely with the empirical and theoretical literature on just and effective penal practices and, in so doing, this paper exposes the complexities that lie behind the apparent simplicity of this argument. Purpose - The paper aims to show that active labour market policies in Scotland over a nine-year period have failed to meet key policy objectives. Design/methodology/approach - The paper uses the UK national online manpower information system (NOMIS) to conduct a detailed statistical analysis of the spatial differentials in exits from and entry to unemployment across 72 Parliamentary constituencies. The analysis is conducted by reference to the concepts of convergence, NAIRU and hysterisis. Findings - The findings suggest a presence of hysterisis and absence of spatial convergence such that some areas in Scotland have become worse off in terms of the risk of unemployment and despite active labour market intervention. Research limitations/implications - Future research needs to be undertaken at the micro-spatial level to confirm these findings and to focus on the weaknesses in the design of active labour market policies. Practical implications- Active labour market policies in Scotland do not work in terms of reducing the risk of unemployment. Policy needs to focus on creating demand for labour rather than an almost exclusive reliance on "promoting" the supply-side. Originality/value - The key contribution of this paper is that it is the first to provide a detailed analysis of the Government's own data on unemployment distribution - it should be of value to both academicians and policy makers in terms of both analytical approach and policy design. Purpose - The purpose of this paper is to introduce counterfactual analysis and reasoning to the study of accounting history. The counterfactual focus is the institutionalisation of public accountancy in the UK. Design/methodology/approach - The study adopts a counterfactual research design using Ferguson and Bunzl and asks a "what if" question of an event of importance to accounting historians in order to create a plausible counterfactual outcome that is grounded in rationality and causal analysis. The specific counterfactual question relates to the royal charter granted to public accountants practicing in Edinburgh in 1854. The counterfactual outcome is compared to the actual timeline of public accountancy institutionalisation in the UK. Findings - The "alternative" history reveals uncertainties that confronted public accountants in the past and provides a basis for suggesting that the current fractured and inefficient state of institutionalised public accountancy in the UK has its origins at least partially in the 1854 royal charter. It also suggests that attempts to register and unify public accountants in the UK have been hindered by nineteenth century royal charters. Research limitation/implications - The study argues that counterfactual analysis is a useful historical tool with which to understand the consequences of historical decisions made in the professional project of British public accountancy. In addition, the study reveals the potential for counterfactual analysis to illumine the consequences of decisions in other areas of accounting and auditing history. Originality/value - This study is the first counterfactual analysis in the accounting history literature and therefore provides a template for further studies and improved research design. Atmospherically generated coastal waves labelled as meteotsunami are known to cause destruction, injury, and fatality due to their rapid onset and unexpected nature. Unlike other coastal hazards such as tsunami, there exist no standardised means of quantifying this phenomenon, which is crucial to understand shoreline impacts and to enable researchers to establish a shared language and framework for meteotsunami analysis and comparison. In this study, we present a new five-level Lewis Meteotsunami Intensity Index (LMTI) trialled in the United Kingdom (UK) but designed for global applicability. A comprehensive dataset of meteotsunami events recorded in the UK was utilised, and the index's effectiveness was evaluated, with intensity level and spatial distribution of meteotsunami occurrence derived. Results revealed a predominant occurrence of Level 2 moderate intensity meteotsunami (69 %) in the UK, with distinct hotspots identified in south-western England and Scotland. Further trial implementation of the LMTI in a global capacity revealed its potential adaptability to other meteotsunami-prone regions, facilitating the comparison of events and promoting standardisation of assessment methodologies. Alan Milburn, the Chair of the Government's Social Mobility and Child Poverty Commission recently highlighted the role of education in progressing social mobility in Scotland; 'In my view it's a grave social injustice that only one in forty pupils from Scotland's most deprived households...got three As in their Highers in 2011, compared to one in ten across all income levels'. An analysis of the data on school leavers in Scotland also points towards a considerable inequality in access to higher education in particular. This paper reports on a research and development project that progressed the provision of intergenerational mentoring for young people from communities experiencing social and economic disadvantage. The findings affirm the role of research in such innovation and indicate that intergenerational mentoring offers a process, long awaited, through which young people can gain access to the different forms of social and cultural capital that are implicitly essential for progression into higher education. Educational research in Scotland has a very distinguished history and has made a major contribution in several aspects of methodology, not least in the relationships between researchers, policymakers and practitioners. The paper considers the Scottish contribution to the development of educational research past, present and future and the significance of interactions at three levels - the UK, European and global. Against the backdrop of the forthcoming Independence vote, it is argued that the historic distinctiveness of educational provision in Scotland - both before and after devolution - has been a significant benefit to the research community here. However, there are some internal dependencies that may need active nurturing, if the benefits of this independence are to be sustained. Furthermore there are critical elements of interdependence, at all three levels, which will be important in pursuing an aspiration to maintain research of the highest quality that will support learners and teachers in the years ahead. This paper examines the frequency and nature of outdoor learning provision in Scoftish schools, with specific attention paid to teachers' approaches to learning outdoors, and it considers what further support and professional development teachers need to progress their practice. This enquiry is timely as limited data has been gathered over the past ten years (see Higgins ei ai. 2006 and Mannion ei ai. 2007) and little is known about how the policy document Curricuium for Exceiience through Outdoor Learning and associated Education Scotland support has influenced outdoor learning provision. Ouestionnaires were administered to primary and secondary schools (n=90 returns) across four local authority areas. The results indicate that secondary schools are keen to develop outdoor learning provision and they need support to do so. Also, there is an increased use of school grounds as a context for learning within the primary school sector. This article focuses on the new proposed changes in the conditions of awarding the Scottish Leaving Certificate in the filed of education. According to the author, the proposed changes in the conditions of award of the Scottish Leaving Certificate would at once bring it more closely into line with the recommendations of the Advisory Council on Education in Scotland and with the General Certificate of Education in England. The changes, reportedly, involve the issue of a certificate to pupils who leave school around the age of sixteen after completing four years of secondary education, by the institution of papers at a lower level than those taken usually in the fifth year. Scotland, like England, is faced with the problem of early leaving. Recent figures published by the Secretary of State show that 56% of pupils leaving five-year courses of senior secondary education do so before reaching the age of sixteen, without completing even four years of the course. It is proposed to institute advanced level papers designed for pupils who have completed the university requirements in their fifth year, and who remain for a sixth year at school. The effect of the new proposals would, supposedly, be to encourage the extension of Sixth Form work, which has never flowered so freely in Scotland and England.

Background Secondhand smoke (SHS) exposure is higher among lower socioeconomic status (SES) children. Legislation restricting smoking in public places has been associated with reduced childhood SHS exposure and increased smoke-free homes. This paper examines socioeconomic patterning in these changes. Methods Repeated cross-sectional survey of 10 867 schoolchildren in 304 primary schools in Scotland, Wales and Northern Ireland. Children provided saliva for cotinine assay, completing questionnaires before and 12 months after legislation. Results SHS exposure was highest, and private smoking restrictions least frequently reported, among lower SES children. Proportions of saliva samples containing <0.1 ng/ml (i.e. undetectable) cotinine increased from 31.0 to 41.0%. Although across the whole SES spectrum, there was no evidence of displacement of smoking into the home or increased SHS exposure, socioeconomic inequality in the likelihood of samples containing detectable levels of cotinine increased. Among children from the poorest families, 96.9% of post-legislation samples contained detectable cotinine, compared with 38.2% among the most affluent. Socioeconomic gradients at higher exposure levels remained unchanged. Among children from the poorest families, one in three samples contained >3 ng/ml cotinine. Smoking restrictions in homes and cars increased, although socioeconomic patterning remained. Conclusions Urgent action is needed to reduce inequalities in SHS exposure. Background The extent to which the poor health profile of Glasgow, the city with the highest mortality rates in the UK, can be explained solely by socio-economic factors is unclear. This paper additionally considers behavioural and biological factors as explanations of excess risk. Methods Scottish Health Survey data for 2008–09 were analysed using logistic regression models to compare the odds of physical and mental health outcomes, as well as adverse health behaviours, for residents of the Greater Glasgow and Clyde (GGC) conurbation compared with the rest of Scotland. Results After adjustment for age and sex, significant differences were observed among Glasgow residents for most mental and physical health outcomes, but not for most adverse health behaviours. Adjustment for area and individual-level socio-economic characteristics explained the differences for all outcomes except anxiety, psychological ill-health, heart attack and men being overweight. After additional adjustment for behavioural and biological characteristics, significantly higher odds of anxiety and heart attack remained for residents of the Glasgow area. Conclusions Adjusting for area- and individual-level socio-economic conditions explained the excess risk associated with residents of GGC for most (16 out of 18) outcomes; however, significant excess risks for two outcomes remained: anxiety and heart attack. Abstract: This paper evaluates the tensions that result from routinely applying SEA to all policies, plans and programmes within Scotland. The European Union SEA Directive, effective in many EU member states from 2004, introduced a requirement for environmental assessment of certain plans and programmes. Scotland, a devolved nation within the EU member state of the United Kingdom, aimed to be a ‘world leader in SEA’ by legislating for SEA to be undertaken of all public sector plans, programmes and strategies, with the word ‘strategies’ being equated with ‘policies’. This paper presents detailed data regarding Scottish SEA activity between 2004 and 2007, including responses to consultations on SEA reports. This empirical research found that, reflecting a general difficulty in determining where and when SEA should be applied, engagement with the SEA process was not as widespread as intended (including the pre-screening and screening stages). This paper analyzes the effects on firms of a ban on smoking in public places. Our empirical strategy relies on comparing outcomes in Scotland before and after the Scottish smoking ban (introduced in March 2006) with those in northern England, where such a ban was not in place. Our analysis of survey data collected from public houses finds that the Scottish smoking ban reduced pub sales with no concomitant effect on prices. An event study analysis of the stock market performance of pub-holding companies corroborates the negative effect of the smoking ban on firm performance. [ABSTRACT FROM AUTHOR]

Loch Leven is a large, shallow lake in lowland Scotland, UK. Scientific research began here almost 200 years ago. Early research characterised the biodiversity and physical characteristics of the loch, providing an important historical background for future research. In the mid-1960s, this ad hoc approach was superseded by a more structured research programme under the umbrella of the International Biological Programme. This was the beginning of the Loch Leven long-term monitoring programme. Today, the results of these studies form one of the longest and most comprehensive limnological datasets for shallow freshwater lakes in the world, comprising more than 500 physical, chemical and biological variables collected at two-weekly intervals. To celebrate the 40th anniversary of the start of the long term monitoring programme, and to highlight the scientific investigations still being conducted at Loch Leven, the NERC Centre for Ecology & Hydrology (CEH) organised a symposium entitled "Loch Leven: 40 years of scientific research" in Kinross, Scotland, UK, on 11 December 2008. This examined the role of long-term monitoring in developing our understanding of the links between pollution, climate change and ecological responses in shallow lakes. The post-devolution settlement in 1999 created the environment for major national policy and legislative reform across all dimensions of Scottish life. This paper seeks to understand better the place of child and family-oriented social work in post-devolution Scotland. Scottish social work policy in general and children's services policy in particular are analysed to consider where policy makers appear to locate social work resources. An alternative reading of these post-devolution policies suggests that a policy ‘effect’ is being produced that appears to lock social work out of early intervention and prevention. Ambiguities and hidden elements reveal an identity for social work in policy that primarily aligns it with control functions where balancing care and control and the use of involuntary measures is to the fore—the ‘hard cases’. This analysis points to the importance of social work taking a critical distance to policy formation and what it may mean for its identity and contribution to meeting the needs of the most vulnerable children growing up in Scotland today. Scottish secondary education was radically extended in size and social reach in the first four decades of the twentieth century, bringing significant new opportunities in secondary schooling to girls, to children of the lower-middle and upper-working classes, and to Catholics. Most of the new secondary schools were based on those parish schools that had in the nineteenth century sent a few boys directly to university, and so this new secondary sector was a modernising of the mythological tradition of the lad o' pairts. The main reason it succeeded was that it sought to extend to new social groups the benefits of the version of liberal education that had come to be regarded as the foundation of professional careers. Thus the reforms also had the effect of transferring to the senior years of the secondary schools the old undergraduate curriculum that had been replaced by more specialist university courses in the late-nineteenth century. The paper offers an evidence-based critique not only of that strand of pessimism which has claimed that Scottish education was stagnant between the wars, but also of George Davie's influential view that the tradition of a broad general education was lost. Between 1738 and 1741 Scotland experienced one of the harshest harvest crises and depressions in the eighteenth-century. After at least two consecutive harvest failures (in 1739 and 1740 and perhaps also in 1738) agrarian and industrial output contracted, the price level doubled, and average incomes fell below subsistence. Due to an increase in mortality, there was also a considerable contraction in aggregate demand. Data drawn from both the micro- as well as the macro-level shows the disastrous economic impact such deficient harvests -- the depression's initial trigger -- would have upon Scotland, a pre-industrial economy dominated by agriculture. Such shocks in agrarian supply tended to work out as general adverse shocks in aggregate supply, as the economy's business cycle was to a large extent determined by movements in the harvest cycle. The implicit task of the paper also is to point out the variety of available sources for, as well as one possible strategy of, writing a quantitative macro-economic history of eighteenth-century Scotland. Do regional boundaries defined by governments respect the more natural ways that people interact across space? This paper proposes a novel, fine-grained approach to regional delineation, based on analyzing networks of billions of individual human transactions. Given a geographical area and some measure of the strength of links between its inhabitants, we show how to partition the area into smaller, non-overlapping regions while minimizing the disruption to each person's links. We tested our method on the largest non-Internet human network, inferred from a large telecommunications database in Great Britain. Our partitioning algorithm yields geographically cohesive regions that correspond remarkably well with administrative regions, while unveiling unexpected spatial structures that had previously only been hypothesized in the literature. We also quantify the effects of partitioning, showing for instance that the effects of a possible secession of Wales from Great Britain would be twice as disruptive for the human network than that of Scotland. The article focuses on monetary economics, the views of Henry Meulen, and banking history in Scotland and Great Britain. The free banking system in Scotland promoted competition and innovation, bank stability when bank failures were common in England, abolition of the fixed price of gold, and the use of discount bills. Legal restrictions, including the suppression of Scottish free banking, Meulen's theory of credit, a paper exchange medium issued by private bankers, credit tokens, and option-clause notes--which protected banks from undue demand on gold because they could not be redeemed immediately--are mentioned. The 1844 Bank Charter Act gave the Bank of England a monopoly on note issues, banned gold-reserve substitutes, and required total coverage of notes.

This paper considers how social identities may shape group members' spatial behaviour. Specifically, it reports a small-scale interview study (n = 30) conducted with young people (17 years of age) living in a Scottish town close to a national border (with England). This border has very little physical presence. However, the psychological significance of a Scottish identification remains strong, and we investigate the ways in which national identities are implicated in young people's deliberations about their future geographic mobility throughout the United Kingdom. Our data suggest that national identity-related considerations are not always salient in our participants' deliberations. Yet, when national identity is salient and mobility is framed in national terms, we find our participants are often cautious about relocating to England.
