This paper describes an EU-funded project under the Training and Mobility of Researchers (TMR) Programme, with a particular emphasis on the Oxford-based part. Involving six European universities, the overarching investigation was concerned with the tensions between standardization and tradition in education. In Oxford the focus was on aspects of EU education and training policy in four Member States: the United Kingdom, German, Sweden, and France. The paper provides a comparative analysis of the take-up and usage of National Vocational Qualifications within two constituent countries in the UK (Scotland and England). The methodology of the study is based upon the use of the quarterly Labour Force Survey for spring 1998 and extensive case study material. The research suggests that Scotland under-performs in the take-up of national vocational qualifications in comparison with England. However, the paper argues that this is not a cause for concern and that it should be seen as a positive outcome indicating a higher level of educational achievement and a better mix between job opportunities and labour market skills. The research evidence also suggests that social class, gender and spatiality largely determine participation levels in work-based, post-16 education and training. Finally, it is argued that intra-national comparisons between nation states in the UK can be misleading in arriving at meaningful policy measures in vocational education. A regional analysis both within a constituent country of the UK and across such constituent countries may be more helpful in arriving at a broader socio-economic solution to what are perceived as local problems. Debate on teaching in low-income countries has tended to assume an over-simplified conceptualization of pedagogy as either teacher-centred or learner-centred. If theory is to address itself to the complex challenge of improving the quality of teaching within under-resourced education systems then it will have to move beyond this polarized view of pedagogy. This paper applies Basil Bernstein's performance and competence modes to the findings of fieldwork in Tanzania. It thereby arrives at a more nuanced understanding of primary school teachers' classroom practice, which allows for teachers working with a mixed palette of techniques and ideas. Bernstein's pedagogic modes were constructed from his studies of education in Britain. Their application to the Tanzanian setting, however, highlights the limitations of analytical frameworks developed in western contexts. It is argued that appreciation and critique of pedagogy in low-income countries could be deepened through linking with comparative literature that compares across English and non-English-speaking countries. In many countries around the world there is a current focus on the restructuring of education systems in a bid to increase the quality of the educational experience for pupils in order to raise their academic achievement. However, the definition of quality as expressed through policy may not always accord with the aims and aspirations of individual teachers or, perhaps more importantly, match the constructions given to the concept of quality by pupils. The rhetoric and intent expressed in policy texts may even have the potential to restrict the quality of what teachers do and what pupils experience. This paper draws on the findings of the ENCOMPASS project to illustrate the concepts of quality as expressed by the pupils themselves. It looks at what pupils in England, France and Denmark had to tell us about motivation, engagement and the conditions necessary for effective teaching and learning. It proposes some reflections on questions such as: What do young people see as the purpose of schooling? What motivates young people to learn? This article examines the origins and potential effects of the liberalising reform agenda in Japanese secondary education in the light of experiences in the UK with policies such as local school management and school choice. The analysis is based on extensive interviews conducted with Japanese policy-makers, school heads and Prefectural administrators in 1997 in Tokyo and Osaka. The research was part of a joint Anglo-Japanese study, supported by the Japanese Embassy in London, and the analysis here highlights issues of national perspective which emerged in the collaboration between English and Japanese researchers observing reforms in each other's countries. The paper argues that the reform agenda in Japan has two strands. These involve both a necessary diversification of curriculum and pedagogic practices, and an administrative shift towards deregulation and school competition which may undermine some of the traditional strengths of Japanese secondary schooling. During the latter part of the 1980s registered nurse education was transferred from hospital-based training to higher education in Australia and the UK. Examining this transfer process, analytical attention is focused on the contrast in subsequent funding arrangements for registered nurse education between the two nations. It is argued that the difference in funding arrangements can be explained by an analysis of two separate movements impacting on health care policy in both Australia and the UK: those of professionalisation in nursing and economic rationalisation. This paper discusses the implications of these movements and the subsequent differing educational funding arrangements in terms of the professionalisation of nursing in Australia and the UK.
