Immigration policies in most host nations of the west have undergone significant changes in recent years. Based on the four country-specific papers that appear in this section of the journal, and also on our own research, we present an overview of these changes and their context. In all countries, economic considerations play a central role in shaping immigration policy and greater importance is given to scientific research. Several common policy changes are noted in Australia, Canada and New Zealand which include: a shift away from a human capital focus toward more targeted selection based on labor market demand for specific skills, increased emphasis on temporary foreign worker programs, attraction of international students, an overhauling of the refugee system, and regionalization of immigration. In the U.S., while adoption of some of these changes has often surfaced in public policy and academic discussions, legalization of unauthorized migrants remains an important policy debate, with recent arguments focusing on the economic benefits of legalization. Abstract: Given the increasing number of interactions between police and people with mental illnesses (PMI), there has been widespread interest in the development of education for police about how best to interact with PMI. This paper reflects the review of current practice in a variety of jurisdictions across Canada as well as in the United States (U.S.), the United Kingdom (U.K.) and Australia; it proposes a comprehensive model of learning based on the literature that addresses not only the content in the narrow sense but also the importance of broader contextual knowledge and understanding in developing effective education and training. Embedded in the principles articulated in the Mental Health Strategy for Canada, the TEMPO (Training and Education about Mental illness for Police Organizations) model is a multilevel learning strategy for Canadian police personnel. Learning objectives and key principles are articulated in order to ensure the model is applicable to a wide range of police agencies and individual jurisdictional needs. In addition to providing a firm basis of factual knowledge for police personnel, the resultant model embraces a human rights/anti-stigma philosophy, provides for a range of education appropriate to diverse police audiences, emphasizes a systems approach to police/mental health liaison activities and addresses issues related to the delivery and implementation of police education and training. This paper compares and contrasts child death review (CDR) structures and processes in six countries - Australia, New Zealand, the United States, Canada, England and Wales. It presents findings from a comparative study based on analysis of data from 18 case studies. Data were collected through a combination of documentary analysis, interviews and observations. The study found that CDR processes vary according to: where the function is located and whether review is undertaken at state, local or national level; whether review is rooted in legislation; the focus of review; whether dedicated funding is provided; whether families are involved in the process; and whether structures are supported by useful data systems. It was not possible to evaluate the effectiveness of different review systems but the findings suggest that structure makes little difference in terms of determining the extent to which CDR findings inform prevention effort and activity. While factors such as lack of funding, lack of national data, or lack of legislation may hinder the work of CDR teams, CDR findings have informed prevention initiatives despite such barriers. In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period. Many people migrate to Australia and other parts of the world for many reasons. Modern secular democracies such as ours, the United States, Canada, India and most of Europe hold the promise to potential migrants of freedom of religious practice and speech. In an increasingly pluralistic world, many states are finding it difficult to interpret their own constitutional provisions to accommodate increasing numbers of migrants, whose numbers are now such that their voices are being heard in their requests for accommodation where once a strong majority religious view held sway and was the only voice heard in the development of public policy. This paper will explore the new world, particularly in Europe and North America, where migration policies have encouraged, not only new citizens, but new ways of thinking that challenge the long standing status quo. Should secular constitutions, often written long ago in a much different context, change to accommodate the new plurality, or are these constitutions flexible enough to do so already? Objectives: This paper provides a quantitative review that estimates exposure rates by type of violence, setting, source, and world region. Design: A quantitative review of the nursing violence literature was summarized. Data sources: A literature search was conducted using the CINAHL, Medline and PsycInfo data bases. Studies included had to report empirical results using a nursing sample, and include data on bullying, sexual harassment, and/or violence exposure rates. A total of 136 articles provided data on 151,347 nurses from 160 samples. Procedure: Articles were identified through a database search and by consulting reference lists of review articles that were located. Relevant data were coded by the three authors. Categories depended on the availability of at least five studies. Exposure rates were coded as percentages of nurses in the sample who reported a given type of violence. Five types of violence were physical, nonphysical, bullying, sexual harassment, and combined (type of violence was not indicated). Setting, timeframe, country, and source of violence were coded. Results: Overall violence exposure rates were 36.4% for physical violence, 66.9% for nonphysical violence, 39.7% for bullying, and 25% for sexual harassment, with 32.7% of nurses reporting having been physically injured in an assault. Rates of exposure varied by world region (Anglo, Asia, Europe and Middle East), with the highest rates for physical violence and sexual harassment in the Anglo region, and the highest rates of nonphysical violence and bullying in the Middle East. Regions also varied in the source of violence, with patients accounting for most of it in Anglo and European regions, whereas patents' families/friends were the most common source in the Middle East. Conclusions: About a third of nurses worldwide indicated exposure to physical violence and bullying, about a third reported injury, about a quarter experienced sexual harassment, and about two-thirds indicated nonphysical violence. Physical violence was most prevalent in emergency departments, geriatric, and psychiatric facilities. Physical violence and sexual harassment were most prevalent in Anglo countries, and nonphysical violence and bullying were most prevalent in the Middle East. In the past decades, public health has increasingly addressed what has been called the children's obesity 'epidemic', most notably through large-scale initiatives promoting physical activity. Through a discourse analysis the current paper critically examines such efforts in Canadian and Australian public health. Public health websites in Canada and Australia were examined for information concerning children's health, physical activity and obesity and explored for how these issues were represented in the discourse. Bacchi's (2009) 'What's the problem represented to be?' approach to discourse analysis guided our interrogation of the taken-for-granted assumptions underlying Canadian and Australian public health discourse, the ideological and political influences involved in its construction, and the knowledge base upon which it rests. Since the early 1990s, pushed by domestic economic recession and uncertainty of their life paths, young Japanese have been flying to Canada and Australia not only for holiday experiences, English learning, and temporary work, but also in the quest to find oneself. Searching for “international” work they really want to do, they often prolong their sojourning. Host countries often keep them in temporary resident status, postponing their career development. Suspended in foreigner status, the migrants themselves extend their “subjective youth” – what they see as an ongoing preparatory period in their lives. Based on fieldwork in Vancouver and Sydney, this paper elucidates how the emerging population of self-searching migrants blurs the conventional boundaries between youth and adulthood, and work and holiday, as well as sojourning and immigrating, thus extending “youth experience” indefinitely. The diversity of terms and meanings relating to housing with services for older people confounds systematic analysis, especially in international comparative research. This paper presents an analysis of over 90 terms identified in literature from the United Kingdom, the United States of America, Canada, Australia and New Zealand reporting types of housing with services under the umbrella of ‘service integrated housing’ (SIH), defined as all forms of accommodation built specifically for older people in which the housing provider takes responsibility for delivery of one or more types of support and care services. A small number of generic terms covering housing for people in later life, home and community care, and institutional care are reviewed first to define the scope of SIH. Review of the remainder identifies different terms applied to similar types of SIH, similar terms applied to different types, and different terms that distinguish different types. Terms are grouped into those covering SIH focused on lifestyle and recreation, those offering only support services, and those offering care as well as support. Considerable commonality is found in underlying forms of SIH, and common themes emerge in discussion of drivers of growth and diversification, formal policies and programmes, and symbolic meanings. In establishing more commonality than difference, clarification of terminology advances policy debate, programme development, research and knowledge transfer within and between countries. In this paper I highlight the significance of Maurice Merleau-Ponty's contribution to the study of teacher learning. I particularly draw on his notion of embodiment to show that professional knowledge is embodied knowledge and that teachers make sense of their professional world through their embodied action. I contrast my interpretation with a professional learning model that has been influential in Canada, the US, the UK, Australia and other countries. The immediate post-war period was defined by shifts in capitalism's socioeconomic and institutional underpinnings. Commonly known as Fordism, until the early-1970s models of standardized industrial mass-production and robust state planning and intervention were relatively successful in maintaining secular growth in employment, productivity and demand as well as establishing the national economy and society as unified, governable fields. This paper considers how migration controls in Canada and Australia enhanced and extended such arrangements. In simultaneously boosting production and demand, diversifying and integrating industrial activities and assimilating European migrants into a mass consumer culture while excluding non-Europeans perceived as disruptive of material and sociocultural homogeneity, such policies provided central vectors of economic and cultural nationalism that complemented other monopolistic and redistributive interventions. This paper builds on the insights of Sawer and Laycock (2009) to explore similarities in the use of populist discourse by former Australian Prime John Howard and current Canadian Prime Minister Stephen Harper. While Sawer and Laycock label this discourse ‘market populism’ and focus on economic issues, here it is argued that Howard and Harper's populism is better understood as ‘mainstream populism’ due to the equal importance of sociocultural issues in their discourses. To demonstrate this, the treatment of issues such as immigration, multiculturalism, the culture wars, criminal justice, and childcare is considered. It is further suggested that such populist policies were used to satisfy rival wings of their respective parties – neoliberals and social conservatives – that do not always share the same priorities. Abstract: Background: This paper presents the latest international descriptive epidemiological data for invasive breast cancer amongst women, including incidence, survival and mortality, as well as information on mammographic screening programmes. Results: Almost 1.4 million women were diagnosed with breast cancer worldwide in 2008 and approximately 459,000 deaths were recorded. Incidence rates were much higher in more developed countries compared to less developed countries (71.7/100,000 and 29.3/100,000 respectively, adjusted to the World 2000 Standard Population) whereas the corresponding mortality rates were 17.1/100,000 and 11.8/100,000. Five-year relative survival estimates range from 12% in parts of Africa to almost 90% in the United States, Australia and Canada, with the differential linked to a combination of early detection, access to treatment services and cultural barriers. Observed improvements in breast cancer survival in more developed parts of the world over recent decades have been attributed to the introduction of population-based screening using mammography and the systemic use of adjuvant therapies. Conclusion: The future worldwide breast cancer burden will be strongly influenced by large predicted rises in incidence throughout parts of Asia due to an increasingly “westernised” lifestyle. Efforts are underway to reduce the global disparities in survival for women with breast cancer using cost-effective interventions. [Copyright &y& Elsevier]

Objective This paper examines how negative experiences with the health-care system create a lack of confidence in receiving medical care in seven countries: Australia, Canada, Germany, the Netherlands, New Zealand, the United Kingdom, and the United States. Methods The empirical analysis is based on data from the Commonwealth Fund International Health Policy Survey 2007, with nationally representative samples of adults aged 18 and over. For the analysis of the experience of cost barriers and confidence in receiving medical care, we conducted pairwise comparisons of group percentages as well as country-wise multivariate logistic regression models. Results Individuals who have experienced cost barriers show a significantly lower level of confidence in receiving safe and quality medical care than those who have not. This effect is most pronounced in the United States, where people who have foregone necessary treatment because of costs are four times as likely to lack confidence as individuals without the experience of cost barriers (adjusted odds ratio 4.00). In New Zealand, Germany, and Canada, individuals with the experience of cost barriers are twice as likely to report low confidence compared with those without this experience (adjusted odds ratios of 1.95, 2.19 and 2.24, respectively). In the Netherlands and UK, cost barriers are only a marginal phenomenon. Conclusions The fact that the experience of financial barriers considerably lowers confidence indicates that financial incentives, such as private co-payments, have a negative effect on overall public support and therefore on the legitimacy of health-care systems. Background Dual diagnosis (DD) refers to the coexistence of intellectual disability and psychiatric disorder. In order to provide individuals with DD with adequate care, it is essential for mental health workers to have adequate knowledge and positive attitudes. These may be achieved through proper training. Aims To summarise the available literature examining the knowledge, attitudes and training of psychiatrists and other professional caregivers in regard to serving people with DD. Methods A search strategy was developed to find manuscripts published in English since 1995. Results Twenty-seven studies on knowledge, attitudes and training in the field of DD were identified and reviewed in this paper. Conclusion The findings of this review stress the need to improve the knowledge, competence and attitudes of practitioners within the DD field via training and practice opportunities. The paper reviews the role of the Commonwealth in responding to natural disasters in Australia and argues that the Commonwealth can and should legislate to define its role, powers and responsibilities. In the absence of legislation governments may be able to rely on non-statutory authority to manage emergencies but it is considered prudent to ensure that the necessary powers are enshrined in legislation, before a disaster strikes. Examples from Canada and the United States are given to show how these federated states have approached the need to empower their federal governments to respond to an emergency. A revised framework for the regulation of in vitro diagnostic devices (IVDs) came into force in Australia on July 1, 2010 that aims to 'ensure that public and personal health are adequately protected', but which instead may lead to adverse outcomes in clinical diagnosis and management. The regulatory process aims to regulate all IVDs, including those used by clinical diagnostic laboratories, which are already subject to scrutiny as part of the current laboratory accreditation process. The IVD regulatory process initiated in Australia is similar to that used in Canada, but different to that currently operating in the USA and Europe. However, it is feasible that other countries will in time adopt a similar regulatory framework, given that many countries are involved in the development process. In this opinion paper, the regulatory process for IVDs across several geographies are outlined, as are some benefits and weaknesses of the new regulatory process now applied to Australia, as potentially planned for other regions of the world. ABSTRACT Aim This paper examines how smokers' beliefs about 'light/mild' cigarettes in Australia, Canada and the United Kingdom were affected by the removal of misleading 'light/mild' terms from packs. Design, setting and participants The data come from the first seven waves (2002-09) of the International Tobacco Control Policy Evaluation (ITC) Four-Country Survey, an annual cohort telephone survey of adult smokers in Canada, the United States, the United Kingdom and Australia (21 613 individual cases). 'Light' and 'mild' descriptors were removed in 2003 in the United Kingdom, in 2006 in Australia and in 2007 in Canada. We compare beliefs about 'light' cigarettes both before and after the bans, with those of smokers in the United States serving as the control condition. Measures Smokers' beliefs about 'light' cigarettes were assessed using a set of statements rated on a five-point 'agree'-'disagree' scale. Findings The proportions of respondents reporting misperceptions about light cigarettes declined between 2002 and 2009 in all four countries. There were marked temporary reductions in reported misperceptions in the United Kingdom and Australia, but not in Canada, following the removal of 'light/mild' descriptors. Conclusions Removal of 'light/mild' descriptors and tar, nicotine and carbon monoxide yield information from cigarette packs is insufficient to effectively eliminate false beliefs. The combination of alternative descriptors and design features that produce differences in taste strength and harshness, independent of actual intakes, are sufficient to produce or sustain the same misbeliefs. Abstract: Despite much optimistic language on commercial websites, little data is available on actual performance of hydrokinetic turbines. This paper summarises the findings of a series of tests on several Darrieus type cross flow hydrokinetic turbines (HKTs). Although this type of hydrokinetic turbine (HKT) has some advantages over axial flow turbines, fixed pitch Darrieus HKTs also have some drawbacks, including inability to self-start under load, low efficiency and shaking. Variable pitch has been suggested to increase starting torque and efficiency, ducts to increase power output and helical blades to produce smooth torque. To assess each of these modifications, tests were conducted in Australia and Canada on HKTs with fixed and variable pitch straight blades, fixed helical blades, with and without a slatted diffuser, by mounting each turbine in front of a barge and motoring through still water at speeds ranging from less than 1 m/s up to 5 m/s. The diffuser increased the power output by a factor of 3 in one configuration but considerably less in others. A reason for this finding is suggested. The maximum coefficient of performance Cp of the fixed pitch straight blade and helical turbines without a diffuser ranged from about 0.25 at 1.5 m/s down to less than 0.1 at 5 m/s, while Cp for those with a diffuser ranged from about 0.45 down to about 0.3. Fixed blade turbines, both straight and helical, exhibited low starting torque, while variable pitch turbines started easily. Considerable differences in Cp were observed for the same turbine configuration at different speeds. The turbine with fixed pitch, straight blades was found to shake violently due to cyclical hydrodynamic forces on blades, while the helical and variable pitch turbines did not shake excessively. These findings suggest that variable pitch cross flow HKTs should be further investigated. [Copyright &y& Elsevier]

This article analyzes the ways in which Canadian and Australian immigration policies represent causes and consequences of neoliberal restructuring. Interrogating neoliberalism as a series of political-economic and moral changes derived from the marketization of societal and governmental arrangements, it illustrates how numerically-based ‘points systems’ have been employed as mechanisms for: gauging human capital; establishing indices of risk and undesirability; and promoting the ‘responsibilization’ of incoming migrants. In doing so the points systems' historical trajectory is traced through a variety of administrative reforms characteristic of neoliberal government and flexible accumulation. Ultimately, this article contends that as rational, technical and economically guided systems of enumeration and assessment, both governments' policies mirror, enhance and extend neoliberal arrangements and sensibilities. In providing ostensibly objective techniques of evaluation the points systems have assisted in injecting the ideal neoliberal citizens- who are, above all, flexible, cosmopolitan, entrepreneurial and autonomous- from abroad. Overall this paper contributes to studies of state restructuring by providing new insights into the links between the neglected domain of immigration control and emergent techniques of societal regulation and citizen-making. Paired comparisons of liberal-welfare regimes are underrepresented in housing policy literature. This paper adopts historical institutionalist theory in comparing two such cases: Canada and Australia. Despite these countries’ many similarities, social housing policy differences have been shaped by institutional differences in federal systems, welfare states and social housing itself. Australia's earlier welfare state supported much larger postwar production, but Canada caught up once it departed from the residual US model in the 1960s. Although the 1970s economic shocks challenged Australia's welfare state more than Canada's, the latter's centrifugal federalism became a bigger threat to social housing. In 1985–1995 Australia expanded its social programmes, including demand-side assistance, while Canada devolved and retrenched social programmes, including social housing. Although supply-side social housing is an orphaned legacy in each case, Australia has higher assistance to low-income tenants, more active policy discourse and stronger recent signs of post-neoliberal re-engagement than Canada. These two cases illustrate the importance of institutional differences, including ‘‘institutional design’’, in creating different forces of change at key junctures, leading to divergences in policy paths. These findings suggest value in reinterpreting the existing secondary literature from the perspectives of welfare regime theory and historical institutionalism. [ABSTRACT FROM PUBLISHER]

This paper will consider and compare the federal spending power in three 'mature' federations, Australia, Canada and the United States. One of the issues to be considered will be whether the federal spending power, as interpreted by the relevant courts, is sufficiently broad to deal with the obligations of a central government in current circumstances. In doing so, recurring important issues in fiscal federalism, including the allocation of responsibilities within federal systems and vertical fiscal imbalance, will be noted. The constitutional context in which this issue arises, including the fact that the constitution of each of the countries studied was conceived in times very different from those we face today, and the fact that the role and size of government has similarly radically changed since those times, is important. It is argued that a broad interpretation of the federal government's spending power is needed to provide the necessary constitutional flexibility that would otherwise be forbidden by the formal rigidity of the constitutions and the difficulty in making amendments, particularly in Australia and Canada. Appropriation of indigenous voice and/or subject appropriation (as defined by James O. Young and Susan Haley) in a literary space of the two multicultural postcolonial locations, Canada and Australia, lays bare a very uneasy palimpsest of postcoloniality. Conflation of two different views, that of literary works being the constructs of possible worlds (mimesis), i.e. the space of textual freedom, and literary works being limited by postcolonial ethics especially when they attempt to map the cultural space of the postcolonial other, reveals the setbacks of postcolonial hybridity turning it into a possible minefield. The implications of alleged freedom of creative act is discussed in the context of cultural appropriation leading to various literary "borrowings" and "hoaxes", and the function of Native/Aboriginal author by showing various views coming from Canadian and Australian Indigenous literati and scholars who most ardently oppose to the outsider's appropriation of Indigenous imagery. The quote from Thomas King's seminal short story in the title of the paper serves as a metaphor for a doublebind effect of careless appropriation of Indigenous stories by non-Indigenous writers. This report describes a 1-year exchange between members of two pediatric cardiology centers: one in Canada and one in Australia. Five cardiologists participated in sequence, fully engaging in the activities of the host department. The motivation of the exchange was broadly educational including clinical experience, shared expertise, teaching, and research collaboration. Structured debriefing confirmed the value of the exchange. In addition to the experience of working in a different medical system, eight research papers were developed, with two research projects ongoing as well as subsequent exchanges of nursing and technical personnel. Various scholars stress that traditional regulatory regimes will benefit from greater private sector involvement. There has been little empirical study, however, on the impact of the 'amount' of privatization on certain policy goals. This paper aims at filling that knowledge gap. Based on an analysis of private sector involvement in the enforcement of Australian and Canadian building codes, it argues that a certain threshold exists after which more privatization no longer results in effectiveness and efficiency gains. Over the past several decades, nurses have been increasingly theorizing about the relationships between culture, health, and nursing practice. This culture theorizing has changed over time and has recently been subject to much critical examination. The purpose of this paper is to identify the challenges impeding nurses' ability to build theory about the relationships between culture and health. Through a historical overview, I argue that continued support for the essentialist view of culture can maintain a limited view of complex race relations. I also argue that attempts to apply culture theory, without knowledge of important historical, political, and economic factors, has often resulted in oversimplified versions of what was originally intended. Furthermore, I argue that individual-level interventions alone will be insufficient to address health inequities related to culture. Despite new critical conceptualizations of culture and the uptake of cultural safety, nursing scholars must better address the broader organizational, population, and political interventions needed to address inequities in health. Advanced traveler information systems (ATISs) are continuously becoming key intelligent transportation system for disseminating valuable traveler information such as traffic, incident, and transit information. Developed countries such as the United States, Canada, Japan, U.K., Australia, and Germany have adopted ATIS expeditiously in comparison to developing countries that face considerable financial and framework constraints. Moreover, local traffic, roadway, signalization, demographic, topological, and social conditions in developing countries are quite different from those in developed countries. In this paper, a comprehensive framework comprising of system architecture, development methodology, and salient features of a developed ATIS for metropolitan cities in developing countries has been discussed. Development of proposed system is based on integration of two well-known information technologies, viz., geographic information systems and World Wide Web. Combination of these technologies can be used to develop an integrated ATIS that targets different types of travelers such as private vehicle owners, transit users, and casual outside visitors. Abstract: Since the 1970s, governments in many high-income countries have implemented a series of reforms in their health care systems to improve efficiency and effectiveness. Many of these reforms have been of a market-oriented character, involving the deregulation of key services, the creation of competitive markets, and the privatization of health and social care. Some scholars have argued that these “neoliberal” reforms have unseated the historical structural embeddedness of medicine, and in some cases even resulted in the proletarianisation of physicians. Other scholars have challenged this view, maintaining that medical hegemony continues to shape health care provision in most high-income countries. In this paper we examine how policy reforms may have altered medical dominance over maternity care in two comparatively similar countries – Canada and Australia. Our findings indicate that neoliberal reforms in these two countries have not substantially changed the historically hegemonic role medicine has played in maternity care provision. Canadian Muslim women, as opposed to their Australian counterparts, have attained prominent social status not only in terms of their contribution to electoral politics but also in other political spheres. With its focus on the Sharia debate, this paper investigates one potential explanation for this difference. Challenging Okin's feminist perspective, which claims that multiculturalism is an undesirable policy for emancipation, it is argued that multiculturalism facilitates agency of female members of Muslim communities. A comparative examination of the Sharia debate between the two secular countries of Canada and Australia demonstrates that the former's more robust multicultural polity in terms of responding to requests to adopt the Sharia have not only culminated in Muslim women's empowerment but have enhanced their political representation. In contrast, Australian Muslim women have neither had the opportunity to articulate their position with regard to Sharia nor to contribute to an important issue that could have empowered them. Abstract: Background: Three case–control studies each nested within a cohort of petroleum workers assessed exposure to benzene in relation to risk of haematopoietic cancers. These studies have each been updated and the cases will be pooled to derive a more powerful study. The benzene exposure of new leukemia cases and controls was estimated in accordance with each respective study''s original methods. An essential component of the process of pooling the data was comparison and rationalisation of the exposure estimates to ensure accuracy and consistency of approach. This paper describes this process and presents comparative estimates before and after appropriate revision took place. The original petroleum industry studies, in Canada, the UK and Australia, were conducted at different points in time by different study teams, but the industry used similar technology in similar eras in each of these countries. Methods: A job history for each subject giving job title, dates of starting and leaving the job and location of work, was assembled. For each job or task, the average benzene exposure (Base Estimate (BE) in ppm) was derived from measurements collected at applicable worksites. Estimates of exposure intensity (workplace exposure estimates (WE)) were then calculated for each line of work history by adjusting the BEs for site- and era-specific exposure-related variables such as loading technology and percentage benzene in the product. To ensure that the exposure estimates were comparable among the studies, the WEs were allocated to generic Job Categories, e.g. Tanker Driver (by technology used e.g. bottom loading), Motor Mechanic. The WEs were stratified into eras, reflecting technological changes in the industry. The arithmetic mean (AM), geometric mean (GM) and range of the stratified WEs were calculated, by study, for each generic Job Category. These were then compared. The AMs of the WEs were regarded as substantially similar if they were within 20% in all three studies in one era or for at least two studies in two eras. If the AM of the WE group differed by more than 20%, the data were examined to see whether the difference was justified by differences in local exposure conditions, such as an enclosure versus open work area. Estimates were adjusted in the absence of justification for the difference. Results: Reconciliation of differences resulted in changes to a small number of underlying BEs, particularly the background values, also the BEs attributed to some individuals and changes to the allocation of jobs between Job Categories. Although the studies covered some differing sectors of the industry and different time periods, for 22 Job Categories there was sufficient overlap, particularly in the downstream distribution sector, to make comparisons possible. After adjustment 12 Job Categories were judged to be similar and 10 were judged to be justifiably different. Job-based peak and skin exposure estimates were applied in a uniform way across the studies and a single approach to scoring the certainty of the exposure estimates was identified. Conclusions: The revised exposure estimates will be used in the pooled analysis to examine the risk of haematopoietic cancers and benzene exposure. This exercise provided an important quality control check on the exposure estimates and identified similarly exposed Job Categories that could be grouped for risk assessment analyses. Abstract: This paper explores different orientations to child-centered social work as conveyed in the training materials and guidelines of Looking After Children and Assessment Framework in Australia, Canada and Sweden. ‘Child centered’ is shaped by contextual factors and influences social work practices. We found differences in these approaches as needs based and/or rights based and in relation to how each emphasizes the three P''s — Provision, Protection and Participation. Substantial differences were identified both in how references to a child-centered approach appear in theoretical frameworks, values, motives and use of concepts in training materials and guidelines, and in the instructions given as to how to apply these approaches. It appears that Australia balances needs and rights, while Canada is more needs-oriented and Sweden more rights-oriented. Swedish materials show a more explicit emphasis on participation than Australian and Canadian materials. Differences between the three countries indicate the importance of structural, contextual factors shaping orientations to child-centered practice. [Copyright &y& Elsevier]

In Australia as in Canada, Indigenous contemporary realities can be approached as locally constituted responses to colonial history and to state policies and agendas. This paper compares the ways two Indigenous groups, former hunters and gatherers, have, since their 'forced' settlement, reproduced and transformed their identities and their worlds. The comparison is based on two selected topics: the politics of identity and identification; and local responses to the policies of self-determination/self-management. Considering both Indigenous kin-based socialities and their ontological differences provides clues to a better understanding of Indigenous people's complex practices of resistance and accommodation to, and engagement with, state agendas and the values of modernity and settler society. This paper assesses the evolution of the relationship between tourism and indigenous peoples. Based on published work on indigenous tourism in Australia, Canada, New Zealand and the United States, a six-stage model of evolution has been proposed. The model begins with (1) pre-European in situ control, characterised by high local control and indigenous theme; (2) in situ exposure occurs in the early stages of colonialism and is followed by (3) ex situ exhibitionism and exploitation as native artefacts are displayed in museums and exhibitions. The opening of remnant indigenous space to tourist visits marks (4) in situ exhibitionism and exploitation, which represents the nadir of indigenous control but fosters strategies of resistance. Reassertions of indigenous control give rise to (5) in situ quasi-empowerment, while the extension of this control to previously occupied territory characterises (6) ex situ quasi-empowerment and the presence of “shadow indigenous tourism”. Background: The use of prescription anti-obesity medication (AOM) is becoming increasingly common as treatment options grow and become more accessible. However, AOM may not be without a wide range of potentially negative impacts on patient functioning and well being. The Treatment Related Impact Measure (TRIMWeight) is an obesity treatment-specific patient reported outcomes (PRO) measure designed to assess the key impacts of prescription anti-obesity medication. This paper will present the validation findings for the TRIM-Weight. Methods: The online validation battery survey was administered in four countries (the U.S., U.K., Australia, and Canada). Eligible subjects were over age eighteen, currently taking a prescription AOM and were currently or had been obese during their life. Validation analyses were conducted according to an a priori statistical analysis plan. Item level psychometric and conceptual criteria were used to refine and reduce the preliminary item pool and factor analysis to identify structural domains was performed. Reliability and validity testing was then performed and the minimally importance difference (MID) explored. Results: Two hundred and eight subjects completed the survey. Twenty-one of the 43 items were dropped and a five-factor structure was achieved: Daily Life, Weight Management, Treatment Burden, Experience of Side Effects, and Psychological Health. A-priori criteria for internal consistency and test-retest coefficients for the total score and all five subscales were met. All pre-specified hypotheses for convergent and known group validity were also met with the exception of the domain of Daily Life (proven in an ad hoc analysis) as well as the 1/2 standard deviation threshold for the MID. Conclusion: The development and validation of the TRIM-Weight has been conducted according to well-defined principles for the creation of a PRO measure. Teaching national history in school generates significant public anxiety and political debate—as the various 'history wars' around the world reveal. For many school students, however, studying their nation's past is dull and repetitive. Such lack of interest has been confirmed by surveys and research reports that reveal alarmingly low levels of national historical knowledge among young people, and there is growing popular concern that their ignorance of the past endangers the nation's future. Yet preoccupation with students' apparent national illiteracy tends to overlook how they connect with history in the first place. This paper draws on findings from a comparative Australian and Canadian research project that interviewed students and teachers about the ways they learned and taught history. Housing policy has declined in importance relative to other areas of state policy-making in many Western countries. This paper seeks to understand why this has happened at a time when there has been a decline in the level of housing affordability and supply of affordable rental housing. It presents an argument that a way of understanding this policy retrenchment, through a comparative analysis of Australian and Canadian housing systems, is to consider the way in which housing policy problems are defined, how policy-making capacity is institutionalised in state agencies and the form and extent of civil society mobilisation on housing issues. Official apologies and truth commissions are increasingly utilized as mechanisms to address human rights abuses. Both are intended to transform inter-group relations by marking an end point to a history of wrongdoing and providing the means for political and social relations to move beyond that history. However, state-dominated reconciliation mechanisms are inherently problematic for indigenous communities. In this paper, we examine the use of apologies, and truth and reconciliation commissions in four countries with significant indigenous populations: Canada, Australia, Peru, and Guatemala. In each case, the reconciliation mechanism differentiated the goal of reconciliation from an indigenous self-determination agenda. The resulting state-centered strategies ultimately failed to hold states fully accountable for past wrongs and, because of this, failed to transform inter-group relations. [ABSTRACT FROM AUTHOR]

The narrator of Christopher Koch's 1958 novel The Boys in the Island claims for Tasmania "a different soul", distinct from that of the Australian mainland to the north, in the same breath in which he claims for the island "a different weather". Observations of the distinctiveness of island geography and weather - and of the quality of the light - are recurrent in narratives set not only in Tasmania, but also on those islands to which Tasmania itself acts as a 'mainland'. This paper surveys a range of texts, including Koch's The Boys in the Island, Joanna Murray-Smith's Truce, and my own The Alphabet of Light and Dark, in which a Tasmanian island functions both as a setting for the protagonist's idealized childhood and as a metaphor for the protagonist's "true self". It explores the representation of islands in these texts, examining how a specific tradition of writing about Tasmania intersects with a broader tradition of writing about islands. OBJECTIVES: To examine the associations among cigarette design features and tar yields of leading cigarette brands sold in the United States, Canada, Australia and the United Kingdom. METHODS: Government reports and numbers listed on packs were used to obtain data on International Organization for Standardization (ISO)/Federal Trade Commission (FTC) yields for the tar of 172 cigarette varieties sold in the United States, Canada, Australia and the United Kingdom. We used standardised methods to measure the following 11 cigarette design parameters: filter ventilation, cigarette pressure drop, filter pressure drop, tobacco rod length, filter length, cigarette diameter, tipping paper length, tobacco weight, filter weight, rod density and filter density. RESULTS: Filter ventilation was found to be the predominant design feature accounting for the variations between brands in ISO/FTC tar yields in each of the four countries. After accounting for filter ventilation, design parameters such as overwrap length, tobacco weight and rod density played comparatively minor roles in determining tar yields. CONCLUSIONS: Variation in ISO/FTC tar yields are predicted by a limited set of cigarette design features, especially filter ventilation, suggesting that governments should consider mandatory disclosure of cigarette design parameters as part of comprehensive tobacco product regulations. Over the past 15 years geographers in the UK, USA, Canada, Australia, New Zealand and elsewhere have been increasingly concerned with issues of sexuality and space and have produced an array of work under the heading 'queer geographies'. This paper considers the importance of place in the production of queer geographies. Material representing queer geographies is drawn from Web pages, conversations and e-mail exchanges (a questionnaire survey) with key individuals in geography (or related spatial disciplines) departments in New Zealand and Australia. This paper examines the assumptions and structure of the concentric circles model of the cultural industries. Empirical data for Australia, Canada, New Zealand, the UK and the US are used to illustrate the model's key characteristic: the proposition that the cultural content of the output of the cultural industries declines as one moves outwards from the core. The test uses the proportion of creative labour employed in production as a proxy for cultural content. The results confirm the model's validity as a means of depicting the structural characteristics of the cultural industries and also enable some wider features of the cultural workforce in the five countries to be examined. Abstract: Critical care nursing is an area of policy concern with respect to staffing projections, skill mix and educational preparation in both Canada and Australia. Despite many similarities between the health systems of these two countries, differences exist in both undergraduate and graduate specialty nursing education. In Australia, specialist education is primarily delivered via the tertiary sector as a formalised qualification, whereas the current Canadian model displays significant variation in duration, content, and mode of delivery. This paper provides a comparative perspective on the educational preparation of critical care nurses in these two countries. Consideration of alternative models of specialty nursing education may provide a method to improve recruitment and retention of staff while maintaining quality of care. [Copyright &y& Elsevier]

Abstract: Worldwide 30 food plants deliver 95% of human daily intake of plant food calories and around 300 other plant species are delivering the last 5%. These some 300 food plants are likely to be considered traditional in Europe, while the nearly 7000 other plant species traditionally used in the human food supply in other parts of the world may be considered novel in Europe. Novel food regulation is already in force in the European Community, Australia/New Zealand and in Canada where the novel plant foods need to go through a premarket assessment procedure. This paper propose criteria and definitions to be used in determining novelty of a plant food and also propose a safety assessment approach for novel plant food with no or limited documented history of safe consumption. A 2-step management procedure is recommended for a smooth introduction of fruits and vegetables; first to establish the novelty and second to define and commit resources for the safety assessment. The procedure builds upon the use of a worldwide network of global, regional, local and ethnobotanical positive lists for food plants to guide the decision on novelty at the first step and to enable the safety assessment at the second step. This paper presents a comparative analysis of the extent to which party law influences the internal organisation of parties in four Commonwealth common law states: Australia, Canada, New Zealand and the United Kingdom. The research engages with recent comparative party literature that emphasises the increasingly close relationship between political parties and the state, in particular the cartel party thesis. My findings indicate that over the last few decades parties have become subject to greater legal regulation, which supports the claim that parties are now managed more closely by the state. However, it is important to distinguish between legislative and common law (judicial) regulation, as each has a different impact on the organisational autonomy of the cartel party. I argue that parties (as autonomous actors and the authors of parliamentary decrees) have been able to shape legislative regulation to their advantage by eliciting significant financial support from the state, yet minimising the corresponding degree of legislative intrusion into their internal activities. However, cartel parties have not been able to prevent judicial scrutiny of their internal workings, and have lost a significant degree of organisational independence as principles of administrative law (usually reserved for state bodies) are being increasingly applied to their structure and behaviour. Somatic cell nuclear transfer (SCNT) research, otherwise known as therapeutic cloning, requires large numbers of research oocytes, placing pressure on an already limited supply. In the UK, Canada, Australia, Singapore and most of Western Europe, oocytes are made available through modestly reimbursed donation, and, owing to the onerous nature of donation, the existing demand for reproductive oocytes far outstrips availability. SCNT research will place this system under even greater pressure. This paper investigates the growth in a global market for oocytes, where transnational IVF clinics broker sales between generally poor, female vendors and wealthy purchasers, beyond the borders of national regulation, and with little in the way of clinical or bioethical scrutiny. It considers the possible impact that SCNT research will have on this global market. It argues that oocyte vending could be understood as a kind of reproductive labor in the bioeconomy, and suggests some ways to improve the protection, security and power of vendors. Europe lags far behind Australia, New Zealand, Canada and the USA in terms of implementing regulatory procedures for the import and release of invertebrate biological control agents (IBCAs). A number of standards, documents and guidelines have been produced over recent years in an attempt to harmonize regulation of IBCA introduction into Europe. Despite these efforts, the number of member countries implementing any form of IBCA regulation remains low, with many industries, biological practitioners and regulators fearing that a regulatory system would render the process of approval for IBCA introduction into a country costly and time consuming. Europe’s priority is therefore to formulate a regulatory system that will be readily approved of and adopted by all member countries. In this paper we review the current regulatory processes operating in Australia, New Zealand, Canada and the USA. There is potential for Europe to benefit from the years of experience that these countries have in IBCA regulation. We therefore propose recommendations based on features of the regulatory processes in each of the four countries that work well and that could be adopted to generate a workable Europe-wide regulatory system. A consequence of the dramatic rise in international student mobility is the trend for international students to remain in the country in which they study after graduation. Countries such as Australia, the UK and Canada stand to benefit from international student migration, as they are able to fill skill shortages with locally trained foreign students who also expand the demand for goods and services and add to gross national production. The effects on the sending country, however, are potentially less favourable and the emigration of highly educated people can have a detrimental effect, depleting an already scarce resource. However, more recently it has been suggested that an increasing proportion of migratory movement is temporary and that sending countries may benefit from circular or temporary migration via financial remittances, technology transfer, entrepreneurial partnering, and the development of personal networks and diplomatic ties. This paper will consider the impacts of international student migration on sending countries and discuss the policy responses that various sending countries have employed in attempt to regulate student migration. Abstract: Information-rich environments in Canada, Australia, and the United Kingdom have been built using record linkage techniques with population-based health insurance systems and longitudinal administrative data. This paper discusses the issues in extending population-based administrative data from health to additional topics more generally connected with well being. The scope of work associated with a multi-faceted American survey, the Panel Study in Income Dynamics (PSID), is compared with that of the administrative data in Manitoba, Canada. Both the PSID and the Manitoba database go back over 30 years, include families, and have good information on residential location. The PSID has emphasized research design to maximize the opportunities associated with expensive primary data collection. Information-rich environments such as that in Manitoba depend on registries and record linkage to increase the range of variables available for analysis. Using new databases on education and income assistance to provide information on the whole Manitoba population has involved linking files while preserving privacy, scaling educational achievement, assessing exposure to a given neighborhood, and measuring family circumstances. Questions being studied concern the role of the socioeconomic gradient and infant health in child development, the comparative influence of family and neighborhood in later well being, and the long-term effects of poverty reduction.
