The Commonwealth Government should move to the funding of undergraduate courses for Australian students through the students rather than by way of direct grants to institutions. An independent coordinating body should be re-established to report on the higher education sector, advise the Commonwealth and administer Commonwealth higher education programs. Public funding of undergraduate education and research training should be decentralised through a system of scholarships. Undergraduate scholarship holders should pay charges determined by universities under HECS (Higher Education Contribution Scheme) arrangements. HECS arrangements also should apply to full fee paying undergraduates and PELS (Postgraduate Education Loan Scheme) arrangements to full fee paying research students. The aim of this paper is to explore how first-year university students at a regional university in Australia perceive and use Information Literacy (IL) as they transition from school to university. A survey method was used to gather data through pre- and post-intervention surveys with 1,333 first-year students enrolled in their first semester of study across all disciplines at the university. The study identified that between 25-35% of students did not enjoy reading, with many students preferring not to read. Students arrived at university with largely misguided confidence in their personal IL skills, especially the skills needed to meet the demands of university level coursework, with up to 47% of students unlikely to have experienced well-resourced libraries at school. The study concludes that implications for university teaching include gaining an early understanding of the IL skills students have when they arrive at university, and the explicit teaching of IL skills, given the identified impact of IL skills on student success and retention rates. Globally, 5 million students annually leave both high school and their homes for the first time in pursuit of a higher education, while some others may be transiting to a new country in search of an international education. If tertiary students are unable to access suitable accommodation, this could have several implications. First is the significant role of housing on one's health, wellbeing, and quality of life as this can be an additional cause for stress and worry. Second, there is ample evidence that attests to the fact that students with access to settled housing have better educational outcomes than those with less settled housing. This paper examines tertiary students' housing needs and preferences, towards providing them with suitable and stable accommodation during their study duration. A 26-item online questionnaire was administered to students enrolled at two regional universities in Australia. Participants were asked to choose their needs and preferences from eleven housing attributes, and rate them from 'most important' to 'least important' need. The results were analysed using SPSS. The results of the survey from both universities indicate that students' most important need was for affordable accommodation (i.e. the lowest cost for rent) and accommodation offering recreational facilities rated the least important. This study fills a gap in understanding student priorities in housing in regional universities and offers insight to individuals and institutions involved in or intending to develop student accommodation on how to properly target and satisfy this sector. This paper identifies what can be called the 'paradox of interdisciplinarity' (Weingart ) in Australian higher education research governance and explores some of its constitutive dimensions. In the Australian context, the paradox of interdisciplinarity primarily concerns the proliferation of a programmatic discourse of interdisciplinarity in government reports and government policy and strategy documents, often tied to notions of innovation and applicability, parallel to the persistence or even reinforcement of modes of governance and associated mechanisms that almost exclusively rely on rigid discipline-based classification systems to evaluate and fund research. Two interrelated dimensions of this apparent paradox are discussed. First, the conceptions of knowledge that underpin the use of notions of disciplinarity as well as interdisciplinarity in Australian government reports and policy and strategy papers are analysed. Second, an analysis of the Australian research governance system and its underlying mechanisms is presented, as they pertain to interdisciplinary forms of research. On the basis of these analyses, it is concluded that there is a significant mismatch between the discourse of interdisciplinarity and associated conceptions of knowledge on the one hand, and current, relatively inflexible governmental research funding and evaluation practices on the other. It is finally proposed that the occurrence and perpetuation of such a mismatch in the Australian context can only be understood properly if placed in the context of a more general paradox of research governance, where a politically charged rhetoric of innovation conflicts with the actual trend toward an increasingly diminishing scope for the self-organisation of knowledge. Purpose |!|#8211; The purpose of this study is to identify student and staff experiences with online learning at higher education (HE) using the software Elluminate Live! Design/methodology/approach |!|#8211; This paper adopts a qualitative approach, focusing on the reflections of participants (student and teacher) collated over a 12 month period of piloting online classes with Elluminate Live! Findings |!|#8211; A number of insightful themes and issues emerged from the data collected from the journal reflections as well as other source documents such as meetings and emails. The themes considered in the paper include: increased flexibility and cost reductions, technical challenges, resistance to online learning, extension of online facilities and student engagement, and visual literacy skills. Research limitations/implications |!|#8211; The school|!|#39;s virtual classroom strategies need to address staff and student concerns. Staff training and the establishment of effective support structures for embedding safe, secure, and rewarding virtual classrooms are required. Once these issues have been addressed, online classes can be expanded across numerous discipline areas within the school. Governments recognize that workers in the twenty-first century need to keep pace with increasingly technical employment environments in order to remain competitive in the global market. The Australian government has developed a set of policies to address impending shortfalls in high-level technicians and paraprofessionals across many professions. As a result, a new fledgling qualification, the associate degree, has been established within the Australian Qualifications Framework (AQF) to facilitate qualification upgrading for the existing workforce. This paper describes Australian associate degrees and highlights their similarities and differences to foundation degrees in the United Kingdom and associate degrees in the United States. In Australia, universities and higher education (HE) institutes have limited experiences catering to vocational training, since vocational education (VE) has been reserved for specialist technical and further education (TAFE) colleges. Interestingly, the AQF intends that associate degree qualifications can cut across sectors. This discussion paper details the development of an associate degree in information technology (IT) at Victoria University, where two education sectors, one vocationally-focused and one academically-focused, are collaborating to effect the degree. Eight areas of competency are identified as needed by graduates of the proposed IT program. Two models for the cooperation in curriculum development are proposed. Regardless of the model chosen, the collaboration provides the opportunity for the achievement of a program that would dovetail vocational skills with supporting academic competencies to meet the needs of information technology workers wishing to upskill. Under discussion are issues such as staffing and administration, program sustainability and context of delivery, industry partnerships, and their impact upon differing cohorts of students with variability in experience. The Federal Government is introducing a new funding model for research in Australian higher education institutions, the Research Quality Framework (RQF). This paper provides an overview of the RQF and looks at possible impacts of the RQF on academic libraries in Australia. These impacts are drawn from experience at one Australian university, RQF-related activities, and commentary and research from the UK, where a similar funding model, the Research Assessment Exercise (RAE), has been operating for a decade. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. Much is made of the potential of lifelong learning for individuals and organisations. In this article we tend to make much less of it, certainly with respect to its use in universities to discipline academics. Nevertheless, we argue that academics now need to re-learn the positions they occupy and the stances they take in response to the marketisation of Australian universities. In particular, we suggest that the position of (pure) critique no longer commands attention in Australian contexts of higher education, although the paper does not suggest a disregard for a critical stance purely for the sake of participation. It is in understanding the interconnections between position and stance , and how they might be strategically performed during the everyday practices of academics, that a more promising way of engaging with the venalities of the market is envisaged; a strategy that could be described as 'sailing into the wind'. Universities are at a pivotal point in their history and are undergoing dramatic changes. One of the more significant of these changes is the move towards instrumental programmes of learning, as manifest for instance in workplace and work-based learning. This paper argues that this trend threatens the existence of the liberal university, where knowledge is pursued predominantly for its own sake. The paper identifies four dominant discourses in higher education and suggests that these discourses co-exist with one another, and are sometimes dominant, at other times recessive. It argues that the trend to a post-industrialised labour market has seen the emergence of a vocationalised discourse in higher education, which stresses the instrumental at the expense of the liberal. This paper examines how the restructuring of Australia’s university system and the introduction of corporate managerialism has changed the work performed by academic staff. The paper illustrates how the emergence of higher education as both a major export industry and a vehicle for attaining greater international competitiveness has led to more intense regulation of academic work. Within a context of funding cutbacks, substantial inequities have emerged between and within universities, as they compete more aggressively for higher education markets. Hierarchical line management, with clear divisions between different categories of academic staff, has substantially replaced collegial forms of administration. This paper demonstrates how these processes have worked to undermine the effective implementation of Equal Employment Opportunity initiatives, as women remain concentrated in the lowest paid and least secure positions within universities. Makerspaces are more than just places to make things; a makerspace is ‘a physical location where people gather to share resources and knowledge, work on projects, network, and build’. TheNMC Horizon Report: 2015 Higher Education Editionlists the time-to-adoption of makerspaces within the higher education context, as two to three years. While there is a push to include makerspaces in universities, little is known about the experience of establishing makerspaces on academic campuses. This paper provides an exploratory look at makerspaces within universities and aims to specifically address the research question: What are the experiences of Australian universities with makerspaces? A qualitative approach to data collection was undertaken by reviewing Australian university websites. Makerspaces are noted in 12 of 43 Australian universities websites (October 2015). Typically, these makerspaces employ specialist staff, contain 3D printers and laser cutters, and offer facilities to conduct coursework, personal and collaborative projects. Finally, pop-up makerspaces have been employed by some universities as an exploratory stage to gauge interest in makerspaces before implementing a permanent space. Over the last three decades there have been numerous surveys in Australian universities which have attempted to describe the perceptions of academic staff to various aspects of their roles. Each of these surveys appears to have been inspired by changes resulting from contemporaneous government policies and/or community expectations. Calls for ’’Efficiency and Effectiveness‘‘, ’’Accountability‘‘, and ’’Quality and Diversity‘‘ have coincided with massive expansion in the higher education system, the change from a binary system to the Unified National System, and consequent changes to student profiles, funding arrangements, and academic workloads. Academic culture, with its tradition of freedom and autonomy, has been besieged by the alien culture of managerialism with its own vocabulary of ’’client‘‘, ’’quality assurance‘‘, and ’’product‘‘: but has this assault made any difference to how academics perceive their work and their perceptions of quality in university teaching ? This paper reports on an analysis of data (relating to academics‘ perceptions of their work) from surveys conducted in universities from the late 70s and throughout the 80s and 90s. The Australian Federal Government's Office for Learning and Teaching (OLT) has built an important collection of learning and teaching resources for the higher education (HE) sector, a product of the many projects OLT and its precursors, including the Australian Learning and Teaching Council and the Carrick Institute, have funded over the past two decades. Although these resources are freely available on its website, the OLT considers them underutilised. Hence it has commissioned a project to reorganise the collection using more accurate and consistent metadata. This paper presents the results of the initial phase of the project, in which a new metadata schema for the OLT's repository was developed through a systematic analysis of the collection, users' and prospective users' search needs, and the domain of HE learning and teaching. While the methods used to develop controlled vocabularies, such as subject thesauri, are well established, there has been far less discussion about how schemas for describing particular kinds of information resource should be constructed. This article contributes to this discussion by showing how methods used to build controlled vocabularies can be applied, and combined, to the development of a schema used to support effective access to a scholarly repository of national importance. Leadership is increasingly becoming a major research focus in both the corporate and higher education sector (HES). Previous studies have shown that different leadership styles play a significant role in promoting both employee wellbeing and organizational outcomes. However, at present there is a lack of clear understanding of how leadership style, employee wellbeing and organizational outcomes such as job satisfaction, organizational commitment and turnover intention concurrently interact in the HES context, particularly within Australian regional university settings. A review of leadership studies literature also suggests that researchers have either focused on the relationship between a specific leadership style and wellbeing; leadership styles and organizational outcomes, or the relationship between wellbeing and organizational outcomes. However, rarely do empirical studies examine all three concurrently. More expansive and pluralist research approaches are needed if we are to better understand the contextual complexities of leadership in the current HES. For a complex organization such as a university, an effective way of examining leadership may be by applying leadership theories that examine a diverse range of leadership styles that may have both positive and negative outcomes. The Full Range of Leadership Theory (FRLT) examines transformational, transactional and laissez-faire leadership styles within a single continuum that may provide a way to concurrently examine how these differing leadership styles may impact on leadership effectiveness in the HES context. In this review paper, drawn from a current PhD study, contexts for leadership practice in HES today will be explored, then leadership studies literature more generally will be reviewed to locate amenable leadership approaches for this work. Lastly, possibilities for leadership approaches that concurrently address issues of wellbeing and outcomes will be discussed. Specifically, the FRLT will be used as a frame to examine transformational, transactional and laissez-faire leadership approaches within a single continuum as to identify how FRLT may differ from or concur with leadership theories and approaches understood more generally to fit within post-heroic leadership studies standpoints. Abstract: Higher education institutions that teach both on-campus and at a distance are challenged to provide all students with equitable access to learning. While the concept of blending or converging learning environments supported by technology and Internet use is common in Australian universities, institution wide implementation is rarer. This paper provides a case study of an Australian regional university that investigated institutional processes and teaching and learning approaches that would facilitate diverse students' equitable access to learning. This investigation identified facilitators and barriers to systemic implementation of blended learning. It was found that as teaching and learning environments are socially dynamic, strategic institutional change will only happen if there is a shared vision and energy that touches all parts of an organisation. The Australian Government's Higher Education Participation and Partnerships Program aims to encourage greater participation of students from low socioeconomic backgrounds in higher education. Historically, participation and retention rates of students from under-represented groups have been less than for the majority of school leavers. Universities are now intensifying their efforts to improve retention, and expect all parts of their institutions, including the university library, to contribute. Through a review of conceptual and empirical literature, this paper identifies five potential means by which a library may contribute to student retention and concludes by outlining one library's approach to investigating its contribution. This paper examines perceptions by academics of their work in the Australian state of Victoria, and places such perceptions within the context of international and Australian debates on the academic profession. A 2010 survey conducted by the National Tertiary Education Union in Victoria was analysed in light of the literature on academic work satisfaction and on corporatised managerial practice ('managerialism'). The analysis is also placed in the context of neo-liberalism, defined as a more marketised provision combined with increased pro-market state regulation. Factor analysis was used to reduce 18 items we hypothesised as drivers of work satisfaction to four factors: managerial culture, workloads, work status and self-perceived productivity. Regression models show the relative effects of these factors on two items measuring work satisfaction. This analysis is complemented by discursive analysis of open-ended responses. We found that satisfaction among academics was low and decreasing compared to a previous survey, and that management culture was the most important driver. Concern with workloads also drove dissatisfaction, although academics seem happy to be more productive if they have control over their work and develop in their jobs. Work status had little effect. In the open-ended responses the more dissatisfied academics tended to contrast a marketised present to a collegial past. While respondents seem to conflate all recent managerial change with marketisation, we pose a crucial question: whether the need for more professional management needs to be congruent with marketising policy directions. Abstract: A small corpus of student e-mail requests to academic staff in a British and an Australian university was collected in order to investigate the cross-cultural nature of Englishes in these requesting events. The notions of account and but-justification, together with the concepts of equity and equilibrium are used to explicate the distribution of various features associated with these requests. Results indicate that the British data orient to deferential dependence whereas the Australian data exhibit interdependent egalitarianism. Finally, the process of our analysis brings to light the fact that we ought to refine theory of obligation and this, we do. The overall claims of this paper are that the situated nature of student e-mail requests can have a great bearing on the discursive construction of student identities, that this has a bearing on how things get done, and that how things get done in different varieties of English merits further investigation. This article considers how law schools can facilitate the development of technology skills by using technology to enhance access to mooting in settings that replicate legal practice. The authors conducted research into the use of technology by Australian law schools for mooting and evaluated an internal mooting competition using Elluminate, an online communication platform available to students through Blackboard. The analysis of the results of the survey and the Elluminate competition will demonstrate that technology can be used in mooting to provide an authentic learning experience. The paper concludes that while it is essential to teach technology skills as part of legal education, it is important that the benefits of using technology are made clear in order for it to be accepted and embraced by the students. This paper examines aspects of journal articles published from 1967 to 2008, located in eight databases, and authored or co-authored by academics serving for at least two years in Australian LIS programs from 1959 to 2008. These aspects are: inclusion of publications in databases, publications in journals, authorship characteristics of publications, productivity, and subject content of publications over time. Results indicate that national and LIS-specific databases provided adequate coverage; however, no single database provided over half of all publications. More than half of all articles were published in national journals focusing on aspects of LIS in Australia; however, there is a trend for increasing publications in international journals. Most of the earlier publications had one author, but multiple authorship in publications has increased since 1999. Overall the number of publications per LIS academic is low; however, per capita productivity has been increasing since the mid-1990s. This paper explores the way that learning technologies frame teaching practice in higher education using both autoethnography and discourse analysis (interpretative repertoires). The analysis juxtaposes our own experience in the form of data from two interviews, with teaching and learning policy documents from the group of five Australian Technology Network universities, as a means of investigating the centrality of these technologies in the reconfiguring of teaching practice in higher education for the networked university. The data yielded three distinct discourses: technology as a bridge to globalised opportunity; technology as delivery of learning; and technology as communication and building relationships for learning. The first repertoire provides a utopian vision which glosses over the complex practice of implementation. The second repertoire also omits details of implementation, presenting learning technology unproblematically. The third repertoire, not present in the policy documents, but central to the autoethnographic accounts, focusses on both the possibilities and challenges of learning technologies in practice, and points to the potential for a complementary approach which foregrounds the student-teacher relationship. This paper builds on earlier work by the author to explore the international dimensions of a study of the changing roles and identities of professional staff in higher education (Whitchurch , ). It further develops the concept of the blended professional, characterising individuals with identities drawn from both professional and academic domains, and examines the institutional spaces, knowledges, relationships and legitimacies that they construct. Comparisons between the United Kingdom, Australia and the United States are used to provide indicators of possible futures for this group of staff, including their positioning in the university community, the challenges they face, and the potentials that they offer to their institutions. There has been considerable interest in generic attributes in higher education for over a decade and yet while generic skills or attributes are an important aspect of policy, there is often a lack of consistency between beliefs about the importance of these skills and attributes and the degree to which exist in teaching practice. There has been an assumption that these attributes exist outside of the disciplinary context, yet the findings of this study suggest that they are strongly influenced by the disciplinary culture in which they are taught. The study reported in this paper examines the apparent gap between ideal notions of generic attributes and their enactment in teaching practice. This qualitative study examined the teaching of generic attributes in five disciplines (physics, history, economics, medicine and law) in two Australian universities. It found that the notion of generic attributes is highly complex and while attributes such as critical thinking, problem solving and communication are valued by teaching staff they are often implicit in teaching. This gap between what is valued and what is actually taught is a result of variation in interpretation of generic attributes, the difficulties of reducing complex attributes to definable learning outcomes and practical constraints on teaching caused by factors such as large classes. Furthermore, it can be explained by the finding that generic attributes are part of the epistemic culture of the disciplines and often remain tacit. This paper outlines the findings of a study employing a partial least squares (PLS) structural equation methodology to test a customer satisfaction model of the drivers of student satisfaction and loyalty in higher education settings. Drawing upon a moderately large sample of students enrolled in four ‘types’ of Australian universities, the findings suggest that student loyalty is predicted by student satisfaction, which is in turn predicted by the perceived image of the host university. While the perceived quality of “humanware” (e.g., people and process) and “hardware” (e.g., infrastructure and tangible service elements) has an impact on perceived value, this was found to be weak and indeterminate. Of most importance was the impact of the institution’s institutional image, which strongly predicted perceived value, and to a lesser extent student satisfaction. This paper presents a contingency theory of approaches to teaching in Higher Education adopted by university academics who teach heterogeneous student cohorts within a changing university context. The study is located within the substantive context of academics within Australian universities who teach within the broad field of management studies. Orthodox grounded theory is employed to generate a contingency typology comprised of four separate teaching approaches: Distancing, Adapting, Clarifying, and Relating. The model demonstrates how academics utilise a variety of teaching approaches to address their ‘main concern’, namely maintaining their professional competence within the context of a rapidly changing university landscape and significantly heterogeneous groups of students. We have labelled this process ‘Maintaining Competence’. This model stresses the importance of the twin forces of structure and individual agency in determining teaching approaches. It emphasises the value of analysing what academics actually do in the classroom situation, rather than concentrating on normative assumptions of what they should do in terms of best practice. Coursework masters degrees in Australia have experienced rapid, decentralised growth since deregulation at the end of the 1980s. The result is an extraordinarily high level of diversity and some confusion as to standards, strategic positioning, purpose and educational approaches. Throughout this period of growth, a sense that large-scale (often distance-education based) collaboration between universities and with industry would be beneficial has not always led to successful outcomes. Using a new collaborative, industry-funded postgraduate coursework program as a case study, this paper describes the issues that decision-makers need to address and evaluates the challenges and benefits of the coursework masters in higher education. The outcomes of industry surveys, student interviews and action research suggest that postgraduate coursework can facilitate technology transfer and aid capacity building, through mechanisms similar to ‘mode 2’ research. In this paper we examine variations in Honours programs in Australian universities and the consequences that this has for students who wish to undertake higher degrees by research after their undergraduate programs have been successfully completed. Our review of universities’ Honours programs across rural, regional, and urban Australia has indicated that there is a degree of variation that is localised as far as each university is concerned, and that there is a lack of consistency in various universities’ application of policies or procedures in the implementation of their Honours programs. We conclude by calling for greater consistency across universities in Australia in the awarding of Honours, certainly, but also suggesting that a review needs to be undertaken as part of national, systematic and orchestrated project. At the core of higher education is the experience of students whose focus for learning is often directed towards their future employability. In this paper, we explore the intersections between two large international research projects involving over 500 students. Interviews with students yielded their conceptions of learning and work in specific discipline and professional areas. Analysis of the Swedish and Australian data sets showed the important interplay between students’ individual ideas about learning and future work with their workplace. A meta-analysis of the two projects highlights the utility of higher education for students’ future working life and suggests ways in which institutions and policy makers can critique current practice in a way that will incline curriculum and teaching development towards professional formation. This paper explores opportunities and challenges presented by the development of graduate skills in Australian universities. We challenge the dichotomy that conceives of a fundamental disjuncture between the idea of universities as institutions of vocational education and the more traditional conception of universities as key institutions in the formation of reflective practitioners, social critics and good citizens. Despite the challenges inherent in implementing the graduate skills project, we conclude that a consensus around the value of graduate skills represents a valuable opportunity for universities to regain control of the higher education agenda and renew their traditional, higher purpose. Changed funding arrangements and views of education have resulted in a re-prioritization of activities and practices in Australian universities. While considerable research attention has been given to the consequences of these changes for university policies and the activities of academic staff, less attention has been given to how students perceive these changes. Globalisation has meant an increased demand from students, employers, and academics for indicators of the international academic standing of universities. In this paper we examine the broad methodological issues involved in measuring international academic standing and apply our conclusions to data for 38 Australian universities. Determinants of the international academic standing of universities are grouped into six broad categories: standing of academic staff, quality of undergraduate intake, quality of undergraduate programs, quality of graduate programs, resources, and peer opinion. The relative importance of each of these attributes is ascertained though a worldwide survey of university presidents, rectors and vice-chancellors plus Australian deans, thus reducing the need for subjective weighting by the researchers. The empirical findings are used to weight quantitative performance data for Australian universities and the results compared with two other recent worldwide rankings of universities. In tertiary institutions in Australia, and no doubt elsewhere, there is increasing pressure for accountability. No longer are academics assumed a priori to be responsible and capable of self management in teaching and assessing the subjects they run. Procedures are being dictated more from the 'top down'. Although academics may not always appreciate 'top down' policies on teaching and learning, they should at least be open to the possibility that the policies may indeed have merit. On the other hand, academics should never be expected to blindly accept policies dictated from elsewhere. Responsible academics generally also need to evaluate for themselves the validity and legitimacy of externally introduced new policies and procedures. At one Australian tertiary institution, the Academic Board recently endorsed a new assessment policy, to implement criterion referenced assessment (CRA) throughout the university. This new policy is being promoted by the university's teaching and learning support services and is to be implemented gradually throughout the university. As stated in the university's manual of policies and procedures (MOPP) the 'fundamental approach' to the assessment of students was to be one based on 'criterion referencing'. Such Assessment was to be free of any notion of awarding grades dependent on a bell curve, and the criteria against which a student's work was to be assessed would have to be communicated in a detailed and clear way in advance of the actual assessment. Thus, for each piece of assessment, criteria must be given to students, with performance standards for each criteria detailing clearly what standard must be reached on each criterion to achieve a certain result. It is stated in the MOPP that CRA will give the assessment process 'a great deal of objectivity' and will contribute to the 'reliability and validity of the assessment task'. Moreover, it is stated that high, but attainable, standards will 'motivate students and focus their energy on learning rather than on competition with peers'. The teaching team of the final year Information Technology Project Management subject had a strong commitment to continuous improvement processes in the presentation and running of the subject. Given that the university had endorsed a new assessment policy that would soon relate to third year courses, the team decided to apply for, and were subsequently awarded, a faculty grant to implement and test the possible benefits of the endorsed CRA policy. An independent project, funded at faculty level, was undertaken to evaluate the effect of the new assessment policy on a final year unit. The project took a team-based approach to studying the use and effectiveness of criterion referenced assessment. All seven members of the unit's teaching and marking groups were included in the decision making surrounding the design, development, and implementation of CRA and an environment was created in which the team members could openly communicate their experience of CRA. Members of the group initially held a variety of beliefs about CRA that ranged from a dismissal of CRA as merely the latest teaching and learning fad, to keen interest in how it might practically operate in the unit. This diversity of thought was regarded as valuable and in keeping with the attempt to take an impartial 'warts and all' view of the CRA implementation, noting equally its positive and negative impacts. It was found that many of the purported advantages attributed in the literature to CRA were not forthcoming. Moreover, some unexpected results were uncovered. While prior research suggests that CRA's failures are due to implementation errors, our work suggests that the real problem is that the assumptions behind CRA are flawed. One way in which universities have sought to articulate the outcomes of a university education is through a description of the attributes of their graduates. Recent calls for universities to demonstrate the quality of their outcomes and processes have prompted a re-examination of the generic graduate attribute outcomes many Australian universities have espoused for the past decade. As university communities struggle to identify what combination of skills, attributes and knowledge to include in these statements of graduate outcomes, and begin to come to terms with how to develop curricula to effectively achieve such outcomes, the fundamental nature of these is a vital preliminary question to address. What are these things that universities call generic graduate attributes? This is a more fundamental question than what combination of skills, attributes and knowledge should be included on the graduate ‘shopping-list’, it is about the nature of the things on the list, and the nature of the list itself. In seeking to further our understanding of the meaning of generic graduate attributes, the research described in this paper used phenomenographic analysis to explore academics’ conceptions of generic graduate attributes in the context of contemporary teaching and learning practices at one Australian university. A way of describing the key aspects of the variation in academics’ understandings of the concept of graduate attributes is presented. The contribution of discipline background to conceptions of generic attributes is considered and the implications of the observed variation for universities’ current curriculum reform initiatives discussed. In this paper we describe a study of learning outcomes at a research-intensive Australian university. Three graduate outcome variables (discipline knowledge and skills, communication and problem solving, and ethical and social sensitivity) are analysed separately using OLS regression and comparisons are made of the patterns of unique contributions from four independent variables (the CEQ Good Teaching and Learning Communities Scales, and two new, independent, scales for measuring Teaching and Program Quality). Further comparisons of these patterns are made across the Schools of the university. Results support the view that teaching and program quality are not the only important determinants of students’ learning outcomes. It is concluded that, whilst it continues to be appropriate for universities to be concerned with the quality of their teaching and programs, the interactive, social and collaborative aspects of students’ learning experiences, captured in the notion of the Learning Community, are also very important determinants of graduate outcomes, and so should be included in the focus of attempts at enhancing the quality of student learning. The higher education sector is increasingly reliant upon casual (‘sessional’) staff for teaching and marking purposes. While this practice has been little examined in the past, over the last few years increasing attention has been paid to the quality of marking, mainly because students and academic staff alike are becoming increasingly likely to question examples of poor practice. Hence, many universities in Australia are now attempting to introduce stricter procedures relating to marking. Despite current concerns, there is little published research on marking practices in Australian universities. This paper adds to the body of knowledge by reporting on two pieces of empirical research into the use of casual markers. A project at Charles Sturt University comprised focus groups of, respectively, students, lecturers and markers, and a survey of distance education students. Research at the University of South Australia focused on pedagogical issues relating to marking, comparing the approaches of permanent lecturing staff with those of sessional markers. Abstract: This paper describes the Higher Education Contribution Scheme (HECS), Australia''s income-contingent charge mechanism, and analyses its impact on the social composition of university participation. We consider university participation data from three cohorts of young Australians. The first completed their schooling prior to HECS, the second following its introduction and the third after the scheme was amended substantially. We find that the social composition of participants was different in 1999 from that of 1988: the distribution was more equal. That outcome reflected strong relative growth in participation in the middle of the wealth distribution. Other aspects of university participation also changed: participation grew more strongly among females than males. We find no evidence that participation fell among ‘marginal decision makers’—those who, while at school, did not intend to study at university. We conclude that HECS did not discourage university participation in general or among individuals from low wealth groups. [Copyright &y& Elsevier]

The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be? This paper moves beyond a conceptualization of globalization as a top-down imposition of policy directions 'from above' to focus on the active two-way dynamics between global, national and local levels of policy processes. Arguably, the particular 'case' examined here of 'quality' policy is especially appropriate as quality policy and golbalization rose to prominence in educational discourses at roughly the same time during the 1990s, suggesting that the two may be intimately interconnected. An analysis of new quality policy in Australian higher education for the 2000s is used as a vehicle to explore the dynamic reciprocity of global-national-local interactions in policy processes as revealed through empirical evidence collected during interviews with members of the national Australian Universities' Quality Agency. During 2002, the Australian Education Minister conducted a year-long review of tertiary education under the title Higher Education at the Crossroads . The policy statement arising from that review was released on 13 May 2003. It incorporates a combination of new financial incentives on students and universities, potential expansion of full-fee places, and increased intrusion into university priority setting. The policy statement promised a $A1.5b expansion in funding over four years, with more fully-funded university places, and an emphasis on improving the quality of teaching and learning. The strategy is market-driven and could create a `fee-culture' in Australian universities. Implementation of the new policy is not assured as it has to pass a hostile Senate. Since the late 1980s, Australian higher education has undergone significant reforms and policy changes based on economic rationalism and modernisation of management. This paper examines the outcomes of the reform processes based on the career attributes, status and perceptions of work environment of academic accountants in Australian universities. Similarities and differences between academic accountants are explored from cross-institutional and gender perspectives. The data provide insight into a number of systemic inequalities between the older and more established universities and the newer universities. In specific, a cross-institutional analysis based on four university types: Sandstones/Redbricks, Gumtrees, Unitechs and New (Marginson 1999) indicates that academic accountants in New universities employ a much lower proportion of staff with PhD qualification, a weaker publication profile, and perceive greater barriers for conducting research in terms of a shortage of research mentors, colleagues with research experience, and post-graduate students. Further, the commitment to flexible learning and delivery strategies is comparatively stronger in Unitechs, and poses additional demands on accounting academics' overall workload. Perceptions of gender-based discrimination by female academic accountants are generally stronger than their male counterparts, particularly, in New universities. These results raise several issues for academic accountants at both the institutional and individual level in terms of equal employment opportunities, management of research programmes, development of teaching strategies and individual time management. While the development of undergraduate generic skills has become a significant issue in universities in Australia and the UK, identifying research higher degree students' generic attributes have been ignored until recently. This paper reviews the list of generic skills the Council of Australian Deans and Directory of Graduate Studies would like research students to develop. A number of approaches that seek to develop research students' generic attributes are explored, including an innovative learning partnership between the Australian Technology Network (ATN) Deans and Directors of Graduate Studies (DDOGS), working on, among other things, a series of online generic skills modules for ATN research students that will cover topics such as project management, entrepreneurship, leadership and communication, technological and commercial development and understanding public policy. This paper describes the results of a study that re-examined the relatively low higher education participation rate of people living in rural or isolated Australia. The focus of the study was the goals and plans of Australian school students in their senior school years and the underlying attitudes towards education. The study suggests higher education participation for people in rural and isolated areas may be affected less by distance from university campuses than by socioeconomic circumstances and the influences of rural social and cultural contexts. Socioeconomic effects are generally more pronounced and pervasive than any effects of location identified by this study. The implications of the findings for equity policy and programs are discussed. The probability of completing and the time to complete an undergraduate course are likely to vary by the age and sex of the student, and the field of study undertaken. In this paper a Markov chain is used to model the movement of undergraduates through the higher education system in Australia. Given the age of the student when they commence a course, this model provides estimates of the probability of them completing the course.
