Early childhood development (ECD) refers to the physical, motor, socio-emotional, cognitive, and linguistic development of a young child. The 'Countdown to 2030' global distribution of 'children at risk of poor development' indicates the need for urgent action and investment in ECD. Nurturing care enhances ECD, even in the presence of adversities. Strategic actions should exist at multiple levels: the family, community, health care providers and government. Previously, child health related policies and programs of the Government of India functioned in isolation, but have recently started demonstrating multi-sectoral collaboration. Nonetheless, the status of ECD in India is far from optimal. There is strong evidence that parenting programs improve outcomes related to ECD. This is dependent on key programmatic areas (timing, duration, frequency, intensity, modality, content, etc.), in addition to political will, funding, partnership, and plans for scaling up. Each country must implement its unique ECD program that is need-based and customized to their stakeholder community. Barriers like inadequate sensitization of the community and low competency of health care providers need to be overcome. IAP firmly believes that responsive parenting interventions revolving around nurturing care should be incorporated in office practice. This paper outlines IAP's position on ECD, and its recommendations for pediatricians and policy makers. The article presents a response to an article in the issue concerning child poverty in New Zealand written by Jonathan Boston. Topics discussed include the theories of public choice and human capital, the reasons why poverty reduction programs should focus on child poverty, rather than poverty in the country in general, and neoliberalism.

The COVID-19 pandemic has exacerbated the global learning crisis, with many learners losing access to their classrooms. Recovery from the pandemic and transition back to regular schooling is slow, and there is a need to catch up. Despite some EdTech having been introduced as a mitigating measure, it is clear that the poorest children, especially, have missed significant learning. The present overview paper seeks to offer inspiration, overarching considerations, and research evidence to highlight opportunities for collaboration to build back better after the COVID-19 crises — globally and particularly among low- and middle-income countries — knowing the urgency under which education policymakers are asked to act. In Victorian Britain rags were not only associated with the inadequate clothing of the poor, they were also viewed as a valuable commodity, widely collected for recycling into paper. This essay examines rags as simultaneously despised and precious objects, tracing the connections between Victorian accounts of poverty, the industrial recycling of rags into paper, and the redemption narratives created by Charles Dickens about rescued children. A supporter of Ragged Schools and champion of rags recycling, Dickens drew on the idea of the transformation of dirty rags into clean paper in his representations of ragged children. To him, the recycling of rags indicated the civilizing forces of modernity, and reading Dickens's representations of ragged children in this context reveals how cloth recycling became a paradigm for society's duties towards destitute children. This essay explains Dickens's juxtaposition of ragged children with references to rag-dealing in his novels; by this means he suggested that street children, like their ragged clothing, were capable of being purified and transformed into social usefulness. We were also pleased to see a range of papers covering both policy and practice, using innovative and multiple research designs and methods, and addressing conceptual or methodological concerns. This special issue of I Review of Education i on "Evidence into Policy and Practice" consists of a selection of 12 research papers, selected from 45 abstracts sent in response to the call published in January 2021, and 21 subsequent papers sent for peer-review. The idea is feasible, can help with teachers' skills in the widest sense, and needs time for teachers, and strong support from school leaders. This paper estimates the impact of a program providing classroom and on-the-job entrepreneurship training followed by the provision of a loan to disadvantaged youth. We find that the program increases employment by seven percentage points and income by 21 per cent. The impact is larger for women than men. Furthermore, the results demonstrate an increase in the propensity to save by 17 percentage points with an increase in both the amount of loan taken and outstanding. Nevertheless, the effect of the training component of the program shows no statistically significant impact on income and hours worked. Purpose: The America Rescue Plan (ARP) transformed the Child Tax Credit (CTC) into a more generous, inclusive monthly payment from July through December 2021. However, the expansion has been terminated and the annual CTC has been reinstated. The United States is one of the few OECD countries that do not have a child allowance system and South Korea has recently adopted child allowance in 2018. This study aims to comprehensively review the existing literature and evidence on ARP-CTC in the United States and Universal Child Allowance (CA) in Korea. Design/methodology/approach: The researchers completed a database search between July 1, 2022 and July 20, 2022. For the United States, the search keywords were child tax credit OR expanded child tax credit OR CTC OR child allowance. For Korea, the search keyword was child allowance. Searches were conducted using 79 databases. A total of 36 US studies and 7 Korean studies met all the inclusion criteria and proceeded to the extraction process. A narrative thematic synthesis approach was employed to identify themes in the findings. The results were organized based on the characteristics of the studies and the post-intervention outcomes. Findings: Studies in the United States focused primarily on economic outcomes, including poverty and material hardship, reflecting the concern policymakers and researchers have about child poverty. On the other hand, Korean studies examined employment, economic well-being, psychological well-being and expenditures in a relatively balanced share. Overall, studies found that both ARP-Child Tax Credits and Universal Child Allowance reduced child poverty and improved material hardship. Also, studies in both countries suggested that both policies had positive impacts on parental psychological well-being. Originality/value: To the authors knowledge, this paper is the first to comprehensively review the impact of the US ARP-CTC in comparison with the Korean child allowance. Two studies reviewed and updated the literature on US ARP-CTC as a round-up paper. Moreover, the authors conduct cross-national comparative analyses between the United States and Korea. Background: In high income countries one in five children still lives in poverty, which is known to adversely shape the life course health trajectory of these children. However, much less is understood on whether social and fiscal policies have the capacity to reverse this damage, which intervention is likely to be most effective and when these interventions should be delivered to maximise their impact. This systematic review attempts to address these questions by looking at the impact of income-support interventions, delivered during the first 1,000 days of life, on cardiovascular, metabolic, respiratory and mental health outcomes. Methods: The review was restricted to experimental or quasi experimental studies conducted in high income countries. Studies were retrieved from multidisciplinary databases as well as health, economic, social sciences-specific literature browsers. All papers retrieved through the search strategy were double screened at title, abstract and full text stage. Relevant data of the selected studies were extracted and collected in tables, then summarised via narrative synthesis approach. Robustness of findings was assessed by tabulating impact by health outcome, type of intervention and study design. Results: Overall, 16 relevant papers were identified, including 15 quasi-experimental studies and one randomized control trial (RCT). Income-support interventions included were unconditional/conditional cash transfers, income tax credit and minimum wage salary policies. Most studies were conducted in United States and Canada. Overall, the evidence suggested limited effect on mental health indicators but a positive, albeit small, effect of most policies on birth weight outcomes. Despite this, according to few studies that tried to extrapolate the results into public health terms, the potential number of negative outcomes averted might be consistent. Conclusions: Income-support interventions can positively affect some of the health outcomes of interest in this review, including birth weight and mental health. Given the large number of people targeted by these programs, one could infer that – despite small – the observed effect may be still relevant at population level. Nonetheless, the limited generalisability of the evidence gathered hampers firm conclusions. For the future, the breadth and scope of this literature need to be broadened to fully exploit the potential of these interventions and understand how their public health impact can be maximised. Poverty Reduction Strategy Papers (PRSPs) are currently at the centre of development assistance and planning in many countries and donor agencies. As such, they are potentially of enormous significance for children living in poverty. Based on a review of PRSP documents, authors' experiences and other evidence, the paper explores the main policies of economic growth and social sector investment laid out in PRSPs and some likely implications for children's lives and equitable development. It examines how far PRSPs recognize childhood poverty as a priority, and the strategies' often limited commitments to tackle it. The paper reflects on changes in policy planning, budgeting and review processes associated with PRSPs and examines their potential to contribute to effective poverty reduction. It concludes that, to date, changes in these processes are the most significant contribution of PRSPs; while the potential for more effective policy is strong, much work is required by all involved before they are a comprehensive or strategic approach to reducing childhood poverty or securing the wellbeing of future generations. Children living in poverty are at an increased risk for maltreatment. Social safety net (SSN) programs with antipoverty objectives may reduce child maltreatment through pathways such as reduced food insecurity, lessened caregiver stress, and improved caregiving behaviors and ability to meet children's basic needs. The objective of this study is to conduct a systematic review of evidence on the ability of SSN programs to reduce child maltreatment in the United States (U.S.). This systematic review was conducted using PRISMA protocol. Among studies published between 1996–2022, the initial search returned 1,873 articles, and 27 papers were included in the final analysis. Abstracts were identified primarily on June 24th, 2022, and extraction and synthesis of data was conducted in 2022–2023. Of the 27 papers assessed, 16 studies found that SSN programs were protective against child maltreatment. Three of the reviewed studies found no effect of safety net programs, 4 studies presented mixed findings, and 4 studies found adverse impacts in terms of child maltreatment outcomes. When restricting to high-quality studies only, 10 out of 12 found protective impacts and none found adverse impacts on child maltreatment. SSNs are associated with protective effects against child maltreatment. Expansion of SSN programs would likely have positive benefits beyond poverty-related objectives, including reducing incidence of child maltreatment. [ABSTRACT FROM AUTHOR]

The paper examines how executive motivation and firm capability jointly influence corporate contribution to poverty alleviation. Using a sample of Chinese listed firms, we find that firms whose executives possess political connections or experienced poverty in childhood contribute more to poverty alleviation. Moreover, better-performing firms with politically connected executives make even more contributions, whereas firm performance does not affect the relationship between executives' childhood poverty experience and corporate contribution. We also document that the strength of political connections and the type of childhood poverty experience matter. Moreover, executive background and firm performance only affect corporations' cash contributions but do not influence their material contributions. Overall, our study reveals that corporate contribution to poverty alleviation is affected by both strategic and altruistic motives of executives and is subject to the influence of firm performance especially when executives are driven by political motives. This paper explores how Early Childhood Education and Childcare (ECEC) can be more effectively financed and delivered to promote human capital development, economic growth and well-being. It discusses evidence showing that quality ECEC contributes to better education outcomes and higher future earnings, particularly for socio-economically disadvantaged children. Yet it identifies challenges in delivering ECEC services, including uneven coverage and lack of affordability in many OECD countries, necessitating intergovernmental fiscal co-operation. In the wake of the COVID-19 pandemic's disruptive effects on children's learning and future GDP, the paper underscores the urgent need for effective policy interventions. These include augmenting public spending, implementing equitable fiscal governance models, enhancing the affordability of services and establishing robust monitoring systems. By addressing these issues, the paper posits that we can ensure equitable access to high-quality ECEC and fortify the resilience of our education systems for future generations. Public education requires all stakeholders to collaborate as a community and focus on the essential factors that create a path for student progress, growth, and maturity. The result nurtures students from kindergarten to graduation and beyond and affords them opportunities to become efficacious members of their communities. Schools are a business operating on the premise of the service industry, working collectively with and for the communities they serve. Their operational parameters are to work with all stakeholders to successfully facilitate excellence in education for all students regardless of gender, race, or socioeconomic status. Recent COVID-19 school closures have opened dialogues concerning the ramifications of continued school closures, the slow reopening of schools, and the current chronic educational gap for minorities and students living at the poverty or extreme poverty levels. This literature review examines peer-reviewed articles, policy papers, editorials, and global research that examines how the COVID-19 school closures and slow reopening processes affect the equitable global education of minorities and children living in poverty or extreme poverty. Purpose: The authors aim to analyze the inequality in accessing distance learning during COVID-19 school closures. Design/methodology/approach: The authors use the Household Pulse Survey, which is an effort by the United States (US) government to measure the well-being of American families during the COVID-19 pandemic. The authors employ a regression analysis to estimate the inequality in accessing distance learning by race and household income. Findings: Disadvantaged children from nonwhite and low-income families have much less access to distance learning, including less access to online classes, digital devices and the Internet. Schools are critical providers of the Internet and digital devices to children from disadvantaged households. Schools and parents devote more attention to these nonwhite children by spending extra time on their learning activities. This paper measures intertemporal multidimensional poverty in rural China from 1988 to 2018 based on the China Household Income Project (CHIP) data and for that time period has the following findings. First, multidimensional poverty in rural China declines steadily when measured through the income poverty approach. Second, multidimensional poverty in rural areas presents demographic and regional heterogeneity, among which elderly poverty, child poverty, and poverty in the western Chinese region are the most prominent ones. Third, income poverty and multidimensional poverty have a low overlap ratio and show intertemporal synchronisation over time. Although increases in income can alleviate multidimensional poverty, this effect is very limited. This paper suggests that a suitable multidimensional poverty identification framework should be developed in the era of poverty alleviation after 2020 and that in the new poverty alleviation governance system of China, targeted development strategies should be formulated with an increased focus on the poverty of special groups such as children and the elderly. Extant studies have deployed variable-centered methods to examine predictors of children's nutritional status, and few focus on the double burden of malnutrition among young Chinese children. This paper adopts a person-centered approach and leverages data from large samples of Chinese families (the China Health and Nutrition Survey, CHNS 2004–2015, and China Family Panel Studies, CFPS 2010–2018) to examine trends in the prevalence of stunting, overweight, and stuntingoverweight in early childhood. We developed a hierarchical structure of socioeconomic indicators, including region (Eastern-Central-Western), urbanicity (urban-rural), and family socioeconomic status gradient (four quartiles). We assessed relative risks for malnutrition for 24 subgroups of children from varying socioeconomic strata. Results indicate that the prevalence of stunting decreased consistently while the prevalence of being overweight increased first, followed by a decreasing trend. Moreover, a small group of stuntedoverweight children (4.7%) was identified. Data from the CHNS indicated that children from affluent families in the Central region were prone to being overweight. Data from the CFPS indicate that underprivileged groups (children from poor rural families living in Western China) were at higher risk for both undernutrition and overnutrition than their more advantaged peers. This paper addresses the historical geography of British child migration to New Zealand between 1949 and 1954; a period that marked the 'beginning of the end' of centuries of state-sanctioned emigration of unaccompanied, poor, British children. This particular child migration programme was executed under the dual motivations of boosting the New Zealand economy through population increase, whilst 'rescuing' British children living in poverty. This paper seeks to explore the concept of the commodification of children through an historical account based on thematic analysis of New Zealand newspaper articles published between 1910 and 2017. This analysis demonstrates the way newspaper stories both reflect social discourse – in this instance concerning the desirability of the hosting of British child migrants – and act as a socio-technical device that shapes them – marketing the children to potential host families. During the last two decades, UNICEF has led efforts to measure Child Poverty globally as well as in various regions and countries. These efforts have been explicitly grounded on a human rights perspective and guided by the Convention on the Rights of the Child. In this paper, some of the issues raised by these endeavours are analysed. The paper explicitly uses, and expands, Sally Engle Merry's framework of vernacularisation to assess these efforts. Thus, it is organised in three sections. First, a review of criticisms to the broader project of 'human rights measurement' is offered. This includes aspects of vernacularisation, paradoxes of measurement, and the tension between universal standards and particular specificities. Secondly, a brief description of Child Poverty measurement is provided, with a focus on developments and debates of the last 20 years. This is the case study on which Merry's framework is applied. This is done in the third section. Based on this analysis, practical recommendations for future research on Child Poverty measurement based on human rights are discussed in the concluding section. The article reports on a study that investigates factors associated with childhood poverty at the country level in Georgia. It states the study incorporated a model that included 13 variables divided into social, educational and economic categories. It states household income and teenage pregnancy rate were found to be significant determinants of childhood poverty in Georgia.

Information poverty is widely recognised as having a negative impact upon peoples' health and wellbeing, and socioeconomic prosperity; however, whilst an issue of significant societal concern evidenced across a wide variety of adult groups and socioeconomic contexts, no studies have been previously undertaken with children. This appears a significant oversight given that many children across the globe are considered multi-dimensionally poor. This study thus sought to explore the possibility of information poverty amongst children. One hundred fifty-six children (aged 6–8) from five UK primary schools participated in a series of practical exercises exploring their information behaviours, and 34 parents and teachers were interviewed to provide further insights. Finding's evidence self-protective information behaviours and unmet information needs amongst children aged 6–8; both characteristics of an impoverished information state. Whilst much can be explained in developmental terms (i.e. in relation to child age and emergent literacies), much can also be explained in information poverty terms encompassing issues of both information access and use. Notably, approximately half of our child participants considered themselves to be, in general, unsuccessful information seekers; and contrasts with the views of our adult participants who majority believed that children are, in general, successful information seekers. This paper provides the first evidence of information poverty in young children, and provides further insights into the role of parents in supporting their children's information needs and shaping their developing information behaviours, with parental mediation of child media use appearing particularly problematic. Enduring inequalities in information access are also highlighted. Beyond call for further global research, a public communication campaign to increase awareness of child information poverty and contributory factors is recommended as an immediate priority. Severe acute malnutrition (SAM) can be fatal for children, and potentially limit their cognitive and physical growth. The last three National Family Health Survey (NFHS) in India shows an increase in the prevalence of SAM among under-five children. Given the specific mandates under ICDS (Integrated Child Development Service) for SAM children, it is important to validate the coverage efficiency of ICDS on SAM children. This paper examines a possible association between the coverage efficiency of ICDS on SAM children. The study further aims to identify the determinants of ICDS service utilization among SAM children. We used data from the fifth round of the National Family Health Survey. Descriptive statistics was used to estimate the SAM coverage under ICDS. Multilevel Logistic Regression was used to identify the determinants of ICDS service utilization among SAM children. The burden of SAM is higher among older children (3+ age). Coverage of ICDS was more among younger children and the poorest households in the rural areas. Results from multilevel logistic regression showed that age had a significant relationship with the outcome variable. SAM children living in the rural areas had a significantly higher odds of being covered under ICDS service (OR 1.57; CI: (1.35, 1.82)) than their urban counterparts. Pregnant and lactating mothers who received ICDS services were significant determinants of SAM coverage under ICDS. There is no evidence that ICDS is more efficient in identifying and covering SAM children than non-SAM children. Despite special provisioning in place for SAM children, coverage of different ICDS services was similar to that of non-SAM children, and were in fact lower than non-SAM children for some categories. The study suggests that improving coverage of ICDS services among pregnant and lactating mothers would increase the coverage of ICDS services among SAM children. [ABSTRACT FROM AUTHOR]

Social determinants of health (SDH) influence health and social outcomes in positive and negative ways. Understanding the impact of SDH on children with cerebral palsy (CP) is essential to improve health equity, optimize health outcomes, and support children with CP and their families to thrive in society. In this narrative review, we summarize the landscape of SDH impacting children with CP and their families worldwide. In high‐income countries, children from poorer neighbourhoods are more likely to have severe comorbidities, present with spastic bilateral CP, and report lower frequency of participation in community activities. In low‐ and middle‐income countries, socioeconomic disadvantage is associated with increased risk of malnutrition, living in poorer housing conditions, not having access to proper sanitation, and living below the poverty line. Low maternal education is associated with increased likelihood of the child with CP experiencing increased severity of gross motor and bimanual functioning challenges, and poorer academic performance. Lower parental education is also associated with reduced child autonomy. On the other hand, higher parental income is a protective factor, associated with greater diversity of participation in day‐to‐day activities. A better physical environment and better social support are associated with higher participation in daily activities. Clinicians, researchers, and the community should be aware of these key challenges and opportunities. Then adopt a range of approaches that target adverse SDH/social needs and foster positive SDH in the clinical setting. High-quality early care and education is a known protective factor for infants and toddlers who experience early childhood poverty, especially for early communication outcomes. However, the quality of care is variable in the United States, and efforts to increase the quality of interactions is impeded by cost and high rates of turnover in the field. In this paper, we explore a low-cost, light touch social media intervention that uses the TikTok platform to increase infant–toddler teachers' (ITTs) knowledge of early communication and social interactions while validating the important role that ITTs play in the lives of young children. We use a mixed method, pre-post design to explore the feasibility and acceptability of the BabyTok project from the vantage point of the ITT participants. Teachers offered positive feedback about the content, delivery of the intervention through TikTok and the impact on their feelings about their role in helping young children learn. Purpose: This paper aims to demonstrate that Facebook likes affect outcomes in nonprofit settings. Specifically, Facebook likes influence affinity to nonprofits, which, in turn, affects fundraising outcomes. Design/methodology/approach: The authors report three studies that establish that relationship. To examine social contagion, Study 1 – an auction field study – relies on selling artwork created by underprivileged youth. To isolate signaling, Study 2 manipulates the number of total Facebook likes on a page. To isolate commitment escalation, Study 3 manipulates whether a participant clicks a Facebook like. Findings: The results show that Facebook likes increase willingness to contribute in nonprofit settings and that the process goes through affinity, as well as through Facebook impressions and bidding intensity. The total number of Facebook likes has a direct signaling effect and an indirect social contagion effect. Research limitations/implications: The effectiveness of the proposed mechanisms is limited to nonprofit settings and only applies to short-term effects. Practical implications: Facebook likes serve as both a quality signal and a commitment mechanism. The magnitude of commitment escalation is larger, and the relationship is moderated by familiarity with the organization. Managers should target Facebook likes at those less familiar with the organization and should prioritize getting a potential donor to leave a like as a step leading to donation, in essence mapping a donor journey from prospective to active, where Facebook likes play an essential role in the journey. In a charity auction setting, the donor journey involves an additional step of bidder intensity. Social implications: The approach the authors study is shown effective in nonprofit settings but does not appear to extend to corporate social responsibility more broadly. Originality/value: To the best of the authors' knowledge, this study is the first investigation to map Facebook likes to a seller's journey through signals and commitment, as well as the only investigation to map Facebook likes to charity auctions and show the effectiveness of this in the field. Social spending in Croatia is mainly based on social protection, public healthcare and education policies. There are two forms of investing in children through the social spending provided by central and local governments: cash and in-kind transfers. This paper describes the impacts of such social spending on households with children in Croatia and its capital, Zagreb. Making use of a microsimulation model, the income distribution of cash and in-kind transfers and their impacts on poverty and inequality are assessed. Compared to cash transfers, in-kind transfers, including local government subsidies, are relatively evenly distributed, income independent, and thus roughly equally important for the entire population. Their value greatly exceeds that of monetary transfers. Results demonstrate the progressive effect of transfers in kind on income distribution by reducing income inequality and poverty. Background: A rich language environment is an important element of a nurturing home environment. Despite their proven importance, vocabulary and conversation have been shown to vary widely across households—even within the same socio-economic class. One significant gap in the existing literature is its nearly exclusive geographic focus on Western and developed settings, with little attention given to poorer communities in lower/middle income countries. The purpose of this study was to empirically illustrate the characteristics of the home language environment in the low SES, non-Western cultural setting of rural China. Methods: Using Language Environment Analysis (LENA) automated language-analysis system, this study measured the home language environment of 38 children aged 20-27 months in Northwest rural China. Our primary measures of the home language environment were Adult Word Count (AWC), Conversational Turn Count (CTC) and Child Vocalization Count (CVC). Multivariate linear regression models were used to examine the association between home language environment and family/child characteristics, and language skills (Measured by MacArthur-Bates Communicative Developmental Inventory score). Results: In this paper, by comparison, we found that the home language environment of our rural sample fell far behind that of urban households. We also identify significant, positive correlations between language skills and both AWC and CTC. Our analysis finds no significant correlations between home language environment and family/child characteristics. Conclusion: In this paper, we present the first ever findings using the LENA system to measure the home language environment of young children from poor rural communities in China. We found that the home language environment of lower-SES household was significantly worse than high-SES households, and demonstrated the importance of the home language environment to language skills, pointing to a need for more high-quality studies of the home language environment in rural China to better understand possible mechanisms behind low levels of parent-child language engagement and ways to improve the home language environment.
