This paper explores how teacher leaders enact leadership practice across a regional learning network, Master Teacher Studios, an officially initiated teacher learning program in Shanghai. It investigates the leadership strategies that are employed for cross-boundary endeavors in the network. The concepts of "boundary" and "boundary crossing," as expounded by Wenger and others, are used to guide an examination of the process of teacher leadership enactment across a network, which is elucidated as interpreting the boundaries, selecting/designing boundary objects, and participating in communities of practice. The paper fosters an understanding of teacher leadership practice as boundary work in a network context, and delineates a process of teacher leadership enactment, as well as the importance of teacher leader identity in the process.

Despite the growing academic interests in educational leadership recently, hardly any of it has focused on post-conflict situations. This paper seeks to generate an understanding of the perspectives of primary school leaders in post-conflict Cambodia on the issues they face in the process of educational reconstruction and development and the strategies they adopt to deal with those issues. A qualitative research approach within the interpretivist paradigm was adopted to guide the study. Semi-structured interviews were used to collect data with 20 primary school leaders. Data were analysed using grounded theory data analysis methods, namely, open coding and analytic induction. The study argues that while there has been substantial progress in educational reconstruction generally in post-conflict Cambodia, primary school leaders face multiple issues in their day-to-day work. Some of the issues may be specifically attributed to the legacies of armed conflict and genocide while others may refer to the broader context of the developing world. The findings have implications for policy and practice in educational leadership and further research in the post-conflict and developing-country contexts.

While research on Irish-medium immersion education (IME) has heralded benefits such as cognitive skills, academic achievement and language and literacy development, many studies have also identified challenges to its successful implementation. Immersion-specific research-validated tools can help school leaders navigate the school self-evaluation journey, critically review and evaluate the quality of aspects of their school's provision and plan for improvement. This paper reports on one theme, leadership, from a larger study, Quality indicators of best practice in Irish-medium immersion (Ó Ceallaigh and Ní Shéaghdha, 2017). Qualitative in nature, the study was guided by the following research question: What are IME educators' perceptions of best practices in IME?. The study explored 120 IME educators' perceptions of best practice in IME to inform the development of IME quality indicators. Individual interviews and focus group interviews were utilised to collect data. Data analysis revealed particular themes related to best IME leadership practices. Findings in turn informed the design of an evidence-informed school self-evaluation tool for IME settings. The various functions of the tool will be explored with a particular emphasis on building teaching and leadership capacity in IME through the school self-evaluation process.

This paper examines the influence of intense scrutiny from Ofsted on school leadership and policy enactment. Data was collected in a coastal area of deprivation, providing the setting for a detailed case study of school leadership in a state secondary school and a state primary school, both with recent or ongoing experience of intense scrutiny from Ofsted. Seventeen interviews were undertaken with staff involved in leadership roles. The analyses of data and discussion form an understanding of how policy is enacted in relation to the dual responsibility that school leaders negotiate between the local context at Seatown and Ofsted. This paper suggests that Ofsted forces a privileging of a compliant and consistent enactment of policy; a hyper-enactment of policy, that reduces the capacity of school leaders to address the significant social context of the school. Foucault's work on self-disciplinary technologies provides insight into the micropolitical spaces which open up for some school leaders. The discussion on the micropolitics of compliance and resistance offers insight into the tensions pertinent to school leadership teams and explores issues relevant to those interested in policy and inspection activity, particularly those within areas of deprivation.

This paper examines the influence of professional learning communities (PLCs) on informal teacher leadership in Hong Kong schools to overcome issues reported in the literature on the challenges to teacher leadership posed by Chinese hierarchical school contexts. We test the relations among PLC, informal teacher leadership, teacher focus on improving student learning, principal instructional leadership, and middle leadership (e.g., subject heads) with structural equation modeling of survey responses from 638 teachers of primary and secondary schools in Hong Kong. The results show an overall positive influence among all factors in the study. PLCs have the highest positive influence among the factors considered in this study. PLCs are highly influential in promoting informal teacher leadership, which in turn has a high positive linkage to teachers' focus on improving student learning. In addition, principal instructional leadership has a high positive influence on PLCs, while middle leadership has a moderate positive influence on PLCs. To further enhance teacher leadership capabilities that promote teachers' focus on improving student learning, we provide recommendations to boost PLC and middle leadership capacities in schools.

Purpose: This paper presents a study on how professional learning communities (PLC) are developed in an Asian setting, and the nature of leadership that helped to cultivate and sustain PLC in this setting. Research Method: The study adopted a sequential mixed method, starting with a survey followed by qualitative case studies, involving focused group discussions (FGDs) and interviews. This paper focuses on findings derived from the qualitative data, triangulated with the survey data. Findings: The study raises questions about common assumptions regarding PLC, and shares how Singapore's unique cultural context mediates and filters Western notion of PLC and of leadership for PLC. The study suggests that leadership for PLC requires a centralised decentralisation approach, which provides clarity and alignment through strategic direction and supporting structures, while simultaneously enabling the distribution of leadership to teachers. The paper also explicates the tensions that arise due to the need to balance a tight-loose approach, and suggests how organisational and inquiry structures can both enable and constrain the distribution of leadership in a PLC. Implications: Findings from the study has implications for policy makers and school leaders who are steering PLC initiatives.

To date, little research has been conducted on subject leadership by primary and/or junior secondary school heads of department (HODs). Unlike their senior secondary school counterparts, South African science HODs have the more complex task of leading in the multidisciplinary context of natural sciences (NS1). Such leadership comes in addition to the complications of role ambiguity, limited time and authority that are inherent in the HOD position. Using interviews and 360° multi-rater by four teachers and subject meeting observations, data were transcribed and categorised into themes that describe the instructional leadership practices of three NS HODs in South Africa. This paper is part of a more comprehensive PhD study. It suggests that providing leadership for NS teaching is more complex in practice than has been reported to date. In the context of increasing focus on accountability and national testing, the unintended consequence has been the neglect of the junior secondary NS teachers by the HODs. Furthermore, the data suggest that the HODs tend to limit their attention to areas of their own specialisation. The paper concludes with a conceptual framework that provides guidance for improving instructional leadership by the HODs in such multidisciplinary contexts, especially for the junior secondary school levels. It also recommends the restructuring of the conglomerate departments to make them more effective.

This paper examines the effects of instructional leadership on the change in teachers' classroom practices, with the mediating role of shared practice and learning effectiveness. The study employed a cross-sectional survey design, using quantitative methods. Confirmatory factor analysis and structural equation modeling were used to analyze the data collected from 350 teachers in primary and secondary schools in various provinces of Turkey. The results provided evidence consistent with the previous research from western English-speaking societies, suggesting an indirect relationship between leadership and teachers' instructional practices with the full mediation roles of shared practices among teachers and their sense of agency in learning effectiveness. This work concludes that teacher learning and collaborative practices among teachers, influenced by principals' instructional practices, can facilitate a significant change in several diverse components of classroom instruction, such as the quality of grouping, questions, homework, instructional strategies and differentiated practices.

This paper suggests that distributed leadership is a vital first step in making schools flexible enough to respond to new pressures. However, it is then argued that distributed leadership per se does not necessarily imply a commitment to a particular stance on issues of social justice, such as equality, but rather that this can only flow from leaders becoming culturally responsive to the diverse traditions and needs of the changing populations of their schools. We define this combination as 'distributed culturally responsive leadership'. The second part of the paper attempts to illustrate this argument by closely examining the philosophy and actions of a particular principal who is regarded as an exemplar of good practice. The methodology used in the school case study is described and, finally, we provide a presentation and analysis of the data followed by a discussion of the research findings.

The centrality of emotions in the personal and professional practice of school leaders is by now well established in scholarship. Much of the investigation that has been carried out over the years provides a strong basis and rationale for the data presented in this paper. This study sought to explore the extent to which the socio-economic context of the school impacts the emotional timbre of the interactions of school principals and to seek to establish how this group of leaders manage the emotional drivers of their different socio-economic contexts. This paper specifically focuses on principals' perspectives on the impact children's social worlds and their associated lives have on how leadership practice is shaped, from the point of view of the playing out of emotions in school. Qualitative research using multiple, in-depth interviews and shadowing as research tools, was utilised to focus on the emotional experiences of the principals in the study. This approach enabled the research to come as close as possible to understanding the meaning principals make of their lived experiences from their subjective point of view. Most of the data presented here will explore the perspectives of leaders working in schools in some of the most disadvantaged and marginalised communities in Ireland.

Scholars have asserted that a school principal's authentic leadership can raise the engagement of teachers under their charge. This paper delves into this consideration, within the context of Kuwaiti educational reform, by investigating the extent to which principal authentic leadership (PAL) affects teacher engagement (TE) by enhancing their occupational self-efficacy (OSE). The study used a non-experimental, predictive survey design, obtaining data from 333 teachers in 25 primary schools in Kuwait. The study tested a set of hypotheses drawn from a conceptualized model developed from previous research studies using structural equation modelling (SEM). Results indicated the validation of this model describing how PAL affects teacher OSE and TE. Data analysis from this study indicated that PAL has a significant, positive effect upon TE, as does OSE. Furthermore, OSE mediates the relationship between PAL and TE. These findings contribute to our understanding for the effects of authentic leadership in Kuwait. As such, this study offers insight into how Kuwaiti policymakers may improve and support school leadership practices to realize the aims of the nation's educational reform goals. Additionally, this study builds upon, and extends, the foundations established in earlier research endeavours regarding school principal leadership within centralized education systems and outside Western society.

This paper explores different conceptions of responsibility within and beyond neoliberal frames. Such exploration draws on the experiences and accounts of "Ashleigh," a head teacher at a primary school in outer London that is part of an academy chain. Ashleigh and her school were key participants in a study that explored matters of accountability, performativity and equity. Through the presentation of interview data gathered from Ashleigh and six of her staff, the paper theorises ways of being a head teacher as aligning with the responsible neoliberal subject--a self-determined and rational actor who readily takes up the modes of regulation and measurement expected of them. It also highlights how this subjectivity sits within and alongside relations of care and concern for the welfare of students and teachers. The paper critically examines the implications of these different conceptions of responsibility in their production of different versions of professionalism. It also seeks to broaden current scholarly understandings of the responsible neoliberal subject and provide a counter-story to the tendency within public and political discourse for responsibility to be constructed in largely neoliberal terms.

This paper describes a process to develop and trial new metrics in South Africa to quantify school leadership and management practices or processes that are considered theoretically related to literacy outcomes. The predictive validity of these measures is assessed in challenging contexts, including 60 township and rural primary schools in South Africa. We observe a randomness to how better leadership and management practices are distributed across better and worse performing schools. Regression analyses confirm weak and inconsistent linkages between measured leadership and management dimensions and literacy outcomes across the sample. However, we find evidence of stronger linkages with intermediate outcomes, including monitoring curriculum coverage. This research contributes to a burgeoning, yet underdeveloped literature on educational management and leadership in Africa and the challenges of measurement in this context.

The objective of this paper is to determine the extent to which adopting Nonaka's SECI knowledge-creation processes enhances strategic planning capacity in the context of Hong Kong school education. A quantitative questionnaire survey is conducted to examine the predictive effects of the knowledge-creation processes of the SECI model on strategic planning processes. Data is collected from 42 principals and 392 teachers from 42 schools. A multilevel structural equation model is applied to examine the predictive effects of the mechanism on strategic planning capacity. Results show that the combination process of the SECI knowledge-creation model predicts strategic planning capacity, while a collaborative culture enables the process of knowledge externalization and combination. In response to the international debate on culture and context-dependent issues in using Nonaka's SECI model for knowledge creation, this study reaffirms that the SECI model is largely dependent on Japanese collaborative culture. The study also brings theories of knowledge management into discussion of strategic management in the school context. To enhance school planning capacity, school leaders should cultivate a collaborative culture to support the alignment of different departments in the knowledge combination process to craft strategies for development planning.

The concepts of 'leadership' and 'inclusion' continue to attract much attention in educational discourses; however, not many studies have explored their connection in schools serving conflict-affected communities where displacement and fragmentation of families risks the access, participation and achievement of many young people in education. This single intrinsic case study with aspects of ethnography was conducted in one post-conflict community primary school in Kenya, following the 2007/8 post-election violence. Overall, the aim was to understand the connection between school leadership and inclusive education practices, with interest in the schooling experiences of conflict-affected children. Following an integration of reviewed literature and findings emerging from the entire study, this paper specifically examines how roles for school leadership can be understood in relation to developing inclusive practices for conflict-affected pupils in post-conflict schooling. Three core thematic issues emerged, suggesting that these roles involved: mediating 'post-conflict conflicts'; fostering 'socio-moral connectedness', and engendering aspects of 'indigenous leadership practice' in school. These roles were fundamental in reversing community disintegration and repairing moral distortion. Besides contributing to knowledge in the developing field of education and conflict, this study highlights the joint social, moral and professional investment made by headteachers and teachers in repairing violence-torn societies.

Strategies that encourage direct linkage and exchange between researchers and practitioners are more likely to support changes in educational practice informed by research evidence. Nevertheless, significant challenges remain in linking effectiveness education research to real-world practice: addressing the knowing-doing gap. The paper describes and evaluates an enquiry with a small network of three primary schools to demonstrate a "proof-of-concept" for evidence-informed practice. The enquiry evaluated the effectiveness of a five-stage process of engagement with proven programmes and practices as a management tool for school leaders to address their schools' improvement agendas. The paper reports on the change process in each school over a one year period and the enablers and constraints associated with the concept of evidence-based practice as a driver for change in teaching and learning. The paper discusses the contribution the enquiry makes to a theory of learning where practitioners and researchers are equal partners in the learning process, and the relevance of this to managing school improvement through research use.

This paper reports on a study that examined the effect of school principals' emotional intelligence, and their instructional leadership, on improving teachers' instructional strategies. A sample of 534 primary teachers from 54 primary schools in China was approached and invited to respond to a questionnaire. Structural equation modelling identified the relationships between three constructs -- Wong's Emotional Intelligence Scale, the Principal Instructional Management Rating Scale, and the Instructional Strategy Scale -- and between the dimensional levels. The study confirmed the theoretical proposition that principals' EI and their instructional leadership behavior are influential factors with regard to teachers' instructional strategies. The findings are of particular interest because they include the element of emotional intelligence for improvement of teaching practice and evaluating the effectiveness of the principal.

This paper traces challenges faced by six Arab women from three different Arab localities -- Palestinian Arab society in Israel, Palestinian Authority territories, and Jordan -- on their path to appointment as school principals, investigating how they cope with the challenges involved in women's leadership in a patriarchal society. Qualitative methodology employed in-depth interviews to elucidate the life stories of six Arab women principals. Findings show that the women's professional careers were empowered by family support. They report various difficulties and obstacles that they needed to overcome, especially since they are expected to continue to fulfil their homemaker role while complying with the requirements of their demanding profession. It is concluded that Arab women who attain educational leadership posts employ their strong characteristics, their empowered agency, and the values they acquire and represent to improve their social status, transform their personal and professional identity, and improve their resources despite restrictive cultural norms. Enlisting support from their families and other resources, they overcome barriers on the path to principalship. It is recommended that government policy in the studied societies should encourage women to undertake senior roles in education and provide the necessary mentoring and support to ensure their success. Further implications of the findings are discussed.

This paper explored two issues as follows: the influence school leaders have on school performances and factors that hinder school leaders' efforts to achieve school success in Botswana secondary and primary schools. The subjects of the study were 199 teachers and 21 members of the senior management team in primary and secondary schools in Botswana. The participants were to analyse, through semi-structured interviews and a closed-ended questionnaire, the leadership patterns of their leaders and the barriers to effective leadership in schools. The findings revealed that, generally, leaders in Botswana schools practise democratic leadership although not without barriers. Chief among the barriers are the imposition of policies through numerous directives from the Ministry of Education and drug abuse by students supplied by some adults in society. The study ends with a conclusion that draws from the discussion of the findings and relevant studies to the subject being discussed.

This article provides an update on our earlier paper on the introduction by the Kenyan government in 2003 of free primary education (FPE), and its impact on low-fee private schools. First, published papers that have used our contribution as a springboard for discussion are critically reviewed. The argument and supporting evidence that the poor are not making preferred choices for low-fee private schools, but are in fact "crowded out" of government schools, are explored. It is suggested that this argument depends upon the assumption of poor quality in the low-fee private schools--lower quality than is found in government schools. This assumption is found not to be tenable, on the basis of evidence given, especially concerning pupil-teacher ratios (PTRs) and other input indicators. Second, an update is given on the data collected in 2003. Longitudinal evidence gathered in 2007, 4 years after our original data were collected, points to a dramatic increase in the number of private schools serving the slum of Kibera, Nairobi. In total 116 private schools now operate in the slum, with private school enrolment showing an increase of 130 per cent. On the important indicator of PTRs, these have increased by nearly 50 per cent in the government schools, giving an average of 88:1, compared to 28:1 in the low-fee private schools. The longitudinal findings and critical literature review are combined to suggest that low-fee private schools should be seen as partners in education for all; various ways in which international organisations are responding to the challenge of improving quality in, and extending access to, low-fee private schools are reviewed. This study was designed primarily to investigate the impact of school-based curriculum development teams on teacher development within the tradition of school-based curriculum development. The results are expected to provide valuable insights for teachers, school management and policy making. Teacher interviews in a primary school in Hong Kong were conducted to evaluate the extent to which teacher engagement in curriculum decision-making processes, which are within two school-based curriculum development teams, led to teacher professional development; these were triangulated with video-taped meetings and tryout lessons. Qualitative evidence showed that participating teachers have each undergone professional development through the processes involved in the planning, experimenting and reflecting (PER) model, which is also upon curriculum practice and innovation under certain conditions. However, the complex structures and processes that have been established to involve teachers in curriculum decision making need further empirical and theoretical work. While previous papers on the studies focused on teacher development and pupil learning, this paper, based on interview data, aims to focus on the functions of distributed leadership, and how the leadership styles of consultants and panel heads mediate the interactional patterns and therefore the discourses in the Mathematics and Chinese development teams in the second action cycle of the innovation project. In the last decade, there has been growing interest in professional learning communities (PLCs) outside mainstream Western contexts. In this paper, we provide a narrative synthesis of empirical studies of PLCs in kindergarten to 12th grade educational systems in mainland China published between 2006 and 2015. The review reveals five major emerging themes in the published literature: PLC characteristics; PLC practices in different regions; teacher collaboration in PLCs; the roles of university researchers; and educational leadership in PLCs. Significant progress has been identified in the enhancement of social harmony in teaching research groups, structural teacher collaboration, the construction of transregional PLCs and the complex roles of university researchers and school leaders. However, compared with the literature on PLCs in Western contexts, research on these communities in mainland China is still far from mature. The authors highlight the need for more empirically solid research on the development of sustainable PLCs in mainland China.

Emerging from concerns about "contrived collegiality" in schools is also the recognition that breaking existing patterns of collegial interaction (or lack thereof) might necessitate some level of leader-initiated (or otherwise organizational) intervention. This paper presents the case of Middleville, a high-performing Midwestern US district, and changes in patterns of collegial interaction which occurred during their first seven years of implementation of the Success for All program--a program which employs a cohesive set of formal organizational controls. Utilizing qualitative data from interviews and focus groups with over 60 elementary school and district staff, we endeavored to better understand the ways in which the Success for All program and its various components have spurred collegial interaction and collegiality in Middleville. Findings reveal the utility of formal controls in pushing teachers to interact in ways which represent a break from past practice. Program facilitators, a unique teacher leader role within each school, played a key role in this process by mitigating the conflict and tension that invariably arises as a result of increased interaction. Findings also emphasize the importance of critically examining the purposes behind the cultivation of collaborative practice and the norms of collegiality to go along with it.

A positive teacher learning culture is important to effect meaningful changes in schools. Literature has established that successful school leaders can build and nurture learning cultures among teachers. However, less is known about how school leaders can shape the culture and make learning conditions happen at the schools in the Chinese education context. This paper reports an in-depth qualitative case study of a primary school in Shanghai. Using data collected from the principal, vice principal, mid-level leaders and teachers, the study attempts to answer these two questions: how do the school leaders build and nurture a positive teacher learning culture, and how does this culture affect teachers' working lives?

Purpose: Using Activity Theory as an interpretive lens to examine the distribution of leadership, this paper shares a case study on how leadership for an ICT project was distributed in a Singapore school. Method: The case study involved observations of 49 meetings and 34 interviews of leaders and the teachers who were involved in the ICT project. Findings: Applying the lens of third-generation Activity Theory helped to reveal two main interrelated activity systems, and the leadership actions performed by senior and middle management. The two activity systems comprised the school and the ICT project. The focus in Activity Theory on the social-cultural perspective highlighted the role played by social norms in mediating the leadership activity. Implications for future research: The conclusion focuses on the understanding of distributed leadership as analysed through the lens of Activity Theory and suggests future research directions. Activity Theory enables research on distributed leadership to identify and examine interrelated activity systems that various leaders are involved in, and how these impact the leadership provided.

This study presents part of a research project currently underway which aims to characterise the best practices of highly effective schools in the Autonomous Region of the Basque Country (Spain). Multilevel statistical modelling and hierarchical linear models were used to select 32 highly effective schools, with highly effective being taken to mean any school with higher-than-expected student results after adjusting for the effect of contextual factors. Subsequently, qualitative techniques were used to record the perceptions of the management teams, educational advisors and inspectors of the selected schools regarding the practices in place in their organisations. This paper presents the results obtained in relation to leadership. These results indicate that leadership comprises a number of different competences that are manifested to different extents in the different schools, although a set of elements was identified as being common to the majority, namely: positive leadership in the school management, a clearly defined mission shared by all professionals, a positive attitude to training and lifelong learning, the ability to foster the commitment and motivation of the teaching staff in relation to a common school project, support for teaching and learning processes, attention paid to questions of peaceful and harmonious coexistence and well-organised coordination.

Schools in Abu Dhabi are going through transformation and reform. The New School Model (2010) introduced changes to the curriculum and teaching and learning methodologies. In line with these changes, recently introduced "Principal Professional Standards" and "Performance Evaluation" documents have conceptualized new roles and responsibilities allocated to principals. To enhance the capacity of principals to lead and implement change, the Abu Dhabi Education Council (ADEC) has provided professional development. Within the context of professional development received and in lieu of school changes and reform, this paper focuses on roles and responsibilities of principals and challenges faced as far as implementing them. Semi-structured interviews with 16 principals formed the main source of data collection and analysis. The findings presented examine anticipated roles and responsibilities and challenges faced implementing them as contextualized within the framework of the professional standards and performance evaluation documents.

This paper addresses if, and to what extent, the current working methods of the Dutch Inspectorate of Education affect the governance of school boards in schools for primary education. A key facet of the working method is the inspection meeting with the school board. Drawing upon a large quantitative study (n = 244) we are able to identify some changes in school board governance due to these inspection meetings. School boards that had an inspection meeting indicate changes in their governance of quality assurance and data use, and in the amount of data that they collect on the functioning of their schools. School boards indicate very small amounts of activities with regard to the curriculum and instruction in their schools.

In this paper I report on leadership for sustainability in regional schools in Western Australia (WA) in the context of the Australian Sustainable Schools Initiative (AuSSI-WA). Case studies are developed to examine leading cultural change in eight WA regional schools with data presented in three representative narrative accounts. Consistency is apparent across the study as school leaders occupying both formal and informal leadership positions articulate a desire to bring about change and represent an explicit shift towards sustainability in these regional schools. In the main, these school leaders envision their schools as a place where the community works for a sustainable future; they are firm in their belief that responsibility for change is to be shared and; they recognise the importance of strategies to introduce and embed change in their schools. Such findings have implications for whole of school approaches to embedding change in our schools.

As education's main workforce, teachers have been the target of policies designed to shape and affirm new versions of professionalism. This paper examines this issue as it is exemplified by the Teachers of Teachers Network (TTN), a program developed by Chile's Ministry of Education. As a program designed to identify and reward high quality teachers, it draws from New Public Management's version of professionalism, which promotes managerial cultures based on individual, test-based incentives. TTN members are granted the opportunity to become entrepreneurs, offering professional development (PD) services to other teachers. As a program designed to develop high quality teachers, it draws from a sociocultural version of teacher professionalism based on the development of interpersonal relations that enhance the collective capacity to solve problems. The results of the current study highlight limitations of implementing teacher quality policies that simultaneously draw from contrasting ideas of professionalism. The five TTN teachers participating in the current study resolved these contradictions by concealing their TTN status and (re)presenting themselves as members of the regular teaching force (peers). Through these discursive moves they subverted the possibility of trust, a key nutrient for collegial learning. These findings are interpreted through Hargreaves' capital theory of school effectiveness and improvement.

This article provides an update on our earlier paper on the introduction by the Kenyan government in 2003 of free primary education (FPE), and its impact on low-fee private schools. First, published papers that have used our contribution as a springboard for discussion are critically reviewed. The argument and supporting evidence that the poor are not making preferred choices for low-fee private schools, but are in fact ‘crowded out’ of government schools, are explored. It is suggested that this argument depends upon the assumption of poor quality in the low-fee private schools – lower quality than is found in government schools. This assumption is found not to be tenable, on the basis of evidence given, especially concerning pupil–teacher ratios (PTRs) and other input indicators. Second, an update is given on the data collected in 2003. Longitudinal evidence gathered in 2007, 4 years after our original data were collected, points to a dramatic increase in the number of private schools serving the slum of Kibera, Nairobi. In total 116 private schools now operate in the slum, with private school enrolment showing an increase of 130 per cent. On the important indicator of PTRs, these have increased by nearly 50 per cent in the government schools, giving an average of 88:1, compared to 28:1 in the low-fee private schools. The longitudinal findings and critical literature review are combined to suggest that low-fee private schools should be seen as partners in education for all; various ways in which international organisations are responding to the challenge of improving quality in, and extending access to, low-fee private schools are reviewed. Multiple deprivation affects a large proportion of schools in South Africa. The past 20 years of democracy have tended to focus on reforming education through curricula revision and a raft of redress-directed interventions, through the application of what we call a broad-brush policy approach. The paper argues that a broad-brush policy application fails to recognise the contextualised challenges faced in specific schools. The central purpose of the research was to discover the specific challenges and leadership issues that schools in multiple deprived communities face, and to identify ways in which such schools dealt with these challenges. The research was conducted through a case study approach of three schools in one of the most impoverished provinces of the country. In total 3 principals, 3 parents and 26 teachers were interviewed. The study found that while the three schools shared many similar conditions of poverty that drove the poor to marginal performance, stories of success tended to be strongly related to four key factors: (1) leadership that went beyond an ordinary focus on instruction; (2) staff stability; (3) flexible scheduling that allowed parental involvement; and (4) a focus on a school-wide project that acted as a rallying point and a source of pride for the entire school. The paper identifies asset-based leadership and servant leadership approaches as generative in schools facing multiple deprivation. The paper concludes with a call for more school-based improvement initiatives that seek to interrogate the impact of factors of multiple deprivation, and a broad policy redirection towards school improvement rather than educational reform, which has been the focus in the past 20 years. Schools in Abu Dhabi are going through transformation and reform. The New School Model (2010) introduced changes to the curriculum and teaching and learning methodologies. In line with these changes, recently introduced ‘Principal Professional Standards’ and ‘Performance Evaluation’ documents have conceptualized new roles and responsibilities allocated to principals. To enhance the capacity of principals to lead and implement change, the Abu Dhabi Education Council (ADEC) has provided professional development. Within the context of professional development received and in lieu of school changes and reform, this paper focuses on roles and responsibilities of principals and challenges faced as far as implementing them. Semi-structured interviews with 16 principals formed the main source of data collection and analysis. The findings presented examine anticipated roles and responsibilities and challenges faced implementing them as contextualized within the framework of the professional standards and performance evaluation documents. Literature examining effective leadership in education describe a number of models such as Transformational, Learner-Centred, Distributed and Situational. A similar example is ‘pedagogical leadership’, a phrase that frequently appears in literature and one referring to forms of practice that shape and form teaching and learning to be integrated in leadership. In this paper, however, we will argue that the term pedagogy is an ambiguous one when it is attached to the concept of leadership and requires further explanation, particularly in the 21st century. Our conclusions are informed by findings from research undertaken by us with headteachers and leaders of early years settings in England during 2012. One of the key findings is that we should shift from using models of leadership and instead to view leadership as a praxis that is not merely concerned with the dichotomy of teaching, learning and outcomes, but is also concerned with an integrated conceptualisation of the relations between teaching, the learning ecology of the community and the social set of axes in which the educational organisation is set. This understanding of pedagogical leadership is thus concerned with the links between desired educational outcomes and the set of social realities that surround the educational setting. Keeping experienced and competent teachers in schools is becoming an important challenge for school leadership. Hence, this research tested an innovative model which explored the direct and indirect relationship between principals' instructional leadership, collective teacher efficacy, a shared vision, and a teacher's intent to leave their profession. Data were collected from a survey of 1700 teachers from 130 Jewish and Arab elementary schools randomly selected from the database of the Israeli education system. To test the proposed multilevel model, we conducted multilevel structural equation modeling. The analysis confirmed that collective teacher efficacy and shared vision emerge as prominent mediators between principals' instructional leadership and a teacher's intent to leave. Regarding the differences between the two sectors (Arab and Jewish) that exist in the Israeli education system, collective teacher efficacy, as well as shared vision, played a mediating role between instructional leadership and a teacher's intent to leave in the Jewish elementary schools, while in the Arab elementary schools, only collective teacher efficacy played a mediating role between instructional leadership and a teacher's intent to leave. This study adds to the body of research directed at identifying administrative support and work-related factors that may decrease a teacher's intent to leave and are amenable to leadership intervention. In a context characterised by triple sources of accountability demands, principals in Chile are required to mobilise change to raise performance indicators. School improvement is a complex endeavour—a complexity that is intensified for newly appointed principals, particularly when placed in a high-poverty, ineffective school. This article explores changes introduced by newly appointed principals placed in elementary public schools that were struggling (n = 4) and in schools that were sinking (n = 5). Findings show that all participants converged on actions to promote changes in: staffing, redesigning the organisation, and managing instruction. The quality of the actions, however, differed by type of school, highlighting the importance of defining policies for strengthening school leadership that take into account differences among schools. Induction will provide needed support at the individual level, but it might be insufficient support if other measures at the district level fail to create conditions, such as staffing, so the arrival of a new principal is indeed an opportunity to reverse a downward trajectory of an ineffective, high-poverty school.  [ABSTRACT FROM AUTHOR]

This article presents research undertaken with female headteachers in UK primary schools and explores several influential discourses in relation to female headteachers' identities. It considers themes inherent in women's narratives as they reflect upon their professional lives and discusses various identities inhabited by female leaders which emerge from the data. It also explores dominant discourses related to the masculine construction of leadership, women's domestic responsibilities and women as enablers, which have a significant impact on women's professional lives and upon the ways in which they are positioned. It notes that women's narratives are shot through with ambiguity as they may inhabit several contradictory identities revealing qualities, characteristics and leadership styles which diverge from socially prescribed gender-appropriate behaviours. The article suggests that although there may appear to be a variety of identities from which women may select, there are limits to agency. It concludes that powerful discourses exist which constrain or facilitate ways of being, so impacting on leadership work and the professional lives of female headteachers. This study applied multilevel modeling to examine how individual characteristics, such as gender and teaching experience, and contextual characteristics, such as principal leadership and perceived colleague support, influenced Korean secondary school teachers’ sense of job satisfaction. Previous research identified teachers with high job satisfaction to have positive influences on their students, making it important to understand teacher job satisfaction not only for teachers but also for students. Using data from a nationally representative sample of 2908 teachers from 150 middle schools, the results indicated that (1) among teachers’ individual characteristics, teacher efficacy had significant effects on teacher job satisfaction, and (2) among institutional, school-level characteristics, perceptions of academic climate, support from colleagues, and supportive principal leadership had significant impacts on teacher job satisfaction. The findings of this study provide reason for individual teachers to reflect on their sense of efficacy and the influence it can have on their professional practice. This article presents the results of an interpretive policy analysis of China’s Ministry of Education Standards (2013) for the professional practice of principals. In addition to revealing the evolution of the evaluation of principals in China and the processes by which this policy is formulated, a comparative analysis was conducted to compare it with the Interstate School Leaders Licensure Standards 2008 (ISLLC 2008). The analysis was conducted on the specific standards and indicators across the two documents. The results indicate the presence of both significant similarities and differences in performance expectations for principals: differences are explained by the cultural and national contexts within which school leaders work in both countries. In February 2013 the Ministry of Education in China issued for the first time the national Professional Standards for Compulsory Education School Principals, which provide the specific expectations of quality school leadership. The unprecedented interest in international benchmarking of student academic performance has led to the belief that there are common elements in education policy and school leadership practices. The article reports the findings of a qualitative case study in one elementary school in Iceland. The aim was to investigate the level of leadership capacity within the school, and how this had evolved through the school’s improvement. Information was gathered over one school year about planned improvements that had taken place in the school over the 10-year period prior to the study. Data was collected through observations, document analysis, semi-structured interviews, informal conversations and a survey. Participants came from all sectors of the school community. A conceptual framework developed by Lambert (2003a) was used to analyse the leadership capacity within the school. The findings show that the leadership capacity of the school, and of groups within the school, had grown considerably during the period under study and was connected to the degree of involvement in school improvement work. This study examines the degree to which senior executive members of a school’s decision-making team (senior management team and board of directors) are aligned on fundamental principles of school strategy. Our study is based on a conceptual framework of strategic leadership as it applies in an Australian independent school context. We also examine the differences between the senior management team and board of directors based on top management team (TMT) tenure heterogeneity, and how these differences account for TMT associations with school strategy. The concept of distributed leadership is widely used, but the ways whereby it becomes positive when distributed from the principal through the school counselor, still call for further clarification. The present study aims to illuminate this subject by analyzing the work of the principal and the counselors in five successful Israeli schools. Using an instrumental multi-case study method, it was found that the main distribution practice was team counseling, a counselor-led practice wherein at any time a student’s need arises, the counselor forms an ad hoc team to work together until the problem is solved, at which time the team is disbanded. By working within the school’s structure, respecting participants’ trust and expertise, and enabling information flow, the principal and the counselor facilitate distribution of positive leadership for the benefit of students and the school. This article reports findings from a case study of school principals in Southern Thailand who work in areas targeted by Muslim separatist groups. Data were gathered and analyzed using a conceptual framework that conceived of trust as five interrelated constructs: benevolence, honesty, openness, reliability, and competence. This study builds on prior trust research by examining trust in a specific non-Western cultural context that is moderated by two cultural phenomena: violence and ethno-religious difference. This study is a unique contribution to both the broader research on trust and to our understanding of how leadership is enacted in different cultural contexts. More narrowly, this study also helps us understand the way school leaders in southernmost Thailand build and sustain trust with community leaders. Findings suggested that school principals experienced each of these forms of trust, yet each individual principal interpreted them in a unique manner. This article considers the experiences and perceptions of practising English headteachers and the tensions that they face when juggling government prescription and government initiatives, which may be antagonistic to their educational values and beliefs. Managerial control over teachers work has been particularly acute and destructive to ‘human flourishing’. Headteachers have a moral and ethical responsibility for the welfare and education of pupils. Such professional ethics oblige the professional to seek the good of the pupil and therefore good is viewed as intrinsic to the work of an educator. Thus headteachers are directly involved in negotiating between sometimes contradictory imperatives and drivers. How then does the headteacher cope with what Colley refers to as ‘situated ethics work’? This article presents data derived from written responses from 10 headteachers that begin to open up this question. I argue that it is not uncommon for people to weaken in their values-driven stance when under great pressure. It is however important to recognize the extent to which educational values are constrained by neo-liberal value-based market agendas in order to continually question and re-evaluate what is happening within education rearticulating this for the benefit of pupils. The aim of this research is to gain understanding about school culture characteristics of primary schools in the Flemish and Chinese context. The study was carried out in Flanders (Belgium) and China, involving a total of 44 Flemish schools and 40 Chinese schools. The School Culture Scales were used to measure five school culture dimensions with regard to goal orientation, leadership, innovation orientation, participative decision making and formal relationships. The School Culture Scales were validated in both contexts, and within-group agreement indexes were calculated. The results show that on average, the Flemish schools scored higher than the Chinese schools in four dimensions of the school culture features. Within-group differences were also found.
