The Association of Southeast Asian Nations (ASEAN) has been one of the world's most dynamic and fastest-growing regions over the years. Its average combined GDP growth rate is more than 6% and the total combined GDP was valued at US$3.0 trillion in 2018. ASEAN countries have managed to significantly reduce their national poverty over the last few decades. Although a correlation exists between economic growth and poverty reduction, millions of people in ASEAN countries still do not have sufficient incomes to fulfill their basic needs including food, shelter, clothes and sanitation.This book is a collection of working group papers contributed by members of Network of ASEAN-China Think-tanks (NACT) and covers best practices on poverty alleviation in ASEAN member states as well as in China, and ASEAN-China cooperation. It discusses experiences of ASEAN member states and China such as with regard to national policies, principles, definitions, approaches, progress, and challenges in poverty reduction. It reviews and evaluates the way forward including existing joint projects, opportunities, and challenges in the future cooperation and offers policy recommendations from both national and regional perspectives to help policymakers better cope with the daunting poverty challenges.

Changes in fiscal policies can have significant impact on both poverty and income inequality. An analysis of the incidence of taxation and expenditures on different population segments reveals how fiscal policy influences income distribution, allowing governments to gauge the impact of current policies and evaluate policy options. Fiscal incidence analysis can support changes in fiscal policy. This report presents policy simulations that consider the revenue and distributional impacts of possible changes in the design of expenditure programs or instruments for revenue collection in Timor-Leste. Barrio San Siro: Structural Violence in the Peripheries of Milan collects the results of five years of ethnographic research in San Siro, one of Milan's largest public housing neighborhoods. This book demonstrates how the various legal efforts employed to eradicate global urban poverty also play a significant role in shaping it.Urban poverty has been widely examined as a social problem that requires attention and social commitment. Law is often seen as both an important contributor to the problem as well as a source of crucial tools to overcome it. In spite of this, however, poverty is surprisingly disregarded within legal scholarship. This book counters this by drawing on legal theory, legal history, and legal geography to inquire how urban poverty is made visible and invisible as a problem across global cities. More specifically, it investigates the mechanisms and networks through which global urban poverty has been conceptually and materially shaped in a way that fits the remit of global corporate philanthropy and the development aid agenda. By following law's circuitous interactions with poverty knowledge and antipoverty interventions, the book demonstrates how it plays a historical role in making poverty seen, known, and remedied. As a result, the book argues, law consolidates a stable image of poverty as an essential ‘problem'– to be uniformly found worldwide and so reasonably fixable with the appropriate legal reforms. It offers complex stories on how children's social identities (gender, caste, and religion), cultural norms, and personal aspirations influence their digital experiences. Abandoned airports. Shipping containers. Squatted hotels. These are just three of the many unusual places that have housed refugees in the past decade. The story of international migration is often told through personal odysseys and dangerous journeys, but when people arrive at their destinations a more mundane task begins: refugees need a place to stay. Governments and charities have adopted a range of strategies in response to this need. Some have sequestered refugees in massive camps of glinting metal. Others have hosted them in renovated office blocks and disused warehouses. They often end up in prefabricated shelters flown in from abroad. This book focuses on seven examples of emergency shelter, from Germany to Jordan, which emerged after the great'summer of migration'in 2015. Drawing on detailed ethnographic research into these shelters, the book reflects on their political implications and opens up much bigger questions about humanitarian action. By exploring how aid agencies and architects approached this basic human need, Tom Scott-Smith demonstrates how shelter has many elements that are hard to reconcile or combine; shelter is always partial and incomplete, producing mere fragments of home. Ultimately, he argues that current approaches to emergency shelter have led to destructive forms of paternalism and concludes that the principle of autonomy can offer a more fruitful approach to sensitive and inclusive housing.

Sociologist Neil Gong explains why mental health treatment in Los Angeles rarely succeeds, for the rich, the poor, and everyone in between. In 2022, Los Angeles became the US county with the largest population of unhoused people, drawing a stark contrast with the wealth on display in its opulent neighborhoods. In Sons, Daughters, and Sidewalk Psychotics, sociologist Neil Gong traces the divide between the haves and have-nots in the psychiatric treatment systems that shape the life trajectories of people living with serious mental illness. In the decades since the United States closed its mental hospitals in favor of non-institutional treatment, two drastically different forms of community psychiatric services have developed: public safety-net clinics focused on keeping patients housed and out of jail, and elite private care trying to push clients toward respectable futures. In Downtown Los Angeles, many people in psychiatric crisis only receive help after experiencing homelessness or arrests. Public providers engage in guerrilla social work to secure them housing and safety, but these programs are rarely able to deliver true rehabilitation for psychological distress and addiction. Patients are free to refuse treatment or use illegal drugs—so long as they do so away from public view. Across town in West LA or Malibu, wealthy people diagnosed with serious mental illness attend luxurious treatment centers. Programs may offer yoga and organic meals alongside personalized therapeutic treatments, but patients can feel trapped, as their families pay exorbitantly to surveil and “fix” them. Meanwhile, middle-class families—stymied by private insurers, unable to afford elite providers, and yet not poor enough to qualify for social services—struggle to find care at all. Gong's findings raise uncomfortable questions about urban policy, family dynamics, and what it means to respect individual freedom. His comparative approach reminds us that every “sidewalk psychotic” is also a beloved relative and that the kinds of policies we support likely depend on whether we see those with mental illness as a public social problem or as somebody's kin. At a time when many voters merely want streets cleared of “problem people,” Gong's book helps us imagine a fundamentally different psychiatric system—one that will meet the needs of patients, families, and society at large.
