This paper critically examines the ways ageing migrants perceive and experience a sense of belonging in a mediascape during the pandemic. It underscores how 15 elderly people from Culturally and Linguistically Diverse (CALD) backgrounds in Victoria, Australia stayed connected among their networks in and beyond Australia by accessing and consuming COVID-19 information via traditional and digital channels. By analysing the data based on conducting remote interviews in 2020 and 2021, the findings highlight the paradoxical nature of mediated belonging. On the one hand, ageing migrants forged connections at a distance with their familial and social networks by circulating and consuming COVID-19 information. This practice provided ageing migrants an assurance of their safety and their networks. On the other hand, differentiation and racialisation stirred frustrating, polarising and exclusionary-mediated environments. In this case, they deployed connective strategies to negotiate connections and belonging. This paper explores social inclusion approaches implemented by ten secondary schools in Victoria, Australia, to support refugee students' well-being, as articulated in their policies, reports, and other published documents. Using an exploratory, qualitative research design, we found that all schools employed a holistic approach to implementing social inclusion programs for refugee students. The COVID-19 pandemic has given rise to diverse manifestations of racism in Australia, from everyday attacks against Asian Australians to discriminatory policies towards temporary migrants. Since the start of the pandemic, considerable knowledge on pandemic-related racism has been produced. This knowledge has yet to be consolidated, leaving questions about the nature, forms, impacts and trajectories of racism during the pandemic. This paper presents a systematic review and synthesis of research on racism during the pandemic, with an emphasis on pandemic-specific racism. We searched the databases Scopus, MEDLINE and PsycINFO for research published between January 2020 and July 2022. Eighteen research studies were included in the review, along with reports of routine data collection by five organisations. The research reviewed collected data mainly around the pandemic's 'second wave' in Australia (June-October 2020), focusing largely on Asian Australians and temporary migrants nationally and in Victoria. Widely studied forms of COVID-racism were verbal abuse, physical attacks, exclusion and Othering, and institutional racism involving governments, media and employers. We examined the pandemic's health and socio-economic impacts, and variations in experiences of racism over time between ethnic groups. 'Intercultural understanding' (ICU) and its core concept 'interculturality', was introduced in the new national curriculum, implemented across Australia from 2013 (Australian Curriculum, ACARA. This paper draws on a study conducted in Victoria, Australia, which asked: how history teachers conceptualise interculturality for history teaching and learning? The study used two methods to gather data: textual analysis and focus group interviews. This paper only reports on specific findings from the focus group interviews, analysed through a methodology of crystallisation and discourse analysis, framed by four modes of historical thinking; traditional, exemplary, critical and transformative. The paper argues that interculturality is a significant challenge to history education often located in discourses constructed over time which disrupt how things have always been taught. By analysing the teachers' talk through a lens whereby the construction of language reveals the educational problematic, the research looks for a way in for interculturality into history teaching and learning. To alleviate overpopulation in Australia's metropolitan areas and counter population decline in regional areas, regional settlement of newly arrived migrants and refugees has emerged in recent policy debates. With a new federal government plan to introduce mandatory regional settlement for migrants, significant responsibility is placed on regional schools to cater for the unique needs of students from linguistically and culturally diverse backgrounds. Evoking Bourdieu's thinking tools, this paper examines the perspectives of principals and teachers from two regional schools in Victoria, Australia by exploring their beliefs and dispositions towards English as an Additional Language (EAL) students in mainstream classrooms and their capacity to build student capital within a regional education field. This paper argues that for regional settlement to be 'advantageous', regional schools must look from within to initiate a whole school approach to EAL support and professional development and promote community connections to create advantageous spaces for migrant and refugee youth. This paper explores the role of evidence and its use in a cluster of Australian community-based child development programs. The paper draws on findings from a 2016–2017 study commissioned by a not-for-profit organization to review their programs' alignment with government evidence-based program expectations. Cunningham and Duffee's (2009) evidence-based practice style typology is utilized to examine how different purposes of use drive styles of and approaches to evidence sourcing, application, and reporting. Perspectives on what constitutes evidence and how such evidence is valued, used, and reported can vary considerably between individual programs, irrespective of enforced standards and expectations. It is argued that a single-dimensional approach to program evidence-based evaluation and reporting is not appropriate and potentially damaging in contexts where community-based programs have different purposes, structures, cultures, and intentions. Reported in this paper is an evaluation of structural and functional performance of heavy duty and light duty pavements by addressing the effects of several factors on the rate of pavement deterioration. The sample used herein is a network of freeways and arterials from Victoria/Australia covering four road classes, namely M, A, B and C. The first two road classes represent heavy duty pavement and the last two road classes represent light duty pavements. These road classes differ in qualities, functions, duties, geometric standards, and traffic volumes and loadings. This paper aims to assess the performance of the four road classes by comparing their pavement conditions and environmental factors affecting the rate of pavement deterioration. More than 2300 kilometers of road length was selected from 40 highway sections to reflect Victoria's network conditions. The parameters considered for assessing road performance were traffic loading, pavement strength, and environmental factors. Hierarchical linear regression analysis was used to explore the significance of different predictor variables for all road classes. The study confirms that the rate of roughness and rutting progression per year for all road classes is very close, and the environmental factors affect roughness and rutting progressions for light duty pavements only. In Australia, like many high-income countries, food insecurity is associated with increased risks of chronic diseases, sub-optimal development outcomes in children, and mental health conditions including depression and anxiety. Food insecure households employ a range of strategies, including the use of food charity, to help alleviate hunger and meet cost of living pressures. The aim of this paper is to investigate the lived experience of food insecurity for welfare-dependent households, and to examine these experiences within a structural violence framework. Structural violence investigations seek to understand the distal causal factors that can help explain poor health patterns and inequities. Semi-structured interviews were conducted with customers (n = 78) of food pantries, soup kitchens, and community development programs (June 2018 to January 2019) in the state of Victoria, Australia. Thematic analysis established evidence of controlling, demeaning and depriving practices in the interactions between the participants and the services and staff at national welfare providers and food charities. The same providers and charities nominally set up to address the exact situations in which participants found themselves. Fair political representation is an important goal of democratic governments, yet Australia lags behind many democracies in women's representation in elected politics. Attacks against women in public spaces through harassment and verbal abuse have long constrained women's ease in physical spaces and, in the digital age, this has extended into online spheres. This paper examines the impact of on- and offline incivility on women's experiences in local politics. It focuses on Australia's southern state of Victoria and its 79 local government municipalities. We conduct two surveys of men and women elected representatives (N1 = 222, N2 = 205) to determine their experiences during the campaigning period and first year on council. We follow up with in-depth interviews with women who have experienced gender harassment (n = 10) to further understand its impacts. While accounts of urban climate change governance and planning are growing, there is a need for further conceptual and empirical work to better understand processes of change and uptake across a range of local responses. This paper uses the Council Alliance for a Sustainable Built Environment (CASBE) as an urban experiment seeking to influence development and planning decisions to improve sustainability outcomes in the built environment in the State of Victoria, Australia. The evaluation is structured using Luederitz et al.'s tentative evaluative scheme for sustainability transition experiments. This paper also seeks to test, reflect, and further develop the scheme by highlighting the challenge of evaluating unbounded and not necessarily purposefully designed experiments. In the past decade, there have been several efforts in Melbourne, Victoria, Australia to increase the opportunities and improve the experiences of women cyclists in recreational and racing contexts. However, cycling in Victoria and Australia more broadly continues to be a male dominated sport. This study incorporates a digital ethnography of two Melbourne-based women's cycling Facebook groups including 11 interviews with stakeholders over the period of 2017–2018 to analyse how women and girls are harnessing social media to create counter sports spaces to enhance women's cycling. The paper explores the emergence of the "virtual clubhouse" which operates as a digitally networked counterpublic, providing a space for women and gender diverse cyclists to connect, coproduce and engage in knowledge sharing practices, and build a more inclusive culture for cycling that challenges dominant, mainstream narratives of women's sport. The "virtual clubhouse" addresses a gap in the physical bicycle landscape in which cycling and cycling knowledge (including bicycle maintenance) is largely mediated by men and cycling clubs are configured as masculine spaces within Australia. It is the promise of smart grids – their anticipated role in meeting economic, social, environmental policy objectives – that is driving action on smart grids worldwide, while the reality is rather more messy. This paper is about the implementation of smart grids in Australia, and examines the degree to which environmental and social promises have materialised (or not) within two large energy smart grid initiatives undertaken in the period 2009–2014: the federal government-sponsored Smart Grid Smart City Program and the State of Victoria's Advanced Metering Infrastructure Program. The analysis draws on a governmentality approach to examine how the promise of smart grids has not for the most part been delivered, concentrating in particular on how new digital technologies have not "behaved" in the way originally planned. Within a governmentality framework, it is generally assumed that technologies work to support government programmes, to accomplish governance. But growing evidence points to smart grid technologies undermining the promise of smart grids. Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history. In 2012, a planning application for a McDonald's ‘convenience restaurant’ in Tecoma, Melbourne's Dandenong Ranges region, was approved at Victoria's planning tribunal. Although generating a high-profile backlash, the Tecoma McDonald's was far from being Australia's, Victoria's, or even the immediate region's first to encounter a campaign of place-protective opposition. The Tolstoy truism holds that ‘every happy family is alike; every unhappy family is unhappy in its own way’. Franchised ‘family restaurants’ are premised on and perhaps defined by being recognisable alike. Yet as Massey argues, seemingly aspatial phenomena are always mediated by local context. This paper argues that local statutory planning has been central to the expansion of fast food chains, with globalisation tending to be accompanied by increasingly defensive legal boundaries. To demonstrate this, the paper explores a group of fast food outlets that experienced some form of local ‘unhappiness’ – 37 planning appeals involving opposition to fast food outlets in Victoria over 1969–2012. The paper explores how planning provisions applicable to fast food developments have shifted and how these shifts, in turn, have determined the permissible boundaries of planning decisions around them. Hall once reported finding himself describing the containment of urban England in ‘terminology appropriate to boxing or all-in wrestling’ (90). Here I borrow Hall's boxing analogy by suggesting six boxing-inspired rules, codified over time, applicable to the Tecoma McDonald's. Grassland fires are a serious problem in Victoria, Australia due to large quantity of dry grass. Grassland curing degree (GCD) measures the dryness of the grass and is an important factor for assessing grassland fire danger. Grassland curing maps (GCMs) display the spatial distribution of GCDs, but the quality of GCMs varies depending on the spatial resolution of the observing satellite remote sensing system. The higher the spatial resolution, the finer the GCD details and more spatial variations the GCM can reveal. In this study, GCD calculation algorithm named MapVictoria based on MODIS data is tested for Landsat 8 Sentinel 2; GCMs generated from these three satellites are contrasted by their GCD differences, defined here as inter-satellite variability (ISV). ISV is used to identify areas where higher resolution satellite GCMs should be used. Results show that spatial resolution difference (ΔSR), seasonality and geographical locations affect the magnitude of the ISV. The advent of ‘problem-solving courts’ (e.g. drug courts, mental health courts) is claimed by some to represent a significant shift in the administration of justice. Problem-solving courts purport to address the underlying social, medical and/or psychological issues that are often understood as driving certain populations’ contact with criminal justice systems. Although there is a large body of research examining the operation and efficacy of such courts, there is minimal critical research on how these courts have been conceptualized by governments as logical, suitable ‘solutions’ to both particular ‘problems’ in society and ‘problem populations’, and the various implications thereof. In this paper, we examine these issues through an adaptation of Australian post-structuralist theorist, Carol Bacchi’s theoretical framework. Bacchi argues that policy ‘problems’ do not precede policy interventions, but that ‘problems’ are instead constituted by and given meaning through implicit policy representations. In this paper we consider how two Australian problem-solving courts – Victoria’s Drug Court and the Assessment and Referral Court List for people with cognitive impairments or mental illness – have been conceptualized by Victoria’s Parliament to target their populations, the ‘problems’ they purport to address, and with what effects for targeted populations. The large number of international medical graduates (IMGs) working in Australia, and many other countries around the world, has received significant attention from the media, governments and academia. These institutions utilise a number of classificatory schemes in order to categorise IMGs. Such classification is often stigmatising, yet goes largely unquestioned. In this paper I show that the 'official naming' of IMGs in Australia, as well as the naming of IMGs by staff in hospitals, is historically, politically and socially produced. Following Bourdieu's call to also study how the classified classify, the paper goes on to examine ways in which IMGs name and categorise each other, drawing on ethnographic research. I argue that IMGs use classification themselves, strategically, in order to modify their marginalised position within the 'social space' of the hospital. Governments across Australia are struggling to address escalating child protection notifications, a marked increase in the number of children in State care, a decrease in the number of foster carers and chronic workforce shortages in child welfare services. This paper explores the reform process that culminated in the proclamation of the Victorian Children, Youth and Families Act, 2005 and represents an aspect of the response in Victoria to these wider issues. It explores the history of the reform from the perspective of key actors from government, non-government sectors and academics who participated in the process. The paper explores the “ingredients of social policy reform” and how the change process was managed in Victoria. There has been a discernable focus within many Australian industries on improving the rates of completion amongst their apprentices and trainees. This paper outlines the results of a study which involved a multivariate analysis of data relating to apprenticeship and traineeship completion, derived from a database developed by the Victorian Government. The aim of the study was to investigate the relative strength of factors contributing to an individual's likelihood to complete or not complete an apprenticeship or traineeship and the interaction between these factors. This paper reports on a longitudinal ethnographic study of beginning primary school teachers in rural and regional Victoria, Australia. The study uses a conceptual framework of place and workplace learning to ask: How do new teachers learn to do their work and how do they learn about the places and communities in which they begin teaching? In this paper, we focus on data from the first year of the three-year longitudinal study, using a place-based survey and ethnographic interviews. We found that the space of the classroom was the dominant site of learning to become a teacher for the new teachers in this study. This learning was understood through the discourse of classroom management. Analysis of these storylines reveals the ways in which the community and classroom are not separate but intertwined, and the process of learning about their communities began through the children in their classes. This paper builds on two doctoral studies conducted as socio-historical analyses of the development of swimming in late nineteenth and early twentieth-century Australia [Victoria] and England. Within each study the progress of swimming education was a particular focus and it is this aspect that will underpin the approach taken in this comparative analysis. The central purpose of the paper is to re-examine the historical findings from each study and to explore the similarities and differences in the rationale for swimming education, the availability and provision of swimming education in each location, and to present initial comparisons in the status and value placed on swimming during this period. This is a qualitative, historical study and data have been gathered from a variety of sources including government papers, curriculum and Board of Education documents, swimming governing body reports, newspaper articles and nineteenth-century texts and journals. This paper presents a history of mental health nursing in Victoria, Australia from 1848 to the 1950's, or the asylum years to the era of the mental hospital. The research for this historical overview was conducted as part of a literature review for a mental health nursing doctoral thesis, which included an account of the evolution of the profession from asylum attendant to the present time. The literature reviewed for this project revealed a distinct lack of a coherent, chronological account of the historical development of mental health nursing in Victoria, and this paper seeks to address that knowledge gap. This paper argues that a recent resurgence in Australian spatial planning has been superseded by a resort to infrastructure to address urban problems. The paper uses case studies of the Melbourne and South East Queensland (Brisbane) metropolitan regions to chart the renewal of new spatial planning, after a period of neglect. This paper then shows this spatial planning renewal has given way to a new emphasis on urban infrastructure planning as the primary mode of intervention in these cities. This article explores and theorizes anti-Black racist discourses that shape the ways in which the Australian media and other mainstream Australian institutions talk about and view Black Africans. It argues that the long-standing racist trope of synonymizing Blackness with criminality is widespread in Australia. Thus, among other things, this paper theorizes the Australian media narrative of 'African gangs' who are supposedly causing havoc in the State of Victoria, Australia. It argues that the January 2018 media reporting about the so-called 'African gangs' is a good example that illustrates how the long-standing racist trope of conflating Blackness with criminality is employed in Australia. The discussion is framed within a Black/African Diaspora theoretical framework that allows this study to conceptualize and connect the lived experiences of Black people globally. An improved understanding of both community attitudes toward tourism and host–guest interaction is vital for the sustainable development of tourism. However, there are significant research deficiencies and gaps in these two related research areas. This conceptual paper looks into these glaring research gaps through a review of literature and attempts to provide solutions suggested by an ongoing research project being conducted in Melbourne, Victoria, Australia. In particular, while this paper addresses the impacts of personality and ethnicity on community attitudes toward tourism and points to the urgent need for a well-established theoretical framework in order to understand and predict host–guest interaction, it also highlights the above issues in the context of the urban–rural fringe, the bordering region connecting neat ‘urban’ and ‘rural’ areas. Academic integrity lies 'at the core of the reputation of Australia's world class higher education sector' (Tertiary Education Quality and Standards Agency (TEQSA), 2020). This pilot study analyses the dominant approach (punitive or educative) of academic integrity policies by selected institutions within the Australian state of Victoria who offer a Foundation Studies Programme (FSP). This pilot study indicates a punitive approach is most commonly adopted. There is a scarcity of research within this field. An increasing prevalence of academic integrity breaches has been reported in the Australian and global education sector. It is therefore of paramount importance that we focus on supporting learners to understand and act with academic integrity. A literature review of qualitative data enabled patterns, or 'themes', to be identified. Objective: This paper presents a case study of a strength-based and recovery-focused parenting program designed for parents with a mental illness. Method: The face-face program was delivered at a regional health organisation in Victoria, Australia and consisted of interactive and reflective weekly modules. Data were gathered using an interpretivist case study design, using a small sample of 4 parents and 2 program facilitators. Participating parents completed weekly reflective activities and program facilitators were interviewed about the implementation of the program. Results: Findings indicated that parents particularly valued the opportunity to meet with other parents with a mental illness and found aspects of the program covering communication strategies, reducing stress and setting routines most useful. Strengths identified by facilitators included increased group cohesion and flexibility in the program which could be adapted to the group's needs. Discussion: While recruitment to the program was difficult, this was possibly due to stigma around mental illness. However, although participant numbers were low, a small group size allowed for a personalised and tailored implementation of the program, meeting the particular needs of each parent. The widely held view is that effective action on climate change requires commitment by national governments to international agreements. Developed nations like Canada and Australia continue to fall short in their commitments to emissions reduction targets established under the 1997 Kyoto Protocol. Australia refused to ratify its Kyoto commitments until 2008 and Canada withdrew its commitment in 2011. Subnational governments in both countries have been active in developing policy responses to climate change yet remain largely excluded as serious policy partners in national mitigation and adaptation initiatives. This paper utilizes Kingdon’s Multiple Streams Framework to consider why subnational governments address climate change and the main factors shaping their policy choices. The experiences of the Australian state of Victoria and the Canadian province of Ontario provide examples through which to explore the factors contributing to climate policy opportunities and constraints faced by subnational governments in these countries. This conceptual paper traces the development of the culture and capture of celebrity in the field of educational leadership. Drawing on Rojek’s (Celebrity. London: Reaktion Books, 2001) typology of celebrity, we examine the emergence of celebrity of leadership that is activated via the current policy environment that compels schools and school leaders to be recognised and well-known. It is this well-knownness that subsequently contributes to the school as a marketable commodity that “people like us” desire. The development of women's refuges in Victoria, Australia emerged within the context of emergency accommodation for women being the province of charity-based organisations, whose interventions into women's lives were often disempowering and autocratic. Feminist refuges argued against this charity-based approach to women and drove a process of conceptualising and responding to domestic violence in new ways. Following a formal request for the addresses of Victorian refuges by the Minister for Community Services in October 1979, the refuge movement united to keep their addresses secret, and launched a much publicised and protracted campaign in opposition to the state's demands. This resulted in a commitment from the then Department of Community Welfare Services (DCWS) to support the refuge program to operate in unique and radical ways, and in doing so gave recognition to the importance of gender in the provision of welfare. It has been claimed that effective responses to child sexual abuse (CSA) must engage with the specific cultural, social, and religious contexts of the target communities. For Jewish communities in Australia, the program J-Safe was established to raise awareness, create cultural change, and empower the Jewish community to be able to prevent, recognize, and address child sexual assault within the school setting. This paper reports on the experiences of teachers in two Jewish-day schools who had participated in the J-Safe Project’s protective behaviors teacher training program. Participants’ accounts of the training indicate the Project builds teachers’ knowledge and supports teachers’ skill development in the areas of incidence, behavioral indicators and responding to disclosure suggest the training has relevance for the Jewish teaching context. Intentionally planned parenthood by gay male couples through commercial and altruistic surrogacy is gaining momentum in Australia and abroad. Very little is known about this group of male parents, including the relational considerations important to them in forming families through surrogacy. This paper, based on in-depth interviews with six Australian gay male couples who utilized altruistic surrogacy in the state of Victoria, and commercial surrogacy arrangements in the US, considers the meaning and management of biogenetic paternity in the creation of their family relationships. Despite the extent to which participants underplayed the importance of paternal biological connections in creating or defining the meaning of family, biogenetic paternity remains an important kinship resource that must be carefully managed – emotionally and socially – in creating and maintaining couple, parent–child and extended family relationships. First, there was a keen emotional significance attributed to the biogenetic connection for some men in the context of their own family history and lineage. Second, the careful management of information and sharing or alternating sperm provision constituted an attempt by couples to thwart speculation among friends, family members and acquaintances about the identity of the biogenetic father. Third, despite some interest in sharing sperm provision in the interests of symbolically establishing shared parenthood, explicit knowledge of biogenetic paternity through DNA paternity testing was regarded as an important kinship and identity resource for children as they grow up. The paper concludes that when gay male couples form families through commercial or altruistic surrogacy, a range of symbols and metaphors conventional to heteronormative nuclear family formation are in play in this ostensibly unconventional context. The many Aboriginal and non Aboriginal social workers who work with Aboriginal communities to address health and socioeconomic disadvantage have a key role to play in reducing the continuing inequalities experienced by many Aboriginal clients in Australia. The need for more culturally-responsive practice is well recognised, as historic barriers to effective practice and relationships persist. This paper describes the views of Aboriginal people about the knowledge that social workers need to possess for effective work with Aboriginal clients, and the ways that this might be learned. Four focus groups with 30 urban Aboriginal community members identified three key areas of knowledge: Aboriginal history and its impact; cultural knowledge (including family and community structures); and the impact of social work interventions. Suggested methods for learning include building consultation and community connections, and field-education placements. The paper recommends that social work education prepares students for more effective practice with Aboriginal client groups by incorporating these content areas and methods into the core curricula. This article explores a significant shift in the science curriculum in Victoria, Australia, in the mid-1990s by using the idea of essentialism to compare two science curriculum documents that span the shift. The accounts given in these documents of desirable approaches to teaching science, science itself and the proper scope of curriculum, are compared to show that the document written in the mid-1990s is open to a more essentialist reading than its predecessor. I argue that the market-driven approach to education frames each learner as a neo-liberal individual separated from society; consequently, it leaves ideas of community largely unexamined and unsupported. As a result, important curriculum and policy debates are short-circuited and essentialist explanations for commonality become easier to accept. I describe this as new de facto essentialism, in that it arises from an insistence on individuality that denies the agency of society, rather than a consideration of positive evidence. This paper investigates the spatial frames that are mobilised in the discourse and practice of border policing in the Australian context and the ideological content in which those frames are embedded. On the one hand, a deterritorialised frame positions unwanted migrants as a global threat from beyond. On the other, a territorialised frame enables the possibility of sovereign territorial defence. Neither of these frames, I contend, adequately captures contemporary techniques of border policing which increasingly open borders to global market ideology in the very act of their defence. Nor do they capture the strategic opportunities that exist across different places and scales to resist sovereign logics of control. The paper drills down to the level of the city and the experience of asylum seekers in Melbourne in order to further highlight the limits of simplistic spatial frames. I show that both in local sites and at territory's edges, border policing is indicative of a new terrain of sovereign practice. Accordingly, I present an analytical and normative case for a multidimensional approach to spatial framing. I argue for theoretical openness to spatial metaphors that assist in the tasks of empirically investigating and politically unsettling technologies of contemporary border control. In November 2008, voters in Victoria participated in local government elections under a system that has been subject to significant reform since the 1980s. This paper seeks to discern trends from the outcomes and identify significant structural features of the reformed system. With regards to outcomes, the paper highlights the high success rate amongst incumbent councillors and the strong sense of successful candidates being independent of political parties. The paper argues that these outcomes have been particularly influenced by the proliferation of electoral districts with relatively small voting populations or by the use of multimember electoral systems in larger districts. The variety of systems used underpins a localised and 'clientelist' politics that militates against the dominance of political parties over the contest. The paper also draws attention to the comparatively low rate of voter participation in an election in which compulsory voting applies. It argues that voter absenteeism was particularly noticeable in municipalities with large numbers of residents renting properties and might be explained as a form of 'renters' illusion' impacting on voting behaviour. This paper analyses the data from a sample of women converts to Islam residing in Melbourne, Australia, and the difficulty they face in accessing mosques. Although conversion requires structure and support through the performance of religious rituals, Muslim women converts are hindered in their ability to freely access and enjoy mosques. This is despite historical freedom for women to access the Prophet's mosque. It appears that the trend to exclude women from mosques has been imported into the Australian context due to the strong ethnic identification of mosques with immigrant communities that are used to greater degrees of sex segregation than is generally practiced in Australia. The paper briefly reviews the role of the mosque in Muslim community life and its importance for new converts in facilitating their transition as a source of support after conversion. After examining the pattern of attendance at the various mosques in the greater metropolitan area, the paper reviews the historical debate over women's presence in the mosques; analyses the challenges of gender discrimination posed by culture, ethnicity and exclusion; and relates it to the hardship for new women converts to Islam in Australia, prompting some of them to a passive boycott. This paper presents a case study on streamflow data preparation for a regional flood frequency analysis (RFFA) project for the states of Victoria and NSW, in connection with the forthcoming edition of Australian Rainfall and Runoff. The study gathered annual maximum flood series data for a large number of stations from Victoria and NSW, and applied various statistical techniques to prepare the final data set. It was found that a large primary data set, even if selected using a fairly stringent set of criteria, cannot guarantee a similarly large final data set, as streamflow data are affected by many sources of uncertainty. The trade-offs between quality and quantity are discussed and illustrated. The maximum rating ratio, defined as the ratio of the largest estimated flow and the maximum measured flow at a gauging station, is used to identify stations whose quantiles may be seriously affected by rating curve errors. In a case study involving Victorian stations, the importance of maintaining a high spatial coverage of stations was demonstrated. It was shown that a 50% reduction in the number of stations used in a RFFA resulted in an increase of the standard error of prediction of flood quantiles up to 90%. [ABSTRACT FROM AUTHOR]

Master planned estates have grown in number Australia and internationally as a favoured form of development in new and infill estates. This paper explores the use of legal entities known in the state of Victoria as owners' corporations to hold communal assets in private ownership for the exclusive use of those living in master planned estates. The privatization of assets that would normally be held by municipal government has been associated by some with heightened conflict in estates, greater costs for residents and increased separation from the larger community. This paper seeks to investigate the motivations and attitudes of both local government planners and developers in utilizing forms of private collective ownership in residential estates in a major city of Australia, Melbourne. This empirical investigation demonstrates that developers generally utilize these ownership structures in order to provide a different, but not necessarily better, standard of facilities as a means of market differentiation. Planners, on the other hand, are more diffident in their endorsement of privatized community ownership and demonstrate a degree of concern about their changed relationship to residents in such estates. The research suggests that issues relating to this choice of ownership of community assets have not been fully considered by local government, particularly in terms of protecting the long-term interests of residents. 'Privileged' Jews include those prisoners in the camps and ghettos who held positions which gave them access to material and other benefits. Subject to extreme levels of coercion, these victims were compelled to act in ways that have been judged as both self-serving and harmful to fellow inmates. Such situations, which exemplify what influential theorist Lawrence Langer terms 'choiceless choices', are the chief concern of Primo Levi's paradigmatic essay on the 'grey zone'. In light of these key conceptualizations of the ethical dilemmas of Holocaust victims, the paper analyses the representation of 'privileged' Jews in several videotestimonies recorded at the Jewish Holocaust Museum and Research Centre (JHMRC) in Melbourne, Australia. It will be shown that judgements of victims in extremis cause considerable problems for attempts to testify to the complex situations and experiences of 'privileged' Jews. The role of the interviewer is a crucial factor in this, particularly when interviewers are themselves Holocaust survivors. The paper reveals that while it might be argued that moral evaluations of 'privileged' Jews should be suspended, judgements are often imposed on Holocaust testimonies in various ways and have a significant impact on their content. Aims: Schools have emerged as a key site for prevention and early intervention strategies for antisocial behaviour. This paper examines teacher perspectives of the scope within their day-to-day practice for the implementation of monitoring and management of student risk status for substance misuse. Methods: Teacher perspectives of early intervention for young secondary school students aged 12-14 are examined. Case studies are presented of five non-metropolitan Australian schools located in a low socioeconomic area. Findings: The study identifies a diverse range of early intervention practice in school settings; reports that teachers are pragmatic in their identification of students at risk, and use an under-theorised construct of engagement to manage risk. A number of tensions centring on the perceived purpose of school emerge when early intervention policy is operationalised in the classroom. Conclusion: The student wellbeing policy currently in use in Victorian schools needs to be refined. These revisions should provide schools with a clear and understandable early intervention framework that allows local translation. The role of family carers in the delivery of mental health services in Australia has become more than an advantage over not having this sort of participation. Increasingly the involvement of non-paid carers (family members and significant others) has been recognised as central to the smooth delivery of care and treatment. Notwithstanding this acknowledgment, there is very little discussion of carer participation in mental health care delivery within the literature. The limited research in this area suggests that carers recognize very little opportunity for genuine participation, even less than is available to consumers. This paper presents part 1 of the findings of an exploratory, qualitative study seeking an in-depth understanding of the attitudes of carers from rural Victoria, Australia toward opportunities for participation with specific emphasis on the role of psychiatric nurses in encouraging or discouraging participation. The themes of respect and communication will be described in this paper. These findings demonstrate the variable experiences of carers in their opportunities to participate and the important role nurses can assume in supporting both carers and consumers through this process. This paper explores the relationships between board member commitment, involvement and perceived performance within voluntary sport organizations. The paper specifically examines these relationships within the context of country race clubs in Victoria, Australia. After controlling for the effects of board-member age, it was found that commitment and involvement accounted for 31% of the variance in perceived board member performance. Affective commitment was found to be the most significant predictor of perceived board member performance, followed by tenure and the number of hours individuals devote to their board member role. The paper reports the findings of survey research recently completed in Melbourne, Australia, among a sample of 455 club and rave festival patrons. This research aims to provide a clearer account of the prevalence of drug driving within such settings in Melbourne, as well as identifying relevant ‘predictors’ of this drug driving. Just under half of the sample (48%) indicated that they had driven a motor vehicle within four hours of consuming an illicit substance at least once in the past year; 22% of respondents reported driving while ‘knowingly intoxicated’ in the previous year. Fifteen percent reported such behaviour ‘several times’ or more in this time. Relatively permissive attitudes towards drug driving, coupled with higher than average prevalence of drug driving in one's peer group, were found to be significant predictors of drug driving. So too was the reported frequency of the use of cannabis and ecstasy, and the propensity to use these substances in ‘rave’ and ‘party’ settings. Given the levels of drug driving revealed in this study, the paper closes with a series of recommendations regarding the design and delivery of more effective anti-drug-driving strategies within rave and club settings. Factors including fragmentation, a lack of direction, poor accountability, poor water quality, and a sizable state government subsidy contributed to the rural water industry in Victoria, Australia, in 1993. In 1993 the state government set out parameters for reform to change the size, structure, performance, and culture of the water industry. The path taken was not privat ization, but corporatization. Tools used included amalgamation of organizations; separating water provisions from local government; changing the composition and reporting mechanisms of the boards; establishing clear benchmarks and performance criteria; making information publicly available; and providing a commercial orientation. The outcomes of the reforms were to be a focus on water quality and effluent management. In 2001, 15 water authorities were in place. There were significant improvements in accountability, finances, and performance. The authorities provided information on performance to both the state and the public. Reductions of operating costs have been in the range of 20–35%, with savings put back into new infrastructure. Water quality has significantly improved in a number of parameters and effluent management has also improved. This paper describes the challenges faced before the reform process, the reforms initiated, and the outcomes. It argues that privatization is not the only path to improvement: Developing a corporate structure and accountability can also deliver substantial improvements. [ABSTRACT FROM AUTHOR]

Geographic information systems (GIS) are a rapidly evolving technology that has recently been integrated into undergraduate and postgraduate learning. GIS is also a multidisciplinary technology that has important relevance beyond its traditional disciplinary homes. This paper describes an initiative developed by the Department of Geomatics at the University of Melbourne, Australia, to create multimedia-based self-learning modules for teaching GIS to undergraduate and postgraduate students. The modules are designed to complement rather than replace existing approaches to learning such as formal lectures, practical laboratory assignments and major project requirements. The learning modules have been developed using Macromedia Director and are delivered interactively via the Internet. This paper examines the pedagogical issues of learning that accompany technological advancement and practical issues of module development. It discusses results from preliminary student evaluations and examines the broader learning opportunities associated with flexible delivery mechanisms such as the Internet. The year 2014 marked the abolition of the Baby Bonus and its replacement with a substantially reduced parenting payment. While often criticised as "middle-class welfare," or publicly denounced due to its purported misuse by disadvantaged mothers, this paper argues that the Baby Bonus provided valuable financial assistance to families experiencing high financial stress. To investigate young women's experience of receiving the Baby Bonus, 19 semistructured interviews were conducted with young mothers in Melbourne who had recently had babies. Many were experiencing financial stress and this payment provided much needed financial support for the basic costs arising from having a baby. Several mothers perceived work as a luxury that was out of reach due to high childcare costs relative to their earning capacity and therefore saw Paid Parental Leave as a further privilege unavailable to them. Our results suggest that while the concerns of policymakers to achieve the best use of scarce resources are critical, it should also be acknowledged that the policy change may have serious implications for many young mothers and may exacerbate disadvantage, and young mothers' sense of alienation, ultimately leading to greater inequalities. Soccer is rarely remembered as a vital part of Australia's military history and the Anzac legacy. Yet, soccer contributed greatly in the First World War. In terms of moral support, enlistment, participation and ‘sacrifice’, soccer was at the forefront of sporting-body commitment. Using recently digitised newspaper archives, this paper will outline soccer's place in the Australian armed forces during the First World War, especially in relation to the Australian Rules states of Western Australia and Victoria, as a part of an overall project intending to reveal soccer's place in Australian culture.
