Purpose — In 2007, the issues of global and climate change in particular, have become major issues in the social psyche. With the United Nations declaring 2008 the "International Year of Planet Earth", this; paper aims to look at four recent reports and comments on how the reports aim to deal with the climate and global change challenges ahead. Design/methodology/approach — After a brief introduction to the subject, this paper looks at each of the four reports in turn. It describes the methodology of each report and then discusses its relative strengths and weaknesses. This is followed by a conclusion on the reports as a whole and where policy makers can make improvements. Findings — All four reports are well structured and they have certainly raised the profile and illustrated the importance of global and climate change. However, there are a number of ways each could and should be improved in future updates. Practical implications — This paper aims to bring the reports to a wider audience and make recommendations on improvements to future reports on these important global issues. Originality/value — The paper evaluates four recent reports on the important social issues of global, change and climate change. By comparing and contrasting the reports, the paper gives an overview 01 what some of the larger policy makers are doing to tackle global and climate change. This paper comments on the issue of global warming and climate change, in an attempt to provide fresh perspective. Essentially, five main arguments are made. First, that the process of modern economic development has been based on the burning of fossil fuels, and that this will continue to apply for the foreseeable future. Second, that in large part due to momentum in economic and demographic processes, it is inevitable that there will be a major rise in atmospheric CO2 during the present century. Third, that available data on global temperatures suggest strongly that the coming warming will be appreciably faster than anything that humanity has experienced during historical times. Moreover, especially in a system that is being forced, the chance of an abrupt change in climate happening must be rated as fair. Fourth, that while it is impossible to attach precise probabilities to different scenarios, the range of plausible unpleasant climate outcomes seems at least as great as the range of more manageable ones. The consequences of future climate change may be considerable; indeed, they could be almost inconceivable—with several negative changes occurring simultaneously and to cumulative adverse effect. There is an urgent need to improve ways of thinking about what could happen. Fifth, the paper maintains that the human response to other difficult ‘long’ threats—such as that posed by HIV/AIDS—reveals a broadly analogous sequence of social reactions (e.g. denial, avoidance, recrimination) to that which is unfolding with respect to carbon emissions and climate change. Therefore the view expressed here is that major behavioral change to limit world carbon emissions is unlikely in the foreseeable future, and that the broad sway of future events is probably now set to run its course. Purpose - The purpose of this paper is to illustrate how project economics and decision making in industry can be affected by global climate change. When assessing the sustainability of any design or project, one of the key emerging considerations is the potential for the decision to contribute to greenhouse house gas (GHG) emissions. Changes in climate may also lead to new project risks with further economic implications. Design/methodology/approach - Examination of the wider social economic implications of climate change provides the basis for considering individual projects within the context of the social costs of carbon emissions, the prospect of the gradual internalisation of those costs, and the costs and benefits of adaptation to protect against the impacts of global change on the project. Findings - Emissions of greenhouse gases, still widely not priced in many parts of the world, drive the emerging observed and predicted effects of climate change on the planet. This damage has real value and can be monetised, allowing a notional social cost of carbon to be estimated. As climate change continues to manifest itself, societies start to react, constraining emissions and creating a market price or tax for carbon. If economic analysis for project decision making includes an explicit consideration of the likely future trajectory of carbon prices, and also examines the wider external social costs of carbon, the benefits of early adoption of revenue-positive measures to reduce emissions are revealed. In the same way, the financial costs of procrastination are made increasingly evident as regulatory and economic baselines shift. Designing for inevitable climate change will also help industry future-proof their operations. Practical implications - At present, relatively few organisations examine the financial and economic implications of carbon emissions or the effects of a changing climate on their operations. To avoid unnecessary costs, and maximise benefit for stakeholders, decision making for business and government needs to incorporate an explicit economic treatment of the current and likely future implications of operating in a climate-constrained and climate-impacted world. Originality/value - By conducting the kind of analysis proposed, organisations can not only help to reduce GHG emissions, but can also improve their own financial performance. An Inconvenient Truth (AIT) has earned Al Gore an Oscar and a share of the 2007 Nobel Peace Prize and has been widely acclaimed by the mass media. However, significant errors exist in the film, owing to alarmism and exaggeration. As this forum does not provide for a detailed examination of these errors, this paper will focus only on the portrayal of the hydrologic cycle by AIT--precipitation and floods, soil moisture and droughts, and storminess. AIT argues that precipitation and intense rainfalls, floods, droughts, and the total number, intensity, and duration of tropical cyclones have all increased due exclusively to anthropogenically-driven climate change; indeed, AIT paints a picture of near scientific certainty with an overwhelming bias toward catastrophe scenarios. A closer look at the science, however, reveals that the data do not support these claims and that the scientific community is divided as to what the impact of anthropogenic climate change on the hydrologic cycle will be. The climate research community believes that published findings on global warming will have an equal probability of raising or lowering forecasts of climate change and its impact. This is a testable hypothesis based upon the recent literature and the assumption that extant forecasts are themselves unbiased. A survey of Science and Nature demonstrates that the likelihood that recent literature is not biased in a positive or negative direction is less than one in 5.2 × 10-16. This has considerable implications for the popular perception of global warming science, for the nature of "compendia" of climate change research, such as the reports of the United Nations' Intergovernmental Panel on Climate change, and for the political process that uses those compendia as the basis for policy. The term ‘vulnerability’ is used in many different ways by various scholarly communities. The resulting disagreement about the appropriate definition of vulnerability is a frequent cause for misunderstanding in interdisciplinary research on climate change and a challenge for attempts to develop formal models of vulnerability. Earlier attempts at reconciling the various conceptualizations of vulnerability were, at best, partly successful. This paper presents a generally applicable conceptual framework of vulnerability that combines a nomenclature of vulnerable situations and a terminology of vulnerability concepts based on the distinction of four fundamental groups of vulnerability factors. This conceptual framework is applied to characterize the vulnerability concepts employed by the main schools of vulnerability research and to review earlier attempts at classifying vulnerability concepts. None of these one-dimensional classification schemes reflects the diversity of vulnerability concepts identified in this review. The wide range of policy responses available to address the risks from global climate change suggests that climate impact, vulnerability, and adaptation assessments will continue to apply a variety of vulnerability concepts. The framework presented here provides the much-needed conceptual clarity and facilitates bridging the various approaches to researching vulnerability to climate change. [Copyright &y& Elsevier]

The Ricardian technique uses cross-sectional variation in the capitalized value of climate in land to infer the agricultural costs or benefits of dynamic climate change. While a practical approach for predicting the consequences of global warming with readily available data, it may yield biased results when land-use decisions depend on the climate attributes being valued and when land has unobserved attributes that differ with the use to which it is put. This paper illustrates the conditions under which such a bias will occur, describes an empirical model that corrects for it, and estimates that model with agricultural census data from Brazil. The approach, moreover, allows constraints on adjustment to be explicitly incorporated into the Ricardian framework, relaxing one of that technique’s most conspicuous assumptions. An option-value (or stopping-rule) model is developed to determine the optimal timing and expected value of policies (bullets) to slow global warming. The model and policies are calibrated to reflect current estimates or predictions of temperature drift, variance, damage, and the cost of slowing global warming. The ‘basic’ and ‘asymptotic’ bullets have option values of between $600 and $700 billion dollars for a discount rate of 5 percent. The most effective (platinum) bullet is not adopted until mean global temperature reaches a trigger value of 15.54°C, which is not likely to be reached during the next two decades. The article focuses on the skepticism regarding the facts on global warming and climate change. It recalls the development of the theory of the global warming through the report of scientist James Hansen, and outlines the different debate of climate change skeptics due to its complications and uncertainties of the facts. It points out that despite scientific doubts over the issue, the impacts of the changing climate are real and have significant effects on people.

Derived from the risk information seeking and processing model (RISP), this study sought to isolate predictors of the public's knowledge of global warming. Using a national sample (N = 805), multiple regression yielded a number of significant relationships among 13 moderators. Notably, the number of media sources used for information about global warming, information seeking effort, and general education were relatively strong predictors of knowledge. The article discusses the global climate, examining the the potential for catastrophic climate change (C3). Never before has humankind posed such a global threat, the author states, one that stems from its own technological development. Topics include the looming threat of ecocatastrophe stemming from climate change, the need for radical changes in political and physical economies, and sea level rise due to accelerating icecap melting. Also discussed are reductions in carbon emissions and carbon dioxide released from burning coal.

Numerical and observational analyses were conducted using realistic and historical three-set land-use data over 40 yr from 1963 to 2002 to evaluate regional warming in the Daegu metropolitan area due to dramatic land-use alterations in the basin area and to quantitatively estimate the influence of nonuniform regional warming on complex local circulation. The results are as follows: (a) The daily mean temperature in the Daegu metropolitan area increased by 1.5 K over 40 yr, and the increase was higher than that of the mean temperature on the Korean Peninsula. (b) A simulated surface wind pattern in 2002 agreed well with the observed data. The rapid urbanization of the Daegu metropolitan area has had a large influence on the local circulation outside of the area. (c) Because of the variation in heat and momentum transfer due to land-use alteration, the prevailing wind has also changed in the central basin in the Daegu metropolitan area. The spatial distribution of the temperature change is very similar to the changes in the wind. (d) The two-dimensional mixed-height theory was applied to local circulations. By this theory, regional warming that occurs as a result of land-use alteration determines a higher critical height, which serves as an index for estimating the mixing intensity induced by a surface sensible heat flux. Well-documented changes in species abundances and distributions coinciding with global warming have been increasing during recent years. A trend of raising sea-surface temperature has also been observed along the Portuguese coast which could affect intertidal species' ranges. The present study aimed at evaluating the direction and intensity of distribution changes of macroalgae in the area. The last 50-year trend of coastal air and sea temperature was reassessed, providing an accurate estimate of the warming process. Information on species' range shifts was obtained by comparing data from recent resurveys with historical records of algal distributions collected during the 1950s and 1960s. Although a prevalence of northward migrations was anticipated, this work showed a marked difference in the average direction of changes between cold- and warm-water species. Cold-water species, when considered together, showed no particular shifting trend, because the number of species that shifted north or south was the same. Contrarily, all shifting warm-water species expanded their range northwards. Therefore, generalizations about poleward range shifts due to increasing temperature should be made with caution. With gradually progressing climate change in the future, the frequency and scale of hot summers like those observed in various places around the world in recent years will undoubtedly increase, giving rise to strong concerns over increased risk of death due to heat stress. Based on this background, we have developed a method to assess future changes in mortality due to heat stress with the entire globe as the target, and performed trial calculations using this method. The purpose of this report is to draw people's attention to the possible severe consequences of climate change by presenting the severest estimates in the uncertainty range due to adaptation/acclimation expected in the future, so as to induce further analysis and discussion on policies and measures. For the trial calculations, future changes in temperature were derived from the results of simulation using an Atmosphere-Ocean General Circulation Model with the highest spatial resolution in the world at the time of the study. Population densities were assumed not to alter in the future. Assuming that no adaptation or acclimation takes place, when the rates of change of excess mortality due to heat stress are examined by country, the results of our calculations show increases of approximately 100% to 1000%. It is confirmed that the burden of climate change impact is quite unequal among countries, at least from the viewpoint of heat stress mortality. When considered together with present population densities, significant increases in excess mortality density can be seen in China, India, and Europe. These regions are characterized by large losses due to climate change in absolute quantitative terms. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected.
