Herein, Professor Barrie updates his 2016 presentation to the Institute on the national security implications of climate change. He notes that, despite a 2017 Senate inquiry urging urgent action, the Commonwealth Government has not yet responded other than by acknowledging the issue in a 2016 Defence white paper and a 2020 strategic update. The latest scientific research indicates that, in the worst case, Earth may reach a climate tipping point within 18 months which would pose an existential threat to humankind. Short of an existential threat, no other country on the planet will be as affected by the consequences of climate change as Australia. Time is running out for Australia to act!. Given current emissions trends an increase in global temperatures in excess of 2°C is highly likely in the coming century. In this context, it seems increasingly probable that states may consider solar geoengineering as a stop-gap climate response. Solar geoengineering refers to measures that aim to alleviate some measure of global warming by intentionally increasing the amount of the sun's energy that is reflected into space. Currently the two most discussed solar geoengineering techniques involve either marine cloud brightening or dispersing aerosols in the stratosphere. These techniques could be relatively inexpensive, are within the technological capacities (after a brief period of development) of technologically-advanced countries, and could have an almost immediate impact on temperatures. Yet, while solar geoengineering might potentially be utilised to manage some climate-linked security threats, it itself would create new security challenges. Consequently, this paper explores potential international security implications for Australia if a regional state, or group of states, initiates a solar geoengineering program. We conclude that since solar geoengineering is unlikely to become a first-order international issue, disputation over solar geoengineering will likely reflect, or act as a proxy for, wider patterns of state interaction. However, scenarios in which China and the United States take different positions, or in which there are divisions among regional powers, such as Indonesia, Malaysia, India and Singapore would pose the greatest threat to Australia's national security. Abstract: Since the global warming and climate change are recognized as real concerns, attention of power system planners and operators, energy policy makers and regulators as well as developers around the world including Australia is focused on using alternative and low emission energy technologies for electric power production. Renewable energy and energy efficient technologies have many advantages including reducing climate change, increasing sustainability in power sector, and increasing security of power supply. This paper presents an overview on both current electricity grid and future grid. Experts believe that in future more distributed generation (DG) will be integrated into the low to medium electricity grid. This paper will also review the key drivers in relation to integration of increased DG technologies in general and the renewable energy-distributed generation (RE-DG) technologies in particular, into the electric power system and the opportunities and challenges linked to these technologies. Climate change and energy insecurity are grave threats to the stability and sustainability of human society. This paper considers the meaning of this globally manifest, yet regionally differentiated, ecological threat for Australia's urban system. It also considers the twin ecological peril of oil depletion, whose impacts may intensify to great effect the social stresses likely to emerge as climates warm. The paper intervenes in the debate that transfixes contemporary Australian urbanism: the sustainability of the suburban form in which most Australians live. A similar if not identical debate exists in North America and parts of western Europe. These discussions may be overemphasising the environmental significance of urban form and failing to apprehend the deeper socio-cultural forces that drive the (over)consumption of nature. Planning thought and practice need to loosen the grip of physical determinism on their environmental comprehension if they are to comprehend accurately the sources of, and solutions to, ecological threat. New urban scientific evidence suggests that planning's principal role in the fight against warming will be one of adaptation not mitigation. There is under way a worldwide greening of industry, driven by the huge demand generated by China and India as emerging industrial giants whose growth cannot be accommodated by ‘business as usual’ fossil-fuelled development—for reasons having as much to do with energy security as concerns over global warming and climate change. While the role played in this process by fiscal and industry policies (e.g. carbon taxes and other market-based incentives) is well understood (even if not pursued currently in Australia), the potentially powerful leverage to be exercised by trade policy is under-recognised. There are some positive developments such as a proposed Environmental Goods Agreement being discussed in Geneva, while there are negative developments embodied in various bilateral and regional trade agreements such as the proposed Trans-Pacific Partnership (TPP) agreement, to which Australia has committed itself. There are rising levels of conflict over trade and climate change mitigation measures, in actions brought at the WTO against countries looking to promote green industries through measures like local content requirements being attached to foreign direct investment, or by countries imposing border tax adjustments against exporters who allegedly fail to implement carbon taxes. The Murray dairy region produces approximately 1.85 billion litres of milk each year, representing about 20 % of Australia's total annual milk production. An ongoing production challenge in this region is the management of the impacts of heat stress during spring and summer. An increase in the frequency and severity of extreme temperature events due to climate change may result in additional heat stress and production losses. This paper assesses the changing nature of heat stress now, and into the future, using historical data and climate change projections for the region using the temperature humidity index (THI). Projected temperature and relative humidity changes from two global climate models (GCMs), CSIRO MK3.5 and CCR-MIROC-H, have been used to calculate THI values for 2025 and 2050, and summarized as mean occurrence of, and mean length of consecutive high heat stress periods. The future climate scenarios explored show that by 2025 an additional 12-15 days (compared to 1971 to 2000 baseline data) of moderate to severe heat stress are likely across much of the study region. By 2050, larger increases in severity and occurrence of heat stress are likely (i.e. an additional 31-42 moderate to severe heat stress days compared with baseline data). This increasing trend will have a negative impact on milk production among dairy cattle in the region. The results from this study provide useful insights on the trends in THI in the region. Dairy farmers and the dairy industry could use these results to devise and prioritise adaptation options to deal with projected increases in heat stress frequency and severity. Abstract: The south-west of Australia is being affected by a warming, drying trend in its climate. In response to these changing climatic conditions, as well as changes in farm commodity price relativities, farmers have adjusted their mix of enterprises to favour cereal production. As a result, an increasing potential source of cereal straw for bioenergy production has emerged. This paper examines how temporal and spatial costs of cereal straw accumulation may affect the establishment of a bioenergy plant in the region, with climate change impacts being highlighted. Logistics models based on mathematical programming are constructed for a range of plant sizes. Modelling results identify the cost structures of cereal straw accumulation for these plant sizes. Plant sizes are characterised by different cost structures and levels of volatility in their costs of grain accumulation. The profitability of bioenergy production based on cereal straw in this region of Australia is particularly exposed to climate variability, especially for larger plant sizes. The projected change in climate supports a relatively small reduction in the costs of cereal straw accumulation. These findings will affect decision-making over investment in a long-lived specific asset such as a bioenergy processing plant. [Copyright &y& Elsevier]

Summary: The effect of future climate scenarios on surface water and groundwater resources has been shown to have a consequent impact on water-dependent ecosystems. A regional-scale analysis of changes in water resources as a result of changing climate was undertaken in south-western Australia; a region with a large number of nationally and internationally recognised water-dependent ecosystems. The paper examines the potential environmental impacts of a substantial reduction in rainfall and an increase in temperature as projected by global climate models (GCMs) on river and groundwater-dependent terrestrial vegetation by 2030. Climate change effects on environmentally significant flow regimes were evaluated by applying the climate projections from 15 GCMs under three global warming ‘scenarios to rainfall–runoff and groundwater models. It was estimated that under a dry future climate scenario, the frequency of river flow rates important for ecological communities is likely to be reduced by up to 2months per year, which is likely to cause a significant level of stress to ecological communities. Additionally, the duration of no-flow periods may increase by more than 120days in some streams. Under a dry future climate scenario, groundwater-dependent vegetation is projected to be at a high risk in over 19% of its current habitat area. Water-dependent ecosystems are also projected to be affected by an increase in groundwater abstraction. The results indicate that the projected impacts of future climate conditions are not likely to be uniform across the region but overall they could cause a continuing threat to water-dependent ecosystems. The implementation of water management plans should place particular emphasis on the ecological water requirements in 6 of the 13 river catchments in south-western Australia and in areas where groundwater abstraction is high. Summary: This paper presents the results of computer simulations of runoff from 13 major fresh and brackish river basins in south-western Australia (SWA) under climate projections obtained from 15 GCMs with three future global warming scenarios equivalent to global temperature rises of 0.7°C, 1.0°C and 1.3°C by 2030. The objective was to apply an efficient methodology, consistent across a large region, to examine the implications of the best available projections in climate trends for future surface water resources. An ensemble of rainfall-runoff models was calibrated on stream flow data from 1975 to 2007 from 106 gauged catchments distributed throughout the basins of the study area. The sensitivity of runoff to projected changes in mean annual rainfall is examined using the climate ‘elasticity’ concept. Averaged across the study area, all 15 GCMs project declines in rainfall under all global warming scenarios with a median decline of 8% resulting in a median decline in runoff of 25%. Such uniformity in projections from GCMs is unusual. Over SWA the average annual runoff under the 5th wettest and 5th driest of the 45 projections of the 2030 climate declines by 10 and 42%, respectively. Under the 5th driest projection the runoff decline ranges from 53% in the northern region to 40% in the southern region. Strong regional variations in climate sensitivity are found with the proportional decline in runoff greatest in the northern region and the greatest volumetric declines in the wetter basins in the south. Since the mid 1970s stream flows into the major water supply reservoirs in SWA have declined by more than 50% following a 16% rainfall reduction. This has already had major implications for water resources planning and for the preservation of aquatic and riparian ecosystems in the region. ABSTRACT The ethnographic study of Western environmental activism opens up the prospect of studying subjectivities formed in opposition to dominant Western ideas and values, and yet encapsulated within Western societies and democratic polities. One of the directions in which it points the anthropologist, which is pursued in this article, is towards the study of the political lifeworlds of activists, their self-identity as citizens and their embeddedness in the wider society. Environmental politics can be an emergent activity in citizens' lives, as expressed in John Dewey's concept of 'the public' as citizens who organise themselves to address the adverse consequences of situations that they experience in common (Dewey 1991[1927]). This paper focuses on a middle ground of social action between habitual daily practice, and the domain of institutional politics: groups of people in small voluntary organisations in the heavily coal-mined Hunter Valley, Southeast Australia, who are moved to collective action to address the threatening aspects of anthropogenic climate change. Action group members variously articulate their reflexive understandings of the structural contradictions of environmentalism in corporate capitalist societies where values of consumerism and processes of individualization corrode collective concerns of citizenship-based politics. These understandings inform activists' personal motivations, values and ideals for a 'climate movement', diverse modes of political action and striving for wider political intelligibility. Abstract: Given the recent increasing public focus on climate change issues, there is a need for robust, sustainable and climate friendly power transmission and distribution systems that are intelligent, reliable, and green. Current power systems create environmental impacts as well as contributing to global warming due to their utilization of fossil fuels, especially coal, as carbon dioxide is emitted into the atmosphere. In contrast to fossil fuels, renewable energy is starting to be used as the panacea for solving climate change or global warming problems. This paper describes a feasibility study undertaken to investigate the potentialities of renewable energy including the prospective locations in Australia for renewable energy generation, in particular solar and wind energy. Initially, a hybrid model has been developed to investigate the prospects of wind energy for typical Australian region considering production cost, cost of energy, emission production and contribution from renewable energy using the Hybrid Optimization Model for Electric Renewable (HOMER), a computer model developed by the USA’s National Renewable Energy Laboratory (NREL). This model also explores suitable places around Australia for wind energy generation using statistical analysis. Subsequently, the usefulness of solar energy in the Australian context and suitable locations for solar energy generation are also investigated using a similar hybrid model. Finally, the model has been developed to investigate the prospects of renewable energy in particular wind and solar energy including specific locations in Australia that would be suitable for both wind and solar energy generation. From simulation analysis it is clearly observed that Australia has enormous potentialities for substantially increased use of renewable energy; a large penetration of renewable energy sources into the national power system would reduce CO2 emissions significantly, contributing to the reduction of global warming. Generations of Australians, especially those who live in rural or remote areas, have struggled to better understand, manage, and adapt to Australia's unique environmental conditions. Increased awareness of pressures and impacts of population growth has renewed the long-standing debate on the nation's capacity to sustainably manage natural resources. Since 2002, the Wentworth Group of Concerned Scientists has been active in debates linking science and public policy with a declared intent to inform decision-makers on ways to adapt to changing Australian environmental conditions, assuming a growing population. The purpose of this paper is to reflect on the population policy debate from the perspective of an entity that has as its prime objective to improve the nation's capacity to adapt to these changing conditions by influencing public policy on natural resource management. Abstract: We identify the 10 major terrestrial and marine ecosystems in Australia most vulnerable to tipping points, in which modest environmental changes can cause disproportionately large changes in ecosystem properties. To accomplish this we independently surveyed the coauthors of this paper to produce a list of candidate ecosystems, and then refined this list during a 2-day workshop. The list includes (1) elevationally restricted mountain ecosystems, (2) tropical savannas, (3) coastal floodplains and wetlands, (4) coral reefs, (5) drier rainforests, (6) wetlands and floodplains in the Murray-Darling Basin, (7) the Mediterranean ecosystems of southwestern Australia, (8) offshore islands, (9) temperate eucalypt forests, and (10) salt marshes and mangroves. Some of these ecosystems are vulnerable to widespread phase-changes that could fundamentally alter ecosystem properties such as habitat structure, species composition, fire regimes, or carbon storage. Others appear susceptible to major changes across only part of their geographic range, whereas yet others are susceptible to a large-scale decline of key biotic components, such as small mammals or stream-dwelling amphibians. For each ecosystem we consider the intrinsic features and external drivers that render it susceptible to tipping points, and identify subtypes of the ecosystem that we deem to be especially vulnerable. Global climate change is the major and most urgent global environmental issue. Australia is already experiencing climate change as evidenced by higher temperatures and more frequent and severe droughts. These impacts are compounded by increasing land use pressures on natural resources and native ecosystems. This paper provides a synthesis of the interactions, feedbacks and risks of natural climate variability, climate change and land use/land cover change (LUCC) impacting on the Australian continent and how they vary regionally. We review evidence of climate change and underlying processes resulting from interactions between global warming caused by increased concentration of atmospheric greenhouse gases and modification of the land surface. The consequences of ignoring the effect of LUCC on current and future droughts in Australia could have catastrophic consequences for the nation's environment, economy and communities. We highlight the need for more integrated, long-term and adaptive policies and regional natural resource management strategies that restore the beneficial feedbacks between native vegetation cover and local-regional climate, to help ameliorate the impact of global warming. This paper compares climate change campaigns conducted by environmental nongovernment organizations (NGOs) in the United Kingdom (UK) and Australia. The NGOs represent a diversity of political access, financial resources, and international connections. Three campaign activities common to both countries undertaken between 2004 and 2006 are analyzed for their effectiveness via interviews and document review. This examination is embedded within an analysis of the political, economic, policy, and social contexts of each country. It is shown that in the UK climate change has been used as a pivotal leadership issue, that the fossil fuel industry’s influence is not predominant, and that NGOs enjoy political legitimacy. Whereas, in Australia climate change has only recently emerged as a political priority, the fossil fuel industry has had significant political and financial influence, and NGO advocacy has been marginalized. It is argued that NGOs are embedded in the political and policy contexts of their country, and the greatest campaign traction and NGO influence can only be achieved when these contexts provide favorable conditions. Studies in global warming and climate change indicate that human populations will be deleteriously affected in the future. Studies forecast that Australia will experience increasing heat waves and droughts. Heat stress caused by frequent heat waves will have a marked effect on older Australians due to physiological and pharmacological factors.
