This paper presents an elastic-viscoplastic (EVP) constitutive model in triaxial space and general stress space for isotropic clays. The EVP model is anchored in bounding surface theory along with the mapping rule and adopts a critical-state soil mechanics framework. It incorporates creep effects, and a nonlinear creep function is used in the model. The EVP deformation of clay is integrated considering a reference surface and loading surface. An image parameter is deduced to establish the image surface. The strain-rate tensor of the model contains an elastic-strain-rate tensor and viscoplastic-strain-rate tensor. The model formulation is capable of accounting for composite as well as single-surface ellipses. Parameters of the model can be extracted from conventional oedometer and triaxial tests. The model performance is validated by capturing the behaviors in creep tests, relaxation tests, strain-rate effect tests, and overconsolidation ratio effect tests on Kaolin clay, Hong Kong Marine Deposit clay, and Fukakusa clay. The model is also implemented in a finite-element (FE) code and used to predict the long-term performance of the Nerang Broadbeach Roadway embankment constructed in Australia. The long-term settlement prediction of this embankment is also compared with that obtained from the modified Cam clay (MCC) model. A recent report by the Foundation for Young Australians that derived from an analysis of 4.2 million job advertisements in Australia from 2012 to 2015, revealed that the demand for professionals possessing creative problem-solving skills grew by 249%. This paper reflects on the successes of engineering educators in developing creative graduates and discusses the means to instil the skills of creative problem-solving. It considers research evidence of the suitability of heuristics (methods) for problem framing and idea generation that are sourced from the Theory of Inventive Problem Solving (TRIZ) for enhancing the creative problem-solving skills of engineering students. Twelve TRIZ heuristics are considered. A repository of TRIZ educatinal materials (TRIZ Repository) is introduced. The outcomes of four studies from Australia, Hong Kong and New Zealand that embedded educational materials offered by the TRIZ Repository into existing courses are presented. This paper concludes that TRIZ heuristics are suitable for embedding into courses that require students to tackle open-ended problems. As demonstrated by the studies, even one class devoted to a TRIZ heuristic can statistically significantly enhance students' creative problem-solving self-efficacy. With the current globalisation and complexity of today’s business environment, there are increasing concerns on the role of business ethics. Using culture and religion as the determinants, this paper presents a cross-national study of attitudes toward business ethics among three countries: Australia, Singapore and Hong Kong. The results of this paper have shown the attitudes toward business ethics to be significantly different among the three countries. It was also found that respondents who practised their religion tend to consider themselves more ethically minded than those who do not. Additional findings on gender have also revealed significant differences between the males and females for respondents in Singapore and Australia. Midlife, beginning at 40 years and extending to 65 years, a range that encompasses the late reproductive to late menopausal stages, is a unique time in women's lives, when hormonal and physical changes are often accompanied by psychological and social evolution. Access to sexual health and sexual well-being (SHSW) services, which include the prevention and management of sexually transmitted infections, contraception and the support of sexual function, pleasure and safety, is important for the health of midlife women, their relationships and community cohesion. The objective was to use the socio-ecological model to synthesise the barriers and enablers to SHSW services for midlife women in high-income countries. A systematic review of the enablers and barriers to women (including trans-gender and non-binary people) aged 40–65 years accessing SHSW services in high-income countries was undertaken. Four databases (PubMed, PsycINFO, Web of Science and Google Scholar) were searched for peer-reviewed publications. Findings were thematically extracted and reported in a narrative synthesis. Eighty-one studies were included; a minority specifically set out to study SHSW care for midlife women. The key barriers that emerged were the intersecting disadvantage of under-served groups, poor knowledge, about SHSW, and SHSW services, among women and their healthcare professionals (HCPs), and the over-arching effect of stigma, social connections and psychological factors on access to care. Enablers included intergenerational learning, interdisciplinary and one-stop women-only services, integration of SHSW into other services, peer support programmes, representation of minoritised midlife women working in SHSW, local and free facilities and financial incentives to access services for under-served groups. Efforts are needed to enhance education about SHSW and related services among midlife women and their healthcare providers. This increased education should be leveraged to improve research, public health messaging, interventions, policy development and access to comprehensive services, especially for midlife women from underserved groups. This paper investigates e-collaboration impacts across organizations in Australia and Hong Kong. The two regions were selected because of diversity in geographical dispersion and cultural differences. A myriad of e-collaboration activities were included in the study. Data collected and analyzed from 73 organizations in Australia and 94 organizations in Hong Kong suggests that there are no significant differences in the level of electronic support for collaboration activities in both the regions. However, significant differences were detected in the perceived impacts of e-collaboration between the two study regions. Interestingly, there was high level of agreement on ranking of ecollaboration activities and perceived e-collaboration impacts in both the regions. High quality education programs are essential for preparing the next generation of Chinese medicine (CM) practitioners. Currently, training in CM occurs within differing health and education policy contexts. There has been little analysis of the factors influencing the form and status of CM education in different regions. Such a task is important for understanding how CM is evolving internationally and predicting future workforce characteristics. This paper compares the status of CM education in Australia and Hong Kong across a range of dimensions: historical and current positions in the national higher education system, regulatory context and relationship to the health system, and public and professional legitimacy. The analysis highlights the different ways in which CM education is developing in these settings, with Hong Kong providing somewhat greater access to clinical training opportunities for CM students. However, common trends and challenges shape CM education in both regions, including marginalisation from mainstream health professions, a small but established presence in universities, and an emphasis on biomedical research. Three factors stand out as significant for the evolution of CM education in Australia and Hong Kong and may have international implications: continuing biomedical dominance, increased competition between universities, and strengthened links with mainland China. Background: research in care home settings is often negatively focused, portraying life as sterile and devoid of meaningful experiences. Care homes have the potential to influence people's lives socially, physically and psychologically. It is important to understand what factors contribute to this.Objective: to conduct a systematic qualitative review of care home life and provide practical recommendations to enhance residents' quality of life.Methods: the following databases were searched: PsycINFO, Medline, Web of Science, EMBASE, Allied and Complementary Medicine Database and Cumulative Index to Nursing and Allied Health Literature. References from appropriate journals and individual articles were checked. Papers that fitted our selection criteria were selected. Two independent reviewers assessed methodological study quality. Thematic analysis and meta-ethnographic methods were adapted to synthesise findings.Results: thirty-one studies were identified. People in care homes voiced concerns about lack of autonomy and difficulty in forming appropriate relationships with others. Four key themes were identified: (i) acceptance and adaptation, (ii) connectedness with others, (iii) a homelike environment, (iv) caring practices.Conclusion: positive experiences in care homes can occur and are important for residents' quality of life. The review supports literature highlighting the need for relationship-centred approaches to care and emphasises the importance of understanding the resident's attitude towards living in care homes. The planning fallacy is at play in projects when optimism bias and/or strategic misrepresentation are present. We examine the cost performance of approximately US$ 6.5 billion worth of social infrastructure projects that were procured in Hong Kong and specifically the differences between their final accounts and the various types of estimates that were prepared prior to construction. We focus on the (honest) planning fallacy and hence aim to determine whether estimates are more optimistic than actual costs. Our data shows that 43% of projects incurred a cost underrun from their contract award. We therefore infer that at best 57% of projects may be explained by the presence of the planning fallacy. Based on our findings, we argue that optimism and pessimism bias coexist. Likewise, the planning fallacy and competing explanations can simultaneously account for cost deviations in social infrastructure projects. We submit that the prevalence of the planning fallacy has been exaggerated and hence provide an explanation as to why this has occurred. We finally suggest there is a need for additional empirical work to test the claim that the planning fallacy is the underlying cause of cost overruns and thus the best “theory” to explain “how projects work.” [ABSTRACT FROM AUTHOR]

Spatio-temporal data fusion refers to the technique of combining high temporal resolution from coarse satellite images and high spatial resolution from fine satellite images. However, data availability remains a major limitation in algorithm development. Existing spatio-temporal data fusion algorithms require at least one known image pair between the fine and coarse resolution image. However, data which come from two different satellite platforms do not necessarily have an overlap in their overpass times, hence restricting the application of spatio-temporal data fusion. In this paper, a new algorithm named Hopfield Neural Network SPatio-tempOral daTa fusion model (HNN-SPOT) is developed by utilizing the optimization concept in the Hopfield neural network (HNN) for spatio-temporal image fusion. The algorithm derives a synthesized fine resolution image from a coarse spatial resolution satellite image (similar to downscaling), with the use of one fine resolution image taken on an arbitrary date and one coarse image taken on a predicted date. The HNN-SPOT particularly addresses the problem when the fine resolution and coarse resolution images are acquired from different satellite overpass times over the same geographic extent. Both simulated datasets and real datasets over Hong Kong and Australia have been used in the evaluation of HNN-SPOT. Results showed that HNN-SPOT was comparable with an existing fusion algorithm, the spatial and temporal adaptive reflectance fusion model (STARFM). HNN-SPOT assumes consistent spatial structure for the target area between the date of data acquisition and the prediction date. Therefore, it is more applicable to geographical areas with little or no land cover change. It is shown that HNN-SPOT can produce accurate fusion results with >90% of correlation coefficient over consistent land covers. For areas that have undergone land cover changes, HNN-SPOT can still produce a prediction about the outlines and the tone of the features, if they are large enough to be recorded in the coarse resolution image at the prediction date. HNN-SPOT provides a relatively new approach in spatio-temporal data fusion, and further improvements can be made by modifying or adding new goals and constraints in its HNN architecture. Owing to its lower demand for data prerequisites, HNN-SPOT is expected to increase the applicability of fine-scale applications in remote sensing, such as environmental modeling and monitoring. The Personal Wellbeing Index (PWI) is being developed for the cross-cultural measurement of subjective wellbeing (SWB). This paper reports the findings of its utility with the Hong Kong Chinese and Australian populations. An item on affect, ‘satisfaction with own happiness’ was also investigated to determine whether it should be added to the index. Three-hundred and sixty participants (180 per country), with equal representation from groups aged 18–35, 35–64 and 65 years and above, were recruited from each country. The PWI demonstrated good psychometric performance in terms of its reliability, validity and sensitivity, which are comparable in both countries. The item ‘satisfaction with own happiness’ was found to contribute significantly to the scale’s psychometric performance in Australia but not in Hong Kong. Cultural differences in the perception of the concepts ‘satisfaction’ and ‘happiness’ were suggested as an explanation for this finding. The PWI data are also consistent with homeostasis theory, which proposes that each person’s SWB level is maintained within a limited positive range. For the Australian population, their mean SWB level fell within the established Western range of 70–80, on a scale from 0 to 100. The Hong Kong population, however, fell below this range. Cultural response bias was identified as a plausible explanation for the differences between the Hong Kong and Australian samples. [ABSTRACT FROM AUTHOR]

Background: Sugammadex reduces residual neuromuscular blockade after anaesthesia, potentially preventing postoperative pulmonary complications. However, definitive evidence is lacking. We therefore conducted a feasibility and pilot trial for a large randomised controlled trial of sugammadex, neostigmine, and postoperative pulmonary complications. Methods: Patients aged ≥40 years having elective or expedited abdominal or intrathoracic surgery were recruited in Australia and Hong Kong. Perioperative care was at the discretion of clinicians, except for the use of rocuronium and/or vecuronium for neuromuscular blockade and the randomised intervention (sugammadex or neostigmine) for reversal. Feasibility measurements included recruitment, crossover, acceptability, completeness, and workload. Trial coordinator feedback was systematically sought. Patient-reported quality of life was measured using the EQ-5D-5L score. The primary pilot outcome was the incidence of new pulmonary complications up to hospital discharge (or postoperative day 7 if still in hospital). Results: Among 150 eligible patients, 120 consented to participate (recruitment rate 80%, 95% confidence interval [CI] 73 to 86%). The randomised intervention was administered without crossover to 115 of 117 patients who received reversal (98%, 95% CI 94 to 100%). The protocol was acceptable or highly acceptable to the anaesthetist in 108 of 116 cases (93%, 95% CI 87 to 97%; missing = 4). Four patients of the 120 patients were lost to follow-up at 3 months (3.3%, 95% CI 0.9 to 8.3%). Case report forms were complete at 3 months for all remaining patients. The median time to complete trial processes was 3.5 h (range 2.5–4.5 h). Trial coordinators reported no barriers to trial processes. Patients were aged 64 (standard deviation 11) years, 70 (58%) were male and 50 (42%) were female, and planned surgeries were thoracic (23 [19%]), upper abdominal (41 [34%]), and lower abdominal (56 [47%]). The primary outcome was observed in 5 (8.5%) of the 59 sugammadex patients and 5 (8.2%) of the 61 neostigmine patients (odds ratio 1.02, 95% CI 0.28 to 3.67). Conclusions: A large international randomised controlled trial of sugammadex, neostigmine and postoperative pulmonary complications in adult patients having abdominal and intrathoracic surgery, including collection of cost-effectiveness evidence for Health Technology Appraisal, is feasible. This paper examines how individualism-collectivism, the core dimension of cultural variability, is reflected in the learning styles of accounting students in Australia, Hong Kong and Taiwan. Australia represents the Western individualistic culture, and Hong Kong and Taiwan represent the Chinese collectivistic culture. Using Kolb's model this study shows that the learning styles of accounting students from Hong Kong and Taiwan are more abstract and reflective, as well as less concrete and active. Their Australian counterparts are more concrete and active, as well as less abstract and reflective. While the former exhibit the assimilation style, the latter represent the accommodation style. Background: To more accurately quantify the potential impact of the neighbourhood environment on adults' physical activity (PA), it is important to compare environment-PA associations between periods of the day or week when adults are more versus less likely to be in their neighbourhood and utilise its PA resources. We examined whether, among adults from 10 countries, associations between objectively-assessed neighbourhood environment attributes and moderate-to-vigorous physical activity (MVPA) varied by time of the day and day of the week. The secondary aim was to examine whether such associations varied by employment status, gender and city. Methods: This cross-sectional study included 6,712 adults from 14 cities across 10 countries with ≥1 day of valid accelerometer-assessed MVPA and complete information on socio-demographic and objectively-assessed environmental characteristics within 0.5 and 1 km street-network buffers around the home. Accelerometer measures (MVPA min/h) were created for six time periods from early morning until late evening/night, for weekdays and weekend days separately. Associations were estimated using generalized additive mixed models. Results: Time of the day, day of week, gender and employment status were significant moderators of environment-MVPA associations. Land use mix was positively associated with MVPA in women who were employed and in men irrespective of their employment status. The positive associations between MVPA and net residential density, intersection density and land use mix were stronger in the mornings of weekdays and the afternoon/evening periods of both weekdays and weekend days. Associations between number of parks and MVPA were stronger in the mornings and afternoon/evenings irrespective of day of the week. Public transport density showed consistent positive associations with MVPA during weekends, while stronger effects on weekdays were observed in the morning and early evenings. Conclusions: This study suggests that space and time constraints in adults' daily activities are important factors that determine the impact of neighbourhood attributes on PA. Consideration of time-specific associations is important to better characterise the magnitude of the effects of the neighbourhood environment on PA. Future research will need to examine the contribution of built environment characteristics of areas surrounding other types of daily life centres (e.g., workplaces) to explaining adults' PA at specific times of the day. The United States faces a significant problem with access to oral health care, particularly for children. More than 50 countries have developed an alternative dental provider, a dental therapist, practicing in public, school-based programs, to address children's access to care. This delivery model has been demonstrated to improve access to care and oral health outcomes while providing quality care economically. We summarize elements of a recent major review of the global literature on the use of dental therapists, "A Review of the Global Literature on Dental Therapists: In the Context of the Movement to Add Dental Therapists to the Oral Health Workforce in the United States." We contrast the success of a school-based model of caring for children by dental therapists with that of the US model of dentists providing care for children in private practices. The article discusses the Animal Protection Law of China. It examines the animal cruelty defined by the courts in Great Britain, Australia and Hong Kong, China and reflects the problems which rely on anti-cruelty laws for protecting animals from harm. It offers information that the China's draft law has abandoned the inclusion of a duty of care towards animals and prohibits only overt animal cruelty, and emphasizes to include statutory duty of care for effective protection of animals in China.

This study explores the attitudes towards inclusive education of pre-service teachers in teacher training institutions in four different countries: Australia, Canada, Hong Kong, and Singapore. Using the Attitudes Towards Inclusive Education Scale (Wilczenski, 1995) and a series of demographic variables, this study concludes that pre-service teachers' attitudes towards inclusive education differ between countries across three factors which have been labeled academic and physical, social, and behavioral. Pre-service teachers in this sample are most positive about including students with social concerns. An examination of the items in this factor revealed that these issues, such as shyness, would rarely require immediate intervention and large amounts of extra time and effort on the part of the teacher in the same way that the behavior factor would, which rated low in terms of positive attitudes internationally. Demographic variables which can be emphasized by teacher training institutions such as close contact with a person with a disability, training, teaching experience, knowledge of policy and law, and confidence levels, all had a significant impact on attitudes. This paper argues that teacher training institutions should consider for inclusion in their programs practical experiences with inclusive education in positive and supportive environments, opportunities for students to experience success and reflection, and academic content regarding knowledge of policy and law relating to inclusive education. ACADEMIC EMERGENCY MEDICINE 2011; 18:1358-1370 © 2011 by the Society for Academic Emergency Medicine Abstract The maturation of emergency medicine (EM) as a specialty has coincided with dramatic increases in emergency department (ED) visit rates, both in the United States and around the world. ED crowding has become a public health problem where periodic supply and demand mismatches in ED and hospital resources cause long waiting times and delays in critical treatments. ED crowding has been associated with several negative clinical outcomes, including higher complication rates and mortality. This article describes emergency care systems and the extent of crowding across 15 countries outside of the United States: Australia, Canada, Denmark, Finland, France, Germany, Hong Kong, India, Iran, Italy, The Netherlands, Saudi Arabia, Catalonia (Spain), Sweden, and the United Kingdom. The authors are local emergency care leaders with knowledge of emergency care in their particular countries. Where available, data are provided about visit patterns in each country; however, for many of these countries, no national data are available on ED visits rates or crowding. For most of the countries included, there is both objective evidence of increases in ED visit rates and ED crowding and also subjective assessments of trends toward higher crowding in the ED. ED crowding appears to be worsening in many countries despite the presence of universal health coverage. Scandinavian countries with robust systems to manage acute care outside the ED do not report crowding is a major problem. The main cause for crowding identified by many authors is the boarding of admitted patients, similar to the United States. Many hospitals in these countries have implemented operational interventions to mitigate crowding in the ED, and some countries have imposed strict limits on ED length of stay (LOS), while others have no clear plan to mitigate crowding. An understanding of the causes and potential solutions implemented in these countries can provide a lens into how to mitigate ED crowding in the United States through health policy interventions and hospital operational changes. Individuals have to disclose personal information in order to utilize the manifold options of the Internet. Online users frequently trade data for benefits (privacy calculus). Trust in both the Internet and the vendor has been identified as an important antecedent to disclosing personal information online. The authors introduce the perceived risk of disclosing specific data types as an additional factor in the field of study. The results from a survey in three countries (Austria, Australia, and Hong Kong) show that the perceived risk of disclosing personal information is a stronger stimulus for the intention to provide personal information than having trust in the Internet or in the online vendor. Several significant differences are found in the relationships between the perceived risk of disclosing personal information, trust, and the willingness to disclose personal information. With the rapid expansion of the transnational education market, more and more universities join the ranks of transnational education providers or expand their transnational education offerings. Many of those providers regard fully-online provision of their programs as an economic alternative to face-to-face teaching. Do transnational students accept this model as a viable and effective educational alternative? A recent research study investigated students' attitudes towards fully-online provision of computing education programs in one of the most important Australian transnational education markets: Hong Kong. Of interest were students' perceptions about the suitability of fully-online mode of teaching and learning with respect to computing studies, and their views on the importance of face-to-face interaction in their programs. Students from three transnational computing programs, offered in Hong Kong by Australian universities in co-operation with Hong Kong partners, participated in the study; the programs are delivered in face-to-face sessions and rely on the Internet for support and communication (unit Web sites, bulletin boards, email, etc.). The rationale behind the choice of locale and participants for the study was threefold: first, Hong Kong is one of the largest Australian transnational education markets (hence, the results of the study would be of importance); second, it is a well-developed territory where English is commonly spoken (hence, participants would not be biased towards online education because of lack of suitable technological infrastructure or inadequate linguistic skills); and thirdly, computing students were technology savvy and, therefore, would not be biased in their views of online education because of technophobia. Approximately three hundred students participated in the study, which was based on analysis of data collected though a survey and group interviews with students. Results from the survey revealed that students did not regard fully-online provision of transnational programs as a preferred alternative to the current model -- that is one that is based on face-to- face communication and uses the Internet for support. Their opposition was pronounced and ranged from total rejection of fully-online provision in one of the programs (100% of students against the idea), to marginal support of fully-online provision from students in the other two programs (9% and 13% respectively). Students repeatedly stated the importance of face-to-face communication as the most important reason for preferring the current program model. The subsequent group interviews with students sought to explore further the reasons behind the students' views. Students again responded in favor of the current model of the programs reiterating the importance of face-to-face interaction. They regarded face-to-face communication as more conducive to the learning process, affording better opportunity to sharing knowledge and asking for help, "easier" and more interactive, and more compatible with the needs of Hong Kong students. However, the respondents acknowledged the usefulness of the Internet as a means for providing course material, facilitating submission of assignments, and enabling communication with lecturers outside classes. The findings of the study endorse the current trends of Australian transnational education in South East Asia and support the prediction that Web-supported face-to-face delivery is likely to continue as a principal model of transnational tertiary education programs. Background: Influenza and pneumococcal vaccine uptake in the older population aged 65 years or over of Hong Kong dramatically increased since the 2003 SARS outbreak. This study is aimed to evaluate the impact of increased coverage of influenza and pneumococcal vaccines by comparing the change of disease burden in the older population of Hong Kong, with the burden in the older population of Brisbane with relatively high vaccine coverage in the past fifteen years.Methods: Time series segmented regression models were applied to weekly numbers of cause-specific mortality or hospitalization of Hong Kong and Brisbane. Annual excess rates of mortality or hospitalization associated with influenza in the older population were estimated for the pre-SARS (reference period), post-SARS and post-pandemic period, respectively. The rate ratios (RRs) between these periods were also calculated to assess the relative change of disease burden.Results: Compared to the pre-SARS period, excess rates of mortality associated with influenza during the post-SARS period in Hong Kong decreased for cardiorespiratory diseases (RR = 0.90, 95% CI 0.80, 1.01), stroke (RR = 0.74, 95% CI 0.50, 1.09), and ischemic heart diseases (RR = 0.45, 95% CI 0.34, 0.58). The corresponding RRs in Brisbane were 0.79 (95% CI 0.54, 1.15), 0.33 (0.13, 0.80), and 1.09 (0.62, 1.90), respectively. Only the mortality of ischemic heart diseases showed a greater reduction in Hong Kong than in Brisbane. During the post-pandemic period, excess rates of all-cause mortality increased in Hong Kong, but to a lesser extent than in Brisbane (RR = 1.41 vs 2.39).Conclusion: A relative decrease (or less of an increase) of influenza disease burden was observed in the older population of Hong Kong after increased coverage of influenza and pneumococcal vaccines in this population, as compared to those of Brisbane where vaccination rates remained stable. Background: Malnutrition is frequent in patients with cancer, particularly those in advanced stages of the disease. The aim of the present study was to test the feasibility of a family-centred nutritional intervention, based on the Family Systems theory and past research. Methods: This was a single-arm trial assessing feasibility (eligibility, recruitment and retention rates); acceptability by patients, family caregivers and health professionals; intervention fidelity, and energy/protein intake (in one site only). Two sites were involved; one each in Australia (AUS) and Hong Kong (HK), with one site delivering the intervention to oncology patients receiving curative treatments in the hospital, and the other to advanced cancer patients in the home. Results: The sample included 53 patients (23 from AUS and 30 from HK), 22 caregivers (3 from AUS and 19 from HK) and 30 health professionals (20 from AUS and 10 from HK). Recruitment was difficult in the acute inpatient oncology care setting (AUS) and feasibility criteria were not met. Sufficient recruitment took place in the home care setting with advanced cancer patients in HK. Patients, family members and health professionals found the intervention helpful and acceptable, and patients and families indicated they would take part in the future in a similar study. Energy and protein intake improved from baseline to end of intervention (mean 22 kcal/kg/day to 26 and 0.9 g/kg/day to 1.0 respectively). Conclusion: The new intervention is feasible in a home setting when delivered to patients with advanced cancer, acceptable to patients and families, and has the potential to improve nutritional status in patients. Background: Relationships between several built environment factors and physical activity and walking behavior are well established, but internationally-comparable built environment measures are lacking. The Microscale Audit of Pedestrian Streetscapes (MAPS)-Global is an observational measure of detailed streetscape features relevant to physical activity that was developed for international use. This study examined the inter-observer reliability of the instrument in five countries. Methods: MAPS-Global was developed by compiling concepts and items from eight environmental measures relevant to walking and bicycling. Inter-rater reliability data were collected in neighborhoods selected to vary on geographic information system (GIS)-derived macro-level walkability in five countries (Australia, Belgium, Brazil, Hong Kong-China, and Spain). MAPS-Global assessments (n = 325) were completed in person along a ≥ 0.25 mile route from a residence toward a non-residential destination, and a commercial block was also rated for each residence (n = 82). Two raters in each country rated each route independently. A tiered scoring system was created that summarized items at multiple levels of aggregation, and positive and negative valence scores were created based on the expected effect on physical activity. The intraclass correlation coefficient (ICC) was computed for scales and selected items using one-way random models. Results: Overall, 86.6% of individual items and single item indicators showed excellent agreement (ICC ≥ 0.75), and 13.4% showed good agreement (ICC = 0.60–0.74). All subscales and overall summary scores showed excellent agreement. Six of 123 items were too rare to compute the ICC. The median ICC for items and scales was 0.92 with a range of 0.50–1.0. Aesthetics and social characteristics showed lower ICCs than other sub-scales, but reliabilities were still in the excellent range (ICC ≥ 0.75). Conclusion: Evaluation of inter-observer reliability of MAPS-Global across five countries indicated all items and scales had “good” or “excellent” reliability. The results demonstrate that trained observers from multiple countries were able to reliably conduct observations of both residential and commercial areas with the new MAPS-Global instrument. Next steps are to evaluate construct validity in relation to physical activity in multiple countries and gain experience with using MAPS-Global for research and practice applications.
