Doctoral students are highly important in university—firm relationships, since they are significant producers of knowledge in collaborative research projects, they are an important channel for knowledge transfer between universities and firms, and are vital in network configurations between firms and universities. An increasing number of doctoral students interact with firms, but we know relatively little about the experiences of these students or how collaboration influences their training, research and subsequent careers. With this in mind, this paper presents a literature review of (1) theoretical assumptions concerning the roles doctoral students are expected to fulfill in university–industry relationships, and (2) empirical research of doctoral students’ interaction experience and outcomes of doctoral student-industry interaction. Globalization and the revolution in technological communications are major forces of change in higher education. This environment, when coupled with the needs of adult learners and the rising costs of tuition at traditional colleges and universities, has stimulated the emergence of for-profit, degree-granting higher education in the United States. This paper examines the growth of for-profit higher education, provides a cost/profit analysis, and gives examples of for-profit universities that are increasing international in scope. This paper posits a classification of tertiary education institutions into four tiers: world research universities, selecting universities, recruiting universities, and vocational institutes. The distinguishing characteristic of world research universities is their research strength, the distinguishing characteristic of selecting universities is their strong student demand, the distinguishing characteristic of recruiting universities is their lower student demand, and the distinguishing characteristic of vocational institutes is their predominance of vocational programs. Yet there is one general characteristic that underlies the whole classification: positional value. This paper investigates how differences in resource endowments of universities shape variation in their response to regulatory pressures. Earlier research on higher education institutions tends to conceive regulatory rules as the primary basis of action and does not attend to differences in the salient characteristics of universities. This paper is based on the premise that satisfying regulatory demands requires resources that are compatible with these demands, making resource endowments of universities a potentially significant source of variation in their responses to regulatory pressures. We empirically investigate the relationship between human resource characteristics of economics, management, and political science departments of Turkish universities and how these departments responded to the intensifying regulatory pressure to publish more in indexed journals. Findings reveal that departments which predominantly employ researchers trained in North American universities published significantly more in indexed journals between 2000 and 2008. These departments are better endowed with respect to resources that are necessary for publishing in indexed journals, most importantly knowledge of theory, methodology, and style sought by indexed journals. The paper shows that attending to differences in resource endowments of universities as well as regulatory goals and tools facilitates understanding of how regulation-driven processes unfold. This paper analyses the relationships among life goals, job prospects and fields of study for a sample of young European higher education graduates. The results show that there is a characteristic pattern for each field of study with regard to the variables used. Graduates in a given field have similar life goals and job prospects, as well as a similar educational and social background, irrespective of cultural and labour market differences associated with their country of residence. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. The paper explores international comparisons of the extent of commonality or diversity in the main national external quality assurance frameworks for higher education. It has been suggested, from an European survey, that there are common features in national quality assurance frameworks (van Vught and Westerheijden (Quality Management and Quality Assurance in European Higher Education: Methods and Mechanisms) 1993; Luxembourg, Commission of the European Communities, Education Training Youth). The paper extends the survey, tapping other comparative reports. These comparisons show that a `general model' of external quality assurance does not universally apply, but that most elements of it do apply in most countries. We conclude that the `general model' provides a starting point from which to map deviations. In each country, there may be specific additions of elements or omissions from the model, but more usually there are modifications or extensions of elements. These variations are determined by practicalities, the size of the higher education sector, the rigidity/flexibility of the legal expression of quality assurance (or the absence of enshrinement in law), and the stage of development from state control of the sector. Some additions to the `general model' are suggested. The paper also considers efforts to produce an international scheme for external quality assurance of higher education, and the applicability of the `general model' to the transfer of quality assurance frameworks from country to country. This paper offers an emerging interpretive framework for understanding the active role instructional designers play in the transformation of learning systems in higher education. A 3-year study of instructional designers in Canadian universities revealed how, through reflexive critical practice, designers are active, moral, political, and influential in activating change at interpersonal, professional, institutional and societal levels. Through narrative inquiry the voices of designers reflect the scope of agency, community and relational practice in which they regularly engage with faculty in institutions of higher learning. Methodological diversity has enriched higher education research. One area about which little is known is the dynamics of multi-investigator multi-institutional projects. This paper examines what happens inside a large-scale, team-based research project with an emphasis on decision points related to methodology and reporting results. Systematically reflecting on the tensions that emerged during one effort can give license to other investigators to openly discuss and manage more productively the decisions and struggles in their research and avoid pitfalls that could compromise the research endeavor. As university teachers we find ourselves grappling with the increasingly diverse legacies of students' prior pedagogic experiences – some of which seem to work against the quality intellectual outcomes now demanded from higher education. In this context, this paper reports a descriptive study of pedagogy created for Chinese students in a mainstream Australian secondary school with a high level of tertiary entry. An influential literature on student learning in higher education has pointed to the constraining effects of both Western and Chinese secondary schooling on university students' learning. In the case of Chinese students who enter Western universities from Western secondary schools, the picture is complicated by research indicating that students of English as a Second Language (ESL) receive even more constraining forms of pedagogy than their native-English-speaking peers. A framework of Bernsteinian sociological concepts and discourse analytic concepts was employed in the study reported here to explore this possibility. Implications are drawn for managing the transition of ESL students to university contexts, and for reflecting on our own responses to linguistic and cultural diversity in the tutorial room. The European Tertiary Education Register (ETER) is the reference dataset on European Higher Education Institutions (HEIs). ETER provides data on nearly 3,500 HEIs in about 40 European countries, including descriptive information, geographical information, students and graduates (with various breakdowns), revenues and expenditures, personnel, and research activities; as of March 2023, data cover the years from 2011–2020. ETER complies with OECD-UNESCO-EUROSTAT standards for educational statistics; most data are collected from National Statistical Authorities (NSAs) or ministries of participating countries and are subject to extensive checks and harmonization. The development of ETER has been funded by the European Commission and is part of the current efforts to establish a European Higher Education Sector Observatory; it is closely connected to the establishment of a broader data infrastructure in the field of science and innovation studies (RISIS). The educational history of the Sultanate of Oman has undergone rapid development. In 1970, there were three primary schools. Today, there is universal education, with modern public and private institutions. In 1985, the first teacher education institutions offered a diploma programme. In 1994, six Colleges of Education, offering a degree, were established. Recently, the Directorate General-Colleges of Education, Ministry of Higher Education, introduced a quality assurance process in these colleges based on self-assessment, external review, feedback, and monitored change. This article describes efforts from the mid-1990s in South Africa to reshape higher education curricula, and the responses of universities to a series of policy initiatives concerned with higher education curriculum reform. Pressures of globalisation and the local challenges of reconstruction and development formed the context in which higher education curriculum restructuring occurred. Two discourses, a credit-accumulation-and-transfer discourse and a disciplinary discourse, have shaped education policy making in South Africa since the mid-1990s, particularly in higher education. Policy initiatives to re-shape higher education curricula are discussed, as well as the ways in which science and humanities faculties at universities have responded to these initiatives. A typology of different curriculum forms is presented which suggests that in spite of the influence of the credit exchange discourse in policy documents, undergraduate curricula continue to be presented on a largely disciplinary basis. This article quantifies the contribution of pre-treatment dynamic selection to the relationship between fertility timing and postsecondary attainment, after controlling for a rich set of predetermined characteristics. Eventual mothers and nonmothers are matched using their predicted birth hazard rate, which shares the desirable properties of a propensity score but in a multivalued treatment setting. I find that eventual mothers and matched nonmothers enter college at the same rate, but their educational paths diverge well before the former become pregnant. This pre-pregnancy divergence creates substantial differences in ultimate educational attainment that cannot possibly be due to the childbirth itself. Controls for predetermined characteristics and fixed effects do not address this form of dynamic selection bias. Despite ongoing debates about their uses and validity, university rankings are a popular means to compare institutions within a country and around the world. Anchoring theory suggests that these rankings may influence assessments of institutional reputation, and this effect may be particularly strong when a new rankings system is introduced. We test this possibility by examining data from the first 3 years of the Times Higher Education Supplement ( THES) world university rankings. Consistent with an anchoring hypothesis, the initial THES rankings influenced peer assessments of reputation in subsequent surveys, but second-year rankings were not related to changes in reputation in the third year. Furthermore, as expected, early peer assessment ratings were not associated with changes in future rankings. These findings provide strong evidence for an anchoring effect on assessments of institutional reputation. This study examines the female postsecondary advantage in matriculation among Hispanic and white youth with the goal of exploring whether social capital, in addition to academic performance and orientation, function similarly to help explain females’ higher likelihood of college attendance for each group. Utilizing data from the Texas Higher Education Opportunity Project (THEOP), results indicate that girls’ higher academic performance in high school is an important factor behind their subsequent gender advantage in 4-year college attendance, particularly for Hispanic students. Additionally, compared to their co-ethnic male peers, Hispanic and white girls have greater levels of social capital, such as more academically-focused friendship groups in high school, that are associated with higher rates of college attendance. However, girls’ greater frequency of discussion with high school counselors about college appears to contribute to the female advantage in matriculation only for Hispanic students. For both groups, the analyses suggest that all of the factors considered explain substantially less of the female advantage in 2-year college matriculation than they do for the female advantage in 4-year matriculation. In general, the results underscore the need for more research considering the complex processes through which gender and race/ethnicity intersect in shaping individuals’ paths to college. State support of public higher education has rapidly declined relative to total state spending. Much of this decline in support is due to the rapid growth in spending on such things as Medicaid. However, relative support of public higher education varies significantly between states. This study applies Tandberg’s () fiscal policy framework created to explain state support of public higher education in order to evaluate the relationship between various factors and states’ relative support of higher education. While Tandberg’s fiscal policy framework accounts for traditional economic and demographic factors in explaining state support for higher education, it also draws attention to political influences as well including the impact of state-level interest groups. Using cross-sectional time-series analysis these relationships are explored over a 19-year period. The findings provide evidence of the significant impact of interest groups and politics on state fiscal policy in regard to higher education. [ABSTRACT FROM AUTHOR]

This study examines how state merit-based scholarships individually and simultaneously with prepaid tuition plans influence the interstate migration of college-bound freshmen. State freshman migration percentages were examined over a 10-year period. Results of an interrupted time-series model suggested that students generally respond to merit-based tuition aid in accordance with our initial prediction based on factors influencing student choice in attending postsecondary institutions. More specifically, many students choose to attend an in-state college in order to be eligible for state merit-based scholarships. Moreover, for home states that adopted both merit-based scholarships and prepaid tuition contracts, student out-migration was further reduced over time. [ABSTRACT FROM AUTHOR]

As part of the ongoing enhancement and assurance of quality in the UK higher education sector, universities have been required by the Higher Education Funding Council of England to prepare learning and teaching strategies since 1999. As part of an institutional strategy development process, an investigation of currently available strategies was carried out. The research reported here uses a critical discourse approach to analyse a sample of UK learning and teaching strategies. The results show a set of highly impersonalized texts, where staff are largely absent and students are objectified. Such findings raise questions about whether the learning and teaching strategy discourse disengages the very people who ‘make and shape’ policy, thus inhibiting institutional enhancement of learning and teaching practices. Expansion trends of higher education systems involve the planned growth of new universities, frequently stratified lower than established ones in academic breadth and excellence as well as in the socio-demographic origins of their students. The persistence of this internal stratification of the university system subsequent to its expansion remains a controversial issue. Between the early and mid-1990s the Israeli Council for Higher Education has expanded the three ‘‘target’’ universities, aimed at peripheral or specific sectors. Compared to the three established elitist institutions, these universities have concentrated on the liberal arts and attracted students of lower social origins. The present study examines the stratification of students into elitist and target universities a few years after this particular expansion policy was abandoned in favor of college accreditation. Though the overall growth rate of university freshmen since 1995 has subsequently declined, the relative share of the target universities is still steadily growing. Our analysis of data from a 1999 national survey of freshmen in all six universities reveals that students of the target universities still tend to originate from lower status groups and ethnic minorities regardless of academic ability. Furthermore, their general study motivations, particular study considerations, and institutional choice orientations are more practical and vocationally oriented than those of students in the elitist universities. It therefore seems that expansion policies of university systems should not overlook their long-term consequences for the stratification of universities and their students. [ABSTRACT FROM AUTHOR]

The aim of this article is to shed light on some aspects of professional responsibility by investigating students’ visions of future work and notions of professional responsibility. The data is based on interviews with samples of freshmen in three educational programmes at the University of Oslo in Norway. The data has been analysed in relation to two thesis claimed by Steven Brint: “The rise of a utilitarian ethos” in higher education and the movement from “social trustee professionalism” to “expert professionalism”. The findings show that the students in our sample do not think of higher education primarily as a means to get credentials that will be useful in the labour marked. An intellectual interest in the discipline is the most prevalent reason for the students’ educational choices. Furthermore our findings support an orientation towards “expert professionalism” rather than “social trustee professionalism”. But, embedded in the perspective of an expert there is an emphasis on ethical knowledge, moral and/or societal responsibility and the wish to do good for others. However, the students’ sense of responsibility seems to be restricted to certain “localism” of their specific occupation. Based on the findings we argue that the students reveal a moral awareness that should be taken seriously by the educational institution in order to foster critical rationality and professional commitments. As part of the impetus to increase and widen participation in the UK, and in Scotland in particular, there has been considerable effort put into creating links between Further Education Colleges (FECs) and Higher Education Institutions (HEIs). However, because no unique identifier is used to track students between the two sectors, little is known in quantitative terms of the nature of this progression. In this article using substantial datasets, and an approach known as Probability Matching, we are able to provide novel data on the proportions of Scottish domiciled former FEC students within Scottish HEIs, and are able to compare the characteristics of this subset of all students with the whole cohort within HE in a given year, 1999–2000. The relation between teaching and research is a defining feature of a modern university and of academic identity. Many universities claim a close relation between the two as well as a strong critical orientation. Yet the gap between claims and practice in higher education appears to be widening as government and institutional policies increasingly treat research and teaching as separate entities. Studies of the relation reflect these events. Such studies are not only contradictory but point to an increasing gap between research and teaching. What is missing in this complex and contradictory literature surrounding the research/ teaching relation is an understanding of the relation in its local and historical context - a conceptual archaeology. Using a case study, we trace the development of teaching and research at the University of Canterbury (Christchurch, New Zealand) over time. We explore founding discourses, colonial imperatives, Humboldts legacy, the influence of philosopher Karl Popper and more recent events such as national audit and a new tertiary education strategy. The article draws on two research projects to explore the implications of policy change in the UK for academic identities within a predominantly communitarian theoretical perspective. It focuses on biological scientists and science policies. It examines the impacts of changes upon the dynamic between individuals, disciplines and universities within which academic identities are formed and sustained and upon individual and collective values central to academic identity, namely the primacy of the discipline in academic working lives and academic autonomy. Challenges to these have been strong but they have retained much of their normative power, even if the meaning of academic autonomy has changed. Communitarian theories of academic identity may need to be modified in the contemporary environment but they do not need to be abandoned. [ABSTRACT FROM AUTHOR]
