Adaptation is now firmly embedded in the societal discourse regarding the management of climate risk. In this discourse, adaptation planning and implementation at the local level are seen as particularly important for developing robust responses to climate change. However, it is not clear whether the mantra that adaptation is local holds true given the multi-level nature of climate risk governance. Using a multi-method approach, this paper examines the extent to which adaptation should be framed as a local issue and, specifically, the role of local government in adaptation relative to other actors. In so doing, the paper first explores the extent to which the local framing of adaptation is embedded in the international adaptation literature. This is followed by a specific case study from Southeast Queensland, Australia, which focuses on the critical examination of the processes of responsibility shifting and taking among actors involved in coastal adaptation planning. Results indicate the assumption that adaptation is local remains widely held in adaptation science, although counter arguments can be readily identified. Interviews with adaptation actors revealed unclear divisions of responsibility for climate change adaptation as a significant constraint on actors’ willingness to implement adaptation. Furthermore, attributing responsibility for adaptation to local actors might not necessarily be a robust strategy, due to the existence of particularly strong constraints and value conflicts at local levels of governance. Greater appreciation by researchers and practitioners for the interactions between local actors and those at higher levels of governance in shaping response capacity may contribute to more equitable and effective allocations of responsibilities for adaptation action. Abstract: This paper provides an evidence-based contribution to understanding processes of climate change adaptation in water governance systems in the Netherlands, Australia and South Africa. It builds upon the work of Ostrom on institutional design principles for local common pool resources systems. We argue that for dealing with complexities and uncertainties related to climate change impacts (e.g. increased frequency and intensity of floods or droughts) additional or adjusted institutional design propositions are necessary that facilitate learning processes. This is especially the case for dealing with complex, cross-boundary and large-scale resource systems, such as river basins and delta areas in the Netherlands and South Africa or groundwater systems in Western Australia. In this paper we provide empirical support for a set of eight refined and extended institutional design propositions for the governance of adaptation to climate change in the water sector. Together they capture structural, agency and learning dimensions of the adaptation challenge and they provide a strong initial framework to explore key institutional issues in the governance of adaptation to climate change. These institutional design propositions support a “management as learning” approach to dealing with complexity and uncertainty. They do not specify blueprints, but encourage adaptation tuned to the specific features of local geography, ecology, economies and cultures. [Copyright &y& Elsevier]

• Direct and indirect effects of sectors on net energy consumption are analysed. • Level effect is identified as the major driver for increasing energy consumption. • Manufacturing has the largest energy consumption reduction potential. • How to decrease net energy consumption has been offered to policy-makers. This paper provides a comprehensive analysis of Australian net energy consumption between 2004–05 and 2014–15. Results from environmentally-extended input-output (EEIO) analysis show that the Transport sector has the largest direct effect on net energy consumption in industrial sectors, which decreased by about 35% for net energy consumption per million $AUD in the period. The Export sector has the largest direct net energy consumption while Households consumption results in the largest net energy consumption embodied in different categories of Final demand. The structural decomposition analysis (SDA) decomposes the change of net energy consumption into five drivers, in which net energy intensity mainly reduces Australian net energy consumption by about 8000 Petajoules, while the level effect of Final demand increases it by about 10,000 Petajoules. Analysis of forward and backward linkages highlights the Manufacturing sector as the key industrial sector with the largest energy consumption reduction potential via minor changes in its input and Final demand. This indicates that more attention should be given to the reduction of energy demand from the consumption patterns of Households consumption, the improvement of energy intensity, and the application of cleaner technologies in the Transport and Manufacturing sectors. The Australian Environmental-Economic Accounts is combined with Australian input-output tables to construct the EEIO tables for net energy consumption. The combination of economic and environmental data sets provides a depth of understanding their potential to inform environmental policy decisions. The novelty of the research is the combination of economic and energy data sets, the application of EEIO model, the implementation of the additive SDA method, and the use of forward and backward linkages for the Australian energy system. Abstract: In the first paper in this series [Nelson, R., Kokic, P., Crimp, S., Martin, P., Meinke, H., Howden, S.M. (2010, this issue)], we concluded that hazard/impact modelling needs to be integrated with holistic measures of adaptive capacity in order to provide policy-relevant insights into the multiple and emergent dimensions of vulnerability. In this paper, we combine hazard/impact modelling with an holistic measure of adaptive capacity to analyse the vulnerability of Australian rural communities to climate variability and change. Bioeconomic modelling was used to model the exposure and sensitivity of Australian rural communities to climate variability and change. Rural livelihoods analysis was used as a conceptual framework to construct a composite index of adaptive capacity using farm survey data. We then show how this integrated measure of vulnerability provides policy-relevant insights into the constraints and options for building adaptive capacity in rural communities. In the process, we show that relying on hazard/impact modelling alone can lead to entirely erroneous conclusions about the vulnerability of rural communities, with potential to significantly misdirect policy intervention. We provide a preliminary assessment of which Australian rural communities are vulnerable to climate variability and change, and reveal a complex set of interacting environmental, economic and social factors contributing to vulnerability. Abstract: This paper reviews the development of ecological economics in Australia and New Zealand since its beginnings in the late 1970s. A historical account is presented that focuses particularly on the activities of the Australia New Zealand Society for Ecological Economics and key ecological economics research activities. Achievements of ecological economics in Australia and New Zealand are assessed, using a range of quantitative and qualitative data. The main areas of expertise developed by Australian and New Zealand ecological economists were found to be: theoretical foundations and visions for ecological economics; biodiversity and resilience; input–output analysis; heterodox valuation approaches; analysis of economy–environment interactions; sustainability indicators; sustainable agriculture, fisheries and oceans; and energy/thermodynamics. Both countries are ranked at the top (or near the top) of the world rankings in terms of per capita ISEE membership and publication rates in Ecological Economics. A defining feature of ecological economics in Australia and New Zealand has also been its practical and problem-solving focus and the level of end-user engagement. The paper concludes by discussing the challenges that face the future development of ecological economics in Australia and New Zealand. [Copyright &y& Elsevier]

Payments for Ecosystem Services (PES) are seen by many as one of the defining projects of a more neoliberalised approach to environmental governance. In practice, however, many PES schemes are hybrid constructions, depending on a mix of market and non-market policy instruments and the involvement of state as well as non-state actors to achieve changes in environmental practice on the ground. In this paper we provide insights into how and why hybrid forms of governance enable PES schemes to be workable in practice, and the implications of these arrangements for the neoliberalisation of rural environments and subjects. Focussing on the hybrid governance strategies of institutional blending and contextual adaptation, we examine two PES schemes in the State of Queensland, Australia. Conserving native vegetation and protecting the Great Barrier Reef respectively, these programmes have used PES as part of a suite of initiatives to achieve improvements in the environmental practices of beef producers. Our analysis reveals that institutional blending and contextual adaptation were crucial in building trust between landholders, farming organisations and those agencies responsible for delivering schemes; enabling the alignment of PES with existing mechanisms of governing, such as regulation and extension; meeting the outcomes required by government funding agencies, often in a short timeframe; improving the targeting of specific land types or landholders; improving the quantity and quality of funding applications; and overcoming fears about perceived threats to private property rights. While these strategies were important in making each PES scheme workable, the use of non-market instruments of regulation and extension compromised the application of neoliberal policy prescriptions to rural environments . Abstract: Public scepticism surrounding climate change is an obstacle for implementing climate change mitigation measures in many countries. However, very little is known about: (1) the nature and sources of climate change scepticism; and (2) its influence on preferences for climate change mitigation policies. In this paper, we investigate these two issues using evidence and analysis from an Australian public survey and choice experiment. The study has three key findings. First, the intensity of scepticism varies depending on its type; we observed little scepticism over the cause, trend and impact of climate change and widespread scepticism over the effectiveness of mitigation measures and global co-operation. Second, cause and mitigation scepticism play significant roles in determining public support for climate change abatement. Respondents who believed in human-induced climate change were significantly more supportive of mitigation. Likewise, respondents who believed that mitigation would be successful in slowing down climate change were significantly more likely to be supportive. Third, the general public tend to give the benefit of the doubt to supporting mitigation. Those who expressed higher uncertainty about climate outcomes were more supportive of mitigation than others with similar expectations but lower uncertainty. [Copyright &y& Elsevier]
