As a trending mobility choice, e-scooters have become popular in many cities. A number of authorities have initiated shared e-scooter trial schemes to assess the feasibility of the vehicles prior to enacting official legalisation. This paper aims to provide an evidence review of shared e-scooters and investigate how existing evidence may inform long-term policies. This carries significant relevance for jurisdictions that are in a conflicting position with e-scooters, such as New South Wales (NSW), Australia whose context motivates this study. The evidence review focuses on three themes derived from experience with shared e-scooters within the broader micromobility landscape, namely: safety; where shared e-scooters fit into the modal landscape; and the environmental impacts. Findings confirm that ensuring the safety of shared e-scooters requires complex solutions, which may include a clear regulatory framework for e-scooters, safety education and skill training, innovative data collection and analysis methods, and an approach to safety management that is user-based, location-based, and time-based. In terms of modal fit policymakers should encourage first and last-mile combinations with public transport, with consideration of user characteristics; while climate impact is strongly correlated to the mode replaced by e-scooter trips. Supporters of hydrogen energy urge scaling up technology and reducing costs for competitiveness. This paper explores how hydrogen energy technologies (HET) are perceived by Australia's general population and considers the way members of the public imagine their role in the implementation of hydrogen energy now and into the future. The study combines a nationally representative survey (n = 403) and semi-structured interviews (n = 30). Results show age and gender relationships with self-reported hydrogen knowledge. Half of the participants obtained hydrogen information from televised media. Strong support was observed for renewable hydrogen, while coal (26%) and natural gas (41%) versions had less backing. Participants sought more safety-related information (41% expressed concern). Most felt uncertain about influencing hydrogen decisions and did not necessarily recognise they had agency beyond their front fence. Significant advances have been made in artificial intelligence technology in recent years. Many health care applications have been investigated to assist clinicians and the technology is close to being integrated into routine clinical practice. The high prevalence of cardiac disease in Australia places overwhelming demands on the existing health care system, challenging its capacity to provide quality patient care. Artificial intelligence has emerged as a promising solution. This discussion paper provides an Australian perspective on the current state of artificial intelligence in cardiology, including the benefits and challenges of implementation. This paper highlights some current artificial intelligence applications in cardiology, while also detailing challenges such as data privacy, ethical considerations, and integration within existing health infrastructures. Overall, this paper aims to provide insights into the potential benefits of artificial intelligence in cardiology, while also acknowledging the barriers that need to be addressed to ensure safe and effective implementation into an Australian health system. Hydrogen supplying to industrial users is currently the major hydrogen business worldwide and the demand for hydrogen is almost entirely supplied from fossil fuels. In the last years a widespread interest on hydrogen has grown as energy vector for the decarbonization of multiple sectors, including industry, transport and buildings. Nevertheless, the impact of natural gas and other fossil fuels substitution with hydrogen is highly affected by the mix of different technologies and energy sources applied for hydrogen generation. The paper aims to investigate current CO 2 emissions related with hydrogen generation in Australia and Italy by means of PEM and alkaline technologies; and to evaluate the potential impact considering cell characteristics variation and 3 scenarios based on energy mix. A sensitivity analysis is performed to identify the critical parameters. Based on experimental data, the energy consumption for hydrogen production using PEM technology is more sensitive to cell voltage compared to current density, which indicates the importance of cell manufacturing and electrolyte resistance. In addition, by performing sensitivity analysis regarding energy sources scenarios it is found that carbon dioxide emission in Australia is more sensitive to renewable energy sources rather than Italy. This paper examines the relationship between locus of control (LOC) and the demand for supplementary health insurance (SUPP). Drawing on longitudinal data from Germany, we document robust evidence that individuals internal LOC increases the take up of supplementary private health insurance (SUPP). We find that the effect of one standard deviation increase in the measure of internal LOC on the probability of SUPP purchase is equivalent to a 14 percent increase in household income. Second, we find that the positive association between self-reported health and SUPP becomes small and insignificant when we control for LOC. These results suggest that LOC might be an unobserved individual trait that can partly explain previously documented evidence of advantageous selection into SUPP. There is little research to understand reasons for suboptimal influenza vaccination uptake among Aboriginal people of different ages in Australia. This study aimed to better understand the communication needs and preferences of Aboriginal families (Phase 2) in New South Wales, Australia, and their health service providers (Phase 1), to inform future interventions to improve influenza immunisation coverage in Aboriginal communities. This paper reports from Phase 1 of the study. Aboriginal and non-Aboriginal researchers designed and conducted the study, with cultural governance provided by Aboriginal health care professionals and other community members working within health departments or community healthcare settings across Australia. In Phase 1 we conducted interviews and focus groups with 18 Aboriginal immunisation providers and mainstream immunisation co-ordinators from three geographic areas in New South Wales. We used group-based thematic analysis with a cultural lens and sought participants' feedback prior to finalising results. We identified four themes, framed as opportunities for improvement: better supporting Aboriginal Medical Services as providers of influenza vaccinations; improving the accessibility and appropriateness of mainstream services for Aboriginal families; improving health providers' knowledge of Aboriginal people' influenza risk and their willingness to recommend vaccination; and engaging communities to design influenza vaccination resources. To achieve optimal influenza vaccination coverage, all health services must take responsibility for providing culturally responsive clinical care to Aboriginal families. We suggest that, where possible, mainstream services incorporate elements of the family-centred and broader model of health used by Aboriginal Medical Services. This includes creating a welcoming environment, appropriately identifying and getting to know Aboriginal patients, taking a preventative approach, and opportunistically offering and strongly encouraging influenza vaccination to the individual and their family. Projections of streamflow under future climate are essential for developing adaptation strategies in the water and related sectors. This paper presents nationwide streamflow projections for Australia informed by climate change signals in CMIP6 GCMs and compares the projections with those from CMIP5 GCMs. The modelled future runoff projections driven by CMIP5 and CMIP6 GCMs are relatively similar for far southern Australia. The median projection is a 50% reduction in mean annual runoff in far southwest Australia and 20% reduction in far southeast Australia by 2046–2075 relative to 1976–2015 under the high SSP5-8.5/RCP8.5 global warming scenario. The vast majority of CMIP5 and CMIP6 GCMs project less winter rainfall across Australia. As most of the runoff in far southern Australia occurs in winter and spring, the lower winter rainfall translates to a significant reduction in annual runoff. It is therefore prudent to plan and manage for a reduction in future water resources, particularly in the densely populated and important agricultural regions in southeast Australia. There is less agreement between GCMs in the summer rainfall projection, with the CMIP6 GCMs generally projecting a wetter future (or smaller decrease in rainfall) than the CMIP5 GCMs. The modelled median projection for mean annual runoff is a 10% reduction in the south-east coast, 5% reduction in the north-east coast and little change in northern Australia. The paper is based on research conducted with support from the German Academic Exchange (DAAD) Research Stays for Academics funding. While German cities vary in their transport patterns and mobility cultures (Klinger et al. 2013; Scheiner 2012); they have in common federal laws including those defining the purpose of public streets and the basis of rights to them. This paper examines how such higher-level legal norms and rights relating to public streets shape and constrain parking management across heterogenous German cities. Following Treib et al. 's (2007) typology of modes of governance, the paper argues that certain binding or 'hard' federal policy dimensions frame competing claims to curb space. They do so in ways that privilege parked cars as traffic ; and that constrain the limited political frameworks within which German cities may vary their approaches to parking. They also define the conditions through which emerging forms of mobility are able to be established (Marsden et al. 2020). Mobility as a Service (MaaS) is seen as a transition from mobility being satisfied by a dominant car ownership model to a service model where mobility needs are met by a multimodal suite of services. The research environment of MaaS is heavily driven by the younger generation's travel behaviour which appears to be less dominated by car ownership (following the peak car literature) and by their interest in all things technological, particularly their smart phones. However, this paper is looking at a different but very specific segment of the population in Australia that have their accessibility provided by Community Transport (CT), focusing specifically on New South Wales (NSW) and Queensland (QLD). Arguably, this population segment is the complete antithesis of the younger generation in terms of chasing technological change but in other ways, for example, a lack of access to private cars, shows some similarities. This paper is motivated by likely changes in funding for CT providers. Currently CT providers receive a supply side subsidy but there are plans to introduce funding to be placed directly with clients, in the form of person centred funding (PCF). Clients will then have a single budget to purchase mobility along with other services they require. The paper investigates the mobility services which comprise bundles that CT clients would be willing to pay in the new era of PCF. Five participating CT providers from a cross section of operating areas recruited clients to take part in a stated choice experiment, processed by a computer assisted personal interview (CAPI). Advanced choice models are used to develop models using the behavioural data collected by the CAPI and estimates of a CT client's willingness to pay (WTP) for the MaaS bundle are presented. WTP provides a ceiling for pricing the elements within a MaaS bundle which is an important part of the CT providers' future strategy. The WTP estimates were much smaller than the CT providers' unit costs of providing the service. This poses a challenge for CT providers in the creation of mobiltiy bundles which cover costs, suggesting that the possible transition to PCF using MaaS bundles will not be an easy process and will require significant education as to the cost of provision. • Qualitative outcomes of energy poverty across Australian climate zones are compared. • Outcomes influenced by energy costs and local energy, housing and welfare policies. • Measures of energy poverty and policy responses need to reflect local contexts. Academic interests into energy poverty have been growing since the 1990s. These have ranged from quantitative measures and qualitative reflections, as well as ones that aimed to provide more nuanced definitions. These studies have, however, typically focused on single jurisdictions or across national borders, with very few examining the issue across different climatic and policy contexts within the same nation. This paper aims to address this gap by focussing on differences in climate conditions, local policies and quality of the housing stock across Australia and reflects on how these factors each played a role, to varying degrees, in the prevalence of energy poverty amongst lower-income households across eight metropolitan and regional settings conducted as part of a recent study in Australia. Through a review of focus group, interview and workshop data, it especially highlights the more qualitative impacts of energy poverty, and how each of these factors come to influence the extent to which lower-income households experience energy poverty and the support they were able to access. Additional to the need for more contextualised measures of energy poverty, this paper calls for localised responses to alleviate the negative outcomes reflected by our participants in regard to both energy and housing policies. • Up to a half of motor vehicle suicides may be unreported. • Unreported and confirmed cases of motor vehicle suicide share many common factors. • Unreported cases of motor vehicle suicide had a higher prevalence of females and multiple vehicle truck impacts compared to confirmed cases. • Information pertaining to the driver's psychosocial history is missing or unavailable in many coroners reports of driver fatalities. • A standardised procedure for conducting a psychological autopsy for motor vehicle suicide, may increase the accuracy of reporting the cause of such crashes. While suicide is recognised as one of the leading causes of death in Australia, it is often presumed that fatal road crashes are primarily accidental in nature. However, international research has indicated that deliberate attempts at self-harm while driving may account for between 1.1% and 7.4% of road crashes. Despite the personal and financial costs associated with such events, few studies have examined the extent of motor vehicle suicides (MVS) or the circumstances surrounding such incidents in Australia. Given this, the current study reviewed coronial, police and toxicology findings of 762 motor vehicle fatalities in Queensland (Australia) during the period 2011 to 2015 to determine the frequency of confirmed cases and explore the prevalence (and characteristics) of possible MVS that remain undetected. In total, 22 confirmed cases were identified, and such events shared significant similarities with 14 possible events, including evidence of recent emotional upset, adversity and mental health diagnoses. In contrast, differences between the groups were limited to confirmed cases being more likely to involve males and contain a suicide note or evidence of past suicidality, while possible cases were more likely to involve a multiple vehicle impact with a truck. Importantly, crucial information regarding the deceased's psychological state and life circumstances (e.g., psychological autopsy) was not reported in many cases. Corresponding qualitative analysis of the coroners final determination (between the two groups) revealed the occurrence of the word suicide to occur seven times (31.8%) among confirmed cases and five times (35.7%) for possible casers. Furthermore, the coroners final determination of intent to suicide was open or undetermined in six of the possible cases (43%), which further suggests a reluctance (or procedural uncertainty) to categorically identify MVS. The paper further reviews the main findings, illuminates core challenges associated with identifying MVS and proposes a need for future investigations to incorporate a more standardised and evidence-based approach in order to effectively identify such events. Abstract While vaccine-critical activism has been widely documented and discussed, comparatively little has been said about the concerted response of pro-vaccine activists defending the majority view. This paper explores two case studies of pro-vaccine activism in Australia and the United States (US). It shows how pro-vaccine views and behaviours can take varying forms due to different aims and methods of engagement – oppositional counteractivities in favour of vaccination in Australia, and issue-based advocacy as part of a political alliance in the US. The focus in Australia comes from a pro-science stance and includes 'skeptics' against pseudoscience directly opposing vaccine-critical groups. In the US, the focus takes the form of an issue-specific campaign that has arisen from existing pro-vaccine parent blogs and discussion groups pushing for policy change rather than public confrontation. These case studies exemplify how pro-vaccine activism can take varying forms of either reinforcing the mainstream view or countering digression from it. Drawing on qualitative research, this paper aims to examine the types of practices and strategies employed by activists to voice their support of vaccination, and discusses the means, messages, and motivations of pro-vaccine activism. It ends with an argument for why a study – of public support for in addition to studying public opposition to vaccination – can help to better understand vaccination views and behaviours. These findings have wider implications for the study of counter-activism and the polarisation of civil society groups. The rich history of arts, mental health and military work dates back to the First World War. The article describes an arts-based four-year research project focussed on work with returning military personnel and their families dealing with mental health issues. The Difficult Return , funded by an Australian Research Council Discovery grant, consisted of three distinct interventions: an online mental health awareness campaign; a documentary-play designed to motivate military audience to seek help; and a ten-day intensive psychotherapeutic program utilising enactments. The paper will outline key concepts used, methods, approach and the implications for further research. In the paper, I argue that arts-based mental health projects need to combine multi-disciplinary approaches that embrace complex paradigms, and that a variety of integrated arts approaches may be efficacious in building communities of interest, that in turn can interact, contribute and collaborate together to build good mental health. Solar thermal technology to supply process heat in different industrial sectors has become very promising in recent years. Industries can reduce their consumption of fossil fuels by replacing them with solar process heat with non-conventional system integration and using clean energy. In this paper, a systematic review of 10 countries is presented which demonstrated extensive use of solar industrial process heating systems in their manufacturing sectors. This country-wise analysis is then used to compare with current Australian scenario and identify future prospects of integrating solar process heating in Australian industrial sectors. The choice of countries is based on a database where promising industrial sectors and solar process heating applications are currently using incident solar energy. These are analyzed for their potential of integration to developing solar heat in industrial processes (SHIP) and a number of potential industrial sectors that have the highest potential like Motor vehicles, Textiles, Printing, Wood, Paper, Fabricated metal, Rubber and plastics, chemicals, Food, beverages, electrical equipment, machinery, and equipment are being identified. Public spaces are the loci of complex interactions among multiple stakeholders whose decisions and activities affect places' qualities. The paper builds upon governance theory to provide a holistic in-depth approach in understanding the complexity and quality of the place-shaping processes in public spaces. In the absence of adequate conception of governance in urban design and public spaces, the paper introduces a framework for analysing governance capacity of public spaces and applies the framework to a flagship but highly contested public space in Brisbane, Australia namely South Bank Parklands. The proposed framework encompasses four major components of 1) actors and stakeholders, 2) governance structure, 3) governing tools, and 4) governing tasks. The framework puts special emphasis on the contextual factors, the way public spaces are shaped and governed, and political economy of the space. The case study application showcases the applicability of the PSGF which helps holistically analyse the trends in public space governance structure accounting for the diversity and complexity of all elements involved. The findings reveal that South Bank Parklands governance is mix-structured, hierarchical, and highly political. • New measures are applied to evaluate fare equity before and after a fare policy reform. • The fare policy reform led to more equitable fares with diminishing spatial variations. • The impact is subject to travel frequency, residential location and applicable incentives. • A prototype dashboard can be established to map, measure and monitor fare equities. Smartcard-based public transit systems have been widely adopted across many cities around the world. These systems generate large volumes of transaction records from individual passenger trips and contain the requisite information that enable the mapping, measurement and monitoring of fare equity. In this paper, we propose and apply new measures to evaluate fare equity using smartcard data to map changes in fare equities following a fare policy reform across a major metropolitan region in Australia. Smartcard data is used to first reconstruct individual travel trajectories on which we compute our measures to explore two dimensions of equity: (1) 'horizontal' (for all passengers) versus 'vertical' (different types of passengers); and, (2) 'global' (across the entire transit network) versus 'local' (for a specific travel zone). Results reveal that in the first dimension the fare policy reform led to more equitable fares with the effect of diminishing spatial variations under the old policy for all types of transit passengers (adults, children, seniors and concession card holders); however, the impact of this fare policy reform reflected in the second dimension is subject to the number of zones travelled, residential location of passengers, the number of journeys made within the week and the applicable incentives. Finally, we draw on our empirical approach to report on a prototype dashboard through which public transit agencies have the capacity to map, measure and monitor how ridership translates to fare equities. More generally, we highlight the capacity of smartcard data, when embedded within our empirical framework, to better inform smarter policy around fare reforms in order to achieve greater equity across service populations. Accurately predicting estuaries water quality is essential to support immediate intervention to water quality problem management. Deep learning is used to improve forecasting of water quality parameters in many aquatic systems. However, it is frequently constrained by low data frequency and quality. High-frequency, continuous monitoring using integrated in-situ water quality and environmental sensors can be an input to deep learning models resulting in highly accurate water quality and environmental predictions. This paper proposes a novel approach to improve forecasting of water quality and environmental variables. The results of the real-world data from the Swan Canning Estuary sites show how well the suggested model works. With different sizes of training and testing sets, the model can still predict the increased number of hours in high scores. Traditional glass bottles are the wine industry's major source of carbon emissions. Those wishing to reduce the carbon footprint embedded in wine have been looking to alternative packaging, such as PET, aluminium cans, and bag-in-box (BIB) to mitigate the impact. However, these alternative formats pose challenges with consumer acceptance and knowledge of the eco-benefits of each format. This paper uses a discrete choice experiment and latent class analysis to investigate the possible effects of message content and style (abstract vs concrete) on wine purchase in the context of brand size, brand prestige, and pricing. The analysis reveals the presence of two customer segments, which highly emphasise the pack format. Of the four non-glass packs tested, BIB and flat glass lookalike PET bottles score the highest preference after glass bottles. Message content and appeal type score low in their ability to alter preferences, whilst mid-to-low prices increase the chances of alternative packaging to be chosen. • Packaging format is a key choice driver for wine. • Glass is still the most preferred packaging format. • Bag in Box and low-carbon alternatives that look most like glass have the most potential for uptake. • Message content and appeal have little impact on choice. • Alternative packaging is more likely to be chosen for mid-to-low-priced wines. The decreasing cost of solar photovoltaic (PV) and wind power technologies makes 100% renewable energy systems economically viable. Building more capacity to mitigate periods of low solar and wind supply results in systems that produce surplus energy at other times. As these surpluses vary across time and space, it becomes crucial to map their geographic distribution and quantify their magnitude. This paper presents the largest geographic and longest time series analysis of oversizing solar PV and wind in the context of the Australian National Electricity Market. We examine the additional solar, wind and battery capacity required to meet 100% of demand between 2010 and 2020. Without battery storage, this is achieved by generating approximately four times demand at an average production cost 28% lower than recent wholesale electricity prices. The addition of 1–8 h of storage reduces the average production cost by 55% compared to recent prices. Our analysis also investigates the spatiotemporal characteristics of surplus energy generation under different scenarios. This paper profiles Australian universities’ website communications about sustainability initiatives, especially relating to Talloires Declaration signification and the ten recommended actions. The research involves a content study of Talloires signatories’ websites and their semiotic and signaling theory aspects across time. The source is publicly available information (time period 2014 and 2015 respectively) in context with education for sustainable development (ESD) in society and the transaction model in communication theory. It is found that some of the signatory universities in Australia exemplify a few of the Talloires ten agreed actions in their public communications, but each point is not emphasised with equal priority. The variance may be due to divergent underlying objectives; such as public communication of Talloires toward genuine benefit for the environment, or to create a strategic positioning tool to signal the university as an environmental champion within the broader society. Focusing upon secondary data from signatory university websites in Australia, the paper provides a study of higher education signification of Talloires. It assists the initial understanding of signaling theory in the public communication transactions that promote Talloires action and implementation. The findings encourage further studies of related communication issues in universities in other countries. When 2020 began, we had no idea what was to unfold globally as we learnt about the Novel-Coronavirus in Wuhan, in the Hubei province of China. As this virus spread rapidly, it became a matter of time before many countries began to implement measures to try and contain the spread of the disease. COVID-19 as it is referred to, resulted in two main approaches to fighting the viral pandemic, either through a progressive set of measures to slow down the number of identified cases designed to 'flatten the curve' over time (anticipated to be at least six months), or to attack it by the severest of measures including a total lock-down and/or herding exposure to fast track 'immunisation' while we await a vaccine. The paper reports the findings from the first phase of an ongoing survey designed to identify the changing patterns in travel activity of Australian residents as a result of the stage 2 restrictions imposed by the Australian government. The main restrictions, in addition to social distancing of at least 1.5 m, are closure of entry to Australia (except residents returning), and closure of non-essential venues such as night clubs, restaurants, mass attendee sporting events, churches, weddings, and all social gatherings in any circumstance. With some employers encouraging working from home and others requiring it, in addition to job losses, and many children attending school online from home, the implications on travel activity is extreme. Towards decarbonizing the global economy, hydrogen produced through water electrolysis is expected to be one of the key solutions for variable renewable energy storage and sector coupling, in particular, via the transport sector in the next few decades. Even though water is an important aspect of the environmental impact, the impact assessment of hydrogen production on water is lacking. This paper proposes a comprehensive methodology for assessing the water footprints of hydrogen production from electrolysis. A major innovative aspect is to demonstrate the geographical distribution of the footprints along the supply chain. The water footprints for hydrogen produced from grid electricity, wind and solar power in Australia was analysed as a case study. Sensitivity analysis was used to evaluate the influence of key parameters including Solar Radiation Level, Silicon Efficiency, and Lifetime of PV Modules. The study finds that the water consumption footprint is much less than that reported in the literature and large part of the water could be consumed indirectly outside of hydrogen producing countries. The quantity of water footprint varies significantly among different assumptions. This paper examines the impact of three fiscal policy shocks on per capita real GDP and income inequality in Australia during the period 1965–2014. A small structural vector autoregressive (SVAR) model is constructed for an open economy for contemporaneous identification and estimation purposes. Based on the evidence of one cointegrating vector among the variables, a structural vector error correction (SVEC) model is specified for the long run. Direct taxation, indirect taxation receipts and government spending are identified as permanent fiscal policy shocks. The convergent use of two different models (SVAR & SVEC) strengthens the credibility of the results. The results have three key policy implications. First, a reduction in direct taxation receipts increases per capita real GDP without increasing income inequality. Second, a reduction in government expenditure significantly increases income inequality. Third, the adverse effect of indirect taxation receipts on income inequality is greater than the redistributive effect of government expenditure, which questions the widely held fiscal policy strategy of using indirect taxation to finance redistributive expenditure. The CSU Engineering building, which has received an architectural award for its sustainable design, produces its drinking water (3.7 L/person/day) within the premises. Rainwater is collected from the roof catchment, stored outside the building and treated on demand at a fully transparent water treatment plant installed at the entrance of the building. The water treatment facility is fully powered by solar panels installed on the roof. The treatment process consists of several operations, including aeration, sand filtration, GAC adsorption and UV disinfection. The performance of the CSU Engineering water treatment plant for the past 30 months is discussed in this paper. Primary and secondary water quality parameters of treated water were well within Australian drinking water quality standards and showed better results than municipal water available in the host town. The aeration unit improved secondary water quality standards (odor and taste) and the adsorption process was effective for elimination of metals. This paper introduces a novel model for predicting the performance and conducting sensitivity analysis of design parameters in two-body point absorber wave energy converters. The key novelty lies in the examination of design parameter sensitivity and their interaction effects on performance. The model utilizes the response surface method (RSM) in conjunction with central composite design to establish analytical equations for efficiently predicting the resonance frequency and peak generated power of the two-body wave energy converters based on geometric parameters and wave height. This eliminates the need for complex analytical solutions and boundary element simulations. The accuracy and reliability of the RSM prediction models are validated through state-of-the-art numerical simulations and analysis of variance (ANOVA). Using these RSM prediction models, the study proceeds to design and optimize two-body point absorbers for locations along the coastlines of the six Australian states, focusing on two objectives: maximizing peak output power and maximizing the power-to-weight ratio at each location. By incorporating the second optimization target, it is observed that impressive power output with smaller device dimensions or a higher power-to-weight ratio can be achieved across all six Australian states. The developed response surface method prediction model is a versatile mathematical framework applicable to all two-body point absorber wave energy converters and can be adapted for optimizing other types of wave energy converters with expansive search spaces. Australia was selected as a case study due to its abundant wave energy density along its southern shorelines. Local and state governments depend on small area population forecasts to make important decisions concerning the development of local infrastructure and services. Despite their importance, current methods often produce highly inaccurate forecasts. Recent years have witnessed promising developments in time series forecasting using Machine Learning across a wide range of social and economic variables. However, limited work has been undertaken to investigate the potential application of Machine Learning methods in demography, particularly for small area population forecasting. In this paper we describe the development of two Long-Short Term Memory network architectures for small area populations. We employ the Keras Tuner to select layer unit numbers, vary the window width of input data, and apply a double training and validation regime which supports work with short time series and prioritises later sequence values for forecasts. These methods are transferable and can be applied to other data sets. Retrospective small area population forecasts for Australia were created for the periods 2006–16 and 2011–16. Model performance was evaluated against actual data and two benchmark methods (LIN/EXP and CSP-VSG). We also evaluated the impact of constraining small area population forecasts to an independent national forecast. Forecast accuracy was influenced by jump-off year, constraining, area size, and remoteness. The LIN/EXP model was the best performing method for the 2011-based forecasts whilst deep learning methods performed best for the 2006-based forecasts, including significant improvements in the accuracy of 10 year forecasts. It has been argued that infrastructure unevenness rigidifies into more lasting structures of socio-economic and political privilege and advantage. This paper focuses on telecommunication infrastructure as the backbone of the fast-growing digital economy, and raises important questions about the early National Broadband Network (NBN) rollout in Australia. The paper asks whether there was any case of pork barrelling in the selection of early release sites that enjoyed a regional competitive advantage against other localities that had to wait several years to receive the infrastructure. The answer to this question then leads to a second question about the degree to which voting in the early NBN release sites has swung following the infrastructure rollout. In order to answer these questions the paper examines the voting patterns in the earlier NBN release sites versus all electorates in the Federal elections in 2007–2013 using the data available via Australian Electoral Commission. In this paper we propose two extensions of the Exponential model to describe income distributions. The Exponential ArcTan (EAT) and the composite EAT–Lognormal models discussed in this paper preserve key properties of the Exponential model including its capacity to model distributions with zero incomes. This is an important feature as the presence of zeros conditions the modelling of income distributions as it rules out the possibility of using many parametric models commonly used in the literature. Many researchers opt for excluding the zeros from the analysis, however, this may not be a sensible approach especially when the number of zeros is large or if one is interested in accurately describing the lower part of the distribution. We apply the EAT and the EAT–Lognormal models to study the distribution of incomes in Australia for the period 2001–2012. Psychiatric Advance Directives (PADs) have been adopted in many jurisdictions around the world and in most Australian states and territories. They are seen as a less restrictive and patient-centered approach to the provision of mental health care. Electroconvulsive therapy (ECT) is a restricted treatment in most jurisdictions in Australia and across the world. This paper explores the history, regulation and use of ECT and PADs and the intersections between them. It provides an overview of the legislative framework in each Australian state and territory and explores some of the issues which have arisen such as complexity of the regulatory framework, making PADs binding for refusing and consenting to ECT, involving treating teams in how PADs are made, using restrictive interventions to implement PADs, and the role of the Tribunal. While PADs are often framed as an important legal tool for allowing patients to refuse psychiatric treatment (especially ECT), the paper emphasizes that they can also be an innovative way for people to consent to psychiatric treatment in advance and an empowering option to access mental health care. There are few archaeological sites that contain records for Pleistocene coastal occupation in Australia, as is the case globally. Two major viewpoints seek to explain why so few sites exist. The first is that the Pleistocene coast was a relatively marginal environment where fluctuating sea levels actively inhibited coastal resource productivity until the mid-to-late Holocene. The second position suggests that the Pleistocene coast (and its resources) was variably productive, potentially hosting extensive populations, but that the archaeological evidence for this occupation has been submerged by sea level rise. To help reconcile these perspectives in Australia, this paper provides a review, discussion, and assessment of the evidence for Australian Pleistocene coastal productivity and occupation. In doing so, we find no reason to categorically assume that coastal landscapes were ever unproductive or unoccupied. We demonstrate that the majority of Pleistocene coastal archaeology will be drowned where dense marine faunal assemblages should only be expected close to palaeo-shorelines. Mixed terrestrial and marine assemblages are likely to occur at sites located >2 km from Pleistocene shorelines. • Waste printed circuit boards (PCBs) represent a valuable material for recycling. • Limited statistics maintains an uncertainty in estimating feedstock of waste PCBs. • Australia generates about 25 kt of waste PCBs a year with 40% recovery rate (2014). • Major metals in recovered PCBs are gold (1.28 t), PGMs (0.5 t) and copper (1.3 kt). • Better reporting is crucial for establishing domestic metal recovery from PCBs. This paper overviews current situation with e-waste management in Australia, focusing on material flows and metal recovery values of waste printed circuit boards (PCBs). PCBs often contain high concentrations of precious and other metals representing the most valuable material for recycling from e-waste. The amount of recovered PCBs from e-waste in Australia is estimated at up to 10 kt per year or 40% (2014), with potential metal recovery value of US$ 78 m or AUD 100 m (2014). However, most of collected PCBs are exported for recycling overseas, resulting in lost economic opportunities. The findings from this study represent the first comprehensive country-wide estimation of volumes, destiny and metal recovery values for waste PCBs. Archaeologists and palaeoecologists are increasingly turning to stable isotope analysis (δ13C, δ18O) of fossil bioapatite to examine interactions of human and animal populations. However, relatively few investigations have focussed on the identification of natural variation in comparable modern populations, particularly within the Australian context. In this paper, we present the first modern isotopic reference dataset for Tasmanian bare-nosed wombat teeth (Vombatus ursinus tasmaniensis). Samples for δ13C bioapatite and δ18O bioapatite measurements were recovered sequentially at sub-monthly resolution from all tooth types. δ13C bioapatite showed little variation within a seasonal sinusoidal pattern within the sample set (n = 24 wombats; 35 teeth) due to the homogeneous C 3 distribution of plants in Tasmania. In contrast, δ18O bioapatite profiles varied seasonally, representing time periods of between 0.9 and 2.1 years in 95% of the sample. Significant differences between tooth types were found from intra-individual to inter-regional scales for both dental growth rates and isotopic values. The accuracy of season-of-death assessments differed across the island; those in eastern Tasmania were accurate in all instances whereas those in the west showed substantial inaccuracies. We suggest that this may be due to the elodont form of wombat dentition and the ecologically influenced seasonally varied diet in western Tasmania. As the rate of dental growth is positively correlated with the proportion of coarse vegetation within the diet, this seasonal variation is therefore likely to change how annual isotopic signals are incorporated into the enamel. The Export sector has the largest direct net energy consumption while Households consumption results in the largest net energy consumption embodied in different categories of Final demand. The structural decomposition analysis (SDA) decomposes the change of net energy consumption into five drivers, in which net energy intensity mainly reduces Australian net energy consumption by about 8000 Petajoules, while the level effect of Final demand increases it by about 10,000 Petajoules. Analysis of forward and backward linkages highlights the Manufacturing sector as the key industrial sector with the largest energy consumption reduction potential via minor changes in its input and Final demand. This indicates that more attention should be given to the reduction of energy demand from the consumption patterns of Households consumption, the improvement of energy intensity, and the application of cleaner technologies in the Transport and Manufacturing sectors. The Australian Environmental-Economic Accounts is combined with Australian input-output tables to construct the EEIO tables for net energy consumption. The combination of economic and environmental data sets provides a depth of understanding their potential to inform environmental policy decisions. Abstract This paper reviews opportunities for, and barriers to, increasing photovoltaic (PV) deployment on apartment buildings, with a particular focus on the Australian experience. As rapid urbanisation drives increasing housing density, PV penetration in multi-occupancy housing has been limited by comparison with stand-alone housing in many jurisdictions, including in Australia despite its world-leading residential PV penetration. Given the growing commercial attractiveness of residential PV, this also raises equity concerns for apartment households. PV can potentially be installed to supply electricity to common property, to serve individual apartments, or as a resource shared between multiple apartments through embedded networks, local energy trading or 'behind the meter' deployment models. Our study undertook a review of the academic literature in this space and of specific Australian regulatory arrangements, as well as conducting a series of semi-structured interviews with a range of relevant stakeholders. Barriers identified include the huge variety amongst existing apartment building stock, demographic factors and knowledge issues. However, the Australian regulatory context - including governance of apartment buildings, regulation of the energy market, and electricity tariff policies - also impacts on the options available to apartment residents. New business models for deploying PV on apartments are emerging, including initiatives from retailers, developers and community energy organisations. While some issues are specific to the Australian context, or to buildings governed under strata-type arrangements, broader lessons can be taken from the Australian experience, including to inform the design of the regulatory framework required to facilitate widespread PV deployment across all residential housing types. Abstract Australia is especially reliant on air transportation because of the geographical distribution of the urban centers across the country. This paper seeks to identify the antecedents of the capacity decisions of the airlines operating in Australian domestic aviation market. We examine the factors on both sides of the supply-demand equilibrium using monthly data of twenty-one major domestic routes linking eight major cities between January 2004 and December 2015. To investigate the relationship between flight demand and the variables of capacity decisions (flight frequency, aircraft size, load factor, and available seats), the pooled series cross-sectional data are analyzed using a two-stage least-squares method to model the supply-demand interaction. The results statistically differentiate the airlines' strategies regarding capacity decisions for the short-haul, medium-haul, and long-haul routes. The results suggest that competition would lead to more flights, smaller aircraft size, lower load factors, and more available seats in all markets. Low-cost carriers play a key role in the short-haul market. Higher jet fuel prices scales up aircraft size on all flight routes. Abstract This paper assesses air connectivity between China and Australia for the period 2005–16 using a Connectivity Utility Model. Our direct connectivity measure shows that as a gateway city, Sydney continues to play a key role in facilitating the movements of people and goods between China and Australia. Guangzhou has become the city best connected with Australia since 2011 as measured by direct connectivity. When indirect connections are considered, the largest increases in overall connectivity from 2005 to 2016 can be observed among Australia's major capital cities, particularly Sydney, Melbourne and Brisbane. Chinese carriers are the key drivers behind the increases. There have been rises and falls for airports serving as a hub between China and Australia. Guangzhou has forged its strong status as a transfer hub between Australia and China thanks to the quick expansion of China Southern. The gaps between Guangzhou and other transfer hubs measured by hub connectivity have widened since 2010. Abstract The spatial impact of socioeconomic determinants on the macro-level early developmental vulnerability of children was analyzed in this paper using Local Government Areas (LGAs) as samples. Five domains of developmental outcomes: physical, social, emotional, language and cognitive, and communication have been addressed as ordinal outcomes, and fitted by the proportional odds model. Areas with a high percentage of low-income, welfare dependent and single parent families significantly increased the proportion of vulnerable children in all five domains. Other factors that significantly affect some aspects of developmental vulnerability in children are participation of women in the labor market, availability of home Internet and unemployment rate in the locality. Abstract Many countries use financial incentive programs to attract physicians to work in rural areas. This paper examines the effectiveness of a policy reform in Australia that made some locations newly eligible for financial incentives and increased incentives for locations already eligible. The analysis uses panel data (2008–2014) on all Australian general practitioners (GPs) aggregated to small areas. We use a difference-in-differences approach to examine if the policy change affected GP entry or exit to the 755 newly eligible locations and the 787 always eligible locations relative to 2249 locations which were never eligible. The policy change increased the entry of newly-qualified GPs to newly eligible locations but had no effect on the entry and exit of other GPs. Our results suggest that location incentives should be targeted at newly qualified GPs. The ‘Neolithic problem’ refers to forager/farmer interaction in northern Australia, where despite a shared environmental inheritance with their New Guinea neighbours, Indigenous Australians seemingly rejected both the domesticates and the practices of the Melanesian horticultural economy (White, 1971). This ethnographic example is often used to suggest that hunter-gatherers elsewhere may have chosen not to adopt agriculture. However, the premise of the ‘Neolithic problem’ has been criticised for its over-reliance on the ethnographic record and on an anachronistic notion of cultural evolution, which exaggerates the dichotomy between New Guinean agriculturalists and Australian hunter-gatherers. In this paper we review the historical and theoretical treatment of the ‘Neolithic problem’ and the archaeological evidence for subsistence practices in northern Sahul spanning the past 50–60,000 years. Using niche construction theory (Rowley-Conwy and Layton, 2011) to re-examine the archaeological and ethnohistoric record, it is possible to observe the development and expansion of a variety of subsistence systems. Contrary to the premise of the ‘Neolithic problem’, the past 50–60,000 years of occupation in Sahul has seen the development of a varied array of food-producing subsistence practices in both New Guinea and Australia. However, the archaeological evidence for the expansion of horticultural practices and cultivars outside of highland New Guinea suggests a spatially and temporally narrow window for the adoption of agriculture by Indigenous populations in Cape York. Instead, the interaction between different subsistence systems in northern Sahul may have centred on the New Guinea lowlands and the Bismarck Archipelago, where, in the late Holocene, local communities interacted with other Melanesian and Austronesian populations. Background: Hello Sunday Morning (HSM) is an online program that encourages people to commit to a period of non-drinking and blog about their experiences. The purpose of this paper is to explore how HSM members negotiated their periods of abstention, with a focus on how not drinking influenced their narratives of selfhood.Methods: Thematic analysis was undertaken of 2844 blog posts from 154 Victorians who signed up to HSM in 2013 or 2014.Results: Analysis revealed three key narratives of selfhood offered by participants: (1) abstinence resulting in a disrupted sense of self, (2) non-consumption facilitating the development of a new healthy self, and (3) anti-consumption facilitating the development of a resistant self.Conclusion: Individuals construct and maintain their sense of self through consumption (or non-consumption) activities, and this occurs within the broader context of the relationship between selfhood, consumption and culture. HSM members developed narratives of self by drawing on a range of wider discursive structures concerning pleasure, healthism and resistance. The typologies of non-drinking selves identified in this paper could be disseminated through platforms such as HSM to support people who are new to non-drinking in choosing how they might construct and enact alternative selfhoods in contexts where alcohol consumption is deeply embedded. Both developed and developing countries have committed to reduce their emissions through the increased use of renewable energy. This paper aims to compare renewable energy deployment in developed and developing countries represented by Australia and China. The paper firstly argues the validity of comparison of renewable energy deployment in Australia and China. Then, the governance structures in both countries are compared; the paper also compares management mechanisms in terms of funding and incentive support, renewable energy grid-connection and coordination between different levels of governments in both countries. Moreover, the current status of renewable energy development in two countries is summarized. From the study, it can be concluded both countries have set a Renewable Energy Target and promulgated legislation and regulations to enlarge the scale of renewable energy; China shows a stronger commitment to renewable energy than Australia. However, Renewable Energy Certificate mechanism is implemented more effectively in Australia than in China. The paper suggests: augmenting and rebuilding the electricity network and strengthening coordination between different levels of governments for both countries; enhancing manufacturing facilities and incentives for the solar and wind industry for Australia, while developing more-detailed implementation legislation and renewable power quota system for China. Carbon reduction has become one of the most significant challenges for economic growth. This paper presents the preliminary analysis of undesirable output reduction targets and emission schedules in temporal–spatial comparisons based on Data Envelopment Analysis. The reduction targets of undesirable outputs are investigated, including the maximum, input, technical and ideal reduction targets. Four Data Envelopment Analysis models that are based on a sequential benchmark technology and variable returns to scale are introduced to measure these reduction percentages. In order to formulate the optimal emission schedule of undesirable outputs, an optimal model is provided without inflation. Data from the Australian construction industry from 2000 to 2010 are employed to develop the models. The results of the analysis indicate that the Australian Government could achieve its promised carbon reduction targets in the construction industry. Most Australian regions' construction industries possess carbon mitigation potential and some of them could increase their desirable outputs if carbon were decreased. This paper suggests that policymakers can benefit from formulating various suitable undesirable output reduction objectives and schedules through the models developed. Rapid urbanisation is impacting availability of greenspace, regarded as a cornerstone of liveability in cities across the globe, presenting challenges for residents and governments alike. Scholars from fields as diverse as planning, engineering, health and psychology, are calling for more urban greenspace to remedy manifold urban challenges (e.g. stormwater attenuation, pollution reduction, health promotion and temperature modulation). Yet few have paused to question the viability of urban greenspace provision, especially its financial and administrative burdens for local government, nor whether simply providing more greenspace is efficacious. This paper investigates the perspectives of elected officials and local government officers towards greenspace provision in a rapidly growing Australian city: Logan, Queensland. Employing an in-depth case study including semi-structured interviews, public documents, and municipal and census data, the paper elucidates key factors that affect provision, highlighting the tension between supply and demand, and the role of planning practices. In determining greenspace provision, three clusters of factors are particularly instructive: (i) community expectations; (ii) governance tools; and (iii) financial resources. The findings point to a critical issue: providing urban greenspace cannot be simply reduced to a matter of inadequate resources - community expectations are a pivotal and often over-looked factor shaping urban greenspace provision. • Grassroot collective action can lead to successful groundwater co-management. • The interaction between impacting factors and collective action is dynamic. • Human and social capitals are key to successful collective action. • Collective action needs a 2-way interaction between formal and informal institutions. Resource-user participation in decision-making, through local collective action, likely contributes to effective groundwater management and protection. Despite efforts to construct generalized theoretical frameworks explaining factors influencing successful collective action in groundwater management, this is a highly complex process that remains challenging. This paper analyzes factors facilitating and impeding collective action in groundwater management, using the rare and successful collective-action example of the Angas Bremer irrigation district (South Australia). Drawing on data gathered through semi-structured interviews this paper further explores the context under which collective action arose and changed over time. The findings show a dynamic transient interaction between the following factors responsible for the rise and fall of collective action: (i) perceived crisis, (ii) small, homogenous community (iii) strong leadership from respected community members, (iv) shared norms and values, (v) shared goals, and (vi) trustworthy two-way relationship between resource users and formal institution. Although it is difficult to generalize from one case study, collective action and groundwater management are highly contextual. These findings are useful (i) for other communities with similar characteristics, (ii) to explore conditions for achieving successful groundwater governance including efficient and effective reforms, (iii) to highlight the importance of participatory management processes, (iv) to help government agencies understand what motivates communities to engage in collective action and how that leads to successful groundwater co-management, and (v) to expand on a very small body of literature documenting stakeholders narratives on collective action and groundwater management. Consumer information and its communication in the digital space has undergone a paradigm shift in the past decade. Online reviews are one form of consumer information which is gaining increasing commercial value and consumer influence. Retailers, marketers, PR firms, competitors and commercial online review providers are all implicated in exploiting this situation through the strategic creation and dissemination of fake online reviews. Recent studies suggest that fake online review prevalence is escalating and representing a growing problem in terms of online informational accuracy and potentially, market regulation. The UK Advertising Standards Authority has already found against TripAduisor in this regard and other ubiquitous, highly popular review platforms are increasingly being examined by regulators for review accuracy as well. This paper considers fake online reviews and their potentials to mislead consumers, breach consumer laws and to undermine market efficacy. An examination of Australian law reveals that misleading and deceptive conduct and false testimonials in the form of fake online reviews are potentially actionable and that cases are starting to emerge which justify regulatory action. The paper also considers potential legal, technical and industry solutions, such as mandating best practice fake review detection and increasing enforcement and consumer education actions. The author concludes with the view that whilst the online environment is infinitely evolving and challenging, Australian consumer law is presently adequate to the task - provided that deficiencies in legal enforcement, fake review detection and consumer awareness are proactively addressed. This paper aims to increase understanding of how mothers diagnosed with breast cancer while in the paid workforce experience and manage their multiple demands of taking care of themselves, their children and their paid work. In-depth, semi-structured interviews were conducted with 32 women who were mothers of dependent children and in the paid workforce at the time of their breast cancer diagnosis. The sample includes women living in urban and rural Australia. The study found that after a breast cancer diagnosis, participants tended to prioritise their health and wellbeing over paid work. Yet dominance of gendered identity meant that they tended to place the needs of family, especially children, above their own health and wellbeing. The key factors that influenced mothers' decisions to continue in, return to, or leave paid work after a breast cancer diagnosis included: a change in perspective regarding what was important in their lives; level of support from the workplace and home; the extent to which participating in paid work was a financial necessity; the extent to which their identity was connected to paid work, and; ongoing level of pain or fatigue. The paper concludes that using the sociological concepts of the fateful moment, boundary maintenance and a feminist ethic of care produces a more nuanced understanding of women's participation in paid work after breast cancer than examining paid workforce participation, or unpaid responsibilities and mothering, separately. The nature of the permeability or malleability of boundaries between work, family and taking care of the self affects women's participation in paid work during and/or after breast cancer treatment. Increased boundary permeability or malleability brought about more by cooperation than conflict facilitated positive experiences of re-negotiating boundaries, whereas increased permeability or malleability brought about more by conflict than cooperation created difficulties for women in finding an acceptable balance between their family, paid work and taking care of their own health after breast cancer. Background Much academic scholarship has explored drug use and ‘addiction’ in the criminal justice system. Methods This paper explores what happens when ‘addicts’ are victims, through an analysis of victims of crime compensation case law within the state of Victoria, Australia. Results We argue that the law enacts a set of unexamined assumptions about the ‘problem’ of addiction, including the assumption that it is incompatible to be both addict and victim. However, courts reconcile this ‘dilemma’ by explaining addiction as an ‘effect’ of trauma, violence or abuse, a seemingly sympathetic rendering of addiction. Although this appears to represent a less stigmatising approach than found in the criminal law, we argue that these processes actually produce new challenges for people who use drugs and ‘addicts’, and that these may be counter to the stated aims and objectives of crimes compensation law. We argue that even legal systems with an explicitly remedial rationale have the potential to generate harms, creating those who use drugs and ‘addicts’ as pathological in certain ways and thereby undermining their claims to citizenship. Our analysis is underpinned by a critical approach to the constitution of social problems based on the work of Carol Bacchi. Conclusion Although the focus is on Australian law, the arguments we develop in this paper are likely to resonate beyond the specific jurisdiction reviewed here, and raise questions about the mutually interdependent role of law and policy in compounding the stigmatisation and marginalisation of people who use drugs and drug ‘addicts’. In this paper, we examine the intersections between place and healthcare choice, drawing on Bourdieu's concepts of distinction and social space, and engaging with data from interviews with 78 Australians living in varied geographic locations. We find the status of an area is used to judge the quality of its healthcare services. Areas with high status are assumed to have better quality health services than areas of disadvantage. Where people live shapes the choices they make and their judgements about the status of a place. Moreover, having less choice is not necessarily problematic. Participants in regional and remote areas with less choice tend to report positive experiences with healthcare providers. Place can constrain people's ability to make good healthcare choices, yet participants have differing capacities to mobilise resources to overcome the constraints of place. [ABSTRACT FROM AUTHOR]

Background A heatwave can be a devastating natural disaster to human health, and elderly people are particularly vulnerable. With the continuing rise in earth's surface temperature alongside the world's aging population, research on the mortality burden of heatwave for the older population remains relatively sparse. The potential magnitude of benefits of averting such deaths may be considerable. Objectives This paper examined the short-term mortality displacement (or “harvesting”) of heatwave, characterized the heatwave-mortality relationship, and estimated death burden and health costs attributable to heatwave among the elderly in Australia. Methods We collected daily data on the temperature and deaths of people aged ≥75 years in the five largest cities of Australia (Sydney, Melbourne, Brisbane, Perth and Adelaide), totaling 368,767 deaths in different periods between 1988 and 2011. A total of 15-tiered heatwave definitions, based on intensity (95th to 99th percentiles of temperature distribution) and duration (two or more consecutive days), were used to quantify heatwave effects, using time-series regression and random-effects meta-analysis. We calculated attributable deaths for each city and by different types of heatwave. Potential economic benefits in monetary terms were also estimated, considering that heat-related deaths are avoidable. Results Among the Australian elderly population, we found significant associations between heatwave and deaths, with raised mortality immediately in the first few days followed by lower-than-expected mortality. In general, heatwave was associated with an average death increase of 28% (95% confidence interval: 15% to 42%), and greater increases were mostly observed for more intense heatwaves across multiple megacities. During the study period, there were dozens to hundreds of deaths attributable to heatwave for each city, equating to an economic loss of several million Australian dollars every year. Although the estimated attributable deaths varied by heatwave intensity and duration, the pattern was not consistent across cities. Conclusions Heatwave caused harvesting effects on mortality in the elderly population of Australia, and contributed to a substantial amount of death burden and indirect financial costs. To lessen the health impacts of heatwave in the affected regions, effective heatwave early warning systems and interventions targeted at the elderly population could be beneficial, both now and in the future.
