This paper compares key aspects of governance structures for Indigenous populations in the United States and Australia. The paper focuses on policy coordination and administration, in particular the nodes of decision‐making in the two countries in relation to government contracting and accountability. The U.S. approach to funding Indigenous organizations stems from the 1975 Indian Self‐Determination and Education Act and its subsequent expansions. Through the development of contracting into permanent compacting via block grants, this approach builds established nodes of Indigenous government and facilitates whole‐of‐government coherence at the level of the American Indian tribe. The U.S. approach seems correlated with better performance and may lighten bureaucratic loads over the long term. The Australian model, on the other hand, seeks to create whole‐of‐government coherence through top‐down financial accountability in a way that hampers the development of Indigenous political capacity. The paper traces the development of these practices through time and illustrates how they contribute to the fragmentation rather than growth of Indigenous political capacities. It suggests ways the Australian model could be improved even in the absence of fundamental reform by drawing on the contracting‐to‐compacting framework of longstanding U.S. practices. We compare models for funding Indigenous organisations in the United States and Australia. The U.S. approach encourages nodes of Indigenous governance via permanent compacting, and seems correlated with better performance. Introduction. This paper reports the results of the 1995, 1998, 2001 and 2004 Australian and US household surveys, with emphasis on changes since 2001. Design and Methods. The US survey data were recalculated to match age groups in the Australian data. Statistically significant changes are reported. Differences in prevalence of use by gender within age group were tested for significance. Results. The past-year use of 'any illicit drug', cannabis, cocaine, tranquillisers and injecting drugs decreased between 2001 and 2004 in Australia, but remained stable for all these drugs except ecstasy between 2002 and 2004 in the United States. The use of hallucinogens decreased in both countries. Alcohol and use of many illicit drugs by teenage girls in both countries increased to rates similar to or higher than boys, and teens in both countries reported binge and heavy drinking in the past month. Australians in their 20s had the highest rates of use, but in the United States, past-year use of many drugs was highest among teenagers. Discussion. More treatment services are needed, particularly for people dependent upon non-opiate drugs. The changes in acceptability of use of different drugs and their perceived availability are related to changes in prevalence rates. Even with the similarities in levels of use, there are differences in patterns of use and preferences for certain drugs in each country, and geographic proximity to drug sources is a factor. This paper explores the content of the Australian foreign and defence policy agenda over the past 50 years, finding evidence of both continuity and change. Australian political leaders have generally committed to cooperation with international institutions, wealth creation through engagement with Asian economies in particular, and security through the American alliance. In this period, changes in foreign policy approach either concerned marginal issues or were driven significantly by exogenous factors: by changes in the international environment or by global events that propelled a reconsideration of Australian foreign and defence policy interests. However, periods of policy change and significant public attention in - particular around the Vietnam and Iraq wars - illustrate the continued relevance of political choices and agency. Both conflicts and debates around them ushered in changing foreign and defence policy considerations, and both raised fundamental questions about Australian security and independence in the context of the American alliance. This paper updates an earlier article by comparing the results of the 1998 and 2001 household surveys. The Australian survey showed a significant decrease in past-year use of "any illicit drug". The methodological changes in the US surveys prevented comparison for these years, but there were increases in use of any illicit drug between 2000 and 2001. Patterns of use of marijuana, stimulants, cocaine, ecstasy, heroin and needles are shown by age group and gender. Use by teenage girls in both countries has risen to the point that they are now using alcohol and some drugs at rates similar to boys. Over 20% of teens in both countries reported binge drinking in the past month. While Australians in their 20s had the highest rates of lifetime and past-year use, in the United States, depending on the drug, lifetime use was highest among people in their 30s or 40s, with past-year use highest among teenagers. Drug treatment services are needed not only for young people, but also for aging users. ‘It is much easier to extirpate than to amend Mankind.’ Sir William Blackstone Five stages in the history of regulation are derived from the literature as a starting framework for this essay. These stages are outlined in the first section. This five-stage model is then confronted and revised in light of the neglected case of the Australian penal colony. It is juxtaposed throughout the paper with the history of the regulation of crime in the US. Australian convict society is found to be brutal yet forgiving. We conclude that surprisingly high levels of procedural justice and reintegration in Australian convict society drive down crime rates at a remarkable rate in the nineteenth century. In contrast American slave society is characterised by procedural injustice, exclusion and stigmatisation, which delivers high crime rates. Following Heimer and Staffen's theory, reintegration and procedural fairness are found to arise in conditions where the powerful are dependent on the deviant. Acute labour shortage is the basis of a reintegrative assignment system for Australian convicts to work in the free community. While convicts change Australia in very Australian ways, we find that many of these developments are not uniquely Australian and so a revision of the five-phase model is proposed. The revision also implies that Foucault's distinction between governing the body versus governing the soul (corporal/capital punishment versus the penitentiary) is less central than exclusion versus inclusion (banishment versus restorative justice) to understanding all stages of the history of regulation. Previous studies that assessed the impact of exchange rate volatility on Australian trade flows assumed that the effects are symmetric, meaning that if an x% increase in volatility hurts trade flows by y%, an x% decreased in volatility, boosts trade flows by y%. The new direction in the literature is to engage in asymmetric analysis, since the rate at which trade flows respond to increased volatility could be different than the rate at which they response to declines. We do this by assessing the symmetric and asymmetric effects of the Australian dollar–U.S. dollar exchange rate volatility on the exports of 230 U.S. exporting industries to Australia and 129 Australian exporting industries to the United States. We find overwhelming support for short‐run and long‐run asymmetric effects of exchange rate volatility on both countries exports to each other. Specification of "standing" – whose benefits and costs should be counted – is a crucial step in a Cost–Benefit Analysis. If it is omitted, some relevant costs and benefits may be excluded, or, conversely, wrongly included. The textbook formulation for standing is "the whole of society" for a country, but the literature is virtually silent on the issue at a sub‐national or regional level. A strictly state or regional standing can be a problem within federated countries such as Australia or the USA due to conceptual inconsistencies and resulting inefficiencies. Prior to the Society of Hospital Pharmacists of Australia (SHPA) National Residency Program, residency training for pharmacists in Australia was not common practice. The Pharmacy Department at the Royal Melbourne Hospital has had a formalised residency program since 2004. More recently, a sustainability strategy was implemented to promote pharmacists who completed the residency program, which prompted a review of the existing program. A SWOT (strengths, weaknesses, opportunities and threats) analysis was undertaken, and a subsequent program was codeveloped with stakeholders and launched. The new residency program capitalised on the existing strengths and incorporated new elements from established US and UK residency standards, was implemented in May 2016, and was later awarded provisional accreditation by SHPA. The program has been shared with other organisations and was adopted by an interstate health network as a basis for their SHPA National Residency Program. This study examines and compares insider trading laws across Australia and the United States. Motivation is provided by academic studies that provide a global comparison of insider trading without analysis of divergent interpretations and liabilities. For example, sharing confidential information with friends over Friday night drinks may have completely different legal consequences across different countries. The possibility of higher or lower legal sanction offers research opportunities in the areas of government‐supervised firms, tipping to short sellers and insider trading when firms are cross‐listed in countries with different insider trading regimes. Background and Aims Questions about drinking 'yesterday' have been used to correct under-reporting of typical alcohol consumption in surveys. We use this method to explore patterns of over- and under-reporting of drinking quantity and frequency by population subgroups in four countries. Design Multivariate linear regression analyses comparing estimates of typical quantity and frequency of alcohol consumption with and without adjustments using the yesterday method. Setting and Participants Survey respondents in Australia ( n = 26 648), Canada ( n = 43 371), USA ( n = 7969) and England ( n = 8610). Measurements Estimates of typical drinking quantities and frequencies over the past year plus quantity of alcohol consumed the previous day. Findings Typical frequency was underestimated by less frequent drinkers in each country. For example, after adjustment for design effects and age, Australian males self-reporting drinking 'less than once a month' were estimated to have in fact drunk an average of 14.70 (± 0.59) days in the past year compared with the standard assumption of 6 days ( t = 50.5, P < 0.001). Drinking quantity 'yesterday' was not significantly different overall from self-reported typical quantities during the past year in Canada, the United States and England, but slightly lower in Australia (e.g. 2.66 versus 3.04 drinks, t = 20.4, P < 0.01 for women). Conclusions People who describe themselves as less frequent drinkers appear to under-report their drinking frequency substantially, but country and subgroup-specific corrections can be estimated. Winterton R, Warburton J, Oppenheimer M. The future for Meals on Wheels? Reviewing innovative approaches to meal provision for ageing populations The global phenomenon of population ageing is impacting on how community care is delivered, and a key component of health and social care services for the frail elderly is Meals on Wheels (MOW), a service that has traditionally encompassed delivering meals to older people in their homes. However, aspects of this conceptualisation of MOW are being redefined in order to address challenges posed by tightening global financial contexts, a reliance on volunteers and increasing social isolation among ageing populations. Through a review of the literature and websites from selected countries (UK, USA, Canada, Australia), this article explores and critically evaluates models of MOW delivery addressing these challenges. Findings suggest that MOW services are utilising a marketised approach, moving outside of the home and incorporating diverse volunteer roles. These findings demonstrate how services such as MOW can develop sustainable approaches to service delivery in a contemporary context. ABSTRACT Aims This study aimed to examine the associations between reported exposure to anti-smoking warnings at the point-of-sale (POS) and smokers' interest in quitting and their subsequent quit attempts by comparing reactions in Australia where warnings are prominent to smokers in other countries. Design A prospective multi-country cohort design was employed. Setting Australia, Canada, the United Kingdom and the United States. Participants A total of 21 613 adult smokers who completed at least one of the seven waves (2002-08) of the International Tobacco Control Four Country Survey were included in the analysis. Measurements Reported exposure to POS anti-smoking warnings and smokers' interest in quitting at the same wave and quit attempts over the following year. Findings Compared to smokers in Canada, the United Kingdom and the United States, Australian smokers reported higher levels of awareness of POS anti-smoking warnings, and this difference was consistent over the study period. Over waves in Australia (but not in the other three countries) there was a significantly positive association between reported exposure to POS anti-smoking warnings and interest in quitting [adjusted odds ratio = 1.139, 95% confidence interval (CI) 1.039-1.249, P < 0.01] and prospective quit attempts (adjusted odds ratio = 1.216, 95% CI 1.114-1.327, P < 0.001) when controlling for demographics, smoking characteristics, overall salience of anti-smoking information and awareness of anti-smoking material from channels other than POS. Conclusions Point-of-sale health warnings about tobacco are more prominent in Australia than the United Kingdom, the United States or Canada and appear to act as a prompt to quitting. U.S. GAAP has increasingly become an influence on accounting practices in other countries, even aside from those traditionally considered under direct U.S. influence. The change arises from the large number of U.S. accounting standards, non-U.S, companies listing on U.S. stock exchanges, and the amount of U.S. direct investment abroad. As the impact of U.S. GAAP varies across countries, it may affect international accounting harmony. This idea is tested by examining the level of international harmony for eleven accounting measurement policies in matched pairs of large companies from Australia and the U.K., two countries with historically strong cultural and economic links. It is argued that, in recent decades, accounting practice in Australia, more so than in the U.K., has become increasingly U.S.-oriented. The concepts of harmony of Tay and Parker (1990) and Archer et al. (1996) are employed. International harmony is measured by the between-country C index and chi-square test; national harmony by van der Tas's (1988) H index. While considerable national harmony is found in the U.K. for seven and in Australia for five accounting policies, there is considerable or complete international harmony for only three policies. Evidence is presented of the influence of U.S. GAAP as one factor explaining the poor degree of U.K./Australia international harmony. Australian companies appear to follow U.S. GAAP to a greater extent than do U.K. companies. The Utility PhotoVoltaic Group (UPVG) is a non-profit organization of nearly 100 energy service providers that was formed to accelerate the commercialization of photovoltaics (PV). The US Department of Energy (DOE) provides funding support for many of the UPVG's activities and programs. The UPVG manages the TEAM-UPprogram, which is a partnership between the electric utility industry and the US DOE that provides cost-sharing to competitively selected business ventures that deploy PV systems. Currently over 400 individual installations, totalling more than 275 MW, have been installed under rounds One, Two, and Three of the TEAM-UPprogram. One goal of TEAM-UPis to disseminate information collected from these ventures to utilities, energy service providers, and the solar community. This paper describes the UPVG, the TEAM-UPprogram and identifies lessons learned at this stage of the program.
