Eleven papers delivered at the annual meeting of the International Federation of Library Associations and Institutions for the Division of Management and Technology are presented. Some were presented at a roundtable on audiovisual media, and others are from sessions on library buildings and equipment, information management, and statistics in library management. Fifty-five information science educators, administrators, and specialists from 22 countries assembled to discuss and debate the following themes: identification of characteristics of work done in the information sector; analysis of the educational needs of the information professional; the role of information professionals in national development; standards and measurements of supply and demand; qualitative, quantitative, and a mixture of methods; research of the "ideal profile" of information, library, and archives professionals; planning for future demands in the information sector. The objectives of the seminar were: (1) to define a conceptual and historical framework; (2) to analyze the advantages and disadvantages of different methods; (3) to report on experiences using different methodologies; and (4) to define the background questions posed to elicit observations and suggestions to make the process work. The nine papers in this booklet were presented at three sessions of the IFLA General Conference. The five papers in this collection examine the existing trends in the use of microcomputers in educational planning and management. In the first paper, "Reflexions sur l'Ordre du Jour" (French), Michel Saint-Germain addresses contextual factors surrounding the use of computers, priorities that must be accounted for before developing new software applications, and issues related to joint cooperation. In the second paper, "Computer (Software) Applications to Educational Planning and Management," Brent Edward Wholeben discusses trends in planning and management, priorities for software design and development, and cooperation between universities and specialized research centers. The education policy for international computing survey (in English and Spanish) is included. In the third paper, "Computer-based Educational Planning and Management in Africa: Current Trends," Boubacar Camara focuses on the growth of statistical applications and statistical databases, the design of information systems, and training workshops in computer literacy. In the fourth paper, "Software Application to Educational Planning: Notes on the Agenda," Habib Khan focuses on software applications to educational planning and the design and implementation of Education Management Information Systems. In the fifth paper, "Software Priorities for Educational Planning," Luis Valadares Tavares outlines the process of educational planning and notes the facets of that process that may be supported by appropriate software. These remarks by the President of the International Federation of Library Associations (IFLA) address the theme of the conference--"Library and Information Services in a Changing World"--with: (1) special attention to a view of IFLA since its founding in 1927; (2) recognition of the 110th anniversary of the British Library Association and the appropriateness of holding the conference on British soil; (3) the wide-ranging activities in library work in the Third World by IFLA; (4) education of the present-day librarians who must adapt to a rapidly changing social and technological environment; (5) new professional fields presenting new job possibilities; and (6) a summary of discussions concerning closer coordination between the professional work done in the Sections and Core Programs. Materials for acquiring minimal communicative competence have to serve a double purpose: learning of comprehension on the one hand and of expression on the other. Because there is so little available data on the exact nature of the communicative function of language, it is difficult to construct authentic communications. CINAO (a beginning course in English for adults) uses brief excerpts from video and sound recordings that are motivating in content and that can serve the double purpose mentioned above. Practice with these "texts" leads to the acquisition of rules of language function in verbal communication and to the ability to use these rules in order to understand the communication. Because they lack necessary vocabulary, beginning students would have difficulty using these internalized rules to produce their own communications. Therefore, CINAO divides production and comprehension activities. In a first level, students use the recorded excerpts to learn and use rules for each activity separately. In a second level, they learn to use the rules internalized during the first stage, not from existing documents but by constructing their own situational dialogues under the guidance of a native speaker. Use of such materials would be facilitated by a network for the exchange of materials, availability of the proper equipment, and provision for usage by students outside of class. A two-part lesson outline completes the essay. (AMH)

Parry, United Kingdom), which presents the results of a three year survey into the state of world mapping, a discussion of the implications of changing patterns of map availability for map library acquisitions, an evaluation of worldwide availability of conventionally published mapping, and a statement of conclusions regarding this availability; (2) "L'automatisation au Departement des Cartes et Plans de la Bibliotheque nationale (Automation in the Department of Charts and Maps in the National Library)" (Pierre-Yves Duchemin, France), which appears only in the original French; (3) "Online Bibliographic and Circulation Systems: The Illinois Example" (David Cobb, United States), which discusses the recataloging project of the University of Illinois Map and Geography Library, supported by a Title II-C grant; and (4) "CARTO-NET: Graphic Retrieval and Management in an Automated Map Library" (Barbara Morris, United Kingdom), which provides descriptions of CARTO-NET, a fully functioning, automated map cataloging and retrieval system, and a study of the feasibility of setting up a cooperative map cataloging network. The six papers compiled here cover topics related to government publications and bibliography. In "The Impact of the Use of New Technology in Government Publishing on Libraries," Bernadine E. Abbott Hoduski discusses the impact of the use of new technology by government publishers on the dissemination of government information to libraries, particularly depository libraries. In "L'impact des nouvelles technologies sur les publications officielles" (The Impact of New Technologies on Official Publications), Pierre Pelou points out that the quality of information services is determined not by the use of new technologies, but by the ways in which the librarian utilizes them to meet the information needs of users. In "Government Publications and the Concept of Rarity," Richard Landon considers the concept of rarity in terms of government publications and provides several examples of the scope of rare government publications. In "Survey of Bibliographic Services of International Intergovernmental Organizations: A Progress Report," Sylvie Jacque provides a progress report on a project which is updating an inventory of major bibliographic sources of intergovernmental organizations and conducting a survey of such materials in depository libraries. In "The International Bibliography: A Review," Nellie S. C. Moffitt examines the development of the "International Bibliography," a bibliographic quarterly for intergovernmental publications. In "Bibliographic Control, Use, and Reference Service for United Nations Publications in an Academic Library," Alfred Kagan discusses problems affecting access to United Nations documents. (MES)

Papers on library buildings and equipment which were presented at the 1986 International Federation of Library Associations (IFLA) conference include: (1) "Changes in Library Buildings" (H. Faulkner-Brown, United Kingdom), which defines a desirable library building as being flexible, compact, accessible, extendable, varied, organized, comfortable, constant in environment, secure, and economic, and considers the effects of social and technological change on library buildings; (2) "Construction d'un Centre de Documentation Scientifique et Technique" (The Construction of a Center for Scientific and Technical Documentation) (J. P. Sakoun, France), which discusses the need for such a center in France, the decision of the French government in 1984-85 to establish a center using the Centre Nationale de Recherches Scientifiques (CNRS) as a base, the architectural competition to design a building in Nancy for the new center, and the winning design; and (3) "Modern Technology and Traditional Methods of Library Activity," by V. M. Krasil'shchikova of the USSR, which discusses the unity of traditional "book" technology and modern technology in libraries in the Soviet Union. In this paper, we aim to explore ways of transformations of the new techno-culture that will become essential to appropriate two emerging technologies closely related: Big-datas and Datas Analytics. We discuss as well the history of big-datas and statistical analysis but also their digital pre-warning. In terms of multivariate statistical analysis, we discuss the epistemological issues but also ethical Copernican reversal caused by this analysis (discussed Benzécri / Bourdieu). The questions to being techno-digital, closely related with human intelligence, it also upset by its implementation collaborative networks, are quickly raised (Heidegger, Simondon, Derrida and the current bibliography). We conclude by stating the close involvement of our ITEN-UNESCO Chair for ISO standardization of ICT and Learning Analytics standardization project that just opened. We also present our project Muren HD (digital humanities involving crowdsourcing synergy for education, research and heritage in a culturally Euro-Mediterranean context); a project that is part of education-research-project IDEFI Créatic.

The international databases of the Institute for Scientific Information (ISI) are essential tools but incomplete to evaluate the performance of the research and provide statistical indicators on the volume of scientific production of a country. In this context, we present the results of a bibliometric study of scientific production from the Faculty of Medicine and Pharmacy, Casablanca (Morocco). We will focus on the possibilities offered by open access (the green and the gold roads) to increase the visibility of local production.

Moroccan university researcher and open access to scientific and technical information. In this era based on information we live in, the free flow of information and knowledge is a fundamental principle for the reduction of the scientific gap. Social inclusion and economic empowerment are achieved in a society where citizens have universal access to information, whether general or specialized. Thus, over 10 years after the Declaration of the open access movement, clearly it has gained much ground in developed countries with substantial infrastructure, including through the active involvement of their universities and authorities in scientific research. However, the world of research in developing countries, in particular Morocco, lagging far behind in the practice of open access and does not take enough advantage of the opportunities of the free flow of information and knowledge. It is in this context that we have tried to amass an inventory in this area showing that the academic world is not yet part of the movement even though many conditions are already in place to benefit from open access.

The current paper aims at presenting the current state of affairs in the teaching and learning of Romanian as a foreign language (RFL) both in Romania and abroad. It starts from a brief literature review, referring to aspects such as the institutional contexts where RFL classes are organized, types of classes and learners. Next, the paper presents the teaching of RFL in practice, as evident from the discussions occasioned by the Round table entitled "Teaching Romanian as a foreign language in Romania and abroad - challenges, solutions, best practices", organized as part of the International Conference "Synergies in Communication", Bucharest, October 2022. The paper focuses on press translation and its importance in today's globalized world and comprises a case study: the analysis of the way in which a statement pertaining to France's president Emmanuel Macron has been translated into the anglophone and Romanian press. Press translation is marked by at least two paradoxes: it is different from what is called "professional translation" and it is not based on a single source text. We inquire whether press translation exists as such: would it be more accurate to speak about adaptation and localization of the informative content for the target audience? The case study is represented by the various translations of the verb "emmerder" uttered by Emmanuel Macron during an interview in January 2022, when he expressed his desire to make life difficult to unvaccinated people. For any foreign audience, this declaration of the French president may be characterized as "soft news". We provide the definition of the verb "emmerder" as mentioned by the French dictionary and investigate the way in which this verb has been translated in the anglophone and Romanian press: from milder choices to stronger or even shocking translations. The paper also examines the objectivity of the press discourse when characterizing Macron's statement and analyzes the titles of several articles published in the anglophone and Romanian press, scaling them based on their objectivity/subjectivity. We present the results of a research project on arithmetic-algebraic thinking that was carried out jointly by a team in Mexico and another in Quebec. The project deals with the concepts of variable and covariation between variables in the sixth grade at the elementary level and the first, second, and third years of secondary school--namely, children from 11 to 14 years old. We target secondary students (first year or K7) in this article. Our objective relates to the development of a gradual generalization in arithmetic-algebraic thinking in a socio-cultural approach to the learning of mathematics. We experimented with investigative situations using a paper-and-pencil approach and technology. We analyze the emergence, in this context, of a visual abstraction, the production of institutional and non-institutional representations, a sensitivity to contradiction, and, finally, the concepts of variable and of covariation between variables. Without orthogonality and without visible axiality, in appearance the garden of Algiers of the Ottoman period does not follow any geometry, it presents itself on a sloping ground with grass, flowers and fruit trees following the logic of the cultivator who has respected the movement of the sun, the cultivation techniques and the irrigation system. It seems like a natural landscape whose vegetable, ornamental and medicinal plants, coexist by means of highly developed cultivation techniques. The absence of apparent geometry certainly gives a natural character to the garden and a great feeling of pleasure. However, it is on the basis of a circular and spiral geometry that a spatial hierarchy of the garden is ordered to give a spiritual and mystical meaning to the garden. Thus, it is from the forest towards the orchard, then towards the courtyard and finally towards the patio that the passage from nature to culture is felt. This garden, described as picturesque by historians, travelers and painters of the modern era, tells of the love of man for his creator, a relationship that the poets and painters of medieval and modern Islamic times have admirably represented. This paper contains a cross-reading of the medieval Islamic painting and of the architecture of the Ottoman Garden of Algiers, which represent depictions of the love of man towards his creator through the geometry of the spiral, a geometry that is both cultural and natural. For Epicurus the word is associated with the concept it expresses in an irrefutable, physiological way. His conviction concerning the existence of language presupposes two stages: the natural and original creation and its following elaboration. The factors that define the original creation of each language are based on the notion of place. As such, human nature physiologically created the language in relation to the passions and impressions that each place had to stimulate. The following human elaboration had the task of clarifying the most ambiguous concepts and the things that were invisible. From this axiomatic postulate, the paper proposes a presentation of the Epicurean theory on the creation of language, relying in particular on its conviction that the original nucleus in every language, which establishes the word-concept association, derives from place. Thus, the passions and impressions that each place imposes on language cannot be transferred through translation. This is mainly because they constitute an experience, which is the only basis that allows the irrefutable and physiological association between word and concept. The communion between two people who speak the same language occurs through the communion of an experience because this experience is common. In modern times and by following Epicurus, a question arises: can East and West speak the same "language"? Is it true that East and West do not have any experience in common? The present paper offers insight into the causes of archaization of old lexemes and aims to emphasize the relevance of quantitative factors. Whereas such lexical items may be hold for iconic - considering their occurrence in older texts or folkloric lyrics - most of them have either ceased to be codified in contemporary dictionaries of the German language, or they are unheard of in the spoken language. The process and causes of archaization are thus being analyzed on a representative selection of such words. "Tandaradei", "allhier" or "Feinstlieb" are such words that in spite of their iconic role in literary texts are no longer used by the linguistic community. The processes that shaped their archaization are manifold, raging from singular causes - such as the semantic hypertrophy of "allhier" - to causes that are complexly linked to each other. The analyzed words exhibit an interesting link between their archaization and certain measurable traits, thus shedding a new light on underlying linguistic principles. The findings of my research suggest that such principles may be regarded as laws of archaization and that quantitative linguistics should be better integrated in the analytical instrumentarium of archaisms. IoT deployments require long-range wireless communications, especially in urban and metropolitan areas. LoRa is one of the most promising technologies in this context because of its simplicity and flexibility. In fact, the deployment of LoRa networks in dense IoT scenarios must achieve two main objectives: effective communication between a large number of devices and resilience to dynamic channel conditions due to demanding environments (for example, the presence of many buildings). This paper reviews and shows a LoRa network deployed within our team that will be deployed in our building. This work is part of the regional project "E-Water Efficiency", where we are working to improve the robustness of environmental sensor networks. We are implementing around thirty sensors on STM32 cards that are used to transmit packets to a gateway, then will be sent back to the cloud for processing at the final destination. In fact, the work environment will strongly influence the design of the network. But once the network is operational, we can implement coding algorithms to improve robustness, such as: non-rate coding, network coding, cooperative relay communication, rank metric coding, etc. This paper presents pedagogical efforts made for the practical implementation of such a network. This paper outlines school-based intervention methods for students with behavior problems that have caused them to be excluded from their neighborhood school. The methods focus on developing the social competence of these youth. Four projects found to be effective in Quebec (Canada) secondary schools are described. One program provides an alternative to school suspension by creating a special class for students who have been removed from their classes for behavior problems. In the special class, which is led by a psychoeducator and resource teachers, the students complete assignments and reflect on the situation which led to their exclusion from their regular class. Students receive counseling and are gradually re-integrated into their original class. The second program focuses on social learning and involves teaching students effective problem solving strategies for dealing with classmates. The third program involves collaboration among members of the teaching team at a 75-minute weekly meeting where difficult classroom situations are presented and concrete intervention methods are discussed. The final program deals with parental involvement in developing the student's social competence. School personnel meet with the student and his or her parents to evaluate family functioning. Parents then meet in a group to learn about how they can create an environment that reinforces their child's school progress. This paper discusses the use of videotapes furnished with the "Valise du Francais des Affaires" from the Chambre de Commerce et d'Industrie de Paris to teach business French. In the videotapes, French employers discuss the type of employee they would like to hire, and the problems they have encountered in some of the interviews they have conducted with potential employees. The paper highlights vocabulary and concepts contained in these videos that would be unfamiliar to the average American student, provides short descriptions of French companies (using the companies' annual reports), and focuses on interview situations delineating some of the problems discussed. The second part of the paper consists of an excerpt from a promotional video prepared by the Renault Company to underscore France's advanced automobile technology. This particular video is suitable for beginning engineering and business students in French. Exercises and suggestions are presented that provide a variety of opportunities for introducing business French. These activities constitute a break from normal classroom activities and are one way of enhancing students' entry into the world of languages in the professions. (JL)
