The post-apartheid government in South Africa has provided increased opportunities for public participation at the local government level. Local party politics tend to bedevil these local participatory processes. This paper discusses ANC party politics and how they impact on public participation. It draws on a case study of five municipalities in the Cape Winelands District of the Western Cape that was conducted through semi-structured interviews and secondary data analysis. Local ANC politics has a huge impact on local government structures and their participatory processes. The ANC is a unitary structure in its policy but there is a lack of uniformity in understanding, commitment, and implementation of participatory policies at different levels of the organisation and government spheres. Some deployed public representatives work to advance themselves and their factions, at the expense of the ANC and the communities they are supposed to be leading. The findings of this study have as much significance for civil society as for the local state and its representatives. They show that it is not always the case that the state is bad and civil society is good as leaders of civil society get involved in clientelist relationships and blatant corruption. The paper reports on a study investigating the efficacy of policy and legal framework for cooperative governance and LED to facilitate and coordinate responses to socio-economic concerns in the selected small towns in South Africa. The policy and legal framework place the onus for development on the local municipalities and urge the municipalities to partner with other stakeholders such as the business and the civil society to manage and respond to socio-economic concerns within the municipalities. The purpose of this paper is to review the 'efficacy of the policy and legal framework' to facilitate 'cooperative governance' and 'LED', specifically in six municipalities in the Western Cape Province, South Africa. Data were collected from government officials, private and civil sector through three data collection instruments, namely, document review, interviews and focus group discussions. The key findings from the study are mixed. The policy design and implementation were established problematic in multifarious ways. However, the findings also provide a glimpse of hopes in matters of public accountability by providing policy guidelines aimed at promoting accountability amongst government role-players. Given the backdrop, some recommendations are provided in this paper. This paper provides feedbacks for policy makers and implementers on the performance of policy and legal framework that informs the cooperative governance of local economies, specifically in small towns, to establish as to what is effective to replicate in form of good practice and what is under-performing for possible review. This assist in improving the understanding of the context that may inhibit or enable stakeholders in taking full advantage of collaborative-led developmental interventions to further peoples' lives and to enhance their opportunities to partake in matters of development in their municipalities. This paper revolves around 'grounded theory', based on empirical work undertaken by the author since 2000 involving case studies of a set of application-oriented research centres/units at Western Cape universities. Most of these research groupings were involved in what are termed triple helix research relations linking university-industry-government (U-I-G). The first part of the paper relates this grounded theory to ideas of Henry Etkowitz and colleagues, about the new third mission (of socio-economic development) of universities undergoing what they term a '2nd academic revolution'. But it is argued that absent from the latter ideas are important additional concepts of "use-inspired basic research' and a (new post-1970s) 'third industrial capitalist revolution'. The second part relates this set of analytical concepts including the 'additions', to the theoretical framework of ideas and questions being developed by the author in a new research project: this focuses on what he terms the 'fourth helix' of university-civil society (U-CS) research relations, with new case studies to investigate these CS linkages. The latter currently have an 'orphan' status alongside the dominant triple helix relations -- but questions are raised about how a scholarship of engagement of university researchers with CS can be enhanced in South Africa and internationally. This paper presents a case study of wellness programme and health policy development based on an HIV/AIDS organisation's Khayelitsha site in the Western Cape Province, South Africa. The study examines the different challenges that the organisation faces in relation to its predominantly low-income staff, donor-driven structure, its limited resources and organisational capacity, and the highly stressful and demanding nature of HIV-related treatment and care. This case study also examines the significant and contentious challenges lying in the organisation's faith-based identity. Research began with a review of civil society organisations' responses to HIV in sub-Saharan Africa, as well as related topics, such as South Africa's public health system, and health-seeking attitudes, beliefs and behaviours in high-risk South African communities. The organisation's health policy was analysed and 'workshopped' with multiple employees. Focus groups were conducted with mid-management and fieldwork staff in the Khayelitsha office, while a comprehensive, anonymous, wellness questionnaire was distributed in order to collect quantitative data. Data acquired from the questionnaire responses and the focus group discussions indicated that wellness programme and health policy development faces its greatest challenges on two fronts, namely due to a critical lack of organisational development and capacity, and a host of practical, social and cultural challenges among the most vulnerable people whom the NGO intends to serve. The study's primary recommendations include: taking its employees' cultural and social norms into consideration; addressing issues related to capacity and organisational development with the major donors; broadening the scope of its health policy to extend beyond issues related to HIV; and examining and clarifying expectations of employee behaviour in light of its identity as a faith-based organisation. The study also issues a secondary list of recommendations for other resource-constrained NGOs that also wish to develop and implement wellness programmes and health policies in their workplace.
