The release of the 2014 REF results in the UK is a timely reminder that many national governments have aimed to increase the research productivity of universities, by introducing performance-based research systems. This paper examines whether there is a relationship between attitudes to these research systems and research productivity, using interview data from three universities in Australia, New Zealand and the UK. The neoliberal restructuring of government policies in developed nations since the 1970s has stimulated many observers to observe the “roll back” of the state from social assistance, including housing. Some suggest that the “roll out” of new forms of state activity are occurring. This paper argues that perceptions of “roll back” and “roll out” arise from a particular conception of the capacity of the state that focuses on apparent state action over discursive production. A modified version of governmentality theory is deployed to demonstrate that despite perceptions of a weakening state housing assistance presence in Australia, the UK, the Netherlands and New Zealand, the conceptive and discursive role of the state has remained strong. The paper concludes by arguing that greater appreciation of the persistent pragmatic capacity of the state to define the objects, subjects and relationships of housing policy fruitfully illuminates the condition of the state under neoliberalism. Efforts to reconcile work-life balance goals are at the heart of the design of tax-benefit programs. Yet this relationship between work-life balance and tax-benefit programs is relatively unexplored. To help address this lacuna this paper compares approaches to reconciling work-life balance goals in the designs of earned and child tax credits in Australia, Canada, New Zealand, the United Kingdom, and the United States. These designs indicate different approaches to reconciling work-life balance. In their design of earned and child tax credits the United States places emphasis upon targeting tax relief by paid employment (to breadwinners), Australia and Canada by family structures (to caregivers), and New Zealand and the United Kingdom by both paid employment and family structures, although in New Zealand assistance is provided on a more residual basis. Of these designs the dual objective approach, particularly of the United Kingdom, appears to offer greater opportunity for both directly addressing relatively high rates of child poverty and increasing low wage caregivers' labor supply (as part of a broader poverty reduction strategy). This paper focuses on the years immediately following the Second World War, a period in which imperial factors also continued to shape broader migration patterns and policy in Great Britain and the Dominions. It looks in particular at the experiences of public service radio broadcasting officers who traveled to Great Britain from the Dominions with the support of bursaries provided by the Imperial Relations Trust (IRT). This scheme ran for over a decade, and also funded bursars from India, Pakistan and Ceylon, and visits by British broadcasting officers to other Commonwealth countries. The experiences of all these bursars are of similar historical interest, but are not dealt with here, as they raise questions and involve historiographical debates that reach beyond the scope of a short paper. This paper focuses on the men and women from Canada, Australia and New Zealand who traveled to Britain in the early years of the scheme’s operation.

This paper presents results from a comparative study of company directors of the top 250 Australian companies. The paper analyses the concentration of directorship holding in Australia and New Zealand in 1991 and compares this with other Australian, New Zealand, British, Canadian and American studies. The paper argues that while the density of interorganisational interlocks in Australia is quite normal by international standards, such comparisons are substantially affected by the relatively small number of board positions characteristic of Australian companies. When we allow for this external parameter by considering the concentration of directorship holding by persons, there is evidence of a significant concentration of available positions in the hands of relatively few persons in Australia, New Zealand and Canada. The paper suggests that the organisation of business power in Australia reflects a continuing tension between principles of regulation derived from the larger economies of Britain and the United States and practical concerns of business leadership in Australia generated by the geopolitical realities facing Australian business. This article deals with violence against women in an overview discussion. It first reflects on the devastating legacy of gender violence, with examples from across the world. It goes on to discuss the transformations that began to develop in both service provision and in attention to, and public attitudes about, the issue in various countries, from the 1970s onwards. There have been (a) transforming services, (b) transforming people and (c) transforming research. Illustrations are provided from the United Kingdom with additional material from Australia and New Zealand. The paper celebrates both the achievements of activism and service provisions over the past 30 years on gender violence, and also the first 20 years of specialized violence against women research, during which time it has moved from the margins to - almost - the mainstream. Over the past 15 years geographers in the UK, USA, Canada, Australia, New Zealand and elsewhere have been increasingly concerned with issues of sexuality and space and have produced an array of work under the heading 'queer geographies'. This paper considers the importance of place in the production of queer geographies. Material representing queer geographies is drawn from Web pages, conversations and e-mail exchanges (a questionnaire survey) with key individuals in geography (or related spatial disciplines) departments in New Zealand and Australia. This paper presents a comparative analysis of the extent to which party law influences the internal organisation of parties in four Commonwealth common law states: Australia, Canada, New Zealand and the United Kingdom. The research engages with recent comparative party literature that emphasises the increasingly close relationship between political parties and the state, in particular the cartel party thesis. My findings indicate that over the last few decades parties have become subject to greater legal regulation, which supports the claim that parties are now managed more closely by the state. However, it is important to distinguish between legislative and common law (judicial) regulation, as each has a different impact on the organisational autonomy of the cartel party. I argue that parties (as autonomous actors and the authors of parliamentary decrees) have been able to shape legislative regulation to their advantage by eliciting significant financial support from the state, yet minimising the corresponding degree of legislative intrusion into their internal activities. However, cartel parties have not been able to prevent judicial scrutiny of their internal workings, and have lost a significant degree of organisational independence as principles of administrative law (usually reserved for state bodies) are being increasingly applied to their structure and behaviour. This paper contributes to the literature on business-to-business relationships in tourism distribution by examining questions of supplier selection in the New Zealand inbound tourism industry. In particular, the paper examines the factors that influence offshore intermediaries' selection of new suppliers; analyses the factors that would lead them to change suppliers; and investigates the ways they stay abreast of what products and suppliers are available in New Zealand. An open-ended approach is taken to addressing these questions based on interviews with a range of intermediaries in New Zealand's three main international markets: Australia, Great Britain and the USA. Three broad sets of factors are found to influence their behaviour in terms of selecting and changing New Zealand suppliers of travel products: those related to products, people and pricing. In contrast to earlier work in this field, product-related factors are shown to be particularly important. TRENZ, the country's annual travel trade fair, and the activities of the national tourism marketing organization are the main means by which intermediaries remain abreast of product development. This paper examines the emergence of education as a marketable service with institutions now seeking to market themselves in a professional manner. A comparison is made between two samples- one of administrators within educational institutions in Australia, Canada, New Zealand, the United Kingdom and United States, the other of college and university students in Australia. Statistical analysis identified a series of key factors considered critical to the successful marketing of these institutions. A comparison of institutional and student views is made concluding that significant differences exist between the two groups. Managerial and research implications are provided. Most studies of employee involvement and participation (EIP) focus on organisation level, which is understandable given that employers have plenty of choice about how it should be implemented. However, even the most lightly regulated economies do not operate in a complete institutional void as some forms are regulated while government-funded initiatives also promote EIP. Employers' organisations, professional associations and other specialist organisations also operate as intermediary forces between the state and individual employers to shape EIP. However, these forces have not been analysed, an omission which seems strange given the ‘space’ available for occupation in lightly regulated economies. This paper compares the role these different forces play in shaping patterns of EIP at organisation level in four Anglo-American countries (the UK, Ireland, Australia and New Zealand) through interviews and documentary evidence at national, intermediary and organisation levels. While ‘hard’ institutional forces have some influence on representative EIP, ‘soft’ institutional and intermediary forces are more likely to shape EIP because they allow employers choice and flexibility in implementation and fit with national business systems in these countries. The nursing profession has experienced significant change over the last 100 years. Consequently, the work-force of the 21st century is a diverse entity that is edging toward the specialization of nurses in a specific clinical setting. In such an environment, a common knowledge base is demanded of nurses - a factor that has affected the development of second level, or enrolled nurses (ENs). The forces at play raise questions about nursing roles and scopes of practice. The establishment of education pathways that promote career development has been the stimulus for conversations about the effectiveness of the transition of EN to registered nurse (RN). This paper presents a review of the literature that identifies and explores common emerging themes (making the move from EN; adapting to Bachelor of Nursing; transitioning to RN) associated with this transition through the process of undertaking baccalaureate studies in nursing. The professional identity of counsellors and guidance practitioners in Aotearoa New Zealand is currently under review as a result of the passing of legislation regulating health professionals and the proposed introduction of national registration of counsellors. In this paper I explore this debate, and examine the professional identities claimed by counsellors, counselling psychologists and psychotherapists. The current discussion in this country is both informed by and provides an illuminating lens on professional identity issues in Australia, the UK and the US. This article examines the results of the world's largest ever survey of international relations (IR) scholars with an eye to establishing the particularities of the discipline in Australia and New Zealand. The survey covered the areas of teaching, research, the structure of the profession and scholars' views on foreign policy. From these results, this paper compares IR in New Zealand and Australia, and discusses the extent to which the discipline in these two countries is distinctive from its overseas counterparts, especially in the United States and the United Kingdom. The particular areas of focus include the degree to which the field in Australasia conforms to or differs from US or Commonwealth identities; epistemological and gender divides; the distinctive foci of what IR scholars in both countries teach and research; which publications are favoured and disfavoured; and the contrasting linkages between academia and the world of government and policy. This paper argues for research into the effectiveness of government strategies for a 'carbon neutral public sector'. We review initiatives in three OECD countries: New Zealand, Australia and the UK. In all jurisdictions, government agencies have consistently stressed 'leading by example' as a rationale for adoption. 'Direct mandate' by the Prime Minister (NZ); 'organic development' from wider central government sustainability initiatives (UK); and a more 'laissez faire' approach by Australian Federal and State Governments, were identified as the general pathways leading to implementation. Our assessment indicates: a lack of understanding of the implementation process for carbon neutrality; a need to identify and critically examine the 'offset threshold' at which mitigation efforts cease and offsetting is adopted; an absence of any evaluation of the 'leading by example' rationale; a lack of inter-country comparisons; a gap in understanding the relationship with economic and social aspects of sustainability; and a need to evaluate the utility of core government departments as the focus of carbon accounting. This paper situates late modern Anglo-Indian lifeworlds in Australia in a dialogue with the theoretical templates of globalisation and postcolonialism. More particularly it deploys contemporary Anglo-Indian life stories to challenge theoretical positions in the domain of globalisation studies that announce either the demise of postcolonial theory (by suggesting that it has outlived its historical viability) or subsume its varied articulations under the rubric of "globalisation". Both positions find their voice in Michael Hardt and Antonio Negri co-authored Empire (2000). I take up the challenge posed to postcolonialism by Hardt and Negri by asking how they would theorise a mode of hybrid belonging in a globalised world that has a long colonial history of racial and cultural mixing and that is not just a by-product of late capitalism's global generation of difference. Such a mode of belonging is manifest in the Anglo-Indian community now residing in the Anglophone countries of Australia, Canada, New Zealand, and the UK. The Anglo-Indian narratives deployed in this analysis are seen as exemplary in addressing the theoretical links between postcolonialism and globalisation. The research ethics review process is now an inherent part of conducting research and a topic of much discussion. On the negative side it has been presented as cumbersome, expensive, time consuming, and potentially a system that does not adequately deal with the concerns it was set up to address. One common, but often controversial, proposal to address some of these concerns has been the institutionalization of centralized systems of review. This paper uses data on the review systems in place in five countries (Australia, Canada, New Zealand, the USA and the U.K.), some with and some without versions of centralized review, to explore issues related to centralization of the review process. It suggests that there are at least three types of systems (fully centralized, dual, and decentralized or multicommittee) in place; all are made up of two, interrelated components (the administrative and the ethics review). We suggest that both components need to be considered in discussions about centralized review. Serious consideration of centralization of the administrative component may address many concerns. Centralization of the ethics review may provide a context that deals with other issues and may encourage reviews that more effectively focus on the ethical issues involved. [ABSTRACT FROM AUTHOR]

This paper proposes a nine‐component analytical framework for developing, comparing, and evaluating road safety strategies. The nine components are: (1) vision; (2) objectives; (3) targets; (4) action plan; (5) evaluation and monitoring; (6) research and development; (7) quantitative modelling; (8) institutional framework; and (9) funding. While the first four components are essential for the formulation of a road safety strategy, the remaining components are key to its successful implementation. To demonstrate the usefulness of this comparative framework, we examine the road safety strategies of six selected administrations: Australia, California, Great Britain, Japan, New Zealand, and Sweden. In these case studies, we extract and highlight good practices in the formulation and implementation of their road safety strategies. The proposed framework also provides a systematic approach for assessing road safety strategies in other administrations. Dystonia is a neurological disorder characterised by involuntary muscle contractions. Pain is the primary non-motor symptom, and limited studies have investigated how dystonic pain is experienced. This study aimed to investigate how people with isolated dystonia describe their pain and compare across subgroups of dystonia. Anonymous online survey via social media asking participants to describe their pain in their own words, complete the McGill Pain Questionnaire (MPQ), and answer demographic questions. Thematic analysis identified common themes and frequencies were calculated for demographic and MPQ data. One-hundred and sixty-five respondents were included (mean age 51 years, 85% female). Thematic analysis identified four major themes "Physical sensations", "Temporal features", "Destruction", "Impact on life" with several sub-themes. The most chosen MPQ descriptor was "exhausting" followed by "tight," "sharp," "pulling," and "aching". The most common descriptors showed similar prevalence across subgroups of dystonia. As no objective tests for pain exist, pain sufferers must use language to describe their pain experience. People with isolated dystonia used sensory words combined with metaphorical language to detail temporal features of pain, as well as destructive internal battles or feelings of external forces acting upon them, and the significant toll pain has on everyday life. Pain is a common and debilitating non-motor symptom for people living with dystonia and should be discussed in a persons treatment plan. Pain sufferers use language to discuss their pain experience with others and report they don't feel well understood by others including health professionals. People with dystonic pain commonly described physical sensations, temporal features, destructive forces, and the impact on life caused by their pain. Findings suggest the experience of pain with dystonia is varied and better pain management options for people with dystonia are needed. [ABSTRACT FROM AUTHOR]

The article examines the provisions of the United Kingdom-Australia Free Trade Agreement (UKAFTA) and UK-New Zealand FTA (UKNZFTA), particularly their labour clauses. Also cited are the potential effects of said clauses on labour rights and protectionism, and the reasons why said clauses promote minimalism as a dominant pattern.

This paper focuses on efforts to promote environmental education andcommunity mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community(i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws ona recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educationalinstitutions in Hong Kong. The study examined how and to what effectthe Committee had used its financial resources between 1994-1999. Italso examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The papersuggests that the existing approach to community wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a `top-down' campaign-based approach, afailure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighborhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring andauditing of project outputs and benefits. There is minimal research about the military-to-civilian transition (MCT) from the perspective of the family. The goal of this scoping review was to identify what is known about military families across the Five Eyes Nations (FVEY) (Australia, Canada, New Zealand, the United Kingdom, and the United States) during this phase as well as identify gaps in the evidence base. Scoping review methods were employed with a narrative review process to conceptualize and organize results. The initial search returned 2,219 sources. From these, 27 sources about military family experiences during MCT were identified. Overall, there was limited research on this topic with the majority of sources being from gray literature. A contributing factor to this lack of literature could be the conflation of the MCT with other military transitions (i.e. deployments). Sources highlighted four major themes that influenced identified needs and current services for military families during MCT: (1) mental health; (2) barriers to care; (3) financial needs; and (4) targeted transition support. The limited literature documents promising family skills-based interventions during MCT. In this study we investigated the representation of countries and continents in the publication of six English language journals of sport and exercise psychology from 1997 until 2011. We selected all articles (N = 2093) published in theJournal of Sport and Exercise Psychology,The Sport Psychologist,Journal of Applied Sport Psychology,Journal of Sport Behavior,Psychology of Sport and Exercise, andInternational Journal of Sport and Exercise Psychologyduring 1997–2011 and all proceedings (N = 2034) in the last four World Congress of Sport Psychology (1997, 2001, 2005, and 2009). Then, we classified them by country and continent where the first author's institution was located. Five English-speaking countries (USA, UK, Canada, Australia, and New Zealand) represented 82% of the total publications in the six journals and 38.5% of congress proceedings. These were followed by five European countries (France, Germany, Greece, Norway, and Belgium) accumulating 10% of the total publications. The continents of Asia, Africa, and Latin America represented less than 4% of the publications but 28.2% of congress proceedings. There was a very high correlation between continents' representation in journal editorial boards and journal publications. Reviewers and readers should be aware of systematic errors that might happen in the review process of submitted manuscripts describing studies which have been conducted in non-English-speaking countries but which are eventually rejected in English language journals of sport and exercise psychology. From the perspective of both the state and its citizens, it is vital that up-to-date versions of legislation relevant to an issue that concerns them are capable of being identified and accessed. If legislation is not readily and immediately accessible, finding it will prove to be a task that is beyond not only lay people but also competent and experienced lawyers. A principal cause of the difficulty encountered by users of statutes and statutory rules in finding the law on a particular topic that concerns them is that often the relevant provisions are to be found not in one self-contained statute, but in a number of provisions scattered among a number of separate annual volumes. This article provides an overview of some historical and recent developments in the UK, Australia, New Zealand, Ireland, Jersey, and Canada, before proceeding to consider approaches by which responsible authorities keep their Statute Books accessible and coherent. It examines in detail the relative merits and demerits of the textual (or direct) method and the non-textual (or indirect) methods of amendment. The article concludes that the benefits of having an up-to-date, accessible and coherent Statute Book must surely be obvious. This article examines the international community's response to Indonesia's 1975 invasion of East Timor in light of recently declassified documents from the US, United Kingdom, Australia and New Zealand. It argues that anti-Communist and geopolitical concerns at the end of the Vietnam War were not the only, and perhaps not even the most important explanations of Western support for Indonesia's takeover of East Timor. Rather, this article suggests that beliefs that East Timor was too small and too primitive to merit self-governance reinforced the perceived imperative of maintaining friendly relations with the Suharto regime, whose growing importance in the regional political economy overshadowed its defiance of international law. Purpose: The aim of this study was to investigate international oesophageal screening (OS) practices during videofluoroscopy (VFS) amongst speech-language pathologists (SLPs) and to establish SLP perspectives regarding OS during VFS. Method: A 25-item online survey was developed and disseminated internationally. Respondents were SLPs with dysphagia and VFS experience. Information was sought on OS practices and perspectives. Descriptive statistics were used to analyse results. Result: A total of 202 SLPs completed the survey from USA, UK, Ireland, New Zealand, Australia and Austria. Fifty-eight per cent (n = 117/202) of SLPs internationally include an OS during VFS. This rate varies across USA (81%; 91/113), UK (69%; 18/26) and Ireland (60%; 18/30). Only 25% (29/117) of SLPs use a validated OS protocol. Most SLPs perform an OS in an anterior–posterior view (55%; 64/117) with patients seated (54%; 64/117). Bolus consistencies administered vary greatly. SLPs evaluate oesophageal bolus clearance (81% (95/117), bolus redirection (64%; 75/117), oesophageal transit time (49%; 57/117) and oesophageal pathology (11%; 13/117). Perceived challenges include scope of practice, patient positioning, protocol uncertainty and multidisciplinary support. Conclusion: Over half of SLPs internationally responding to the survey include an OS during VFS. Few follow validated protocols and analysis practices vary. Background: Aphasia services are currently faced by increasing evidence for therapy of greater intensity and comprehensiveness. Intensive Comprehensive Aphasia Programs (ICAPs) combine these elements in an evidence-based, time-limited group program. The incorporation of new service delivery models in routine clinical practice is, however, likely to pose challenges for both the service provider and administering clinicians. This program of research aims to identify these challenges from the perspective of aphasia clinicians from six countries and will seek to trial potential solutions. Continual advancements in global communication technologies suggest that solutions will be easily shared and accessed across multiple countries. Aims: To identify the perceived and experienced barriers and facilitators to the implementation of 1) intensive aphasia services, 2) comprehensive aphasia services, and 3) ICAPs, from aphasia clinicians across six countries. Methods and procedures: A qualitative enquiry approach included data from six focus groups (n = 34 participants) in Australia, New Zealand, Canada, United States of America (USA), United Kingdom (UK), and Ireland. A thematic analysis of focus group data was informed by the Theoretical Domains Framework (TDF). Outcomes and results: Five prominent theoretical domains from the TDF influenced the implementation of all three aphasia service types across participating countries: environmental context and resources, beliefs about consequences, social/professional role and identity, skills, and knowledge. Four overarching themes assisted the identification and explanation of the key barriers and facilitators: 1. Collaboration, joint initiatives and partnerships, 2. Advocacy, the promotion of aphasia services and evidence-based practice, 3. Innovation, the ability to problem solve challenges, and 4. Culture, the influence of underlying values. Conclusions: The results of this study will inform the development of a theoretically informed intervention to improve health services' adherence to aphasia best practice recommendations. This study explored the approaches of respiratory and palliative medicine specialists to managing the chronic breathlessness syndrome in patients with severe chronic obstructive pulmonary disease. A voluntary, online survey was emailed to all specialists and trainees in respiratory medicine in Australia and New Zealand (ANZ), and to all palliative medicine specialists and trainees in ANZ and the United Kingdom (UK). Five hundred and seventy-seven (33.0%) responses were received from 1,749 specialists, with 440 (25.2%) complete questionnaires included from 177 respiratory and 263 palliative medicine doctors. Palliative medicine doctors in ANZ and the UK had similar approaches to managing chronic breathlessness, whereas respiratory and palliative medicine doctors had significantly different approaches (p < 0.0001). Both specialties most commonly recommended a combination of non-pharmacological and pharmacological breathlessness management strategies. Respiratory doctors focussed more on pulmonary rehabilitation, whereas palliative medicine doctors recommended breathing techniques, anxiety management and the handheld fan. Palliative medicine doctors (197 (74.9%)) recommended short acting oral morphine for breathlessness, as compared with 73 (41.2%) respiratory doctors (p < 0.0001). Respiratory doctors cited opioid concerns related to respiratory depression and lack of knowledge. Nineteen (10.7%) respiratory doctors made no specific recommendations for managing chronic breathlessness. Both specialties reported actively managing chronic breathlessness, albeit with differing approaches. Integrated services, which combine the complementary knowledge and approaches of both specialities, may overcome current gaps in care and improve the management of distressing, chronic breathlessness. In previous work, Lynch and Moore theorised that the current popularity of adventure in recreation and education contexts is deeply paradoxical at social, economic and technological levels. Extending this thesis, we investigated the extent to which ‘adventure culture’ can be considered quantitatively and qualitatively specific to particular national cultures. Content analysis of popular print media in New Zealand, Australia and the United Kingdom found significant differences between countries in the amount of adventure-related material, distinctive outdoor recreation ‘signatures’ for each country as well as broad similarities in three themes. Further research is needed to explore relationships between adventure in outdoor recreation and in the societies generally. Early childhood education and care (ECEC) spending and enrollment levels have increased in a number of liberal welfare states over the past two decades as part of a social investment strategy aimed at delivering long term economic and human capital benefits. Comparative evidence from social investment experiences in Australia, the UK, Quebec, and New Zealand suggests, however, that governments have made choices about financing and delivery of services that do not match these human capital development goals. Generally high quality ECEC services that would yield those expected human capital benefits have not developed because of the kinds of investments that are being made ‐ particularly government reliance on private providers without strong regulatory regimes capable of ensuring high quality services. The article demonstrates that public investment in ECEC programs requires much greater consideration of the relationship between public finance, public regulation or “governance”, and program delivery mechanisms. This study was designed to conduct systematic reviews of existing evaporative cooling system maintenance guidelines and of published Legionnaires' disease outbreaks to determine what, if any, maintenance practices were in place at the time of the disease outbreaks and then to contrast the reported practices with the published guidelines for evaporative cooling systems. For the first review, similarities in the reported recommendations were assessed; in the second review, any reported information about the state of the evaporative cooling system during the outbreak investigation was summarized. The systematic reviews yielded 38 current guidelines for evaporative cooling systems and 38 published outbreak investigations. The guidelines varied regarding the recommended type and dose of biocides, frequency of general inspections and total system maintenance, the preferred disinfection and cleaning procedures when testing a system for microbiological contamination, the type and frequency of testing procedures, and interpretation of test results. Overall, the maintenance guidelines did not contain sufficiently detailed procedures to prevent the problems that were observed in the outbreak investigations. These maintenance procedures included lack or improper use of a biocide; infrequent testing for microbiological contamination; improper use or maintenance of drift eliminators; and lack of a total system cleaning within 6 months of the outbreak for cooling systems that were either under continuous use, recently started up, or frequently switched on and off. This study suggests that more specific and standardized maintenance guidelines for the control of Legionella bacteria are needed and that these guidelines must be properly implemented to help reduce further Legionnaires' disease outbreaks associated with evaporative cooling systems. A significant body of work has emerged over the last 10 years investigating the experiences of international university students. These studies have covered various challenges faced by some groups of international students relating to culture, language and integration and have been prompted by the increase in international students studying in the UK, Australia and New Zealand. A smaller strand of research has also begun to focus on the experiences, perspectives and reactions of academic staff who have seen the composition of their cohorts change substantially over recent years in terms of numbers of international participants. This article reviews relevant literature in this field, reporting on a questionnaire study based at two UK post-92 universities. Respondents associated a range of traits with international students and suggested that the increasing number of international students enhanced the environment, but also required a higher level of support. This study also found that staff resorted to informal methods when developing means of adapting their practices to the increasing number of international students, preferring discussion with colleagues and students themselves to formal development programmes or advice from specialist departments such as student support. The article concludes that in order to encourage diversity in a meaningful way, universities need to recognise the challenge of increased numbers of international students and support staff accordingly. Definitions of terrorism in the United Kingdom and other Commonwealth countries tend to provide that behaviour can constitute terrorism only if it is politically, religiously or ideologically motivated. Critics argue that this complicates prosecutions, distorts trials, and encourages racial profiling. Defenders argue that the requirement helps yield a definition which corresponds to common understandings of what terrorism entails, and limits the danger of terrorism-related powers being abused. Part 1 of this article examines the antecedents of the requirement, part 2 examines its legal significance, and part 3 argues that it is unnecessary and undesirable. While many of the criticisms of the motivation requirement are either unpersuasive or exaggerated, defences of the requirement are not altogether convincing. It has now been over a decade since the concept of creative industries was first put into the public domain by the Blair Labour government's Creative Industries Mapping Documents in Britain. The concept has gained traction globally, but it has also been understood and developed in different ways in Europe, Asia, Australia, New Zealand, and North America, as well as through international bodies such as UNCTAD and UNESCO. A review of the policy literature reveals that although questions and issues remain around definitional coherence, there is some degree of consensus emerging about the size, scope, and significance of the sectors in question in both advanced and developing economies. At the same time, debate about the concept remains highly animated in media, communication, and cultural studies, with its critics dismissing the concept outright as a harbinger of neoliberal ideology in the cultural sphere. This article couches such critiques in light of recent debates surrounding the intellectual coherence of the concept of neoliberalism, arguing that this term itself possesses problems when taken outside of the Anglo-American context in which it originated. It is argued that issues surrounding the nature of participatory media culture, the relationship between cultural production and economic innovation, and the future role of public cultural institutions can be developed from within a creative industries framework and that writing off such arguments as a priori ideological and flawed does little to advance debates about twentieth-century information and media culture. The concept of 'networks' in the British world has captivated the attention of historians in recent years, with theoretical frameworks now offered to chart the chronology of such phenomena. This article examines these frameworks critically through the lens of British world municipalities, examining the transfer of people and ideas between 1890 and 1939. It contemplates the significance of British world publications such as the Municipal Journal, appearing after 1890, in the facilitation of British world progressivism and its role in formalising networks; also the travels of municipal employees and the correspondence of town clerks in the first half of the twentieth century. Consideration is given to the place of Australian and New Zealand cities in such global networks. The article reflects on whether a move from 'ad hoc' networks before 1914 to more formal ones after 1920 is a credible way of characterising the period from the perspective of the Southern hemisphere cities. Beginning with 1990, this article identifies and comments on fifteen years of legal case law across the five national common law jurisdictions of Australia, Canada, New Zealand, the United Kingdom and the United States, addressing legal responses to Munchausen Syndrome by Proxy (MSBP). MSBP is a syndrome in which perpetrators either harm a child in their care or achieve harm through their insistence on medical tests and treatments for non-existent, fabricated or exaggerated conditions. Abuse may go on for some time, and sometimes this abuse results in the child's death. The discussion situates this body of reported cases, identified through keyword searches in the LexisNexis databases, within current academic and professional literatures. Primarily, this review finds that the open-textured attributes of syndrome evidence, coupled with the idealisation of mothering and the concomitant social revulsion and retributive impulse towards “bad mothers”, invites professionals to infuse alleged cases of MSBP with morality, gender attributions, and social judgements. While identifying and preventing child abuse is an important goal, the questions of conscious knowledge and volition in a psychiatrically disordered perpetrator and the nexus of professional expertise in attributing liability and assigning punishment and treatment options deserve a more nuanced consideration. This article will examine the involvement of the Empire Press Union, including prominent early members like Lord Northcliffe and its founder Sir Harry Brittain, in the development of imperial air services as part of a larger ongoing study involving India, Australia and New Zealand. The main focus will be on the first three decades of the organization (1909-39) and on its regular conference activity which correspond with the pioneering period of aviation in Britain and in the antipodes. The press, as will be shown, had a commercial stake in the pioneer aviation story, while the Empire Press Union, for reasons to be outlined below, had a strong interest in Imperial Airways' plans to develop the 'longest air route in the world' to that time. The focus of this analysis is inevitably limited: it does not, for example, deal with the ambitious British airship experiment which competed for funds and publicity with aviation, albeit with tragic outcomes. In contrast with the triumphalism of traditional communication and press narratives, it uncovers a complex faltering set of developments in which the Empire Press Union, both for altruistic and self-interested motives, played its part. In general terms, this involvement also serves to confirm that the Empire Press Union and its elaborate conferences paid increasing attention to new and emerging technologies like aviation and broadcasting in the interwar years. Moreover, this interest was not solely a response to the commercial challenges which such inventions posed to newspapers and print journalism; rather it reflected the willingness of the Press Union leadership, both in Britain and elsewhere, to harness such developments in the interests of speedier and cheaper imperial communications. This article discusses the mathematical needs of secondary teachers, in particular senior secondary teachers who are preparing students for tertiary mathematical study. It also reports on data concerning secondary mathematics teacher qualifications in New Zealand, Australia and the United Kingdom. Despite an increasing need for both deeper and wider mathematical understanding, the levels of mathematical qualifications of secondary teachers in all three countries appear to have declined since the 1970s, with the current proportion of teachers without post-secondary mathematics qualifications being between 20 and 30%. The implications for mathematics learning are discussed and it is recommended that all second year mathematics teachers should have the equivalent of second year university mathematics. The article discusses the Empire Service, the original version of the British Broadcasting Company (BBC) World Service radio system, and its reception by British subjects in New Zealand, Australia and Canada. The author suggests that the Empire Service was not well received due to its centralized organization in Great Britain and growing autonomy in British colonies. He notes the attitudes of John Reith, director general of the BBC, toward colonial listeners and the limitations of shortwave radio broadcasts. The relationship between the Empire Service and Canadian Broadcasting Corporation (CBC) and the poor broadcast quality of the Empire Service in Australia and New Zealand is discussed.

Based on an actor-centred institutionalist approach, parliamentary oppositions in Westminster democracies are analysed through three dimensions. Firstly, through institutional opportunity structures for opposition parties: in all four countries there are comparatively few opportunities for the opposition to affect policy-making. However, there are variances between the four countries and they change over time. Secondly, they are analysed through the parties' policy positions and the potential for cohesive behaviour by non-governmental parties. Within this aspect, there are different constellations. In most cases, opposition parties do not coordinate their strategies. Thirdly, they are viewed through bicameralism and federalism, as external veto points that may be employed by opposition parties in Australia and in Canada. Little empirical research has been conducted about international partnerships between travel and tourism organisations, airlines and their intermediaries such as wholesalers and travel agents. Nevertheless, these partnerships are important because tourism is becoming more international and most destinations have to compete at a global level. Moreover, both producers and intermediaries are increasingly using information technology to increase their knowledge and relationship with customers. Thus this research set out to develop and empirically confirm a systemic model of these partnerships and four related research objectives. The methodology involved multiple case studies based on in-depth interviews with key players in Australia, New Zealand, the United Kingdom and Germany. The first outcome is a confirmation of the systemic model. In addition, the findings show the reasons for engaging in partnerships and the scope for further partnerships among the industry players. As well, the findings show that while 'disintermediation' may occur because of the advancement of communication technology, the linkages between travel and tourism organisations, airlines and intermediaries are still significant.
