With the realisation that changed investment patterns are necessary conditions for sustainable development, investors and other stakeholders are becoming increasingly interested in corporate environmental performance. In some countries, environmental and eco-efficiency factors are now being considered in the context of investment decisions. Research conducted in both Australia and overseas suggests, however, that investment professionals do not place the same emphasis on environmental performance as other users of corporate reports. In this paper we report on the results of a questionnaire distributed to investment analysts in Australia. The questionnaire was directed towards identifying the extent to which environmental management and performance feature in assessing company performance, general attitudes among investment professionals towards the business-environment relation, and the constraints on the inclusion of environmental performance in investment decisions. The results indicate a very modest shift towards environmental considerations among investment professionals in Australia and that some forms of environmental risks are being assessed. However, there are constraints to the inclusion of environmental performance, most of which relate to the nature and availability of reliable information. In this paper we also contemplate the question of whether environmental reporting and performance rating systems would facilitate the integration of environmental considerations in investment decisions. The Bachelor of Mechanical Engineering at the University of New South Wales in Sydney, Australia is a four year degree program. In their fourth and final year, students can choose from a range of technical elective courses, one of those being in acoustics. The acoustics course entitled 'Fundamentals of Noise' can also be taken as a postgraduate coursework subject as part of a Masters by Coursework degree. The course covers fundamental topics in acoustics, noise, noise measurement, and noise control. This paper outlines the topics covered in the course, the range of assessment activities conducted by the students, and the use of invited industry guest speakers, all of which aim to maximize student knowledge, interest, and performance in the course. The need to improve environmental management in Australia is urgent because human health, well-being and social stability all depend ultimately on maintenance of life-supporting ecological processes. Ecological science can inform this effort, but when issues are socially and economically complex the inclination is to wait for science to provide answers before acting. Increasingly, managers and policy-makers will be called on to use the present state of scientific knowledge to supply reasonable inferences for action based on imperfect knowledge. Hence, one challenge is to use existing ecological knowledge more effectively; a second is to tackle the critical unanswered ecological questions. This paper identifies areas of environmental management that are profoundly hindered by an inability of science to answer basic questions, in contrast to those areas where knowledge is not the major barrier to policy development and management. Of the 22 big questions identified herein, more than half are directly related to climate change. Several of the questions concern our limited understanding of the dynamics of marine systems. There is enough information already available to develop effective policy and management to address several significant ecological issues. We urge ecologists to make better use of existing knowledge in dialogue with policy-makers and land managers. Because the challenges are enormous, ecologists will increasingly be engaging a wide range of other disciplines to help identify pathways towards a sustainable future. [ABSTRACT FROM AUTHOR]

This paper investigates the current state of corporate Australia's environmental management accounting practices and environmental management accountants' perceptions of how environmental management accounting information should be accounted for and reported in the annual report of an environmentally sensitive corporation. The results indicate that many Australian companies have not yet developed a holistic approach to environmental costing, and that environmental management accountants believe that environmentally induced costs and expenses should be reported as notes to financial statements, rather than in the profit and loss statement in the corporate annual report. However, results are inconclusive as to whether certain environmentally induced expenditure should be capitalised and amortised separately in the balance sheet, while there is some support for environmentally induced end-of-pipe and integrated technologies being recognised separately as assets in the balance sheet. The community is the basic unit of urban development, and appropriate assessment tools are needed for communities to evaluate and facilitate decision making concerning sustainable community development and reduce the detrimental effects of urban community actions on the environment. Existing research into sustainable community rating tools focuses primarily on those that are internationally recognized to describe their advantages and future challenges. However, the differences between rating tools due to different regional conditions, situations and characteristics have yet to be addressed. In doing this, this paper examines three sustainable community rating tools in Australia, namely Green Star-Communities PILOT, EnviroDevelopment and VicUrban Sustainability Charter (Master Planned Community Assessment Tool). In order to identify their similarities, differences and advantages these are compared in terms of sustainability coverage, prerequisites, adaptation to locality, scoring and weighting, participation, presentation of results, and application process. These results provide the stakeholders of sustainable community development projects with a better understanding of the available rating tools in Australia and assist with evaluation and decision making. Rainwater is a traditional but under-utilized water resource that has today had a resurgence due to the worldwide water crisis. This paper demonstrates the outcomes of research on the feasibility of rainwater use in high-rise residential envelopes for four Australian cities of Melbourne, Sydney, Perth and Darwin. Different climate patterns and various levels of water demand management were established for determination of storage dimensions; annual tank water use; reduction in both imported water flow and stormwater disposal; and water spillage from tanks. High level water demand management was a profoundly effective tool for reducing potable water supply, especially in combination with rainwater use. The economic feasibility of rainwater use systems were estimated; with Sydney having the shortest payback period compared to other cities either both with 3A rated appliances (8.6 years) or 5A ones installed (10.4 years). That was due to the higher and more consistent rainfall in Sydney. An outcome of this study was that Sydney was likely most suited to rainwater use, followed by Perth, Darwin, and then Melbourne. The objective of this study was to fill in the gap in estimating feasibility of rainwater use in various Australian cities. This investigation endeavors to provide assistance to water authorities and urban planners of Australian cities with the consideration of the potential of rainwater harvesting. Community and catchment-based approaches to salinity management continue to attract interest in Australia. In one such approach, Catchment Demonstration Initiative (CDI) projects were established by the Western Australian (WA) Government in 2000 for targeted investment in large-scale catchment-based demonstrations of integrated salinity management practices. The aim was to promote a process for technically-informed salinity management by landholders. This paper offers an evaluation of the effectiveness of one CDI project in the central wheatbelt of WA, covering issues including: its role in fostering adoption of salinity management options, the role of research and the technical requirements for design and implementation of on-ground works, the role of monitoring and evaluation, the identification and measurement of public and private benefits, comparison and identification of the place and value of plant-based and engineering-based options, reliance on social processes and impacts of constraints on capacity, management of governance and administration requirements and an appreciation of the value of group-based approaches. A number of factors may reduce the effectiveness of CDI-type approaches in facilitating landholder action to address salinity, many of these are socially-based. Such approaches can create considerable demands on landholders, can be expensive (because of the planning and accountability required) on the basis of dollars per hectare impacted, and can be difficult to garner ownership from all involved. An additional problem could be that few community groups would have the capacity to run such programs and disseminate the new knowledge so that the CDI-type projects can impact outside the focus catchment. In common with many publicly-funded approaches to salinity, we found that direct benefits on public assets are smaller than planned and that results from science-based requirements of monitoring and evaluation have long lead times, causing farmers to either wait for the information or act sooner and take risks based on initial results. We also found that often it is a clear outline of the process that is of most importance in decision making as opposed to the actual results. We identified limitations in regulatory processes and the capacity for local government to engage in the CDI. The opportunities that CDI-type approaches provide centre around the value of its group-based approach. We conclude that they can overcome knowledge constraints in managing salinity by fostering group-based learning, offer a structured process of trialling options so that the costs and benefits can be clearly and transparently quantified, and avoid the costly mistakes and “learning failures” of the past. The root zone storage capacity (Sr) is the maximum volume of water in the subsurface that can potentially be accessed by vegetation for transpiration. It influences the seasonality of transpiration as well as fast and slow runoff processes. Many studies have shown that Sr is heterogeneous as controlled by local climate conditions, which affect vegetation strategies in sizing their root system able to support plant growth and to prevent water shortages. Root zone parameterization in most land surface models does not account for this climate control on root development and is based on lookup tables that prescribe the same root zone parameters worldwide for each vegetation class. These lookup tables are obtained from measurements of rooting structure that are scarce and hardly representative of the ecosystem scale. The objective of this research is to quantify and evaluate the effects of a climate-controlled representation of Sr on the water fluxes modeled by the Hydrology Tiled ECMWF Scheme for Surface Exchanges over Land (HTESSEL) land surface model. Climate-controlled Sr is estimated here with the "memory method" (MM) in which Sr is derived from the vegetation's memory of past root zone water storage deficits. Sr,MM is estimated for 15 river catchments over Australia across three contrasting climate regions: tropical, temperate and Mediterranean. Suitable representations of Sr,MM are implemented in an improved version of HTESSEL (Moisture Depth – MD) by accordingly modifying the soil depths to obtain a model Sr,MD that matches Sr,MM in the 15 catchments. In the control version of HTESSEL (CTR), Sr,CTR is larger than Sr,MM in 14 out of 15 catchments. Furthermore, the variability among the individual catchments of Sr,MM (117–722 mm) is considerably larger than of Sr,CTR (491–725 mm). The climate-controlled representation of Sr in the MD version results in a significant and consistent improvement of the modeled monthly seasonal climatology (1975–2010) and interannual anomalies of river discharge compared with observations. However, the effects on biases in long-term annual mean river discharge are small and mixed. The modeled monthly seasonal climatology of the catchment discharge improved in MD compared to CTR: the correlation with observations increased significantly from 0.84 to 0.90 in tropical catchments, from 0.74 to 0.86 in temperate catchments and from 0.86 to 0.96 in Mediterranean catchments. Correspondingly, the correlations of the interannual discharge anomalies improve significantly in MD from 0.74 to 0.78 in tropical catchments, from 0.80 to 0.85 in temperate catchments and from 0.71 to 0.79 in Mediterranean catchments. The results indicate that the use of climate-controlled Sr,MM can significantly improve the timing of modeled discharge and, by extension, also evaporation fluxes in land surface models. The objective of this study was to elicit experts’ opinions and gather estimates on the perceived probability of introduction and spread of avian influenza (AI) virus in the Australian broiler and layer industry. Using a modified Delphi method and a 4-step elicitation process, 11 experts were asked to give initial individual estimates for the various pathways and practices in the presented scenarios using a questionnaire. Following this, a workshop was conducted to present group averages of estimates and discussion was facilitated to obtain final individual estimates. For each question, estimates for all experts were combined using a discrete distribution, with weights allocated representing the level of expertise. Indirect contact with wild birds either via a contaminated water source or fomites was considered the most likely pathway of introduction of low pathogenic avian influenza (LPAI) on poultry farms. Presence of a water body near the poultry farm was considered a potential pathway for introduction only when the operation type was free range and the water body was within 500m distance from the shed. The probability that LPAI will mutate to highly pathogenic avian influenza (HPAI) was considered to be higher in layer farms. Shared personnel, equipment and aerosol dispersion were the most likely pathways of shed to shed spread of the virus. For LPAI and HPAI spread from farm to farm, shared pick-up trucks for broiler and shared egg trays and egg pallets for layer farms were considered the most likely pathways. Findings from this study provide an insight on most influential practices on the introduction and spread of AI virus among commercial poultry farms in Australia, as elicited from opinions of experts. These findings will be used to support parameterization of a modelling study assessing the risk of AI introduction and spread among commercial poultry farms in Australia. [ABSTRACT FROM AUTHOR]

Freshwater fishes are vulnerable to changes in water quality, physical habitat and connectivity resulting from drought, particularly in regulated rivers. When adequate river flows return, the recovery of populations might depend on the duration and consequences of drought. Rivers of the highly regulated Murray-Darling Basin in south-eastern Australia terminate at two large, shallow lakes that are separated from the estuary by tidal barrages. Over-abstraction of water and widespread prolonged drought (1997-2010) placed the lakes under severe environmental stress, culminating in critical water level recession from 2007 to 2010. Concurrently, most freshwater fish populations collapsed. We investigate shifts in fish assemblages resulting from habitat inundation in the lakes following the drought. The inundation and re-connection of the lakes and fringing habitats led to a substantial reduction of salinity throughout the region, and aquatic vegetation shifted from salt-tolerant to freshwater species. Fish assemblages became increasingly characterized by common freshwater taxa (ecological generalists), including high proportions of alien species. There were no indications of population recovery for three threatened species. The findings emphasize that short-lived fishes with specialized habitat requirements are vulnerable to severe population declines during prolonged drought in regulated rivers, which might restrict their recovery when adequate flows return. In any insect invasion the presence or absence of suitable food and oviposition hosts in the invaded range is a key factor determining establishment success. The glassy-winged sharpshooter, Homalodisca vitripennis, is an important insect vector of the xylem-limited bacterial plant pathogen, Xylella fastidiosa, which causes disease in numerous host plants including food and feedstock crops, ornamentals and weeds. Both the pathogen and the vector are native to the Americas and are considered to be highly invasive. Neither has been detected in Australia. Twelve Australian native plant species present in the USA were observed over two years for suitability as H. vitripennis feeding, oviposition and nymph development hosts. Hosts providing evidence of adult or nymph presence were Leptospermum laevigatum, Acacia cowleana, Eremophila divaricata, Eucalyptus wandoo, Hakea laurina, Melaleuca laterita and Swainsona galegifolia. An oviposition-suitability field study was conducted with citrus, a favoured oviposition host, as a positive control. Citrus and L. laevigatum, A. cowleana, B. ericifolia×B. spinulosa, C. pulchella, E. divaricata, E. wandoo, H. laurina, and S. galegifolia were found to be oviposition hosts. Egg parasitism by the mymarid parasitoid Gonatocerus ashmeadi was observed on all Australian plants. A number of Australian plants that may facilitate H. vitripennis invasion have been identified and categorised as ‘high risk’ due to their ability to support all three life stages (egg, nymph and adult) of the insect in the field (L. laevigatum, A. cowleana, E. divaricata, H. laurina, and S. galegifolia). New South Wales ( NSW) local government is in the throes of a vigorous debate over the best methods of improving its operations through a comprehensive reform programme. An Independent Local Government Review Panel, set up by the NSW Government, has proposed addressing the 'key challenge' of local environmental sustainability by forcibly amalgamating local councils, especially in the metropolitan regions of the state. Using the community participation model, local co-governance structures established by Lake Macquarie City Council (LakeMac) in its Sustainable Neighbourhoods Program ( SNAP) as a case study, this study argues that co-governance programmes of this kind represent by far the most promising avenue for tackling the environmental challenges facing NSW local government. We seek to demonstrate that the ground-breaking efforts being undertaken by LakeMac show that NSW local government already enjoys the necessary legislative foundations to initiate successful local co-government initiatives through local community participation. Rather than divisive and expensive compulsory council mergers, we contend that the Panel should instead have recommended that the NSW Government focus on encouraging NSW local government to emulate LakeMac's example in discharging its environmental responsibilities. Stormwater modelling indicated an average annual discharge from Sydney estuary catchment of 215,300 mL and loadings of 0.8, 0.5, 1.7, 3.2, 1.1, 3.6 and 17.7 tonnes for As, Cd, Cr, Cu, Ni, Pb and Zn, respectively. Priority for remediation should be given to creeks with high-metal loads in the upper and central estuary, as well as discharging to the western shores of Middle Harbour. Managerial strategies need to target dissolved and particulate metal phases to ensure effective remediation. The proportion of metals discharged under low- (<5 mm rainfall/day), medium- (>5 to <50 mm/day) and high-flow conditions (>50 mm/day) was approximately 10%, 60% and 30% of total loading, respectively. Under high-flow conditions the estuary becomes stratified and most metals are exported to the sea, whereas metals discharged during low-flow may be remediated by infiltration. Effective remediation will depend on the extent to which ‘first-flush’ metals associated with medium-flow conditions can be remediated. [ABSTRACT FROM AUTHOR]

It is argued that under the guise of integrated impact assessment, environmental capacity and quality is being eroded rather than enhanced. This proposition is examined in the context of a World Heritage Area and an integrated impact assessment process for a major energy infrastructure project in Australia known as Basslink. The case study, which charts the negotiations that took place between a proponent, environmental researchers, consultants, regulators and decision-makers for an environmental flow for the iconic Gordon River in Tasmania, describes the 'balance' that was struck in the name of sustainable development. It demonstrates that, while social and economic benefits tend to be identified as one and the same, the environment is constituted as an oppositional "good". We argue that this outcome is the rule rather than the exception and caution that integrated assessments could serve to 'fast-track' the loss of environmental capacity and quality. In this study, dry season radon flux densities and radon fluxes have been determined at the rehabilitated Nabarlek uranium mine in northern Australia using conventional charcoal canisters. Environmental background levels amounted to 31± 15 milli Becquerel per m2 per second (mBq m−2 s−1). Radon flux densities within the fenced rehabilitated mine area showed large variations with a maximum of 6500 mBq m−2 s−1 at an area south of the former pit characterised by a disequilibrium between 226Ra and 238U. Radon flux densities were also high above the areas of the former pit (mean 971 mBq m−2 s−1) and waste rock dump (mean 335 mBq m−2 s−1). The lower limit for the total pre-mining radon flux from the fenced area (140 ha) was estimated to 214 kBq s−1, post-mining radon flux amounted to 174 kBq s−1. Our study highlights that the results of radon flux studies are vitally dependant on the selection of individual survey points. We suggest the use of a randomised system for both the selection of survey points and the placement of charcoal canisters at each survey point, to avoid over estimation of radon flux densities. It is also important to emphasize the significance of having reliable pre-mining radiological data available to assess the success of rehabilitation of a uranium mine site. [ABSTRACT FROM AUTHOR]

There is growing recognition at the global scale of the need to reverse, or at least mitigate, the damaging impacts of river regulation and overextraction of water. In New South Wales, the introduction of environmental flows, consolidated in the Water Management Act 2000, is taking place in the context of changing institutional structures, in particular the growth of adaptive management, integrated ecosystem-based perspectives, and increased community participation in the decision-making process. These developments presuppose that the information needs of river managers are understood. This article provides a classification of information needs for decision-making on environmental-flow allocations in New South Wales and then applies this classification to a case study of information use by a river-management committee on the Lachlan River. The discussion argues for the development of “adaptive information” to meet the challenge of integrating differing forms of information in striving to address the new demands of adaptive management. Protected areas vary enormously in their contribution to conserving biodiversity, and the inefficiency of protected area systems is widely acknowledged. However, conservation plans focus overwhelmingly on adding new sites to current protected area estates. Here we show that the conservation performance of a protected area system can be radically improved, without extra expenditure, by replacing a small number of protected areas with new ones that achieve more for conservation. Replacing the least cost-effective 1% of Australia’s 6,990 strictly protected areas could increase the number of vegetation types that have 15% or more of their original extent protected from 18 to 54, of a maximum possible of 58. Moreover, it increases markedly the area that can be protected, with no increase in overall spending. This new paradigm for protected area system expansion could yield huge improvements to global conservation at a time when competition for land is increasingly intense. [ABSTRACT FROM AUTHOR]
