Many higher education institutions around the world are engaged in efforts to tackle climate change. This takes place by not only reducing their own carbon footprint but also by educating future leaders and contributing valuable research and expertise to the global effort to combat climate change. However, there is a need for studies that identify the nature of their engagement on the topic, and the extent to which they are contributing towards addressing the many problems associated with climate change. Against this background, this paper describes a study that consisted of a review of the literature and the use of case studies, which outline the importance of university engagement in climate change and describe its main features. The study identified the fact that even though climate change is a matter of great relevance to universities, its coverage in university programmes is not as wide as one could expect. Based on the findings, the paper also lists the challenges associated with the inclusion of climate change in university programmes. Finally, it describes some of the measures which may be deployed in order to maximise the contribution of higher education towards handling the challenges associated with a changing climate. Collecting feedback from students through course, program and other evaluation questionnaires has become a costly and time consuming process for most colleges. Converting to data collection through the internet, rather than completion on paper, can result in a cheaper and more efficient process. This article examines several research questions which need to be answered to establish that results collected by the two modes of administration are equivalent. Data were gathered for a program evaluation questionnaire from undergraduate students at a university in Hong Kong. Students were able to choose between completion on paper or through the internet. In six of the seven Faculties the number of responses through each mode was roughly the same. Students in the Engineering Faculty favored the internet. Scores on the 14 out of 18 scales in the instrument showed small differences by mode of response, which became smaller still with controls for pertinent demographic variables. The main response question addressed in the study was whether there was any difference in the way respondents to the two modes interpreted the questions. The study demonstrated the equivalence of the two data sets by showing that both could be fitted to a common model with structural equation modeling (SEM). Five levels of tests of invariance further confirmed the comparability of data by mode of administration. A letter to the editor is presented in response to an article related to ranking of India's top institutions on the basis of number of research papers in the Scopus citation database over the past five years in a 2015 issue.

The article focuses on the impact a Russian amended law concerning state secrets is having on science publishing by Russian scientists. It states President Vladimir Putin used a decree in May 2015 expanding the scope of a law requiring scientists get permission from the Federal Security Service prior to publishing results which could have industrial or military applications. It reports Russian universities are requiring scientists seek approval to the publication of any findings without exception.

The article underscores the retraction of a review paper by Massoumeh Ebtekar, an immunologist at Tarbiat Modares University in Tehran, Iran, from an Iranian journal following allegement that it was plagiarized from other scientists's papers. Mohammad Eslami, editor-in-chief of "Iranian Journal of Allergy, Asthma and Immunology" said that the article will be retractred and that the journal will publish an editorial focusing on the policy on the duplication of published materials.

The article presents information on the paper shown to Arnon Lotem, a professor of zoology at Tel-Aviv University in Israel, and his colleague Ido Erev concerning the pay-off odds of choosing two alternatives described verbally to humans and rats. The paper reported on the certainty effect, whereby rats repeatedly faced with the option of receiving either a bigger or lesser reward with certainty preferred the safer option. Moreover, Lotem and his colleagues discovered that both humans and other animals can exhibit certainty or reverse certainty.

Summary: This paper reports a semi-systematic literature review, identifying research opportunities for more sustainable, receiver-led, inbound logistics flows to large Higher Education Institutions (HEIs). Methods: The literature - a body of 229 works - was reviewed using online scholarly databases: the NOVELOG toolkit database; a CASP checklist; followed by re-reading of the refined set of works. A two-stage approach was deployed: first scoping, using a semi-systematic approach, then a narrative review, guided by the systematic review in terms of literature survey and selection. Findings: The field was found to be emergent, with 77% of all articles published after 2011. Key concepts were identified and grouped as recurring, or with noticeable gaps - and therefore suitable for further research. The key gaps identified as worthy of note at this stage were: urban freight and procurement activity; private purchasing behaviour; HEIs and freight; barriers to sustainable procurement; engaging with Action Research in purchasing and supply chain management; little or no theory development; and the use of electric vehicles (EVs) in freight. The article examines the filamentous structure of NGC 1275, the giant elliptical galaxy at the center of the Perseus constellation. It mentions that bright streams of gas fan out from NGC 1275 makes it look a bit like a supersized space jellyfish. The astronomer Andrew Fabian and his colleagues at the Institute of Astronomy were able to discern how these filaments maintain their structure. Images of the galaxy had already been attained by ground-based telescopes such as the WIYN telescope, which is owned and operated by a consortium comprising the University of Wisconsin, Indiana University and the National Optical Astronomy Observatory.

The article outlines the research conducted by Sakari Kauppinen and colleagues regarding the impact RNA molecules in HØrsholm, Denmark. They collaborated with RxGen and Standford University in California wherein they have successfully blocked the activity of one type of microRNA in non-human primates and the compound they developed is a potential treatment for hepatitis C. It also reveals that microRNAs regulate protein synthesis by binding to the messenger RNAs that provide the recipe for protein construction, repressing the relevant protein's production.

The article focuses on the effort of Douglas Hofmann to produce a new class of resistive bulk metallic glasses. In 2003, he studied the materials engineering program together with his college teacher William Johnson at the California Institute of Technology (Caltech) in California. He further knew the concept of ductility to the glasses. He decided to apply the induction coil, an instrument which conducts heat over a lower range of temperature. Based on the subsequent analysis, he learned that two phases are formed when the glass composites are heated in the temperature range above the melting point of glass and below the dendrite's temperature.

The article describes how Jay Keasling, a synthetic chemist at the University of California, Berkeley, and his team have engineered yeast cells to produce an important precursor for a drug to treat malaria. Keasling collaborated with Amyris Biotechnologies and non-profit drug company Institute for OneWorld Health to try to complete the synthesis of artemisinin. The research was funded by the Bill & Melinda Gates Foundation.

This paper was written to explain the process and steps and to describe the experience with building a women-only operated collegiate emergency medical service (EMS) system in the largest women-only university in the world. To the best of the authors' knowledge, the EMS system described in this report is the first collegiate EMS system in the Gulf region. The concept of the collegiate EMS system at the university, the factors that mandated the creation of this system, the process steps, the challenges faced, and, finally, the reported outcome have been evaluated. The women-only campus conferred unique challenges and additional pressure during the planning and implementation stages of this project; our system had helped in decreasing response time to medical emergency, provided back up support during mass gathering events in the university, and helped in decreasing the load on other national EMS services. Introduction: More and more universities are receiving accreditation from the Association to Advance Collegiate Schools of Business (AACSB), which is an international association for promoting quality teaching and learning at business schools. To be accredited, the schools are required to meet a number of standards ensuring that certain levels of teaching quality and students' learning are met. However, there are a variety of points of view espoused in the literature regarding the relationship between research and teaching, some studies have demonstrated that research and teaching these are complementary elements of learning, but others disagree with these findings. Case description: Unlike past such studies, we focus on analyzing the research performance of accredited schools during the period prior to and after receiving accreditation. The objective is to answer the question as to whether performance has been improved by comparing the same school's performance before and after accreditation. In this study, four AACSB accredited universities in Taiwan are analyzed, including one teaching oriented and three research oriented universities. Research performance is evaluated by comparing seven citation statistics, the number of papers published, number of citations, average number of citations per paper, average citations per year, h-index (annual), h-index, and g-index. Discussion and evaluation: The analysis results show that business schools demonstrated enhanced research performance after AACSB accreditation, but in most accredited schools the proportion of faculty members not actively doing research is larger than active ones. Conclusion: This study shows that the AACSB accreditation has a positive impact on research performance. In a global context where cultural interaction and exchange expands to every professional domain, a demand for cultural sensitive education is articulated more and more widely. This paper analyses a pattern of university organisation and governance opened to multiculturalism and stresses the advantages of studying in such an institution. In the era of big data, the traditional distance learning method cannot effectively distinguish the weight of each course attribute, ignoring the recognition process of knowledge cognition law in higher education institutions. In order to better study the learning motivation, learning effect, and cognitive process of distance learners, a chaos optimization cognitive learning model based on chaos optimization and big data analysis is designed in this paper. The proposed model takes into account the learners' learning motivation, learning task demands, and the change rate of cognitive rules and transforms the learning process of distance learning into a multi-objective optimization problem. The experimental results show that the proposed model can effectively improve the teaching quality of distance education courses in higher education institutions, and the model is scalable and compatible. Current debates in the conservation sciences argue for better integration between research and practice, often citing the importance of the diffusion, dissemination and implementation of scientific knowledge for environmental management and policy. This paper focuses on a relatively well-researched protected area (Madidi National Park) in Bolivia in order to present different interpretations and understandings of the implications and availability of research findings. We draw on findings from quantitative and qualitative methods to determine the extent to which research carried out in the region was disseminated and/or implemented for management actions, and to understand subsequent implications for how local actors perceive the value of research and its role in management and conservation. We discuss the critical consequences of these findings for the future of conservation science and practice in biologically and culturally diverse landscapes, with an explicit call to action for academic institutions to support researchers in developing appropriate dissemination strategies. This paper looks at the social role played by community colleges, the students they serve, and some of the current challenges they face. Community colleges have always been multi-mission institutions and in recent decades have been leaders in enrolling students from diverse family backgrounds. 'Nontraditional' students make up the majority of community college students. This paper looks at the diversity of students in terms of race and ethnicity, first-generation college-goers, and students who are academically underprepared. Debates about the role of the university in society have been going on for many decades. There have been several calls for a more 'engaged' form of scholarship which applies itself consciously to the pursuit of applied knowledge which can contribute towards solving some of the most pressing societal challenges. Closer collaboration between universities and community groups has been identified as a central component of this form of scholarship. This paper interrogates the literature on the role of universities in society, with a specific focus on university-community partnerships, and discusses the experience of the Philippi CityLab in Cape Town, South Africa to shed some light on the complexities, challenges and rewards of university-community interactions. The case of the Philippi CityLab confirms many of the pre-requisites for 'successful' collaboration between universities and communities as identified in the literature. The paper argues that the ideal of a more engaged scholarship is certainly worth pursuing and that there is no doubt that South African universities do have a role to play in terms of working with communities to find workable solutions to the myriad of development challenges which they face. However, the experience of the Philippi CityLab also shows that stakeholders should not be naïve about the time, effort and investment which these kinds of engagements require and the difficulty of establishing, maintaining and sustaining genuine, mutually beneficial university-community collaborations. Furthermore, a truly engaged scholarship requires a significant transformation of the institutional context within universities in order to not only facilitate and support, but also reward research which seek closer collaboration between universities and communities. This paper primarily deals with the relationships between academics and their university in European countries. The aim of this paper is therefore not to produce new results but provide a synthesis of the main trends that can be identified from the literature and then suggest what can be borrowed from sociological theories to highlight the on-going evolutions. The first section of the paper reviews the main results to be drawn from previous research on this issue and focuses on the management of academic careers and the management of academic activities at the university level. The second section suggests alternative interpretative frameworks to be borrowed from sociological theory in order to complete the already existing research and develop new perspectives to explain and interpret these changes in the relationships between academics and their institutions. Four perspectives are successively explored particularly useful here: a sociology of work; a labor market perspective; an analysis in terms of careers and trajectories and finally considerations about the traditional tension between organizations and professions. This paper presents data generated during a semester-long programme to support international students from countries in Melanesia and Asia embarking on masters research in education in a New Zealand university. All were scholarship recipients. The researcher-and facilitator-of the programme, was interested in documenting and understanding the nature of the students' experience as they planned and wrote research proposals. The process of developing a research proposal, as one of the early stages of 'becoming' a researcher, highlighted a number of challenges for the six case study students. The challenges are viewed from a transition or 'resituation' perspective (Eraut in Stud Contin Educ 26(2): 247-74, , ) rather than an adjustment one. A resituation perspective assumes that students brought with them 'personal expertise, practical wisdom and tacit knowledge' (Eraut , p. 42) which needed to be reconciled with what was demanded of them by different aspects of the research planning process. The resituation challenges experienced by the students included situating a perceived problem or issue in the research literature; reconciling personal research goals with the limitations of one's own agency as a researcher; integrating new learning with research goals; and reconciling the new role or identity as a researcher with the previous role as colleague or community member. The paper presents a case for providing a context for postgraduate students in which explicit recognition of what they bring to the research task, and acknowledgment of the resituation challenges can take place. Purpose: The purpose of this paper is to develop a novel capsulorhexis system. Setting: Mechatronics Laboratory, University of Erciyes and Kayseri Maya Eye Hospital. Design: A 3D model was created and simulations were conducted to develop a new device which was designed, fabricated and tested for continuous curvilinear capsulorhexis (CCC). The name of this system is the electro-mechanical capsulorhexis system (EMCS). Methods: The 3D model was created by using a commercial design software and a 3D printer was used to fabricate the EMCS Finite element analysis and geometrical relation tests of the EMCS for different sized lenses were performed. Results: The results show that the EMCS is a perfect solution for capsulorhexis surgeries, without mechanical or geometrical problems. This paper reports on the practice of buying-out teaching to create time for research. A study was carried out, at a regional university in Australia, with academics in receipt of research grant funds (and therefore with the means to buy out teaching), Heads of School, and the Deputy Vice Chancellors responsible respectively for research and for academic matters. We found that while eligible academics did buy out teaching by employing casual staff, most of them worried about the potential effects on teaching quality and students' learning. Heads of School were more sanguine about possible effects on teaching. Decision making by academics about whether to buy out teaching, and by Heads of School about whether to allow it in particular cases, took account of a number of factors. Some teaching activities were seen as higher-risk than others for buying-out. It was uniformly recognised by all parties that buying-out did not result in complete relief from the teaching activity that was bought out; a great deal of time and energy needed to be invested by the academic in making appropriate arrangements and monitoring the quality of work undertaken by the casual staff. The paper suggests that clearer policies need to be instituted in this area; academics were unsure what buying-out was allowed or acceptable, and would benefit from more discussion of the practice. The objective of this paper is to balance two major conceptual tendencies in science policy studies, continuity and discontinuity theory. While the latter argue for fundamental and distinct changes in science policy in the late 20th century, continuity theorists show how changes do occur but not as abrupt and fundamental as discontinuity theorists suggests. As a point of departure, we will elaborate a typology of scientific governance developed by Hagendijk and Irwin () and apply it to new empirical material. This makes possible a contextualization of the governance of science related to the codification of the 'third assignment' of the Swedish higher education law of 1977. The law defined the relation between university science and Swedish citizens as a dissemination project, and did so despite that several earlier initiatives actually went well beyond such a narrow conceptualisation. Our material reveals continuous interactive and rival arrangements linking the state, public authorities, the universities and private industrial enterprises. We show how different but coexisting modes of governance of science existed in Sweden during the 20th century, in clear contrast with the picture promoted by discontinuity theorists. A close study of the historical development suggests that there were several periods of layered governance when interactions and dynamics associated with continuity as well as discontinuity theories were prevalent. In addition, we conclude that the typology of governance applied in the present paper is fruitful for carrying out historical analyses of the kind embarked upon in spite of certain methodological shortcomings. Drawing upon the notions of academic capitalism and the transformation of academic research from traditional academic orientation into market orientation, the paper sets out to empirically scrutinize the changing nature of academic research, focusing especially on disciplinary differences. The paper is based on a survey of heads of departments and research units at Finnish universities representing all disciplinary groups ( n = 255) and on in-depth interviews with Finnish academics ( n = 31) in the fields of humanities, social sciences, technology and natural sciences. Based on the survey data, the funding, selection of research topics, collaboration partners, audiences and publication forums in research are analysed. Following this, five research markets are discerned: academic, corporate, policy, professional and public market, each characterized by its own values and rationality as to what is considered the reference group, basic objective and outcome of research. The paper concludes that the transformation thesis needs to be revisited and specified since on the one hand, academic orientation still remains crucially important in all disciplinary groups, and on the other hand, market orientation entails several kinds of markets, pointing to the versatility of the university-society relationship. This paper investigates how differences in resource endowments of universities shape variation in their response to regulatory pressures. Earlier research on higher education institutions tends to conceive regulatory rules as the primary basis of action and does not attend to differences in the salient characteristics of universities. This paper is based on the premise that satisfying regulatory demands requires resources that are compatible with these demands, making resource endowments of universities a potentially significant source of variation in their responses to regulatory pressures. We empirically investigate the relationship between human resource characteristics of economics, management, and political science departments of Turkish universities and how these departments responded to the intensifying regulatory pressure to publish more in indexed journals. Findings reveal that departments which predominantly employ researchers trained in North American universities published significantly more in indexed journals between 2000 and 2008. These departments are better endowed with respect to resources that are necessary for publishing in indexed journals, most importantly knowledge of theory, methodology, and style sought by indexed journals. The paper shows that attending to differences in resource endowments of universities as well as regulatory goals and tools facilitates understanding of how regulation-driven processes unfold. This paper outlines the contribution made by the United Nations Environment Programme (UNEP) towards enhancing the integration of sustainable development concerns in Africa through its initiative, the Mainstreaming Environment and Sustainability in Africa (MESA) Universities Partnership, during the United Nations Decade of Education for Sustainable Development (UNDESD). The paper underscores Africa’s wealth and diversity of natural resources while illuminating sustainable development challenges facing the region in order to highlight the need for African universities to respond appropriately. It furthermore outlines the role of education in sustainable development and attempts to contextualise higher education in Africa by exploring universities’ (historical and current) role with regard to ESD. The paper goes onto describe the MESA partnership and list the programme’s key milestones by outlining ESD innovations in African universities, as well as by examining ESD in terms of its global impact and influence on policy to date. In 2004, Mainstreaming Environment and Sustainability in African Universities (MESA) was formally launched by UNEP, UNESCO and the Association of African Universities. This paper sets the stage for a critical analysis of ESD by reviewing historical perspectives of conservation in Africa as a means of appreciating the need for African universities to mainstream both environmental concerns and those relating to sustainability. Two case studies from Chancellor College, University of Malawi are discussed to illustrate that good practice in mainstreaming environment and sustainability requires challenges to be refined and knowledge to be extended on an ongoing basis. To analyse the reorientation of the curriculum for Education for Sustainable Development (ESD), the paper examines the introduction of an Environmental Science Master’s programme at the college and notes how environmental issues are covered. This paper examines the relationship between political change and epistemologies and methodologies employed at doctorate level. It does so by analysing the range of topics, questions and methodologies used by doctoral students at the University of Pretoria’s Faculty of Education between 1985 and 2005—a time-frame that covers the decade before and the decade after South Africa’s historical transition to democracy in 1994. During this period the composition of doctoral students at that faculty changed from being largely white and male to a more diverse population in terms of gender and race. A crucial shift took place after 2000 with the arrival of a Black dean who sought to introduce a transformational shift. The paper makes use of Karmon’s notion of epistemic environment, which refers to the way knowledge is conceptualised at institutional level. The data shows how the authoritarian and regulated epistemic environment that shaped the conception of knowledge at the faculty until 2000 created doctoral dissertations that aimed to correct and guide the society but lacked critical discourse and relevance to South Africa’s political, social and educational context. While the transition to democracy in 1994 produced merely semantic changes, if any, the strong internal initiative to change the research culture from 2000 onwards has managed to shift basic notions of truth and knowledge and the understanding of the role and nature of research. This paper explores the role of the Canadian federal government in two foreign policy areas: overseas development assistance and international cultural relations by providing a brief history of the federal government’s engagement in both policy areas and highlighting the contributions and challenges of Canadian foreign policy to the internationalization of Canadian higher education. More broadly, the paper explores the unique characteristics of the Canadian federal government’s role in higher education policy making, and in particular, its relations with academics and the university community. Ironically in a world increasingly characterized by greater international education flows, in Canada, there has been a narrowing of vision, a focus on more short rather than long term objectives and a limited engagement of dialogue between academics and the government to promote both development assistance and international education as Canada’s soft power. This paper considers the problem of plagiarism as an issue of morality. Outrage about student plagiarism in universities positions it as dishonesty and a transgression of standards. Despite this, there has been little work analysing the implications of positioning plagiarism as a moral matter in the making of judgments about plagiarism and academic dishonesty. This paper sets the scene by reviewing research about the characteristics of students who cheat and analysing student and lecturer differences. It then discusses perspectives from moral behaviour, moral philosophy and moral reasoning. The paper concludes that emotion and reason are brought to moral judgments, and so makes a case for those who are making judgments about plagiarism to reflect on whether they are faced with a matter of morality or convention. Greater awareness of the domains of convention and morality, the issues of justice and care, the roles of emotion and reason and what is involved in making judgments, will open ways of understanding reactions to plagiarism so that better ways to deal with accusations and make judgments can be developed. Inquiry-based learning is one approach to improving the quality of undergraduate education by moving toward more student-directed, interactive methods of learning while focusing on learning how to learn. This paper deals with a missing component in the inquiry-related literature—the extra-pedagogical challenges of introducing and maintaining inquiry-based learning in the curriculum. Based in the collective experience of McMaster University, a mid-size Canadian university that has been a pioneer in inquiry pedagogy, the paper describes the challenges administrators faced in supporting the introduction of inquiry-based learning as components of traditional courses, as inquiry-based courses, and as inquiry-based degree programs. Derived from interviews, the paper presents a series of strategies and lessons for introducing and maintaining inquiry pedagogy in the curriculum. Doctoral students are highly important in university—firm relationships, since they are significant producers of knowledge in collaborative research projects, they are an important channel for knowledge transfer between universities and firms, and are vital in network configurations between firms and universities. An increasing number of doctoral students interact with firms, but we know relatively little about the experiences of these students or how collaboration influences their training, research and subsequent careers. With this in mind, this paper presents a literature review of (1) theoretical assumptions concerning the roles doctoral students are expected to fulfill in university–industry relationships, and (2) empirical research of doctoral students’ interaction experience and outcomes of doctoral student-industry interaction. The distinguishing characteristic of world research universities is their research strength, the distinguishing characteristic of selecting universities is their strong student demand, the distinguishing characteristic of recruiting universities is their lower student demand, and the distinguishing characteristic of vocational institutes is their predominance of vocational programs. Yet there is one general characteristic that underlies the whole classification: positional value. The paper discusses research leadership in public universities under change and the role of entrepreneurial strategies in research. Research leadership function today in situations where the New Public Management movement one the one hand have introduced management by accountability and control in the university while on the other hand open boundaries to other knowledge organizations, arenas and networks, and creation of resources are becoming more important than ever. Hence, an entrepreneurial strategy is more important than traditional managerial skills in order to produce new knowledge centres. By analysing two cases on the construction of new research groups, we will introduce new perspectives on research leadership, where dilemmas, uncertainty and complex relations to other managerial systems in the universities are in the forefront. Reform in higher education financing in Kenya has been occasioned by both endogenous and exogenous variables. Internal pressures of a declining economy, rapid demographic growth and increased inter-and intra-sectoral competition for scare financial resources, couple with external neo-liberal doctrine championed by global donors like the World Bank have resulted in a new market-competitive policy of financing higher education. This paper analyzes the equity and risk effects of the new policy for the main stakeholders, namely students, academics and institutions themselves. The paper contends that the policy shift has had a significant effect on equity just as it has introduced universities to risks through engagement in academic capitalism with its emphasis on marketization of university programs and services. The paper provides a descriptive account of recent changes in Italian higher education policy, focusing in particular on the impact that recent reforms have had on the internal governance of the nation’s universities. The paper shows how the government’s policy of reform (which is currently moving away from the traditional “command and control” approach to a “steering from a distance” policy) risks being either ineffective or attaining its goals too slowly due to the persistence of deeply rooted, previous institutional governance practices. The greater autonomy currently enjoyed by universities is managed in a corporatistic-oligarchic decision-making style, which leads to sluggish distributive outputs and institutional adaptation to external changes. The paper provides empirical evidence of this institutional inconsistency. In an attempt to deal with this problem, there have been discussions and debate in recent years about re-designing the institutional arrangement of universities, even though it is unlikely that any coherent decisions will be taken on this matter, due to the intractability of the problem resulting from a series of political, cultural and social factors. This paper traces the genesis of the MIT OpenCourseWare project from its initial strategic precursors in 1999 and 2000, through its launch in 2001 and its subsequent evolution. The story told here illuminates the interplay among institutional leadership, and strategic planning, and with university culture in launching major educational technology enterprises. It also shows how initiatives can evolve in unexpected ways, and can even surpass their initial goals. This paper presents an investigation of management accounting in four major Italian universities, which have been struggling to build their strategy in a context of significant change. Following many OECD countries the Italian government has been changing its higher education system by giving more autonomy to universities. These changes pose a number of challenges for management and accounting systems in Italian Universities. Drawing on self-referential theory and its applications to accounting research the paper analyses the construction of Strategic Management Accounting (SMA) in four Italian universities, which are immersed in a similar context of change. The paper presents the findings of a study of the decision-making process which precedes the choice of a university in Greece. Specifically, the degree of rationality exhibited by prospective students is assessed in an attempt to provide a test for the economic approach to the explanation of human behaviour. Information search is used as an indication of rationality and measured through a survey conducted among 220 university students in the academic year 2003/2004. The findings provide weak support for the rationality postulate in that they indicate that more than 40% of respondents could not be classified as information seekers. Logistic regression analysis was used in order to identify characteristics associated with the propensity to engage in information search: high socioeconomic status students, students who perceived the decision as important, and students who had acquired information prior to the choice of a university were found to be more likely to engage in information search. This paper analyses the intensification of university–industry relationships and its impact on university research. The paper consists of recent follow-up research to an international comparative research project conducted in the 1990s. It deals specifically with the Québec (Canada) situation. Twenty-eight in-depth interviews were conducted in the winter of 2003 with university researchers and an additional five interviews with technology transfer officers. The interviews were conducted in six francophone higher education institutions in Québec. With regard to university–industry relationships, the interviews revealed that university researchers in scientific and technological fields conducted innovation-oriented research, which benefits their graduate students and the institution itself. Freedom of publication is somewhat conditioned by intellectual property constraints. Thus, a majority of university researchers adopt an “entrepreneurial ethos” which they find compatible with their academic values. The intensification of university–industry relationships may also have latent dysfunctional effects with regard to conflicts of interest, as some university researchers have created start-up companies which act both as research funding sources and as beneficiaries of research results. Thus, intellectual property and conflict of interest issues evolve in a grey zone and are often sources of stress and tension for researchers. However harsh some disputes may become over these issues, they are resolved, at least in the context analysed in this research, in ways that satisfy both the researcher and the institutions. Trade in Australian education services has expanded rapidly over recent years. The sector is the third largest exporter of Australian services. In 2001–2002, exports of education were about $A 4.2 billion. Government assistance to the sector includes export market development, regulation of education standards, and funding education activities; university research and development, for example. This paper examines the case for further government intervention in the export of education, and the appropriate forms of assistance if further government intervention is justified. This paper analyzes a significant but virtually unexplored recent development within Canadian higher education, namely the growing importance of research grants to universities and academics. It addresses three main questions. First, the paper examines why and how research grants are becoming more important to Canadian universities and academics, focusing in particular on the role played by federal higher education policy. Next, it explores how the growing importance of research grants is transforming relations between and among the key players in Canadian higher education and academic research, including university administrators, academics, government, and the broader community. The paper’s final section takes up some of the actual and potential implications of these changes and raises concerns about detrimental effects on Canada’s universities and citizens. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The ‘independent learner’ is a key construct within discourses of educational policy and practice in the UK. Government policy statements stress the importance of developing learner independence, and higher education pedagogical practices tend to rest on the assumption that students are independent learners. This paper draws on research with undergraduate students in a post-1992 university to offer a critical appraisal of the discourse of the independent learner. The paper examines students’ perceptions of independence in both their first year of undergraduate study, and in the later years of their degree courses. Support for learning and issues related to asking for help are discussed. Whilst students tend to both expect and want to be independent, it is suggested that dominant constructions of the independent learner are gendered and culturally specific, and as such are inappropriate for the majority of students in a mass higher education system. This paper scrutinises organisational change in Japanese and UK universities which are engaged in entrepreneurial activities. The study focuses on recent changes in governance, management, leadership, and funding in these universities. The paper argues there are convergent trends between Japanese and UK universities in terms of increasing entrepreneurial activities, a review of institutional strategies, a review of the organisation, the application of market-oriented institutional policy, links with the industrial sector, the notion of a public financial crisis and changing external environment, strong leadership of the university President or Vice-Chancellor, and the notion of the accountability of the university to society as a whole. However, the application of particular institutional strategies, entrepreneurial culture, and the way in which an institution relates itself to the private sector significantly differs among institutions. The paper suggests that those differences are related to different institutional history and characteristics – including those between national and private universities in Japan, and old and new universities in the UK – as well as different government policies between Japan and the UK. The paper first proposes a theoretical model for the five types of entrepreneurial culture of the institutions. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows.
