The English Learning and Skills Sector (LSS) contains a highly diverse range of learners and covers all aspects of post-16 learning with the exception of higher education. In the research on which this paper is based we are concerned with the effects of policy on three types of learners - unemployed adults attempting to improve their basic skills in community learning settings, younger learners on Level 1 and 2 courses in further education colleges, and employees in basic skills provision in the workplace. What is distinctive about all three groups is that they have historically failed in, or been failed by, compulsory education. What is interesting is that they are constructed as 'problem learners' in learning and skills sector policy documents. We use data from 194 learner interviews, conducted during 2004/5, in 24 learning sites in London and the North East of England, to argue that government policy assumptions about these learners may only be 'half right'. We argue that such assumptions might be leading to half-right policy based on incomplete understandings or surface views of learner needs that are more politically constructed than real. The government, through several White and Green Papers, has promoted the 'Skills Revolution'. This requires central direction and coordination of a wide range of policies, practices and partnerships. But there are several difficulties: the impossibility of micromanaging the complex social and economic system; the dominance of the rather limited notion of skill; and the unexamined distinction between the academic and the vocational. Developing learning programmes to enhance the formation of generic skills is an international concern in education and training policy. This paper provides a broad survey of the development of generic skills policy in England from 1975 to 2002, drawing on both the economic and educational literature. It demonstrates that, despite an evident demand for generic skills in the English economy, successive waves of education and training policy intended to stimulate the supply of such skills have failed to deliver the desired results. Such failure is accounted for using a policy instruments and institutions framework. This suggests that the failure of generic skills policy can be attributed to a combination of weak policy design, the interaction of generic skills policy with other market-led reforms of education and training in England, and broader exogenous socio-economic trends. The paper concludes that current initiatives to develop key skills for all 16-19 learners in England are unlikely to succeed without substantial changes in the current education policy environment. This paper argues for a broader-based approach to vocational education (VET) and the concept of skill, one that is capable of extending responsibility for improvement to society as a whole, rather than expecting change to come from a single constituency, that of employers. By reclaiming the important roles which vocational education and practical skills play in the everyday lives of people and communities, it might be possible to rescue the concept of VET from its current manifestation as a deficit activity, reluctantly funded by government. Multilevel modelling was carried out on national value-added data to study the effects of single-sex education on the progress of pupils from 2002 Key Stage 3 to 2004 GCSE. The analysis suggests that pupils in a selective environment achieve higher progress in single-sex schools; however, the advantage of single-sex schooling seems to decrease with increasing pupils' prior attainment (for girls) or with increasing school 'selectiveness' (for boys). These phenomena might be a result of a ceiling effect, as pupils with high prior attainment at Key Stage 3 cannot improve as much as pupils with lower initial attainment. There was also strong evidence suggesting that pupils achieve higher progress in the independent sector compared to grammar education. On the other hand, in a non-selective environment only pupils with lower prior attainment and those attending schools with a full range of abilities seem to benefit from single-sex education. In this study we report some of the outcomes of a study of professional learning that took place in cross school partnerships as they worked towards promoting creativity in schools. The methodology developed by Engeström and his colleagues at The Centre for Developmental Work Research in Helsinki was adopted. This form of intervention involves the preparation and facilitation of workshops in which the underlying structural contradictions that are in play in emergent activities are highlighted and articulated in such a way that participants may engage with what may otherwise remain hidden and unexamined tensions. This approach is based on the writings of the early 20th-century Russian school of social scientists - Vygotsky, Luria and Leontiev. A principal claim is that the development of creativity requires tools and contexts for such innovatory forms of practice. Drawing on the methodology of critical incidents, this study sets out to explore the perspectives that 20 experienced in‐service mentors in Israel adopt towards critical incidents in their work, as they account for how they reason about and act upon these incidents. Mentors’ stories of critical incidents shed light on the complex nature of mentors’ professional expertise, reflected in the finding that experienced mentors’ reasoning and behaviour constantly fluctuates between a novice and an expert stage, depending upon the nature of the situation and the type of mentor–mentee interaction that the mentor is confronted with. The study supports the more dynamic, discontinuous and interactionist view of the acquisition of expertise, highlighting the regressions and progressions that play out when experienced professionals take up an additional role, such as in the passage from teaching to mentoring.
