This paper presents a novel method to determine the optimal routing of medium voltage distribution networks in sparse rural areas. The objective is evaluated through minimizing the net present cost of the network over a selected time period. A problem specific genetic algorithm is proposed to address the optimal network routing problem and compute the optimized topology throughout a geographically constrained region. The proposed method simultaneously considers nonfixed candidate lines to overcome search space restrictions through a variable length encoding structure and the use of Steiner points, and a shortest path algorithm to traverse between point-to-point connections in the constrained region. Geographical restrictions on network routing are considered through the formation of a rasterized map. The network is modeled at the branch level and considers both greenfield and expansion planning to highlight the effects of accessibility restrictions. The optimization model is applied to a real rural distribution network in the South–West of Western Australia. Alternative network topologies are found to provide significant improvements over the existing network and traditional reconfiguration based methods for evaluating the minimum cost sparse rural distribution network. As rooftop solar PVs installed by residential customers penetrate in low voltage distribution network (LVDN), some issues, e.g. over/under voltage and unbalances, which may undermine the network's operational performance, need to be adequately addressed. To mitigate unbalances in LVDN, phase-switching devices (PSDs) and static var compensator (SVC) are two equipment that is cost-effective and efficient. However, most existing research on operating PSDs is based on inflexible heuristic algorithms or without considering the network formulation, which may lead to strategies that violate operational requirements. Moreover, few pieces of literature have been reported on mitigating unbalances in LVDN via SVC and PSDs together. This paper formulates the decision-making process as a mixed-integer non-convex programming (MINCP) problem after developing an SVC model for dispatch purpose. Compared with existing work, the proposed method aims at minimizing current unbalance based on their phasor values and takes the network's operational requirements into account. To efficiently solve the challenging problem, the MINCP is reformulated as a mixed-integer second order-cone programming (MISOCP) problem based on either exact reformulations or accurate approximations, making it possible to employ efficient off-the-shelf solvers. Synchronous generators are operating for less time than before or being decommissioned in the National Electricity Market (NEM) of Australia, due to the proliferation of asynchronous wind and solar generation. Sub-networks of the NEM will face inertia shortages in the near future. This paper develops a formulation of zonal inertia constrained generator dispatch for power systems with a diversified generator portfolio including synchronous generators, synchronous condensers, inverter-interfaced generators and energy storages. Zonal inertia constraints are formulated in unit commitment and optimal power flow to limit the rate of change of frequency (RoCoF) in the event of network separation. Load frequency relief is also considered to reduce the ramp rate requirement of primary reserve. The proposed formulation can reduce the average cost of primary reserve and maintain zonal inertia adequacy to constrain RoCoF in case of the trip of the interconnector(s). [ABSTRACT FROM AUTHOR]

The growing adoption of residential photovoltaic (PV) systems around the world is presenting distribution network operators (DNOs) with technical challenges, particularly on low voltage (LV) networks. The need to mitigate these issues with simple yet effective measures in countries with high PV penetrations is likely to drive the adoption of limits on the very exports that affect this infrastructure. Defining the most adequate limit, however, requires understanding the tradeoffs between the technical benefits and the effects on PV owners. This paper proposes two methodologies: an optimal power flow (OPF) based technique to define the export limit that solves technical problems with minimal curtailment, and a Monte Carlo based analysis to investigate the spectrum of such tradeoffs considering different PV penetrations and export limits. A real U.K. residential LV network with 180 customers is analyzed using realistic 1-min resolution daily load and PV generation profiles across seasons. Results demonstrate that, for DNOs, the OPF-based approach is effective in determining the most technically adequate export limit. However, for policy makers, the spectrum of tradeoffs provided by the Monte Carlo approach can help defining export limits that reduce curtailment at the expense of partially mitigating technical issues. Market and network integration of distributed energy resources can be facilitated by their coordination within a virtual power plant (VPP). However, VPP operation subject to network limits and different market and physical uncertainties is a challenging task. This paper introduces a framework that co-optimizes the VPP provision of multiple market (e.g., energy, reserve), system (e.g., fast frequency response, inertia, upstream reactive power), and local network (e.g., voltage support) services with the aim of maximizing its revenue. To ensure problem tractability, while accommodating the uncertain nature of market prices, local demand, and renewable output and while operating within local network constraints, the framework is broken down into three sequentially coordinated optimization problems. Specifically, a scenario-based robust optimization for day-ahead resource scheduling, with linearized power flows, and two receding horizon optimizations for close-to-real-time dispatch, with a more accurate second-order cone relaxation of the power flows. The results from a real Australian case study demonstrate how the framework enables effective deployment of VPP flexibility to maximize its multi-service value stack, within an uncertain operating environment, and within technical limits. Over the last decade, many power systems have significantly changed with the proliferation of renewable generation sources, such as wind and solar photovoltaic. Due to their variability and nonsynchronous nature, new challenges and complexities have emerged regarding operational security of modern power systems. The 2016 South Australia (SA) blackout was the first known blackout due to such a high renewable situation. An official report has recently been published to review the causes and provide the corresponding recommendations for improvement of network operation, control, and security. However, there are still a number of critical issues and debates which remain unsolved, such as network bottleneck identification, overvoltage explanation, pole slip concern, frequency dip mystery, and frequency/voltage instability debate. In this paper, based on the reconstruction of the event, these unsettled issues are prudently analyzed to unveil their root causes. In addition, an innovative scheme is proposed to prevent the blackout by identifying the network separation at an early stage. This research will not only further advance the understanding of the 2016 SA blackout, but also will provide valuable guidelines for the management of future renewable-rich networks. This paper presents a multi-nodal intertemporal Cournot gaming model with transmission constraints and uses it to simulate energy-only and capacity-energy market designs in the presence of uncertainties stemming from intermittent renewable power generation. Both market paradigms are compared to a competitive benchmark in order to determine which one performs better in a concentrated market with significant penetration of wind and solar generation. As a specific example, the model is applied to the South Australian zone of the Australian National Electricity Market (NEM). The simulation results for the time interval 2013–2030 show that the capacity-energy market has the potential to induce significant new capacity and push prices much closer to the competitive level in contrast to the current energy-only market design. The increasing uptake of electric vehicles suggests that vehicle charging will have a significant impact on the electricity grid. Finding ways to shift this charging to off-peak periods has been recognized as a key challenge for integration of electric vehicles into the electricity grid on a large scale. In this paper, electric vehicle charging is formulated as a receding horizon optimization problem that takes into account the present and anticipated constraints of the distribution network over a finite charging horizon. The constraint set includes transformer and line limitations, phase unbalance, and voltage stability within the network. By using a linear approximation of voltage drop within the network, the problem solution may be computed repeatedly in near real time, and thereby take into account the dynamic nature of changing demand and vehicle arrival and departure. It is shown that this linear approximation of the network constraints is quick to compute, while still ensuring that network constraints are respected. The approach is demonstrated on a validated model of a real network via simulations that use real vehicle travel profiles and real demand data. Using the optimal charging method, high percentages of vehicle uptake can be sustained in existing networks without requiring any further network upgrades, leading to more efficient use of existing assets and savings for the consumer. It can be expected that the power systems of the future will be significantly different from today’s, especially due to increasing renewable energy sources (RESs), storage systems, and price-responsive users leading to large uncertainty and complexity. The operation of these future grids (FGs) at levels of renewable energy approaching 100% will require all the usual stability analysis along with new issues in a much more complex situation than has been encountered in the past. In fact, how close we can get to this desired level will likely be dependent on the assessed stability limits. Therefore, in this study, we use a novel scenario-sensitivity-contingency based framework to evaluate the system stability along possible evolution pathways towards high renewable FGs. As a case study, we carry out our studies based on proposed future scenarios and sensitivities for the Australian FG. Using a simulation platform that encompasses market simulation, load flow calculation and stability assessment altogether, the impact of grid strength, level of prosumers, and utility storage on the stability of the FG is studied and quantified indices for long term stability have been devised. Inverter-based generation sources’ significant uptake has seen most power system operators place a strong focus on unlocking their capability to respond to frequency excursions. Consequently, the effective utilization of conventional generation assets to improve frequency regulation in power systems has received less focus. This letter highlights two crucial aspects (governor deadbands and governor inactivity) pertinent to conventional generation assets, which must be considered by the system operator when operating power systems with a high share of inverter-based sources. Poor governor control is shown to significantly impact frequency regulation, thus undermining power system operation and performance, in an Australian case study. Furthermore, a high share of governor inactivity causes power system instability owing to degradation in governor response. For power systems with a high share of inverter-based sources, implementation of properly chosen governor deadbands and mandatory governor response is recommended to improve system frequency regulation. Any mismatch between load and generation (due to a generator or an interconnection trip) is intended to be balanced and stabilized by contingency reserve, which is also known as contingency Frequency Control Ancillary Services (FCAS) requirement. Load Frequency Relief (LFR), which represents the effect of frequency dependent loads on power system frequency excursion, is crucial for correctly evaluating contingency reserve requirement during generation dispatch to ensure an adequate frequency response. Over estimation of LFR can be accountable for less planned reserve during an economic dispatch that may cause undesirable frequency performance. On the other hand, under estimation of LFR can result in an excessive reserve and hence could unnecessarily increase system operational cost. Conventionally, LFR is considered as a fixed quantity during the evaluation of FCAS requirement. However, recent experience in the Australian power grid suggests that such an assumption may lead to an inaccurate outcome. To explore the above issue, this research investigates the LFR using field measurement data, which were captured at different locations of the southern states of Australia (e.g., Tasmania and Victoria). An approach is developed to identify the predominating factors affecting the LFR and subsequently a technique is proposed to appropriately determine contingency FCAS requirement. In a false data injection attack (FDIA), an adversary stealthily compromises measurements from electricity grid sensors in a coordinated fashion, with a view to evading detection by the power system bad data detection module. A successful FDIA can cause the system operator to perform control actions that compromise either the physical or economic operation of the power system. This letter introduces a deterministic global optimization methods for unit commitment (UC) problem based on outer approximation method (OAM). The proposed Multi-cuts OAM (MCs-OAM) decomposes the UC problem into a mixed integer linear programming (MILP) master problem and several nonlinear programming (NLP) subproblems, whereas only one NLP in classic OAM. After elaborately designing the terminating criterion for solving the bigger but tighter MILP master problems, MCs-OAM can obtained higher quality solutions with fewer main iterations and less total CPU times, although solving more NLPs consumes more CPU times than OAM. The numerical results on 42 test systems of up to 200 units show that the MCs-OAM is very promising for large scale UC problems because that it can obtain high-quality solutions in reasonable time.
