Unmanned Aerial Vehicle (UAV)-based streaming media transmission may become unstable when the bit rate generated by the source load exceeds the channel capacity owing to the UAV location and speed change. The change of the location can affect the network connection, leading to reduced transmission rate; the change of the flying speed can increase the video payload due to more I-frames. To improve the transmission reliability, in this paper we design a Client-Server-Ground&User (C-S-G&U) framework, and propose an algorithm of splitting-merging stream (SMS) for multi-link concurrent transmission. We also establish multiple transport links and configure the routing rules for the cross-layer design. The multi-link transmission can achieve higher throughput and significantly smaller end-to-end delay than a single-link especially in a heavy load situation. The audio and video data are packaged into the payload by the Real-time Transport Protocol (RTP) before being transmitted over the User Datagram Protocol (UDP). The forward error correction (FEC) algorithm is implemented to promote the reliability of the UDP transmission, and an encryption algorithm to enhance security. In addition, we propose a Quality of Service (QoS) strategy so that the server and the user can control the UAV to adapt its transmission mode dynamically, according to the load, delay, and packet loss. With increasing usage of face recognition algorithms, it is well established that external artifacts and makeup accessories can be applied to different facial features such as eyes, nose, mouth, and cheek, to obfuscate one’s identity or to impersonate someone else’s identity. Recognizing faces in the presence of these artifacts comprises the problem of disguised face recognition, which is one of the most arduous covariates of face recognition. The challenge becomes exacerbated when disguised faces are captured in real-time environment, with low resolution images. To address the challenge of disguised face recognition, this paper first proposes a novel multi-objective encoder-decoder network, termed as DED-Net. DED-Net attempts to learn the class variations in the feature space generated by both disguised as well non-disguised images, using a combination of Mahalanobis and Cosine distance metrics, along with Mutual Information based supervision. The DED-Net is then extended to learn from the local and global features of both disguised and non-disguised face images for efficient face recognition, and the complete framework is termed as Disguise Resilient (D-Res) framework. The efficacy of the proposed framework has been demonstrated on two real-world benchmark datasets: Disguised Faces in the Wild (DFW) 2018 and DFW2019 competition datasets. In addition, this research also emphasizes on the importance of recognizing disguised faces in low resolution settings and proposes three experimental protocols to simulate the real-world surveillance scenario. To this effect, benchmark results have been shown on seven protocols for three low resolution settings ($32\times 32$ , $24\times 24$ , and $16\times 16$) of the two DFW benchmark datasets. The results demonstrate superior performance of the D-Res framework, in comparison with benchmark algorithms. For example, an improvement of around 3% is observed on the Overall protocol of the DFW2019 dataset, where the D-Res framework achieves 96.3%. Experiments have also been performed on benchmark face verification datasets (LFW, YTF, and IJB-B), where the D-Res framework achieves improved verification accuracy. [ABSTRACT FROM AUTHOR]

Versatile Video Coding (VVC), a.k.a. ITU-T H.266 | ISO/IEC 23090-3, is the new generation video coding standard that has just been finalized by the Joint Video Experts Team (JVET) of ITU-T VCEG and ISO/IEC MPEG at its $19^{\mathrm {th}}$ meeting ending on July 1, 2020. This paper gives an overview of the VVC high-level syntax (HLS), which forms its system and transport interface. Comparisons to the HLS designs in High Efficiency Video Coding (HEVC) and Advanced Video Coding (AVC), the previous major video coding standards, are included. When discussing new HLS features introduced into VVC or differences relative to HEVC and AVC, the reasoning behind the design differences and the benefits they bring are described. The HLS of VVC enables newer and more versatile use cases such as video region extraction, composition and merging of content from multiple coded video bitstreams, and viewport-adaptive 360° immersive media. RGB-Infrared cross-modal person re-identification (Re-ID) has drawn increasing attention due to its application value in practice. Most of the current works rely on a supervised training manner. However, in real-world applications, manual collection of pair-wise RGB-Infrared (IR) person data is labor-intensive and time-consuming. Moreover, when a trained model is directly used in another domain, there is usually a significant performance drop. To overcome the above problems, we make the first attempt to transfer the learned model to a new RGB-IR domain which is unlabeled. The practical problem covers two kinds of challenges, i.e., cross-modal (RGB-Infrared) and cross-domain (different dataset) person Re-ID. Previous works have often considered only one of them either cross-modal or cross-domain. In this work, we propose a dual alignment network (DAN) to solve the RGB-Infrared cross-modal cross-domain person Re-ID problem. This network consists of three parts: Domain Adversarial Alignment component (DAA), Pseudo Label Generation module for target domain (PLG), and Cross-Modal Alignment component (CMA). These three modules complement and promote the model to learn domain-invariant and modality-invariant person representations. Further, we propose a protocol of cross-modal cross-domain person Re-ID by synthesizing target domains by adding random noise, adjusting the lighting intensity, and changing the background color, respectively. Experiments on real and synthetic datasets under the same cross-modalities across domains demonstrate the effectiveness of our method. [ABSTRACT FROM AUTHOR]
