Antipsychotic medications are one of the commonly prescribed group of drugs in severe adverse mental conditions. Youth and young people are highly prone to develop drug induced metabolic syndrome. Present study evaluated the extent of data documentation on evidence for metabolic monitoring of antipsychotics and compared paper based to electronic records with good documentation standards. First phase of this study involved a retrospective clinical audit of paper-based documentation on the extent of documentation of weight (primary outcome); lipid and blood glucose (secondary outcomes) of youth prescribed atypical antipsychotics. This was undertaken in three public mental health clinics and a public/private developmental service in Australia based on paper-based documentation. The second phase included auditing electronic data capture from one community clinic. Evidence of documentation was compared with practice standards and published clinical audits (adherence rate benchmark: 40–60%). A total of 310 cases were assessed of which 51 and 37 cases met the eligibility criteria for paper-based and electronic based audit respectively as a component of clinical audit. Evidence of paper documentation of weight was 43% among participants and was comparable with other published clinical audits (p = 0.07) with poor monitoring rates for other blood tests. Findings revealed poor rate of documentation at 35.1% (13 cases), 5.4% (2 cases) and 8.1% (3 cases) for weight, lipid assessments and glucose monitoring, respectively based on electronic records. Present study demonstrate lack of good documentation practices on metabolic monitoring of youth prescribed antipsychotics. It appears transitioning from paper to electronic records did not impact the rate of increase in documentation of metabolic monitoring. This study recommends inclusion of e-monitoring icon with built in metabolic monitoring chart as a component of youth prescribed antipsychotic case records. Good documentation practice is a first step in determination of causality of antipsychotics induced metabolic syndrome. • Mentoring literature contains diverse, but as yet unclassified, mentoring relationship types. • Mentoring for young people young people transitioning out of care must address specific contextual needs and barriers. • More attention is needed in mentoring literature on the policy context and the nature of the gender and power in mentoring relationships. In Australia, out-of-home care (OoHC) is provided to safeguard children and young people unable to live with their families. Typically, this care stops at 18 years of age, leaving many young people without the relational support to find employment and stable accommodation. Mentoring is increasingly proposed as a way to support young people exiting care, though the types of mentoring and contextual factors vary considerably. This rapid review aims to identify key features of mentoring programs that support young people in OoHC. This paper utilised a rapid review methodology to survey the academic literature on mentoring programs with young people in OoHC. The authors conducted literature searches in October 2022 using a search string designed to provide targeted exposure to the literature. Articles were limited by year and location, with the specific search string and limitations applied to the Scopus database, and Proquest and Informit platforms. Utilising literature, we identified five overlapping models for mentor–mentee relationships into a provisional typology of five categories based on varying levels of formality and familiarity in the relationships: 'formal', 'natural', 'near-age', 'peer', and 'therapeutic'. In doing so, we identified seven important features of mentor–mentee relationships: shared experiences, relationship duration, boundaries and other relationships, identity and self-worth, educational contexts, power and participation, and role modelling. We identified four issues relating to mentoring in OoHC that are informed by the needs and barriers experienced by young people: training and support for mentors, unique challenges faced by young people in OoHC, transition out of care, and the matching process. Lastly, we established what might impact mentoring programs buy critically reflecting on the policy context and notions of empowerment. This rapid review of mentoring programs for care-experienced young people seeking employment offers valuable insights to inform future programs. The findings highlight diverse and unclassified mentoring relationship types, the absence of anticipated gender-specific findings, a lack of examination of the policy context, and a need for more robust conceptualisations of empowerment. International recognition of the early years as a crucial foundational period has led to the design and implementation of quality rating and improvement systems (QRIS) that define, communicate, and monitor the components of quality in early childhood education and care (ECEC). The aim of these policies is to achieve effective quality assurance and improvement through a system-oriented approach to assessment and evaluation. Informed by ecological systems theory, this paper outlines a three-phase, mixed-methods design for researching a national sample of child care centres that showed overall improvement on the Australian National Quality Standard (NQS) assessment and rating (A&R) criteria. The study samples are drawn from a national dataset of centre-based child care services with two or more A&R rounds and an initial rating of Working Towards NQS (N = 1,935). There is a growing interest in understanding and responding to child sexual exploitation (CSE) in Australia, but limited empirical research from Australian contexts. The research reported here contributes to the evidence base by considering challenges and best practices for responding to CSE from the perspectives of 15 caseworkers in a statutory child protection and out of home care environment in one Australian region. In so doing, the paper also offers insight into CSE along with consideration of the emerging practice directions and systems surrounding these in the Australian context. Findings point to potential problems arising from existing frameworks for understanding and responding to CSE. Participants held concerns about a narrow focus on young people's sexualised behaviours in the wider multi-agency care context. This was understood to obscure a more complex understanding of CSE and its broader context of vulnerability and connection to unmet needs – some of which can arise from the care context itself – making identification and intervention difficult. Findings align with research that emphasises outreach and intensive support for young people centring on strengthening connections, identifying and addressing unmet needs and sustaining safety through consideration of placements and living circumstances. Consideration of practice challenges and opportunities signals the importance of child-centred, wellbeing-oriented directions allowing for multiple models of CSE victimisation, underpinned by a shared language in the multi-agency context and enhanced provision in existing systems. Harmful Sexual Behavior and Child Sexual Exploitation are problems of significant proportion for children & young people living in out-of-home care. The aim of this review was to conduct a scoping exercise of the evidence about preventing these problems with the intent of summarising and disseminating knowledge to policy-makers, practitioners and researchers. Five electronic databases were searched in November and December 2016, including: PscyhINFO; Applied Social Science Index and Abstracts; SocINDEX; Web of Science; and Education Resource Information Centre. The search was guided by the research question: What is known about preventing Harmful Sexual Behavior and Child Sexual Exploitation for children & young people living in residential out-of-home care settings? Twenty papers were included in the review, including: seven peer-reviewed journal articles; three reports for government; two presentation transcripts; two literature reviews; one qualitative research report; one report for a government inquiry; one submission to a government inquiry; one consultation paper for a government inquiry; one guideline; and one educational resource. Three major thematic categories were identified in the evidence: (i) constructing educative interventions for children & young people and workers ; (ii) targeting grooming and problematic sexual behavior ; and (iii) providing a holistic response and a way out . The review revealed that the current prevention response to Harmful Sexual Behavior and Child Sexual Exploitation for children & young people living in residential care is under-developed. Promising program, service or practice elements relating to the prevention of Harmful Sexual Behavior and Child Sexual Exploitation were identified and three interventions suggested for future prevention efforts. Abstract Young people with complex support needs who live outside metropolitan areas face unique challenges. Issues such as poor educational and employment opportunities, homelessness, racism, problematic substance use, challenging behaviour, disability and mental illness can be magnified and lead to judgment and marginalisation in small communities such as those in rural and regional areas. As a result of poor resourcing of services in these areas, young people may be forced to transition from place to place, service to service as a way of coping with life challenges. This paper presents findings from interviews and focus groups with service providers who support such young people in regional and rural Queensland, New South Wales and Victoria in Australia. Service providers reported similar challenges to professionals working in urban areas, such as navigating inter-agency and inter-professional work and dealing with funding shortages. However, these issues were amplified by the need to work across broad geographical areas, to recruit and retain skilled workers and to respond to the many structural and resource inadequacies in smaller communities. While services aimed to be responsive to young people, the challenges of providing support in a non-metropolitan context could create a context in which young people either disengaged from services or poor response resulted in systemic escalation to crisis. The implications for policy and practice are explored. Abstract The purpose of this paper is to highlight how commonalities and differences between Australian children, parents and practitioners in terms of how they understand child resilience could inform the design and delivery of initiatives that aim to promote child resilience. A qualitative analysis of data from focus groups with children (n = 44), parents (n = 42) and practitioners (n = 107) undertaken in six Australian states and territories found key differences between the three groups in terms of: what they think resilience looks like in a child; and the factors that influence child resilience. The analysis also found a common agreement about the importance of supportive relationships to children's resilience. The findings suggest that initiatives that aim to promote child resilience may be more engaging and useful to children and parents if they: educate parents about the factors that influence child resilience; communicate the aims of resilience interventions to parents and children; focus on building supportive relationships for children; and explore community attitudes towards risk-taking. Abstract Despite the increasing use of adoption to provide permanence for children living in out-of-home care, relatively little is known about the children involved. This paper presents findings on the previous life experiences of an entire cohort of 'difficult to place' adoptees who were placed in Australia over 26 years. Understanding the vulnerability of these children is important for practitioners supporting adoptive families, as well as policy-makers and researchers who are assessing the outcomes of adoption from care. The study describes a group of children who have experiences which may make them vulnerable to poor adult outcomes. The severity of their pre-care experiences is high, with implications for health and wellbeing difficulties in adulthood. Child welfare interventions after entry to out-of-home care are also associated with poor outcomes. Furthermore, a high number of adoptees presented with behavioural difficulties which further compromised their welfare. The study demonstrates that, while adoptive families can be successfully recruited for highly vulnerable children, there are important issues for timing of decision-making about permanency and for recruitment, training and support of adoptive families. Furthermore, policy makers and practitioners need to consider these vulnerabilities when comparing adoption with other forms of out-of-home care and assessing outcomes of adoption compared to the general community or fostered children. Abstract There is now considerable evidence to suggest that children placed in foster care experience greater levels of adversity compared to those in the general population. Early adversity has been shown to continue across the lifespan: those who have experienced the sustained trauma of threat or deprivation have a range of poor life outcomes including homelessness, poor mental health, and over-representation in the criminal justice system and low educational attainment. This paper reports on a study of a program response to children who have experienced trauma and are placed in out-of-home care. The program model, known as Treatment and Care for Kids (TrACK), introduced a paradigm shift in the treatment and care of children in Australia, in that it was designed to provide intensive, home-based therapeutic intervention for children presenting with complex trauma and challenging behaviours. This program sought to integrate knowledge about the neurobiology of trauma with therapeutic practice and care, reflecting growing recognition that 'care is not enough' to achieve holistic and effective healing for children who have experienced severe trauma. As such, the relationship that encircles the child was seen as the vehicle for recovery. The study examined client files and interviewed carers, key professionals and young people who had experienced the therapeutic care program since its inception 18 years ago. Data, informed by narrative inquiry methodology, were analysed. Key findings highlight the significance of relational practice to interrupt the projected trauma trajectory and for young people to stabilise and self-regulate. Abstract The spatial impact of socioeconomic determinants on the macro-level early developmental vulnerability of children was analyzed in this paper using Local Government Areas (LGAs) as samples. Five domains of developmental outcomes: physical, social, emotional, language and cognitive, and communication have been addressed as ordinal outcomes, and fitted by the proportional odds model. Areas with a high percentage of low-income, welfare dependent and single parent families significantly increased the proportion of vulnerable children in all five domains. Other factors that significantly affect some aspects of developmental vulnerability in children are participation of women in the labor market, availability of home Internet and unemployment rate in the locality. • Preparing teachers for child protection and safeguarding must begin in initial teacher education. • We included 31 studies in a systematic scoping review. • In future, course developers should draw from models of rigorously evaluated courses. • Underpinning courses with trauma-informed approaches is strongly indicated. To improve educational outcomes for maltreated children, there is an urgent need to strengthen the capacity of the education workforce to respond appropriately to their needs. We conducted a systematic scoping review to synthesize current evidence about child protection and safeguarding in initial (pre-registration) teacher education with the aim of developing a knowledge base, and understanding what we — as researchers, teacher educators, and professional accreditation bodies — can and should be doing better. Thirty-one studies (reported in 38 papers) met the inclusion criteria. Studies were coded inductively against standardised criteria and critically appraised. Coding of study aims yielded three themes forming a descriptive map of research in the field: (i) studies investigating student teachers' perceptions of their preparedness to deal with child protection and safeguarding (n = 15); (ii) studies investigating preparation for child protection and safeguarding in initial teacher education courses (n = 14); and (iii) studies investigating student teachers' preferences for future training (n = 2). We identified key contents or topics covered, teaching methods and delivery modes, time allocations, and personnel involved in course delivery. Findings show that child protection and safeguarding are seldom investigated in initial teacher education, averaging only one published study per year over a 32-year search period with most studies having been conducted in Australia and the UK. Time allocated to child protection and safeguarding in initial teacher education courses varied from 1 to 16 h. Content covered was limited to several core topics with primacy given to child maltreatment subtypes, indicators, and reporting duties. Delivery methods were dominated by lectures, workshops, and discussions. Few studies had investigated the efficacy of innovative and interactive teaching strategies or online learning. We conclude that child protection and safeguarding in initial teacher education may be improved by leveraging off existing well-designed, rigorously evaluated programs, which have been found to be feasibly delivered and acceptable to future professionals. Objectives Young people's participation in decision making that affects them is increasingly recognised and valued as a right. Youth participation in mental health settings is fundamental to service design and delivery, and is beneficial for the young people as well as the organisation. Headspace recognises the many benefits of youth participation with its national and local youth participation initiatives. In 2013, headspace Gosford in Australia established its current youth participation model, called the Youth Alliance (YA), consisting of 12 young people. These young people contribute ideas and opinions around service design and delivery, and participate in a range of activities. Method This paper presents the findings of a focus group conducted with the YA immediately following recruitment. All 12 young people participated in a two hour focus group which sought to identify the key reasons these young people joined the YA, and what they hope to achieve in their capacity of YA consultants. Results The two main reasons participants joined the YA are to help ‘overcome barriers to help seeking and ensure young people get the support they need’ and ‘to build confidence, social skills and make new friends’. The barriers to help seeking identified by the participants are consistent with those outlined in the literature. Conclusion Youth participation in youth mental health settings is beneficial to young people as well as organisations and the community, and it is crucial that strategies are put in place to increase youth participation. Young people who live in residential care are at greater risk of experiencing sexual abuse and other forms of abuse than those living in other out of home care placements. To better understand how young people perceive and experience safety in residential care, and the things that they most need to be and feel safe, a qualitative study was conducted with 27 Australian children and young people for the Royal Commission into Institutional Responses to Child Sexual Abuse. This paper describes young people's perspectives on what makes residential care safe: supportive relationships, stability and predictability, fair rules, and having some control over their environment. Young people said that safety could be improved with: better appreciation of the risks in residential care; better matching, staffing and oversight; and better-designed responses that involve young people themselves. The findings provide critical insights from young people themselves and argue that adults and institutions need to appreciate their views of safety so as to adequately respond. Internationally, child welfare services experience chronic workforce shortages and high rates of staff turnover. One strategy adopted to fill critical workforce gaps is the international recruitment of social workers. Child welfare employers in Australia, New Zealand and the United Kingdom have a shared tradition of recruiting transnational social workers to address ongoing labour shortages in the Northern and Southern Hemisphere. This raises questions about the impact of this practice for those migrating social workers and about practice with indigenous populations. This paper scoped publications to identify emerging themes about social work movement between these countries, with a focus on knowledge that can prepare transnational social workers for the unique Australian context, including working with Aboriginal and Torres Strait Islander communities. The review found that international recruitment to statutory child welfare in Australia is not well researched, with limited evidence about the profile of recruits, the effectiveness of this strategy and retention rates. The demographics and experiences of overseas qualified social workers in child welfare over the past 40 years in the various Australian jurisdictions remain relatively unknown. There are major gaps in knowledge about the ways international recruitment affects outcomes for children, and their families, in Australia's statutory child welfare services delivery. A systematic literature review was conducted to help address the gap in national and international knowledge about child sexual abuse (CSA) and ethnic minority communities. This paper reports the findings of that review in relation to the theme of community awareness. The results suggest that awareness of CSA may be low in ethnic minority communities due to misperceptions that it is ‘a Western problem’. This in turn may be associated with norms in the country of origin which are asserted to transfer after migration, such as CSA being seen as a private family matter that does not invite systematic intervention from the state, low media and research attention, widespread acceptance of myths about CSA, and prohibitive norms on discussing matters to do with sex including abuse. Such trends are seen to be the result of, but also then further protect and preserve, collectivist and patriarchal structures. They also make it challenging for raising community awareness. Nevertheless, genuine community engagement through outreach/educational/preventative programs that empower minorities through co-delivery, are high on cultural competency, tailored to specific groups, and use a feminist framework where appropriate, are seen as necessary; they represent investment in minority communities and child safety of children from minority communities. Overall, realistic goals about the effectiveness of outreach educational programs, combined with value for culturally meaningful constructions of child safety, are seen as key toward the success of awareness-raising programs. In this paper, we discuss acculturation stress and social capital experienced by Congolese young refugees in regional Australia. Seventy percent of Australia's humanitarian entrants are young people; many settle in regional areas. However, the perspectives of young refugees in regional areas have received little attention. Qualitative in-depth interviewing and photo elicitation methods were conducted with sixteen Congolese young people. Findings revealed that these young people experienced unique acculturation stress including language problems, a lack of employment opportunities and difficulties accessing further education, impacting on their integration into Australian society. However, they relied on a range of social support from their friends, family, their ethnic community and the wider regional community to cope with these issues. • Foster parents are often subjected to trauma-related behaviours that may impact upon their own wellbeing. • Foster parents perceive trauma-related behaviours as unpredictable and omnipresent. • Foster parents living with the trauma of a foster child can feel socially isolated. • Specific training and support opportunities are necessary to support foster parents so as to address or prevent vicarious trauma. In Australia, significant numbers of children in out-of-home care live in foster care placements, with many such placements being long-term. Despite the potential healing that may occur in the context of foster care, many foster children experience high levels of poor mental health, and may enact trauma-related behaviours that can significantly impact upon the foster placement. Yet to date, the topic of foster parents witnessing and living with the trauma experienced by their foster children has received relatively little empirical attention. This paper reports on a thematic analysis of interviews conducted with 85 Australian foster parents providing long-term care to non-indigenous children, focusing specifically on accounts of vicarious trauma. Four themes were developed: (1) Trauma-related behaviours are unpredictable and require constant attention, (2) Trauma histories are always present and make it hard to connect, (3) Caring for children with a trauma history can be socially isolating, and (4) Lack of agency support to understand child's trauma. The paper concludes by exploring implications of the findings for the support, training, and care of foster parents so as to ensure that the potential for vicarious trauma is recognized and addressed. • How LGBTQA + young people experience support, care and safety may depend on the relational context. • Warm, loving relationships may be just as significant for the development of positive gender and sexual identities as explicit support for identity formation. • For LGBTQA + young people, homophobia and transphobia may also be experienced as a disruption to their safe and secure base – that is, as robbing them both literally and figuratively, of a secure place to belong in society. • Growing up in a heteronormative environment can add to the challenges of receiving safe and stable care and amplify the struggle to be seen supported whilst in OOHC. This paper presents a case study that discusses the lived experiences of two LGBTQA + young people who have been in out-of-home care in Australia, focusing particularly on the influence of relationships on their developing sexual identity. Utilising a secure base theoretical perspective, we argue that how young people experience support, care and safety may depend on the relational context in which it is received, and that warm, loving relationships may be just as significant for the development of positive gender and sexual identities as explicit support for identity formation. Carers are at the frontline working with children in the care of the child protection system. This paper reports carer's views about key factors influencing the placement trajectories of children and young people living in out-of-home care in Queensland, Australia. The study sample included 21 foster and kinship carers with a minimum two-year experience in the carer role. Study data were from semi-structured telephone interviews in which carers shared their experiences of the factors impacting upon placement stability and placement movement. Carers' responses were analysed thematically. Data analysis yielded an overarching theme regarding placement trajectory: Carer engagement, and its three sub-themes; with the child; with the child protection system; and, with the caring role. Findings suggested that carer engagement and ‘fit’ are complex constructs that play critical influential roles in placement outcomes (stability or movement) for individual children in out-of-home care. Childhood adversity is a complex issue with the potential for lasting effects over the developmental trajectory. Research has confirmed that people who experience significant adversity, hardship and trauma in early stages of development are at an increased risk of a range of negative outcomes at later stages of the life-course, including increased psychological distress and dysfunction, decreased likelihood of educational engagement and an increased risk of early parenthood. However, distal events exert their influence on later outcomes through various proximal mechanisms. One such postulated mechanism is a sense of belonging. This study investigated the role of sense of belonging as a mediator between experiences of adversity in childhood and psychosocial outcomes in emerging adulthood, amongst a sample of 254 young people receiving a range of social services throughout Australia. Results of three mediation analyses confirm that the path from childhood adversity to psychological distress and educational engagement is only weakly mediated by sense of belonging. No other statistically significant relationships were found. These results indicate that additional mediators are likely needed to more fully explain the effects of childhood adversity on psychosocial functioning in emerging adulthood. This study investigated the associations of gender, age, trait anger, moral disengagement, witnessing of interparental conflict, school connectedness and the religious makeup of the school setting in the involvement in traditional bullying and cyberbullying perpetration. Five hundred Australian students completed an anonymous self-report, paper-based questionnaire. According to the results, 25.2% of the participants reported having engaged in traditional or cyberbullying perpetration. While trait anger and moral disengagement were associated with being a traditional bully, trait anger, interparental conflicts, moral disengagement and school connectedness were associated with being a traditional bully-victim. Additionally, trait anger and moral disengagement were associated with being a traditional-and-cyberbully. Our findings indicated that besides individual variables, the family and school environment have an impact on traditional and cyberbullying perpetration behavior. Having a trusted adult in one's life can be a key support to young people in making and managing the transitions of young adulthood, however not all young people have access to such an adult. Formal youth mentoring programs aim to fill this gap for individual young people, but there is less understanding of the capacity of such programs to contribute to community-building and skill-building, so that there are more adults with the skills and sensibilities to support young people generally and be trusted adults for them, wherever they come across them in their communities. Drawing on a qualitative study of 15 mentors in an Australian youth mentoring program for high school students, this paper therefore examines mentors' perceptions of the capacity of the program to help cultivate supportive communities for young people, beyond those specifically mentored. It does this by examining how the mentors expected or anticipated applying the mentoring skills they learnt through the program to the support of other young people in the future. The findings show that, with some limits, mentors perceived that the program built their capacity to better support young people in the future, including young people beyond the program participants, such as those in their families, personal communities, workplaces and other volunteering contexts. These findings highlight that beyond contributing to youth support at an individual-level, youth mentoring programs may also hold some benefits at a group- or community-level, at least from the perspective of mentors. Internationally, there is growing interest in the adoption of alternative responses that divert families, when safe to do so, away from the courts and out-of-home care system. However, it is widely recognised that the crisis-driven nature of statutory child protection in conjunction with the dominance of risk-adverse practice can inhibit practitioners' abilities to implement such interventions. In Queensland (Australia), 'intervention with parental agreement' (IPA) is an alternative response that allows the statutory child protection authority to work with families without a court order. Drawing on the perspectives of 30 practitioners recruited from the statutory child protection authority and tertiary non-government family support services, this paper explores the local factors that shape how IPA policy is implemented in practice. • Home-based carers face numerous barriers to facilitating healthy lifestyle behaviours. • Upskilling carers is crucial to improving long-term health outcomes for the child/ren in their care. • Training must be accessible, practical, and unique to both foster and kinship carers. Foster and kinship carers face unique and complex challenges in caring for Australia's most vulnerable children. It is therefore necessary to ensure that home-based carers are adequately upskilled and supported to promote the health of children in their care. The aim of this paper was to better understand the barriers to developing healthy lifestyle behaviours (relevant to nutrition and physical activity) among children in home-based care, from the perspective of foster and kinship carers. Focus group sessions were conducted with 21 carers: eight foster carers and 13 kinship carers. Four key themes were identified: (1) Childhood experience and children's healthy lifestyle behaviours; (2) There are personal costs of being a carer; (3) Carers require support to develop healthy lifestyle behaviours in children; and (4) Broader systemic factors impact healthy lifestyle development. Carers in the current study described their experience of key emotional, financial, and systemic barriers to facilitating healthy lifestyle behaviours among the children in their care. To address such challenges, carers recommended the development of trauma-informed support, education, and resources to prioritise and facilitate healthy lifestyle development among children in home-based care. • Risk factors were identified from the narratives of prenatal child protection reports. • Most families were reported to be experiencing three or more risk factors. • Prenatal supports must address multiple co-occurring problems. The prevalence of prenatal reporting to child protection is estimated to be 3% of Australian pregnancies. Understanding risk factors associated with prenatal child protection involvement is critical in identifying the needs of families who may benefit from early intervention. This paper reports findings of a case file review examining characteristics of families reported prenatally. Unit-record administrative data were extracted for unborn children reported to child protection in a single Australian jurisdiction during 2014. Intake reports relating to a 20% random sample (n = 131 unborn children) were coded using a tailored coding guide developed for this study. Most families were reported to be experiencing three or more risk factors, including current or previous intimate partner violence (70% of families), parental alcohol and other drug use (63%), parental mental health concerns (58%) or parent criminal activity (34%). Over one-third of parents in the sample had themselves experienced abuse and neglect as children. In families with more than one child, more than 90% of older siblings of unborn children had been the subject of a previous report. Supports must address multiple co-occurring problems, often in the context of personal and familial histories of child abuse and neglect, meaning that risks are intergenerational and enduring. The Outside School Hours Care (OSHC) sector is the fastest growing child care sector in Australia. It is staffed by a workforce that is an eclectic mixture of disciplines. In policy and public perception the workforce has been often linked inappropriately to the workforce of very young children. Queensland Children's Activities Network (QCAN) developed a set of professional standards (The Standards) for educators working in OSHC. The Standards reflect and build on national and international evidence that an educator's effectiveness has a powerful impact on children's development and wellbeing. The Standards were introduced to the OSHC sector with a professional development program. A five level model of evaluation (Guskey, 2016) is being used to provide a systemic evaluation of the professional learning associated with the Standards. • Children in China and Australia learn English in distinct sociolinguistic contexts. • China forbids early childhood English education, despite great parental demand. • Australia has no curriculum framework for early childhood English education. • Both countries are similarly inactive in guiding early childhood English education. Although English is taught to students worldwide at different educational levels, the actual implementation of early childhood English language education (ECELE) may vary from country to country. This study aims to comprehensively compare how ECELE is being put into practice in China and Australia, where young children learn English as a foreign language and as an additional language or dialect, respectively. Based on a critical analysis of relevant policy documents and the empirical studies found in the literature, this paper provides a detailed account and comparison of how ECELE is delivered in China and Australia. It is found that despite their different sociolinguistic contexts, the educational authorities in both countries share the same ostrich policy and inactive involvement in overseeing and directing ECELE.
