In 2021, Texas experienced a historic winter storm that paralysed the state. In particular, the city of San Antonio experienced a weather system which, over the span of seven days, created a pattern of cascading issues. This paper describes how the situation forced the San Antonio Fire Department to adapt its policies and procedures to respond to issues and circumstances that were never even thought possible for the area. A chart of the sixteenth century is extant, depicting the southern hemisphere and containing the earliest known representation of the southeast coast of South America, in the wake of Magellan and Elcano's circum navigation. In this paper, it is argued that astronomical observations of longitude were accommodated in the representation, and that the chart was produced in the specific context of the Juntas of Badajoz-Elvas, held between the representatives of the Spanish and Portuguese Crowns, to discuss the location and possession of the Spice Islands. It is further shown that the chart was produced using the information brought to Seville by the ship San Antonio, which had deserted the fleet in October 1520, before the passage to the Pacific Ocean was found. It is concluded that this chart presents a unique historical milestone in the history of cartography, containing the earliest material evidence of the effective use of astronomical methods to determine longitude in a nautical context. 7. How to Measure Performance Evaluation in Urban Passenger Transportation by Disutilities: Model and Application in the Ten Largest US Cities.

Urban mobility has been a priority for many cities worldwide due to the high population volume that moves around to meet personal and professional needs. However, transportation modes show inefficiencies that cannot be faced by adopting an approach to maximizing performance. In other words, it is necessary to recognize and measure the disutilities (drawbacks) of the transportation system to create effective public policies to deal with the problem. Therefore, this paper aims to develop a methodology to measure the Total Disutilities of modes of transportation. Mathematical modeling is developed using transport literature, and an application is conducted using data from the 10 most populated American cities. The results show that Dallas, Houston, Chicago, Los Angeles, New York, San Antonio, and Philadelphia presented the lowest Total Disutilities costs (USD) per kilometer. Moreover, the higher disutilities costs occurred in Automobiles in New York and in Bus, Motorcycle, Bicycles or Scooters, and Walking in San Antonio. On the other hand, the lower disutilities costs were established in Automobile in Dallas and in Bus or Train, Motorcycle, Bicycle or Scooter, and Walking in Los Angeles. [ABSTRACT FROM AUTHOR]

Animal Vehicle Collision, commonly called roadkill, is an emerging threat to drivers and wild animals, increasing fatalities every year. Currently, prevalent methods using visible light cameras are efficient for animal detection in daylight time. This paper focuses on locating wildlife close to roads during nocturnal hours by utilizing thermographic obtained images, thus enhancing vehicle safety. In particular, it proposes an intelligent system for animal detection during nighttime that combines the technique of Histogram of Oriented Gradients (HOG) with a Convolutional Neural Network (CNN). The proposed intelligent system is benchmarked against a variety of CNN's like basic CNN and VGG16-based CNN and also with the machine learning algorithms such as Support Vector Machine (SVM), Random Forest (RF), Decision Tree Algorithm (DT), Linear Regression (LR), and Gaussian Naïve Bayes (GNB). The proposed detection system was tested on a set of real-world data acquired with a thermal camera on the move in the city of San Antonio, TX, USA that includes images of wild deer. Obtained results exhibit that the HOG-CNN combination achieved approximately 91% correct detection accuracy of wild deer on roadsides, while it outperformed the rest of the tested machine learning algorithms. Half a million Mexicans left Mexico during the Mexican Revolution (1910-1920), and another half a million left in the 1920s. San Antonio became home to the largest Mexican community in Texas; new immigrants joined both older immigrants and Mexican Americans. Some looked to the United States as the focus of their new lives while others promoted a Mexican identity based on the nationalist rhetoric of the Mexican Revolution. This paper looks at the latter and the institutions that supported it in San Antonio--La Prensa newspaper, the mutualistas, and the Mexican consulate--to understand how the ideology of México de Afuera worked on the ground. I argue that, more than simply a conservative ideology, México de Afuera enjoyed widespread support because it fit into migrants' worldviews. Central to the idea of México de Afuera was the belief that people would return to Mexico one day. The Great Depression put this to the test and led nearly every Mexican organization in Texas to support and organize repatriation. México de Afuera ultimately hindered the creation of a forceful defense of Mexican migrants as members of the US polity. [ABSTRACT FROM AUTHOR]

Comprehensive sexuality education (CSE), one of the key evidence-based strategies in our programmatic toolbox to address adolescent pregnancy and birth rates, remains a politically-charged issue countrywide. Though there is some funding available at the federal level, there are no national policies mandating the provision of sex education; as such, most decision-making occurs at the state or even the local level. Consequently, the provision of sex education and the quality and comprehensiveness of curricula used to do so are highly variable across the country, and are heavily influenced by the level of support or resistance in communities. This paper analyzes the experience of institutionalizing an evidence-based sex education in a large suburban school district in San Antonio, Texas, a socially conservative context. Understanding the politics of sex education is key to developing effective policies and strategies to ensure quality sex education programs are provided in public schools. However, there are no published papers documenting specific experiences with resistance to sex education in local communities in the USA. Given this, the strategies employed by opponents and the response by district officials can be informative for other school settings in the USA and around the world. Citizens in large and modern cities heavily rely on smart and efficient public transportation as an alternative to private cars. Public transportation options are expected to be efficient, consistent, and reliable. For example, users of public buses should be able to use their smart phones to reserve and plan their trip at any time. They should also be able to track in real time their routes and any possible delays or issues. Bus adherence to their schedule in public transportation can be modeled as an NP-hard problem. This is due to the many unpredictable factors that can impact such adherence. In this paper, we used deep neural network and regression models to predict bus adherence to scheduled times. We selected San Antonio Transit system as a problem domain and used a dataset containing a snapshot of the adherence of VIA buses from February 2019. We focused on analyzing the significant routes in the dataset and explored the percentage of buses were on time in these routes. The paper aims to understand the concept of “kadagaan” in the context of Ilocano migration to the town of Ilagan, Isabela in 1881 when they were recruited by Tabacalera administrators to work in the tobacco plantations of Hacienda Sta. Isabel and San Antonio. Despite experiencing harsh conditions, the tenants held on to the promise that the lands would be given to them on 1981 - Tabacalera’s 100th year in the Philippines. The narrative of promise was passed on from generation to generation but was not fulfilled. In 1980, instead of distributing the lands to the tenants, Tabacalera sold the haciendas to ANCA corporation owned by Eduardo Cojuangco, Jr. In the face of losing what they and their ancestors worked for for a century, the farmers would realize the potential of “kadagaan” in fighting for land and labor. The goal of this paper was to develop a performance measurement-based approach for transportation agencies, such as state departments of transportation, to evaluate and enhance sustainability. This research proposes a performance measurement-based framework and evaluation methodology for sustainable transportation, linked to agency strategic planning goals. The methodology was applied and tested for the Texas Department of Transportation (TxDOT). This sustainability enhancement methodology is implemented within the highway-corridor planning process. The research identified 12 performance measures, including measures of congestion, safety, alternative modes, and air quality, to address the goals and objectives in TxDOT's strategic plan. The multiattribute utility theory (MAUT) decision-making approach was applied to quantify and normalize the selected performance measures and calculate sustainability index values for current and predicted future corridor conditions. This paper also presents the results from a pilot application of the methodology for a section of US-281 in San Antonio, Texas. The findings made it possible to identify specific performance measures and specific portions of the corridor that needed improvement to enhance the overall sustainability. This research provides a useful tool to assess the relative sustainability of transportation corridors now and in the future. [ABSTRACT FROM AUTHOR]

Payment for ecosystem services (PES) is the main economic instrument developed for natural resource conservation. Evidence has shown the importance of local context in PES design and implementation and the complexity of defining and specifying that context. Using the socio-ecological systems framework, through surveys and interviews conducted in San Antonio, an indigenous community in Mexico with a forest socio-ecological system, this paper analyzes 13 variables as a way to approximate local context. The results show that the main contextual variables are forest cover, opportunity costs, livelihood, income, motivations and attitudes toward conservation, confidence and cooperation, traditional management practices, internal organization, land tenure, rules for the management and use of natural resources, presence and history of non-governmental organizations, economic and conservation history and distance to markets. In addition, the analysis of local context and PES outcomes in San Antonio leads us to conclude that a close relationship exists between the local context variables and the variables defined as causes of the PES outcomes. To evaluate impact of neurological injury on cognitive performance it is typically necessary to derive a baseline (or "premorbid") estimate of a patient's general cognitive ability prior to the onset of impairment. In this paper, we consider a range of common methods for producing this estimate, including those based on current best performance, embedded "hold/no-hold" tests, demographic information, and word reading ability. Ninety-two neurologically healthy adult participants were assessed on the full Wechsler Adult Intelligence Scale - Fourth Edition (WAIS-IV; Wechsler, D. (2008). Wechsler Adult Intelligence Scale (4th ed.). San Antonio, TX: Pearson Assessment.) and on two widely used word reading tests: National Adult Reading Test (NART; Nelson, H. E. (1982). National Adult Reading Test (NART): For the assessment of premorbid intelligence in patients with dementia: Test manual. Windsor: NFER-Nelson.; Nelson, H. E., & Willison, J. (1991). National Adult Reading Test (NART). Windsor: NFER-Nelson.) and Wechsler Test of Adult Reading (WTAR; Wechsler, D. (2001). Wechsler Test of Adult Reading: WTAR. San Antonio, TX: Psychological Corporation.). Our findings indicate that reading tests provide the most reliable and precise estimates of WAIS-IV full-scale IQ, although the addition of demographic data provides modest improvement. Nevertheless, we observed considerable variability in correlations between NART/WTAR scores and individual WAIS-IV indices, which indicated particular usefulness in estimating more crystallised premorbid abilities (as represented by the verbal comprehension and general ability indices) relative to fluid abilities (working memory and perceptual reasoning indices). We discuss and encourage the development of new methods for improving premorbid estimates of cognitive abilities in neurological patients. [ABSTRACT FROM AUTHOR]

Water insecurity concerns drove San Antonio, Texas to pursue a controversial $3.4 billion groundwater transfer project from central Texas aquifers. The 228 km Vista Ridge Pipeline (VRP) would increase water supplies by 20%. Analysis through Q-Method revealed three social perspectives surrounding the VRP. Project Advocates offer particular views of urban water security, risk, and accountability. The creation of new hydro-social territories helps to explain Landowner Opposition, while Governance Failure offers a foundational criticism of the underlying assumptions and the institutional innovation of private-public partnership that advanced the VRP. Overall, our paper demonstrates that the VRP is differentiated according to views of risk, water law, and groundwater science. Policy deliberations on future urban water security should include these perspectives as a means to improve water governance, especially as policies and infrastructure for urban water security creates new hydro-social territories. This study focused on the perception of the students on the video tutorials as a learning tool used in teaching Bread and Pastry production and its relationship with their baking performance. The descriptive-correlational research approach has been employed that uses video tutorials and survey questionnaires. The respondents are Grade 10 students in San Antonio National High School at San Antonio, Quezon during the school year 2023-2024. In identifying the respondents of the study, total enumeration of the population was considered, thus, no sampling technique was applied. The respondents generally perceived the video tutorials positively with favorable responses on objectives, content, instructions, audio and visual quality, and frequency of use. Similarly, their baking performances received positive feedback, particularly in presentation, taste and texture, time management, and food safety and hygiene. The study found out that the video tutorials in terms of its components such as objective, content, and instructions do not significantly related to students baking technical skills performance. Moreover, in significant relationship also exerted between students' baking performance and the video tutorial audio quality, visual quality and frequency of use. The 79-mile stretch of Interstate Highway 35 in Texas from San Antonio to Austin is the transportation artery for one of the fastest-growing employment and population growth areas in the US. Although somewhat behind Austin, San Antonio's STEM (Science, Technology, Engineering and Mathematics) percent job growth since 2001 is also greater than that of all other Texas cities, and indeed it is three times the national average. Such high-end, technology-based employment has brought pressure to provide water resources for the accompanying growth in population. Many municipalities and water entities currently supply water in the area - primarily from reservoirs in the Austin metropolitan area, and mostly from wells and imported groundwater in San Antonio. San Antonio also imports water from brackish groundwater areas and utilizes aquifer storage and recovery (ASR). The areas between Austin and San Antonio also face critical challenges in keeping up with growing water-supply demands. Currently, these suburban areas rely on a myriad of wells and smaller reservoirs which are susceptible to effects of drought periods as well as collapse. Additional water supplies in the growth corridor between San Antonio and Austin must be developed in parallel with the population growth needs, and the water resources must be implemented and managed in sustainable and environmentally conscious manners. The complex and varied geology within parts of northern Bexar and southern Comal counties provide a unique setting for developing relatively large, reliable groundwater supplies from the Middle Trinity aquifer. As a result of our comprehensive hydrologic testing, mathematical modeling and comparison with the geohydrology of other neighboring areas we were able to determine that depth, thickness, recharge setting, faulting and karst development, and aquifer hydraulics (i.e., productivity ) for the Middle Trinity are generally more favorable in the subject well field area than in other highly populated areas such as Hays and western Travis counties. The initial well field consists of 20 wells with pumping rates ranging up to 2,250 gallons per minute (gpm) and specific capacity values of as high as 140 gallons per minute per foot (gpm/ft). We know of no larger or more productive well field in Central Texas. Production testing of the well fields, realtime monitoring systems data, numerical modeling with the state-approved groundwater flow model, available geologic and hydrologic information, and a favorable regulatory framework all indicate that the targeted supplies can be reliably provided long-term. This paper addresses some important considerations that use the existing data and models for the region to present a rational and cost-effective approach to ensure that water supply needs for the area are met over the next few decades. Two Wide-angle Imaging Neutral-atom Spectrometers (TWINS) is a NASA Explorer Mission-of-Opportunity to stereoscopically image the Earth’s magnetosphere for the first time. TWINS extends our understanding of magnetospheric structure and processes by providing simultaneous Energetic Neutral Atom (ENA) imaging from two widely separated locations. TWINS observes ENAs from 1–100 keV with high angular (∼4°×4°) and time (∼1-minute) resolution. The TWINS Ly- α monitor measures the geocoronal hydrogen density to aid in ENA analysis while environmental sensors provide contemporaneous measurements of the local charged particle environments. By imaging ENAs with identical instruments from two widely spaced, high-altitude, high-inclination spacecraft, TWINS enables three-dimensional visualization of the large-scale structures and dynamics within the magnetosphere for the first time. This “instrument paper” documents the TWINS design, construction, calibration, and initial results. Finally, the appendix of this paper describes and documents the Southwest Research Institute (SwRI) instrument calibration facility; this facility was used for all TWINS instrument-level calibrations. During the early 20th century, practicing San Antonio teachers took part in several different types of in‐service education. This paper investigates the types of in‐service education present during the superintendency of Lloyd Wolfe (1902–1908), a progressive San Antonio educator who employed innovative approaches to in‐service education. Influenced by Francis W. Parker, Wolfe placed emphasis on methodology that stressed child‐centred activities and real‐world problem solving. The paper explores how Wolfe disseminated his ideology to his teachers through the lectures and content of a summer in‐service programme. It contemplates criticism from conservative San Antonio politicians who considered some of the approaches to in‐service education both too progressive and too costly. It demonstrates how personal ideology of particular superintendents shaped and changed teacher education programmes. Multi-scale effects of spatial autocorrelation may be present in datasets. Given the importance of detecting local non-stationarity in many theoretical as well as applied studies, it is necessary to “remove” the impact of large-scale autocorrelation before common techniques for local pattern analysis are applied. It is proposed in this paper to employ the regionalized range to define spatially varying sub-regions within which the impact of large-scale autocorrelation is minimized and the local patterns can be investigated. A case study is conducted on crime data to detect crime hot spots and cold spots in San Antonio, Texas. This paper focuses on the role of nonfinancial factors in exit and entry in the post-1996 TANF program. The nonfinancial factors are work and other requirements, sanctions, and diversion. Using data from a study of welfare and nonwelfare families in Boston, Chicago, and San Antonio in the period 1999-2001, both descriptive evidence and evidence from an econometric model suggest that these factors played a large role in exit and entry over the period. Abstract Geographers are in a special position to comment on the role of neighbourhood representations in the marginalisation of urban minorities. This paper examines the impact of representations of place on the production of inner-city youth identifies. It argues that the spatial scale of representation is a crucial element in the production of marginal identity, and investigates whether switching scale is a viable option for escaping this identity. Linking the concepts of structure and agency to the notions of ideology and identity, it applies a theoretical argument to empirical contexts of representation and identity formation. Results from semi-structured interviews with local youths and institutional administrators in an inner-city neighbourhood of San Antonio, Texas, illustrate how place- and scale-particular ideologies intervene in processes of youth identity formation. Tourism is one of the fastest growing industries in the world. San Antonio is one of the Texas’ top tourist cities and a major tourism destination nationally. The city has a rich and unique historic urban landscape characterized by its river with its famous “Riverwalk,” historic neighborhoods, and major landmarks such as San Antonio Franciscan Missions which are on the U.S. “tentative list” as possible UNESCO World Heritage Sites. Local government has completed a multiyear project to restore and enhance 13 miles of the San Antonio River both north and south of downtown. It is expected that the river improvement project will reinforce the connection to the San Antonio Missions and encourage visitors to circulate along the river beyond the downtown area. Master of Architecture students of The University of Texas at San Antonio (UTSA) explored the sustainable tourism alternatives in the Mission Historic District in the spring semesters of 2012 and 2013. The Advanced Design Studio (ARC 6136) focused on research-based exploration and application of advanced design theory relative to alternative tourism. This course discussed the relationships between the design of architecture, tourist city, and the alternative practices of tourism. Students investigated the tourism potentials in the District such as sustainable tourism, rural tourism, recreational tourism, cultural heritage tourism, and culinary tourism, and develop master plans for the selected sites. Students were expected to plan, program, and design the proposed tourism activities and tourist spaces on both urban and building scales. This paper focuses specifically on culinary tourism, cultural heritage tourism, and rural tourism, and discusses how to enhance the attractiveness of the destination for visitors and residents; expand the tourism activities offered; and provide maximum efficiency in the economical, historical, social, and cultural dimensions of tourism through sustainable development practices and proposed design projects. The application of multiobjective evolutionary algorithms (MOEAs) to sanitary sewer overflow (SSO) optimization problems typically requires multiple runs of a simulation model and can be very computationally expensive. There is a need for simulation-optimization models that use fewer functional evaluations of the hydraulic model to identify near optimal solutions. In this study, two conflicting objectives were analyzed: maximizing SSO reduction and minimizing rehabilitation cost. This paper introduces a novel MOEA, the enhanced nondominated sorting evolution strategy (eNSES) that uses a specialized operator to guide the algorithm toward known SSOs locations. This strategy is being tested in an existing network in the eastern San Antonio Water System network. It has been compared with NSGA-II and NSES based on hypervolume and the overall nondominated vector generation ratio (ONVGR). The results show that eNSES improves the convergence rate by approximately 70% over the tested alternative algorithms, performing as well as NSGA-II and outperforming NSES in terms of the hypervolume by nearly 10%. In terms of the ONVGR, eNSES performed similarly to NSES but outperformed NSGA-II by 42%. [ABSTRACT FROM AUTHOR]
