Background: In Europe, knowledge about the social determinants of health among undocumented migrants is scarce. The canton of Geneva, Switzerland, implemented in 2017-2018 a pilot public policy aiming at regularizing undocumented migrants. We sought to test for associations between self-rated health, proven eligibility for residence status regularization and social and economic integration.Methods: This paper reports data from the first wave of the Parchemins Study, a prospective study whose aim is to investigate the effect of residence status regularization on undocumented migrants' living conditions and health. The convenience sample included undocumented migrants living in Geneva for at least 3 years. We categorized them into those who were in the process of receiving or had just been granted a residence permit (eligible or newly regularized) and those who had not applied or were ineligible for regularization (undocumented). We conducted multivariate regression analyses to determine factors associated with better self-rated health, i.e., with excellent/very good vs. good/fair/poor self-rated health. Among these factors, measures of integration, social support and economic resources were included.Results: Of the 437 participants, 202 (46%) belonged to the eligible or newly regularized group. This group reported better health more frequently than the undocumented group (44.6% versus 28.9%, p-value < .001), but the association was no longer significant after adjustment for social support and economic factors (odds ratio (OR): 1.12; 95% confidence interval (CI): 0.67-1.87). Overall, better health was associated with larger social networks (OR: 1.66; 95% CI: 1.04-2.64). This association remained significant even after adjusting for health-related variables.Conclusion: At the onset of the regularization program, access to regularization was not associated with better self-rated health. Policies aiming at favouring undocumented migrants' inclusion and engagement in social networks may promote better health. This paper explores how market and regulatory factors affect stakeholders' investments in smart grid projects in Europe. Distribution System Operators (DSOs), universities, and technology manufacturers are leading investors, with a cumulative 2286 M€ financed since 2002. Statistical tests were conducted on these groups' investments in smart grid projects in the EU-28, Norway, and Switzerland from 2008-2015, to evaluate the influence of the following factors on investment: the level of distribution sector concentration, the regulatory mechanism in place, and the existence of innovation stimulus mechanisms. The level of distribution sector concentration did not significantly influence investments by these three groups. Market-minded stakeholders, such as DSOs and technology manufacturers, invested more in countries that employed hybrid, incentive, or innovation-stimulus mechanisms; meanwhile, collaborative knowledge-seeking institutions, such as universities, were not swayed by these factors. Deep beam or shear walls are fairly common structural elements in the building construction industry of countries like France, Germany, Switzerland or Belgique, and thus, since the introduction of concrete structures in the 20th century. Nevertheless, in Portugal and generally in southern European countries, reinforced concrete frames with a brick masonry infill is the foremost used building construction technique, with some punctually deep beams applications in recent years. Beyond that, Eurocode 2 is now the prevailing code in Europe for the concrete elements design. In the present paper, it is intended to compare the steel reinforcement amount defined for deep beams by the Eurocode 2, which is based in a finite element design approach or in the strut-and-tie model application, with the provisions defined in the French and Portuguese national codes. For the finite element design, a displacement based approach considering an isotropic linear elastic behavior is considered. For each code provisions, the reinforcement steel ratios are obtained and drawings are presented. The results allow understanding the economic impact of Eurocode 2 application in deep beams design. Framing has previously been studied in the field of pandemic preparedness and global health governance and influenza pandemics have usually been framed in terms of security and evidence-based medicine on a global scale. This paper is based on the pandemic preparedness plans, published after 2009, from eight European countries. We study how pandemic preparedness is framed and how pandemic influenza in general is narrated in the plans. All plans contain references to ‘uncertainty’, ‘pandemic phases’, ‘risk management’, ‘vulnerability’ and ‘surveillance’. These themes were all framed differently in the studied plans. The preparedness plans in the member states diverge in ways that will challenge the ambition of the European Union to make the pandemic preparedness plans interoperable and to co-ordinate the member states during future pandemics. Abstract: Urban sprawl (dispersed urban development) has increased at alarming rates in Europe and North America over the last 50 years. Quantitative data are urgently needed in monitoring systems for sustainable development. However, there is a lack of reliable measures of urban sprawl that take into account the spatial configuration of the urban areas (not just total amount). This paper introduces four new measures of urban sprawl: degree of urban dispersion (DIS), total sprawl (TS), degree of urban permeation of the landscape (UP), and sprawl per capita (SPC). They characterize urban sprawl from a geometric point of view. The measures are related through TS = DIS ×urban area, UP = TS/size of the landscape studied, and SPC = TS/number of inhabitants. The paper investigates the properties of the new measures systematically using 13 suitability criteria which were derived from a clear definition of urban sprawl as discussed in a previous paper. The scale of analysis is specified by the so-called horizon of perception. Second, the new measures are applied to three examples from Switzerland. Subsequently, the measures are briefly compared to other measures of urban sprawl from the literature. We demonstrate that UP is an intensive and area-proportionately additive measure and is suitable for comparing urban sprawl among regions of differing size, while SPC is most appropriate when comparing sprawl in relation to human population density. The paper also provides practical advice for calculating the new measures. We conclude that the new method is more suitable than previous methods to quantify the indicator “urban sprawl” in monitoring systems as this method distinguishes the phenomenon of urban sprawl from its various causes and consequences. This paper argues that imperialism continues to exist today. It focuses on the ideational dimension of such power constellation and highlights the role of 'educational diplomacy'. Specifically, it examines norm-settings within international educational politics as a way of identifying shifts within what might be called benevolent imperialism. At the centre of its analysis is the global dimension of the project aimed at establishing a European Area of Higher Education, also called the Bologna process. The paper examines three aspects of the process in more detail: (1) its main legal framework, (2) the European Register of Quality Assurance Agencies, and (3) the setting in which the European ministers have embedded the new international strategy of the Bologna process on the occasion of the follow-up conference in London 2007. The question it addresses is: to what extent is the Bologna process merely a form of Americanisation, or is there a set of European norms emerging that are accepted in other regions, suggesting that the EU is a new, emerging, imperialising power? Abstract: Theory suggests that the political effects of referendums should vary according to the institutional provisions that allow for direct involvement of citizens in decision-making. Relying on extant theoretical models the paper proposes initial tests of some implications for the newly democratized countries in Eastern and Central Europe. The constitutions of these countries distinguish themselves by a wide variety of institutional provisions for referendums. Taking advantage of this increased variance, the paper demonstrates effects of different institutional provisions on policy outcomes, which, so far, have only been demonstrated at the sub-national level, for example, in the United States and Switzerland. This paper examines several aspects of the social situation of the older immigrant population in Switzerland. It reviews their demographic history and characteristics and provides profiles of their health and well being, their material standard of life and access to social security and related benefits. It reports selected findings from an original survey of older Italian and Spanish citizens who are resident in the country, which show relatively high rates of disadvantage and poverty. The determination of a large proportion of the immigrant population to remain in Switzerland after they have ceased work demonstrates that the minorities who entered the country as labour migrants will become a permanent element of the Swiss population and its society. Neither the politicians nor the general public in Switzerland have yet accepted the reality of this new diversity. Given the continuation and indeed growth of international labour migration, the paper concludes by discussing the social policy and attitudinal options that face the governments and the population of Switzerland and many other European countries. Background: Stanford's Chronic Disease Self-Management Program (CDSMP) stands out as having a large evidence-base and being broadly disseminated across various countries. To date, neither evidence nor practice exists of its systematic adaptation into a German-speaking context. The objective of this paper is to describe the systematic German adaptation and implementation process of the CDSMP (2010-2014), report the language-specific adaptation of Franco-Canadian CDSMP for the French-speaking part of Switzerland and report findings from the initial evaluation process.Methods: Multiple research methods were integrated to explore the perspective of workshop attendees, combining a longitudinal quantitative survey with self-report questionnaires, qualitative focus groups, and interviews. The evaluation process was conducted in for both the German and French adapted versions to gain insights into participants' experiences in the program and to evaluate its impact. Perceived self-efficacy was measured using the German version of the Self-Efficacy for Managing Chronic Disease 6-Item Scale (SES6G).Results: Two hundred seventy eight people attending 35 workshops in Switzerland and Austria participated in the study. The study participants were receptive to the program content, peer-led approach and found principal methods useful, yet the structured approach did not address all their needs or expectations. Both short and long-term impact on self-efficacy were observed following the workshop participation (albeit with a minor decrease at 6-months). Participants reported positive impacts on aspects of coping and self-care, but limited effects on healthcare service utilization.Conclusions: Our findings suggest that the process for cross-border adaptation was effective, and that the CDSMP can successfully be implemented in diverse healthcare and community settings. The adapted CDSMP can be considered an asset for supporting self-management in both German-and French-speaking central European countries. It could have meaningful, wide-ranging implications for chronic illness care and primary prevention and potentially tertiary prevention of chronic disease. Further investigations are needed to tailor the program for better access to vulnerable and disadvantaged groups who might benefit the most, in terms of facilitating their health literacy in chronic illness. Between General Franco's agony (October/November 1975) and the constitution's approval (December 1978), European media reported intensively about the democratisation process in Spain. The present paper deals with its examination through the Radio della Svizzera di lingua italiana broadcasts. As the only Swiss Italian-speaking broadcaster, it tried to provide in-depth information and opinion on a country whose solid ties with Switzerland were based on economy, migration and tourism. The study of this non-commercial radio allows us to determine the way the democratisation was approached and portrayed for a Swiss audience and offers a genuine case for transnational historical research. Trees that characterized many agricultural landscapes across Europe are declining, despite the recent revival of agroforestry research and increasing direct payments for their maintenance. Therefore, in addition to field experiments, there is a need for transdisciplinary research in close alliance with local farmers. This paper proposes a three-step participatory design and assessment approach, incorporating local innovation and scientific evidence. To our knowledge, this is the first participatory and bioeconomic analysis of farmer-designed agroforestry systems in Europe. First, an exploratory survey of farmers' innovations in Switzerland was conducted together with a literature review. Based on the survey, 14 representative agroforestry practices were defined for the bioeconomic assessment, focusing on walnut ( Juglans hybr.) and wild cherry ( Prunus avium) . The predictions of long-term yields were made with the Yield-SAFE model, and the profitability was assessed using the Farm-SAFE model. The survey results suggested a lack of local knowledge on key ecosystem services provided by agroforestry. It is therefore recommended to apply the concept of ecosystem services, in order to support the design of multifunctional agriculture and to increase the willingness to pay for its services. According to our yield predictions, mixing trees and crops was commonly more productive (12 out of the 14 options, land equivalent ratio = 0.95-1.30) than growing them in separate forestry or arable systems. This result contradicts the widespread view among modern Swiss farmers that agroforestry is unproductive. In terms of profitability, 68 % of the 56 financial scenarios for the agroforestry practices, particularly those linked to innovative marketing of fruit or receiving payments for ecosystem services, were found to be more profitable than the business as usual reference systems. These results demonstrate that there is a need and a value in bridging the gap between scientists and farmers, in order to coproduce applied knowledge for the design of productive agroforestry practices. Since the beginning of the 1990s, the EU has been increasingly criticised for its democratic deficit, which is intrinsically linked to the absence of a public sphere at the European level. Whereas scholars consider the emergence of such a public sphere as a necessary requirement for the democratisation of the EU, they disagree on the conceptualisation and normative requirements for a meaningful public sphere at the European level. This article takes an empirical perspective and draws on the nation-state context of multilingual Switzerland to get insights into what a European public sphere might realistically look like. Based on a content analysis of the leading quality paper from each German- and French-speaking Switzerland by means of political claims analysis, it shows that three of the most often cited criteria for a European public sphere - horizontal openness and interconnectedness, shared meaning structures, and inclusiveness - are hardly met in the Swiss context. On this basis, it concludes that the normative barrier for finding a European public sphere might be unrealistically high and should be reconsidered. [ABSTRACT FROM AUTHOR]

This article reports on a symposium of the Consortium of Swiss Academic Libraries for long-term availability of royalty-bearing digital content (i.e. licensed content) and summarises the papers presented at the symposium and the discussion phases between the lectures. Starting from a statement on the reasons of the consortium to deal with issues of long-term availability of royalty-bearing content (looking for a technical and organisational solution to ensure post-cancellation-access to various electronic journals for the consortium member libraries) the state of digital preservation activities in some European countries is outlined (Germany, Netherlands, Denmark, France, Italy, Great Britain). The two long-term-preservation projects LOCKSS and Portico are described in terms of their concepts, their organisational structures and their modes of operation. Advantages and disadvantages of both projects are shown through their comparison. The implementation of a LOCKSS test-installation at the Library of ETH Zurich is briefly outlined and the perspective of a major academic publishing house (Springer) on the issue of digital preservation is reported. The aim of this article is to assess the sustainability of neutrality in the early Cold War. This issue is examined through the study of Switzerland's armament policy. The Swiss were able to maintain their status of a permanent neutral after the Second World War, and thus succeeded in upholding a centuries-long policy. Their armed neutrality, however, required modern weaponry. In search of this material Switzerland turned to the West, while refusing to purchase weapons from the East. The paper argues that Switzerland's self-imposed policy of armed neutrality increased Swiss dependence on western armaments, and thereby endangered its neutrality status and policy. Summary: The European Alps are one region of the world where climate-driven changes are already perceptible, as exemplified by the general retreat of mountain glaciers over past decades. Temperatures have risen by up to 2°C since 1900 particularly at high elevations, a rate that is roughly three times the global-average 20th century warming. Regional climate models suggest that by 2100, winters in Switzerland may warm by 3–5°C and summers by 6–7°C according to greenhouse-gas emissions scenarios, while precipitation is projected to increase in winter and sharply decrease in summer. The impacts of these levels of climatic change will affect both the natural environment and a number of economic activities. Alpine glaciers may lose between 50% and 90% of their current volume and the average snowline will rise by 150m for each degree of warming. Hydrological systems will respond in quantity and seasonality to changing precipitation patterns and to the timing of snow-melt in the Alps, with a greater risk of flooding during the spring and droughts in summer and fall. The direct and indirect impacts of a warming climate will affect key economic sectors such as tourism, hydropower, agriculture and the insurance industry that will be confronted to more frequent natural disasters. Abstract: We analyze trends in crop yields and yield variability of barley, maize, oats, rye, triticale and wheat in Switzerland from 1961 to 2006. It shows that there have been linear increases in crop yields since the 1960s. However, yields of barley, oats, rye, triticale and wheat have leveled off in Switzerland since the early 1990s, which contrasts linear trends in cereal yields that is usually assumed for Europe. We show a relationship between the introduction of agricultural policy measures towards environmentally friendly cereal production that fostered widespread adoption of extensive farming practices and the observed leveling-off of crop yields. Thus, this paper emphasizes that agricultural policy can be an important reason for slowing crop yield growth. Agricultural policy measures will be one of the key driving forces of future crop yields. Thus, the potential leveling-off of crop yields that is indicated in this study should be considered in analyses of future land use and food supply as well as in the evaluation of agri-environmental measures and policy reforms. Abstract: This paper presents a lake-level record established for the last millennium at Lake Saint-Point in the French Jura Mountains. A comparison of this lake-level record with a solar irradiance record supports the hypothesis of a solar forcing of variations in the hydrological cycle linked to climatic oscillations over the last millennium in west-central Europe, with higher lake levels during the solar minimums of Oort (around AD 1060), Wolf (around AD 1320), Spörer (around AD 1450), Maunder (around AD 1690), and Dalton (around AD 1820). Further comparisons of the Saint-Point record with the fluctuations of the Great Aletsch Glacier (Swiss Alps) and a record of Rhône River floods from Lake Bourget (French Alps) give evidence of possible imprints of proxy sensitivity on reconstructed paleohydrological records. In particular, the Great Aletsch record shows an increasing glacier mass from AD 1350 to 1850, suggesting a cumulative effect of the Little Ice Age cooling and/or a possible reflection of a millennial-scale general cooling until the mid-19th century in the Northern Hemisphere. In contrast, the Saint-Point and Bourget records show a general trend toward a decrease in lake levels and in flood magnitude anti-correlated with generally increasing solar irradiance. The aim of this paper is to compare the different existing approaches to advance health care directives within the European context, and to explore the possibility of reaching a deeper consensus among countries on this subject. To this end, it first discusses the shortcomings of Article 9 of the Council of Europe's Biomedicine Convention. Second, it offers a comparative analysis of the legal status of advance directives in a number of European countries. Finally, it presents the conclusions of an international interdisciplinary workshop focused on this topic that was held in Zurich in June 2008. [ABSTRACT FROM AUTHOR]

This paper presents the development of research in the Swiss non-university higher education sector and frames it in the debate on the organization of higher education systems in Western Europe and on the dynamics between university and non-university sector. It shows that, in the Swiss case, the applied research mandate has been used to differentiate these institutions from universities and that this endeavor has been to a large extent successful in technology, while it has been a source of major tensions in the other domains. I conclude that the development of research in the non-higher education leads to complex dynamics of convergence and of differentiation and that this process is strongly influenced by the specificities and differences between different subject domains. Background: To examine and compare the research productivity on selected fields related to health literacy of the current members of the European Union, the four candidate countries waiting to join the EU, Norway, Switzerland, and the United States. Methodology/Principal findings: A bibliometric analysis (1991-2005). Data sources included papers published by authors from each country separately. The 25 European countries produce less than 1/3 health literacy research when compared to the U.S. (13,710 and 49,523 articles were published by authors with main affiliation in the European Union and the four candidate countries, and the U.S., respectively). The Netherlands and Sweden (followed by Germany, Italy, and France) are the European countries with the highest number of research published in fields related to health literacy. After adjustment for population Sweden, Finland, and Norway, were on the top of the relevant list. In addition, Sweden, Finland, and Ireland, were on the top of the list of countries regarding research productivity on the selected fields after adjustment for gross domestic product (GDP). Conclusions/Significance: Inequalities in research published on the topic of health literacy exist among Europe, Norway, Switzerland, and the U.S. More research may need to be done in all areas of health literacy in Europe and the potential detrimental effects of this gap should be further investigated. The article offers information on medicine utilization research in Europe. One cross-sectional study focused on patterns of anti-psychotic drug use among nursing home residents in Switzerland between 1999 and 2002 and compared those with data from Canada. Another paper discussed the association of socio-demographic factors within and across European countries with non-compliance with medical drugs.

Summary This paper explores the possibility of using ring-width measurements derived from string instruments as a potential source of palaeoclimate information. From a data-base of 1800 measured series, we have identified two sub-sets that compare well with living high elevation spruce (Picea abies (L.) Karst) chronologies from the Bavarian Forest and Austrian Alps. The problems of using historical tree-ring data for dendroclimatic purposes are addressed and by combining the living and historic ring-width data from these two regions, a preliminary proxy of past June/July mean temperatures is developed. This proxy summer temperature record shows striking similarities with a tree-ring based temperature reconstruction for the Central Eastern Alps, the CLIMHIST June/July temperature record from Switzerland and glacial records from the Austrian Alps. This explorative study demonstrates that ring-width series from string instruments may allow the identification of generalised source regions of wood used for instrument making and, most importantly, provide a new unique source for palaeoclimate information at a variety of both temporal and spatial scales for high elevations in central Europe. Introduction: Laparoscopic gastric banding (LGB) is currently the most popular purely restrictive bariatric operation in Europe and many other countries. It has a low operative morbidity, but is associated with a substantial late complication rate. Many late complications have been attributed to technical errors or to the learning curve. The aim of this paper is to present our results with gastric banding after the learning curve in order to disclose the true incidence of long-term complications.Methods: LGB was introduced in our department in December 1995. Thirty patients were operated on until June 1997 using the early banding technique (band within the lesser sac), at which time the surgical technique was slightly modified in order to place the band above the lesser sac. Then another 300 patients underwent LGB using either the Lapband or the SAGB system. This report focuses on the latter patients. All the data were collected prospectively.Results: The series includes 300 patients (257 women and 43 men) with a mean age of 38.3 years (19-64). The mean initial weight was 119.2 kg (57-179), initial body mass index (BMI) was 43.3 kg/m2 (21-64), and initial excess weight was 96.5% (0-191). The mean duration of surgery was 90 min, decreasing over time to a mean of 75 min for the last 50 cases. Early overall morbidity was 6.6%. Major complications occurred in 7 patients (2.3%). Excess weight loss (EWL) was at least 50% in 66% of the patients after 2 years, averaging 60%, with no substantial change until 4 years, and the BMI stabilized between 30 and 31 kg/m2. Forty-nine patients developed a total of 52 long-term complications, of which 23 (7.6%) were related only to the port or catheter. Band erosion occurred in 17 (5.6%), pouch dilatation with slippage in 8 (2.6%), and infection in 4 (1.3%) patients. Fifty-five reoperations were necessary. Twenty-five of these were related only to the port. The band was removed from 26 (9%) patients, of whom 17 were converted to Roux-en-Y gastric bypass.Conclusions: LGB gives satisfactory results in terms of weight loss in about two-thirds of the patients. Even beyond the learning curve, the long-term morbidity is not negligible, but is acceptable compared to other procedures such as vertical banded gastroplasty. Conversion to gastric bypass is possible when complications occur and can be performed when the band is removed in most cases. [ABSTRACT FROM AUTHOR]
