This paper examines the impact and implications of ChatGPT and other generative AI technologies within the African context while looking at the ethical benefits and concerns that are particularly pertinent to the continent. Through a robust analysis of ChatGPT and other generative AI systems using established approaches for analysing the ethics of emerging technologies, this paper provides unique ethical benefits and concerns for these systems in the African context. This analysis combined approaches such as anticipatory technology ethics (ATE), ethical impact assessment (EIA), and ethical issues of emerging ICT applications with AI (ETICA) with specific issues from the literature. The findings show that ChatGPT and other generative AI systems raise unique ethical concerns such as bias, intergenerational justice, exploitation of labour and cultural diversity in Africa but also have significant ethical benefits. These ethical concerns and benefits are considered crucial in shaping the design and deployment of ChatGPT and similar technologies responsibly. It further explores the potential applications of ChatGPT in critical domain areas such as education, agriculture, and healthcare, thereby demonstrating the transformative possibilities that these technologies can have on Africa. This paper underscores the critical role of AI governance as Africa increasingly adopts ChatGPT and similar AI systems. It argues that a comprehensive understanding of AI governance is essential not only for maximising the benefits of generative AI systems but also for facilitating a global dialogue. This dialogue aims to foster shared knowledge and insights between the Global North and the Global South, which is important for the development and creation of inclusive and equitable AI policies and practices that can be beneficial for all regions. This study explores the transformative potential of fourth industrial revolution (called Industry 4.0) technologies in the context of poverty elimination, with a particular focus on Africa. Given the multidimensional nature of poverty, which spans economic, social, and environmental aspects, there is a critical need for innovative and sustainable solutions. This paper presents a comprehensive literature review to identify how recent advancements, such as artificial intelligence (AI), the Internet of Things (IoT), robotics, blockchain, big data, and 5G can be harnessed to address various facets of poverty. Drawing on insights from existing research and expert opinions, we propose a conceptual framework that integrates these technologies with strategic policy interventions, infrastructure development, and capacity building. The paper proposes a framework that illustrates the prerequisite requirements before adopting Industry 4.0 technologies in poverty elimination efforts. This framework aims to ensure that the benefits of technological innovations are accessible to the most vulnerable populations, thereby contributing to the broader goals of socioeconomic development and poverty reduction. The work shows that while Industry 4.0 presents a critical opportunity for sustainable development and poverty elimination in Africa, it needs to have essential capacities to optimize the use of observations, visualizations, and mindset management before or when adopting the first stage of Industry 4.0 solutions for poverty elimination. An extensive literature has investigated the driving forces behind high-technology exports, but most studies focus on developed countries and developing countries outside Africa. The purpose of this paper is to assess the main factors determining export-oriented technological change, using the technological content of exports (high-tech, medium-tech and low-tech exports) as a proxy. For this purpose, instrumental variable regressions are applied to a panel dataset of 33 African countries. The findings revealed that the main determinants of high-technology exports are: imports of components, rule of law, human capital, FDI inflows, GDP per capita and manufacturing. For medium-technology exports, the determinants identified are similar to high-technology exports with population included. The main determinants of low-technology manufactured exports are imports of components, rule of law, population, FDI inflows, GDP per capita and manufacturing. These give policymakers in African countries a targeted approach in formulating policies related to exports by technological category. This paper contributes to the literature in that it assesses the main factors determining export-oriented technological change, using different levels of technological content of exports (high-tech, medium-tech and low-tech exports). Mapping of research has become important across the world and any new technology requires a new institutional framework for mapping appropriate outcomes of research. It involves analyzing linkages between various actors, stakeholders, agencies, and institutions to map potential research domains. Over the years, Biotechnology Applied Microbiology has emerged as a niche area, and this sector is recognized as the key driver for economic growth and development. Biotechnology has emerged as a promising area of research in selected African countries but requires expanding its S&T base. To enhance S&T-based and capacity building Africa has initiated to expand its collaborative efforts with other countries including Europe, Asia, the US, the Middle East, and Africa with promising results in different areas like nanotechnology, biotechnology, agriculture, pharmaceuticals, etc. Biotechnology is one of the emerging areas and African biotechnology has the potential to transform the economy. Therefore, this paper presents an analysis of the emerging pattern of research areas in selected African countries and in particular biotechnology research activities in Africa. More than 56000 research articles were analyzed, using SPSS software, indicates that R&D collaboration and national as well as international networks could be helpful in enhancing publication output and research competency in the field of biotechnology research in Africa. Early warning systems (EWS) facilitate societies' preparedness and effective response capabilities to climate risks. Climate risks embody hazards, exposure, and vulnerability associated with a particular geographical area. Building an effective EWS requires consideration of the factors above to help people with coping mechanisms. The objective of this paper is to propose an approach that can enhance EWSs and ensure an effective climate risk resilience development. The paper focuses on the Southern African Development Community (SADC) region and highlights the issues with EWS, identifying weaknesses and characteristics of EWS to help in climate risk adaptation strategies. The SADC region was chosen as the context because it is a climate variability and change hotspot with many vulnerable populations residing in rural communities. Trending themes on building climate risk resilience were uncovered through scientific mapping and network analysis of published articles from 2008 to 2022. This paper contributes to on-going research on building climate risks resilience through early warning systems to identify hidden trends and emerging technologies from articles in order to enhance the operationalization and design of EWS. This review provides insight into technological interventions for assessing climate risks to build preparedness and resilience. From the review analysis, it is determined that there exists a plethora of evidence to support the argument that involving communities in the co-designing of EWS would improve risk knowledge, anticipation, and preparedness. Additionally, Fourth Industrial Revolution (4IR) technologies provide effective tools to address existing EWS' weaknesses, such as lack of real-time data collection and automation. However, 4IR technology is still at a nascent stage in EWS applications in Africa. Furthermore, policy across societies, institutions, and technology industries ought to be coordinated and integrated to develop a strategy toward implementing climate resilient-based EWS to facilitate the operations of disaster risk managers. This paper aims at exploring opportunities and challenges of internationalization of higher education institutions (HEIs) in Africa so as to encourage South–South partnership. In order to achieve this objective, desk review of experiences coupled with historical sketch were employed. Qualitative review of experience was selected to examine the comparative viewpoints of challenges and opportunities in internationalization. The approach and materials consulted were chosen depending on policy relevance and appropriateness to the context. Accordingly, research-based documents were thematically organized and analyzed. As African universities are part of the wider Global HEIs, academic activities of HEIs in the South are positively and adversely influenced by institutional culture and technological advancement of the North. Although Africa is endowed with strong communal culture and natural resources, most HEIs are in the ivory tower detached from real-life-situations and far from addressing existing and emerging problems of the society. Based on research findings and institutional examples, internationalization of higher education in Africa lacks experience and heavily relies on Western approaches, and considered as weak in terms of resource and network. Purpose: This paper discusses the outcomes of an exploratory study into the innovations, adaptations, and best practices that the tourism and hospitality sector in Africa should implement in dealing with coronavirus disease 2019 (COVID-19) pandemic-induced disruptions. Design/methodology/approach: This paper was based on data collected through qualitative approaches by reviewing published academic articles and unpublished documents, including websites, media reports and global public health entities such as the World Health Organization (WHO). Because of the lack of reliable data in some cases, this study is inductive in nature. Findings: The main finding of this research suggests that Africa which is seemingly the least affected in infection and casualty rates has conversely borne the brunt of the negative responses from the global community in travel restrictions and mobility curtailment. Overwhelming trends suggest the domestic tourism market does not have the spending capacity of international visitors who arrive with foreign currency, inevitably main-stream in the form of USD, EURO and GBP, with their spending power estimated at between 1:18 and 1:22. The fragmented, cascaded and sometimes disorganised approach in dealing with policy adoptions and implementation in managing developments around the pandemic further inhibits a compelling approach to continent-wide tourism and hospitality revival. Finding out how to scale innovations successfully is high on the agendas of researchers, practitioners and policy makers involved in agricultural development. New approaches and methodologies seek to better address related complexities, but none of them include a systematic perspective on the role of capacity in (partnerships for) scaling innovations. We posit that this has left an important topic insufficiently addressed in relation to partnerships for scaling innovations. The need to address this gap became apparent in the context of the CGIAR Roots, Tubers, and Bananas (RTB) Scaling Fund initiative. This paper presents how we explored ways forward in relation to this by combining three methodological approaches: The Five-Capabilities, Scaling Readiness, and the Multi-Level Perspective on socio-technical innovation. This combined approach—dubbed Capacity for Scaling Innovations (C4SI)—was applied in three projects related to scaling innovations for sweet potato, cassava and banana, involving five countries in Africa. It then discusses implications for a partners-in-scaling perspective, the contribution of scaling innovations to sustainable development, the importance of research organisations considering their own capabilities in partnerships for scaling, and the extent to which C4SI was helpful in the three cases—for example, in decision making. The paper concludes that a capacity perspective on the scaling of innovations should be an essential part of a 'science of scaling'. Finally, it provides recommendations for using the approach or parts of it in research and intervention practice for scaling, pointing in particular to the need for context-specific adaptation. Innovation is key to industrialization in Africa and must be aligned with industrial policy. A challenge for African countries is to design and implement innovation and industrial policies that take into account the unique structural nature of African economies, in which the informal sector is prevalent. This paper argues that a measurement programme focused on innovation in the context of local economic development is imperative for setting industrial and innovation policy in Africa. Policies tend to speak and respond to those phenomena that have been subjected to measurement programmes. Is there space for designing new measures of innovation in Africa that include the informal sector? We propose a novel methodology and framework for measuring informal sector innovation, based on a local innovation and production systems approach. We end the paper with a proposal for using the evidence gathered from this methodology and a continental strategy that lends itself to direct policy intervention that has local economic development and upgrading of value chains as a goal. This paper aims to analyse the African Continental Free Trade Agreement (AfCFTA) and its potential to unleash the development of women in Africa. The envisaged benefits of the AfCFTA include increased trade diversification, regional integration, enhanced human security, increased foreign direct investment and technological advancement. Despite optimism about the prospects of the agreement as a local innovation spearheaded by the African Union, pessimists raise questions about the extent of stakeholder engagement. The agreement must be gender-responsive to enhance outcomes for women cross-border traders. The paper concludes that the lack of gender sensitivity confirms the need to address the specific needs of African women, especially those involved in informal cross-border trade. Hence, for AfCFTA, the policy focus should be on ensuring the formalisation of women who participate in informal trade, thus helping increase access to markets, information and growth opportunities. Objective: Genetic variants cause a significant portion of developmental disorders and intellectual disabilities (DD/ID), but clinical and genetic heterogeneity makes identification challenging. Compounding the issue is a lack of ethnic diversity in studies into the genetic aetiology of DD/ID, with a dearth of data from Africa. This systematic review aimed to comprehensively describe the current knowledge from the African continent on this topic. Method: Applicable literature published up until July 2021 was retrieved from PubMed, Scopus and Web of Science databases, following PRISMA guidelines, focusing on original research reports on DD/ID where African patients were the focus of the study. The quality of the dataset was assessed using appraisal tools from the Joanna Briggs Institute, whereafter metadata was extracted for analysis. Results: A total of 3,803 publications were extracted and screened. After duplicate removal, title, abstract and full paper screening, 287 publications were deemed appropriate for inclusion. Of the papers analysed, a large disparity was seen between work emanating from North Africa compared to sub-Saharan Africa, with North Africa dominating the publications. Representation of African scientists on publications was poorly balanced, with most research being led by international researchers. There are very few systematic cohort studies, particularly using newer technologies, such as chromosomal microarray and next-generation sequencing. Most of the reports on new technology data were generated outside Africa. Conclusion: This review highlights how the molecular epidemiology of DD/ID in Africa is hampered by significant knowledge gaps. Efforts are needed to produce systematically obtained high quality data that can be used to inform appropriate strategies to implement genomic medicine for DD/ID on the African continent, and to successfully bridge healthcare inequalities. Background: In 2019, an estimated 409,000 people died of malaria and most of them were young children in sub-Saharan Africa. In a bid to combat malaria epidemics, several technological innovations that have contributed significantly to malaria response have been developed across the world. This paper presents a systematized review and identifies key technological innovations that have been developed worldwide targeting different areas of the malaria response, which include surveillance, microplanning, prevention, diagnosis and management. Methods: A systematized literature review which involved a structured search of the malaria technological innovations followed by a quantitative and narrative description and synthesis of the innovations was carried out. The malaria technological innovations were electronically retrieved from scientific databases that include PubMed, Google Scholar, Scopus, IEEE and Science Direct. Additional innovations were found across grey sources such as the Google Play Store, Apple App Store and cooperate websites. This was done using keywords pertaining to different malaria response areas combined with the words "innovation or technology" in a search query. The search was conducted between July 2021 and December 2021. Drugs, vaccines, social programmes, and apps in non-English were excluded. The quality of technological innovations included was based on reported impact and an exclusion criterion set by the authors. Results: Out of over 1000 malaria innovations and programmes, only 650 key malaria technological innovations were considered for further review. There were web-based innovations (34%), mobile-based applications (28%), diagnostic tools and devices (25%), and drone-based technologies (13%. Discussion and conclusion: This study was undertaken to unveil impactful and contextually relevant malaria innovations that can be adapted in Africa. This was in response to the existing knowledge gap about the comprehensive technological landscape for malaria response. The paper provides information that countries and key malaria control stakeholders can leverage with regards to adopting some of these technologies as part of the malaria response in their respective countries. The paper has also highlighted key drivers including infrastructural requirements to foster development and scaling up of innovations. In order to stimulate development of innovations in Africa, countries should prioritize investment in infrastructure for information and communication technologies and also drone technologies. Africa is currently faced with complex conflict situations and confronted with difficult choices to rebuild economies based on business-as-usual development models or choose to develop more sustainably. Addressing security-sustainability challenges in Africa therefore calls for innovative ways to avoid that armed conflicts and insecurity set back efforts towards achieving sustainable development in Africa by 2030. The paper introduces the concept of Environmental Intelligence for Sustainability (EIS) as an analytical tool to assess security-sustainability risks in Africa. It shows how the EIS framework helps analyze the implications of armed conflicts on achieving sustainability through a pragmatic instrument for African policy makers, development practitioners, businesses, and regional/international organizations to better integrate conflict risks into their sustainability planning processes. The article highlights the need for a more holistic, systematic, and coordinated Africa-wide Environmental Intelligence for Sustainability as a core element for building peace and stability while achieving sustainability by 2030. This paper examines whether technological innovations such as information and communication technology infrastructure, mobile phone subscriptions, secure internet servers and the number of automated teller machines and bank branches increased financial deepening in 43 African countries for the period 2010–2019. The study employs panel corrected standard errors, fixed effects and quantile regressions for empirical analysis. The results show that technological innovations have a positive and significant influence on financial deepening in Africa in terms of banks' mobilisation of deposits and allocation of credit to enterprises. Furthermore, the technological indicators have a strong and positive effect on higher levels of bank credit to the private sector than lower levels. As for bank deposits, only the number of branches was found to have significant and positive effects at a high level of bank deposits compared with a low level. These results imply that African governments and development partners can leverage ICT developments to increase financial deepening and reinvigorate debt financing, which is the primary funding source for small and medium‐size enterprises. Agro-biotechnology deployment has been very slow in Africa, yet it has potential for enhancing sustainable development and industrialization. This paper attempts to understand the underlying factors that characterize the new technologies' deployment process. It takes buildup of innovation capabilities as the point of interrogation considering that very few products have received regulatory approval for large-scale commercialization in Africa. It uses Kenya's agro-biotech innovation system as a case study. The study finds that creating and accumulating innovation capabilities is much broader than research and development (R & D) capability and entails institutional capabilities that are needed to enhance biotech innovation that may lead to a sustainable industrialization. African countries seek to intensify their industrialization while also increasingly pursuing green growth and, more recently, circular economy strategies. The competitive implications of this are, however, little researched empirically. We seek to investigate how African countries, examplified in this paper by Kenya, are experiencing a green and circular structural change of their economies. On the basis of early findings from a survey among 27 mixed manufacturing companies in Ruaraka industrial area in Nairobi, we highlight green and circular innovation trends, conditions and dynamics for different types of industries and firms (size). We apply a strong business perspective in framing the questions. We conclude that the companies are reaching a moderate stage of greening,although with a high degree of variability. Circular innovations are relatively widespread and ensuring resource supply seems to be a more important incentive than cutting costs. There seems overall to be quite strong business incentives to go circular among Kenyan companies, although these incentives are not necessarily realized by the companies, a factor that could be utilized in policymaking. Changes in average wage are usually attributed to technological change in the past industrial revolutions. With the emergence and gradual explosion of artificial intelligence (AI) in the 4th industrial revolution, this paper applies panel vector autoregressive technique, with annual data from the World Bank and global economy from 2004 to 2017, to examine the effect of artificial intelligence on average wages in Southern Africa. Findings from the study show that artificial intelligence has a significant negative relationship with average wages but is positively associated with gross domestic product per capita (GDPC), unemployment and inflation. The study also finds inflation and GDPC to be positively associated with average wage. Based on the finding, policy direction focusing on wage stabilisation, redistribution of income, advance learning and skill development training that promote competitiveness to computerisation is recommended. The effect of technological innovation on economic growth has received significant attention in the developed world over the last decades due to its speedy development and potential impacts. However, little is known in the context of developing countries, arguably due to data challenges. This paper uses panel dynamic Ordinary Least Square regression with annual data from the World Bank and global economy (2004-17) to examine the empirical link between technological innovation and economic growth in Southern Africa. The study finds that technological innovation indicators such as researchers in research and development, graduates from information and communication technology, patents-nonresidents, graduates from science, technology, engineering and mathematics and scientific and technical outputs have significant positive relationship with per capita economic growth in the long run, but no relationship exists for patents-residents and government expenditure with per capita economic growth. This paper investigates the determinants of venture capital investments across 25 African countries over the period 2014–2019. In particular, it considers the significance of innovation and digitalization in Africa's venture capital activity. The results show that digital infrastructure, high‐technology exports, internet coverage, market size, minority investor protection and government effectiveness are the main drivers of venture capital deals in Africa over the period examined. More generally, these findings highlight that digital infrastructure and connectivity, innovation and institutional frameworks all play an important role in shaping a favorable environment to attract venture capital funding. African public administrations are in an especially difficult position with respect to the adoption of artificial intelligence (AI), in both how they harness its benefits but also in managing potential harms. Through a narrative review of existing research, this paper synthesises findings from previous digital government implementations on the African continent, and considers the implications for AI use. The analysis is centred on the way public officials are bypassed or empowered to work with emerging technologies, and the influence of public service values on their adoption. Four concerns emerge as relevant: Integrity of recommendations provided by decision-support systems, including how they are influenced by local organisational practices and the reliability of underlying infrastructures; Inclusive decision-making that balances the (assumed) objectivity of data-driven algorithms and the influence of different stakeholder groups; Exception and accountability in how digital and AI platforms are funded, developed, implemented and used; and an expectation of Complete understanding of people and events through the integration of traditionally dispersed data sources and systems, and how policy actors seek to mitigate the risks associated with this aspiration. • This paper studies the dynamics of labor productivity convergence and technology catch-up within Africa. • It examines how African countries are catching-up with the local technology frontier from a nonparametric and structural perspectives. • The analysis shows that productivity convergence within Africa is primarily driven by technology catch-up (i.e., efficiency change). • The paper explores the special role of technological catch-up by decomposing it into within-sector convergence, between-sector convergence, and initial specialization. • The results highlight the special role of structural change in closing the productivity gap with the local frontier. This paper studies the dynamics of labor productivity convergence and technology catch-up within Africa, shedding light on two important and inter-related issues that are central to Africa's growth: (i) convergence of relative productivity among African countries and (ii) the role of technological change and technological catch-up in driving productivity change across and within African countries. We do this by using a nonparametric method to estimate an African production frontier. Productivity change in Africa is decomposed into two components: technological change and technological catch-up. Our results show that Botswana and Mauritius are the only two countries in Africa that have converged to the productivity as well as the efficiency level of the frontier. This successful convergence is driven more by technological catch-up and less by technological change. We explore the special role of technological catch-up by decomposing it into within-sector convergence, between-sector convergence and initial specialization using a structural model (Shift and Share catch-up decomposition). The results highlight the special role of structural change in closing the productivity gap with the frontier. This paper contributes to recent evidence suggesting that countries can climb up the income ladder at a faster rate through a two-pronged transformation – i.e., structural change and technological catch-up. Much has happened since Dipesh Chakrabarty, at the turn of the millennium, paradigmatically called for a "provincialization of Europe". The paper connects with three major trends in current history of technology, exploring these threads with regards to the Global South in general and post/colonial Africa in particular: (1) exemplifying and (later) disentangling transnational connections; (2) rethinking (colonial) infrastructures; and (3) exploring technologies-in-use, everyday practices and perceptions. Unpacking established Science and Technology concepts such as Thomas P. Hughes "Large (Socio)Technical Systems" (LTS) approach for post/colonial contexts, the paper argues that we need to move beyond the much-invoked "key figures" and drivers of global technological (ex)change and scrutinize place- and time-specific landscapes of technology instead. In the era of digital agriculture, Precision agriculture (PA) data sources are diverse in terms of the range of technology options and the type of data they generate. Government institutions, scientists, and the private sectors generate much of the PA data at the innovation, validation, and dissemination phases. At scale-up phases, farmers also generate tremendous amounts of data that might have privacy and ownership concerns. There remains the possibility of a better way to integrate PA data continent-wide in Africa. Data privacy and ownership issues must be addressed while still maintaining the integration of PA data at scale. The objective of this paper is to review the major challenges of PA data harmonization in Africa and discuss the existing opportunities in relation to technological advancements in PA data applications to address data sharing without compromising data privacy, ownership, and stewardship. Finally, a new PA data sharing and reward model—'PrecisioNexion' is proposed to rationalize data network systems by establishing a robust and self-sustaining business model. The model uses AI and blockchain technology to track and stamp PA data using unique dataset_IDs or PrecisionPrint (like a fingerprint), determining credit amounts using 'pVouchers' (like eVouchers) and distributing credits between PA data owners or 'PrecisionProprietor', data clients or 'PrecisionClient' and funders or 'PrecisionPatron'. The proposed system provides a foundation for win–win–win PA data sharing and self-sustaining business models for data owners, technology solutions providers and funders, while ensuring a strong partnership between farmers' cooperatives, private sector, scientists, governments, and financial institutions, and countries. This paper explores the concept of mobile money as a frugal innovation and a business model. While the frugal innovation theory is evolving, frugality addresses three critical issues about social problems, resources constraints and institutional voids. This paper argues that mobile money as a frugal innovation lies at the intersection of social innovation, technological innovation, and institutional innovation. The paper adopted a case study approach allowing for quantitative and qualitative analysis and interpretation of data to explore mobile money adoptions in selected African countries. We drew the study sample purposefully from countries that have witnessed significant adoption of mobile money services. We went on to layer data representing the cost of financial services, distribution or financial services points and financial inclusion rates from the select sub-Saharan African countries on the literature evidence, we interrogate the extent to which mobile money is both a frugal innovation and business model. This paper concludes that mobile money as a frugal innovation addresses affordability constraints and resource constraints, and reduces institutional voids in resource-constrained environments. The effective promotion or utilization of the ingenuity from African indigenous knowledge and innovation (AIK&I) has great potential for reducing some of Africa's interrelated development challenges listed to be addressed in the Sustainable Development Goals (SDGs). Unfortunately, the concept of 'sustainable development' as construed in the SDGs does not seem to take into consideration the indigenous perspective to sustainable attainment of the listed goals in its agenda. This makes sustainability difficult. AIK&I, in spite of its immense value in ensuring sustainable development, its practice is faced with varied challenges especially in Africa. This paper, using exploratory, descriptive and historical method of analysis, aims to showcase some documented success story of AIK&I practices in strategic sectors across selected African countries' economies, specifically their utility and significance in resources management, conservation, among others for sustainable development. This is with a view to showing its capacity for driving sustainable development and disabusing the widely held view and impression that Africans have not made any significant contribution to knowledge, history and civilization. Mobile broadband since its adoption in Africa has been able to deliver both social and economical dividends to the African people. The increased migration to mobile broadband services in Africa is due to accelerated smartphone adoption rate, increased network roll-out and translation to new and faster technologies. Because technological growth plays a substantial role in society, there is a need for an independent and unbiased assessment of the quality of service offered by mobile broadband infrastructure. However, little work had been carried out on the systematic and consistent investigation of mobile broadband performance monitoring, analysis, evaluation and reporting in Africa. This paper presents a thorough inquiry into the methods employed for end-to-end mobile broadband network measurement, monitoring and experimentation. Policies and recommendations are proposed based on the lessons learnt. Amongst these recommendations is advocacy for the use of a host-based measurement approach for the continued study of mobile broadband performance to assist the various stakeholders to make informed decisions. Furthermore, it was brought to the fore that unsatisfactory broadband speed is not the sole factor that limits the quality of broadband service, and, lastly, significant variations in broadband speed for the same service can be recorded over time due to several complex factors relating to different measurement approaches and conditions. From innovations in mobile money to bookkeeping devices, the burgeoning of financial-technologies (fintech) in the Global South has been critiqued by scholars concerned with financialization, datafication, and recently, neo-coloniality. While sympathetic to these concerns, this paper argues for a more descriptive, ambivalent, and urban reading of the implications and stakes of this fintech boom. Using Cape Town as a case study, we explore how the city has become and positioned itself as a/the capital of fintech innovation in Africa. With two detailed vignettes that look respectively at the recent histories of business process offshoring in the city and at the cycles of experimentation that via Cape Town bring fintech to the rest of the continent, we make three arguments. First, that the urban state has been instrumental in shaping how fintech lands in cities and how the infrastructures which support it develop. Second, that diverse cultural economies of experimentation engender the worlding practices through which local fintech ecosystems operate. Overall, we suggest that paying attention to these different ways in which fintech is enabled and mobilized by the urban state opens a necessary research agenda into the ambivalence of financial innovation in Africa. Background: Research is essential to identify and prioritize health needs and to develop appropriate strategies to improve health outcomes. In the last decade, non-academic research capacity strengthening trainings in sub-Saharan Africa, coupled with developing research infrastructure and the provision of individual mentorship support, has been used to build health worker skills. The objectives of this review are to describe different training approaches to research capacity strengthening in sub-Saharan Africa outside academic programs, assess methods used to evaluate research capacity strengthening activities, and learn about the challenges facing research capacity strengthening and the strategies/innovations required to overcome them. Methodology: The PubMed database was searched using nine search terms and articles were included if 1) they explicitly described research capacity strengthening training activities, including information on program duration, target audience, immediate program outputs and outcomes; 2) all or part of the training program took place in sub-Saharan African countries; 3) the training activities were not a formal academic program; 4) papers were published between 2000 and 2013; and 5) both abstract and full paper were available in English. Results: The search resulted in 495 articles, of which 450 were retained; 14 papers met all inclusion criteria and were included and analysed. In total, 4136 people were trained, of which 2939 were from Africa. Of the 14 included papers, six fell in the category of short-term evaluation period and eight in the long-term evaluation period. Conduct of evaluations and use of evaluation frameworks varied between short and long term models and some trainings were not evaluated. Evaluation methods included tests, surveys, interviews, and systems approach matrix. Conclusions: Research capacity strengthening activities in sub-Saharan Africa outside of academic settings provide important contributions to developing in-country capacity to participate in and lead research. Institutional support, increased funds, and dedicated time for research activities are critical factors that lead to the development of successful programs. Further, knowledge sharing through scientific articles with sufficient detail is needed to enable replication of successful models in other settings. [ABSTRACT FROM AUTHOR]

The purpose of South Africa's White Paper on Science and Technology was to set South Africa on a path away from its historically exclusive and relatively dysfunctional National System of Innovation to one more inclusive in its representation and dealings with civil society, the private sector and the marginalised - particularly the poor. Despite the links of subsequent science, technology and innovation policies and strategies to development outcomes, the focus on the poor was notably overlooked. In the decade since the White Paper was released, the gradual and minimal 'trickle-down benefits' of innovation failed to address increasing inequality, unemployment and subsequent poverty across South Africa. Evidence from our study of four rural district municipalities, using a purposively designed snowball sampling approach, indicates that current innovation activities in these areas appear prominent in the service or tertiary economic sector. This evidence reinforces prevailing ideas that the service sector is an important area for innovation and development, while the primary sector, including agricultural activities, remains important but perhaps less than previously emphasised. The high number of public, private and non-profit enterprises innovating in the service sector delineates this sector as a crucial entry point for innovation linked development. However, several prevailing trends with regard to innovation networks and the diffusion of innovations exist as challenges across all three sectors. This article deals with the challenges of harnessing agricultural research, technology and innovation in Africa. In particular, it focuses on the ways in which development assistance could adapt to improve impact. A historical review of evolving research methods illustrates the way in which increasing interest in innovation has reframed the research approach. This form of research practice is increasingly being referred to as research for development. While the contours of this approach are still emerging, this paper outlines key practices and principles and suggests how these could be implemented. This styalized view of future practice is then used to discuss the implications of this for the role of different actors in the research, innovation and development assistance landscape. Concluding observations include the lament that despite the large diversity in the types of projects and research practice, there is little consensus on what works and what does not. This lack of systematic efforts to critically assess the performance of different approaches hampers learning and capacity building and holds back more effective deployment of agricultural science technology and innovation in the continent. This paper investigates how emerging technology has impacted the ways of working and functioning of various industries in Africa. The research was conducted at a time when digital transformation may have been accelerated by the COVID-19 pandemic, which has resulted in a greater rate of adoption of emerging technology (social media, mobility, analytics, cloud computing and the internet of things [SMACT]. This qualitative research focuses on how African youth and entrepreneurs have developed their businesses and communities in the digital economy by exploiting emerging technology and skills. For Africans to overcome the market challenges caused by digital transformation, they need to acquire and leverage digital business skills tailored to their unique challenges. This paper will be of interest to other researchers and industries on the African continent that are competing for global market share and the transformative development of their communities. Disasters and pandemics have become accelerators of the adoption of digital technology to sustain industries around the globe. The COVID-19 global pandemic (2020) has affected up to 49 countries, making it the largest health, social, and economic threat that the world has faced in the 21st century. The paper examines the silent technological revolution in sub‐Saharan Africa focusing on emerging issues and challenges. In view of the centrality of technology diffusion in fostering local innovations and economic development in developing countries, it is surprising that our understanding of the challenges and opportunities in scaling‐up technologies remains limited. This paper capitalises on the ongoing silent technological revolution in sub‐Saharan Africa to present an overview of how new technologies have been adopted and utilised to achieve sustainability. The study identified a host of factors such as weak regulatory enforcement systems, lack of financial credit availability, and limited banking services, which have created conditions for technological innovations such as mobile phone‐based banking, mPedigree, "cardiopad," and M‐PEPEA to emerge. This paper compares the historical development of innovation systems related to biogas and improved cooking stove technologies in Rwanda and Kenya by applying the 'functions approach'. It argues that the accumulation of functions in these four renewable energy technological innovation systems (TISs) differed substantially. We find that the accumulation of TIS functions at early stages of development is determined more by national and international contextual factors than by specificities related to technologies or internal dynamics (interaction of functions). Further examination of the functional patterns of TISs suggests that differences in the accumulation rates of functions explain the differences in diffusion rates, with broader and more balanced TIS functional accumulation being related to higher diffusion rates. The paper concludes that systematic support, including well-directed international development assistance, would enable the development of mature and balanced TISs that nurture the diffusion of renewable energy technologies. We begin our reflection in this paper with the cursory observation that most of the major variants of the SARS CoV-2 virus were deciphered in the Global South, namely, alpha (China), beta and omicron (South Africa). This underappreciated fact demonstrates that independent capabilities in frontier sciences in the South contributed fundamentally to global efforts to minimise the human cost of the pandemic. However, while the more efficient vaccines primarily emerged from research and development (R&D)-based capabilities in the Global North, some novel vaccines, secondary innovation in the form of manufacturing and the innovative deployment of preventive measures were also salient in the Global South. Thus, rather than starting with the 'deficit model of development' that is implicit in several policy discourses on the Global South, we argue that innovation concepts should instead be anchored in the rich civilisational heritage of such societies themselves. Theoretical notions such as secondary innovation, which emerged from Chinese efforts at economic catch-up, endogenous development, which seeks to ground Africa's advancement in its own historical antecedents, and grassroots innovation from the Indian subcontinent, guide our South–South dialogical exchange in this article. Consequently, we propose a contextually rooted conceptual framework on endogenous innovation that could better inform socially transformative efforts and highlight some implications for medicinal innovation and astronomy beyond COVID-19. Using the electricity access rate to measure progress towards the Sustainable Development Goal target for universal access to electricity by 2030, about 580 Millions African people lack electricity access. However, globalization offers technological innovation, financial resources and international cooperation opportunities to achieve universal electricity access. This paper investigates whether increasing globalization levels can help achieve the goal of expanding access to electricity services in Africa. The analysis is based on panel data of 36 African countries over the 2000–2017 period and system GMM for empirical estimations. Our findings indicate that economic, social, and political globalization matters for increasing access to electricity. We also find that economic globalization reduces disparities in access to electricity. Further decomposing of economic globalization indicates that financial globalization, FDI and trade openness increase access to electricity. Furthermore, while financial globalization and FDI widen disparities in access to electricity, trade openness negatively affects disparities. The results also indicate that economic growth is one of the important channels through which globalization enhances electricity access. Finally, we carry out sub-regional analyses and find that these patterns are robust across Sub-Saharan African countries. [ABSTRACT FROM AUTHOR]

Purpose The purpose of this paper is to investigate how the venture capital industry evolves in Korea. The paper also compares the venture capital industry growth of Korea with that of the USA.Design/methodology/approach This paper forecasts the growth of the Korean venture capital industry using the Bass Model. The authors apply the Bass Model to both Korean and US data to compare the model estimates of Korean and US data, and to make use of the US case by taking the “guess by similarity” approach to analyze Korean venture capital industry growth.Findings The authors find that the innovative fund inflows in Korea are stronger than those in the USA, while inertial reinvestments are weak. The study forecasts that new investments in Korea grow at a 5-7 percent rate each year for the next five years, and the growth rate slows down over time. Peak investment is predicted around the year 2030.Practical implications Based on the forecasted venture capital investment schedule each year, this study derives the fundraising schedule and the implications for Korea fund-of-funds management to match the investment schedule.Originality/value The model estimates provide a guideline for forecasting venture capital industry development in countries with brief histories of venture capital, which lack data. The analysis can also be applied to cases when developing countries and emerging financial markets assess the impact of government interventions on venture capital industry growth, especially when they provide fund-of-funds. • Virtual incubators fill important gaps in the African innovation systems for water. • Virtual incubators have inherent limitations to perform some functions in local innovation systems. • Virtual incubators should be conceived as structural elements of innovation systems. In different parts of the world, a variety of initiatives are being implemented to promote water innovation. This paper explores the role of virtual incubators in fostering water-related innovations in Africa, using the case of VIA Water, a Dutch programme that promotes water innovation in African cities. Virtual incubators operate and provide their services primarily online. The results of this study confirm the additionality and disruptive nature of virtual incubators. In virtue of the gaps they are likely to fill in the innovation systems for water, these incubators can be an effective policy instrument for fostering water-related innovations in Africa. However, given their limitation to perform some functions in local innovation systems, virtual water incubators should be used along with other support mechanisms. The paper concludes that, to realise their full potential, water innovation support programmes must be locally embedded and target at least three levels: the micro, mezzo and macro levels. African countries face an economic transformation gap. Given the large and growing Chinese presence on the African continent, a fundamental question is whether Chinese firms contribute to, or hinder, economic transformation in Africa. This article conducts a scoping review of over one hundred sources, examining the pathways through which Chinese firms can affect economic transformation. On balance, the literature points to a positive role of Chinese firms. Africa–China trade leads to mixed results, while Chinese investment and infrastructure construction are found to contribute positively to transformation. This paper analyses the productivity of a representative sample of African seaports from 2002 to 2008. Productivity scores are decomposed, based on the Luenberger productivity indicator, and the nature of technological change is analysed. The paper finds that Nigerian seaports are the most efficient, followed by Angola and Mozambique. Discussions of the results as well as related policy implications are provided. Amidst broad debates about the "New Green Revolution" in Africa, input-intensive agriculture is on the rise in some parts of Africa. This paper examines the underlying drivers of the recent and rapid adoption of herbicides and genetically modified seeds in the Burkina Faso cotton sector. Drawing on 8 months of ethnographic fieldwork in the Houndé region, this article contends that economic and cultural dynamics—often considered separately in analyses of technology adoption—have co-produced a self-reinforcing technological treadmill. On the one hand, male farmers seek to increase cotton production in response to an economic squeeze. At the same time, broader cultural shifts toward individualism have created labor shortages as a result of families splitting apart, parents putting their children in school, and some women and young men refusing to provide free labor. Male cotton farmers thus increase production by turning to labor-saving inputs like herbicides, but these inputs create more debt, further locking farmers into intensive production. This article thus expands on the classic concept of the technological treadmill, demonstrating how economic and cultural processes intersect within a process of agrarian change to drive labor-saving agricultural technology adoption in the Burkinabè cotton sector. This expanded treadmill concept illuminates the complex dynamics compelling farmers' choices to opt into input-intensive agriculture, and also helps explain rising farmer differentiation, as poorer farmers struggle to stay afloat and wealthier farmers expand. The periodic food crises in agricultural production in semiarid sub-Saharan Africa have been the main public view of the subcontinent since the media perpetuates a Gloom and Doom perception. Actually the agricultural systems of sub-Saharan Africa have made some impressive achievements and there is potential to make more impact even in the more difficult regions where the poor are concentrated. In this paper the focus is on the successes, a strategy for introduction of new technologies in semiarid regions of West Africa, and supportive policy. The application of remote sensing has progressed remarkably over the years, with technological advancements that have led to the availability of efficient, relatively cheap, robust, as well as high resolution images. Remarkable progress has been made on crop, forest and rangeland monitoring, using satellite data. This paper reviews progress in the application of remote sensing technologies in South Africa with a specific focus on vegetation monitoring. Vegetation state monitoring has been identified by the South African Mission Advisory Committee (EO – MAC) as the primary objective of the proposed EO-SAT1 satellite to be launched in the near future. The paper provides a review of the developments in the science of satellite remote sensing as it quantifies the studies that have been done, using specific sensors and evaluates the importance of sensor resolution and data availability for South Africa. Specific application examples are used to showcase the developments. An analysis of studies shows that South African scientists have used a wide range of satellite data and developed novel processing techniques with applications specific to the environmental conditions of the region. However, this work has observed that, for accurate and reliable vegetation monitoring at a national scale, access to relatively cheap satellite data with optimal spectral band information is limited. To demonstrate the development impact of their outputs, agricultural research and development (R&D) organizations used to focus on the efficiency and effectiveness of technologies. In recent years, innovation systems thinking has started to address institutional and organizational barriers to technological change in African agriculture. The main approach used has been the multi-stakeholder innovation platform (IP). This paper analyses the requirements for improving the competence and skills of IPs actors in agricultural value chains, food systems, and natural resource management. As case studies, it uses IPs in the maize and cassava value chains that were initiated in the dissemination of new agricultural technologies in Africa (DONATA), in both West and Central Africa, and made reference to the rice IPs facilitated by AfricaRice. Yields and incomes in maize and cassava IPs significantly increased and inter-actor relationships and behavioural change among the diverse social and economic operators were enhanced. This achievement built on three capacity development interventions: (i) learning workshops that sensitized and informed technocrats and policy-makers and nurtured their involvement and ownership, (ii) competence and skill training of IP facilitators and practitioners, and (iii) coaching and mentoring of these facilitators and practitioners. To better facilitate IPs, facilitators and practitioners need to learn to observe, recreate, test, and perfect the IP process and value chain approach. Practicable tools that can be visualized and put into practice by the IP actors are essential. The DONATA on which the paper is based has been invaluable in terms of experiential learning. Purpose: Ranking as the lowest-scoring region for many years on the corruption perceptions index (CPI) with an average score of 32 (2019–2021), Sub-Saharan Africa's performance gives a bleak impression of inaction against corruption. The objective of this study aims to examine the effect of technological innovation in curbing corruption in Africa through prosperity. Design/methodology/approach: CPI, prosperity index and individuals' access to internet in the presence of some covariates were employed using the Andrew Hayes' mediation analysis and cross sectional data in estimating the relationship among the variables as it affects all 54 African countries in the years 2012, 2015 and 2018. Findings: The coefficients of the direct, indirect and total effects showed that internet access is only significant in reducing corruption if it is engaged in activities that create national prosperity (jobs, profits, infrastructural development and good governance). Originality/value: The uniqueness of this study is predicated on the fact that a realistic analysis of the effect of technological innovation on corruption should include the channels it goes through. Thus, this study evaluates the direct, indirect and total effects of innovation on corruption through prosperity enhancement. When matters of sustainable development and innovation are on the table for discussion in Africa, culture is often sidelined. Designs, shapes and sizes of new technological innovations need to integrate African aesthetes as a way to uphold the culture of people represented who often utilize or benefit from the inventions or constructions. Artefactual materials or objects (such as buildings) should appeal to the people of Africa and solve their daily challenges. Using semiotics, this paper cautions innovators, planners, thinkers and producers of "modern" residential homes; that these, as material objects, have other roles they play. Dwellings assume the heritage of a people far removed from the traditionally thought spaces and objects such as drums, museums, songs, literary texts, pieces of cloth and so on. As such, planners have a mandate to deliberately uphold their people's cultural sensitivity if sustainable development is to mean in Zimbabwe and Africa in general. [ABSTRACT FROM AUTHOR]

Purpose – This research reports on how influence processes (IP) impact on the implementation effectiveness of information technology (IT) projects. Drawing on an innovation perspective that elevate the interplay of factors related to innovations framing, innovations environment and innovation attributes, the study focused on IT projects based in Africa that are generally classified as “challenged” due to the conditions in the environment. The purpose of this paper is to assess how IP related to innovation framing, innovation environment and innovation attributes can be used to determine implementation effectiveness. Design/methodology/approach – Using a interpretive approach, a case study of institutions under a partnership that has been implementing various educational technologies in five African countries formed the sample. In all, 25 interviews of top-management representatives, project leaders and user representatives were conducted between 2012 and 2013 to assess the implementation effectiveness of these projects. Theoretical thematic analysis, based on a deductive approach, was employed to analyse the data. Findings – The results show that a majority of these development-oriented projects are “mandated failures” characterized by high framing, a bad internal environment and typically negative innovation attributes. That typically, the institutions engage symbolically in such innovations initiatives which are regarded as “show” projects. Such behaviour can be construed to be a pattern of cynical technology adoption linked to the appeasement of external stakeholders. In addition, participation in initiatives was largely symbolic and is considered as a mere demonstration of a modern organization that is technologically aware, yet the requisite innovation environment is lacking for effective appropriation of the technology. Third, mandated failures result in low morale of employees, who regard themselves as pawns in the process which make them grudgingly participate in the implementation process. Practical implications – These findings have implications for managing innovations in such challenged environments: the first proposition is that projects in challenged environment for innovation adopting organizations need to be considered as technology transfer projects. Second, the innovation environment and attributes can only be improved during implementation of the conditions related to absorptive capacity of the organization and the individual are addressed. Originality/value – The research reported in this paper, provides an empirical determination of the concept of implementation effectiveness by using three constructs of innovations framing, environment and attributes. On the basis of the empirical findings, an original contribution is claimed, especially in “challenged” IT project environments where the concept of success if fluid and outcomes uncertain.
