Background. The process of establishing the first federal state and its propagandistic design is of both theoretical and practical interest. Moreover, the Federalist papers is not an individual, but a collective work of major ideologists of the late 18th century. The purpose of the study is to trace not only the logic of the authors, but also random deviations from it in the heat of controversy and the implementation of the plan, as well as the most interesting fragments of the popularizers of the federalist idea – A. Hamilton, J. Madison, J. Jay. Materials and methods. The article uses the minimum necessary biographical data of American publicists, allowing them to give some socio-psychological assessments, as well as materials from all 85 articles. Methods of socio-political analysis and comparison are used. Results. The conducted study shows a more complex structure of articles than is commonly believed, going beyond the textbook important publications No. 10, 39, 51. The first articles clearly play the role of some kind of exposition – they show the geopolitical opportunities and dangers for the emerging country in its former, non-federal state. At the same time, Articles 18–20 outline the negative experience of past confederations. Starting with publication No. 23, a positive program is given: the possibilities of a common defense for all states, a tax system, and separation of powers are considered. There is a demand for the weakening of the legislative and strengthening of the executive power, the independence of the judiciary. The final articles reveal the details of the functioning of the future mechanism of the state. Conclusions. It is impossible to make an absolutely verified conclusion about the degree of impact on contemporaries of 85 articles published in New York newspapers in late 1787 – the first half of 1788, but given the high intensity and drama of the ratification campaigns in the country and the complexity of the situation in New York itself, it does not could be insignificant. Moreover, about three dozen newspapers of that time from different states were inclined to reprint each other's materials, that is, we are dealing with the effect of a propagandistic echo.

The Covid-19 pandemic had a profound effect on the use of constructivism in learning. As schools and learning institutions around the world were forced to transition to online classrooms, teachers had to find new ways to reach their students and engage them in an educational environment. This study was conducted to synthesize the various researches about the impact of a pandemic on the constructivism theory of learning. This paper used the general principle of constructivism to conduct the synthesis review. The findings indicated that there was disruption in student engagement but collaboration among students was maintained. Also, the process of lesson contextualization was interrupted as classes were moved to online platforms. Teachers have used various tools to check the integrity of the students’ outputs and literature suggest that outputs have been upright and reliable. The support of the parents to the learning of the students was perceived to be enhanced. Hence, the constructivism approach was taken to a new level and was truly reshaped by the pandemic.

The redundancy, intensity and formalization of paperwork in education have become its painful feature: educational bureaucracy and evaluation mania ignore the social mission of education, paper pressure and paper genocide are barriers to its progress and manageability. The article presents the results of an interregional study of managerial information flows in the Russian education system: it analyzes data of representative surveys and timing of the workloads of the main personnel groups, expert assessments, document flows in the education system in the perspective of the theory of bureaucracy and institutional functions of education. Thus, the redundancy of information flows in the school system exceeds the functional needs of management by more than 20 times. The number of the types of documents written by the teacher reaches 95 on average, and their labor intensity is comparable to teaching. Most of the collected information is not reliable and is not used for educational purposes; it is rather a means to ensure the managerial omnipotence and excess personnel. The key source of paper pressure and paper genocide in the education system is the management strategy that ignores the social mission of education and its social efficiency. This strategy expresses bureaucratic distrust to educators and to the possibilities of public-private administration. Practices based on this strategy lead to irrelevant, unreliable and ineffective information flows, deformed social relations and professional culture of teachers, their widespread burnout and outflow from education. The identified management strategy is a dead end for the Russian education system and an obstacle for preserving its potential and development under the growing global competition.

This paper aims to inquire for the sociodemographic structure of the Venezuelan occupied labour force and its differences in comparison to the national occupied labour force in the city of Bogotá, Colombia. To achieve this purpose, this research relies on data for the year 2021 from the Integrated Great Survey of Households (Gran Encuesta Integrada de Hogares - GEIH), a monthly socio demographic survey GEIH that captures information related to the main characteristics of the studied population. In this sense, comparisons in terms of educational levels, income, occupational status, family structure, gender and age groups were done in order to determine differences and common patterns. Finally, a hierarchical cluster analysis strategy was proposed to identify possible sociodemographic typologies of the Venezuelan labour force.

In 2020 werd de kennis- en onderzoeksagenda Sociaal Werk gelanceerd. De agenda is in een zorgvuldig traject samen met allerlei partijen ontwikkeld en beoogt richting te geven aan toekomstige keuzes in onderzoeksprogramma’s en professionaliseringsactiviteiten. Het hart van de kennis- en onderzoeksagenda wordt gevorm door vier pijlers, die elk direct samenhangen met vier maatschappelijke vraagstukken waarvan de stakeholders en professionals hebben aangegeven dat sociaal werk daar van onmisbare waarde is. De vier pijlers zijn:• Bevorderen van sociale samenhang.• Bevorderen van inclusie.• Versterken van het gewone leven.• Door laten klinken van de stem van de burger/inwoner.Om echter op een goede manier richting te geven aan toekomstige onderzoeks- enprofessionaliseringsactiviteiten, is het echter ook van belang om bestaande kennis en expertise goed in beeld te brengen. Daarom zijn wij op zoek naar artikelen waarin state-of-the-art kennis ten aanzien van (een deelgebied van) een van de vier pijlers is verzameld.De artikelen brengen in beeld welke kennis en inzichten (inter)nationaal beschikbaar zijn ten aanzien van de maatschappelijke vragen die ten grondslag liggen aan een van de vier pijlers van de kennisagenda. Zij ontsluiten de belangrijkste lessons learned uit die bestaande literatuur en reflecteren op de volgende drie vragen:• Wat is de rol en meerwaarde van sociaal werk voor dit vraagstuk, gezien de beschikbare kennis en expertise?• Hoe verhouden deze kennis en expertise zich tot de kennisagenda? Welke vragen kunnen reeds beantwoord worden, welke leemten kunnen worden gesignaleerd?• Wat zou gezien het bovenstaande een aan te bevelen richting zijn voor toekomstig onderzoek?PraktischDe state-of-the-art artikelen mogen een omvang hebben van 5000 tot 6000 woorden.Ten behoeve van deze artikelen zal in het Journal of Social Intervention een afzonderlijke publicatiecategorie worden ingericht, waarin de state-of-the-arts worden verzameld. For the majority of Russian companies in recent years to become a reality the implementation of mixed paper and electronic document management with the constant increase in its electronic component and the emergence of new organizational and technological forms. The idea of mixed electronic and paper document is the basis of the conceptual approach of gradual expansion of the use of electronic documents. This fact is particularly important in view of what is now different organizations are at various stages of implementation and use of electronic document technologies. Furthermore, the use in the foreseeable future a mixed electronic and paper document allows to take into account the advantages and disadvantages of paper and electronic media.

The article analyses the global trends and prospects of development of pulp and paper industry. It assesses the directions of application of biotechnology in forestry and pulp and paper industry. The paper presents forecasts of growth and market development of products created using biotechnology. It identifies goals and objectives for the development of biotechnology pulp and paper industry in Russia.

The policy word “collaboration” is a political buzzword omnipresent within human service organisations in Sweden and other countries. Collaboration stands for services working together toward a common goal. It is understood as the solution for a multitude of problems, putting the client at the centre and involving the services needed for making them financially self-sufficient. Public service collaboration assumes gaps between entities, whether they are organisations or professionals holding a particular kind of knowledge or available resources. Gaps are seen as omissions and pitfalls in activities which should be removed. My thesis is that putting the gap at the centre reveals not only the disjuncture of the gaps but also the productiveness of the gap in collaborative projects between organisations. The article demonstrates how documents and meetings work both as makers and blenders of gaps between social services and jobcentres. If gaps are productive spaces, what does it denote for collaboration between organisations? The article is placed ethnographically in documents and meetings set to enable collaboration between social workers and job coaches. I will focus on the gap, the space between documents and organisations, as productive spaces in collaborative projects.

The earliest attempts to mass-market romance fiction to American women readers in the late nineteenth century were more likely to fail than to flourish. This essay examines the first romance-centered dime novel and story paper series in order to reconsider this puzzling failure, which previous critics have often blamed on either the underdeveloped tastes or inadequate purchasing power of women readers. Paying special attention to Belles and Beaux, the first romance story paper issued by the publishing house of Beadle and Adams—and in particular to the reading environment shaped by the paratextual material appearing alongside the series’ popular love stories—I argue instead that the publishers and editors of the early romance periodicals lacked the courage of their own convictions, routinely diluting or even undermining the very ethos of romance that their publications were, in theory, designed to provide. Not until publishers gave women readers what they had been promised—periodicals unreservedly committed to the project of romance—did mass-marketed romance finally flourish in the U.S.

Nowadays, more than ever before, the companies are under the watchful eye of the stakeholders. However much energy, effort and also expertise a company brings in order to bear on the risks of the unethical behavior, many surveys have proved that fraud, bribery and also corruption are unlikely to completely disappear. In order to prevent an unethical behavior, companies must be able to identify, investigate and also remediate actions of different individuals who are prepared not to comply with the ethical principles. Ethics is an important aspect formalised through a Code of Conduct within companies, which has the role to articulate the core values and also employees’ behavioural expectations. It is the responsibility of the management to ensure that the personnel follows this code, otherwise it is informed about the penalties that might arise. Ethics is characterized also by transparency, supporting an increase in the trust of people and institutions.

The journals are basically the only channel through the scientists can make the result of their research know to their colleagues. Scientific journals select the information they publish and guarantee its quality by means of a double blind procedure of censorship by peers. If on the one hand this procedure seems logical as a method for including a study within a consolidated scientific field it is also true that it can function as a mechanism for censorship. If, furthermore, a scientific field such as pharmacology is intimately linked to the business interest of large companies then the companies and journals not only became providers of guidance, but also censors who conceal part of the truth and obstruct scientific advance to defend the economic interest of their patents.

The article tries to describe a model of analysis to evaluate and measure real benefits and organizational effects arising from the process of paper digitization and e-invoicing for the Italian Public Administrations. The analysis is focused also on the interaction between citizens, professionals, companies and the Italian public administrations. The approach at the basis of the investigation highlights several critical traits of the digitization activity and delivers an analysis that displays how those difficulties brought forward by motivational and involvement factors. The digital transformation in the Public sector can give several opportunities from the organizational point of view, but at the same time can propose some complex difficulties for the delivering of effective services and for the innovation development.

Web page: http://www.e-revistes.uji.es/index.php/recerca Call for papers: The deep political crisis currently sweeping Europe is not only posing chal- lenges to contemporary politics but also to its theoretical foundations, bringing into question the scope and limits of representation (Tormey, 2015). The notion of renewing or revitalising de- mocracy emerges in this context, driven by the expectation of expanding the spheres where citi- zens can be actors in the definition of public affairs (Cortina, García Marzá and Conill, 2008). A number of experiences promoted with this intention have arisen in different parts of the world. These include examples such as participatory budgets, citizen audits or popular consultations (Font et al., 2014; Geissel and Newton, 2012; Lissidini et. al., 2014).

In her relation Grażyna Pytlak recounts how she got engaged in opposition activities. Already in 1976 she started cooperation with the Workers’ Defence Committee, the result of which was, among others, the distribution of illegal books and press in Gorzów. Moreover, Grażyna Pytlak took part in the meetings of Academic Chaplaincy organized by Rev. Witold Andrzejewski. Simultaneously with the creation of the Independent Self-Governing Trade Union ‘Solidarity’ she started working in union press, including most importantly ‘Solidarność Gorzowska’, where she fulfilled a function of editor-in-chief. On December 13, 1981 she was interned. After being released in March 1982, not paying attention to her poor health, she renewed contacts with underground structures of ‘Solidarity’. She continued to write for the underground press. Her texts were published, among others, in the periodical of the Regional Executive Commission entitled ‘Feniks’. However, she was not limiting herself to opposition circles in Gorzów. She was in contact with Jerzy Giedroyc’ Literary Institute ‘Kultura’ in Maisons-Laffitte. She was also meeting people connected to ‘Tygodnik Powszechny’. Her opposition activities came at a price of ruined health as well as numerous frisks. Although she often wondered if it is worth putting herself and her loved ones at risk, she never hesitated. She has become for many the symbol of the underground press in Gorzów as well as the whole Gorzów opposition.

Call for papers: Ética del deporte. los desafíos del deporte del siglo XXI y Justicia social y Derechos humanos: el papel de la sociedad civil

The article studies the evolution of the military-political course of the French Fifth Republic. The authors provide a comprehensive analysis of the four editions of the French White Paper, which are the conceptual foundations of the country’s defense and national security strategy. Particular attention is paid to the impact of the domestic political situation, international political and economic processes, as well as membership in the European Union and the North Atlantic Alliance on the formation of France’s defense policy. The methodological basis for the study of the French military policy evolution is a systematic approach: a comprehensive study of the Fifth Republic’s defense and national security strategy as parts of the global European security architecture, which consists of closely related components. In addition the authors use the concrete-historical method, as well as induction, deduction, content analysis and comparative analysis of the Fifth Republic’s regulatory and legal documentation in the field of national defense and security, which allowed identifying elements of the specifics and continuity of the military-political course of France. With the help of forecasting, as well as a statistical method based on official data from government departments and research centers, the authors assessed the state of the French Republic Armed Forces. The excessive involvement of the French armed forces in various external and internal military operations, accompanied by a reduction in the number of personnel and deterioration of their equipment, weakens of the combat potential of Paris.

In recent years, Europe has witnessed an emergence of political activism through the irruption of new social movements –15M or Occupy–, the birth of new political platforms –5 Stelle, Pirate Party, Zyrisa, X Party– and the emergence of new direct action groups such as Anonymous, anti-eviction movements and cooperatives, to name just a few (Castells, 2012; Mason 2012; Della Porta, 2013; Micó & Casero-Ripollés, 2013). In some countries, this activism has not just led to substantial pressure upon the traditional actors of representative democracy and governments, but also seemed to open opportunities for structural changes in context and procedures of policy making. One scenario is the recognition of citizen claims and initiatives to have a bigger say in governance, or a greater deal of political participation in relevant decision-making processes (Keane, 2009; Rosanvallon, 2008; Saward, 2010, Tormey, 2014). Another scenario is the development of alternative means of access to collective services and mutual help outside the sphere of the state – possibly in the tradition of older social economy experiences (Graeber, 2013). Both scenarios may be combined in some cases. How do we interpret the rise of ngos, social networking, mass protests, diy politics and other forms of sub-politics in terms of the scenarios and perspectives of a diverse civil society and its social movements?

Los graves problemas de inserción de los jóvenes y las jóvenes a la vida adulta reclaman la atención de la investigación académica para dar respuesta a una tendencia agravada con la presente crisis. Existe, sin duda, una gran alarma social sobre el tema, que conlleva la necesidad de una información sociológica actualizada. La formas de adaptación de las y los jóvenes a la coyuntura actual y sus visiones de la situación y de su futuro precisan de una comprensión que, a su vez, ha de apoyarse en el conocimiento desde las ciencias sociales: de las transiciones a la vida adulta de los jóvenes, en tanto que corpus teórico, y de los contrastes empíricos que fijen su validez, actualicen su casuística y muestren su utilidad social.

É comum que se ressaltem as divergências entre Rousseau e os federalistas norte-americanos, em especial as avaliações contrastantes do potencial democrático de unidades políticas pequenas e homogêneas. Mas também há um importante terreno comum entre o primeiro e os últimos que costuma ser subestimado: as idéias de soberania imanente, república e federalismo. O artigo argumenta que esse terreno comum pode nos ajudar a pensar os impasses da democracia contemporânea.The divergences between Rousseau and the federalists are commonly said to be wide, in special when the democratic potential of small and homogeneous political unities is in question. But there is also and important common ground between the former and the latter which is often neglected: the ideas of immanent sovereignty, republic and federalism. It is argued that this common ground may help us to think creatively about the impasses of modern democracy.
