This paper answers the question why the Dutch state has gone from vigorously stimulating private-rental growth and liberalization to actively restricting the tenure. Answering this question is important in understanding an emergent wave of more restrictive, or even "post-neoliberal" housing policies across countries. This paper presents an analysis of the changing private-rental politics in the period following the Great Financial Crisis, combined with a quantitative study of renters' housing outcomes. The central argument is that policies promoting private-rental growth and liberalization and the subsequent turn restrictive policies are both outcomes of the state seeking to balance the property-led accumulation with middle-class residential demands. Supportive policies were the result of a presumed alignment of the interests of capital, the state and the middle classes, but ongoing liberalization has undermined middle-class housing affordability – revealing a key tension between capital and middle-class interests. Much of the literature surrounding 'generation rent' has been criticized for neglecting socio-economic inequalities, stimulating an emergent body of work addressing intersections between age and class in shaping housing opportunities. Despite this, two key conceptual and empirical gaps remain under-explored: the manifestation of housing outcomes beyond a binary owner-renter tenure framework, and the drivers of inequalities aside from exclusion from homeownership. In addressing these omissions, this paper compares shifts in tenure (restructuring of rental sectors), housing conditions (affordability and precarity), and alternative housing situations (parental co-residence), between income groups in two contexts: Australia and the Netherlands. Findings illuminate increasingly multifaceted housing pressures faced by young adults, remarkable differences between private-renters and occupants of other tenures, and growing socio-economic disparities within the private-rental sector. The term 'affordable housing' has been rapidly gaining currency over the last decade across Europe, both in policy and research circles. While it is often used as a synonym or close relative of the term 'social housing', more recently it is finding its own definition and policy instruments in specific cities and countries. However, boundaries between both concepts remain unclear. To shed light on recent developments of each of these terms, this paper presents findings from a study commissioned by the European Investment Bank, which investigated current trends in definitions, programmes and policies both in social housing and affordable housing. This paper focuses on findings for England, Italy, Poland and The Netherlands. Methods used included desk research and interviews with key informants in each of the four countries. In addition, in-depth information about Italy and The Netherlands was gathered through stakeholder workshops carried out between September and November 2016. Findings show that affordable housing in all four countries is becoming a more distinct field, in parallel to developments in social housing. In addition, the paper describes some innovative policies undertaken to develop affordable housing solutions. Background: Holistic housing renovations combine physical housing improvements with social and socioeconomic interventions (e.g. referral to social services, debt counselling, involvement in decision-making, promoting social cohesion). In a deprived neighbourhood in Utrecht, the Netherlands, this paper examined residents' and professionals' experiences, ideas, and perceptions regarding holistic housing renovation, its health effects, and underlying mechanisms explaining those effects., Methods: Semi-structured in-depth interviews were conducted with 21 social housing residents exposed to holistic housing renovation, and 12 professionals involved in either the physical renovation or social interventions implemented. Residents were interviewed in various renovation stages (before, during, after renovation). Transcripts were deductively and inductively coded using qualitative software., Results: Residents experienced and professionals acknowledged renovation stress caused by nuisance from construction work (noise, dust), having to move stuff around, and temporary moving; lack of information and control; and perceived violation of privacy. Involvement in design choices was appreciated, and mental health improvement was expected on the long term due to improved housing quality and visual amenity benefits. Social contact between residents increased as the renovation became topic for small talk. Few comments were made regarding physical health effects. The interviews revealed a certain amount of distrust in and dissatisfaction with the housing corporation, construction company, and other authorities., Conclusions: Renovation stress, aggravated by lack of information and poor accessibility of housing corporation and construction company, negatively affects mental health and sense of control. Potential stress relievers are practical help with packing and moving furniture, and increased predictability by good and targeted communication. Social interventions can best be offered after renovation, when residents live in their renovated apartment and the nuisance and stress from the renovation is behind them. Social partners can use the period leading up to the renovation to show their faces, offer practical help to reduce renovation stress, and increase residents' trust in their organization and authorities in general. Taking the Institute for Housing Studies in Rotterdam as a case study, this paper aims to theorise the ways non-Western, international students construct and negotiate knowledges in Western institutions of higher education. It describes the types of knowledges these students identify as characteristic of their learning abroad, distinguishing between the curriculum, knowledge of cultural Others and "critical thinking," and the strategies of incorporation, avoidance and resistance with which students negotiate these knowledges. These knowledges, if contested, are then theorised to facilitate these students' entry into, and mobility within, globally dispersed epistemic communities.

Migration into rural areas is often explained in terms of the rural idyll, the attraction of the countryside with its less hurried way of life in a quiet, spacious and green environment. However, this migration phenomenon has mostly been researched in attractive, amenity-rich, popular rural areas. This paper investigates the characteristics and motivations of migrants to less-popular rural areas using survey data (N = 664) for four municipalities in the North of the Netherlands. Our study shows a young group of in-migrants with relatively low incomes, but also a large proportion of working people and a considerable number of highly educated movers. Separating the motivations for choosing to live in a "rural area in general" from the motivations for choosing "this specific rural area" reveals that while the pull of the rural idyll is an important motivation for moving to a rural area in general, the reasons for choosing the specific rural area are a mixture of housing characteristics, the physical qualities of the environment, personal reasons and the low house prices in the area. Combining the motivations with the characteristics of the movers reveals the diversity within the movers group. Our analysis shows a group of movers motivated to live close to family and friends, consisting of return migrants, singles, the youngest and oldest age groups and also the lowest income group. The physical qualities of the environment attract a group of highly educated movers, people with high incomes and people aged between 35 and 64. The motivation of housing characteristics, referring in most cases to the availability of a specific house, is mentioned by a wide range of movers, but in particular by people moving from urban areas. One of the most pressing questions in the rural gentrification literature is whether rural residents face difficulties in finding a home within their locality due to the influx of more wealthy newcomers. In this paper, we investigate the extent to which intended local movers and intended non-local movers have realised their rural residential preferences in their preferred municipality. We perform multilevel multinomial logistic regression analysis on data from two housing surveys for the Netherlands that are enriched with register data from the longitudinal Social Statistical Database (SSD). Our results show that, despite of their lower income, intended local movers are more likely to find homes within their preferred rural location than are intended non-local movers. Intended non-local movers move more often to a location other than that initially preferred, with urbanites facing a higher likelihood to move to an urban area. The findings suggest that ties to the residential environment are more important in successfully finding housing in one's preferred rural location than are financial resources. The article presents information on International Conference on Housing, Policy and Urban Innovation in Amsterdam, the Netherlands. This was the third and largest of what is becoming a series of major international academic housing conferences. Organized by the ISA Housing and the Built Environment Committee and by the Netherlands GS group, the conference was attended by some 330 people. Although the largest attendances were from western Europe and the U.S., participants were also drawn in significant numbers from India, several African countries, Australia and South America as well as a few from eastern Europe. The conference allowed no opportunity to discuss the keynote papers, for discussion was confined to workshops where the topics may or may not have related to the papers given in the full sessions. Nevertheless, some degree of cumulative argument was possible in that later speakers tended to pick up on what had been said in earlier sessions. Privatization and self-build were not, of course, the only themes of the conference. Workshops ranged across a variety of issues including demographic change, urban infrastructure, upgrading and downgrading, the relation between housing markets and labor markets, urban lifestyles, housing in developing countries, methods of housing research, housing politics, housing management and a special workshop on settlements and disasters.

The Universal Declaration of Human Rights recognises stable housing as a prerequisite for an adequate standard of living. A home provides shelter and enables personal development, thus contributing to the individual's well-being. Despite this, however, many struggle to find a place to live. In the Netherlands, people with a history of criminal or anti-social behaviour ('ex-offenders') are among those whose search for housing is most problematic. They are sometimes viewed as unreliable tenants or denied access to housing out of fear for recidivism. At the same time, Dutch local authorities—responsible for maintaining public order—may (aim to) prevent an ex-offender from (re) settling in their municipality. Recent legislation in the Netherlands furthermore allows local authorities to screen and exclude people from certain urban areas based on their past behaviour. How do Dutch private and administrative actors decide between ex-offenders' housing rights on the one hand and other persons' (feelings of) safety and public order on the other? And how do the laws and policies in the Netherlands concerning the housing of ex-offenders relate to the state's human rights obligations? Using doctrinal legal research methods and applying a normative, human rights framework, this paper concludes that while there are no out-right violations of fundamental rights and freedoms, several approaches in the Netherlands do appear to be problematic and at odds with international obligations. Background: Local policymakers require information about public health, housing and well-being at small geographical areas. A municipality can for example use this information to organize targeted activities with the aim of improving the well-being of their residents. Surveys are often used to gather data, but many neighborhoods can have only few or even zero respondents. In that case, estimating the status of the local population directly from survey responses is prone to be unreliable., Methods: Small Area Estimation (SAE) is a technique to provide estimates at small geographical levels with only few or even zero respondents. In classical individual-level SAE, a complex statistical regression model is fitted to the survey responses by using auxiliary administrative data for the population as predictors, the missing responses are then predicted and aggregated to the desired geographical level. In this paper we compare gradient boosted trees (XGBoost), a well-known machine learning technique, to a structured additive regression model (STAR) designed for the specific problem of estimating public health and well-being in the whole population of the Netherlands., Results: We compare the accuracy and performance of these models using out-of-sample predictions with five-fold Cross Validation (5CV). We do this for three data sets of different sample sizes and outcome types. Compared to the STAR model, gradient boosted trees are able to improve both the accuracy of the predictions and the total time taken to get these predictions. Even though the models appear quite similar in overall accuracy, the small area predictions at neighborhood level sometimes differ significantly. It may therefore make sense to pursue slightly more accurate models for better predictions into small areas. However, one of the biggest benefits is that XGBoost does not require prior knowledge or model specification. Data preparation and modelling is much easier, since the method automatically handles missing data, non-linear responses, interactions and accounts for spatial correlation structures., Conclusions: In this paper we provide new nationwide estimates of health, housing and well-being indicators at neighborhood level in the Netherlands, see 'Online materials'. We demonstrate that machine learning provides a good alternative to complex statistical regression modelling for small area estimation in terms of accuracy, robustness, speed and data preparation. Energy saving is an explicit goal of housing retrofitting in both the Netherlands and China. Retrofit providers expect to achieve this goal by applying insulation to apartment buildings and improvements in heating, cooling and ventilation. The aim of this paper is to explore both conceptually and empirically the interactions between householders and retrofit providers. Interaction activities are conceptualized in a framework of overlapping practices of retrofitting and everyday life. Empirical material is derived from interviews with retrofit providers and householders in the Netherlands and China. This paper shows that full energy saving potential in housing retrofitting fails to be accomplished, due to a limited involvement of householders at the consumption junctions in retrofit processes. Central to this failure are the limited options for residents to share pre-retrofit living experiences, to test future housing equipment beforehand and to customize retrofit packages. New approaches are needed to achieve the scale and standard of building retrofit required to meet climate targets. Transition experiments are innovation projects that take a societal challenge as their starting point; they can be both top-down (government led) and bottom-up (civil society led). However, such experiments often remain isolated events that have little impact on delivering systemic change. There is limited knowledge on why this is so and what can be done to increase the success of experiments. The paper therefore compares the top-down approach to piloting Local Heat and Energy Efficiency Strategies (LHEES) in Scotland with the bottom-up strategy used for the Social Innovation Labs for a Zero Energy Housing Stock (SMILE) in the Netherlands. The different approaches are compared using three mechanisms to characterise systemic change: deepening, broadening and scaling up. Using data from interviews with local authority and citizen actors, the paper shows that neither top-down nor bottom-up experiments are sufficient in themselves to foster the new norms, information-sharing or legislative mechanisms needed to reach climate targets. Micro-level studies using individual and household data have shown that residential location choices are influenced by neighbourhood ethnic composition. Using three conurbation samples in the Netherlands – Amsterdam metropolitan area, Rotterdam-The Hague metropolitan area and the country’s largest conurbation, the ‘Randstad’ urban agglomeration – this paper analyses the evolution of neighbourhood ethnic composition as a social interaction outcome of disaggregated household behaviour. The potential ‘tipping point’ in neighbourhood ethnic composition, beyond which ‘white flight’ (or the departure of native or advantaged households) occurs, is tested. The share in neighbourhood population of native Dutch and Western minority did not exhibit the hypothesised ‘tipping’ behaviour in its growth rate with respect to initial share of non-Western minority. This paper argues that the large social housing sector, centralised tax regime, and strong regulatory role of the state in housing and urban planning, are the main explanatory factors for the relative constancy in Dutch neighbourhood ethnic composition. In this paper we apply a gravity framework to user-generated data of a large online housing market platform. We show that gravity describes the patterns of inflow and outflow of hits (mouse clicks, etc.) from one municipality to another, where the municipality of the user defines the origin and the municipality of the property that is viewed defines the destination. By distinguishing serious searchers from recreational searchers we demonstrate that the gravity framework describes geographic search patterns of both types of users. The results indicate that recreational search is centered more around the user's location than serious search. However, this finding is driven entirely by differences in border effects as there is no difference in the distance effect. By demonstrating that geographic search patterns of both serious and recreational searchers are explained by their physical locations, we present clear evidence that physical location is an important determinant of economic behavior in the virtual realm too., Competing Interests: The authors have declared that no competing interests exist.

This paper considers the current importance of choice as a concept in English housing policy. A key aim in extending choice is to empower the users of public services. The paper concentrates on the policy of choice-based lettings. We show how this is linked both to a wider policy debate in England regarding choice and to initiatives in other European countries, in this case the Netherlands. We then discuss the policy of choice-based lettings as it has been and is being implemented in English social housing. The paper goes on to discuss choice as a concept, with particular relation to rational choice. The view we develop is that choice has to be related to the capability to act and this is done through the concept of effective choice, which connects choice with access to resources. In 2015 the Housing Act was revised in order to further regulate the social housing sector in the Netherlands and thereby improve the steering possibilities for the central government to coordinate housing associations. This included local performance agreements for social housing policy obtaining a legal status. By introducing this policy instrument central government seeks to facilitate and ensure the tri-partite cooperation between municipalities, housing associations and tenants' organisations in order to release funds by housing associations for social benefit. This should improve the position of municipalities and tenants' organisations in social housing, and improve legitimate policy making. In this paper the main research question is: How are local performance agreements implemented targeting increased societal legitimacy in local social housing policy making, and what are its strengths and weaknesses in three selected cases in the Netherlands? A case study research design was used involving three local embedded case studies. As a theoretical framework the Contextual Interaction Theory was used. Data collection involved expert interviews and review of policy documents. Results reveal several weaknesses that impede the implementation of performance agreements, including issues in the broader governance regime and context, as well as issues with the inter-organisational structure and stakeholder interaction regarding the tri-partite cooperation between the key actors. This has to do with the precarious role of the tenants' organisations in the process, and the local housing policy as the basis of local performance agreements. The private rental sector (PRS) is making a surprising comeback. A central argument in our paper is that we see the rise of PRS and the associated stagnation of homeownership as springing from the contradictions inherent to financialized homeowner societies. Rather than a feature of either mature or late homeowner societies, contradictions of the promotion of homeownership through the expansion of mortgage markets paved the way for a revival of the PRS. Our case is the Netherlands, but our argument has a wider remit. We sketch the dominant trends in Dutch housing policy and present an overview of the rise of PRS and Buy-To-Let in Dutch cities. We identify how housing policies and realities have driven a shift from a debt-driven to a wealth-driven model of financialization, in which the demand for PRS as an investment class and as a place to live has become central. This paper, presenting evidence from the Netherlands, aims to connect two issues that are mostly dealt with in isolation: the development of the squatters’ movement and the increasing vacancy of offices in urban areas. As a result of overproduction of office space, the shrinking number of employed people and the growing popularity of the so-called ‘new working arrangements’, the vacancy of offices in urban areas is increasing quickly. Urban managers are faced with a significant challenge of managing these empty spaces and this paper discusses how squatting, despite an unsupportive legislative environment, has historically proliferated when vacancy rates rise. In order to understand contemporary policy debates surrounding this issue, this paper first sets out a brief history of the squatters’ movement in the Netherlands, Europe and elsewhere. Dutch government has wrestled with the squatting issue since 1976 and has tried to control this movement by legislation. Hence, the paper provides a critical overview of legislative and practical developments affecting squatters in the Netherlands, particularly in their occupation of vacant office space. Finally, the paper considers how vacant office space might be used more effectively to provide affordable housing, with a particular focus on the role of squatting. [ABSTRACT FROM PUBLISHER]

Objective: Low individual socioeconomic status (SES) is known to be associated with a higher risk of type 2 diabetes mellitus (T2DM), but the extent to which the local context in which people live may influence T2DM rates remains unclear. This study examines whether living in a low property value neighbourhood is associated with higher rates of T2DM independently of individual SES., Research Design and Methods: Using cross-sectional data from the Maastricht Study (2010-2013) and geographical data from Statistics Netherlands, multilevel logistic regression was used to assess the association between neighbourhood property value and T2DM. Individual SES was based on education, occupation and income. Of the 2,056 participants (aged 40-75 years), 494 (24%) were diagnosed with T2DM., Results: Individual SES was strongly associated with T2DM, but a significant proportion of the variance in T2DM was found at the neighbourhood level (VPC = 9.2%; 95% CI = 5.0%-16%). How do municipalities strategically use land policy to develop land for housing? The development of housing is a challenge for many European countries, though the scale and time of it differs. Issues are not always about the absolute number of houses that need to be supplied in a country. The distribution and quality of houses affect the demand for housing. Land policy determines where and how future developments take place, and as a result, it has a considerable impact on both supply and demand of housing. Municipalities use different strategies of land policy to pursue housing goals. This paper aims to explore the rationalities underpinning such strategies of land policy. Therefore, a theory on pluralism – Cultural Theory – is employed to understand municipal strategies in different contexts, i.e. Germany (Ruhr region), Belgium (Flanders), and Netherlands. Applying Cultural Theory to land policy results in four ideal-typical strategies of active, passive, reactive, and protective land policies. Despite the fact that the decisions of municipalities are made within (or constrained by) their institutional environments (i.e. national/regional planning systems, development cultures, etc.), we found that there are key similarities between the strategies of the studied municipalities regardless of their different institutional environments. In many postindustrial cities in the Global North, increasing families seem to choose to stay in the city rather than move to the suburbs. This might imply that residential preferences of young families shift from suburban to more urban. In this paper, the moving behaviour of young families in the four largest cities in the Netherlands is analysed. The moving behaviour is measured with register data and analysed with the Oaxaca‐Blinder decomposition technique and with logistic regression techniques. The results show that young families broken down by residential biography and income have very different moving behaviours in their choice for staying in the city or moving to the region around the city. The changes in the outmigration of young families from the city to the region are not necessarily related to changing residential preferences, but more related to changes in the composition within the group of young families. The growth of higher‐income families in cities seem to be primarily explained by the changing composition of city dwellers before family formation and not so much by a more urban orientation in their moving behaviour. Changes in moving patterns through time and the differences between the four cities seem to be related to the differences in the urban economy and housing supply. Especially in Amsterdam, the lack of larger family home drives young families to the suburbs. Background: People with severe mental illness have difficulties finding and maintaining competitive employment. This is particularly so for those living in supported housing who, by definition, have significant day-to-day support needs: in the Netherlands only 3 to 5% of people with serious mental health problems who live in supported housing are competitively employed. To support these people in finding and maintaining competitive employment, Individual Placement, and Support (IPS) was introduced within supported housing services in the Netherlands in 2015. As this is the first country that broadly implemented IPS in supported housing settings, this paper will focus on the first results regarding feasibility and effects on employment in clients of IPS in this sector. Methods: We investigated the feasibility and employment outcomes of delivering IPS in supported housing services using fidelity assessments and quarterly employment outcomes on IPS program level within eight supported housing organizations, and compared these with 21 mental health treatment organizations in the Netherlands over a 4 year period. We investigated possible reasons for our findings and their implications through qualitative evaluations of the IPS fidelity assessors' notes and additional focus groups with IPS specialists and coordinators from supported housing services and fidelity assessors. Results: The overall fidelity scores indicated reasonable implementation of the IPS model within both supported housing services and mental health services. However, there were differences between services with regard to specific fidelity items; mental health treatment organizations scored higher for team integration, whereas supported housing services scored higher for rapid job search and caseload size, diversity of jobs, and employers. Our qualitative data suggested that the difference in team integration between the two sectors was due to differences in their organizational and financial structures, as well as in the specific needs of their clients. Conversely, supported housing services had better connections with employers which facilitated more rapid job searching and greater diversity in employment opportunities. The average total client employment rate did not significantly differ; and was 25.8% per quarter in supported housing services and 29.6% in mental health treatment services. The efficiency of social housing providers is a contentious issue. In the Netherlands, there is a widespread belief that housing corporations have substantial potential for efficiency improvements. A related question is whether scale influences efficiency, since recent decades have shown a trend of mergers among corporations. This paper offers a framework to assess the effects of scale and mergers on the efficiency of Dutch housing corporations by using both a data envelopment analysis and a stochastic frontier analysis, using panel data for 2001-2012. The results indicate that most housing corporations operate under diseconomies of scale, implying that merging would be undesirable in most cases. However, merging may have beneficial effects on pure technical efficiency as it forces organizations to reconsider existing practices. Senior co-housing communities offer an in-between solution for older people who do not want to live in an institutional setting but prefer the company of their age peers. Residents of co-housing communities live in their own apartments but undertake activities together and support one another. This paper adds to the literature by scrutinizing the benefits and drawbacks of senior co-housing, with special focus on the forms and limits of social support and the implications for the experience of loneliness. Qualitative fieldwork was conducted in eight co-housing communities in the Netherlands, consisting of document analysis, interviews, focus groups, and observations. The research shows that co-housing communities offer social contacts, social control, and instrumental and emotional support. Residents set boundaries regarding the frequency and intensity of support. The provided support partly relieves residents' adult children from caregiving duties but does not substitute formal and informal care. Due to their access to contacts and support, few residents experience social loneliness. Co-housing communities can potentially also alleviate emotional loneliness, but currently, this happens to a limited degree. The paper concludes with practical recommendations for enhancing the benefits and reducing the drawbacks of senior co-housing.

When asked to explain how they acquired a home middle-class households often forward a series of coincidences. This paper shows that what is experienced as sheer luck may actually be explicable by taking into account the various forms of capital people command. In this paper theories of Bourdieu and De Certeau are applied to the housing market and are used to explore the strategies and tactics people apply to acquire a home. For this study I draw on in-depth semi-structured interviews carried out in Copenhagen, Denmark and Amsterdam, the Netherlands among middle-class households. This paper shows that in order to explain access to housing it is necessary to investigate housing market practices and include other forms of capital than merely financial, such as for example social networks, embodied taste, and knowledge of the legal and institutional context. The housing tenure structure has long been associated with different forms of welfare state capitalism in Western Europe. However, with the rise of owner-occupancy, this association has not been so straightforward. An alternative view is to view housing policies that promote owner-occupancy for households to acquire assets, as an attempt by the state to reform social welfare systems. The politics of welfare reform are related to the discourses of homeownership ideology. The ownership of (housing) assets agenda serves as a means to change the relationship between state, market and individual households. This view is mostly based on the British experience and this paper seeks to broaden it by examining the Netherlands and Spain. The paper shows differences, but also that housing policies play an important role in driving towards or maintaining market-dominated solutions. Housing is used to either reorient towards or maintain a welfare system where asset ownership and market dependency is deemed more appropriate than secure income and public expenditure. Purpose – Knowing which services are essential to tenants gives the housing associations the background to set priorities in maintenance policy and purchasing. The purpose of this paper is to explore residents' perceived importance of various maintenance services. Design/methodology/approach – The research question is explored through a large-scale survey of more than 6,000 tenants of Dutch housing associations. Priorities were studied in three different ways: respondents were asked to provide direct importance ratings, importance weights were derived from regression analyses, and, an importance-performance analysis (IPA) was performed. Findings – The results with regard to the priorities differ somewhat according to which method is used. However, the methods agree in that maintenance of heating and water systems and maintenance of hinges and locks of windows and external doors should get priority. If the goal is to increase customer satisfaction, the maintenance of exterior paintwork and bathrooms should also get appropriate attention. According to the IPA, the maintenance of ventilation systems should be taken good care of. Research limitations/implications – One limitation of the study is that residents have provided their preferences in maintenance service delivery without noticing the costs that are included with the several options. Furthermore, the priorities between service aspects, i.e. the aspects that determine the service quality of the maintenance service delivery were not measured. Practical implications – This paper provides insight into resident's priorities with regard to maintenance services. This can be of use for companies, such as housing associations. Furthermore, it contributes to scientific knowledge with regard to the impact of different measurement methods. Originality/value – Different applied methods for measuring priorities lead to different results. Both practitioners and researchers should take this into account when measuring priorities. • This paper contributes to theory on sustainability transitions by developing an analytical heuristic that enables explaining differences in institutional strategies to promote low-carbon innovations. • The paper presents a typology of four four different niche contexts: market-based niche development, market-based regime transformation, community-based niche development and community-based regime transformation. • The usefulness of this typlogy is explored by analysing how institutional strategies differ across niche contexts in the transition to a low-carbon building stock in the Netherlands. Literature on sustainability transitions advocates the institutionalisation of niche innovations and assigns an important role for institutional work in this respect. Previous work has conceptually and empirically substantiated a range of strategies that institutional entrepreneurs perform. However, little is known about how institutional entrepreneurs engage differently in institutional strategies across different dynamic niche contexts. We distinguish between four different niche contexts: market-based niche development, market-based regime transformation, community-based niche development and community-based regime transformation. This typology is then conceptually combined with theory on institutional entrepreneurship and institutional work to examine the diverse agential processes of institutional change through which actors shape and transform their institutional environments. The usefulness of this framework is explored in an analysis of the low-carbon building stock in the Netherlands. This paper looks at what is pursued and achieved by formalised tenant participation in the Netherlands, and at the main factors influencing the participation process and outcome. An evaluative examination of a participation agreement, drawn up by a Rotterdam housing association and its tenants, and the implementation of this agreement illustrates the field of friction between what is written and what is done. The paper argues that the notion of power as embedded in structuration theory is important to the understanding of the process and outcome of tenant participation. The case study shows that it is difficult to fulfil the high ambition of co-operating in equality when positions are structurally different, even when the actors have formally agreed to do so. In crucial issues, the actors' own motives prevail and the distribution of power is decisive. In the studied case, tenants' successes were achieved only on less controversial issues. Nevertheless, formalised participation provides an added value to the outcome for all actors, including the weaker ones. Having to talk to each other about policy and carrying out the procedures in itself offer an important learning process valuable to both. Furthermore, the cyclic nature of formalised tenant participation offers recursive opportunities to influence the decision-making culture, which can gradually lead to rewarding improvements in both the process and the outcome. The environment of Dutch housing associations is changing rapidly. These social landlords are faced with various problems, such as disturbance in the housing market, the complexity of inner city regeneration and a considerable growth in the number of elderly people. To deal with these problems, housing associations are obliged to deploy their existing resources and develop new ones. For that purpose they are increasingly forced to co-operate with other partners. As a consequence organizations become more and more involved in networks and their boundaries are blurring. However, using the term "network: probably raises more questions than it answers. What is a "network" and why are they coming into existence? To understand these developments this paper will examine the theory of network building. It aims to answer the following two research questions: (i) What is the structure of a network? and (ii) Which new competences can be developed in such a network? After a short introduction to Dutch housing associations and their scope of activities in the first section, the paper discusses the "resource based approach" in general and the concept of "core competences" in particular as part of the network-theory. It then discusses the different forms of co-operation in the network of organizations. The case of Trudo is used to illustrate how a housing association is able to take on new challenges after developing several core competences in new forms of co-operation with several stakeholders in its network. This paper documents the consequences of the first living arrangements of young adults after leaving the parental home (without a partner, cohabiting, or married) for their housing situation, whether they rent independently, share accommodation, or own their own homes, both immediately after leaving home and in the first eight years after leaving. Data are analysed from two retrospective life-course surveys conducted in the Netherlands in the 1990s, using multinomial logistic regression models. The paper finds a strong influence of the timing and pathway of leaving on the housing situation immediately after leaving: those nest-leavers who make stronger commitments in their household careers (by cohabiting, or by marrying) are more likely to own a home and less likely to share. Although through the years after leaving home this influence decreases, it remains discernible and significant even eight years after leaving. Social housing providers in many advanced economies have been directed towards market-orientated and commercial business models, whereas the scope of the private rental sector has been increasingly expanded to the provision of housing for low-income households. Where these developments coincided, the demarcation between the activities of social and private landlords has blurred, with the result of increasing competitive pressure on both groups. This paper sheds light on the behavioural aspects of competition by introducing the concept of inter-landlord rivalry in local rental housing markets. Drawing on data from 36 in-depth interviews with social and private landlords in Coventry/England and Breda/the Netherlands, this study shows that existing perceptions of rivalry among most landlords are exceptional in low-income renting but pronounced in more expensive, commercial rental segments. The paper will demonstrate that these perceptions are highly subjective and non-reciprocal. Moreover, competitive perceptions and interactions are strongly affected by political and market structural settings, and appear to be dependent on the trade-off between the social mission and commercial goals of individual housing associations in the social housing sector. After the abolishment of object subsidies for housing construction and renovation in the mid 1990s, Dutch housing associations, the main non-profit housing providers in the country, heavily relied on market activities, such as selling homes to owner occupiers, to generate income for their social activities and to contribute to urban development policies. This worked well, which was one of the main reasons that these housing providers could adopt a wide field of operations, including not only the management and development of affordable housing for low-income groups, but also housing in other market segments, plus activities regarding care, welfare, local economy, employment and education. Recent economic and political developments, however, have caused housing associations to return on this path. Central in this paper is a research among Dutch housing associations about their values, strategic positioning and strategies. The research was executed in two waves (conducted in 2010/2011 and in 2013/2014, respectively), each consisting of a panel survey and interviews with selected panellists. This paper presents the results of the second wave. It is expected that after the first wave of the research, new regulations, such as the national implementation of European rules on state support and the introduction of a new property tax, have resulted in a further retreat from non-social housing activities. Purpose: The purpose of this paper is to examine whether there is an association between case managers' personality traits and functional outcome of people with severe mental illness (SMI) living in community housing programs (CHP). Design/methodology/approach: Functional outcome is measured by the extent of self-reliance. Self-reliance of people with SMI was measured with the Dutch Self-Sufficiency Matrix. The personality of the case manager was measured with the NEO Five Factor Inventory. Findings: Conscientiousness of case managers was associated with an increased self-reliance over a period of two years, in those with SMI living in CHP (OR.2.800 ρ = 0.04). Practical implications: When these findings are replicated, they could be used in the case managers selection process and/or training programs. Social implications: Conscientiousness of case managers was associated with functional outcome of persons with SMI living in supported housing and that female subjects benefitted the most. This study suggests that conscientious care planning is essential in the recovery process. Originality/value: No previous studies have been performed examining the specific relationship between the case manager's personality traits and functional outcome of people with SMI. It is not uncommon for a flood defence to be combined with other societal uses as a multifunctional flood defence, from housing in urban areas to nature conservation in rural areas. The assessment of the safety of multifunctional flood defences is often done using conservative estimates. This study synthesizes new probabilistic approaches to evaluate the safety of multifunctional flood defences employed in the Netherlands and explores the results of these approaches. In this paper a case representing a typical Dutch river dike combining a flood safety function with a nature and housing function is assessed by its probability of failure for multiple reinforcement strategies considering multiple relevant failure mechanisms. Results show how the conservative estimates of multifunctional flood defences lead to a systematic underestimation of the reliability of these dikes. Furthermore, in a probabilistic assessment uncertainties introduced by multifunctional elements affect the level of safety of the dike proportional to the reliability of the dike itself. Hence, dikes with higher protection levels are more suitable to be combined with potentially harmful uses for safety, whereas dikes with low protection levels can benefit most from uses that contribute to safety. Housing and its distribution over groups of households dominates debates on urban socio-spatial justice. Amsterdam even received the label 'Just City' as the large stock of social housing in the core of the city is said to increase societal equity. Within the Netherlands, however, the Greater Amsterdam housing market is perceived to be the most dysfunctional. As the discussion is fed by highly political and ideological perspectives, it is difficult to assess at face value how balanced the housing mix of a housing market is and to what extent it meets the community's needs. Consequently, it is difficult to inform politicians about strategies that contribute to a healthy and sustainable housing mix and address the lack of affordable housing which is high on urban policy agendas worldwide. In an attempt to go beyond ideological and political discussions, the aim of this interdisciplinary paper is to develop a metric to measure and compare the theoretical balance of housing markets across regions and across groups of households based on income. The metric will be applied to the case of the Netherlands. This paper investigates the relationship between self-build housing and the wider planning and housing regime. Although there is growing policy and academic attention to self-build housing, there is a lack of understanding of the institutional and regulatory conditions shaping the prospects of such housing provision. This paper takes the case of The Netherlands and scrutinizes how institutional dynamics over time have made lower and middle residents dependent on densely organized consortia of municipalities, housing associations and developers. These norms of land development appear to be at odds with the logic of self-building. Through exploring evidence in a pilot study of a municipal self-building scheme in Almere, the authors suggest that making self-building the cornerstone of a resident-led land development strategy, also for low- and middle-incomes, implies a reconfiguration of the actors’ positions in housing provision. This paper establishes a simple affordability model that implicitly incorporates the major Dutch market features to elucidate long-run house prices under a regulatory environment. The results reveal a long-run relationship for house prices under strict regulations. The association among house prices, income, interest rates, and inflation is verified using an aggregated dataset. An ongoing question in capability research is how to incorporate the value of freedom into the measurement of inequality. This article proposes an approach to answering this question in the housing domain and its operationalisation. The approach places an evaluation focus to the conditions constraining or expanding housing choices in the dimensions of opportunity, security, and ability. For operationalisation, the study designed a measurement of multidimensional housing disadvantages (MHDs) using the Alkire-Foster method and data from the Netherlands. Indicators include the entitlement to housing tenure options, vulnerability in housing cost payments, and ability to plan finance for housing. The measurement outcome demonstrates that the MHDs measurement can provide information on whose housing choices are more intensely constrained, thus having a lower capability for housing, and whose current housing situation is likely a result of coerced choices. The findings indicate that adults living with housemates or family (latent households), youths, and those with precarious jobs have a significantly lower capability for housing compared to other population groups. This article also compares the freedom-oriented measure of MHDs with functioning-oriented and other conventional measures and discusses its distinguishing properties. Purpose – Research into climate change adaptation measures has resulted in the identification of 155 such adaptation measures that contribute to making the built environment more climate resilient. These measures mainly focus on new construction. This paper assesses the feasibility of the measures for the existing social housing stock in the Netherlands. Design/methodology/approach – Interviews were conducted with 12 property managers and policy staff members from Dutch housing associations. The interviewees judged 21 measures that were designed to adapt dwellings to heat-related problems caused by climate change, and they also answered questions regarding their awareness of climate change and regarding the feasibility of the measures. Findings – Low awareness of climate change adaptations, the financing of the measures and the technical complexity of adaptation measures are perceived barriers to implementation. Several possibilities to remove these barriers are discussed. Research limitations/implications – The sample of 12 interviewees provides valuable insight into the opinions of a select group of policymakers from housing associations. The judgements were made based on the personal experiences and expectations of the interviewees. Originality/value – This paper provides valuable insight into the opinions of policy makers and decision makers in Dutch housing associations on climate change adaptation measures in the existing building stock. Purpose – Many studies on policy implementation have emphasized the difficulties of putting policies into practice. This paper presents several ways in which Dutch social landlords incorporate their energy saving policies in their "regular" housing management, such as planned preventive maintenance, renovations and other physical improvements. Design/methodology/approach – Several housing associations were selected that have formulated an energy saving policy and that have at least some experience in implementing these policies into projects. Interviews were held with managers of asset and maintenance management and with policy staff of housing associations. The extent to which the policy ambitions, both at the portfolio level and at the project level are carried out, and in which way these ambitions are embedded in the organisations' regular working processes are investigated. Also, the main stimuli and barriers for the implementation of the energy saving policies are identified. Special attention has been paid to the feasibility of combining of energy saving measures with other physical improvements in the housing stock. Findings – Results show that the implementation of energy saving policies in annual improvement and maintenance plans is in most cases not problematic, and that the most significant problems arise during the realisation of the policies in the preparation of specific investment projects. Research limitations/implications – Energy saving policies are relatively new to the sector in The Netherlands. Therefore, the number of case studies is relatively low. Purpose – Across use adaptation is a possible way of dealing with long term vacant office buildings, albeit previous research shows that there are many obstacles to be thrived. In The Netherlands several successful transformations of offices into housing were completed. Nevertheless, transformations do not take place on a large scale. High building costs are the main reason. Hence, new office developments should anticipate future programmatic transformation. This paper seeks answers to the questions: Is it possible to anticipate future programmatic change? To what extent will anticipation on future possibilities influence building costs? Design/methodology/approach – The authors reviewed existing studies to gather information about transformation building costs and the critical success factors of transformations. The building design and costs for new office buildings were then studied, designed with enhanced transformation potential, focussing on two standard office building types, the central core tower and the single corridor slab, using the cost model PARAP. Findings – The outcome of this research proposes an approach to office development that deals with adaptability as a means of realising enhanced future value. Research limitations/implications – To limit the research, only two standard office building types were studied. Practical implications – Next to changes in the construction method of standard office buildings, the research suggests consciousness in the design phase of office developments to improve adaptability. Reforming the system of financial instruments on the housing market is a recurring issue. This paper constructs a model explaining household behaviour, in particular the effects of prices and income on the tenure choice and the level of housing consumption. It analyses the effects that may be expected of fundamental changes of financial policy instruments in the Netherlands: (1) a conversion of below market rents to market rent levels; (2) a switch from the current fiscal system for owner-occupiers to a general lump sum tax reduction; and (3) a combination of these measures. The results indicate that the initial disadvantageous effects on the housing costs are large, but the behavioural response of households and the expected changes of price levels considerably reduce or even eliminate longrun effects. Purpose – Following the neo-liberal trend of less government intervention and more room for market forces, the introduction of private sector models in the public or non-profit sector has gained a lot of attention and popularity. This has also been the case in several European non-profit social housing sectors. This paper aims to reflect on the practicability of strategic business planning models in the Dutch non-profit housing sector and to present suggestions for improvement of these models. Design/methodology/approach – Case studies have been held among six Dutch non-profit landlords. These case studies included interviews with both policy staff and staff responsible for individual investment projects. Findings – In the Dutch non-profit housing sector, models based on principles of strategic business planning and similar models have been applied to structure and to systematise decision making about investments in the housing stock. These models, however, appear to be unsuccessful in their impact on actual investments in estates or buildings. The main weakness is that these models implicitly suppose a vertical, top-down implementation of policies, whereas policies are also formed by other strategies, beliefs and motives in the organisation, either documented or undocumented. Research limitations/implications – The research is confined to the Dutch non-profit housing sector. However, similarities of the findings with other policy implementation studies suggest that the implications for strategic planning models also apply in many other non-profit sectors and maybe even in commercial sectors. Originality/value – This paper challenges classic strategic planning models and gives an adapted version of these models which meets the shortcomings identified in the research. Based on data for Amsterdam, the Netherlands, this paper presents new evidence of a strong increase in the number of middle-class families in the city. By presenting the spatial patterns and trends of middle-class families in selected Amsterdam neighbourhoods, the paper shows that central neighbourhoods in particular attract middle-class families. In addition, new-build areas, both central and peripheral, offer a residential environment for middle-class families as a compromise between inner city and suburb. This paper links these patterns and trends with gentrification literature. Middle-class family neighbourhoods are classified in a typology that perceives neighbourhoods as fields that are accessed by means of capital, and operate as a stage for the accumulation of various forms of capital, which are associated with various habituses of the middle class.
