During the first decades of the 20th century, the supply of paper for the printing industries in Mexico became a problematic issue. Production difficulties, price increases and poor distribution during the monopoly of the San Rafael factory started a deep debate on the modernization and interference of the State in the paper industry. This article analyzes the transition between the private monopoly and the creation of the public company, Productora e Importadora de Papel Sociedad Anónima (PIPSA) in 1935, during the government of Lázaro Cárdenas (1934-1940). Through parliamentary debates, press articles and ministerial reports, the questioning of the monopoly as a public policy, the birth of PIPSA and the results in its first years of operation will be explained. Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. This article explores historians' role in shaping public policy amid crises through the programs of the Idaho State Historical Society (ISHS). ISHS navigated the post-2008 recession, aligning with the History Relevance Campaign to redefine history's societal value and develop a legislative outreach program. This article encapsulates the ISHS's journey and history's power--through the agency's new briefing paper program--to inform, unite, guide policy, and promote informed governance. The article describes the author's workflow, which features traditional research methodology and adaptable projectmanagement philosophies and stresses the value of searchable research libraries as a framework for historians to manage multiple projects. Smokeless tobacco (SLT) use is widespread across many nations and populations, and India shares more than three-quarters of the global burden of SLT consumption. Tobacco use in India has been largely viewed as a male-dominant behaviour. However, evidence from medical, social and behavioural sciences show significant SLT use among women and young girls. This paper highlights key dimensions of SLT use among women in India including prevalence and determinants, the health effects arising from SLT use and cessation behaviours. The paper concludes by providing recommendations with the aim of setting research priorities and policy agenda to achieve a tobacco-free society. The focus on women and girls is essential to achieve the national targets for tobacco control under the National Health Policy, 2017, and Sustainable Development Goals 3 of ensuring healthy lives and promote well-being for all. A consensus has formed that the negative social externalities of online harms combined with huge market power of internet intermediaries justify regulation of online service providers.[1] Fake news, foreign interference in democracy and a business model based on exploitation of engagement via behavioural data have consolidated a political will for new policies, and the government's White Paper proposes a new social media regulator with the power to fine companies that fail to reduce exposure to harmful content. The White Paper proposes, rather than defining a size threshold triggering regulation, to locate discretion with the regulator to decide where to place regulatory emphasis: the regulator will have to decide on the basis of evidence, what the harm reduction priorities are at any one time. So both illegal and harmful content should be part of the regulator's remit, but the regulator should avoid muddying the distinction between them. In effect, each company would be responsible to observe a general regulator-derived code for dealing with speech that clearly meets a standard of illegality, and a company-specific or sector-wide voluntary code that reflects the terms of service of the company. Family medicine is the internationally recognized nomenclature for the academic discipline, knowledge domain, and medical specialty of primary care doctors, working in the community setting. Family medicine is defined as a specialty of medicine which is concerned with providing comprehensive care to individuals and families by integrating biomedical, behavioral, and social sciences in the community setting. The distinction of family medicine lies in the tradition of medical generalism, promoting whole person care, in a life cycle mode; providing optimal preventive, promotive, and curative healthcare services in a wide spectrum of setting from home to hospital. In 2016, 92nd report of the department‑related parliamentary standing committee on health and family welfare on the “Functioning of the Medical Council of India” has emphasized the need for postgraduate in family medicine. The committee report has noted that “the medical education system is designed in a way that the concept of family physicians has been ignored. The committee recommends that the Government of India in coordination with State Governments should establish robust PG Programs in Family Medicine and facilitate introduction of Family Medicine discipline in all medical colleges. This will not only minimize the need for frequent referrals to specialist and decrease the load on tertiary care but also provide continuous healthcare for the individuals and families. The successive National Health Policies of Government of India–NHP 2002 and 2017 have emphasized the need of family medicine training in India. The recently enacted National Medical Commission Act 2019 has mandated NMC to promote training in family medicine at both undergraduate and postgraduate levels. Therefore, in the background of the stated policies of the Government of India the concept of family doctors, which was earlier neglected should be institutionalized within the mainstream medical education system of India. It is now time to accelerate and upgrade family medicine training and thereby strengthen the concept of comprehensive primary care in India. This article examines John Bruce's vision of the bureaucratic archives of the British state and empire at the end of the eighteenth century. As Historiographer to the East India Company and Keeper of State Papers in the 1790s and early 1800s, Bruce used the archives of corporate and state government as sources of bureaucratic knowledge to justify and plan imperial and domestic policy. In this way, Bruce deployed a strategy of governance by the authority of "state papers," rooted in early modern political practice, across imperial and domestic government. The demise of Bruce's influence signaled the waning of this role of the archive as a technology of governance in Britain during the nineteenth century. [ABSTRACT FROM AUTHOR]

Given the range and extent of problematic content and behaviour described in the OHWP, government concern and scrutiny is certainly merited. If we set aside the focus on harms or illegal content, the OHWP could instead be read as a manifesto for government-led platform governance. If viewed from a platform governance perspective, the most significant failing of the duty of care approach is that (at least as currently framed) it doesn't tackle the unique regulatory challenges posed by problematic behaviour and content on platforms. The proposed "duty of care" may in practice require procedural accountability on the part of platforms, but by choosing to target rhetorical simplicity over principles for good governance, it fails to provide a broad-ranging normative framework for platform governance that could truly set an international standard. Revisiting the citizenship regimes of Myanmar and India through a comparative lens, this article argues that a specter of the "potential foreigner" is decisive in the adjudication of citizenship in both countries. Citizenship is conceptualized not only on the basis of who is a citizen, but a perennial suspicion towards those who may not be. We frame this argument in the context of increasingly restrictive atmospheres in both countries, epitomized by violence towards the Rohingya in Myanmar and the Citizenship Amendment Act in India. This paper employs an historical perspective, tracing the evolution of citizenship since the partitions of Burma and Pakistan from India. It interrogates the very notion of foreignness that is embedded in these discourses, through a detailed description of the religious, ethnic, racial, and administrative "other" etched in the legislative and socio-political fabric of both countries. In order to develop the idea of potential foreigner as a key element of national identity and citizenship policy, the paper examines crucial legislation over the last three-quarters of a century, and the consequences of linking narrowing definitions of ethno-national belonging to citizenship status. Meeting individuals' social care needs is a core element of UK social policy. However, the conceptualisation and operationalisation of 'unmet need' remain a challenge. This paper advances our understanding by incorporating a temporal dimension into the conceptual framework on unmet need to investigate the dynamics of met and unmet need for social care over time. Using data from Waves 8 and 9 of the English Longitudinal Study of Ageing, this paper examines five possible trajectories among individuals with a social care need for bathing or dressing at baseline: (a) no longer having such a need; (b) having continued needs met; (c) delayed needs met; (d) newly arisen unmet needs; and (e) repeated unmet needs. The results indicate that amongst those with need at baseline, unmet need has decreased over time – indicating that some needs for social care may be fulfilled with a delay. However, a significant proportion of older people experienced repeated unmet needs, particularly those who were younger, with no spouse or civil partner, and those whose activities of daily living index scores worsened over time. Understanding the dynamics of unmet need can support policy makers in better ensuring that those facing an elevated risk of repeated unmet need over time do not fall through the social care safety net. Gross National Happiness (GNH), a concept first introduced by Bhutan, has gained immense traction as an alternate development paradigm to GDP toward achieving wholesome global progress. In this paper, we investigate the origins of the policy of GNH, through the theoretical lens of the punctuated equilibrium theory (PET), and when and how GNH came to the national agenda. By focusing on the year 2008, that is, when Bhutan's Government transitioned from an absolute monarchy to a democratic constitutional monarchy, this paper analyses the key events that serve as policy windows and the policy entrepreneurs responsible for agenda‐setting the policy of GNH. We argue there is a major change, such as, the government changing its form from monarchy to democracy, it is a definitive benchmark as to what punctuation means. In addition to providing a definitive meaning of "punctuation" in public policy, we also identify and discuss the key methodological issues in relation PET and offer explanations through Bhutan's policy of GNH to determine policy punctuation and measuring policy change. Public emergencies are focal events that present possibilities for policy changes. This study aims to explain policy insights on policy change in Iran through analyzing how the Iranian government's policy toward the long‐awaited e‐authentication finally changed in the wake of the outbreak of COVID‐19. Due to the policy context of Iran, it uses the Multiple Stream Model, in which three streams were identified: problem, policy, and political dynamics. The paper contends that while the second stream existed prior to the pandemic, the first one had not yet been appropriately recognized by the government. Furthermore, it identifies the political stream as the third missing link for policy change. With the spread of coronavirus, these three streams converged, thus opening a window of opportunity for enacting this policy change. Two main reasons behind the emergence of this opening are identified: first, arising a new complex problem (COVID‐19) that necessitated new initiatives, and second, growing public anxiety about the pandemic. Iran's desperate circumstances, which included an already severely depressed economy as the result of sanctions, were further exacerbated through the socio‐economic repercussions of the pandemic. Furthermore, the growing demand from prospective traders to register for the stock exchange during the lockdown prompted officials to make a realistic decision. As a result, barriers to e‐authentication were overcome and policy change happened. The paper highlights the security perspective as a necessary condition for policy change in Iran. In this theoretical paper, we respond to the Triple Day Thesis (TDT) by positioning it within the context of the neoclassical labour supply literature and existing public policy. The TDT applies a theoretical lens to the practical experiences of mothers as they distribute time between self-reproductive, reproductive, and waged work. Self-reproductive work refers to self-care, self-investment, and self-realizable activities, including time for good sleep, schooling, and intellectual and social engagements that promote mothers' human development and well-being. The TDT identifies the Triple Day Problem (TDP) as the lack of freedom or inability of mothers to engage in self-reproductive work as they balance the increasing demands of reproductive work with waged work and proposes Motherhood Compensation as a social policy solution. In this paper, we demonstrate that the existence of the TDP can be used to explain persistent gender differences in labour force participation. We envision the TDT as a novel theoretical approach to promoting mothers' labour force participation and social mobility through self-reproductive work. We suggest that Motherhood Compensation can be created from a mix of already existing family programs, including paid leave, parental allowance, and cash transfer programs. [ABSTRACT FROM AUTHOR]

This article explores the impact of the 'hostile environment' on racialised migrant women's experiences of pregnancy and childbirth in England, arguing that the 'hostile environment' functions as a technology of 'stratified reproduction.' First coined by Shellee Colen, the concept of stratified reproduction describes the dynamic by which some individuals and groups may be supported in their reproductive activities, while others are disempowered and discouraged. This paper locates the stratified reproduction produced by the 'hostile environment' as intertwined with wider gendered and racialised discourses around British citizenship which have been 'designed to fail' racialised residents of the UK. Drawing on interviews with racialised migrant mothers in the north of England, this paper analyses how the proliferation and intensification of immigration controls interacts with gender, race, class, and other social regimes to differentially allocate the resources necessary for a safe and healthy pregnancy and childbirth, and how this is experienced materially by pregnant migrants. In this paper, we develop a two-level supply chain model with low carbon emissions for defective deteriorating items under learning in fuzzy environment by using the double inspection process. Carbon emissions are a major issue for the environment and human life when they come from many sources like different kinds of factories, firms, and industries. The burning of diesel and petrol during the supply of items through transportation is also responsible for carbon emissions. When any company, firm, or industry supplies their items through a supply chain by using of transportation in the regular mode, then a lot of carbon units are emitted from the burning of petrol and diesel, etc., which affects the supply chain. Carbon emissions can be controlled by using different kinds of policies issued by the government of a country, and lots of companies have implemented these policies to control carbon emissions. When a seller delivers a demanded lot size to the buyer, as per demand, and the lot size has some defective items, as per consideration, the demand rate is uncertain in nature. The buyer inspects the received whole lot and divides it into two categories of defective and no defective deteriorating items, as well as immediately selling at different price. The fuzzy concept nullifies the uncertain nature of the demand rate. This paper covers two models, assuming two conditions of quality screening under learning in fuzzy environment: (i) the buyer shows the quality screening and (ii) the quality inspection becomes the seller's responsibility. The carbon footprint from the transporting and warehousing the deteriorating items is also assumed. The aim of this study is to minimize the whole inventory cost for supply chains with respect to lot size and the number of orders per production cycle. Jointly optimizing the delivery lot size and number of orders per production cycle will minimize the whole fuzzy inventory cost for the supply chain and also reduce the carbon emissions. We take two numerical approaches with authentic data (from the literature reviews) for the justification of the proposed model 1 and model 2. Sensitivity observations, managerial insights, applications of these proposed models, and future scope are also included in this paper, which is more beneficial for firms, the industrial sector, and especially for online markets. The impact of the most effective parameters, like learning effect, fuzzy parameter, carbon emissions parameter, and inventory cost are shown in this study and had a positive effect on the total inventory cost for the supply chain. Objective: This study aimed to describe the development and implementation of a co-designed value-based healthcare (VBHC) framework within the public dental sector in Victoria. Methods: A mixed-method study was employed. Explorative qualitative design was used to examine patient, workforce and stakeholder perspectives of implementing VBHC. Participatory action research was used to bring together qualitative narrative-based research and service design methods. An experience-based co-design approach was used to enable staff and patients to co-design services. Quantitative data was sourced from Titanium (online patient management system). Results: Building a case for VBHC implementation required intensive work. It included co-designing, collaborating, planning and designing services based on patient needs. Evidence reviews, value-stream mapping and development of patient reported outcomes (PROMs) and patient reported experience measures (PREMs) were fundamental to VBHC implementation. Following VBHC implementation, a 44% lower failure to attend rate and 60% increase in preventive interventions was reported. A higher proportion of clinicians worked across their top scope of practice within a multi-disciplinary team. Approximately 80% of services previously provided by dentists were shifted to oral health therapists and dental assistants, thereby releasing the capacity of dentists to undertake complex treatments. Patients completed baseline International Consortium for Health Outcomes Measurement PROMs (n = 44,408), which have been used for social/clinical triaging, determining urgency of care based on risk, segmentation and tracking health outcomes. Following their care, patients completed a PREMs questionnaire (n = 15,402). Patients agreed or strongly agreed that: the care they received met their needs (87%); they received clear answers to their questions (93%); they left their visit knowing what is next (91%); they felt taken care of during their visit (94%); and they felt involved in their treatment and care (94%). Conclusion: The potential for health system transformation through implementation of VBHC is significant, however, its implementation needs to extend beyond organisational approaches and focus on sustaining the principles of VBHC across healthcare systems, policy and practice. Millions of Australians use the private health system every year. They should receive safe, high-quality, value-based care. However, poor policy and inadequate regulation of medical technology is driving low-value care at great expense to consumers and the broader health system. Key drivers include the Prescribed List of Medical Devices and Human Tissue, gaps in quality and safety controls for devices being used, and marketing and conflicts of interest. All of these should be addressed to reduce low-value care in Australia's private health system, so consumers are protected from harm and limited health budgets are used effectively. Paperwork has always been a central part of bureaucratic work. Over the last few years, bureaucratic procedures have become increasingly standardised and digitalised. Based on interviews and ethnographic fieldwork within welfare offices in Switzerland and Belgium, we reflect on the way evidence is constructed within social policy and cases built for or against noncitizen welfare recipients in order to show how paper truths are established and challenged. The focus on digital practices within public policy implementation highlights how it contributes to enhanced control mechanisms on the implementation level and how migration law continues to guide welfare governance for noncitizens. This allows targeting of the most marginalised groups, whose rights to access state support are institutionally impeded. Through database information flows, official forms, paper reports and face-to-face meetings, we further show how a hybrid form of bureaucratic work emerges, where direct contact with the client is still key, yet highly influenced by standardisation processes. From the moment a man took ‘the king’s shilling’ and was sworn to serve as a soldier in the nineteenth-century British Army, his life proceeded as a file as well as a fighting man. Disorder and desertion drove the utilitarian purposes of discipline and tracking, while constant pressure to account for expenditure in lives and money added further impetus to the copious industry of military record-keeping. Individuals were enumerated, named, appraised and allocated pay. Such archives produce a disorderly silence where men are present but without voice. Carefully archived and always public, military files have a continuing currency through the post-army lives of soldiers into the twenty-first century for descendants and historians. Tracking the life of ‘files’ over time, the paper reflects on the shifting forms of knowledge produced. In particular, it notes the tensions between the densely written form of the files in a population of rank and file soldiers who were partially literate; the highly detailed individuation of the files within a heavily conformist institution, and the modernity of post-1850s record-keeping in an institution bound by tradition. It ends with a reflection on the limitations and opportunities presented by digital access to this substantial archive of imperial-colonial conflict.
