States have adopted a variety of policies to encourage universities to expand research production, with the hope of supporting economic growth and competitiveness. This paper considers whether a state-level initiative succeeded in influencing university-based research outputs among regional public universities. We test whether the Texas Research Incentive Program increased research production at a set of state universities as measured by total research spending, federally-funded research spending, the number of scholarly publications, and the share of publications published in high impact factor journals. Using a novel dataset and difference-in-differences analytic strategy, we found that TRIP adoption was associated with a 19%-25% increase in research expenditures at emerging research universities in Texas relative to a matched set of comparable universities. However, TRIP did not influence federally-funded research expenditures or journal publication outputs. We also show that federally-funded research expenditures influence publication outputs — both in amount and quality — and that number of full-time faculty influences both federal research expenditures and publication outputs. Many changes in Israeli higher education have occurred during the last two decades as the country evolved from having less than 20 higher education institutions to having more than 65 institutions. The number of students has risen from about 100,000 to more than 250,000. From a semi-monolithic system that consisted mainly of research universities, the Israeli higher education system developed into a two-tier system. In spite of these dramatic changes, still more than half of the relevant age group cannot pass the academic requirements for admission to higher education. A vibrant academic system should cope with social and economic changes alongside academic issues. This paper analyses the current higher education system in Israel and its historical background. It analyses the main factors that brought structural changes in recent years and outlines the weaknesses of the current system. The paper explores the implications that had the first experience of alternation in the mexican state of Chihuahua for public schools. By applying interviews and the recovery of field diaries, it was possible to conclude that the changes were not significant in terms of operation of the educational system, however, changes in other dimensions ocurred: in the field of strategic planning and the role of the teachers union. Strategic planning has become an integral part of the management of higher education institutions worldwide. The experiences of all but one of the Republic of Ireland's 21 universities and institutes of technology with strategic planning are explored from 2000 to 2010. At the starting point in 2000, only two institutions had a documented strategic plan. Ten years later, all had undergone one or more iterations of strategic planning. Qualitative research methods were used including document analysis of n=42 strategic plans, n=12 institutional review reports and n=26 interviews with senior managers with responsibility for strategic planning. The paper considers whether the strategic planning models used in the past decade will be able to meet the challenges presented by unprecedented economic circumstances and the new national strategy for higher education in Ireland. Significant deficits are identified with respect to strategic planning for institutional diversity, performance-related funding and external stakeholder engagement. National mechanisms for comparing the research profiles of higher education institutions (HEIs) have become increasingly common. Probably the best known of these is the Research Assessment Exercise (RAE) conducted in the United Kingdom, and used as the basis for the allocation of research funding. Such exercises are expensive. They would have additional value if the data could be used by HEIs to inform the development of their research strategies. In this paper we use publicly available RAE outcome data to demonstrate this potential. We contrast the two units’ research profiles with other units of assessment within the HEI, with other like-units nationally, and finally we examine the relative performance of all the HEI’s units of assessment against their national counter-parts. Finally we discuss the kinds of insights these data may offer in the development of research strategy at the level of the institution, and at the level of the School or Department. This paper examines the changing use of policy levers in the English postcompulsory education and training system, often referred to as the learning and skills sector (LSS). Policy steering by governments has increased significantly in recent years, bringing with it the development of new forms of arms-length regulation. In the English context, these changes were expressed during the 1980s and 1990s through neoliberal New Public Management and, since 1997, have been extended through the New Labour government's project to further 'modernise' public services. We look here at the changing use of policy levers (focussing in particular on the role of targets, funding, inspection, planning and initiatives) over three historical phases, paying particular attention to developments since the formation of the Learning and Skills Council (LSC) in 2001. This paper explores the effects of changes in funding arrangements, and particularly in tuition fees, on universities and their strategic responses to these changes. Using data from interviews with senior managers in four universities, it finds the most prestigious, pre-1992, university largely unaffected by tuition fees and the others responding to changes in application patterns and intake. However, the effects of tuition fees on university strategy are not easily separated from other changes in the funding of Higher Education, and universities’ strategies were strongly influenced by the need to reduce costs and to generate income. A second major concern of all four universities was quality, both of inputs such as students and staff and of outputs, in degree results and ratings in employability, research, teaching and other activities. Marketing was assuming a position of increasing importance, with universities striving to develop a ‘brand’ to attract students, staff and funding. [ABSTRACT FROM AUTHOR]
