The paper examines 2 recent Australian government issues papers on higher education and research policy, indicating areas both of concern and opportunity for Australian higher education providers in theology and their research efforts. The paper then offers suggestions as to how providers of theological education might position themselves as research institutions in the emerging higher education environment in Australia, and how educational policymakers might regard research in the theological sector of Australian higher education. This paper is directed, within the new research environment in Australia, to 2 groups of readers: those concerned with the administration of theological institutions, and those whose responsibility it is to draft policy with regard to research funding. To the theological institutions I want to say: (1) become more familiar with the emerging higher education culture, especially as it affects research, and pay attention to ensuring your institution's own quality assurance controls; (2) avoid being sidelined in the new environment, seek strategic partnerships with other institutions with a similar vision and mission to your own; and (3) attempt to state clearly the role and value of your own discipline in the Australia of the 21st Century. To the policymakers I say: recognise the value of research done, often in small private but not‐for‐profit institutions, in the theological and biblical disciplines. Recognise it as genuine research. Listen to the particular needs of these institutions, which may be quite different from larger institutions with more attention‐grabbing research profiles. [ABSTRACT FROM AUTHOR]

Social inclusion in Australian higher education was high on the agenda of the recent Rudd/Gillard Australian Government. This paper offers an assessment of that agenda, particularly the extent to which it worked in favour of under-represented groups. It argues that the Government's widening and expansion policies and its equity and aspiration strategies lacked sociological imagination, projecting deficits onto individuals who refused to be taken in by its ambitions for higher education participation. The paper concludes that in the absence of a sociological imagination in government policy, the freedoms of disadvantaged groups continued to be curtailed: not just to choose futures in keeping with their goals but also the freedom to formulate choices. While diversity and commonality are not necessarily contradictory aspirations in relation to contemporary teaching in higher education, they exist potentially in a state of dynamic tension, fostered by market-based and government-induced policies that strive to have the largest and widest possible client- or customer-base, while reducing costs by standardising delivery and assessment. This paper explores this dynamic tension between diversity and commonality through three empirical cases of different types of students at Central Queensland University in Australia: Indigenous, pre-undergraduate and international students. The paper presents an analytical synthesis of the particular teaching strategies developed by academic staff working with students in each case: experiential learning, transformative learning and culturally-situated pedagogy. The authors argue that these strategies constitute a potentially effective means of helping to resolve the dynamic tension between, and of unravelling the Gordian knot linking, diversity and commonality in Australian contemporary higher education. This paper reports issues arising from a longitudinal study of 1991 to 2002 Australian higher education equity data. The national equity framework uses an empirical performance indicator system to monitor access, participation, success and retention of six designated equity groups. The paper examines three possible approaches for defining new groups. It finds no support for an exploratory empirical approach, or for an approach based on definitions of multiple disadvantage, but supports an approach which takes account of secondary school attendance. A case is made for a more sophisticated and contextualised approach to national reporting, to increase the responsiveness and productivity of the policy framework. While the benefits of a national equity policy framework are acknowledged, the paper proposes possibilities for new approaches to monitoring and measuring disadvantage in higher education. As with other countries, Australia has been grappling with the identification, measurement and impact of disadvantage in higher education. In particular, the measurement of socio-economic status (SES) has been of central concern. The immediate solution in Australia has been the introduction of an ‘area’ measure in which students' SES is categorised on the basis of census data for their neighbourhoods rather than on individual or household data. This paper assesses the veracity of the area measure in capturing individual SES for school-aged entrants, using a longitudinal data set, the Household, Income and Labour Dynamics in Australia (HILDA) Survey, to construct individual measures of SES and a national ranking of sample individuals on the basis of probability of attending a higher education institution. The results demonstrate the tendency for area measures to misclassify individuals' higher education opportunity and the associated potential for perverse policy outcomes. [ABSTRACT FROM AUTHOR]

The use and creation of Open Education Resources (OER) is becoming increasingly prevalent with teachers and learning designers at universities around the world. OER allows educators to create content and make their content available to the world under an open licence, and also provides the opportunity to use and adapt other OER content. Whilst the use and creation of OER in tertiary institutions is not yet considered the 'norm', many jurisdictions around the world have taken steps, to fund, support and encourage the use of OER in their educational institutions. The Queensland University of Technology (QUT) has developed an Open Education (OE) initiative to support the use and creation of OER at QUT. Policy is often the foundation stone, which supports progress and change. The underlying policy provides the framework and often points to the legal parameters that guide the objectives of the project or movement. The importance of policy is evident in the way in which QUT has developed and implemented an OE initiative to promote and support the creation and use of OER. This paper considers the history and development of OER, using QUT's OE initiative as an example of the ways in which policy and implementation can lead to positive change. [ABSTRACT FROM AUTHOR]

In 2014, the Australian Federal Government attempted to de-regulate higher education fees so as to allow universities to set their own tuition fees. The associated public debate offer critical insights into how the identity of a student as a 'customer' of higher education is understood and deployed when developing higher education policy. This paper uses the 2014 Australian higher education reforms as a lens through which to further scholarly research into the student-as-customer metaphor and to see how it is influenced by the perceptions and understandings of policy actors external to the higher education sector. These include politicians, special interest groups, the students and their parents and prospective employers. This study reveals that the public/private nexus-both of funding and benefit-problematizes traditional conceptualisations of students and others as higher education customers. In turn, this restricts the ability or desire of policy actors to describe how the student functions as a customer as a consequence of market reform. Foundation courses that provide knowledge and understanding about the social, cultural and historical factors shaping Indigenous Australians' lives since colonial settlement and their effects are endorsed in Australian higher education policy. Literature highlights the complexity of changing student views and the need for sustained, comprehensive approaches to teaching foundation content. This paper analyses one such course in its capacity to increase knowledge and understanding, and promote positive attitudes, particularly amongst non-Indigenous students. It finds significant shifts in views and knowledge gained from studying the foundation course, and a change in commitment to social justice and reconciliation for Indigenous Australians. Students also significantly changed their view as to whether all Australians should understand this material. Despite these gains, our experiences indicate that foundational courses can be eroded through institutional processes. We argue this suggests the persistence of pervasive and subtle institutional racisms, in the context of global commodification of higher education. [ABSTRACT FROM AUTHOR]

This paper explores the way that learning technologies frame teaching practice in higher education using both autoethnography and discourse analysis (interpretative repertoires). The analysis juxtaposes our own experience in the form of data from two interviews, with teaching and learning policy documents from the group of five Australian Technology Network universities, as a means of investigating the centrality of these technologies in the reconfiguring of teaching practice in higher education for the networked university. The data yielded three distinct discourses: technology as a bridge to globalised opportunity; technology as delivery of learning; and technology as communication and building relationships for learning. The first repertoire provides a utopian vision which glosses over the complex practice of implementation. The second repertoire also omits details of implementation, presenting learning technology unproblematically. The third repertoire, not present in the policy documents, but central to the autoethnographic accounts, focusses on both the possibilities and challenges of learning technologies in practice, and points to the potential for a complementary approach which foregrounds the student-teacher relationship. There has recently been a shift towards private expenditure in the tertiary education sector accompanied by a shift of public subsidies to students themselves. Implicit in this shift is the message that tertiary education is a private rather than public good, belonging to individual students rather than society. This paper explores the research on the wider social benefits of higher education and the data and methodologies that exist to underpin it. Its focus is on benefits to society but, since individual social benefits are entangled with wider benefits, both are discussed. The paper finds that little research has been undertaken in Australia even though understanding the wider social benefits of higher education is considered important to policy development. This paper proposes a new implementation model that bases implementation outcomes on the responses of academics to a new policy. The model is derived from a review of policy and organisational behaviour literature. The model was tested within the context of the implementation of significant reforms aimed at changing the work practices of academics operating in the Australian higher education sector, in particular reforms resulting from the implementation of a quality initiative in the early 1990s, at approximately the same time as the advent of managerialism. The findings were used to modify the original model. The major finding is that the long‐established organisational culture is maintained and reinforced by the actions of senior academics undertaking management responsibilities. As such, the factors organisational culture and leadership combine to form a strong force that acts to mediate proposed organisational changes according to established values and beliefs. The revised model contributes to a better understanding of how academics respond during the implementation of change. The revised model may have relevance for similar types of professionals in public institutions, such as public research institutions, hospitals, schools and some welfare agencies. Australian universities, like their counterparts in most Western countries, have suffered a dramatic reduction in the level of public funding in recent years. One issue on the horizon that is of relevance to students and universities is the latter's exposure to National Competition Policy and, more specifically, the Trade Practices Act. Recent changes to universities, the student experience and the law present new legal options for student redress and new liabilities for universities and individual staff. In this paper, I ask whether appealing to the Trade Practices Act is an appropriate strategy for responding to "deregulation" of universities, funding cuts and the associated decline in the capacity of universities to deliver quality education. Increasingly, universities in developed countries are engaging in transnational education. Responsibilities and opportunities to exercise management and leadership in the provision of transnational education depend on the organisational model adopted and whether the academics involved are on home or international campuses. Models range from neocolonial control to transnational partnerships. In the Australian Office for Learning and Teaching study that informs this paper, good practice in allocation and exercise of management and leadership responsibilities was identified and recommendations developed. A balance was struck between the home institution's quality assurance obligations, which imply a high level of home-based control, and the value of a degree of local control to the commitment of local academics involved, to their career opportunities, and to the educational experiences of their students. Policy makers around the world are increasingly concerned with the challenge of cultivating and capitalizing on soft power. Yet government efforts to increase others' feelings of attraction toward their countries face conceptual and practical challenges. This article examines Australia's attempt to operationalize soft power in Asia through its international education strategy. Drawing on interviews with key officials, we show how the design of Australia's international education policy was consciously informed by multiple dimensions of soft power. Yet the nature of soft power means that whether the policy will achieve its soft power objectives is up to Asia, not Australia. [ABSTRACT FROM AUTHOR]

We are now at a point in higher education policy studies where we know that neoliberal discursive rationalities and practices are prevalent in the contemporary enterprise university, and we are beginning to get a sense of their impact on academic work and subjectivities. The article asserts that a more pressing question is how to powerfully and effectively resist neoliberalisation. The article investigates the conditions of possibility for resistance by exploring how resistance is struggled over in everyday academic work practices. The article presents an ethno-drama, based on materials collected through participant observation in several Australian universities, and offers a reading of the drama which focuses on what in Actor-Network Theory is called 'enrolment'. It is argued that a better understanding of how academics, collectively and as individuals, are vulnerable to the enrolment practices in the enterprise university is necessary for the enactment of effective resistance.
