The XXXIst General Assembly and Scientific Symposium (GASS) of the International Union of Radio Science (Union Radio Scientifique Internationale: URSI) will be in Beijing. The XXXIst GASS will have a scientific program organized around the ten Commissions of URSI, including oral sessions, poster sessions, plenary and public lectures, and tutorials, with both invited and contributed papers. In addition, there will be workshops, short courses, special programs for young scientists, a student paper competition, programs for accompanying persons, and industrial exhibits. More than 1,500 scientists from more than 50 countries are expected to participate. 5. The collaborative effect of scientific meetings: A study of the International Milk Genomics Consortium.

Collaboration among scientists has a major influence on scientific progress. Such collaboration often results from scientific meetings, where scientists gather to present and discuss their research and to meet potential collaborators. However, most scientific meetings have inherent biases, such as the availability of research funding or the selection bias of professional societies that make it difficult to study the effect of the meeting per se on scientific productivity. To evaluate the effects of scientific meetings on collaboration and progress independent of these biases, we conducted a study of the annual symposia held by the International Milk Genomics Consortium (IMGC) over a 12-year period. In our study, we conducted permutation testing to analyze the effectiveness of the IMGC in facilitating collaboration and productivity in a community of milk scientists who were meeting attendees relative to non-attendees. Using the number of co-authorships on published papers as a measure of collaboration, our analysis revealed that scientists who attended the symposium were associated with more collaboration than were scientists who did not attend. Furthermore, we evaluated the scientific progress of consortium attendees by analyzing publication rate and article impact. We found that IMGC attendees, in addition to being more collaborative, were also more productive and influential than were non-attendees who published in the same field. The results of our study suggest that the annual symposium encouraged interactions among disparate scientists and increased research productivity, exemplifying the positive effect of scientific meetings on both collaboration and progress. Endocrine disruption is a specific form of toxicity, where natural and/or anthropogenic chemicals, known as 'endocrine disruptors' (EDs), trigger adverse health effects by disrupting the endogenous hormone system. There is need to harmonize guidance on the regulation of EDs, but this has been hampered by what appeared as a lack of consensus among scientists. This publication provides summary information about a consensus reached by a group of world-leading scientists that can serve as the basis for the development of ED criteria in relevant EU legislation. Twenty-three international scientists from different disciplines discussed principles and open questions on ED identification as outlined in a draft consensus paper at an expert meeting hosted by the German Federal Institute for Risk Assessment (BfR) in Berlin, Germany on 11-12 April 2016. Participants reached a consensus regarding scientific principles for the identification of EDs. The paper discusses the consensus reached on background, definition of an ED and related concepts, sources of uncertainty, scientific principles important for ED identification, and research needs. It highlights the difficulty in retrospectively reconstructing ED exposure, insufficient range of validated test systems for EDs, and some issues impacting on the evaluation of the risk from EDs, such as non-monotonic dose-response and thresholds, modes of action, and exposure assessment. This report provides the consensus statement on EDs agreed among all participating scientists. The meeting facilitated a productive debate and reduced a number of differences in views. It is expected that the consensus reached will serve as an important basis for the development of regulatory ED criteria. [ABSTRACT FROM AUTHOR]

16. Scientists call for open access to research papers.

The article reports that the twenty-five Nobel Prize-winning scientists have signed a letter to Congress and the National Institutes of Health (NIH) calling for all tax-payer funded research to be made freely available. NIH Chief Elias Zerhouni has been meeting with publishers and scientists to discuss a June House Appropriations Committee directive to make electronic copies of NIH funded research available for free within six months of publication. Zerhouni has said that a balanced policy that allows publishers to continue to play a major role is needed.

On 25-26 March 2013, 52 early career scientists and engineers, studying various aspects of coastal science, met at the University of Aberdeen for the ninth Young Coastal Scientists and Engineers Conference. The conference was jointly organised by the School of Engineering, University of Aberdeen, and Marine Scotland Science. Early-career scientists, researchers and practitioners presented 23 oral and 17 poster presentations over the 2-day meeting. The papers all had a coastal theme with a large diversity in the subjects covered, including waves, currents, tidal energy, coastal erosion, sediment transport, fluid mechanics and particle tracking. 22. Peter Millman and the Revitalization of the Meteoritical Society.

In 1962, Peter M. Millman was elected President of the Meteoritical Society. He used his office to help revitalize the nearly moribund society by healing personal divisions, re-establishing the society's journal, Meteoritics, and encouraging international membership. In 1963, he held the society's annual meeting in Ottawa, the first time it had met outside the U.S. A highlight of the meeting was a special symposium he organized on Current Research on Terrestrial Meteorite Craters. The symposium played an important role in showcasing the contributions being made by Canadian scientists in the search for Canadian impact structures and the development of criteria for their authentication. The assessment of quality in scientific research is a complex problem. The use of more objective scientometric indices in research evaluation emerged in the 1960s and 1970s. These scientometric indicators, among which the most common one is probably the journal impact factor (IF), are increasingly employed to evaluate the quality of scientific research performed by individual scientists, research groups, or institutes. In China, the IF is used not only to measure a journal's scientific influence, but has become increasingly important as a basis for recruitment or promotion, awards of research funding, grants, and authors' academic advancement. But in fact, the assessment of research mainly based on the IF will cause much academic 'froth', so it is necessary for universities and research institutions to reset the academic assessment system in China. In the assessment of scientific research, more research activities, like the organization of conferences and seminars, the coordination of research groups, and the participation to conferences, should be considered. The concept of a science gateway is introduced--a portal or application by which computational resources are accessed and integrated--with particular focus on the how the gateways interact with a Grid resource. An overview of the types of science gateways is provided and discussed, which includes science portals, generic resource-access portals, and enabling technologies.

The article reports on the International Evidence-Based Librarianship conference held in Brisbane between October 16-19, 2005. Nearly 200 participants attended the conference, from many countries around the world. The Great Britain, Canada, U.S., Australia and New Zealand were all represented, with a very stimulating mix of practitioners and researchers/academics. The focus was on developments in evidence: linking research with practice. A range of workshops and presentations throughout the event elicited much greater interaction and questioning than generally occurs in U.S. conferences. At the conference a \vide range of research projects in library and information science were reported and discussed. During the conference the emphasis was led on the point that libraries have a very active interest in understanding what their users needs are, what services they should be delivering and how they should be developing their services to better meet these needs. Workshops included case studies of generalised library activities and services to develop research questions which were not limited to the health sectors.

The EURO Data Envelopment Analysis and Performance Measurement Working Group is organizing a EURO Summer Institute (ESI) in DEA. EURO institutes are organized to encourage good social and working relationships among promising young or scientists in Europe. The main purpose of an ESI is to establish in each or field a network of outstanding people who will continue to work together in the future. The ESI will take place between 16 and 26 August 1998 at the University of Warwick and up to twenty young researchers will be invited to attend. These will be drawn from applicants throughout Europe, recommended by their National OR Societies. Participation can be considered as an honour as it is limited to a group of about 20 people, who can only participate once in their career.

The International Conference of Bridges Seoul 2014 was the seventeenth annual conference in the Bridges series, which was held at the Gwacheon National Science Museum, Seoul, Korea, 14-19 August 2014. This year's conference brought approximately three hundred mathematicians, architects, scientists, artists, educators, musicians, writers, computer scientists, sculptures, dancers, weavers, and model builders together. In addition, for this year, thanks to the 2014 International Congress of Mathematicians (ICM) in Seoul, many participants from this congress attended Bridges. The article presents information on the contribution of scientist Bonifatii Mikhailovich Kedrov to the international philosophical community from the 1950s to the 1980s. From 1962 to the end of his life, Kedrov was president of the Soviet National Association for the History and Philosophy of Natural Science and Technology and actively participated in the work of the Division of Logic, Methodology, and Philosophy of Science. In the early postwar years, international activity related to the philosophy of science was organized by the International Union of the Philosophy of Science. This association held two international congresses at the end of the 1940s and in the 1950s, in which Kedrov took part.

Abstract: Medical scientists have expressed scepticism about whether philosophy is relevant to medicine. We challenged this in a conference on the topic of “too much medicine” (TMM) held in Oxford in April 2017. The topic of TMM provided an opportunity to bring the two disciplines together because of its history both in philosophy and in medicine. We found that the collaboration between the two disciplines was fruitful when two conditions were met. First, both disciplines had to avoid discipline‐specific jargon. Second, each discipline had to engage with the other. Specifically, medical scientists had to engage with some philosophical literature, and philosophers had to “get their hands dirty with data.” In this conference report, we provide an overview of our discussions and summarize the other papers in the series. We present an annual international Young Scientists Conference (YSC) on computational science http://ysc.escience.ifmo.ru/ , which brings together renowned experts and young researchers working in high-performance computing, data-driven modeling, and simulation of large-scale complex systems. The first YSC event was organized in 2012 by the University of Amsterdam, the Netherlands and ITMO University, Russia with the goal of opening a dialogue on the present and the future of computational science and its applications. We believe that the YSC conferences will strengthen the ties between young scientists in different countries, thus promoting future collaboration. In this paper we briefly introduce the challenges the millennial generation is facing; describe the YSC conference history and topics; and list the keynote speakers and program committee members. The article reports that the scientists were prohibited to attend the two sessions of a technical symposium held in Washington. The entry of scientists and engineers was restricted in order to avert the exportation of military technology to Soviet Union and few other countries. Only those scientists were allowed to attend the sessions who signed a statement verifying that they were American citizens and will not leak any information. The society and the Defense Department of the U.S. have agreed upon the decision of the organizers of the symposium. The symposium was sponsored by the International Society for Optical Engineering.

PNIRS formed a PNIRS China affiliate in 2012; transformed into Asia-Pacific in 2017. • Goal is to advance discoveries in psychoneuroimmunology with Asian scientists. • Promotes collaborations with scientists world-wide (https://pnirs.ansc.illinois.edu/#). • Symposia organized in China, Taiwan, Japan, South Korea, Australia and New Zealand. • 69 expert speakers have represented PNIRS Asia-Pacific at 16 different symposia in Asia. The Psychoneuroimmunology Research Society (PNIRS) created an official Chinese regional affiliate in 2012, designated PNIRS China. Now, just eight years later, the program has been so successful in advancing the science of psychoneuroimmunology that it has expanded to the whole of Asia-Oceania. In 2017, PNIRS China became PNIRS Asia-Pacific. Between 2012 and 2019, this outreach affiliate of PNIRS organized seven symposia at major scientific meetings in China as well as nine others in Taiwan, Japan, South Korea, Australia and New Zealand. This paper summarizes the remarkable growth of PNIRS Asia-Pacific. Here, regional experts who have been instrumental in organizing these PNIRS Asia-Pacific symposia briefly review and share their views about the past, present and future state of psychoneuroimmunology research in China, Taiwan, Australia and Japan. The newest initiative of PNIRS Asia-Pacific is connecting Asia-Pacific laboratories with those in Western countries through a simple web-based registration system. These efforts not only contribute to the efforts of PNIRS to serve a truly global scientific society but also to answer the imperative call of increasing diversity in our science.
