Average-wage-by-major statistics have become widely available to students interested in the economic ramifications of their college major choice. However, earning a major with higher average wages does not necessarily lead individual students to higher-paying careers. This essay combines literature review with novel analysis of longitudinal student outcomes to discuss how students use average-wage-by-major statistics and document seven reasons that they may differ, sharply in some cases, from the causal wage effects of major choice. I focus on the ramifications of two-sided non-random selection into college majors, mismeasurement of longitudinal student outcomes, and failures of extrapolation between available statistics and student interests. While large differences in average wages by major are likely to indicate causal ordinal differences between fields, small differences are probably best ignored even by students with strong interest in the economic consequences of their major choices. This essay is adapted from Chapter 6 of "Metrics that Matter: Counting What's Really Important to College Students."

Starting this year, tens of thousands of Russian freshmen found themselves attending a new mandatory course -- "Foundations of Russian Statehood." Swiftly designed under the auspices of Putin's administration, this ideologically charged course aims to position Russia as a unique civilization-state, bolstering Putin's political narrative and providing justification for the full-scale invasion of Ukraine. Consider, for example, this excerpt from the course's instructional video: "The 'Russian world' extends beyond current Russian borders, transcending ethnicities, territories, religions, political systems, and ideological preferences." As this curriculum becomes standard in Russian universities, it contributes to the emerging trend of weaponizing Russian universities and turning them into instruments in Russia's war of attrition with Ukraine and its broader stand-off with the West. This report discusses this weaponization process and the impact it is having on Russian universities, faculty, students, and the academic communities they belong to. It is regrettably a story of back to the future, reminiscent of the Soviet era of repression and attempts at control and manipulation of academics.

This qualitative study examines the information collected about applicants to mathematics or science teacher preparation programs (MSTPPs) and how university faculty perceive and value this information in admissions decisions. Based on document review and interviews with MSTPP faculty and admissions directors, we found that broad measures of mathematics and science content background (e.g., achievement test scores, past mathematics and science courses taken) were used more frequently than information on applicants' specific mathematics and science content knowledge and dispositions. In many cases, application components (such as interviews and personal essay statements) were perceived by faculty to be conducive to surfacing applicants' content knowledge and dispositions; however, they were not constructed or employed in a way that afforded the obtainment of this information. We highlight salient examples of MSTPPs' collection and use of information related to mathematics and science and discuss implications for TPP admissions processes.

Experiential learning is critical to a smooth transition from higher education to the workforce. Work-based college courses, such as internships and practicums, may be useful in facilitating this transition. This paper applies an innovative text mining technique to identify and analyze work-based courses from transcript data. The paper examines patterns and post-degree labor market outcomes of taking work-based courses at two-year and four-year colleges in a large public college system. Findings show that approximately 15% of enrollees and 30% of graduates took a work-based course in the six years after college entry. Students typically earned credits from work-based courses, and they typically took the courses in later years of their programs. Moreover, work-based coursetaking varied largely across fields of study as well as colleges. While there was no significant racial disparity, female students, students who were younger at enrollment, and U.S.-born students were more likely to take the courses than their counterparts. Results show a positive association between work-based coursetaking in college and the probability of being employed after degree completion among both two-year and four-year degree completers, a positive association with post-degree earnings among four-year completers, and a negative association with post-degree earnings among two-year completers.

With the dramatic increase of college students who self-disclose a disability, sustainable infrastructure for disability resource offices (DROs) is necessary to meet compliance requirements, reduce institutional risk, and promote overall accessibility on campuses. Because disability accessibility is a campus community responsibility, DROs must have the ability to collaborate effectively with a broad range of campus stakeholders. Appropriate staffing resources leads to better support for disabled students, which can improve persistence, retention, and graduation rates for this demographic as well as reduce staff burnout and the potential for staff turnover. The goal of this white paper is to provide DROs with information for disability resource professionals (DRPs) to consider when analyzing the infrastructure and number of staff within a DRO. This paper includes guidance on: (1) Examining time demands in critical DRO workload responsibilities; (2) Exploring operational efficiencies and workload balance; (3) Assessing the need for increased staff; (4) Finding and using benchmark data; and (5) Putting together a request for DRO resources.

The paper introduces the history and politics of value formation at historically Black colleges/universities (HBCUs) and focuses on how cultural-institutional values associated with Black and minority servingness--such as Black empowerment, ethics of care, and community service--impact the work of educators to coordinate internship opportunities for students. Drawing on interviews with educators at six HBCUs (n=27), this paper documents how such cultural-institutional values impact educational labor by being manifested in institutional discourse, supported through provision of institutional resources, embodied through institutional practices, and measured and assessed though institutional regimes of accountability. Educators work to expand students' access to the market by courting employers to establish networks for internships, and at the same time, work to promote the good reputation of the HBCU by selecting and triaging students who will represent the institution well, by socializing particular social skills, work norms, and dispositions of respectability, and by sociocultural matching of student and employer. This approach creates and expands the internship market for HBCU students; provides students with extra care, advice, and anticipatory socialization for the internship; and matches the student with an employer who may be particularly amenable to supporting the student's development. The paper proposes a value theory of educational labor that highlights and clarifies how cultural-institutional values constitute a specific context that motivates educators' work to serve their students in particular culturally informed ways.

This paper analyzes how employers use discourse to ideologize the value of college internships--a historically emergent form of contingent, temporary, educational labor which has rapidly become a major feature of both higher education and labor relations in the United States (Frenette, 2015). The analysis is based on in-depth interviews with employers (n=38) in firms and organizations across a range of sectors who supervise and coordinate the work of college student interns from two public universities and two technical colleges located in different economic regions within the same U.S. Midwestern state. Using the anthropological theory of value (Graeber, 2001), we develop an analysis of how employers use discourse to ideologize and coordinate internship labor. Employers use three discourses of value to ideologize 1) the individual intern as the primary beneficiary of the internship ("entrepreneurial discourse of value"); 2) the organization or firm as the primary beneficiary of the internship ("corporate efficiency discourse of value"); and 3) the community, industry, or society in general as the primary beneficiary of the internship ("community service discourse of value"). The article develops the concept of a "discourse token of value"--discursive forms that (like cash) mediate value--as a central concept of the analysis of emergent forms of education and labor.

In this descriptive study, we use longitudinal student-level administrative records from 4 cohorts of high school graduates in Kentucky to examine the extent to which students persist and attain post-secondary credentials in the CTE fields of concentration they choose in high school. To our knowledge, this is the first paper to use student-level administrative data to examine how different fields of concentration in high school CTE are related to future postsecondary outcomes. We find that concentrating in a particular CTE field in high school is associated with both continuing on with that same field in college and obtaining a postsecondary credential in that field; this relationship is especially strong in health fields and especially for women in health. The secondary-postsecondary connection is the weakest among students concentrating in occupational fields in high school, who are also the most disadvantaged socioeconomically and academically before high school. Despite the existence of secondary-postsecondary pipelines of career interests, most students enroll and obtain credentials in fields that are "different" from the field of concentration in high school. In addition, relative to students with similar pre-high-school achievement as measured by grades and test scores, we find that CTE concentration in high school is strongly associated with being more likely to enroll in a two-year college and less likely to enroll in a four-year college.

This fact sheet explores the association between parental income and the pathways of young adults in postsecondary education for students who began their studies in the 2012/2013 academic year. Students from low-income families have previously been shown to have lower rates of educational access and attainment. This fact sheet focuses on persistence and graduation indicators, which are now released annually, and furthers the analysis of these indicators by adding a parental income quartile dimension. Overall, the findings provide the following insights: (1) Students in the highest parental income quartile remained enrolled (persisted) and graduated at higher rates than students from the lowest parental income quartile for all selected educational qualifications and groupings. The differences in indicators by the level of parental income were more notable for the graduation rates than for the persistence rates; and (2) For students who graduated, those in the highest parental income quartile graduated as fast or faster than students in the lowest parental income quartile for all selected educational qualifications and groupings, though these differences were generally small. These findings are consistent with similar studies regarding postsecondary experiences of students by socioeconomic status.

This paper studies the causal impacts of public universities on the outcomes of their marginally admitted students. I use administrative admission records spanning all 35 public universities in Texas, which collectively enroll 10 percent of American public university students, to systematically identify and employ decentralized cutoffs in SAT/ACT scores that generate discontinuities in admission and enrollment. The typical marginally admitted student completes an additional year of education in the four-year sector, is 12 percentage points more likely to earn a bachelor's degree, and eventually earns 5-10 percent more than their marginally rejected but otherwise identical counterpart. Marginally admitted students pay no additional tuition costs thanks to offsetting grant aid; cost-benefit calculations show internal rates of return of 19-23 percent for the marginal students themselves, 10-12 percent for society (which must pay for the additional education), and 3-4 percent for the government budget. Finally, I develop a method to disentangle separate effects for students on the extensive margin of the four-year sector versus those who would fall back to another four-year school if rejected. Substantially larger extensive margin effects drive the results.

Following a landmark court ruling in 2005, more than half of Germany's universities started charging tuition fees, which were subsequently abolished until 2015. We exploit the unusual lack of grandfathering in these policies to show that fees increase study effort and degree completion among incumbent students. However, fees also decrease first-time university enrollment among high school graduates. Combining this enrollment impact with the effect on completion, we find that fees around the zero-price margin have only little effect on overall educational attainment. We conclude by discussing policies targeting the separate effect margins of fees and caution against a general abolition. Created by LatCrit scholars in the mid-2000s, Community Cultural Wealth (CCW) is an antideficit framework for understanding educational inequality. Since its publication, Yosso's (2005) seminal paper on the topic has been cited thousands of times by scholars in fields as distinct as engineering, K-12 education, and public health. This paper reviews the recent scholarship on college students' experiences and outcomes that uses CCW as a guiding framework. Although the intended audience for this review is career services professionals in colleges and universities, my hope is it can also be helpful for scholars of career development who want to brush up on the CCW literature and consider future research questions the framework presents. The existing literature offers insights on the college-to-career transition. It reveals the centrality of familial capital in shaping students' career pathways, the function of resistant capital in forming students' career interests, the utility of students' existing social capital in the job search process, and the role of counterspaces in activating CCW for career success. However, CCW scholarship typically focuses on college students' matriculation, persistence, sources of support, and wellbeing, not on their career development--including the psychological, spiritual, sociocultural, political and economic factors influencing students' career interests and the knowledge, relationships, and environmental contexts shaping their career choices (Duffy & Dik, 2009). This gap presents opportunities for researchers and career services professionals to partner in creating and evaluating programming with CCW in mind. There are also opportunities to increase the methodological diversity of CCW scholarship, to consider the ways in which students mix CCW with "dominant" forms of capital for career success, to collect data from employers, faculty, and other gatekeepers, and to account for the role of institutional context.

If assessment is about improving learning and facilitating better teaching through research and helping students learn what higher education purports to value, then the often-invisible institutional barriers that do not always embrace the ways in which classroom assessment can teach an institution about student learning within individual courses--and even individual sections of courses--need to be examined. This occasional paper focuses upon connections between institution-level and classroom practice as related to basic writers and basic writers' perceptions of agency, assessment, and their own writing. While faculty in higher education consistently lament inadequate student writing, this paper explores whether students are even aware that their writing is an issue. The paper explores if institutions would benefit from asking students what they understand of and think about the ways in which their writing is assessed, or if they are even aware that their writing is being measured against a set of criteria or learning outcomes. In other words, should composition specialists engage with students to better understand their perceptions of how their writing is assessed? And would this sort of investigation be a productive means to help students succeed? By asking a group of basic writing students what they thought and how they felt about the ways in which their writing was evaluated, the paper explores student agency in the writing process and argues that instructors will need to design their courses--including those that use remote teaching technologies--in ways that strengthen individualized student-to-teacher interaction and see students as individuals with unique strengths, challenges, and perceptions.

Underrepresented minority (URM) college students have been steadily earning degrees in relatively less-lucrative fields of study since the mid-1990s. A decomposition reveals that this widening gap is principally explained by rising stratification at public research universities, many of which increasingly enforce GPA restriction policies that prohibit students with poor introductory grades from declaring popular majors. We investigate these GPA restrictions by constructing a novel 50-year dataset covering four public research universities' student transcripts and employing a dynamic difference-in-difference design around the implementation of 29 restrictions. Restricted majors' average URM enrollment share falls by 20 percent, which matches observational patterns and can be explained by URM students' poorer average pre-college academic preparation. Using first-term course enrollments to identify students who intend to earn restricted majors, we find that major restrictions disproportionately lead URM students from their intended major toward less-lucrative fields, driving within-institution ethnic stratification and likely exacerbating labor market disparities. Professional societies (ProSs) are instrumental in shaping science, technology, engineering, and mathematics (STEM) cultural norms. Existing legacy structures designed to serve majority groups and constructed in service of dominant norms and values present a clear obstacle to attracting, retaining, and serving minoritized STEM professionals, such as women, particularly women with additional intersecting marginalized statuses (Solebello et al., 2016). In this perspective article, we in the Amplifying the Alliance to Catalyze Change for Equity in STEM Success project, known as ACCESS+, explain our development of an adapted diversity, equity, and inclusion assessment tool. ACCESS+ is an NSF ADVANCE Partnership that is adapting a pre-existing tool known as the Diversity and Inclusion Progression Framework, which was developed in the United Kingdom jointly by the Royal Academy of Engineering and the Science Council (2021). As with the original version, the purpose of the U.S. adaptation--the Equity Environmental Scanning Tool, or EEST--is to provide STEM ProSs with a way to benchmark their diversity, equity, and inclusion efforts, discern areas of organizational strength, and identify foci for organizational remediation. In this piece, we share background information for EEST refinement, including content adaptations and structural changes.

Most military veterans who reside in a central U.S. city have not entirely used their Montgomery G.I. Bill (MGIB) education benefits to advance their careers. There is limited research on veterans' views of the effect of certain barriers, identified from prior research, on academic persistence. The problem of the lack of specific information about the barriers that prevent military veterans residing in a central U.S. city, from fully using the benefits of the MGIB, was addressed in this study. Clark and Caffarella's transition theory was used in this case study to explore the perceptions of eight military veterans on reason they dropped out of college or never used the MGIB to attend college. The research questions focused on military veterans' views of strengths and weaknesses of the G.I. Bill while they were in active duty, at the time they made the decision to not use it or respectively how the U.S. Department of Veterans Affairs processed their eligibility. Thematic analysis findings from the data collected with face-to-face semi-structured interviews revealed five themes that described military veterans' views of the barriers they faced during their duty from their supervisors, perceptions of the MGIB during active duty, applying for college, having a family prevented the use of the benefits, expired MGIB benefits, and having a job that prevented the use of the MGIB. The resulting project consisted of a white paper that proposed recommendations of how military veterans could successfully improve their academic progress towards earning a college degree. The project contributes to positive social change by informing future military recruits, active-duty military personnel, military veterans, and military veteran organizations of potential strategies to help military veterans effectively use the MGIB benefits to earn a college degree.

Internships are a widely promoted high-impact practice (HIP) across the postsecondary landscape, particularly among minority-serving institutions (MSIs), where internships are seen as potentially transformative vehicles for students' career success and social mobility. However, little research exists on how the design, implementation, and ultimate effects of college internships vary (or should vary) according to the unique institutional contexts of MSIs and students' racial identities and cultural backgrounds. This idea is based on research demonstrating that a "one-size-fits-all" approach to classroom teaching and student advising, and broader approaches to student engagement, ignore historic and structural inequalities while also overlooking the unique needs, circumstances and potentials of a diverse student body. Our main goal in this paper is to review the literature on internships in Hispanic-serving institutions (HSIs) and with Latinx college students to determine if internship program design, implementation, and student experience vary based on the unique institutional contexts of HSIs and/or the racial and cultural attributes of Latinx college students. We conducted an integrative review of the literature on HIPs in general and internships in particular as they relate to Latinx students and HSIs. Results indicate a small but growing body of empirical research on these topics. Some studies highlight how specific features of HSIs (e.g., institutional missions, "servingness") and Latinx students (e.g., their family capital, cultural perspectives on work) influence how HIPs and internships are designed and experienced. These insights underscore the importance of accounting for cultural, structural, and historic factors when studying and designing internship programs. We conclude the paper with a review of existing theoretical frameworks for studying HSIs and a proposal for a new research agenda that pays close attention to the role of culture at individual, group, institutional, and societal levels. Ultimately, we contend that while certain universal principles of internship design and implementation are likely to be applicable for HSIs and Latinx students, there are critical differences and opportunities for internships in these institutions and for these students that should be acknowledged and incorporated into HIP-related policymaking and practice.

Hong Kong and Singapore are island city-states that exude the complicated tensions of postcolonial nationalism. Both are influenced directly or indirectly by the long shadow of China's rising nationalism and geopolitical power and, in the case of Hong Kong, subject to Beijing's edicts under the terms of the 1984 Sino-British Joint Declaration. Both have productive economies dependent on global trade, and each has similar rates of population density--Hong Kong's population is 7.4 million and Singapore is home to 5.8 million people. It remains to be seen whether Hong Kong's peripheral nationalist identity will be retained, or whether the increasingly assertive influence and control by mainland China will prevail and fully assimilate Hong Kong. But it is apparent that Hong Kong is at a turning point. Throughout 2019, protesters filled the streets of the city, worried about declining civil liberties, specifically Beijing's refusal to provide universal suffrage as promised previously in law and the disqualification of prodemocracy candidates, along with the growing control of Hong Kong's government and universities by Chinese central government designates and fears of an ever-expanding crackdown on dissent. Singapore provides a less dramatic but relevant example of the tension caused by the influx of foreign national students and academics who often displace native citizens, combined with government-enforced efforts to control dissent in universities. And like Hong Kong, the long shadow of China influences the role universities are allowed to play in civil society. The following is an excerpt from the book "Neo-Nationalism and Universities: Populists, Autocrats and the Future of Higher Education" (Johns Hopkins University Press) that explores the implications of nationalist movements on universities in Hong Kong and Singapore. In both, university leaders, and their academic communities, value academic freedom and the idea of independent scholarship. Yet the political environment is severe enough, and the opportunity costs great enough, that they, thus far, remain generally neutral institutions in a debate over civil liberties and the future of their island states. The exception is the key role students have played in the protest movement in Hong Kong, but for how long?

Food insecurity, a condition of limited access to nutritious food, is a critical issue for college students' health and well-being. In this report, we present results from our project that examines the long-term effects of college students' food insecurity on future socioeconomic status, wealth, and food insecurity using nationally representative data from the Panel Study of Income Dynamics. Our study population included 1,574 individuals who were enrolled in college between 1999-2003, aged 16-29 years old during college enrollment, and remained in the sample through 2015-17. We examined the associations of interest using a combination of linear, logistic, multinomial logistic, and fixed-effects regression models, adjusting for sociodemographic characteristics measured concurrent with college enrollment or during childhood. In the sample, the prevalence of food insecurity during college was 14.9%. College food insecurity was associated with lower odds of college completion and lower likelihood of obtaining a Bachelor's degree or a graduate or professional degree. These associations were more pronounced among first-generation college students. College food insecurity was also associated with lower mean labor wage income and lower wealth accumulation (including home equity) across subsequent survey waves between 2005-2019. Finally, college food insecurity was associated with a higher prevalence of food insecurity in the later adult years (measured in 2015-17). Results suggest that college food insecurity has long-term implications for socioeconomic outcomes in adulthood. Future research should focus on the role of programs and policies that can break the cycle of chronic food insecurity and poverty over the life course.

In her April 2010 NILOA paper, "Opening Doors to Faculty Involvement in Assessment," Pat Hutchings called for institutions to involve students in assessment, citing the potential to increase faculty engagement. In Curtis and Anderson (2020), the first author interviewed numerous partnership experts in both the United Kingdom and the United States regarding student-faculty partnerships and the extent to which students currently engage in the assessment process. Findings from the study make it clear that there currently exists little student-faculty partnership in assessment at the program- or system-levels. Combining existing research on partnership and the expert responses from the Curtis et al. study, we present a framework, based on prototyping, for developing student-faculty partnerships in program-level student learning outcomes assessment.

Filling the STEM pipeline from secondary schools to postsecondary institutions is essential for the nations' competitiveness in the 21st century. It is therefore crucial to motivate more high school students to consider entering one of the STEM fields and to prepare themselves by taking advanced coursework in STEM that will prime them for choosing a STEM major in college, and eventually, a STEM career. High school students' pathway to a college STEM major can be seen as related to a series of academic choices (e.g., middle school STEM related activities, high school STEM coursetaking, and outside of school activities) and achievements that begin in early schooling years and continue to develop in secondary school (Eccles, 1994; Wang, 2013; Wang & Degol, 2013). This current study develops a comprehensive conceptual framework to describe how high school STEM coursetaking, STEM GPA, and motivational beliefs on science and mathematics are related to students' decisions about whether to choose a STEM major at 4-year college after taking into consideration student, family, and school background factors. The conceptual framework focuses on the direct relationships between five factors and choosing a STEM major in college: mathematics motivation, science motivation, high school STEM coursetaking, STEM achievement, and social networks. The results of simple comparisons of mathematics and science motivation between students in STEM- and non-STEM majors indicated that STEM-major students have a higher level of mathematics and science motivation in all four measured constructs (mathematics identity, mathematics self-efficacy, science identity, and science self-efficacy) compared to non-STEM major students. The structural equation model (SEM) results, which take into consideration of factors for other high school experiences, further identified the significant relationships between STEM motivation and having a STEM major in college. The findings suggest that science identity had the strongest association with students' choice of a STEM major among all other motivation variables, STEM coursetaking, and achievement variables.

Retaliation in any form can result in a range of negative consequences for those who experience it either directly or indirectly. Individuals can experience limitations in the opportunities to contribute and advance in their career, and they may feel as if their only response to the adversity is to leave the field. When an institution allows such retaliation to take place, the target's sense of trust and dependency in the institution to maintain their safety and act on their behalf is negatively impacted. Retaliation can also have consequences for the broader community and the institution. For example, observers of retaliation can be affected by the low morale in the department or unit stemming from retaliation. The Action Collaborative on Preventing Sexual Harassment in Higher Education of the National Academies of Sciences, Engineering, and Medicine brings together academic and research institutions and key stakeholders to work toward targeted, collective action on addressing and preventing sexual harassment across all disciplines and among all people in higher education. The Action Collaborative includes four working groups (Prevention, Response, Remediation, and Evaluation) that identify topics in need of research, gather information, and publish resources for the higher education community. This individually-authored paper was created by members of the Remediation Working Group to explore the full implications of retaliation in higher education and develop a paper that provides relevant information as discussed in the 2018 National Academies report Sexual Harassment of Women: Climate, Culture, and Consequences in Academic Sciences, Engineering, and Medicine. The paper illustrates how legal protections can fall short when various types of retaliatory actions occur in academia and explores how institutions can creatively address retaliation with broader policies--policies that expand on and hone institutions' current anti-retaliation practices, engender effective communication of their response to various forms of retaliation. Reported hate crimes have increased rapidly in recent years, including on college campuses. Concurrently, general racial animus has increased in the United States. Scholars have shown that the larger sociopolitical environment can directly impact the campus climate and experiences of all students, particularly students of color. However, little is known about how reports of hate crimes incidents relate to the college enrollment of students of color. This lack of evidence is especially troubling for Black persons, the most frequent targets of reported hate crimes both on and off campus. This paper helps to fill in that gap by exploring the association between Black students' college enrollment and the number of reports of hate crimes at two levels: the state and the institution. We examine a comprehensive dataset of institutional enrollment and characteristics, reported hate crimes, and Census data on state racial demographics from 1999 to 2017 using several techniques including institution fixed effects. We find that a standard deviation increase in reports of state-level hate crimes predicts a 20% increase in Black first-time student enrollment at HBCUs. As the number of reported hate crimes is almost assuredly an undercount of the actual number of incidents, we explore the implications of this work while keeping that limitation in mind.

We study the Tutoring Online Program (TOP), where: (i) tutoring is entirely online; (ii) tutors are volunteer university students, matched with underprivileged middle school students. We leverage random assignment to estimate effects during and after the pandemic (2020 and 2022), investigating channels of impact. Three hours of individual tutoring per week increased math performance by 0.23 SD in 2020 and 0.20 SD in 2022. Higher-dosage yielded stronger effects, while group tutoring smaller effects. TOP enhanced students' aspirations, socio-emotional skills and psychological well-being, but only during school closures. We also estimate the impact of TOP on tutors, finding increases in empathy. We conduct a survey-based experiment with 2,776 students at a non-profit university to analyze income insurance demand in education financing. We offered students a hypothetical choice: either a federal loan with income-driven repayment or an income-share agreement (ISA), with randomized framing of downside protections. Emphasizing income insurance increased ISA uptake by 43%. We observe that students are responsive to changes in contract terms and possible student loan cancellation, which is evidence of preference adjustment or adverse selection. Our results indicate that framing specific terms can increase demand for higher education insurance to potentially address risk for students with varying outcomes.

We examine the initial post-college geographic location decisions of students from hometowns in the Appalachian region that often lack substantial high-skilled job opportunities, focusing on the role of non-pecuniary considerations. Novel survey questions in the spirit of the contingent valuation approach allow us to measure the full non-pecuniary benefits of each relevant geographic location, in dollar equivalents. A new specification test is designed and implemented to provide evidence about the quality of these non-pecuniary measures. Supplementing perceived location choice probabilities and expectations about pecuniary factors with our new non-pecuniary measures allows us to estimate a stylized model of location choice and obtain a comprehensive understanding of the importance of pecuniary and non-pecuniary factors. We also combine the non-pecuniary measures with realized location and earnings outcomes to characterize inequality in overall welfare. This report summarises the findings of the EUA Learning & Teaching Thematic Peer Group "Digitally competent teachers in designing quality learning environments", which was active throughout 2022. Fostering teachers' digital competences is now an indispensable condition for imagining, designing and organising teaching formats, creating and sustaining learning design, assessing student learning, and promoting student engagement, all in the context of a rapidly expanding digital environment. This report explores how higher education institutions address the development of digital competences for teachers. The Thematic Peer Group identified common challenges and proposed a set of recommendations for institutions to develop digital competences with an ecosystem, holistic approach -- integrating a vision for innovation, organisational culture(s), leadership roles, strategy, policy and implementation. The group was organised in the context of the "Supporting European universities in their strategic approaches to digital learning" (DIGI-HE) project and EUA's Learning & Teaching activities.

This report summarises the findings of the EUA Learning & Teaching Thematic Peer Group "Needs and wellbeing of students and staff", which was active throughout 2022. It outlines aspects of a higher education institution's activities which the group identified as having the most influence on individual wellbeing. The group conducted student and staff surveys at group member institutions to enquire about these aspects, and whether they were positively or negatively affected by digital learning and teaching. In addition, the group organised a student focus group to obtain further insights into student views on wellbeing and the support institutions can provide. The results of these activities are summarised in the report, which concludes by outlining challenges, key considerations and recommendations, which institutions may find helpful for ensuring targeted and effective support for their students and staff. The group was organised in the context of the "Supporting European universities in their strategic approaches to digital learning" (DIGI-HE) project and EUA's Learning & Teaching activities.

With the widespread onset of the COVID-19 pandemic in 2020, Australian universities anticipated a significant loss of students and revenue and hence forecast the need for significant job reductions. Using Higher Education Statistics (HES) data on student numbers and full-time equivalent (FTE) staff by field of study, we explored changes which occurred between 2019 and 2020, this data only becoming publicly available in 2022. Against expectations, and with the exception of the field of study of Management and Commerce, nationally student numbers did not decline, but increased marginally. Our interest lay in the impact of this on casual academic staff employment in Australia's public universities, noting institutional strategies of having a flexible pool of casual staff to manage fluctuations in student demand. While the HES data does not allow firm conclusions, trends may become clearer with the release of the 2021 data. Nonetheless, it appears that many universities reduced casual academic staff numbers and marginally increased full and part time appointments. Overall, there were fewer academic staff to teach a static or increased number of students. What this exercise suggests is that irrespective of student enrolments, some universities may have used the pandemic as an opportunity for restructures and academic renewal. It also highlights the difficulties that universities may experience in managing their academic workforce.

A number of national and international organizations have compiled lists of grand challenges to unify the efforts of scholars and practitioners in a field. Unified efforts increase the possibility of creating meaningful and lasting progress. In this paper we share ten grand challenges that were identified through an examination of the assessment literature and a national survey. Each of the grand challenges are described. The four challenges which were identified as being of greatest concern to the assessment community are currently being addressed by the Grand Challenges in Assessment Project for possible collective solutions.

The United States is in a period of reckoning from which institutions of higher education are not exempt. Rather, we exist at the intersection of the chaos wrought by the novel coronavirus and the spread of outrage about systemic racism beyond Black, Indigenous, and People of Color (BIPoC) communities. The resulting almost universal sense of loss and uncertainty leads many of us to believe that individuals have little-to-no power to inform, never mind implement, change. Systemic problems require systemic solutions. There can be no return to "normal." We instead invite our assessment colleagues to question the unexamined assumptions which underlie our heretofore taken-for-granted approaches to assessing and documenting our students' learning; to reconnect with their foundational beliefs and values; and to fully engage with the uncertainty and complexity of the current moment. This paper offers readers a developmental approach for reflection, identifying potential leverage points, and intentionally creating a new assessment future which proactively includes "all" of our students.

The purpose of this brief paper is to present initial findings from the recently collected London School of Economics and Political Science-Centre for Economic Performance (LSE-CEP) Social Mobility survey, which was undertaken as part of the UK Research and Innovation (UKRI) project 'Generation COVID and Social Mobility: Evidence and Policy'. These are the first results from a project that is producing a detailed assessment of COVID-19's impact on education and economic inequalities and offering an assessment for the longer term consequences for social mobility in the UK. Alongside the survey findings, the authors have also analysed economic and education outcomes of individuals in April 2020 in the Understanding Society (USoc) national household panel data. Before the pandemic, younger generations were already facing declining absolute social mobility and real wage decline (Elliot Major and Machin, 2018, 2020a). Education inequalities were also widening. Here new findings are presented on inequalities in the workplace and the classroom that have emerged following the pandemic.

This Policy Paper aims at analysing the most important aspects of Public Responsibility, Financing and Governance of Higher Educations while seeking to formulate a students perspective on the state of play within the European Higher Education Area (EHEA). In doing so it touches upon the very foundation of how and in which socio-political environment educational systems and higher education institutions work nowadays. The European Students' Union (ESU) believes that open access to all levels of education is the cornerstone of a socially, culturally and democratically inclusive society, and a prerequisite for individual and societal development and well-being. ESU sees higher education as a human right, which is guaranteed in the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. How education is seen in society, how it is funded and how it is governed are tightly interlinked areas. This policy paper focuses on: (1) Public responsibility of higher education (fundamental values; institutional autonomy and academic freedom; academic integrity; intellectual property; education for sustainable development; human rights and democratic citizenship education; digitalization, artificial intelligence, learning analytics and privacy; commodification; partnerships between higher education institutions and industry; internships; and internationalisation and international trade); (2) Financing of higher education (financing of higher education; the funding gap; optimisation of funding of higher education institutions; performance based funding; and education free of tuition fees); and (3) Governance of higher education (students participation; working conditions of academic staff; committees and ombudsmans and leadership, intersectionality and training). Developed by the City University of New York (CUNY), the Accelerated Study in Associate Programs (ASAP) is a comprehensive program that provides students with up to three years of financial and academic support and other services. In return, students are expected to enroll in classes full time and participate in essential program services. An earlier experimental evaluation found that ASAP nearly doubled graduation rates three years after students entered the study. This paper summarizes the effects on education and financial aid outcomes over an eight-year follow-up period, or five years after the end of program services. This paper also presents the educational investment in students associated with providing these services and any educational investment in students from the CUNY community colleges after the program services were no longer provided. Through the eight-year follow-up period, ASAP's effects on associate's degree receipt persisted, indicating that the program not only helped students graduate faster, but also helped some students who would have never graduated without the program earn a degree. ASAP also led to a significant increase in the amount of financial aid students received through federal and state grants. The net cost (the difference between the total program group costs and the total control group costs) averaged $13,838 per program group member over eight years. CUNY spent, on average, an additional $9,162 per degree earned for students offered ASAP, compared with the control group students over the eight-year follow-up period. The findings also show that the program resulted in increased financial aid from the Pell Grant Program and the New York State Tuition Assistance Program, and reduced the grant dollars these programs invested per degree earned.

Internships are increasingly promoted as a high-impact practice to improve students' post-graduation employment outcomes, and educators and advisors often encourage students to participate in multiple internships. Yet, there is a lack of research on the socioeconomic and sociocultural factors associated with multiple internship participation for college students. We present findings about such demographic and contextual factors of multiple internship participation--drawing on survey responses, focus groups, and one-year follow-up interviews with students at five postsecondary institutions in the United States, along with interviews with educators and advisors at those institutions and an analysis of online documents about multiple internship participation. Analyses of survey data indicate the socioeconomic privileges associated with multiple internship participation; qualitative data document a particular culture of the multiple internship economy, representing multiple internships as a progressive accumulation of value. Based on these findings, we develop a sociocultural theory of multiple internship participation as a project of neoliberal gatekeeping navigation.

Entering into a new decade with an even more diversified college student population will not only require more assessment models involving students but also deeper professional development of institutional representatives key to student learning. Reflecting upon the conversations over the last three years around culturally responsive assessment and related equity and assessment discussions, this occasional paper highlights questions, insights, and future directions for the decade ahead by exploring what equitable assessment is and is not; the challenges and barriers to equitable assessment work; where the decade ahead may lead; and next steps in the conversation on equity and assessment.
