As our environment becomes increasingly urban, the governance of urban regions faces multifaceted challenges. There is growing recognition that studying the governance of urban regions requires looking beyond individual plans and examining networks of plans. Existing work on plan networks focuses on documents, neglecting the agency of the people and governments who create and implement the plans. To help fill this gap, we develop and test an analytical framework for assessing urban governance within a network of plans, focusing on the alignment of plan content, interactions, and the relative efficacy of the plans. We apply this framework in metropolitan Austin, Texas (USA), studying five strategic plans that address the region's built environments, transportation systems, and natural areas over a 20 year-period. The analysis reveals how voluntary regional scenario-planning conducted decades earlier continues to shape city and regional development goals; how alignment between plans on paper can belie poor cross-jurisdictional coordination in practice; and how plans addressing transportation and natural areas are more efficacious for implementation than plans for the built environment. Background: There has been limited research on college campus' green spaces and their benefits to students. This study aimed to identify relationships between a Texas campus's green spaces and students' knowledge of their health benefits and their perception of their health compared to the campus' indoor built environments. Methods: Photovoice was utilized to answer this study's research questions. Participants were instructed to take a photograph inside a building on campus and one outdoors anywhere on campus. Participants answered a questionnaire containing health-related questions, demographics, and nature relationship questions. Additionally, there was an in-class analysis and discussion to characterize overarching themes, knowledge, and evoked emotions. Frequencies, percentages, and a paired t-test were utilized to investigate the hypothesis that through the application of photovoice, participants would display more knowledge of nature's health benefits and a better perception of areas providing emotional, mental, physical, and social health benefits when in these green spaces compared to the indoor built environments on campus. Results: 122 students took photographs and answered the questionnaire. 91 students participated in the in-class discussion. Most students felt more positive (80%) and perceived better health with their outdoor location compared to their indoor. They also responded higher to having more positive overall health benefits (63%) outdoors than indoors. Conclusions: These findings further solidified nature improves overall mood, there is a positive relationship between health and nature, and people are aware of it. Future studies should attempt to identify barriers accessing campus green spaces and develop interventions to encourage students to utilize these spaces. [ABSTRACT FROM AUTHOR]

Reduced traffic exposure due to COVID-19 lockdowns may have resulted in changes to both the frequency and severity of motor vehicle crashes. In order to better understand the impact of COVID-19 lockdowns on traffic safety outcomes in US DOT Region 6, we explored the role of vehicle, user, and built environment factors on fatalities, injuries, and total crashes before and during COVID-19 lockdowns in Oklahoma and Texas. Findings suggest that while crash counts in Region 6 were 45%-50% lower during the COVID-19 lockdowns than the previous five-year averages, crashes were more severe. Fatal pedestrian crash counts decreased 3.9% during COVID-19 and fatal bicyclist crash counts increased 22.0%. These Region 6 outcomes were worse than the US as a whole. COVID-19 crashes were more likely single-vehicle fixed-object or rollover crashes involving unsafe speeds. In Texas, suburban areas saw the most crashes before and during COVID-19. Rural Texas crashes were most likely to result in a serious or fatal injury, and that likelihood got worse during the COVID-19 lockdowns. [ABSTRACT FROM AUTHOR]

The United States’ built environment is a significant direct and indirect consumer of energy and water. In Texas, and other parts of the Southern and Western US, air conditioning loads, particularly from residential buildings, contribute significantly to the peak electricity load on the grid, straining transmission. In parallel, water resources in these regions are strained by growing populations and shrinking supplies. One potential method to address both of these issues is to develop integrated thermal energy and auxiliary water (e.g. rainwater, greywater, etc.) storage and management systems that reduce peak load and freshwater consumption. This analysis focuses on a proposed integrated thermal energy and rainwater storage (ITHERST) system that is incorporated into a residential air-source chiller/heat pump with hydronic distribution. This paper describes a step-wise hourly thermodynamic model of the thermal storage system to assess on-peak performance, and a daily volume-balance model of auxiliary water collection and consumption to assess water savings potential. While the model is generalized, this analysis uses a case study of a single family home in Austin, Texas to illustrate its capabilities. The results indicate this ITHERST system could reduce on-peak air conditioning electric power demand by over 75%, with increased overall electric energy consumption of approximately 7–9%, when optimally sized. Objective: The objective of this study was to explore the perceived social-ecological impacts of school-based art mural installations that represented the immigrant and refugee experience in a major urban center in southeast Texas. Methods: We adapted surveys (ixia and National School Climate Center) to assess 4 theory-based individual- and community-level constructs with school personnel (N = 9) and students (N = 23) in 3 ethnically diverse inner-city schools in Houston, Texas. Focus groups and interviews captured their perceptions and experiences with the art murals in their own voice. Results: Most participants (> 90%) agreed that the art murals were socially valuable to the school community, neighborhood, and interpersonal relationships, in addition to providing increased economic value (p < .01). Participants responded that there were better relationships between the school communities and their neighborhoods and increased school pride. Student reflections and behaviors were commensurate with the murals' inspirational messages. Conclusion: Findings contribute to understanding the benefits of public art in predominantly minority school settings that reflect the immigrant and refugee experience and aspirations for improving health within a community. Rural communities are at higher risk for physical inactivity, poor dietary behaviors, and related chronic diseases and obesity. These disparities are largely driven by built environment, socioeconomic, and social factors. A community-based cluster randomized controlled trial of an intervention, the Change Club, aims to address some of these disparities via civic engagement for built environment change. Baseline data collection began in February 2020, only to be paused by the COVID-19 pandemic. In this context, the investigators evaluated multiple approaches for collecting data when the study resumed, focusing on Life's Simple 7, and additional anthropometric, physiologic, and behavioral outcomes in rural and micropolitan (<50,000 population) communities in Texas and New York. Life's Simple 7 includes fasting blood glucose, total cholesterol, blood pressure, weight, physical activity, diet, and smoking. Rigor and feasibility were considered across a variety of in-person versus at-home measurement options. After a comprehensive input from participants, partners, staff, researchers, and the funding liaison, the study team chose self-measurement and use of validated questionnaires/surveys to measure the Life's Simple 7 components. This case provides an example of how a study team might adjust data collection protocol during unexpected and acute events while giving consideration to rigor, feasibility, stakeholder views, and participants' health and safety. Regional hurricane risk is often assessed assuming a static housing inventory, yet a region's housing inventory changes continually. Failing to include changes in the built environment in hurricane risk modeling can substantially underestimate expected losses. This study uses publicly available data and a long short-term memory (LSTM) neural network model to forecast the annual number of housing units for each of 1000 individual counties in the southeastern United States over the next 20 years. When evaluated using testing data, the estimated number of housing units was almost always (97.3 % of the time), no more than 1 percentage point different than the observed number, predictive errors that are acceptable for most practical purposes. Comparisons suggest the LSTM outperforms the autoregressive integrated moving average (ARIMA) and simpler linear trend models. The housing unit projections can help facilitate a quantification of changes in future expected losses and other impacts caused by hurricanes. For example, this study finds that if a hurricane with characteristics similar to Hurricane Harvey were to impact southeastern Texas in 20 years, the residential property and flood losses would be nearly USD 4 billion (38 %) greater due to the expected increase of 1.3 million new housing units (41 %) in the region. With an emphasis on environmental factors correlated with physical activity, this research investigates environmental influences on aging-in-place measured by the number of years living at home after age 65 and before moving to a senior-living institution. It clarifies that aging-in-place can be promoted by nearby outdoor environments supportive of physical activity and the significant environmental factors exist at both the residential lot and neighborhood levels. Data were collected through a questionnaire survey completed by 206 senior-living older adults in Texas, who were not living in a traditional community setting anymore. Geographic information systems were used to objectively measure the physical environments of 117 sample sites. Twenty-five environmental features at residential lot and neighborhood levels were investigated. To compare the lengths of aging-in-place among participants with different environmental factors near their community dwellings, ANOVA tests were applied. Non-Hispanic White participants who had walkable environments, wide side areas on residential lots, and destinations for walking in neighborhoods maintained residence at home an average of 3.53-year longer than their counterparts (p < 0.01). Developing supportive environments for older adults’ physical activities near home may help them achieve and maintain a balance between their functional abilities and their living environments, thereby leading to more years of aging-in-place. This research fills a research gap by investigating environmental influences on aging-in-place through physical activity. This study explores the impacts of school siting and surrounding built environments on rates of motorist and pedestrian crashes around public schools in the Austin Independent School District, Texas, by using log-linear regressions. The results show that a higher sidewalk coverage and a higher percentage of local roads reduce pedestrian crashes around schools, while higher percentages of highways and commercial uses and higher transit stop densities increase motorist and pedestrian crashes. Floods continue to pose the greatest threat to the property and safety of human communities among all natural hazards in the United States. This study examines the relationship between the built environment and flood impacts in Texas, which consistently sustains the most damage from flooding of any other state in the country. Specifically, we calculate property damage resulting from 423 flood events between 1997 and 2001 at the county level. We identify the effect of several built environment measures, including wetland alteration, impervious surface, and dams on reported property damage while controlling for biophysical and socio-economic characteristics. Statistical results suggest that naturally occurring wetlands play a particularly important role in mitigating flood damage. These findings provide guidance to planners and flood managers on how to alleviate most effectively the costly impacts of foods at the community level. [ABSTRACT FROM AUTHOR]

Background: Active travel to and from a transit station may provide significant amounts of physical activity and improve health. The ease with which people can traverse the distance to the transit station may impede or support active travel. Therefore, transit stations that have features that are supportive of utilitarian physical activity would be desirable. This study aimed to characterize the built environment surrounding new light rail transit (LRT) stations in the City of Houston, Texas.Methods: In 2014, we used a series of systematic protocols and a standardized environmental audit instrument, the Analytic Audit Tool, to collect data on segments (streets) that surround 22 LRT stations that were being newly built. Using Geographic Information System (GIS), we assembled all the segments that intersect a 0.25-mile circular buffer around each station for the audit exercise. Several 3- to 4-member teams of trained auditors completed the audit exercise on a subset of these identified segments. Our analysis were descriptive in nature. We provided the frequency distributions of audited features across the study area. We also followed an original algorithm to produce several composite index scores for our study area. The composite index score is indicative of the prevalence of physical activity friendly/unfriendly features in the study area.Results: In all, we audited a total of 590 segments covering a total of 218 US Census blocks, and eight City of Houston super neighborhoods. Findings suggest the environment around the new LRT stations may not be supportive of physical activity. In general, the audited segments lacked land use integration; had abandoned buildings, had uneven sidewalks; were not bike-friendly, had minimal presence of public-recreational facilities that would support physical activity; and had significant physical disorder. Notably, certain attractive and comfort features were frequently to usually available.Conclusions: Current findings, which will be compared to follow-up audit data, can be useful for future researchers and practitioners interested in the built environment around LRT stations.
