Interest in higher education institutions (HEIs) as instruments for development has increased in recent years. The main objective of this paper is to address the contribution of HEIs to development through their missions, models, and challenges. With this purpose, we perform a historical analysis and characterise higher-education systems through the perspective of university models and missions, noticing relevant aspects regarding the evolution of this institution over time, as well as the transformations undergone. We also consider the main challenges that current higher education systems face in the 21st century. As methodological approaches, we carry out a literature review complemented by a comparative analysis based on data from the higher education systems of ten European countries. The findings show that HEIs can contribute to development through their missions, which are related to the models of higher education. Their first mission (teaching) contributes to improving human capital and attracting highly qualified people to their regions; the second mission (research) improves scientific knowledge which can foster innovative activities; and the third mission (community service) acts as a link between research and business, including patents, business incubators, and collaboration agreements. We also conclude that the challenges of higher education in the 21st century can be categorised essentially in three main areas: (1) globalisation and massification of higher education, as well as the internationalisation of HEIs' missions and diversification of the educational supply to attract new students; (2) new technologies related to the digitalisation of teaching and distance learning; and (3) higher education entrepreneurship, showing the importance of university-company relationships. This paper provides a global setting for a reflection on the role of HEIs in the 21st century, given their connection with society and the need for a more effective contribution to socio-economic development.

Audio-visual advances in virtual reality (VR) technology have given rise to innovative new ways to teach and learn. However, so far teaching and learning processes have been technologically driven as opposed to pedagogically led. This paper identifies the development of a pedagogical model and its application for teaching, studying and learning with 3D virtual reality technologies. This is in the context of design and technology education, where it has been devised for the support of innovation education. This work promotes an understanding of the implications of virtual learning technologies in education for teachers, learners and educational decision-makers. Furthermore, it can be shown that when pedagogical considerations are given weight in the development of such technology-based learning services, improvements arise for all stakeholders.

While facing cuts, downsizing and revenue losses, media organizations experience paradoxical demands in being organized for print or linear production with daily deadlines and simultaneously striving to be 'digital first' and produce and publish stories online on a continuous basis throughout the day. In this paper, we describe efforts applied when introducing the metaphor flowline in a medium-sized newspaper organization in Norway with the aim of aligning their production and publishing processes to readers' consumption of online news. Both the production volume of journalistic content, reader consumption and the newsroom workers' experience of mastering their everyday work life increased dramatically in a very short time. The involvement of a temporary autonomous team in the planning and designing of a test pilot aiming to make flowline "as practice", was integral to the digital transformation success, allowing for participative action across newsroom boundaries. Based on the empirical findings from the local newspaper organization and drawing on theories on liminality (Turner 1982, 1986) and metaphorical work (Schön 1993), this article presents a set of six interrelated steps incorporating a structure for autonomous teams and their role in enabling lasting change in organizations facing digital transformation. This paper investigates the radicalness of industry path transformation in different geographical contexts by analysing the introduction of new technological trajectories within established industry paths. We use an analytical framework based on path dependence theory to conduct a comparative case study of the introduction of offshore farming technology in the salmon farming industry in both coastal Norway and Tasmania, Australia. We show that similar points of departure can lead to different path transformation radicalness. In each case, the transformation outcome will depend on the unique interplay between agency and regional structural components during windows of opportunity. The empirical analysis supports the importance of considering agency, regional structural components and global technology trends when investigating path transformation radicalness. Knowledge‐intensive services firms prefer to locate in cities that provide access to rich information flows and abundant opportunities for learning‐by‐recruiting. Focusing specifically on such locations, this paper explores how innovation is associated with work experiences "collected" by employees through their recent career paths and the implementation by current employer firms of practices to manage knowledge. Strong complementarities are found using a unique Norwegian dataset: The statistical association between practices and innovation outcomes depends strongly on variety of experience‐knowledge among employees. There is growing recognition that traditional dementia care models fall short for people with dementia and their family caregivers. This has led to a call for new dementia care approaches. In response to this call, innovations in long-term dementia care are taking place both in the community and in residential care. One of these innovations is the care concept called "care farming." Care farms are farms that combine agricultural activities with care and support services for a variety of client groups, including people with dementia. Although the concept is being implemented in an increasing number of countries, the Netherlands and Norway are still front-runners in providing and researching this innovative dementia care approach. Over the last couple of years, several research projects have been carried out in these countries addressing a wide range of issues related to dementia care provision at care farms and using a wide range of research methods. This paper synthesizes the knowledge that has been generated in these research projects. By sharing the knowledge obtained in the Netherlands and Norway, we hope to inspire leaders in healthcare undertaking similar efforts to innovate care for the increasing number of people with dementia. In this paper we investigate the relationship between ICT infrastructure and innovation. In recent years the concept of the enterprise service bus has been introduced as an ICT architecture that supports strong integration of distributed components and services, but at the same time allows for adding or subtracting business partners at short notice. What are the organizational issues and challenges of this approach? Building on a case study from Norway we investigated this topic in the context of innovation of ICT based services. Our findings were analyzed at three levels; the bus as technical infrastructure, the bus as innovation infrastructure and the bus as organizational structure. We find that the bus as technical infrastructure supports innovation within a business unit, while the bus as innovation infrastructure facilitates the innovation of new business services. Further, we propose that a shared topology of these three levels is important to support the overall innovation process. Knowledge-intensive services are seen to have an increased importance for learning and innovation activity in a more knowledge-based economy. This paper compares the relevance of two complementary approaches as analytical tools in studying the exchange of knowledge-intensive services in innovation processes. The first approach focuses on the importance of expert knowledge from companies in the KIBS (knowledge-intensive business services) sector as input in innovation processes. The other approach focuses on the role of knowledge-intensive service activities (KISA) in innovation processes. The latter approach regards a wider set of players as potentially important knowledge-intensive service providers than just KIBS firms, it focuses on knowledge exchange beyond market relations, and it emphasizes the mix and match of internal and external knowledge-intensive services. This paper analyses the relevance of the two approaches by studying the use of knowledge-intensive services in two Norwegian industries dominated by different knowledge bases, that is, the aquaculture and the software industry, respectively. Empirical studies in the two industries demonstrate that the KISA approach certainly brings new elements into the investigation of the role of knowledge-intensive services in innovation activity. The approach focuses on how knowledge exchange occurs (in static or dynamic ways), and how it relates to firms' own innovation processes. Production studies have become popular over the past decade. Recent studies have analysed, amongst other things, innovation, management strategies and the effects of convergence on editorial processes. There have only been a few studies that have analysed what happened inside media organisations in the earlier transformative stages (outside the UK and the USA). This paper analyses how the Norwegian public service broadcaster (NRK) adapted to the loss of its monopoly and the beginning of competition during the mid-1980s. It provides a window into how the flagship of public service, the Enlightenment Department, dealt with the new situation. If one follows the production process of the main programme of the department (with the revealing working title 'Flagship') from its conception to its realisation as a weekly programme broadcast in prime time, this reveals how innovation at the time was restricted by organisational arrangements, internal values and external pressures. The programme makers included many elements that are still today considered to be advantageous in factual programming (humour, dramatization, popularisation, serialization, recognition, and even interactivity). This paper is based on the knowledge gained from working with two industrial networks from the county of Østfold in Norway. There is a particular focus on the creation of networking arenas and on the development of these arenas for better co-operation between the companies in the network. Much of the empirical knowledge has been achieved by interviewing participants from the networks and by active participation in co-operation projects. The theme is innovation processes in industrial networks, with special attention on how it is possible to enhance the innovation capacity of the networks. We discuss innovation processes in industrial networks as a part of regional innovation systems, because innovation processes in industrial networks cannot be fully understood without understanding how this also relates to the surroundings. We discuss how good relationships, continuous change and strategies for knowledge creation are important factors for innovation in networks. This could be achieved by following the principles from co-generated learning processes (such as a search conference). The principles could be adapted and specially designed for each network in a way that increases the quality and efficiency of the co-operation processes. [ABSTRACT FROM AUTHOR]

Plasma treatment offers an approach to enhance the nitrogen (N) content of livestock slurry and biogas digestate, thereby increasing the efficacy of organic fertilizers. This innovative method is used to produce nitrogen-enriched organic fertilizer (NEO) containing a double concentration of plant-available N. Over three years, we conducted a comprehensive study in 14 spring wheat and barley field trials in Norway. The primary objective was to assess and compare the cereal grain yield achieved by applying NEO to other conventional fertilizers. The NEO utilized in our research was derived from the unit developed by the Norwegian company N2 Applied. The results indicated that 120 kg N ha−1 in NEO yielded in the same range of cereal grains as 95 kg N ha−1 in mineral fertilizer. Moreover, the combination of untreated slurry and 55 kg N ha−1 in mineral fertilizer Opti-NS yielded the same as 120 kg N ha−1 in NEO. Surprisingly a combination of 12 kg N ha−1 in mineral fertilizer at sowing day and 108 kg N ha−1 in NEO at the three-leaf stage led to a higher yield in spring wheat than 120 kg N ha−1 NEO spread at sowing day in two out of three experimental years. Moreover, applying NEO directly to plants has shown no visible signs of harm. Lastly, filtering the slurry resulted in higher cereal grain yields than the untreated slurry. In conclusion, despite possessing the same N content, utilizing NEO yielded a 15–20% lower cereal grain yield than mineral fertilizer. Nonetheless, 20–30% more yield than the native amount of cattle slurry it derived. However, we have observed an unexplained loss of approximately 17% of the nitrogen in NEO, which does not translate into increased grain yield or nitrogen productivity. [ABSTRACT FROM AUTHOR]

Government funding actively engages in private R&D investment to enhance firm innovation. At the same time, firms are forced to find additional sources of competitive advantage, e.g., through cooperation based on the triple- or quadruple-helix principles. This paper analyses whether government funding and cooperation based on the triple-helix and quadruple-helix principles spur firms' product and process innovation rather directly or indirectly, taking into account the role of firms R&D. For this purpose, we collect data from the Community Innovation Survey and analyse 5045 Norwegian firms by using partial least squares structural equation modelling. Our results confirm hypotheses that public funding and both triple-helix and quadruple-helix cooperation significantly influence firms' research and development activities. Surprisingly, on the one hand, we showed that neither public funding nor triple- and quadruple-helix cooperation affect firms' product innovation directly. Moreover, the results show a negative influence of government funding and triple- and quadruple-helix cooperation on Norwegian firms' product innovation. On the other hand, process innovation is influenced positively and directly by firms' cooperation based on the triple- and quadruple-helix principles. The results of our analyses clearly show the key role of firm's R&D, which has proven to be a mediator of the effects of public funding and triple- and quadruple-helix cooperation on the product and process innovation activities of Norwegian firms. Abstract: Recently, the Norwegian authorities have established a number of Centres for Environment-friendly Energy Research (CEER), intended to develop new knowledge, foster breakthrough technology and promote innovation in order to solve specific challenges in the field of energy and environment. The expectation is that these heterogeneous, multipartner research consortia will lead to excellent academic performance and at the same time, that the new knowledge is of such nature that it can be exploited for practical and commercial purposes. This paper suggests that the adoption of two concepts of knowledge production, denoting knowledge produced in an academic context and in a context of application, respectively. These concepts, referred to as Mode 1 and Mode 2 knowledge production, open up for insight and implications about the challenges inherent in the CEER scheme. Our key argument is that in order to move our understanding of innovation in heterogeneous research collaborations, research efforts should be seen as concurrent processes of problem solving around scientific and practical problems. The main management challenge identified is the need to perform well as a manager of basic research and at the same time, lay the groundwork for innovation, that is, to lead according to differing expectations. Abstract: This paper examines the innovation process in four Norwegian companies, all supplying the automotive industry with light weight structural components. Twelve representative product projects are categorized, together with people from product development in respective companies, according to product and process novelty. The main contribution from this study is twofold; first, a new framework and index for categorizing innovation across product and process newness is developed, second, putting empirical data into the framework demonstrates that product and process uniqueness does not seem to be dependent on amount of resources. This paper presents the IRIS and MIT comparative study of the two oil capitals in Europe: Aberdeen and Stavanger, in order to analyze two successful oil and gas clusters. The Norwegian innovation system would be presented in detail. The article also examines the intrinsic role between the universities and the industrial context in the regional innovation system. Background: Implementing innovative health service models in existing service systems is complicated and context dependent. Flexible assertive community treatment (FACT) is a multidisciplinary service model aimed at providing integrated care for people with severe mental illness. The model was developed in the Netherlands and is now used in several countries, such as Norway. The Norwegian service system is complex and fragmented, with challenges in collaboration. Limited research has been performed on FACT teams and other new integrative health service models as part of such systems. However, such knowledge is important for future adjustments of innovation processes and service systems. Our aim was to explore how FACT teams are integrated into the existing formal public service system, how they function and affect the system, and describe some influencing factors to this. We sought to address how service providers in the existing service system experience the functioning of FACT teams in the system. Methods: Five focus group interviews were undertaken 3 years after the FACT teams were implemented. Forty service providers representing different services from both levels of administration (primary and specialist healthcare) from different Norwegian regions participated in this study. Team leaders of the FACT teams also participated. Service providers were recruited through purposeful sampling. Interviews were analysed using thematic text analysis. Results: The analysis revealed five main themes regarding FACT teams: (1) They form a bridge between different services; (2) They collaborate with other services; (3) They undertake responsibility and reassure other services; (4) They do not close all gaps in service systems; and (5) They are part of a service system that hampers their functioning. Conclusions: The FACT teams in this study contributed to positive changes in the existing service system. They largely contributed to less complex and fragmented systems by forming a bridge and undertaking responsibility in the system and by collaborating with and reassuring other services; this has reduced some gaps in the system. The way FACT teams function and needs of the existing system appear to have contributed positively to these findings. The transition to more sustainable business requires comprehensive transformations of business models, and such innovation can benefit from business experimentation for sustainability (BES). In this paper, we investigate BES in fast-moving consumer goods (FMCG). The aim of our study is to investigate how a reiterative BES process can inform the design of more sustainable business models. Specifically, we experiment with greener value propositions, to reveal relevant barriers and strategic interventions to overcome them. In three interrelated studies conducted in collaboration with Norway's largest FMCG company Orkla, we investigate a BES process on refill-based business models for cleaning products, which are aimed at plastic reduction. We investigate consumer acceptance of such sustainable solutions in a focus group (study 1), drivers and barriers associated with the adoption of these solutions in a large-scale survey (study 2), and interventions aimed at overcoming relevant barriers for adoption in an online survey experiment (study 3). Our findings shed light on how BES can reveal actionable insights for business model innovation, related to (1) systematic barriers that need to be overcome to stimulate the adoption of more sustainable solutions, and (2) to behavioural interventions that can facilitate green consumption. Background: Eating disorders are serious illnesses leading to a substantially lowered quality of life not only for the patient but also for their family. They are difficult to treat, and many patients fail to complete their treatment. At the Regional Centre for Eating Disorders (RESSP) at Nordland Hospital in Bodø, in the north of Norway, it was apparent that many young adult patients maintained an active, ongoing relationship with their family of origin, and that parents and others were often highly involved in their life and illness. It was therefore desirable to develop a treatment model involving family members; specifically a multifamily therapy (MFT) group programme. Methods: The aim was to establish an MFT service at RESSP for young adult patients suffering from severe eating disorders. This involved, (1) work preparatory to the establishment of the new service, (2) the development and implementation of a suitable MFT model, and (3) sharing the skills and knowledge gained from our experiences to other professionals in the field, and in other settings. This work of development and change can be understood as a process of innovation and is here described within the framework of implementation theory. The work took place in a clinically naturalistic context at the centre. Results: The MFT model description is based on experience during its development as well as its final form. The stages of this development process and of the changes made in order to establish the new service are described, together with its core components. To date, 68 patients and 198 family members have participated. Dropout rate has been 7.4% and the majority of patients have continued in treatment after completion of the MFT groups. BMI measurements show a significant weight-gain for those with an underweight at start. 32 other professionals have been trained in the model, and a similar service started in 3 other units. Conclusion: The new model has been welcomed by patients and families alike. The MFT group programme has had a strikingly low dropout rate and a majority of patients have continued in treatment. Background: Technological innovations are strongly promoted to meet the demands posed by increased pressure on home care services and to assist ageing in place in western societies. Although heavily advocated as plug and play solutions, technologies have proven difficult and unpredictable when integrated into home care services. We need greater insight into what happens when technologies are integrated into caring practices. All technologies come with expectations as to their function. This study explores how actors who are involved with the social alarm, which is an established technology innovation, relate to, perceive and articulate these expectations of the technology in everyday living.Methods: The article presents results from a two-case study, using a triangulation of qualitative methods in order to gain an in-depth understanding of technology in use in home care services through "thick descriptions". The study was conducted in Norway and data were analysed using a stepwise deductive-inductive analysis.Results: The empirical findings demonstrate that expectations regarding the social alarm, even though it represents a simple and well-established technology, are complex and multidimensional. The notion of script and domestication provided relevant tools for exploring these expectations and for understanding how actors interpret and adapt their practices of using the technology. This enabled a more comprehensive understanding of how technology opens up for different interpretations and puts values in play.Conclusions: This article suggests exploring technology in use as scripted in multidimensional script, and offers a frame for doing so. It also reveals how technology scripts and articulation prove important for understanding the complex reality when integrated into home care practices, thus identifying how using the technology leads to the taming and unleashing of both technology and actors. The study offers an increased understanding of how and why technology is unpredictable and works differently in different contexts. Public-service broadcasters are compelled to seek innovative ways to fulfil their public-service functions in an increasingly competitive environment. The Norwegian Broadcasting Corporation (NRK) has been experimenting with new programme formats and cross-media concepts. The concept of slow television was developed by the regional office in Bergen. On July 16, 2011, they started a five-day live broadcast from one of the cruise ships that sailed up the Norwegian coast from Bergen in southern Norway to Kirkenes near the Russian border. The broadcast was a huge success. I take this programme as a case study and provide an analysis from the perspective of innovation within public-service broadcasting. The article addresses the following questions: 1) In what way was the programme innovative? 2) How was the programme accepted and produced? 3) What accounts for the success of the broadcast in terms of number of viewers and popular engagement? This study examines the relationships among learning orientation, firm innovativeness and financial performance in the context of the Norwegian wood industry. A questionnaire-based survey was sent to the CEOs of firms in the wood industry in Norway (241 usable replies, response rate of 49 percent). Learning orientation and firm innovativeness were conceptualised and analysed as latent second-order constructs by using structural equation modelling. The findings show that learning orientation has a positive effect on firm innovativeness in the traditional manufacturing industry. In addition, learning orientation was found to positively affect financial performance via the full mediating effect of firm innovativeness. Furthermore, firm innovativeness was also found to have an independent positive effect on financial performance. No direct effect of learning orientation on financial performance was found. Background: Nearly half of all mental health disorders develop prior to the age of 15. Early assessments, diagnosis, and treatment are critical to shortening single episodes of care, reducing possible comorbidity and long-term disability. In Norway, approximately 20% of all children and adolescents are experiencing mental health problems. To address this, health officials in Norway have called for the integration of innovative approaches. A clinical decision support system (CDSS) is an innovative, computer-based program that provides health professionals with clinical decision support as they care for patients. CDSS use standardized clinical guidelines and big data to provide guidance and recommendations to clinicians in real-time. IDDEAS (Individualised Digital DEcision Assist System) is a CDSS for diagnosis and treatment of child and adolescent mental health disorders. The aim of IDDEAS is to enhance quality, competency, and efficiency in child and adolescent mental health services (CAMHS).Methods/design: IDDEAS is a mixed-methods innovation and research project, which consists of four stages: 1) Assessment of Needs and Preparation of IDDEAS; 2) The Development of IDDEAS CDSS Model; 3) The Evaluation of the IDDEAS CDSS; and, 4) Implementation & Dissemination. Both qualitative and quantitative methods will be used for the evaluation of IDDEAS CDSS model. Child and adolescent psychologists and psychiatrists (n = 30) will evaluate the IDDEAS` usability, acceptability and relevance for diagnosis and treatment of attention-deficit/hyperactivity disorder.Discussion: The IDDEAS CDSS model is the first guidelines and data-driven CDSS to improve efficiency of diagnosis and treatment of child and adolescent mental health disorders in Norway. Purpose:The technocratic and medicalized model of healthcare is rarely optimal for patients. By connecting two different studies we explore the possibilities of increasing quality of life in cancer care. Methods: The first study captures survival strategies in a historically isolated Arctic village in Norway resulting inMomentary contentment theory, which emerged from analysing four years of participant observation and interview data. The second study conceptualizes everyday life of cancer patients based on in-depth interviews with 19 cancer patients; this was conceptualized asNavigating a new life situation. Both studies used classic grounded theory methodology. The connection between the studies is based on a health design approach. Results: We found a fit between cancer patients challenging life conditions and harsh everyday life in an Arctic village. Death, treatments and dependence have become natural parts of life where the importance of creating spaces-of-moments and a Sense of Safety is imminent to well-being. While the cancer patients are in a new life situation, the Arctic people show a natural ability to handle uncertainties.
