In this paper, we survey the UK-based literature on school structures and school autonomy to identify settings in which alternative and more autonomous school arrangements can improve the educational attainments of pupils in the bottom tail of the achievement distribution. We also present new evidence on the effect of school academies on the age-16 GCSE attainment of students of different abilities up to 2009, before the Coalition Government changed the nature of the Labour academy programme. Within the UK education system, academies enjoy substantial autonomy in terms of management of their staff, taught curriculum, length of the school day and other aspects of their day-to-day functioning. Our results show that schools that converted to academies between 2002 and 2007 improved their overall age-16 GCSEs results by further raising the attainments of students in the top half of the ability distribution, and in particular pupils in the top 20% tail. Conversely, we find little evidence that academies helped pupils in the bottom 10% and 20% of the ability distribution. Finally, we find little evidence that late converters (2008 and 2009) had any beneficial effects on pupils of any ability. We conclude our research by comparing the experience of UK academies to that of US charter schools and Swedish free schools, and by providing some insights into the reasons why UK academies did not serve "the tail" as is the case for some US charter schools. A strong VET system is increasingly seen as essential to overcoming the current economic crisis in Europe. VET is seen as a powerful tool to assist in balancing labour market inefficiencies, increasing youth employment possibilities, and reducing skills mismatch. Its inherent flexibility and closeness to the labour market place VET in a good position to contribute to a faster economic recovery and long-term sustainable development. However, crucial for this role is continuous and systematic VET renewal that assures its relevance for the labour market. This publication explores 15 European national approaches to feedback mechanisms between VET and the labour market. It illustrates the diversity of solutions currently applied across Europe and how they are embedded in national traditions and education philosophy. The study asks three fundamental questions: how inclusive are national mechanisms for feedback between the VET system and the labour market; how responsive are existing mechanisms; and how transparent? Three annexes provide: (1) Case Studies; (2) List of interviewees; and (3) List of experts responsible for the country overviews. Bibliography and references are included. This paper outlines the background of an early years training program being implemented in inner city and rural settings in the United Kingdom. The paper is based on 5 years of observations, interviews, meetings, and training initiatives with educators and parents. In their comments, educators and parents often attributed their lack of participation in training to external constraints such as lack of time rather than to lack of interest. Program developers decided that in order to genuinely reflect the rights, interests, and needs of the children and adults, an open, flexible, and visionary attitude toward development and learning had to be adopted. It was necessary to think deeply about genuine accessibility and to question some elements of traditional training structures. Further research focused more specifically on the significance of the process of adults continuing to develop and learn, and analysis emphasized the importance and complexity of the concept of personal and professional well-being in development and learning. Nurturance of confidence, trust, and expectation provided the focus for initial supportive intervention. Program developers learned that throughout the implementation of such programs, the development and learning process must be stimulated through a sensitive context in which the needs, capabilities, and aspirations of individuals are shared and valued. This paper is based on a series of workshops about innovation in teaching and learning in vocational education and training (VET) which the authors conducted in March 2009. This paper addresses some of the underlying questions that practitioners have about innovation. The paper is structured in four sections: (1) a comparison of the trends in innovation identified in the two research papers: Australia in one; the United Kingdom and Europe in the other; (2) the workshop task that practitioners undertook: to design and take an innovation to market; (3) the questions and hopes of workshop participants: hidden dimensions of "innovation" and of being "innovative"; and (4) thoughts on expanding the pool of innovative VET practitioners. This paper builds on earlier reviews by the author of the changing roles and identities of contemporary professional staff in UK higher education (Whitchurch, 2004; 2006a; 2006b), and describes an empirical study that was undertaken between 2004 and 2007. It progresses the argument that the generic terms "administration" and "management" no longer do justice to the activities of these staff, and uses the concept of identity to develop four categories of "bounded," "cross-boundary," "unbounded" and "blended professionals." Via these categories it is shown how individuals are not only interpreting their given roles more actively, but are also moving laterally across boundaries to create new professional spaces, knowledges and relationships. The paper goes on to introduce the concept of "third space" as an emergent territory between academic and professional domains, in which "unbounded" and "blended professionals," particularly, are likely to work. It considers the implications of these developments for both institutions and individuals, and makes some comparisons with parallel groups of staff in Australia and the United States. Finally, it proposes that "third space" working is suggestive of future trends in professional identities, which may increasingly coalesce with those of academic colleagues who undertake project- and management oriented roles. Is public tertiary education really in a crisis, and, if so, what is the crisis about? This paper analyses international aggregated data and examines to what extent there has been a crisis of public tertiary education in OECD [Organisation for Economic Co-operation and Development] countries in the past decade. It first focuses on relative enrolments in the public and private sectors to show that enrolments in the public sector have not significantly declined, and only marginally benefited the private for-profit sector. It then analyzes changes in the funding of tertiary education from the perspectives of tertiary education institutions, students and governments. It shows that only students can (to some extent) complain about a recent crisis of funding and of public funding of tertiary education. Finally, the paper points to other possible reasons for the perceived crisis. Throughout the paper, the differences in the structure of public/private enrolments and funding in the United States and other OECD countries are emphasised to help better understand the differences in tertiary education policy debates in the United States and most other OECD countries. Digital learning makes possible the "unbundling" of school provisions--that is, it allows children to be served by providers from almost anywhere, in new and more customized ways. At the same time, because it destandardizes and decentralizes educational delivery, digital education is far harder to bring under the yoke of the quality-control systems and metrics that have been devised for traditional school structures. In this paper, Hess explores the pros and cons of input regulation, outcome-based accountability, and market signals as solutions to the quality challenge. In the end, he recommends using all three approaches in careful combination so as to leverage their strengths and offset their weaknesses. In practice, that means demanding transparent financial information from providers, holding them to account for student achievement gains whenever possible, and developing "crowd-sourcing" reporting systems to help educators, parents, and students identify the most effective purveyors of online learning. There is an extensive literature on the productivity of universities. Little is known, however, about how different types of leaders affect a university's performance. To address this question, this paper blends quantitative and qualitative evidence. First, I establish that the best universities in the world are led by respected scholars. Next, by constructing a new longitudinal dataset, I show that the research quality of a university improves some years after it appoints a president (or vice chancellor) who is an accomplished researcher. To try to explain why scholar-leaders might improve the research performance of their institutions, I draw from interview data with twenty-six university heads in the United States and United Kingdom. These findings have policy implications for governments, universities, and a range of research and knowledge-intensive organizations. (Contains 7 figures and 27 footnotes.)

Diana Wilkinson, Chief Social Researcher with the Scottish Government, assisted National Centre for Vocational Education Research (NCVER) to facilitate a forum to discuss the development of national research priorities for the vocational education and training sector. This paper summarises Diana Wilkinson's impression of the forum and uses two contrasting case studies of Scotland and Australia to consider the extent to which it is feasible to align academic research investment with medium-term priority-setting. This paper is concerned with the strategies being adopted for vocational education and training (VET) in Australia and the lessons that could be learned for them from policies in other countries. Six issues are considered in the paper, each relates to or more of the objectives and particular strategies in the Australia's National Strategy for Vocational Education and Training 2004-2010: (1) Workforce/adult training and retraining in the light of ageing and shifting occupational structures; (2) Equity issues for indigenous and other groups; (3) Managing demand and funding so that priorities are met; (4) Developments in qualification structures and quality assurance; (5) Enhancing provider capacity to ensure quality and responsiveness; and (6) Regional and community capacity building. The approach taken was to analyse national strategies, policies, objectives and priorities of government agencies to provide a point of comparison with Australia's National Strategy for VET. Analysis was most focused on the United Kingdom and New Zealand, and limited for Canada, due to the decentralised nature of that system. Implications for Australia are set out by strategy. This project on national standards and accreditation of career practitioners is set against a background of unprecedented interest by governments nationally and internationally in the provision of career guidance services. Currently more is known about the policy and delivery of career guidance than at any other time in history. There is growing interest in the relationship between career guidance and public policy because the benefits of career guidance to individuals, society and the economy have been recognised. In this regard, strategic alliances are being formed between career guidance practitioners and policy makers in order that policy commitments relating to the provision of quality career services are enhanced. Such an alliance is evidenced in the collaboration between the Department of Education, Science and Training and the Career Industry Council of Australia on this project. This project constitutes a very necessary step in a move towards a quality industry. The purpose of this scoping paper is to: (1) identify current standards guiding career practitioners in Australia; (2) review international work on standards including examples of best practice and advise on how this work might be relevant to the development of national standards and accreditation in the Australian context; (3) be informed by outcomes of national workshops, forums, and conferences 2000-2004; (4) identify the current membership requirements of professional career associations and bodies both nationally and internationally; (5) assess how prior learning or qualifications might be recognised and developed to fit within and meet the requirements of the quality standards; and (6) identify the issues that need to be addressed in the development of national standards. To achieve this purpose, this paper is structured around four main sections--international quality standards, national quality standards, standards guiding Australian professions, and the Australian career industry. Following this a number of themes related to the development and implementation of quality standards will be elaborated. A number of issues relating to the development and implementation of quality standards and accreditation in the Australian career industry will then be raised. Appended are: (1) Glossary of terms; (2) Table of Comparative Competencies; (3) Entry-level Qualifications of Australian Career Practitioner Associations; (4) Standards of Australian Career Practitioner Associations; and (5) Comparison of Quality Standards Across Career Case Studies.

A White Paper issued by the Labour government--under Prime Minister Tony Blair--in January 2003 outlines potentially sweeping changes in how British universities might be funded and regulated. These changes would build on three major paradigm shifts and experiments in system building in higher education in the United Kingdom since World War II: the creation and subsequent collapse of a binary system of higher education that included both universities and polytechnics; a decrease in governmental funding and an increase in regulations; and the introduction of student fees into the previously exclusively government-funded higher education sector. The Labour government's new White Paper proposes both to increase funding and to diversify the sources, and more controversially, to allow universities to set their own fees. At the same time, it continues to rely on an accountability and regulatory bureaucracy, and incentive funding, to encourage enrollment growth and to expand access to underserved populations.

Education is an area that is highly devolved in the UK, and the fact that all four constituent countries have pursued very different policies in the recent past provides a good testing ground to undertake a comparative review of the merits or otherwise of the education reforms that have taken place. There is, of course, an important policy context to such an analysis. Examining the performance of children educated in the devolved Scottish system in comparison to those educated in England, Wales and Northern Ireland has potential to offer a unique and valuable insight into the impact of Scottish devolution in a high profile area of public policy. When deciding whether or not to seek independence from the UK, the Scottish electorate will need to consider how a devolved Scotland has fared in educating its nation under its own terms--and hence how they might fare when taking ownership of other policy areas. In examining the key differences in attainment bearing in mind these differences, this report will help answer this question.

The practice of tracking and ability grouping--the division of students into separate tracks, classes, and groups for instruction based on their purported interests and abilities--has long been debated. Evidence from decades of research indicates that tracking magnifies inequality between high and low achievers without raising achievement overall, as high achievers perform better in tracked systems while low achievers perform worse, compared to similar students in mixed-ability contexts. These findings have been sustained in recent work, which has also advanced in three areas. First, international studies have yielded results that are generally consistent with those previously found for the U.S. and U.K. Second, new attempts to reduce or eliminate tracking have suggested ways in which some of the obstacles to reducing the practice may be overcome. Third, new work on classroom assignment and instruction has identified approaches that may capture the benefits of differentiation for meeting students' varied needs without giving rise to the consequences for inequality that commonly accompany tracking and ability grouping. These findings in turn call for new research and experimentation in practice. (Contains 5 footnotes.) Growth in mixed-sector institutions offering both vocational and higher education qualifications is expected to increase given recent and predicted policy changes. This issues paper focuses on the provision and management of higher education in technical and further education (TAFE) institutes. Issues raised for discussion include the governance of mixed-sector institutions as well as ensuring access and maintaining progression to higher education without sectoral division in the institution. Implications arising from the Bradley review of higher education are canvassed and the authors are inviting discussion on a range of questions related to the nature of policies and practices influencing the provision of higher education in TAFE. A section listing the TAFE institutes that have been registered to offer higher education qualifications and their accredited higher education qualifications, at February 2009 is appended. The ways in which children learn a language--be it their mother tongue or their second language--can have a strong influence on their success in school. Researchers in linguistics and early child development have tried to determine the factors that can help and hinder language acquisition in young children, with some conflicting results. In this article, the author reviews the research and existing theories on language development, focusing on how pre-schoolers' social environment affects their ability to learn languages and their subsequent reading and writing skills. Because children from immigrant families and those with a low socio-economic status often have difficulty with language acquisition, this review looks in particular at language development initiatives for disadvantaged groups in daycare settings. Beginning with an overview of theories on language development, the author examines the sometimes-conflicting hypotheses that attempt to explain how children acquire their first language and how some become bilingual. Next, the role of the social environment is reviewed, beginning with the importance of verbal input for first language development, then looking at the complex phenomenon of second language acquisition. The author provides an overview of research on bilingualism and its various forms, focussing on children who learn a second language after they are already established in their mother tongue, as opposed to the less common cases of children who acquire two languages from birth. Looking in particular at research on migrant children, the paper explores the course and duration of second language acquisition, as well as the common linguistic behaviours that may arise. Conditions that influence children's adoption of a second language and culture are then examined, as well as similarities and differences between first and second language acquisition. Factors that influence the development of a second language such as age, motivation, interaction, educational style, socio-economic status, and experiences in daycare are discussed, and the impact of early language development on school success is examined. Finally, the author reviews several programmes aimed at fostering language development and literacy in infancy and early childhood in the United Kingdom, the United States, and Germany, and concludes with a discussion of the implications of the research, providing several recommendations for practice. This paper examines how attitudes toward teaching English may need to change in the 21st century, noting shifts in the environment within which language teachers and learners operate that relate partly to the English language itself and partly to the political and social contexts within which it is used. The paper considers various positions relevant to different aspects of pedagogy, asserting that there are substantial differences between the role of English now and its role even a few years ago. It suggests that many earlier assumptions are no longer appropriate. The paper outlines the kinds of models that may help promote understanding of the new situation, and it suggests that there is value in seeing English teaching as a worldwide phenomenon in which the philosophies appropriate to particular countries and education systems need to show a systematic relationship to the philosophical principles underlying English teaching in other systems and other parts of the world. The concept of social exclusion has been widely debated in Europe, though there has been little discussion of its application to children. This paper examines what is meant by exclusion of children, considering the choice of reference group, the geographical dimensions of exclusion, and the issue of who is responsible for any exclusion of children. It looks at social exclusion in the United Kingdom and in the European Union, then it goes on to discuss the use of the concept of exclusion in the United States, where in contrast to Europe, it has achieved little penetration to date. To assess whether there are grounds for discussion of social exclusion as it relates to children in the United States, the paper focuses on various features of U.S. society and institutions, including the measurement of poverty, analysis of children's living standards, state versus federal responsibilities, welfare reform, the emphasis on personal responsibility, and politics and the economy. This issues paper, the third in a series of eight, is intended to distill formative evaluation questions on topics that are central to the development of the higher and further education information environment in the United Kingdom. The sets of ideas about "good" learning in issues papers 1 and 2 are no longer the private preserve of psychologists and educational theorists, but are beginning to enter into the thinking and conversation of teachers in higher education. The practice and discourse of learning and teaching in higher education is beginning to shift toward a more student-centered model in which the learner's cognitive activity (what the learner does) is acknowledged to be more important than teachers' historic preoccupations about syllabus coverage. The shift from teaching as the transmission of knowledge to teaching as the facilitation of learning has implications for the role of the teacher and for the creator of instructional resources. The focus can no longer be on creating learning resources without regard to their intended contexts. (Contains 11 references.) (SLD)

This issues paper, the fourth in a series of eight, is intended to distill formative evaluation questions on topics that are central to the development of the higher and further education information environment in the United Kingdom. As the online environment becomes a feature of teaching and learning, it offers lecturers the opportunity to provide their students with active links that will take them direct to learning resources. Preliminary evidence suggests that the context in which this linking is done is not always as helpful as it might be. This paper highlights some of the pitfalls encountered so far in providing links to online resources for students. The need to provide context is apparent. Effective resources for students are organized, with headings that explain their use and explanations that make the purpose of the link clear to the student. It is important to maintain links, and to be sure that URLs have not disappeared or changed ownership. Some sources of help in creating links to online resources include libraries and librarians, Web resource persons, and other members of the teaching or learning unit. (SLD)

With the tuition cost of traditional colleges and universities soaring and education technology advancing, online courses and degree programs are becoming more common. Some critics argue that an online degree cannot provide all the important features of a traditional college education, from extracurricular activities to new professional networks, but the evidence disputes much of that criticism, especially for certain groups of students. Indeed, some aspects of online education may provide a better experience than a traditional brick-and-mortar college for some students. (Contains 49 footnotes.)

Random assignment experiments are widely used in the United States to test the effectiveness of new social interventions. This paper discusses several major welfare-to-work experiments, highlighting their evaluation from simple "black box" tests of single interventions to multi-group designs used to compare alternative interventions or to isolate the effects of components of an intervention. The paper also discusses new efforts to combine experimental and nonexperimental analyses in order to test underlying program theories and maximize the knowledge gained about the effectiveness of social programs. Researchers and policymakers in Britain may find this variety of approaches useful to consider as they debate an expanded role for social experiments. (Contains 46 references.) (Author/SLD)

This paper is in part an answer to the question posed in a recent issue of "Educational Researcher" by Goldhaber: "School choice: do we know enough?" It also summarizes the results on the relationship between school choice and social segregation in the United Kingdom. Data used in this paper come from several sources, including official statistics and interviews with local education authorities. School choice was substantially increased in 1988; the analysis is based on the entire United Kingdom student cohort and for every year between 1989 and 1999. A range of segregation measures were used, though the results are invariant to the index used. Socioeconomic stratification in all secondary schools in England declined from a high of 36 percent in 1989 to around 30 percent by 1996, but rose to 32 percent by 1999. There is no evidence that within this decline in stratification, a subset of schools went into a "spiral of decline." The decline in differences in attainment between social groups may be the result of market reforms having worked, or a result of a larger trend arising from the United Kingdom's history of continuous improvement and "comprehensivization" in schooling. Other possible factors are greater "equality in poverty" and school reorganizations. (Contains 38 references.) (RT)

This paper reviews research on processes linking low incomes, deprived neighborhoods, and adverse outcomes for British children, identifying gaps and limitations in existing datasets and research strategies. Four domains are examined: education, health and psychological outcomes, crime and related behavior, and items linked to transitioning to adult life (e.g., unemployment, homelessness, and early family formation). The paper describes the basic model, which identifies household resources, particularly income, and distinguishes between transmissions and processes broadly within the family and individual sphere. It then examines possible data requirements and mechanisms in more detail, evaluating how far the available data sources include the appropriate data. After discussing neighborhood effects and data on service quality, the paper explores the technical questions of data linkage and ethical and legal constraints. It concludes that there is not one study that encompasses all that would be needed to chart and explain the relationship between poverty in childhood and the major outcomes in the short and medium term, though with the increasing sophistication of research measurement, studies demonstrate state-of-the-art data collection. Recommendations for future research are noted. Three appendices present information on modeling individual effects, the dataset, and modeling neighborhood effects. (Contains 67 references.) (SM)

There is a well known large and persistent association between education and health. This relationship has been observed in many countries and time periods, and for a wide variety of health measures. The differences between the more and the less educated are significant: in 1999, the age-adjusted mortality rate of high school dropouts ages 25 to 64 was more than twice as large as the mortality rate of those with some college. Substantial attention has been paid to these "health inequalities." Gradients in health by education are now being systematically monitored in many countries (the United States includes them as part of its Healthy People 2010 goals), and countries such as the United Kingdom have target goals of reducing health disparities--specifically by education or factors correlated with education. In this paper, we review what is known and not known about the relationship between education and health, in particular about the possible causal relationships between education and health and the mechanisms behind them. We then assess the extent to which education policies can or should be thought of as health policies. Data Appendix is included. (Contains 3 tables, 3 figures and 13 endnotes.)

Two important sets of performance indicators for institutions of higher education have become established in the United Kingdom: research quality ratings and teaching quality ratings. The research quality ratings and, to a lesser extent, the teaching quality ratings influence the level of government funding provided to higher education institutions. This paper considers the correlations between the two ratings and the possible consequences of policies which reshape the higher education sector by concentrating research resources in a limited number of institutions. Comparisons are made between quality assurance/assessment approaches in the United Kingdom and the United States, finding that U.S. higher education is much larger, more heterogeneous and has less government control than U.K. higher education, While the U.S. system of colleges and universities is generally unranked (by those responsible for accreditation), the UK system includes rankings. Use of use various analytical approaches to compare teaching and research ratings for both systems concluded that it remains unclear whether the measurement standards will lead to improvements in teaching and research. The business models under which most public universities in the U.S. operate have become unsustainable. They were put in place when state economies were stronger and there were fewer programs making competing claims on state funds. The current Great Recession has made things worse, but the unsustainability of current business models derives from longer-term trends that will prevent state investment in higher education from rebounding to prior levels. States and universities are making both incremental and structural changes in response. Incremental changes work within existing financial and governance parameters to effect cost savings and/or to extend services; they stretch the use of existing or shrinking resources. Structural reforms change financial and/or governance parameters to create different incentives, which focus on performance, outcomes, and stabilizing capacity. A number of these new models are summarized including: "charter" and "public authority" models, the Virginia tiered system model, the Oregon public endowment model, and the UK income-contingent model. Current conditions create both a challenge and an opportunity for statewide higher education systems to re-define their missions and priorities to sustain their public universities for the future. Whether changes are made by drift or by design will determine how well public universities can contribute to the growth of the country in future decades. (Contains 16 endnotes.)

The United Kingdom does not yet have any lifelong learning pedagogies. The country has a stratified and segmented educational system, with little connection between those sectors that might be regarded as contributing to the concept of lifelong learning. The reasons for this lack of connections between sectors were examined during an 18-month study that included a literature review and resulted in identification of the following pedagogic "identities" assumed by adult educators: educator as critical practitioner; educator as psycho-diagnostician and facilitator of learning; educator as reflective practitioner; educator as situated learner within a community of practice; and educator as assurer of organizational quality and efficiency and deliverer of service to agreed or imposed standards. These identities were analyzed within the following conceptual dimensions: learning within a community versus individualized learning; disciplinary community versus pedagogic community; moral and social accountability versus organizational accountability; educator as "person in the world" versus anonymous/invisible educator; and student as "person in the world" versus anonymous/invisible learner. The analysis established that it is impossible to disentangle learners' situatedness from the educative process and that the split between adult education and higher education lies at least partly in the relationship between pedagogical theory and practice. The Quality Convergence Study (QCS) project, a follow-up to a 2002 ENQA (European Association for Quality Assurance in Higher Education) survey of quality assurance practices in European countries, was carried out between September 2003 and October 2004. The project was coordinated by a project team consisting of representatives of ENQA member agencies and conducted by six member agencies of ENQA. The project team also made good use of six external quality assurance experts. This publication at hand is the final report of the project. The objective of the QCS project was to study the possibilities for convergence of national quality assurance systems in Europe through six examples, with the aim of obtaining identifiable reference points for transnational evaluations. In practical terms, the project aimed to find out "why" national quality assurance systems operate in particular, yet commonly identifiable ways in different national contexts. The existing descriptions of "how" these quality assurance processes work, formed the starting point of the project. Consequently, the QCS project had as its distinct purpose to increase understanding of those processes and their context in order to provide a base from which further action might be considered. In that sense, the project broke new ground. The writing of the self-analysis documents (SADs) and their examination constituted an important part of the project. Each participating agency drafted a detailed description about its specific national quality assurance context. After a cross-checking exercise, the SADs were sent to the external experts for analysis on the possibilities of convergence. The SADs have not been included into this paper, but can be found on the ENQA website at: http://www.enqa.net/pubs.lasso. One of the most important findings of the study is that convergence can be achieved not only by identifying similarities in the higher education systems, but also by understanding the different national contexts. The higher education systems are complex and constantly changing contexts for external quality assurance. The overall concept and objectives of the project fit closely with the aims of the Bologna Process. (Contains 20 footnotes.)

Historically, the UK system has been one of the most successful in combining excellence with access. However the favorable conditions that British universities and colleges have enjoyed in recent years, associated in large part with the introduction of higher tuition fees in 2006, are coming to an end. British universities and colleges face a future of static or even falling local demand, increasing local and international competition, severe public and private expenditure constraints, increased regulation, and greater difficulties in aligning costs with income. In the first instance, these pressures are likely to lead to increased collaboration, often in the form of mergers, where a stronger institution absorbs a weaker partner. In the medium to longer term, the creation of much sharper differences between institutions, and an even more pronounced hierarchy, seem probable. As well as setting back access, these developments (if they occur) will have very adverse consequences for the cohesion, health and standing of UK higher education. (Contains 8 notes.)

This paper focuses on the demand for and supply of intermediate-level vocational skills within the United Kingdom (UK) economy. Using existing research from surveys and case studies, Part One argues that there is a lack of evidence that widespread intermediate-skill shortages exist within the expanding service sector. In the manufacturing sector, however, skill shortages persist, although there have been large-scale reductions in the number of intermediate-level workers (craft workers). Overall, there appears to be a weakness in the demand for intermediate-level skills across the UK economy, reflecting the large numbers of firms that are pursuing relatively low-skilled, low-quality product market strategies. Part Two examines the stock of intermediate-level skills in the population and by selected industry sectors for the UK and for other European countries. This part notes that while the UK has produced more young individuals with intermediate qualifications, these qualifications are overwhelmingly academic and most of these students proceed to higher education, rather than acquiring vocational qualifications. Evidence from other countries shows that both the fulltime and work-based part-time routes can produce a mix of academic and vocational qualifications. The paper concludes that there is both a weak demand for intermediate-level skills from employers and a weak supply of employees with these skills. It also maintains that policy developments in this area must recognize and deal with these two elements if the UK is going to be able to compete in those markets that require a high proportion of employees to use middle- to high-level vocational skills. A task force was convened to identify the nature, extent, and pattern of skill needs and shortages for managerial occupations in the United Kingdom (UK). The task force began by examining the key challenges facing managers in the UK. The following factors were among those considered: economic policies promoting liberalization and deregulation; increasingly fragmented and global product markets; and technological transformations arising from developments in microelectronics. The demand projections for managers and skills shortages (as demonstrated through recruitment problems for higher-level occupations) were reviewed along with the new skills and competencies demanded of managers. Skills related to the following management roles were detailed: managing operations, managing finance, managing people, and managing information. Each key role was subdivided into units of competence that were in turn subdivided into elements of competence. Performance criteria and range indicators were provided for each element of competence. The following key management roles were added to the original four: manage energy, manage quality, and manage projects. Existing management standards were reviewed and modified to reflect the new roles. Management training and development in schools and small and medium enterprises were discussed along with criticisms that have been leveled against competency-based management development. This paper responds to the Nuffield Languages Inquiry regarding the following: what language capabilities the United Kingdom (UK) will need in the next 20 years to fulfill its economic, strategic, social, and cultural goals and aspirations; the extent to which current policies and arrangements meet these needs; and strategic planning and initiatives needed. In recent decades, English has achieved an unprecedented world role, but current patterns of world demography and population are rapidly changing the relative numbers of first language speakers for significant languages. Thus, the UK must provide foreign language training as an integral part of education for all citizens. Citizens must become proficient in at least one major language of the European Union (French, German, and Spanish). The paper recommends including a language question in the Census of the Population to determine the range of languages spoken. The United Kingdom lacks coordination from one sector to the next at all levels of foreign language learning. A shortage of foreign language teachers is a critical problem. It is necessary to recognize the interconnectedness between the development of English and other mother tongues and the move into foreign languages; language competence and awareness; and language development and the need to improvise and make mistakes in the course of learning. This paper explores educational stratification of unemployment in early labor market career; its institutional embeddedness in specific education and employment systems; and youth unemployment in France (F), the United Kingdom (UK), and West Germany (G), which greatly differ relative to major institutional characteristics of education systems and labor markets. Analyses use national Labor Force Surveys data to assess recent trends. The paper relies on single-stage and sequential logit models to estimate effects of individual educational achievement on unemployment risks and presents evidence of a sharp distinction between the educational stratification observed in G, F, and the UK. Findings indicate the following: (1) labor market entry occurs smoothly and immediately for vocationally qualified leavers in G, with extensive search for first jobs confined to the least qualified; (2) after initial employment in G, education plays a negligible role for risk of unemployment, which is more tied to features of employment positions; (3) in F and the UK, the match between qualifications and jobs is less clear-cut and level of education provides advantages in terms of less search unemployment and lower job instability, yet differentiation is much less pronounced; (4) in F and UK, education effects maintain positive impacts on job stability, suggesting a more gradual match between qualifications and attainment; and (5) results are stable for both time periods, indicating idiosyncratic changes in the educational stratification of youth unemployment.
