This article explores how leisure organisations developed entrepreneurial practices to enable innovation for the post-covid-19 pandemic era. Whilst entrepreneurship and innovation have been the subject of academic scrutiny in mainstream sport, there is a relative paucity of studies within the broader holistic context of leisure. Semi-structured interviews, conducted in the United Kingdom (UK), provide insights from nine high profile, globally recognised industry practitioners from across the leisure industry including the sport, entertainment, health and fitness, leisure, hospitality, arts and culture, events and tourism sectors. Four key themes emerged from the data including extending capabilities through (i) research and development (R&D) and (ii) digitalisation, and changing culture through (iii) diversification, and (iv) sustainability. These practices were shown to enable leisure organisations to create new customer value within an increasingly competitive environment. Many governments find it challenging to set up a regulatory regime to govern rapidly developing Autonomous Vehicles (AVs) technologies empowered by Artificial Intelligence. This paper analyzes flexible regulation as a tool for assessing regulatory reforms that govern disruptive innovations such as AVs. After defining flexible regulation as regulation that gives regulated entities choices for how to comply with the regulatory objectives, this paper develops Regulatory Flexibility Indicators (RFI) for rule structure, enforcement structure, and regulatory feedback. We study AVs regulatory reforms that took place recently in the United Kingdom and South Korea, focusing on how such reforms have enhanced regulation flexibility. This paper finds that regulatory governance in the United Kingdom is more flexible than in South Korea, indicating aspects of further reforms for improving regulatory flexibility. This paper reports the findings of a thematic narrative review of peer‐reviewed articles exploring innovation in UK independent homecare services published between January 2009–August 2021. Our analysis of 15 papers reveals four broad innovation types: personalised funding, operational models, workforce development and assistive technology. We conclude that research focused on innovation in independent homecare offers important insights into the positive and negative outcomes of different types of innovation for providers, care workers and people receiving care. Public-Private Innovation Partnerships (PPIPs) are increasingly used as a tool for addressing 'wicked' public sector challenges. 'Innovation' is, however, frequently treated as a 'magic' concept: used unreflexively, taken to be axiomatically 'good', and left undefined within policy programmes. Using McConnell's framework of policy success and failure and a case study of a multi-level PPIP in the English health service (NHS Test Beds), this paper critically explores the implications of the mobilisation of innovation in PPIP policy and practice. We highlight how the interplay between levels (macro/micro and policy maker/recipient) can shape both emerging policies and their prospects for success or failure. The paper contributes to an understanding of PPIP success and failure by extending McConnell's framework to explore inter-level effects between policy and innovation project, and demonstrating how the success of PPIP policy cannot be understood without recognising the particular political effects of 'innovation' on formulation and implementation. In the debate on the decarbonisation of heat, renewable electricity tends to play a much more dominant role than green gases, despite the potential advantages of gas in terms of utilising existing transportation networks and end-use appliances. Informed comparisons are hampered by information asymmetry; the renewable electricity has seen a huge grid level deployment whereas low-carbon hydrogen or bio-methane have been limited to some small, stand-alone trials. This paper explores the regulatory and commercial challenges of implementing the first UK neighbourhood level 100% low-carbon hydrogen demonstration project. We draw on existing literature and action research to identify the key practical barriers currently hindering the ability of strategically important actors to accelerate the substitution of natural gas with low carbon hydrogen in local gas networks. This paper adds much needed contextual depth to existing generic and theoretical understandings of low-carbon hydrogen for heat transition feasibility. The learnings from pilot projects, about the exclusion of hydrogen calorific value from the Local Distribution Zone calorific value calculation, Special Purpose Vehicle companies, holding of liability and future costs to consumers, need to be quickly transferred into resilient operational practice, or gas repurposing projects will continue to be less desirable than electrification using existing regulations, and with more rapid delivery. • This paper explores barriers for the first UK 100% hydrogen distribution project. • Learnings from pilot projects need to be transferred into UK operational practice. • Existing regulations present barriers to gas distribution innovation projects. While much work has focused on pedagogical innovation processes within universities, less has been said of the processes and cultures which foster and give rise to creativity within higher education and the ways in which faculty members are encouraged to develop their pedagogy across disciplines and within their departments. This paper examines the ways campus spaces at a UK university are utilised by staff for peer learning and the barriers and affordances for innovation and creativity in educational practice. Utilising an interdisciplinary design, this paper suggests that the various spaces available to university teaching staff are able to be further utilised to support creative practice and peer learning, presented as four design principles: innovation happens in everyday spaces, communal spaces need social functions, forums have different scales, and collaborative spaces require a collective culture. The normalising of a culture of innovation requires both physical and behavioural adjustments to the use of space, suggesting that both faculty and institutions need to work together to reimagine spaces for faculty peer learning. Nurse‐led research and innovation is key to improving health experiences and outcomes and reducing health inequalities. Clinical academic training programmes for nurses to develop research and innovation skills alongside continued development of their clinical practice are becoming increasingly established at national, regional and local levels. Though widely supported, geographical variation in the range and scope of opportunities available remains. It is imperative that clinical academic opportunities for nurses continue to grow to ensure equity of access and opportunity so that the potential of nurse‐led clinical academic research to improve quality of care, health experience and health outcomes can be realised. In this paper, we describe and report on clinical academic internship opportunities available to nurses to share internationally, a range of innovative programmes currently in operation across the UK. Examples of some of the tangible benefits for patients, professional development, clinical teams and NHS organisations resulting from these clinical academic internships are illustrated. Information from local evaluations of internship programmes was collated to report what has worked well alongside 'real‐world' set‐up and sustainability challenges faced in practice. Clinical academic internship schemes are often opportunistically developed, making use of hybrid models of delivery and funding responsive to local needs and available resources. Key enablers of successful clinical academic internship programmes for nurses were support from senior clinical leaders and established relationships with local universities and wider organisations committed to research capacity building. This paper explores the concept of digital modernity, the extension of narratives of modernity with the special affordances of digital networked technology. Digital modernity produces a new narrative which can be taken in many ways: to be descriptive of reality; a teleological account of an inexorable process; or a normative account of an ideal sociotechnical state. However, it is understood that narratives of digital modernity help shape reality via commercial and political decision-makers, and examples are given from the politics and society of the United Kingdom. The paper argues that digital modernity has two dimensions, of progression through time and progression through space, and these two dimensions can be in contradiction. Contradictions can also be found between ideas of digital modernity and modernity itself, and also between digital modernity and some of the basic pre-modern concepts that underlie the whole technology industry. Energy efficiency enables distributed off-grid renewable energy systems—from solar home systems to renewable micro-grids—to deliver energy services that otherwise might be economically or technically infeasible in resource-constrained settings. When super-efficient appliances are used, the total cost of solar home systems and their associated appliances can be reduced by as much as 50% (Phadke et al. 2015). The authors of this paper will first explore the broader interplay of energy access and energy efficiency for off- and weak-grid settings by sharing learnings from the Efficiency for Access Coalition and the UK aid funded Low-Energy Inclusive Appliances (LEIA) program. To serve as a concrete example among off-grid appliance technologies, this paper will then explore the work of LEIA and other Coalition partners to accelerate cost and efficiency improvements in off-grid refrigeration. Refrigeration presents significant technical challenges to off-grid energy systems because of high-energy demand in addition to the lack of consistent and comparable performance data to help market stakeholders make effective and informed decisions about product selection. To help address this knowledge gap in the market, this paper presents the findings of a baseline product testing effort used to establish a foundational understanding of the field performance of commercially available off-grid refrigerators. The paper further explores the role of innovation cash prizes in catalyzing technology innovation and market expansion of off-grid refrigeration analyzing them through the lens of the Global Lighting and Energy Access Partnership (Global LEAP) Off-Grid Refrigerator Competition. There is a dearth of systematic evidence concerning the extent to which being located in economically advantaged regions assists firms in accessing knowledge from global sources. This paper explores the issue by utilizing data from a survey of firms in the UK. It shows that local knowledge sourcing widely assists firms in economically advantaged regions by acting as a springboard for international knowledge sourcing, whilst this is not the case for their counterparts in disadvantaged regions. Mobilizing climate finance for climate change mitigation is a crucial part of meeting the 'well-below' 2°C goal of the Paris Agreement. Climate finance refers to investments specifically in climate change mitigation and adaptation activities, which involve public finance and the leveraging of private finance. A large proportion of climate finance is Official Development Assistance (ODA) from OECD countries to ODA-eligible countries. The evidence shows that the largest proportion of climate finance for climate change mitigation has been channelled to the development of renewable energy, with a much smaller proportion flowing to other crucial forms of clean energy-related measures, such as demand-side management (DSM) (particularly sustainable cooling) and carbon capture, usage and storage (CCUS). This forms the rationale and aim of this synthesis paper: to review the role of climate finance to develop clean energy beyond renewables. In doing so, the paper draws on practical policy and programme experiences of some donor countries, such as the UK, and Development Finance Institutions (DFIs). This paper argues that a greater amount of climate finance from OECD countries to ODA-eligible fossil fuel-intensive emerging economies and developing countries is required for sustainable cooling and CCUS, particularly in the form of technical assistance and clean energy innovation. Key policy insights Demand-side management (DSM) and carbon capture, usage and storage (CCUS) are underfunded in climate finance compared with the promotion of renewables. Climate finance for sustainable cooling, in particular, represents just 0.04% of total ODA, despite cooling projected to represent 13% of global emissions by 2030. Public investment in CCUS is limited at US $28 billion since 2007, despite the costs of meeting the Paris Agreement estimated to be 40-128% more expensive without CCUS. Purpose: This paper aims to explore the power and interest of independent intermediaries in co-creation activities. More specifically, the study investigates the role of independent financial advisers (IFAs) in co-creation activities and identifies how their power and interest can be used to determine their level of involvement in co-creating innovation of new products and services in the financial services sector. Methodology/Approach: A case study research method was employed for this study. The case study focuses on Provider XYZ, one of the largest UK-based financial services institutions. The sources of data used for the research were Provider XYZ's market research reports aimed at customers and IFAs, interviews with nine of Provider XYZ's Senior Marketing Managers and employees, interviews with nine IFAs who conducted business with Provider XYZ, and a discussion with nine of Provider XYZ's customers who have a relationship with an IFA. Findings: The findings of this study identify that independent intermediaries, such as IFAs, have a significant influence on the end customers' view on financial services brands and they partially construct the provider's brand value which is perceived and received by the end customers. Based on the power and interest of IFAs in the potential innovation propositions, IFAs can be classified into four categories: Recipient (Segment A), Consultant (Segment B), Guardian (Segment C) and Co-creator (Segment D). Implications: The findings of the study provide evidence for both academics and practitioners that not all stakeholders can be involved in co-creation activities. To ensure the effectiveness of co-creation activities, it is important to assess the level of stakeholders' power, which indicates the strength of relationship and influence on providers, and their interest in co-creation activities. The co-creator power/interest matrix proposed in this paper can be used to identify viable co-creating partners in an organization's relationship network. Purpose: Young people who are looked after by the state face challenges as they make the transition from care to adulthood, with variation in support available. In the past decade, funding has been directed towards organisations to pilot innovations to support transition, with accompanying evaluations often conducted with a single disciplinary focus, in a context of short timescales and small budgets. Recognising the value and weight of the challenge involved in evaluation of innovations that aim to support the transitions of young people leaving care, this paper aims to provide a review of evaluation approaches and suggestions regarding how these might be developed. Design/methodology/approach: As part of a wider research programme to improve understanding of the innovation process for young people leaving care, the authors conducted a scoping review of grey literature (publications which are not peer reviewed) focusing on evaluation of innovations in the UK over the past 10 years. The authors critiqued the evaluation approaches in each of the 22 reports they identified with an inter-disciplinary perspective, representing social care, public health and organisation science. Findings: The authors identified challenges and opportunities for the development of evaluation approaches in three areas. Firstly, informed by social care, the authors suggest increased priority should be granted to participatory approaches to evaluation, within which involvement of young people leaving care should be central. Secondly, drawing on public health, there is potential for developing a common outcomes' framework, including methods of data collection, analysis and reporting, which aid comparative analysis. Thirdly, application of theoretical frameworks from organisation science regarding the process of innovation can drive transferable lessons from local innovations to aid its spread. Originality/value: By adopting the unique perspective of their multiple positions, the authors' goal is to contribute to the development of evaluation approaches. Further, the authors hope to help identify innovations that work, enhance their spread, leverage resources and influence policy to support care leavers in their transitions to adulthood. This paper identifies, characterises and analyses six evolving regenerative business (RM) models in the UK based on 10 cases we studied. Our conceptual framework extracts four key elements from contemporary business model and value chain literature; architecture/structure, value creation and extraction, networks and linkages, and governance. Using the case study method, we identified the following business models: materials and service provision; early exit: Phase I/II; manufacturing and scale up; translational services; virtual; and integrated. All the business models are still pre-revenue, except for manufacturing and scale up which generates revenue from contract manufacturing therapies for clinical trials. The RM sector is still evolving and consequently the business models are still in flux. Two key challenges for the sector are scalability and sustainability, which creates challenges for pre-emptive policy and practice interventions. We conclude that pre-emptive policy design should support value chain upgrading, paying particular attention to short, medium and long-term sustainability of the RM innovation eco-system, especially evolution of a broad base of SMEs that can take over when public funding is withdrawn. A proportionate and adaptive regulatory environment will be critical to supporting evolving business models even as value chain upgrading occurs. [ABSTRACT FROM AUTHOR]

The paper introduces the UK Open Textbook project and discusses its success factors with regards to promoting open practice and open pedagogy. Textbooks remain a core part of educational provision in science. Open Textbooks are openly licensed academic textbooks, wherein the digital version is available freely, and the print version at reduced cost. They are a form of Open Educational Resource (OER). In recent years a number of openly-licensed textbooks have demonstrated high impact in countries including the USA, Canada and South Africa. The UK Open Textbooks project piloted several established approaches to the use and promotion open textbooks (focusing on STEM subjects) in a UK context between 2017 and 2018. The project had two main aims: to promote the adoption of open textbooks in the UK; and to investigate the transferability of the successful models of adoption that have emerged in North America. Through a number of workshops at a range of higher education institutions and targeted promotion at specific education conferences, the project successfully raised the profile of open textbooks within the UK. Several case studies report existing examples of open textbook use in UK science were recorded. There was considerable interest and appetite for open textbooks amongst UK academics. This was partly related to cost savings for students, but more significant factors were the freedom to adapt and develop textbooks and OER. This is consistent with a range of research that has taken place in other countries and suggests the potential for impact on UK science education is high. [ABSTRACT FROM AUTHOR]

By the end of the Second World War, thanks to government encouragement and support, Britain's aero-engine manufacturers had a series of world-beating axial jet engines. By tracing institutional changes, this paper will show how the Royal Aircraft Establishment's remit expanded during the second world war to include state design of components of aero-engines for the first time. The technological vision of smart urbanism has been promoted as a silver bullet for urban problems and a major market opportunity. The search is on for firms and governments to find effective and transferable demonstrations of advanced urban technology. This paper examines initiatives by the UK national government to facilitate urban technological innovation through a range of strategies, particularly the TSB Future Cities Demonstrator Competition. This case study is used to explore opportunities and tensions in the practical realisation of the smart city imaginary. Tensions are shown to be partly about the conjectural nature of the smart city debate. Attention is also drawn to weakened capacity of urban governments to control their infrastructural destiny and also constraints on the ability of the public and private sectors to innovate. Regenerative medicine (RM) is championed as a potential source of curative treatments for a variety of illnesses, and as a generator of economic wealth and prosperity. Alongside this optimism, however, is a sense of concern that the translation of basic science into useful RM therapies will be laboriously slow due to a range of challenges relating to live tissue handling and manufacturing, regulation, reimbursement and commissioning, and clinical adoption. This paper explores the attempts of stakeholders to overcome these innovation challenges and thus facilitate the emergence of useful RM therapies. The paper uses the notion of innovation niches as an analytical frame. Innovation niches are collectively constructed socio-technical spaces in which a novel technology can be tested and further developed, with the intention of enabling wider adoption. Drawing on primary and secondary data, we explore the motivation for, and the attempted construction of, niches in three domains which are central to the adoption of innovative technologies: the regulatory, the health economic, and the clinical. We illustrate that these niches are collectively constructed via both formal and informal initiatives, and we argue that they reflect wider socio-political trends in the social management of biomedical novelty. Recent worldwide trends in curriculum policy have re-emphasised the role of teachers in school-based curriculum development. Scotland’s Curriculum for Excellence is typical of these trends, stressing that teachers are agents of change. This paper draws upon empirical data to explore school-based curriculum development in response to Curriculum for Excellence. We focus on two case studies – secondary schools within a single Scottish local education authority. In the paper we argue that the nature and extent of innovation in schools is dependent upon teachers being able to make sense of often complex and confusing curriculum policy, including the articulation of a clear vision about what such policy means for education within each school. Governments around the world seek to design policies that enhance the innovative capacity of public service. Hence, identifying the underlying meanings attributed to innovation concepts in public policies is critical, as these very understandings inform not only the policy discourses, but also the overall institutional landscape regulating innovation activities. This paper examines such fundamental definitional aspects in the specific context of the National Health Service in England. For this purpose, it traces the evolution of the innovation concept in policy discourse based on the analysis of 21 key policy documents published or commissioned by the English Department of Health between 1948 and 2015. Systematic analysis of these texts reveals that policymakers’ conception of healthcare innovation broadened considerably over time. English health innovation policy initially focused on basic biomedical research. Subsequently, it entered a transitional period, zeroing in on science- and technology-based innovation. The National Health Service (NHS) in England continues to experience ongoing change in order to complete the transition to the new delivery system outlined in Liberating the NHS (Department of Health, 2010a). Treating and caring for patients in a safe environment and protecting them from acquiring avoidable infections remains a high priority and a central quality improvement component within the outcome Indicator set for 2013/14 (NHS Commissioning Board, 2012a). Infection prevention and control practitioners will be required to use a range of innovative quality improvement strategies to facilitate engagement with clinicians and meet the challenges that lie ahead for the NHS. The purpose of this paper is to report on the implementation of an infection prevention and control self-audit (IPCSA) project within general practice. The aim of the project was to empower practice staff to become actively involved with an infection prevention and control (IPC) audit in order to support the development of an IPC quality improvement culture within general practice teams. The paper outlines the methodology used to implement self-audit. The findings suggest that IPCSA can be used as an effective alternative to an IPC nurse-led infection prevention and control audit. Objectives This paper seeks to further explore the question of how best to monitor and govern innovative clinical procedures in their earliest phase of development. We examine the potential value of proposed governance frameworks, such as the IDEAL model, and examine the functioning of a novel procedures review committee. Methods The paper draws upon 20 qualitative, semi-structured interviews. Nine interviews were conducted with members of a committee that was established as a means of governing innovative procedures within a large National Health Service Foundation Trust hospital in the UK. Eleven interviews were conducted with health providers involved with the development of a variety of novel clinical procedures. Results Prominent themes from the data include the potential willingness of clinicians to engage with regulatory frameworks for innovative procedures, existing ways in which clinicians and others attempt to ensure patient's safety and manage uncertainty in the context of novel procedures, views on the potential benefits and drawbacks of engaging with a review committee for novel procedures, and the pragmatic considerations and potential unintended consequences that are entailed in the implementation of regulatory requirements for the monitoring of innovative procedures. Conclusions The views of committee members and clinical innovators help us to understand the practical issues of implementing governance structures for novel clinical procedures. The data illustrate those factors that must be taken into account if governance is to support innovation rather than act as an inhibiting factor in the development of new clinical procedures. The case has been made for introducing a rights‐based, public health approach to child protection in England. A continuum of prevention is proposed, with multi‐agency responses calibrated more carefully to the level of risk identified by children, parents and practitioners. The aim was to allocate inter‐professional authority and resources in such a way as to ensure the safeguarding response is proportionate to the nature and level of concerns expressed and reliable in achieving good outcoSmes for children and parents alike. Recent research findings confirm the need for new models of service alignment and inter‐professional responsibility at the interface of ‘primary’ and ‘specialist’ health‐care services and ‘children's social care’, where significant safeguarding concerns are raised. This paper reports the findings of a scoping study, designed to establish the extent to which innovative practice methodologies have been implemented and evaluated in England to date. While the evidence to support the effectiveness of specific practice methodologies and contrasting logics of service design and implementation is shown to be very limited still, achieving reliability and legitimacy in the safeguarding relationships established at the service interface seems to depend on the integrity of the dialogue facilitated in each case. The emergence of the network paradigm has led to growing interest in understanding network structures relating to knowledge flows and patterns of regional innovation. This paper explores the structure of knowledge networks stemming from ties between universities and other actors, principally firms. Based upon a network analysis of empirical data for regions across the UK, it is found that the most innovative and economically developed regions are more likely to be the location for actors holding highly central and influential positions within knowledge network architectures. Purpose – Turbulent times are here to stay and public leadership needs to become less managerial, more adept at harnessing resources and transforming governance. While the media continues to search for heroic leaders there is a growing awareness that there is more to public leadership than charisma and that compliant leaders do little to nurture innovation. The purpose of this paper is to address the varying concepts of leadership within public services in the UK. Design/methodology/approach – This paper addresses the varying concepts of leadership within public services in the UK and offers a comparative discussion on these choices of types of leadership. Findings – Evidence shows that successful public leaders tend to motivated by social values rather than money and that in the UK, transformative leadership is stronger at the local level than in central government, where although embryonic, political and executive leaders are forging platforms for innovation and new governance systems that central governments could learn from. Originality/value – There are examples of exemplary public leadership in the UK and this paper attempts to unpack where these are, how they challenge existing leadership thinking and why new forms of leadership are critical at this time. The paper addresses the question of how institutional change relates to the diffusion of microgeneration energy technologies in the UK, posed in a research project comprising interviews with thirty-one respondents connected with the field of microgeneration in the UK. It analyses the nature of institutional rules in the prevailing regime of electricity generation and in microgeneration niches. It examines how such rules might facilitate systems innovation, or contribute to the maintenance of the prevailing system or partial change. The conclusions of the paper inform and deepen understanding of how conformity to or innovation in institutional rules may hamper or potentially contribute to diffusion of environmentally sustainable microgeneration of energy. Purpose -- The paper's aim is to explain the development of the concept of personalisation and its dependence upon prior innovations such as independent living, person-centred planning and individual budgets and explore its meaning, limitations and future prospects. Design/methodology/approach -- The paper takes the form of an analytical and historical review of ideas that have been important in the recent history of public policy for people with learning disabilities. Findings -- People with learning disabilities, along with other disabled people, have been engaged in a struggle to achieve full citizenship. The recent reforms that go by the name of "personalisation" may mark an important stage in the development of a fairer system, but on their own they will be insufficient to achieve that objective. Purpose -- The purpose of this paper is to offer insights into the nature of the challenges leaders across local government face, the skills and personal qualities they need in the present environment and how to develop them. Local authorities, in common with other parts of the public sector, are facing drastic reductions in funding, rising demand for services and government expectations that individuals and communities will do more for themselves. This degree of change is unprecedented and it is helpful to understand more fully the emotional, intellectual and practical challenges that it poses. This paper arose out of work with leaders across local government. Design/methodology/approach -- Senior managers were helped to explore what sort of leadership they would need to give, in this context, in order to best serve service users, local citizens and communities. They could see the importance of innovation and collaboration but also recognised that cost pressures could easily create conflict and drive people back into their silos. Working with groups of managers, it was felt that they faced the connected challenges of managing themselves, leading and managing others in their organisation and the wider system. Findings -- The author found that to be effective, individual leaders needed cognitive and emotional skills and sensitivity, particularly: self-awareness and understanding of others; the ability to manage interpersonal relationships; and complexity and systems thinking. At the organisational or partnership level, leaders needed a shared understanding of the challenges they face, a shared language for describing them and some shared tools and approaches for tackling them. This was best developed through joint endeavour. Originality/value -- Language matters, it influences how we think and we can use it to build collective leadership or allow it to fracture our organisations and wider public sector systems. The more we need to work outside of our own professional groups, each of which has its own language, the more important it becomes to recognise this and to actively seek to create something that is shared. This paper reviews the reasons behind the absence of central Government funding for enterprise and innovation at Further Education Colleges (FECs). Enterprise and innovation are, according to conventional wisdom, crucial in rebuilding the UK's economy and providing jobs. In pursuit of this, the Government has provided central funding for enterprise promotion and education for both Universities and Secondary Schools, but not for FECs. The review starts by looking at recent Government policy papers on enterprise and innovation, then briefly considers the current economic characteristics that lay behind the need for enterprise education and innovation. The efficacy of the current proposals is questioned, looking at the concepts concerning the type and level of intelligence entrepreneurs need, also touching on what types of innovations can be expected to increase employment. The paper concludes by asking if elitist or class bias plays a part in the exclusion of Vocational Education & Training students at FECs from central funding for innovation and enterprise. In the United Kingdom, there has been a resurgence of interest in philanthropy amongst the media, policymakers, and scholars alike. In this context, the analysis of new and innovative forms of philanthropy is paramount. This paper focuses on an innovation in the philanthropic form: the community foundation. The success of community foundations in the United States provided the impetus for the establishment of community foundations in the UK in the 1980s. This paper examines how the community foundation form has been adapted to the UK and the factors which have influenced the development and roles of British community foundations. It is argued that this study is both timely and important for three reasons. First, the analysis of new structures through which people give furthers our understanding of Britain’s culture of giving. Second, the paper examines the role of community-based philanthropy in the civil renewal of Britain’s communities. Finally, the study makes an important contribution to efforts to promote the community foundation form worldwide as it highlights the challenges of transferring philanthropic forms from one context to another. The objective of this paper is to propose a multidisciplinary approach for the analysis of demand and innovation. It combines insights from studies on technology diffusion, evolutionary economics and cognitive psychology to argue that consumption and demand are learning processes driven by trial-and-error, rather than by ex-ante maximisation. The paper presents a heuristic synthesis to incorporate learning processes in the determination of consumption preferences and capabilities. This paper investigates what is needed to make the mobile phone a more effective tool for the interaction between government and governed. Recent studies have shown that a significant proportion of the UK population have no intention of accessing the Internet; however, it is reported that there are more web-enabled mobile phones than there are PCs in the UK. Mobile phones may thus offer the most viable electronic channel through which to encourage large-scale take-up of online public services. Although people have integrated mobile phones into their everyday lives, we argue that unless there is a substantial change in social practices the much heralded 'm-government' will take a significant amount of time to become a reality. Despite these ongoing challenges, mobile technologies offer huge potential to represent mainstream government/citizen interaction. The paper will draw upon case studies of best practice from around the world to investigate the emerging ways in which large-scale usage of this type of government/citizen interaction can be achieved. This paper elaborates on the concept of ‘knowledge economy’ as a prelude to demonstrating its incidence at regional and sub-regional levels in the UK, EU and Israel. The paper shows consistencies in the incidence of knowledge economies across the countries and georegion. This is a good test of the basic methodology, which is simple, and suggests its underlying theory is robust for distinctive spaces and times. It should thus contribute to standard methodology in academic and policy environments. The future economy will be characterised by more knowledge-intensive activities, and as shown in the paper, will be a highly disequilibriated one in spatial terms. Consequently the need for counter-measures is growing in order to continuously follow up and to take the needed actions in lagging regions. Research asking experienced leaders about what they wish they had known 10 years ago is used to provide an insight into the critical incidents that shaped these leaders' careers. This paper analyses the politics of regulatory expansion within the diagnostics sector. Since 1990, an informal, clinician-led process of diagnostic innovation within the UK NHS has been challenged by new mechanisms for the evaluation of diagnostics. We describe these diagnostic reforms as a process of fragmented regulatory expansion. New governance mechanisms function as regulatory niches : discrete spaces within an overarching sociotechnical regime. The boundaries of regulatory niches are organisational and epistemological. Organisational boundaries map onto established communities of practice that constitute the regulatory target; epistemological boundaries are defined by distinctive evaluation frameworks. Niches are also distinguished by their outcomes (rate of positive decisions) and their origins. Niche formation was triggered by five drivers: public scandal; technological change; marketisation; institutional isomorphism; and transnational policy transfer. Each niche was triggered by a unique confluence of these drivers, but common to all were historic shifts in healthcare politics, as the rise of evidence-based medicine intersected with the centralising impulse of the regulatory state, which encroached on clinical autonomy in a contest for power that is increasingly mediated by influential non-governmental organisations. • Regulation of diagnostics in the UK has undergone a process of fragmented expansion. • Three "regulatory niches" have emerged since the 1990s. • Regulatory niches are discrete spaces within the overarching sociotechnical regime. • Each niche has specific organisational and epistemological boundaries. • They differ in outcomes (rates of regulatory approval) and origins. This paper describes and discusses the role of unmet needs in the innovation of new medical technologies using the National Institute for Health Research Devices for Dignity (D4D) Healthcare Technology Co-operative as a case study. It defines an unmet need, providing a spectrum of classification and discusses the benefits and the challenges of identifying unmet need and its influence on the innovation process. The process by which D4D has captured and utilized unmet needs to drive technology innovation is discussed and examples given. Embedded within the NHS, Devices for Dignity identifies areas of unmet clinical need and translates these into research and development projects to develop new medical technologies. This paper discusses the methodological issues involved in assessing the impact of organizational structure upon the innovative capacity of voluntary organizations. It reports the use of a specific methodological tool—the Aston measures—as an approach to these issues. Innovations within higher education are often prompted through the capture of supportive funding. One of the largest examples of this arose from the Centres for Excellence in Teaching and Learning (CETLs) initiative in England (2005–2010). Drawing on the experience of two such Centres, this paper analyses some of the consequences of that funding. It will explore and evidence the fact that whilst funding may incentivise innovation, there is not a simple cause and effect relationship. It will suggest that by offering flexibility in funding approaches, innovation can be encouraged and it will propose that through the direct engagement of students, a powerful and cost-effective force can be empowered to drive curriculum change. Aim To explore nurses' archived accounts of Matron Muriel Powell's management and leadership style and the impact of this on the implementation and sustainability of innovation in the workplace. Background In popular discourse, the matron has become an emblem of leadership. Although the title disappeared in the UK in the late 1960s as part of the re-organization recommended by the Salmon Report, it re-appeared in 2002 in an attempt to improve care standards by reasserting a strong nursing presence and clinical leadership role. Design Secondary data analysis using qualitative thematic analysis. Methods This paper draws on interview data held in the 'Nurses Voices' archive. The interview transcripts of 132 nurses who trained or worked at St George's hospital in 1920-1980 were analysed in depth between March 2011-January 2012 and themes were generated inductively by grouping together emergent codes in the data with similar meaning. Results Looking back, the nurses recalled strong memories of the leadership of Matron Powell. Her presence emerged as a significant influence throughout the interviews. Two resonant themes were identified: innovation and open communication. Conclusions Through her visibility and direct access with patients and staff, Dame Muriel Powell showed what we would now call transformative leadership qualities. Her leadership created a culture of open communication and innovation that initiated change in the organization and the nursing workforce. The practical operationalisation of resilience within cities is strongly linked to technology, such as better construction materials or redesigning urban form. Institutional and private sector actors often focus on issues relating to the technological innovation journey, such as 'pathways' to implementation or 'barriers' to market uptake, rather than whether adaptive technologies are the most appropriate resilience solution. These discourses frame urban resilience from the perspective of an innovation journey where technologies are perceived to succeed if there is high uptake. However, given the multi-perspective and multi-scale nature of urban resilience, the idea of 'success' inevitably has complex spatial, temporal and scalar dimensions. The paper uses the case of property level flood resilience (PFR) technologies in the United Kingdom to introduce the notion of 'contingent resilience' as a means to understand the trade-offs that are part of assessing and evaluating climate resilient technologies. We reveal that there are fundamental contradictions in what is deemed as a 'success' depending on who is framing the problem, when the judgement is made, or where the scale of analysis lies. Above all, the paper highlights the importance of illuminating the struggles that do not just define success, but that spatially and temporally redistribute climate resilience in a hidden manner. • Climate resilience in urban areas is increasingly turning to adaptive technologies in practice. • Governments define success via innovation journeys and market uptake. • Success in adaptive technologies varies between actors, across scales, and over time. • We should recognise the continency of resilience when appraising the success of adaptive technologies. The creative industries have long been seen as an innovative sector. More recent research posits that creative occupations are also a fundamental, but overlooked, driver of innovation. Theory also suggests cities are important for both creative industries and occupations, with urban environments helping firms innovate. Yet little empirical work has considered the links between creative industries, occupations, cities, and innovation at the firm level. This paper addresses this gap using a sample of over 9000 UK SMEs. Our results stress that creative industries firms are more likely to introduce original product innovations, but not those learnt from elsewhere. Creative occupations, however, appear a more robust general driver of innovation. We find no support for the hypothesis that urban creative industries firms are particularly innovative. However, creative occupations are used in cities to introduce product innovations learnt elsewhere. This paper examines the case of a genuine innovation strategy in terms of competitiveness, as adopted by the UK strategy, over the years 1998 and 2005. The evidence was found by systemizing the background, measures, scenarios, implementation, and progress of such an innovation strategy, according to which the only solid source of knowledge is deemed to be the Research and Development activity (R&D). This is demonstrated by tracking genuine innovation strategies, taking into account the efforts of the United Kingdom to boost R&D, in the period analysed, in order to determine the real gaps between UK and its main competitors. In today global economy, competitiveness is driven by the implementation of complex and revolutionary strategies. Knowledge based economies are attempting to maintain their competitiveness within and out of boundaries. Learning health systems (LHS) use digital health and care data to improve care, shorten the timeframe of improvement projects, and ensure these are based on real‐world data. In the United Kingdom, policymakers are depending on digital innovation, driven by better use of data about current health service performance, to enable service transformation and a more sustainable health system. This paper examines what would be needed to develop LHS in the United Kingdom, considering national policy implications and actions, which local organisations and health systems could take. The paper draws on a seminar attended by academics, policymakers, and practitioners, a brief literature review, and feedback from policy experts and National Health Service (NHS) stakeholders. Although there are examples of some aspects of LHS in the UK NHS, it is hard to find examples where there is a continuous cycle of improvement driven by information and where analysis of data and implementing improvements is part of usual ways of working. The seminar and literature identified a number of barriers. Incentives and capacity to develop LHS are limited, and requires a shift in analytic capacity from regulation and performance, to quality improvement and transformation. The balance in priority given to research compared with implementation also needs to change. Policy initiatives are underway which address some barriers, including building analytical capacity, developing infrastructure, and data standards. The NHS and research partners are investing in infrastructure which could support LHS, although clinical buy in is needed to bring about improvement or address operational challenges. We identify a number of opportunities for local NHS organisations and systems to make better use of health data, and for ways that national policy could promote the collaboration and greater use of analytics which underpin the LHS concept. This commentary uses the lens of curricular implementation to consider issues and opportunities afforded by the papers in this special edition. While it is interesting to envision innovative approaches to physical education, actually implementing changes in the complex institutional school environment is exceptionally challenging. These authors have done an excellent job presenting viable solutions and fore grounding challenges. Yet, without a concerted effort to invite teachers to engage with us in this process, our implementation initiatives may not enhance the meaningful and educative process that these scholars envision for physical education. Abstract: Over the past two decades, an international trend of exposing public health services to different forms of economic organisation has emerged. In the English National Health Service (NHS), care is currently provided through a quasi-market including ‘diverse’ providers from the private and third sector. The predominant scheme through which private sector companies have been awarded NHS contracts is the Independent Sector Treatment Centre (ISTC) programme. ISTCs were designed to produce innovative models of service delivery for elective care and stimulate innovation among incumbent NHS providers. This paper investigates these claims using qualitative data on the impact of an ISTC upon a local health economy (LHE) composed of NHS organisations in England. Using the case of elective orthopaedic surgery, we conducted semi-structured interviews with senior managers from incumbent NHS providers and an ISTC in 2009. We show that ISTCs exhibit a different relationship with frontline clinicians because they counteract the power of professional communities associated with the NHS. This has positive and negative consequences for innovation. ISTCs have introduced new routines unencumbered by the extant norms of professional communities, but they appear to represent weaker learning environments and do not reproduce cooperation across organisational boundaries to the same extent as incumbent NHS providers. The use of low or zero carbon technologies has been encouraged in the UK, one of which is air source heat pump (ASHP). However, the current ASHP uptake in UK housing is low, far behind that in Europe and America. This paper aims to contribute to knowledge of utilising ASHP by examining the decision criteria for selecting ASHP and exploring underlying considerations of UK housebuilders. The research was carried out through a case study with a housebuilder and seven nation-wide suppliers, engaging four new-build projects. A wide range of decision criteria were identified. Despite the dominance of cost considerations, non-cost factors also imposed significant commercial implications on the housebuilder's technology selection. For achieving more effective ASHP selection, a structured approach is suggested to manage the decision criteria and appreciate the stakeholders' roles and relationships regarding technology uptake.
