The goal of this paper is to explore the design and implementation of early years educational policy in England in the period 1997-2004. First to be described are the innovations in policy (i.e. the promise), followed by the 'evidence base' for new policy (i.e. the research), the delivery of new services (i.e. the achievement), and finally the tensions and gaps which remain (i.e. the shortfall). The paper will focus on evidence concerning expansion of services and on the benefit of early years education on children's development. It is argued that early years education in England has been transformed through the following: integration of education and care at local and national level, the introduction of the Foundation Stage Curriculum 3-6 years and its birth-3 years supplement, and the firm focus on families as well as children in the delivery of services. Progress files, involving personal development planning (PDP), are becoming a feature of many higher education systems internationally. In the UK they will become mandatory for all undergraduate students from 2005. This presents a major implementation challenge, because while reflection has been a cornerstone of practice in some areas of higher education for a considerable time, its generalisation as national policy changes its discursive location. The paper presents findings from a case study of the implementation of PF in one UK Higher Education Institution (HEI). It reports on how staff in one institution understand PF in the context of national policy, and on how they interpret the challenges they face in facilitating reflection for all students. This year sees the 40th anniversary of the first policy paper regarding the use of computers in higher education in the United Kingdom. The publication of this paper represented the beginning of the field of learning technology research and practice in higher education. In the past 40 years, policy has at various points drawn from different communities and provided the roots for a diverse field of learning technology researchers and practitioners. This paper presents a review of learning technology-related policy over the past 40 years. The purpose of the review is to make sense of the current position in which the field finds itself, and to highlight lessons that can be learned from the implementation of previous policies. Conclusions drawn from the review of 40 years of learning technology policy suggest that there are few challenges that have not been faced before as well as a potential return to individual innovation. Student retention has emerged as a significant and expensive challenge for higher education institutes worldwide. Although several studies have been conducted on increasing student numbers and diversity in higher education institutes, studies on the relationship between student retention and entry grades are limited, particularly in the UK. The aim of this paper was to examine the relationship between entry grades and student attrition in the context of higher education in the UK. A quantitative methodology was used in this study, wherein data were derived from secondary sources, including University and Colleges Admissions Service (UCAS) tariff points and full- and part-time undergraduate student enrolment between 2012 and 2017. The data were extracted and analyzed using Higher Education Statistics Agency (HESA) performance indicators. The findings indicate that there exists a clear association between entry grades and student retention for part-time students, which may aid policy makers, academics, university staff, and higher education stakeholders to develop appropriate strategies to address attrition levels. Developing a coherent 14-19 phase of education and training has been a major feature of the last ten years of the Labour government. This has been the case, too, of the Welsh Assembly Government since its establishment in 1999 with its separate education policy and arrangement. The English 'project' might be characterised by (i) a more holistic approach to the total welfare of the young person, reflected in the attempt to join up the various services which affect welfare in general and educational achievement in particular; (ii) the 'personalisation' of learning; (iii) collaboration or partnership between the different providers of education and training; (iv) a reform of the whole system of qualifications; (v) a revamp of the training and apprenticeship system; and (vi) increased central 'management' of the system to ensure targets are reached. This presidential address argues that there is a pressing need in the UK to build educational research capacity at system level and to do so collaboratively. It advances three main arguments for doing so. These are (i) the increasing concentration of research resources; (ii) the dangers of increasing separation of research and initial teacher education; and (iii) the complexity of the links between research, policy and practice. Drawing on evidence about research quality and on demographic trends of academic staff in education departments, it illustrates one approach to collaborative capacity building in Scotland, the Applied Educational Research Scheme. The article focuses on factors that influences attitudes to technology in schools. A report of the Percy Committee on Higher Technological Education that was issued in 1945 consists issues dealing with national prosperity and education for a technological society. It is reported that in educational institutions, the expansion of places in science and technological faculties was not met by similar increases in the supply of students. Several causes have been advanced for this shortfall. Schools were criticized for not encouraging more of their able pupils to enter professional courses. Technicians have always sought to increase their numbers despite increasing the difficulty of their qualifications. Schools were particularly worried by the criticism that they were not supporting the technological effort in education. Academics in their turn complain that young graduates are given poor jobs and not allowed to make the contributions of which they are capable. In a nutshell, both universities and schools took a poor view of traditional metalwork.
